Happening today, pennsylvanias Legislature Returns from summer break facing a major issue, funding for the Philadelphia School district. Now, lawmakers are being pressed to pass a 2perpack cigarette tax in the city to offset a budget shortfall. Nbc 10s jesse gary is live outside School District headquarters this morning. Jesse, Officials Say this tax has to pass for Philadelphia Schools to stay afloat. Reporter chris, thats right. Officials here say the need is so great, the deficit so deep, they really dont have a plan b if the Legislature Fails to act. Schools opened on time this year due to a combination of district cuts, money from governor tom corbett and a promise of more funding from a cigarette tax, but the district still faces a shortfall and needs state lawmakers to pass a 2perpack tax in philadelphia. District Officials Say failure would trigger what they call a Nuclear Option. Now we have to have layoff employees in schools. We have to cut resources in schools. And a lot of things might happen that may end up actually opening up this whole conversation whether we can move forward with a full school year or not. Reporter and district Officials Say if this goes sideways or south, it could be forced to close schools as soon as christmas. Philadelphia police are still trying to find the person who shot and killed a pregnant woman and left her baby in Critical Condition after an emergency delivery. We just checked with the hospital, and that baby boy is still in Critical Condition at this hour. Doctors rushed to save him with that emergency csection. Meanwhile, neighbors in that frankford neighborhood where that babys mother was shot and killed, well, they are remembering her this morning. Candles mark the spot where 26yearold megan doto was shot yesterday, near the corner of adams avenue and griscom street. Philadelphia police tell us someone fired several shots down the street, adding that a man close to where doto was sitting may have been the intended target. Doto was rushed here to Temple University hospital, eight months pregnant. Doctors made the decision to rescue the unborn child, who doto wanted to name carmine. Doto died shortly thereafter. And as that memorial grows at the spot where bullets came flying, neighbors in that neighborhood say the fact that the shooter is still out there and an innocent victim is dead, they arent taking any chances. I saw her lay down bleeding. I turned back, because you know, i couldnt do nothing. Im worried about them coming back and doing this again. Im telling all my neighbors, try to keep their kids in the house because i think its going to happen again. Reporter and police this morning are still searching for a vehicle. The suspects vehicle believed to be an impala or a crown victoria, light in color. And as far as an exact motive, well, detectives are still trying to figure that out. Happening today in montgomery county, trial is set to begin for the man whos accused of murdering a 10monthold baby and her grandmother. He is defending himself in the case. He fired his attorneys. He faces the Death Penalty if convicted of the two murders. Police say in october 2012, yandamuri kidnapped the baby from king of prussia, stabbing the grandmother to death when she tried to protect the baby. Police say he knew the family and planned to hold the girl for ransom to get money to pay off gambling debt. The baby was found dead four days later. And the search continues this morning for a hitandrun driver who left two delaware teenagers in Critical Condition. Wilmington police say the boys were riding dirt bikes when they collided with an suv at the intersection of a and townsend streets yesterday. The driver took off from the scene. I was frightened for the kids. And then to be told that somebody hit them and kept going, its crazy. Its pathetic, you know. And i hope they have some kind of compassion and just go turn themselves in and do the right thing. Again, those teen boys are in Critical Condition. Police are looking for a black or dark blue suv similar to a chevy tahoe or gmc yukon. It should have damage on the rightfront side. The Pennsylvania State trooper who was injured in the ambush that took the life of his fellow trooper is now conscious and talking in the hospital. Corporal Bryon Dickson was killed in that shooting outside State Police Barracks in pike county late friday night. Trooper Alex Douglass underwent surgery last night and is said to be alert and talking. The officers were ambushed as one of them was leaving the barracks and the other was arriving. The parking lot of a local church there is now a mobile command center for state police. Theyre still looking for the person or people responsible for the shootings. Now were hearing the justreleased 911 calls by paramedics over the scene in a helicopter. Under fire we are moving the landing zone to the middle School Received reports that you are under fire. Now, state police say thats the communication between a medical chopper that was looking for a landing area and pike county 911. They now say the helicopter was not taking fire. That had been a source of confusion. Troopers are checking nearby businesses for Surveillance Video that could help them find the shooter. They took a look, and you know, were not really sure what they seen, if anything, that helped them, but you know, there wasnt its pretty dark up here at night, so. And in a different case, a Pennsylvania State trooper is recovering after an suv slammed into his patrol car on the schuylkill expressway. It happened yesterday morning in the eastbound lane near montgomery drive. Troopers had pulled over a car for suspected dui in the left lane. Thats when an suv rearended the patrol car. The trooper had minor injuries. Authorities in south jersey are trying to track down two inmates who escaped from a Detention Center over the weekend. 18yearold hakeem walls and 20yearold Jermaine Jackson got away from the Cumberland County juvenile Detention Center in Hopewell Township saturday night. Officials say those two young men and a juvenile overpowered a guard and ran away. The juvenile was picked up by police a short time later. Walls and jackson are still on the loose this morning. Happening today, new jersey governor Chris Christies going to meet with new York Governor Andrew Cuomo and new york city mayor bill de blasio and the department of homeland security. This is all part of an effort to meet the new Jersey New York region safer. Numerous Law Enforcement agencies will take part in the daylong meeting in new york.
