New jersey is at 49 degrees with rain falling. Were starting to see breaks of sunshine in cape may. And there, check out that. Thats a view of wildwood, which is seeing blue sky at this hour. The rain, the steady rain, the heavy stuff, has moved inland, and well see it come down in berks county and upper chester county. Falling at more than 1 1 3 inches an hour. The rain that is falling in delaware and new jersey is already starting to taper off. You can see clouds over dover with no rainfall there, and look at this. This is the end of the clouds. This is moving onshore, so well see sunshine break through in cape may. There is a coastal threat this evening, even though the rain will be tapering off. Its the high tide, the moon and storm that were dealing with combining to produce evening flooding that will be worse than what we saw this morning. There were areas that were flooded, roadways that were flooded. More moderate flooding is likely for this evening. Through it all, its going to stay cool today. There are some changes ahead and a warmup just in time for the weekend. May have seen that with the sevenday forecast at the bottom of the screen. Ill take you flow the forecast hour by hour later. Matt delucia is live for us in northeast philadelphia. We begin in the studio with first alert traffic reporter Jessica Boyington who has been watching this since it happened at about 6 00. Whats the latest . We can finally get on 95 and not really have too much of a problem. So thats definitely the good thing. Well start there. Well check with the drive times. A little earlier, the drive times on the northbound side of 95 right around academy road from center city to woodhaven, about a 108 minute trip, thats the most i have seen it since working in traffic. Thats how bad it was. Right now, were back down to 13 minutes because all lanes are open and the average speeds are back in the 60s now. Were seeing delayed southbound. Now were at 27 minutes because the two left lanes for cleanup of the earlier jack knifed tractor thalrailer were blocked. Headed southbound, a shaky camera, you can see reduced visibility as well. An accident in the lefthand shoulder. No big delays by that part of the scene, and 95 southbound around island avenue, another accident to the shoulder. In vineland, new jersey, an accident of 55 northbound, which is route 56, the left lane is closed there. No big delays because of it. Also, some emergency construction out in burlington township. You heard all the delays jessica was talking about. Quite a morning for a lot of the commuters out here. A much different scene compared to what we saw four to five hours ago. You can see a live picture right now. Cars coming toward us are going northbound on 95. The vehicles going away are southbound. The crash happened on the left side. The northbound side around 6 00 this morning. All lanes there reopened just within the last hour. Take another look at the scene. This is what it looked like earlier. Quite a mess out here. A Postal Service truck jackknifed, stayed upright, but tuck up all four lanes. This created aba backup that spanned for miles. A rainy morning commute. As we take another live look here, if you were stuck in this, you know what it was like. For those of you who were fortunate not to be in this mess, heres some perspective. See the curb on the left, the northbound sign, about a mile beyond that is the tacony palmyra bridge. This was affecting a great deal of traffic heading to northeast philly, to bucks county, to points north. To the right, the southbound side, just a few minutes ago, only two lanes were getting by. A couple minutes ago, we just saw all these lanes reopen. You still see some residual traffic and signs here talking about the right lane being closed, about 1500 feet from here. Theres still some residual backup from that as well. This side was unaffected by the crash, but theres still quite a backup stretching down to academy road, but now you see, again, northbound 95 reopened after a miserable morning for a lot of drivers out here. Officials say they believe Arthur Buckel is no longer in the Barnegat Township area where they have been looking for him since he was spotted on wednesday. The 38yearold escaped from a prison tuesday morning. He once served time for manslaughter for killing a 10monthold baby. Authorities arent saying where theyre looking for him now. And police shot and killed a dog that chased and attacked a woman in north philadelphia. When officers responded to a 911 calls about the attack, the woman jump eed onto the hood of the police car to try to get away from the animal. The officers got out of their car and fired several shots, killing the dog. The woman is recovering at the hospital. Internal affairs is investigating. Police