Im tracy davidson. Im chris cato. So far no schools are closed or delayed, but the superintendents will make that decision later today when they see what time the snow is arriving. Then they will make a decision on whether students will be sent home early. Well let you know about any decisions that will be made. And now bill henley is here with his first alert forecast. Bill this is an afternoon event in terms of snow and possible sleet, right . Yeah it will be dry this morning. It is dry this morning, but there have been a few spots of black ice. Black ice will be an issue to start with but completely clear otherwise of any precipitation. As you can see by the live view here from center city. The potential for black ice as we had light fog and light showers yesterday. This afternoon thats when the sleet and snow will arrive. A brief period of sleet mainly snow that will continue accumulating during the evening hours. As far as the arrival, well, its still a long way away. The radar is completely dry in our area but you can see the first precipitation now in West Virginia and the ohio valley. In your hourbyhour future weather, well show by late this morning, you can see the first snowflakes that are off to the north and west. Those snowflakes will be moving in during the afternoon hours. Here it is 1 00 in the afternoon, you can see the light snow in allentown, reading will see snowflakes since moving into chester and new castle county. That will continue to move into the area with snow accumulating during the Late Afternoon and evening hours. But theres a potential this evening to see steadier heavier snow in parts of delaware and south jersey. Your hourbyhour forecast calling for a few spots of ice this morning. A cold start at 9 00. Police are on the scene of a deadly crash after a driver lost control on milnor street and crashed into a concrete stairwell. Three people were in the vehicle, one person was killed another has broken bones and the driver has minor injuries. No word on what caused the sh kra. Milnor street is a smaller street, so it will not impact too many people but if youre one of those that needs to detour around it take state road as your alternate. Heading to north philadelphia, another serious accident at 25th and west lehigh. Jesse gary is live at the scene with a report in a few minutes, but this is going to be blocked off. If you need to get around it i have a few options, 27th york or west cambria street to avoid the area. In bucks county route 1 at pennsylvania, all is quiet there. If youre waking up on the majors around philadelphia waking up to travel on the majors, 76 looks good. The blue route is clear. And so is 95 right now. Chris . Com overnight that happened during a traffic stop on december 30th. Katy zachry is live in our Digital Operations Center. Katy, you have been looking at this video this morning and getting reaction to it. What can you tell us now . This deadly shooting happened quickly. It took less than two minutes for police to pull the car in question over after it allegedly ran a stop sign and fired the deadly shots. It happened that fast and a local civil rights activist tells me this morning hes outraged by what he sees. Take a look. Show me your hands dont you [ bleep ] move thats one of the bridgeton, new Jersey Police officers screaming at Jermaine Reid to show his hands and get out of the hands. Thats after police pulled the car over for allegedly running a stop sign. In the audio, you hear police say theres a gun in the car. The officers are screaming not to shoot and say, quote, if you reach for something, you will be dead. As soon as Jermaine Reid stepped out of the car, the first shot is fired followed by several more. There you go theres 36yearold Jermaine Reid who was killed shortly after that deadly shooting. A local civil rights leader tells me this morning that it is time for local lawmakers to pass legislation calling for Better Police accountability. His group, National Awareness alliance is holding a press conference later today in light of the new dash cam video that was released. Hes also asking the new jersey attorney general to appoint a special prosecutor to the case saying the come we are land county procue or the is too closely involved with the police. The two officers have been put on paid leave. They have not been charged. At 4 36 we are following breaking news from north philadelphia where two Police Officers were rushing a shooting victim to the hospital and were involved in a crash with two other cars. Jesse gary is live at the scene. Walk us through what happened. Reporter well, tracy, new information right now about those other drivers. The two drivers that ran into the Police Officer. Both 29 years old and both unlicensed drivers. You can see the Police Vehicle in the middle of lehigh street west lehigh street facing eastbound. The white camaro is facing westbound. Then the dark lexus over here to the far left. That was headed northbound on 25th. A police car was coming eastbound on lehigh and they co collided in the intersection. And then that smacked the police car into the fourth camaro. This deployed the air bags on the Police Cruiser and the camaro. This was precipitated by a police car here responding to a shooting on the north side of hollywood. They