Yesterday. So youre going to feel that if you head out. 23 degrees warmer in mount pocono. Temperatures in the 20s and teens. We are seeing the upper 30s. The low 40s. That is awesome news for all the runners. 41 in philadelphia. Temperatures to the south and east, 40 in millville, 43 in wildwood. So for today, were going to see a mixture of clouds and sun. Up to 50 by lunchtime. Well talk about the more normal temperatures. Then possibly breaking temperatures tomorrow. Well talk about that in a few minutes. The philadelphia marathon is happening right now in center city. The starting line is on the ben franklin parkway. Thats where matt delucia is live this morning. Reporter they are getting ready to go and im going to step out of the way because the elite runners are right there at the starting line. They are ready to go. They gave us the 30second heads up just a few moments ago. Mayor Michael Nutter is here as well. Hes going to blow the horn, and these runners will be going. We just got the tensecond headsup. Lets watch as they get ready for the philadelphia marathon at 26. 2 miles. [ horn ] and there they go. We have some 30,000 runners here for marathon weekend. And a lot of them are out here right now for the full marathon. Some are participating in the half marathon. Now, one thing that youll notice out here is that with all of these people, you have to set up corrals, so each group goes at a certain time. So you have the elite runners who are going right now. The philadelphia marathon record, by the way, is two hours, 16 minutes, and 47 seconds. That was set back in 2003. Now, last years winner finished in two hours and 17 minutes and 35 seconds. So we have a lot of people out here right now. Ive been talking with these runners all morning. They tell me the weather really is perfect. Right around 40 degrees or so and its going to be warming up as the day progresses, as michelle has been telling us. Theyre just going to have to pace themselves. They dont want to go too fast, too early. So theyre just going to have to keep going through the city. Theyre going to go from here down through center city, to old city, back up through center city, go up around fairmount park, come back down this way. So its a long trek. 26. 2 miles all in all. So were going to be waiting the next couple hours as these guys cross the finish line. They have a long way to go. Barrys 1990 arrest after being caught on video smoking crack cocaine seemed to overshadow his political career, but he made a comeback in the last decade, winning three terms as a d. C. Councilman. Marion barry looked frail over the past year. He died just after midnight at a hospital in washington. He was 78 years old. Also new from overnight, in our area, Philadelphia Police are looking for the person who shot a man in the citys frankfurt section. Nbc 10 was on the scene on penn street where the shooting happened around 1 00 this morning. According to detectives, a bullet grazed the victims leg. He went to the hospital. Right now police are not saying what led to the shooting. A car that flipped over in philadelphia sent one person to the hospital. Nbc 10 was on this scene at aramingo avenue and church street. A crew arrived to check out a broken utility pole that went down during the crash. No word on the victims condition in this case, or what caused this accident. Waiting for a decision. A grand jury in ferguson, missouri, is expected to make an announcement at some point this week on whether they will indict Police Officer Darren Wilson in the shooting death of teenager Michael Brown. They will reconvene tomorrow. This is a live picture at ferguson, missouri. Its a suburb just outside of st. Louis. As you can see, all is calm and quiet here right now. Again, the grand jury will meet again tomorrow. The Community Remains on edge about what could happen once the announcement is made. Nbc 10 National Correspondent jay gray has more. Reporter as preparations continue around the courthouse, there are indications now the grand jury still hasnt finished its work here. The jury is deliberating. Theyre going to do their job. When they finish their job, we all will know. Reporter many thought that might happen this weekend, but nbc news has learned the grand jury has not yet decided if Police Officer Darren Wilson will face charges in the shooting death of unarmed teenager Michael Brown. Theyll meet again on monday. Multiple sources also confirm that for now, police and firefighters have eased back on their alert status. Still, theres an uneasy feeling in this neighborhood, where a memorial remains in the middle of the road. The spot where brown was killed. Not knowing when the verdict is coming. Now to news in mercer county. Authorities have released new information about a hunting accident that left one man dead. West Windsor Township police now say the 45yearold man accidentally shot himself while hunting canada geese with his father yesterday afternoon. The two men were in a wooded area near their farm on old trenton road. Police initially told us that they believe the father accidentally shot the son. But late last night, police determined that was not the case. Their investigation continues. New this morning, police in North Hampton county need your help to find this missing woman. Jessica padgett was last seen leaving her daycare job in North Hampton on friday afternoon. Police found her white Subaru Outback at a Dollar General store about a mile away, but no trace of padgett. She is 34 years old, 54 with a tattoo of a footprint on her shoulder. If you have any information as to her whereabouts, you can Call Pennsylvania State Police in bethlehem. In philadelphia, convicted tire slasher david toledo may be at it again. Thats according to police who arrested him yesterday after some cars were vandalized near his house. Toledo is on probation for slashing tires in mayfair in 2012. You may remember that he was outspoken at that time about trying to track down the vandal, but police say he was behind it all along. Now this latest arrest comes after several cars were damaged on preston street in oxford circle. Police tell us that a witness told them that he saw a man placing an object near the tire of the vehicle. It turns out the object was a mouse trap with nails attached to it. Detectives say that their investigation led them to toledo. Starting today, drivers will have more