I spoke with him today and he tells me he encouraged the current mayor not to do anything on this yet, but if he does, he told me what hell do. When the irish came here, they crawled off ships without papers, they didnt have documents. They crawled here because they were starving to death. Reporter jim kenney is quick to talk about his own Irish Heritage and the immigrants who came before him. The man who will be philadelphias 99th mayor. Nobody wanted us here either, and they told us no irish need apply and tried to burn our churches down. This is not going to happen here. Reporter now kenney is facing a hot button issue on the immigration front, philadelphia as a socalled sanctuary city. Mayor Michael Nutter is considering a change here to alert the feds if people who meet certain criteria are in custody. I dont know anyone who supports having terrorists running around the city or known murderers, rapists, child abusers here in our city. Reporter he tells me changes at the federal level prompted another look here. Youre in the middle of a transition, why do this now . Weve been working on this for a while and when i took my oath of office, i stay in office until january 4th, 2016. You serve out each and every day. Reporter but his successor has his own plan. If theres a change, what happens . Were going to go back to the original executive order that the mayor signed not that long ago. Reporter taking his stand here on an issue igniting emotion across the country. I think, you know, the trumpesque wall building stuff is nothing but tear people apart and im not going to allow it here in philadelphia. Reporter some immigration groups, this is personal, they felt that philadelphia was a leader on this issue, making people more comfortable with the police and that the city could now take a step back. Staying in the city now, philadelphia mayor jim kenney announced three more members of his administration today. Mike diberardinis as managing director. He served for two Philadelphia City mayors now. Jane slusser will serve as chief of staff in the administration and otis hackney will be chief education officer. Hackney is credited with turning around south philadelphia high as the schools principal. From our delaware bureau, its been called murder town usa, and today the fight against that title in the newly announced network show is growing stronger in wilmington. The show would be called, you guessed it, murder town. Abc ordered a pilot of the legal drama and now real life religious leaders are angry. They got together a congregation to urge the city to fight harder against the show. The naacp says its an insult to the city and to the families who are victims of violent crime. Hope folks understand and go home and regroup and continue to stand firm to try to make changes here. Putting our resources and talents together, we can make changes. City council sent a letter to executives in new york asking them to reconsider using wilmington as the location for the show. Jerry sandusky is getting his pension back from penn state and its worth almost 5,000 a month. A courts ruling today means the state must restore sanduskys pension. It also asks to pay back interest. A state retirement board ended sanduskys pension on the day he was charged with abusing young boys. That wrongly concluded sandusky was a penn state employee when he committed the crimes. A bucks county man was exposed from engaging in Sexual Activity from underaged girls when he went to get his phone fixed. He brought his cell phone to a repair shop and thats where a technician found images of child pornography. Kaye was arrested after more than 30 images were found on his phone. He was released from jail after posting bond but now police want to know more. They say a forensic exam of the phone showed sexually explicit chats that kaye was having through social media apps. We uncovered evidence that this individual was not only possessing child pornography, but he was also meeting underaged juvenile females. Kaye is now being held on 50,000 bail. The flag blowing for the first time this season were starting to talk about wind chills. Now lets talk to first alert chief meteorologist glenn hurricane schwartz. Temperatures are dropping, glenn. Yeah, absolutely, keith. Wasnt all that cold this afternoon. Its taking a while for the cold air to start to come in, but those winds are bringing it in, and temperatures as we go through the rest of the night are going to continue to drop. Its down to 56 degrees in philadelphia. We got up to 59, down to 50 in most of those areas north and west and keeps dropping. The wind no longer is gusty as it was earlier today. We saw gusts up to 40 miles an hour as we go through the night tonight, were going to find temperatures dropping into the 40s pretty quickly. By 8 00, and then later tonight as the wind as the temperatures go down into the lower 40s and even upper 30s in philadelphia when you add the wind, were actually talking about a wind chill. Even from the philadelphia area southward, so the wind chill by later tonight, if you headed out