were taking a shooting victim to Temple University hospital. This rescue is not on location. And we dont see them coming anywhere near from several blocks away. We scoop them right up and we rush the victim especially a victim shot multiple times, to the nearest hospital. Reporter that nearest hospital was Temple University. And the police have lights and supers according to the officer there both on. Thats where the initial collision occurred here on 25th and lehigh. Why didnt the drivers see the Police Cruiser . No idea at this point but thats part of the investigation. Although we found out that both the drivers of the lexus and the camaro are both 29 and neither one had a license. As for the injuries, the Police Officer driving the cruiser had the most severe injuries with a deep laceration to the head. And all five people are over at temple right now. The temperature were watching is 30 degrees in philadelphia. It feels like 25 with just a 5mileanhour wind. Completely dry in the immediate area, but look to the west. You can see the precipitation has started in the ohio valley and into West Virginia. It extends into the midwest. Thats part of a clipper thats going to be moving into the area during the afternoon hours and staying into this evening. Heres the hourbyhour future weather thats on the move. And by early in the afternoon, the western suburbs will start to see the snow with light accumulation. But it will be on the move too, and the snow will intensify during the Late Afternoon hours for parts of the i95 corridor. From philadelphia into delaware across central delaware and into south jersey as well. So a snowmaker is on the way. But it will be quiet this morning and dry. Its this afternoon that the snow and sleet will start. A minute mall amount of sleet to begin with. The snow will be continuing into the evening hours. And temperatures peak in the middle 30s right at the beginning of the event. But as the snow starts to come down so will the temperature. A look at how much to expect when im back in ten. At 4 42 time to get a check of the roads this morning. We know things can be messy this evening when the snow starts to fall, so if people want to keep that in mind as they head out the door this morning, grabbing the umbrellas, snow brushes, other winter gear. We are following several breaking news stories this morning. We are watching this video on what caused police to shoot a man inside his car. And two officers were hurt trying to help a shooting victim as they were driving the victim to the hospital when they got into a crash. And a mix of rain snow and sleet will move in after lunchtime today making for a potentially treacherous evening commute. You could see one to 2004 inches depending on where you live. And if you take public transportation, septa just released the new winter storm plan. Septa will notify customers by 4 00 in the afternoon the day before the storm if a saturday schedule is going to be in effect. And if theres an early exit from work, more trains will cover the noon shift instead of the evening rush hour shift. Septa employees will pass out the pamphlets explaining the plan between 4 00 to 6 00 this evening at several stations. And you can find information on nbc10. Tollison who scammed people of thousands of dollars meant for charity. Jurors worked until 9 00 last night before being sent home. Just on the advice of counsel, i really have nothing to say. And i just want to get some rest and come back tomorrow morning. Tollison says hes innocent. The former boss of the Philadelphia Ironworkers Union will be sentenced in april on racketeering charges. He ordered vandalism and violence to get con strukstruction workers jobs. Family members say daugherty may appeal the process. And jury selection will begin in the james holmes trial. The court summoned 7,000 jurors but only a handful appeared before the judge yield. And a boston doctor has died after being shot inside a hospital. Authorities say it appears that dr. Michael j. Davidson was targeted. The gunman walked directly into the hospital and asked for the doctor and then shot him. The shooter then shot himself. No word yet on a motive. And in kentucky prosecutors are recommending an assault charge for a teacher caught on tape. And look at the video. You can see her dragging a student. Police say the teacher dragged the 6yearold boy because he was being disruptive. Last october the School District fired the teacher, but the tribunal later said she need to be reinstated. The School Attorney says this is a broken system. Dragging the child 160 feet by his wrist past his peers and other teachers and a parent who was in the office, i mean in what world is that okay . The parents admit their son has disciplinary problems but say the teacher could have handled the case differently. A delaware boy is set to get fitted for a new wheelchair today after his old one was stolen. So many of you spoke out after we first brought you this story. 