continue to search for a gunman they say opened fire on the blue route in an apparent case of road rage. Take a look at Pennsylvania StatePolice Released this sketch of the suspected shooter. He is described as a man between 40 and 50 years old. Sky force 10 was over the scene yesterday. Northbound 476. Police said thats where the shooter fired at a blue mitt subushy sedan. He didnt hit anyone inside, but the bullet did pierce the passenger side door. Fortunately for the victim, the way his vehicle is configured, the Center Console stopped that from striking him. State police are looking for a dark blue Lincoln Town Car with tinted windows and a special red emblem on the front. Theyre also reviewing Surveillance Video and hoping to talk to witnesses in this case. Atlantic city is teetering on the brink of bankruptcy with new jersey lawmakers stuck on a rescue plan. Yesterday, Assembly SpeakerVincent Prieto canceled a vote for a bill he promised he would pass. Hes now working on a new measure. Governor Chris Christie said Atlantic City has about ten days of cash left. He said he would not give or lend ac more money until lawmakers put in a charge of the citys finances. Well, today, the public is invited to a viewing for former Philadelphia Police commissioner willie williams. The citys first africanamerican Police Commissioner died last week following a long illness. He was 72 years old. Todays viewing will be at the Baker Funeral Home in north philadelphia from 5 00 to 9 00 p. M. Another viewing and funeral are scheduled for tomorrow morning at Zion Baptist Church in north philadelphia. Happening now, the Commencement Ceremony is under way at temple university. Todays graduation featured the largest class in the schools history. The university is conferring more than 9,000 degrees to undergraduates, graduate students, and professionals. The graduates come from 49 states and 76 countries. And rachel hall is among those graduating from temple today. Her name will be called at the afternoon liberal arts ceremony. A car hit the 23yearold former lacrosse player as she rode her bike near campus last year. That crash left her critically injured. This broke out shortly before 4 00 this morning in syracuse. Firefighters tried to enter the front of the twostory home when the porch roof collapsed. Once firefighters were able to put the flames out, they found four victims upstairs, two downstairs. And its not clear right now how theyre all related. One woman was able to escape and was taken to the hospital. Republican leaders are weighing in on whether theyll support donald trump. Some are jumping in to back him. Others are deliberately staying on the sidelines. And some are going public just to say theyre just not sure yet. Nbc News National correspondent tracie potts looks at trumps efforts to unify his party. At this point, im just not there right now. Paul ryan, speaker of the house, one of the most powerful republicans on capitol hill, telling cnn hes undecided about whether hell back donald trump. Trumps response. Hillary clinton is hammering trump, but shes got her own problems. Take a look. Hundreds of protesters outside last nights california rally insisting shes not doing enough on immigration. In fact, she ended up cutting it short with all the protesters outside and a few inside, too. Tracie potts, nbc news, washington. New allegations have surfaced involving former penn state head coach joe paterno in connection to the Jerry Sandusky child sex abuse case. Court documents from an insurance case show the late paterno may have known about sexual abuse allegations against sandusky as far back as the 1970s. The documents say in 1976, a child allegedly told paterno that sandusky had molested him. Then in the late 1980s. A report of a childs molestation was referred to an Athletic Director at penn state. There is no evidence that the reports ever went up the chain of command. Paternos family released this statement that says in part, through all of this review, there has never been any evidence of Inappropriate Conduct by coach paterno. To the contrary, the evidence clearly shows he shared information with his superiors as appropriate. Sandusky is serving a 30 to 60year term for child molestation. Nbc10 has learned a judge granted sandusky a hearing two weeks from today to try to prove that he was denied a fair trial. The clouds are hanging in there. We still have rain in philadelphia. Much of the area seeing some rain, but were going to see the rain taper off this afternoon. Right now, 52 degrees in philadelphia. Going to stay cool. At 4 00 this afternoon, a scattered shower. A heavier rain has moved inland, and wildwood, look at the breaks of blue sky. Its drying up on the boardwalk. A quick turnaround from first thing this morning. We do