late tonight, take the heavier coat because its going to feel like in the upper 20s in some of the suburbs. The temperatures are going to be going lower this weekend before we see a rebound. Ill get into those details in a few minutes. Thank you. Right now at 5 00, uber driver versus uber driver. Its a protest at Philadelphia International airport. Drivers with the more expensive Uber Black Service say workers with the lower end uber x service are picking up passengers illegally at the airport. Nbc 10s tim furlong joins us live to sort this thing out. Tim, a lot going on around you. Reporter there is a lot going on. Loud in the arrivals area. These drivers here drive through uber black, they are upset with the airport because they pay to be here like regular cabbies, play by the rules, use special lanes and wait for their turn to pick up customers, but they say regular uber drivers and drivers from an app called lyft come in and pick up people, they say those drivers even run into the baggage area and offer customers rides. They say this isnt fair, they say the airport isnt doing enough to keep the Playing Field level for the drivers who pay to be here. They have to understand what we go through if im making 8 an hour, this guy is also to be making the same or, you know, less, because hes not paying anything. Its just not fair with anyone. Reporter and i just got a call from the airport, and it turns out these two actually have a pretty good point. Uber x drivers and lyft drivers are not technically allowed to work at the airport, something the Utility Commission ruled. Philadelphia police are supposed to make sure they are not here but its hard to enforce. Theyve been showing me the apps, you can track the apps and see where the drivers are. We have seen uber x drivers and lyft drivers here, who the airport says are not supposed to be here. These people are upset, they pay to be here and even the airport says they have a good point. Live at the airport, tim furlong, nbc 10 news. Thank you. Right now at 5 00, Pennsylvania Attorney general Kathleen Kane has responded to a subpoena from the state Senate Committee investigating her. This all comes hours after her spokesperson said she would ignore it. Kane handed over documents to the panel but told them she doesnt think it has the authority to recommend the legislature trying to remove her from office. The state support suspended kanes law license after she was charged with perjury. Prosecutors claim kane leaked secret grand jury material and then lied about it. Now the video you first saw on nbc 10, police say thats a philadelphia nun on your screen failing a sobriety test. Tonight that nun faces charges and shes on leave from her teaching job at Little Flower high school. Police say sister Kimberly Miller failed the test after she crashed her truck into a meinke auto shop saturday. Miller is charged with dui, reckless driving, and leaving the scene of an accident. Investigators say miller was twice the legal limit. Theres now a petition to save sister millers job. A man who was lying in the middle of the street in philadelphia is dead now after getting hit by a car. Witnesses say they saw the victim, they tried to help him, but then a car came down the street and hit him. Witnesses say the man seemed groggy, so police are trying to figure out if he was intoxicating. The driver did stop. Police say that person most likely wont be charged. And a gas pump turned into a cash machine for two men wanted by delaware state police. Heres what we mean by that, a credit card skimmer was placed on a gas pump on the louis georgetown highway in dover. Police say these two men then cloned the information and used it at a number of stores in wilmington and pennsylvania. If you recognize these men on your screen right now, call police. Meanwhile, many people are talking about this, a judge in utah just reversed his decision to take a baby away from her lesbian foster parents and place her with a heterosexual couple. The judge apparently pointed to research that shows children do better when raised in heterosexual homes. Utahs division of Child Services say that went against their recommendation. The decision caused so much backlash the judge reversed his decision today. The baby will now stay with the two married women. Back here at home, police say a local mom could have prevented her 8yearold sons death in january but didnt. Today 28yearold Ashleigh Buskirk faces Involuntary Manslaughter charges. Police say her son had juvenile diabetes and she failed to follow Doctors Orders to fail for the child who suffered a fatal complication. And a delaware teacher accused of assaulting a 6yearold boy with autism will be back in court next month. She was accused of pushing the boy last month. Police say she pushed the student at etta wilson elementary school. He fell into a book shelf and hurt his back. Shes charged with seconddegree child abuse and will be arraigned on december 4th. To a startling rise in the number of children diagnosed with autism. The National Center for Health Statistics now says 1 