You have the clouds coming in, dropping into the 40s, some places even upper 30s by 6 00 a. M. Lehigh valley dropping pretty quickly, and other areas dropping into the 40s as they clear out as well. The man accused of setting off bombs in new york and new jersey faced a judge today. The judge entered a plea of not guilty to charges his client tried to kill Police Officers. Hes accused of injuring more than 30 people in a string of bombings in new york and new jersey. He also injured two Police Officers in a shootout. Hes been recovering in that hospital since his capture. Hes facing five counts of attempted murder. It all started on the morning of september 17, a pipe bomb exploded just before a 5k race for the marines. And Surveillance Video shows people running after a bomb went off. A Pressure Cooker bomb was found undetonated nearby as well. Fast forward to the morning of september 19. A police robot detonated a bomb in rehoboth, new jersey. Another explosion in ocean county overnight, rocked a Community Just weeks after the blast in seaside park. Ted greenberg spoke with neighbors in barnegat township. Reporter in what could be land mark legal decision, a judge says for the last ten years, the lower marion School District deliberately overestimated deficits that lower marion schools told taxpayers it needed more money than it actually did. The district appeals the decision, taxpayers lobby the school board and superintendent. The superintendent canceled the interview with us after the courts reason ruling. Making a best guest for the next year. Doug young said the overbudgeting wasnt done on purpose. Every district has to go through a process. Reporter our investigation finds lower marion is not alone. We looked into 12 suburban philadelphia School Districts budgets for the last six years, 11 consistently told taxpayers they needed more money than they did. According to our analysis, lower marion, central buck, and downingtown area schools had the biggest drincifferences. It adds up to tens of millions of tax dollars. Ewoo were doing it in secret. We were not telling the public what we were doing. Reporter a former School Board Member blew the whistle on his district. We needed a cushion. A safety net. He says hes convinced the school board to stop the practice, now hes an Expert Witness for the plaintiffs in the lower marion case. He reviewed our analysis and provides his own. Revealing skill districts overbudgeted. There are number of districts cooking the book and telling the wrong story, they are misleading the district. Reporter take central bucks district who by our analysis has overestimated 7. 6 since 2009. The district brought in an extra 19. 4 million. I think were doing things very well. But i think it would be highly irresponsible to sit here and say we cant get better. Reporter the district superintendent explained the district uses the extra money to renovate schools and pay down debt. Its incumbent upon us to be strong communicating that. Reporter in downingtown we asked for more than a month to schedule an on camera interview with their superintendent. He refused. We wanted to ask him why over the past six years the district told taxpayers it needed 50 million more than it actually spent. We had to show up to the districts monthly board meeting. We welcome channel 10 news. Reporter the superintendent agreed to answer our questions. We were clear were against it. Since youre here were happy to do it. Reporter im wondering why you need more money than you spend . The general fund is the only revenue generated fund we have. Reporter he said they need to pay down debt and build new buildings. He found the pittsburgh School District overestimating how much money it needed the day before raising taxes. He says hes going to take a look at our list, even budgets approved by the department of education. Were going to make sure theyre on the list for future audits.