still have the threat of flooding for this evening along the coast. Because of this large upper level low, which is going to spin the water right up the coast, combined with high tides this evening, producing moderate flooding. A little worse than what we saw this morning. There were some areas of flooding. Right now, the greatest threat is for this even. The flood threat for roadways will start around 7 30 to 9 30, and then extend to the back bays later this evening. Thats at the shore. You will see some sunshine. Counterintuitive because you see sunshine, the showers tapering off, the flood threat doesnt exist, thats not the case. Be on the lookout for evening flooding not only for the jersey shore frrx the delaware beaches and into delaware bay. As far as rain is concerned, thats tapering off at the shore, but were seeing heavy downpours into berks county. The radar screen shows some areas of heavy rainfall in berks county and into the lehigh valley. The rain tapering off as we go to the afternoon hours. Not going to be an all day event, but still more shower activity ahead of us. 2 00 this afternoon, rain extends into new jersey and delaware. Then as we go into the afternoon, watch how it tapers off in time for the evening commute. Some showers spinning around that upper level low. Theres still a possibility of showers as we go into the evening. As we go to the weekend, the threat of showers will become less and less. The forecast, hour by hour, calling for showers this afternoon. A slight chance of a thunderstorm in philadelphia. Thats at 6 00 this evening, then mostly just cloudy and still cool at 10 00 this evening. Then in the suburbs. Heavy downpours this morning, showers this afternoon. Tapering off as we go to the Late Afternoon and evening hours. The lehigh valley, temperatures will hold steady with the showers. Late day breaks in the clouds are possible, but theres still a possibility of a shower into the evening hours. For delaware, a cool day all around. The showers will break at times, but theres still a possibility of a late day shower. At the jersey shore, watch out for the flooding as you head into the evening hours. Cloudy skies at sick 00. By 10 00, scattered lighter showers. Not the heavy rainfall we have seen so far. And mostly cloudy skies will continue at the shore. This is wilmington, and the blue rock stadium, has seen a steady rain, and some of the heaviest rain in the area so far this morning has been in delaware. Its lightened up quite a bit, but at one point, we saw downpours of 1 to 2 inches an hour. Clouds are hanging in there and well still see moderate showers but the heaviest rainfall is done. Now check this out. Wildwood, look at the blue sky. The rain has ended at least for now, and the boardwalk has dried up nicely. We could see showers spinning onshore during the day today. The steadiest rainfall has already ended at the shore. There you can see the moderate showers moving towards wilmington right now and into some of the suburbs and the lehigh valley. We have seen a few breaks in the clouds as far as rainfall is concerned. But there is still some more rain ahead. The heaviest rain, there it goes, now in maryland. Thats what moved through delaware. The rainfall will be on and off this afternoon. So we see the steady rain this morning. Now were going to see scattered and occasional showers as we go into the afternoon hours. A slight chance of a thunderstorm popping up in the suburbs, cool through the day, the lehigh valley, not much warmer. A break or two of sunshine is possible, but mostly going to be cloudy. There may even be an evening shower as far as delaware and new jersey are concerned, not much warmer there with clouds breaking at times. Ted greenberg gives us a look at conditions in atlantic county. Well, this flooding in Ventnor Heights is the latest in a series of flood events at the jersey shore. The water you see in the streets here basically came flowing out of the back bays. Its the result of persistent northeast winds and an upcoming new moon. What those winds do is they keep pushing the water from the ocean into the back bays. It doesnt have much of an opportunity to drain back into the ocean because of the northeast winds holding it in the bay. Now, widespread minor coastal flooding happening this morning. Maybe pockets of moderate coastal flooding. This evening, high tide is expected to be worse with higher water levels and potentially widespread moderate coastal flooding. The advice from Emergency Management officials and police here at the jersey shore, if you havent already, move your cars to higher ground. Dont drive through floodwaters, although right now, you do see that this truck is coming by me. I guess this guy thought he had no choice but to drive through the flood