in 45 kids in the u. S. Has an autism spectrum disorder. Heres why. Researchers changed how they asked parents about their childrens developmental delays, also over the years the definition of what conditions fall under the autism spectrum is broadened. Its also possible some children were falsely diagnosed. Joining us now to talk about this rise is carrie matthews, ceo and founder of james voice inc. , the Community Group that works to enhance the lives of individuals diagnosed with autism. Thank you so much for joining me. Hi, thank you for having me, keith, im excited to be here today. Lets start with perspective here, before i understand it was 1 in 68 kids, now its 1 in 45. Thats an alarming jump. What do you think is happening . Well, you know, keith, there are several things that are happening. One, were properly diagnosising children, which is extremely important. More of autism is being talked about so, therefore, parents are standing up and looking and asking the most important questions, and even better than that were getting developmental pediatricians involved who can appropriately diagnose a child with autism. So often times parents think should my pediatrician be able to tell me my child is autistic and thats not all the time true. Autism is not something all doctors have been specifically trained on to be able to identify in all kids. The methodology sounds like its gotten more accurate. Now were hearing new numbers. What needs to happen next . I think the best thing that needs to happen next is, number one, on a federal level we need to make some definite changes and mandate some things so that autism is being accommodated in not only young children, but also adults who unfortunately missed some of the Additional Services that they could have gotten when they were younger. I think the next step, too, is that, you know, our world needs to accommodate restaurants, theaters, and doctors and professionals and teachers and churches, all of those things need to be trained or those people need to be trained so that we understand how to identify autism, accommodate those individuals living with autism and embrace families so theres no more isolation. Well, the wind has been howling during the day and its bringing in colder air. Its not going to be a long lasting cold spell, though. The gusty winds, well, were going to have some more of that tomorrow. Maybe not quite as windy as today. Setting us up for this chilly weekend, but the warmth is going to be returning next week. So its not a trend toward a colder pattern. Weve had a lot of sunshine today. 56 degrees right now. The winds really diminished at philly international. Up to 40 miles an hour earlier. Five degrees colder, though, than we were at this time yesterday and down to 50 in reading and allentown and pottstown, lancaster, about to go into the 40s. And before the nights over, yeah, going to be in the 30s. And some wind chills may end up being in the 20s. 56 degrees in dover, one of the warmer spots. Theres the wind direction out of the west and northwest. The sustained winds now generally 10 to 15 miles an hour. Still strong 20 in lancaster, but the trend is definitely to diminish, at least for a while. Now, by sunday i dont expect it to be as windy as it was today or will be tomorrow. There will still be some breeze, maybe 10 to 20 miles an hour, but wont be as cold. 56 degrees at kickoff, 60 degrees by the fourth quarter. So thats pretty nice football weather for this time of year. We have that west wind now and its important to see the direction, because there are some lakeeffect showers and even snow flurries up there. The general trend, though, is straight west to east here, so at the most i think some of those flurries could end up grazing the poconos. This is the future cast, as you can see, and there are a couple little flakes perhaps early this evening up towards the poconos, but other than that dry through the weekend and into early next week. For the rest of the night, clear, much colder, chance of a flurry in the poconos. Wind chills by morning, 25 to 32. Been a while since weve used that term, hasnt it . Tomorrow windy and colder, mix of sun and clouds, temperatures struggling to get over 50. Average high is 57 for this time of the year. That actually happened in mountain view, california. An officer noticed traffic backing up behind one of googles self driving cars, so he hit his lights. Turns out the car was going 24 miles an hour in a 35 mile per hour zone. Google says it caps the speed of its selfdriving cars at 25 for safety reasons and in case youre wondering, google says it always has a human inside the cars for now. Over on this topic, ford announced today it will be the first automaker to test its own self driving cars. All the driving will be at a fake city in michigan. Listen to this, the socalled m city is a full scale simulated real world environment at the university of michigan. Other automakers are contributing to that site, as well. And in this technology age, weve seen it all, weve probably seen this happen. Maybe it even happens