A view from our mellon camera, you cant even see the schuykill and the vine expressway. Good bet lots of traffic there as welg. Check out the conditions in hammonton, new jersey. This is a wet 54. You will definitely need your umbrella at Citizens Bank park for the phillies game tonight. As you can see from first alert radar, lot of rain out there moving across most of the area. We have Team Coverage as we track this heavy rain. We begin with first alert chief meteorologist glenn hurricane schwartz. We arent done with the wet yet. No, we have had a lull in the city of philadelphia for a couple hours now but as we have been telling you, here it comes. Now the skyline is obscured by the local clouds, the rain has hit the city and more to come. You can see on the wide view this band, big band of rain. Fortunately, we are seeing less of the yellow and red. The heaviest rain, we are not seeing as much of that now. We did see some heavy rain offshore, seven miles off Atlantic City right at the time Ted Greenberg was talking about that plane crash. Now, you can see the slowmoving storms continue over much of Montgomery County and Chester County. Its tapering off in berks county and the Lehigh Valley now but we continue to see some of this very heavy rain. We have had two, three more inches of rain in parts of the area. Meteorologist Sheena Parveen has more on that and whats coming next. Thats why we have been seeing a lot of localized flooding, street and creek flooding especially in the lowerlying streets. We have seen in some case cars having to take other routes. Take a look at some rain totals so far. This is through the philadelphia area. Graduate hospital, over two inches. Port richmond over three inches of rain. We have continued to see the heavy rain come down. It really still is so more is going to be adding up on top of this. Smyrna, over an inch and a half. Dover, about three and a half inches. Wilmington, almost an inch. Same as middletown. Through parts of cape may county, we have gotten up to three inches in ocean city. Two in avalon. Over an inch and a quarter in cape may. These areas all expecting at least some localized flooding. Allentown has seen over three and a quarter inch, kutztown, almost three inches. Also morrisville, close to four and a half inches. We will keep tracking the rain and when it will finally move out. We will show you a 3d video of areas where there will be fencing and extra security. Most roads will be blocked off with bike rack fencing and there will be extra magnetometers to allow for quick screening. The mayor warned residents inside the secure perimeter that towing will begin soon. The Parking Authority will be selling spaces to affected residents for 20 for the entire weekend. Towing in the Center City Area will begin on sunday, september 20th and must be completed by wednesday, september 23rd to accommodate the construction of the secure perimeters and the event infrastructure. The mayor says signs will be up by monday in neighborhoods impacted by towing. So what now . The man at the center of one of philadelphias most high profile abduction cases today pleaded guilty to the crime. That kidnapping was caught on Surveillance Video and for the first time, Delvin Barnes explained his actions to a judge. Nbc 10s George Spencer was in the courtroom for the plea hearing. This deal requires decades behind bars. Reporter 35 years in jail meaning that Delvin Barnes would be 73 years old when he gets out. Up to now, he has said virtually nothing but in court today, he described his kidnapping as really the desperate act of a desperate man. Standing before a federal judge in green prison suit today, Delvin Barness eyes were mostly downcast as he admitted guilt in the kidnapping and Sexual Exploitation of carleisha gaither. The city watched that case unfold last november after cameras captured barns grabbing his victim. The quote, wrong person, he said today, and dragging her down this germantown sidewalk as she struggled. When pressed by the judge, barnes said today it was all about just money, trying to get back to virginia. He said it was an act of robbery in the beginning and it turned into other things. Barnes said he hoped to see his daughter there in virginia before facing charges in a separate but similar case from just one month earlier. In that instance, barnes now admits he kidnapped a 16yearold in richmond, sexually assaulted and tried to kill her. Instead of seeing his daughter, barnes was eventually tracked down here in maryland with geathers in his car. For some of the time the victim had been tied up in his trunk. About the threeday crime spree, judge joyner asked why did you do it. Barnes said it was an act of desperation. I really cant make sense out of it. The plea deal is 35 years, including no possibility for parole, but it also includes an agreement that prosecutors will not try that separate case out of virginia. In the meantime, we are hearing that the judge is expected to officially approve this sentence at a hearing in january. Im George Spencer, nbc 10 news. Today an entrepreneur linked to a highranking public official in Lehigh County pleaded guilty to bribery charges. He says he had business interests in allentown and helped the politician who was running for a statewide office with campaign contributions. That was in exchange for city contract bids. He faces a maximum sentence of five years in prison as part of his plea deal. Public official wasnt named but when hadad was arrested, allentown city hall was raided, including the mayors office. Two women attacked in just a matter of hours as they walked down the