room to maneuver on one stretch of i95. Penndot plans to open new southbound lanes near cottman avenue in philadelphia this morning. Its a relief to drivers who are going to be using that highway during their thanksgiving trips over the coming days. I95 carries more than 130,000 drivers on an average day, but its wednesday and the sunday after thanksgiving are going to be anything but average. They are two of the busiest days of the year for the highway. Penndot says the drivers will see the new lanes are smoother and a little bit wider. This construction, by the way, is part of a 212 million project to rebuild the highway. Take a look at this shaking on this camera. This is just as an earthquake hit japan. Damage from an earthquake in central japan is more extensive than officials first thought. This morning, they found at least 37 homes collapsed in two villa villages, and 39 people are hurt. Seven of them are in serious condition. A camera on top of a building captured the moment when the magnitude 6. 7 quake strasburg the city of nagano yesterday, the area that hosted the 1998 winter olympics. The earthquake happened inland, so there was no possibility, fortunately, of a tsunami. Vice President Joe Biden is busy this weekend. Hes overseas and hes talking to the president of turkey. Theyre trying to clear up differences in dealing with isis and syrian president bashar al assad. Biden did announce that 135 million in new u. S. Aid for syrian civilians will be available. Some of that money will go to turkey, which is handling nearly two million refugees that have been coming in from syria. Secretary of state john kerry is also overseas this weekend and says there are serious gaps in the talks about a nuclear deal with iran. Kerry has been meeting with diplomats from other world powers and with irans foreign minister in austria. Those talks are under a monday deadline. The u. S. And six other countries want to limit Irans Nuclear program that could be used to make weapons. This morning, police in cleveland are explaining how an officer shot a 12yearold boy. This happened yesterday at a rec center where people saw the child was what turned out to be a fake handgun. Police saw the boy pull the replica gun from his waistband. The officer then fired two shots, hitting the child in the stomach. The boy is now in serious condition following surgery. Also in cleveland, police are still looking for a motive in the shooting deaths of four people, including a pregnant woman. This happened at the womans home on friday. Her 9yearold daughter was among the wounded. Police say they are looking for a masked gunman who broke into the house. Yesterday, Police Arrested four people outside of a Fraternity House at the university of virginia. This happened during a protest against sexual abuse of women. The demonstrators were responding to allegations that a student was attacked by seven frat brothers in 2012. School officials suspended fraternity activities on campus as they conduct their investigation. New this morning, weve got reaction to a very bizarre incident. Heres what we know. A neighborhood man went on a rampage in a restroom at bostons logan airport. This happened yesterday. Police say it all started when the man stripped naked inside of a stall in the womens bathroom. He then climbed into the ceiling in that bathroom through a tile. Moments later, he came crashing down to the floor, scaring a woman in a stall right there. Then, according to police, the man ran out of the bathroom and attacked an elderly man by trying to bite and choke him and then trying to hit him with his own cane. State troopers who were inside the airport wrestled the man to the ground and they arrested him. The elderly man is doing okay. Air travelers say that the whole thing doesnt really make any sense to them. For a male to even be in the womens bathroom is just out of control in the first place. I think thats nasty, strange, and weird. It would absolutely make me a little bit more nervous of public restrooms. Be aware of my surroundings. Very strange incident. Rising temperatures and rain in the forecast are raising the threat of flooding and several feet of snow is beginning to melt. The state is sending in pumps, boats, helicopters, and high axle vehicles that can operate in four to five feet of water. Neighbors are helping residents who are still snowed in. Up near 72 degrees with a high on monday, but its beginning to last just one day. We have cool air coming back in on tuesday. Back into the 50s. And then cold air wednesday, thursday, friday, into the weekend. Temperatures not getting out of the 40s. So were going to continue to watch that. We are dry for now. We are watching some warm air come into the area. Thats bringing some clouds. Brought some sprinkles last night. But were going to see a mostly cloudy day as we head throughout the day. According to the American Farm bureau federation, a thanksgiving meal for ten people will set you back 49. 41. Thats 37 cents higher than last year. Reporter the runners have already started on their way to these 26. 2 miles. But ill tell you, a lot of these people are special. Theyve been coming out here year after year, and others have overcome insurmountable odds, or at least seemingly insurmountable odds. One man tells me that this really is a Second Chance for him after a devastating car accident that happened four years ago, and he is taking this race one hand at a time. It was a little bit harder than i expected. Reporter day after day, russell trains for the philly marathon at the ymca, conditioning himself for the 26. 