to you. Embarrassing selfies posted on social media. Well, now Facebook Says its working to stop that from happening. The Image Recognition software may prevent uploading a late night selfie or other pictures you might want your friends to see. Police now say at least 35 people are dead after what they are calling multiple acts of violence in and around that city. Good evening, im keith jones. Nbc 10s Jim Rosenfield is monitoring this breaking news thats happening in france. Jim, these numbers keep getting worse. Yeah, keith, you just mentioned within the last half hour police have updated the death toll to 35. Its a fluid situation in paris, this all after several shootings and explosions in paris. Weve also learned that about 100 hostages are said to be being held at a concert hall in the 11th arrondissement. Theres also been a shooting in a paris restaurant. This is video from that scene. Police Officials Say more than ten People Killed here at that restaurant. Theres also been an explosion in a bar near a stadium, where france and germany where playing a soccer match. Frances president , Francois Hollande was at the game and is meeting with a crisis team in paris. Its unclear if there were causalities at the bar incident near the stadium. Back here in the u. S. , of course, Homeland Security is monitoring this situation closely out of paris. President obama was just briefed in the past few minutes, but Officials Say there is no known credible threat against the United States. Yeah, it was gusting up near 40 miles an hour today and we still have at least decent wind, although its not quite as windy as it was a few hours ago. And the wind is going to pick back up tomorrow and continue to feed in colder and colder air. Were down to 56 in philadelphia, 53 in wilmington. Weve got up to 59 and now its gone down. Its 50 degrees in many of the northern and Western Areas and will continue to drop. At least the wind gusts have dropped somewhat. 24 miles an hour in lancaster, 29 miles an hour in mount pocono. They did gust up to 40 miles an hour earlier. You can see on the future cast we have temperatures going well down in to the lower 40s and still decent wind, even at 1 00 in the morning, so thats creating the wind chill thats going to feel like it in the 30s in philadelphia and 20st in some of the suburbs by morning. Well see when it warms up, and it will, in the seven day in a few minutes. Thank you, glenn. Tonight, two teenagers are in custody accused of murdering a boy in broad daylight on a sunday afternoon. Police say celine west was just riding his bike when he was shot and killed. Detectives think its part of an ongoing dispute between groups of teens in philadelphia. Aundrea clinethomas joins us live with new information just released this afternoon. Aundrea, what are police saying now . Reporter keith, were learning that both of those teens have prior records for things like drugs, stealing cars, one was also arrested for bringing a weapon to school. This situation, though, is far worse as both of the 17 year olds are going to be charged as adults. At just 17 years old, raheem and ty reed are being charged with murder. Police say the pair ambushed 16yearold celine west and a friend on november 1st while they were riding their bikes in strawberry mansion. 17 shots were fired. One striking celine in the back. Its sad that these teenagers, but im at ease. Reporter police say the shooting was the result of an ongoing dispute between two groups of teenagers and so far have not linked it to gang activity. They dont know if he knew the shooters. Its troubling. It makes you wonder where does this end and what can we do to stop it. And we need to work to find answers. Reporter his family suggests he was targeted because of who he chose to hang out with that possibly upset the shooters. He wasnt a hoodlum kid. Reporter back in the neighborhood, a make shift memorial honors a young life lost and a community that says its tired of all the violence. My life will never be the same, ever. He was my only child. He was my life. He was why i did what i did. And i worked very hard. Reporter one of the accusers is also being charged in another shooting that happened just days after celine was murdered. Police are looking into whether the pair is responsible for any other violence in that community. Reporting live from Philadelphia Police headquarters, im aundrea clinethomas, nbc 10 news. Philadelphia Police Released new video of suspects in a robbery and shooting at a cobbs creek restaurant. A customer inside heard a gunshot, then dropped to the floor. Two men came in and pointed a gun at the victim demanding cash. He handed over 400 then ran off. Philadelphia police want to hear from you if you recognize the robbers. Today the Philadelphia Police department promoted one of its officers who was acquitted in a high profile corruption scandal. Officer Michael Spicer was promoted to sergeant this morning during a ceremony at city hall. Spicer was one of six officers cleared in a federal Corruption Case back in may. He and the others won their jobs