street in germantown. Tuesday afternoon a man grabbed one from behind on wakefield street. He pulled her into an alley and sexually assaulted her. Tuesday night, another woman walking down the street on locust avenue was forced into a driveway and sexually assaulted. Police say the descriptions of the attackers are similar. Pink slips for qvc. The west chester based Company Plans to lay off 147 employees by the end of next month. Our partners at the Philadelphia Business journal report the employees are from the jewelry Distribution Center in Chester County. That work will now shift to its South Carolina center. Qvc employs 17,000 workers around the world. A Burlington County town is losing its police force. The Burlington County times reports bordentown will handle the police calls for the town of fieldsboro. It only had three officers on the force. Plus a big name exiting the phillies in sports. The fbi is now involved in a series of pharmacy robberies across several states. Several men are targeting Different Stores including some in our area. Nbc 10s Randy Gyllenhaal is joining us from center city with more on this case. Reporter local police have been tracking these robberies over the past few weeks. They all seem pretty similar. Usually two, maybe three guys, always wearing a hat and today, the fbi got involved, saying that this could all be part of a much larger operation. The armed robberies span three states, at least five counties, and investigators say the jobs always look the same. The suspects wearing hats, take employees at gunpoint to the back of the store. You can see this guy forcing a woman to empty the safe full of cash. They are marching them back to the office at gunpoint, threatening to kill them, saying hurry up, i will kill you. Reporter the fbi is now involved after at least 13 cases in just the past few weeks. The suspects have hit a cvs in abington, another in newtown, and one in wilmington, delaware. They robbed a riteaid in upper darby and another in springfield. Surveillance video captured each one but they are hiding their faces. They seem to know where the video cameras are. They are very careful to avoid them. Thats crazy. I never thought anything like that would happen in this area. Reporter customers outside this cvs in aston say its troubling. The store was robbed last month. Employees were handcuffed with zip ties. I dont know what i would do if it happened when i was in there. Its happening more than once, they definitely should increase their security. Reporter the fbi is hoping somebody recognizes these two men. This is the best shot they have got so far. You can actually see the suspects face. They are dangerous people. They have committed a lot of robberies in a short amount of time. We would like to get them off the street. Reporter the feds are offering a reward in this case but they do want to warn people these guys are to be considered dangerous. They should not be approached. Some rare works arrived there this morning for an exhibition centered on a famous work by Peter Paul Rubens depicting the titan prometheus being condemned by zeus for giving the gift of fire to humans. The exhibition begins saturday and continues through december. Todays rain a welcome sight for south jersey farmers. We spoke to the owner of a farm in Egg Harbor Township today. Mostly everything is drying up. A lot of things need the water now to make the fruit grow next year. If we dont get rain now, youre not going to get the fruit for next year. Whats the key for Great Produce this year . A lot of irrigation and that farmer got what he wanted today, right, glenn . Thats right. Everybody is asking for rain. You got it. Now we want to turn the faucet off and dont want it over the weekend but more is coming over the weekend. Citizens bank park is supposed to play ball in less than an hour. They probably at the very least will not start on time. As you can see, we are just covered with rain, that area to the west came right across. Just as we have been telling you. Fortunately, its not as heavy as it was back to the west. But this one area here, right near pennsylvania turnpike, you will see in just a second, this is still in the same spot right near chesterbrook. Theres the pennsylvania turnpike. And just north and south of it, theyre getting clobbered from radnor township, as you go a little farther to the east, lower Montgomery County, its not nearly as heavy. We do have another heavy cell in Delaware County but the state of delaware itself has seen some improvement. Flash flood watch continues for much of the area until 8 00. A flood advisory for areas already seeing at least localized flooding until 6 45 for parts of Chester County and eastern berks and upper bucks and montgomery and also in parts of the Lehigh Valley. Another advisory in the northern portion of Mercer County from rain that has already fallen. The reason for all of this rain, look at all of the winds converging right around northern delaware. When the winds come together, the air is forced to rise, helps increase the rainfall, making it heavier. We have a lot of that. 3. 4 inches in port richmond. 2 inches in fox chase. More than 2 inches in center city. 2. 8 in levittown and bucks county. 2. 7 in willow grove. Two inches in red hill. Doylestown, 1. 5 inches. You can see in the future cast, there is still some more rain coming over the next few hours. Going to take awhile. The thing moved in slowly, it will move out slowly. Could be a couple showers left over by the morning rush but as we go through the day tomorrow, things are going to be improving. The temperature will be going up.