2mile length, means lots of weight lifting. You see, unlike most People Racing this morning, russ has to train his arms instead of his legs. His way of running changed on a september day in 2010. I was behind a big work truck, and i looked into my Rearview Mirror just as a pickup truck slammed into the back of my car. Sandwiched the car between the two trucks. Reporter he was in the hospital for a week, and then rehab at penn therapy and fitness for just eight more weeks. Just a little bit at a time. Reporter with no function below his knees, he uses a walker to get around. But this is what hes using during the race. A hand cycle. It was really to challenge myself more than anything else. Reporter his methods may be different, but one way or another, he plans to cross the finish line. Did you ever think you would do this . At first, no. But once i got through rehab and started seeing that i could get some functionality again, i figured i would be doing something. I just didnt know it would be doing marathons again. Reporter and russ is on his way right now. Hes on the course making his way through center city, old city. He has some lofty goals. Hes trying to qualify, at least for the boston marathon. And he really wants to complete a half iron man, and you just heard the horn out here. Another group has just started. You see mayor Michael Nutter right here highfiving all of the runners as they cross the starting line. Its a tradition out here for the marathon. The 21st year for the philadelphia marathon. And over there in the distance behind all these runners, you might be able to see pennsylvania governorelect tom wolf. He is out here as well. He is highfiving some of tease runners as they cross the starting line. Were expecting the first finisher at around two hours and 20 minutes or so. Weve got a little bit more time before that happens. So theyve got to go through this area here of center city, around city hall, through old city, up through fairmount park, coming back around again, kelly drive. So the entire area really has become home to this 26. 2mile route. And we have about 30,000 runners who are here for this marathon weekend. A lot of people getting these high fives. Yesterday, crews in ferguson put up barriers around the Court Building where the grand jury has been deliberating. Some businesses nearby also boarded up their windows. People in ferguson, from the brown family lawyer to residents there, remain on edge about what could happen once the grand jury makes their announcement. The jury is deliberating. Theyre going to do their job. And when they finish their job, we all will know. Not knowing when the verdict is coming. Not knowing whats going to happen after the verdict comes. In philadelphia, plans are in place for protests in the event that officer wilson is not indicted on murder charges. One demonstration would march from philadelphias city hall to broad street and cecil b. Moore avenue in north philly. Police tell us that they are ready to help keep people safe and protect property. This morning, Philadelphia Police are looking for two men. One of them is wanted in a shooting. The other is responsible for hitting an officer with a car. That injured officer was treated for scrapes and bruises. The chain of events began late yesterday in north philadelphia. Investigators tell us the officer was responding to reports of gunfire on north fairhill street. Somebody shot a man there six times. That man is now in critical condition. Then, right after the shooting, police say that the officer tried to stop the victims friend from driving after the gunman. Thats when police say the car struck the officer. The driver is now facing aggravated assault charges. Today, Funeral Services will be held for an army veteran killed in a deadly pileup in burkes county. Jeremy augustine died in the accident on Allentown Pike near reading on wednesday. A nurse from the area was also killed. Police say a tractortrailer smashed into one car, and that caused a Chain Reaction with several other vehicles. Nine other people were injured in the crash. According to police, the truck driver Steven Bernier was asleep at the wheel and was speeding. He is facing a list of charges, including homicide by vehicle and involuntary manslaughter. Bernier is now being held on half a Million Dollars bail. What do you do when you are stuck in a snow jam . Next, well show you how some folks made the best of a messy situation. Thats what theyre going to be talking about a little bit later on meet the press. Joining us now for a preview is moderator chuck todd. Good morning, chuck. Good morning, rosemary. This week, president obama bypassed congress and took action himself on immigration. So talk to us about whats next. Will congress get things done themselves, or has the executive order set the stage for more gridlock . Well, i think thats the question here. Republicans are united in condemning thousand president went about trying to enact this policy. But theyre not united on how to respond. They could easily pass a bill, as the president himself has said. But they have yet to unify around any bill, maybe even one thats just Border Security first in the house side of things. Of course, a senate bill that sits out there. But the House Republicans havent done anything. And that i think has prevented them from having Higher Ground on this issue here. And the base of the party would like to see some retribution against the president , but its unclear how. Now, i do think the president s order is beginning to get challenged in the courts. Were already hearing from the states of texas and oklahoma that they could file suit, claiming that what the president is doing is putting an undue burden on social service on the state without the consent of the legislative branch. Thats where this could get into some thorny legal issues. The question is does that lawsuit get filed and is that enough for the Republican Leadership in congress to tell its conservative members hey, let the lawsuit work its will. Lets focus on other issues. Chuck, i also want to talk to you about whats happening in ferguson, missouri. Of course, were awaiting a grand jury decision there about whether theyll indict Police Officer Darren Wilson. How has this case changed the dialogue of Race Relations in this country . Well, i dont know if its changed the dialogue at all. I dont know if theres been much of a dialogue. I think the way were going to tackle this issue is the way Law Enforcement officials are responding to it. To declare a preemptive state of emergency before anything has happened. Putting out warnings to Law Enforcement communities all around the country. I think that there is some question about whether this is a very pessimistic preemptive action here, and the question is, is it almost rooting for not quite rooting for, but almost being pessimistic and saying oh, jeez, we expect some sort of violent reaction to whatever happens, rather than maybe having the dialogue itself first, or actually waiting to see what happens before reacting, and if you have the state of emergency in advance, does it almost say you know what, we expect some violence, were prepared for it.