back after theyd been fired. Over at mercer county, police are testing out a body camera pilot program. Six officers are now wearing them. Heres how the cameras look. It will be worn in the center of the officers shirt, three different models of cameras are being tested to figure out which one works best. There are plans to have the cameras on the whole force by early next year. And a former navy s. E. A. L. Who transitioned into a woman is speaking tonight at Bucks County Community college. Kristen beck is the author of the book warrior princess. Beck spent 20 years serving our country and at one time was a member of s. E. A. L. Team 6. Its expected to hear that case early next year. The law requires clinics providing Abortion Services to meet the same medical standards as Surgical Centers and doctors at those clinics must have admitting privileges at nearby hospitals. As a result the number of clinics providing Abortion Services in texas has dropped from 42 to 19. If the Supreme Court upholds that law, that number could fall to ten. A western pennsylvania woman is facing thousands of dollars in fines for trying to keep her neighborhood safe. Cindy davis posted this sign here behind me in the window of her Washington Township home. It reads thank you, police, neighbors watch no drug dealers, you will be turned in. Turns out its illegal to post a homemade crime watch sign in your window there. So far, davis has racked up 45,000 in fines. Today the university of pittsburgh became the latest school to rescind an Honorary Degree issued to bill cosby amid accusations of sexual assault. Drexel university did the same thing yesterday. Cosby has never been charged with a crime. He has continued to deny allegations from several women that he drugged and sexually assaulted them. We understand this started around two and a half hours ago, apparently coordinated attacks throughout the city of paris. Started with a shooting at a paris restaurant, 11 killed there. Then two explosions heard at a bar outside the French National soccer stadium, a little bit outside of the city. The president of france, president hollande, was at that soccer match. That is where there is this ongoing hostage situation as we speak. Anywhere from 60 to 100 people held hostage inside that concert hall. And, lester, were hearing now of a fourth incident in central paris. Right now to the white house, heres president obama. The facts across paris tonight. Once again, weve seen an outrageous attempt to terrorize innocent civilians. This is an attack not just on paris, its an attack not just on the people of france, but this is an attack on all of humanity and the universal values that we share. We stand prepared and ready to provide whatever assistance that the government and the people of france need to respond. France is our oldest ally. The french people have stood shoulder to shoulder with the United States time and again. And we want to be very clear that we stand together with them in the fight against terrorism and extremism. Paris itself represents the timeless values of human progress. Those who think that they can terrorize the people of france or the values that they stand for are wrong. The American People draw strength from the french peoples commitment to life, liber liberty, pursuit of happiness. We are reminded in this time of tragedy that the bonds of liberty and eternity are not only values to the french people care so deeply about, but they are values we share. And those values are going to endure far beyond an act of terrorism or the hateful vision of those who perpetrated the crimes this evening. Were going to do whatever it takes to work with the french people and with nations around the world to bring these terrorists to justice and to go after any terrorist networks that go after our people. We dont yet know all the details of what has happened. We have been in contact with french officials to communicate our deepest condolences to the families of those who have been killed, to offer our prayers and thoughts to those who have been wounded. We have offered our full support to them. The situation is still unfolding. Ive chosen not to call president hollande at this time, because my expectation is that he is very busy at the moment. I actually, by coincidence, was talking to him earlier today in preparation for the g20 meeting, but i am confident that ill be in direct communications with him in the next few days and will be coordinating in any ways they think are helpful in the investigation of whats happened. This is a heartbreaking situation and, obviously, those of us here in the United States know what its like. Weve gone through these kinds of episodes ourselves. And whenever these kinds of attacks happened, weve always been able to count on the french people to stand with us. They have been an extraordinary counterterrorism partner, and we intend to be there with them in that same fashion. Im sure that in the days ahead well learn more about exactly what happened, and my teams will make sure that we are in communication with the press to