The agreements only come up for renegotiation every 15 years and the city is pushing the cable giant for Significant Community givebacks. Reporter jim, comcast and the city have been negotiating towards this agreement for some two and a half years now, and the goal at this point is to get it finalized by thursday. It would be a longterm agreement impacting both the city of philadelphia and the company. At city hall this morning, a final soundoff from philly residents about comcasts new Franchise Agreement and its responsibility to the city where its based. They are role models for others in the community and their leadership has really shown that. Elisabeth is coceo of the boys and girls club of philadelphia and says comcast has embraced her groups mission to help kids, but for every supporter, there are also critics. Like this group, which testified in todays hearing about their concerns. Its been a real struggle, so comcast, its like they dont work with us. Reporter comcast is the Parent Company of nbc 10. The city renegotiates its Franchise Agreement with the internet and Cable Provider every 15 years. The agreement gives comcast access to city rightofways like city roads to provide its Cable Service in exchange, the city asks for certain givebacks to the community. Im asking comcast to step up just a little bit more. Reporter but advocates want the city to demand more of comcast, prevailing wages for all workers, bigger contributions to public schools, and an expansion to low Income Internet Essentials Program with an end to the 90day shutoff period required to enroll. We couldnt feel prouder of the program and feel weve done more than any entity, public or private, to address the digital divide. Reporter many of the issues highlighted by the public today were also addressed by the committee members. Were actually improving in the Visibility Department in parts of the area now. 55 degrees, finally not raining at philly international for the first time in 21 hours and the only place reporting rain now, wilmington, allentown, mount pocono, atlantic city, so earlier today everybody was getting rain. Hour after hour after hour. Were in the 50s for the most part, 49 in allentown and doylestown. Cool spots, but even that is not that cool for this time of the year and you can see temperatures in the 50s, despite all the clouds and east wind, temperatures continue to be above average. The visibility is below average, though. Mount pocono is improved a little bit, coatesville improved a little, but blue bells visibility has gone down and some of the other visibilities are going to go down quite a bit. Georgetown, delaware, already down to a half a mile. Thats what were watching tonight. Patchy, light rain around right now. Not much back to the west, so its going to be a drier evening, but look at that amount of rain down to the south. Some of that is headed this way for tomorrow. As we go through the night tonight, youll notice the temperature does not really go down much. We have some patchy areas of rain and again the fog will be an issue. Then as we go toward the late morning and early afternoon hours, look at this, tomorrow were starting to get some of that heavier rain coming into the area. Starts off north and west, there we are 3 00, its warm, and its very wet. So that will be even heavier rain than today, although it wont be lasting all day.