water, and hes going to go right into a deeper section right there at that intersection. After multiple fires shut down two stations and a section of track yesterday. Youre looking at video of the first of two fires at the Federal Center station. Metro Officials Say a fire and a small explosion was caused by faulty porcelain insulator on the tracks third rail. New third Rail Equipment was installed overnight. A second fire broke out in the same area yesterday afternoon. That one was sparked by debris that was left on the track. Canadian officials are air lifting 8,000 residents to fled their town, which is being ravaged by this massive wildfire. Highway conroy will move thousands more if its safe enough. In all, 80,000 people have evacuated ft. Mcmurray in Canadas Alberta province. Meanwhile, the wildfire continues to grow. Its now bigger than all five boroughs of new york city. North koreas ruling party kicks off its First Congress in 36 years. The secretive nation has not released any information about the Workers Party event. The gathering is believed to have started this morning. Observers expect kim jongun to use the event to promote and consolidate his government. Personnel changes are alsoimented. The congress is expected to run for three to four days. About 30 minutes from now, president obama is set to make a statement on u. S. Economy. Seattle police are looking for the person who crashed a drone into a house. A woman says she was making breakfast yesterday when she heard breaking glass. Thats when her husband went to check it out and realized a drone had shattered their dining room window. He thought it might be a bird. He walked back in and said, no, its something new. I said what is that . A drone. So i said, oh, okay. The camera attached to the drone similar to this one was still recording when the family found it. Police are now working to get a recorded by the drones camera in hopes of identifying its pilot. Today, penn state universitys board of Trustees Plan to vote on alcohol sales at home football games. The plan calls for limiting alcohol sales to suites, club seats, and reception areas at beaver stadium. The proposal also would allow sales of beer and wine only at other campus Athletic Facilities for noncollegiate events. Proceeds would go to the student Alcohol Education and other programs. Right now, 10 of the 13 schools in the big 10 sell booze at athletic events. Later today, uptown entertainment will hold a tribute to prince in philadelphia. The complex will include full practice courts, two, in fact. Sports medicine and player recovery units. Get this, they get a private restaurant there with their own chefs and an Innovation Lab for creating sportsrelated consumer products. It sets us apart. It sets us on our track. Every december, we bless women who are marginalized or having a hard time. Everybody thinks that christmas of children, well, god laid out our heart to take care of women. We pamper them, take them to the mall, give them a 50 gift card and a white limousine and out to dinner and this fashion show is to raise funds for the cinderella program. Last year, we took care of 65 women. This year, were hoping to do 75 to 100. You know, we mostly hear about the Salvation Army doing the holiday season. But your work is really year round. All year round. Im the director of Neighborhood Outreach at the camden croc center, a 24acre facility right in the heart of camden. We have about 8,000 members, and we reach from the littlest child to the oldest adult. Tell us about the community that you serve. I live in a publicized community for poor and for the most dangerous, but i tell you, i love right in cramer hill. I camden. I love my neighbors. Its a beautiful area. And as you just saw with the 76ers, were coming back up. And we worked a lot with different organizations. And we want to invite people to this fashion show. Its going to be a signature event. Were very excited about all the good things that are happening in camden. Theres a lot there. And of course, that waterfront is a beautiful area. I suggested this morning to my coanchor, when the sixers win the championship, they ought to bring the parade over the ben franklin as part of the route. Yeah. Youre doing so much and so much good there. Thank you. Its really pressive. Really impressive. Whats the biggest challenge you have at the Salvation Army . In the Salvation Army, our theme is doing the most good for the most people. And theres so much need. People need jobs, people need housing. And trying to meet that need and work alongside people, not just giving a handout but giving a hand up. And thats really what were working to do, to work alongside the people who are struggling to make the best of what they can. A hand up and not a hand out. Very nice.