provide you accurate information. I dont want to speculate at this time in terms of who was responsible for this. It appears there may still be live activity and dangers that are taking place as we speak. And so until we know from french officials the situation is under control and we have more information about it, i dont want to speculate. Okay . Thank you very much. President obama acknowledging the concern about whats happening right now in france, but notably has not contacted his counterpart in france. Still dealing now with what were hearing four different locations of attacks in the paris capital, in the french capital. The fourth one weve received information most recently about the la haal shopping area in paris where theres apparently been more attacks. There was a hostage taking at a concert hall, a shooting at a restaurant, an explosion outside a football or soccer stadium. Nbcs ron allen is in the White House Briefing room there. Ron, can you tell us whats been happening over the last couple of hours in terms of what the president has been learning and what the white house has been learning . Well, interestingly he had a conversation with the french president this morning because theres a g20, a major submit of the worlds wealthiest nations coming up this weekend in turkey. The president is set to head off there tomorrow. We asked if his plans will change. Obviously, he didnt want to answer that at this point because the events are still unfolding, but clearly global terrorism will be an issue on that agenda. Now much higher on the agenda, the event will actually happen a few hundred miles from the Syrian Border in a turkish mediterranean town. Here the president , of course, monitoring the situation. Hes been in touch with his advisers, obviously. Earlier today there was a meeting with a former National Security experts, former secretaries of state. The issues there is the president s trade initiative which he is trying to push on this trip, as well, but certainly the issue of isis and the attack earlier announced earlier today on jihad john and the other developments there in iraq and syria. No doubt on the agenda the president certainly trying to get as much input and information as he can and advice, probably, but here events still unfolding and well see what comes next. Back to you, lester. Ron allen, thanks. Lets go back to kelly monitoring the reports out of france. Kelly, as i go to you, that last causality figure we heard of 60 dead, that is coming from French Television, correct . Correct, lester. Thats from bf mm tv, 60 dead i four separate attacks, the fourth a Shopping Mall in central paris. That number has not been confirmed by french authorities. In fact, the French Police number is slightly lower at 35 dead, but still, extraordinary and sad numbers here, lester, including that hostage situation, which is still ongoing at the paris theater, the bataclan, where an american rock band was playing tonight. We dont have a clear number on how many gunmen may be inside or how many hostages may be held. We have numbers anywhere from 60 to 100 inside that theater and others who were killed in the initial attack. Reports of at least 15 killed in the initial attack on that theater. So once again, lester, the details are changing almost by the moment. Still no Firm Information on the fourth attack, which has happened now in central paris. Lester . This, of course, follows the trauma of last january, the attack of the offices of Charlie Hebdo newspaper and the terror that followed there. Paris, no stranger to this kind of terror, but certainly, never in recent history on this scale. No one is officially connecting the dots, but lets put it in perspective, all this comes about two weeks of the bombing of a russian plane over egypt, possibly by isis. Thats still being investigated. Of course, yesterdays twin suicide bombings in beirut, isis claiming responsibility for that, and it comes just a night after the u. S. Took out the jihadist known as jihadi john, the infamous isis executioner. He was taken out by a u. S. Drone yesterday. No one officially connecting any of those dots, but just to give you some perspective of the environment right now, certainly in the middle east and certainly we have seen these sorts of things play out in france before. Again, as we noted, the president making the statement a short time ago acknowledging he does not have a lot of specific information from france. They, obviously, have their hands filled at this moment, the hostage taking, trying to get a handle of where and when all this stops. This is still breaking as were on the air. These are the pictures coming in from different parts of paris right now. The Security Service is now scrambling to different locations, sealing different areas off. The first two attacks were in the 10th and 11th, forgive my pronunciation, arrondissements, northeast of central paris. Again, more pictures coming in, two explosions outside the soccer stadium and there you see the shots from outside the restaurant. Were continuing to put all this together.