4yearold nicholas left his wheelchair in their driveway on monday in delaware county. A thief swiped the chair and sold it for scrap metal. The chair cost more than 2,000. After our story aired, the family received enough donations to buy a replacement. A cold start this morning. Its a first alert weather day. We are watching the skies. Nothing falling this morning except the temperature now below freezing. You may see a few icy spots. Leftover showers yesterday created enough water, so we could see icing this morning. Patches of black ice also from fog overnight. The fog has pretty much disappeared, but reappearing is some precipitation this afternoon. A quick moving clipper is going to deliver sleet and some snow that will be accumulating during the afternoon and evening hours as well. A brief period of sleet in some areas to start with. And then snow. Right now its cold look at the pocano mountains, 14 degrees. 20s for trenton and wilmington. 27 degrees right now and completely dry at the shore. There will be accumulating snowfall especially this evening along the south jersey coastline and portions of delaware. The satellite shows the clouds really havent thickened up yet, but they are not far away. The brighter clouds are seeing some precipitation falling from them. You can see in the ohio valley and West Virginia its got a ways to go before it gets to us. But it will be moving in this afternoon and staying into the evening. The hourbyhour future weather shows temperatures will be coming up before the snow starts falling. Well be in the lower 30s at 11 00. And then bouncing just above freezing. But as that snow starts we will see the temperatures start to come down. Farther south and east youll start off with rain that will change over to snow. As we go into the evening hours, look at the snow that will be accumulating into the late evening hoursle. Heres the snow forecast. The pocano mountains will get off lightly withal this one. An inch or less. Some of the Higher Elevations could see an inch and a half. One to two inches for bucks, Montgomery County and upper chester county. But a little farther to the south when it starts tapping into the ocean moisture, well see two to three inches. Across gloucester and portions of camden counties that is. Then in central delaware into south jersey as much as two to four inches of snow. Just a bit less for the jersey coastline at cape may. And southern delaware well see less snow as well. But snow will be accumulating. Thats by the end of the system by late this evening. But the snow starts this afternoon after a cloudy morning. Temperatures will top out in the middle 30s by noontime. And then they will start to come down. And we will see another chance of snow later this week towards the weekend. So this is not your only chance to use your shovel are. You okay with that guys . Lets check on what is happening with jillian mele. Some things are better left lonely, and the shovel is one of them. Things are quiet and clear for drivers in the Lehigh Valley the northeast extension is free of accidents. The pennsylvania turnpike we are not following any accidents as well. Your drive times are average, 22 to 23 minutes in both directions between ben salem and valley forge. But we do have two serious accidents, one in holmesburg with milnor blocked off near cottman. And the other is in north philadelphia on west lehigh and 25th street. Take 27th our cambria as your alternate around that. And two days after a deadly bridge collapse a construction worker was killed when 100 tons of concrete fell onto a cincinnati highway. The highway was shut down as crews removed the rubble from the road. The bridge was under demolition buzz investigators are trying to find out why it collapsed. That collapse in ohio has prompted the new Jersey Transportation chief to order an immediate safety review of every problem bridge in the state. The transportation officials cant say how long it will take to inspect those nearly 600 structurally deficient bridges. New jersey has 6600 bridges that are inspected every two years. Next the flag is thrown. Reports this morning say the patriots did cheat during sundays game. Well tell you what the investigation uncovered. 4 56. Happening today, the attorney general will speak at the State Office Building to announce a multifaceted plan to lift up the states economically distressed communities. And a new Shopping Center in Lehigh County is almost 100 leased. This will include the Lehigh Valleys first costco nordstrom rack, whole foods, target and Dicks Sporting Goods store. According to the press in atlantic city, the plans for the makeover were approved yesterday. A huge part of the plan includes a light and interactive display on the boardwalk side of the casino. And next month new Jersey Governor Chris Christie will go to london. The trade mission will be his third trip in recent months. The political pundits see it as a chance for christie to boost his Foreign Policy credentials as pundits watch him for a sign of a president ial run. And the new England Patriots are under investigation of uses deflated balls. Espn reported 11 of the 12 balls were underinflated. The patriots beat the Indianapolis Colts in the championship game to go to the super bowl. The Vice President of the nfl said he expects this investigation to be finished by the end of the week. Its a first alert day in part because of the potential for ice this morning. Its a quiet view of center city from the Adventure Aquarium but yesterdays rain showers have frozen in some spots overnight along with some fog that can create black ice.
