access in schools. harford county now allows students to view websites about gay and lesbian group and but some parents are none too pleased. melinda roeder reports tonight about the action they are taking. >> we're all trying to catch up to technology. >> controversy over the internet. it is a case that is pitting some parents. >> i think the school system is ignoring parental rights. >> against advocates protesting discrimination. >> diversity is difficult. and fear of difference can cause a lot of emotional pain for people. >> it all started a few months ago when the a.c.l.u. sent a letter to heartford county schools urging them to adjust a internet filter that blocked blocked websites regarding gays and lesbians. and legal rights and relationships. >> when the board found out. that legitimate sites were blocked. they did the right thing. they followed the rule of law and unblocked them. >> the school board unblocked the sites, citing legal compliance. but some parents say issues of sexuality don't belong in the classroom. >> it gog bells my mind as to what the curriculum we're teaching our children that, these kind of subjects, whether they are religious subjects or what i call anti-religious subjects, what do they bring them up for? what's the purpose? >> some parents began a petition drive and contacted politicians to get involved. >> i am upset with the school system. that with all the sexual predators out there. our advice to young students are, if you have sexual questions, be you should go to the internet. >> they plan to take at least 1000 signatures to the school board, asking them to reverse the policy. but. >> the harford county public school, really cannot do anything unless they want to break the laws. >> it is a classroom concern that could end happened at the intersection of warwick and north avenue. driver of the suv had to be rescued and was taken to the hospital. no one in the fire truck was hurt. >> and baltimore city police are investigating a shooting that happened just before 7:00 this evening in the 500 block of chateau avenue in north baltimore. man shot several times in the back. homicide investigators have been called to the scene. >> growing fear over west baltimore elementary school. first on fox tonight. the teachers up and principal are speaking out. kathleen cairns explains. >> at gilmore elementary school this week, all students are talked a mandatory anti-bullying presentation in the library. >> they just pushed me and hit me. >> as fox 45 news first told you shanya said she was the target of bullies at gilmore. administrators say there have been seven bullying incidents that led to suspensions. >> i would still say that we don't see what you are reporting as a big problem. what we see as a problem, is that all schools need to have safe and supportive learning environment. >> jonathan bryce, school director of safety said there has been 18 suspensions at gilmore this year. >> increase in suspension is not necessarily a bad thing. it may mean that the school is taking those steps necessary to bring student behavior in line with our expectations. >> the union representing gilmore's principal said the suspension numbers are crucial. >> it is quite obvious the principal, her hands are tied. she is suspending some 18 students. and i am willing to bet by the ends of the school year, her school will labeled as persistent dangerous school. and she is going to suffer the consequences. >> we do not worry about whether or not a school will labeled any type of name or thing like that. >> the teachers' union wants change. >> there is things that could be solved if they had more staff. >> administrators say they have already responded. >> what we see is that the school is actually taking steps to implement the code of conduct to make sure that students are being held accountable for their behavior. and as a result, we do see an increase in suspensions. >> parents say it is not enough. >> i would call them bullies. bad bull glees in west baltimore. kathleen cairns, fox 45 news at 10:00. >> last year, eight city schools were designated dangerous by the state of maryland. >> a lot of questions tonight about a call to the coast guard. that triggered an eight hour search. >> i am trying to get them. we are taking on water. there is something leaking. >> this was the call to the coast guard early saturday morning. the call said three children and 1 adult were on board of a boat in middle river and that boat was taking on water. >> it is leaking pretty bad. i don't know what happened. i hit bottom. lo my god. there is a lot of water coming in. i don't know how long we will be. >> well, the coast guard has now stopped looking for boat. but the case does remain open. now, if this would turn out to be a here, the person could face six years in jail and a quarter of a million dollars fine. >> a baltimore city school police officer that chased gang members out of a boat right. a police veteran and outspoken police representative. and tonight it made him a target >> clyde boat go wright is fighting to keep the job. a baltimore city school police officer, at odds, with his boss. >> the same person had his hands in my first time and asking me again. so it is not a personnel issue. it is a personal issue. >> at issue, boat wright's second job, as a coach at carver high school. a discovery made after an internal affairs investigation into allegations that he was not properly cleared for secondary employment. >> the chief. chief of police. he told me i could do it. >> questions over the job surfaced after boat wright's confrontation with gang members at carver last november. when the group threatened one of the players. boat wright jumped between them. >> all the while, still reaching for a two still reaching for a two so i exposed my gun and badge, and showed them credentials, got on the radio and requested assistance. >> gang ran way. possible violence involving a student averted. and trouble with police. chief goodwin said boat wright did not have authorization per department policy to have a second job. so after a hearing last week, goodwin offered boat wright the option to resign or termination. boat wright did neither. >> i didn't do anything wrong. i protected children. and i will protect children again. >> no one with school police is commenting on boat wright's circumstances and the spokesperson with the school system will only say it is a personnel matter. but chief did confirm the officer's pending hearing. >> a hearing that would decide whether boat wright keeps his job or not. >> they are using this as a smoking mirror. and a play on words. and an effort to try to, you know, stop my career again. >> well, this is not the first time boat wright faced termination. former city sheriff was fired in 2003 for his involvement in the mistaken arrest and tasing of a construction worker. his boss tituled toby tonight that the battle could be .4 >> last july fox 45 news broke the story about a bogus nursing school promising students quick degrees. some students paid hundreds of dollars. others paid thousands. tonight, crime and justice reporter joy lepola tells us what action the state is taking. >> it is totally bogus. >> after a year long investigation. maryland's attorney general has filed charges against a nursing school and its owners. suspected of illegally operating in state of maryland. >> this would be like going to joe's law school or joe's medical school and saying, you now are able to sit for the board test to become a doctor or lawyer. it is not the case. >> it is believed that associated national medical academy and its owners, took thousands of dollars from unsuspecting students looking to become licensed nurses here in maryland. last july, i sat down with one former student that shared with me how the school was pulling off the alleged scam. >> she said you can get your rn, $8000, you can get your rn in six to nine months. >> but that promise was anything but truthful. confirm what i think many people already suspected. >> it is really stealing people's money. it is nothing more or less. taking six to $8000 per person. not only stealing money but stealing time. and there is nothing more valuable than that. a bogus organization, with a fancy name that sounds good. but it doesn't get you any closer to becoming a nurse. >> in search of answers, i paid the school a visit last july. >> i am joy lepola. with fox 45 news. what type of school is this? >> i don't have any comment. >> is this a legitimate school? i didn't say it was a school at all. >> well, what do you do here? >> the owner will be here in about an hour. >> the owner never showed. and the business remained open. that's when the maryland higher education commission stepped in. and attempted to shut down the school. by issuing a cease and desist order. even now, however, associated national medical academy remains open. >> it will get closed down. but the question is how much money that they have taken in, is left to give back to the people that have been dewpointed. >> in (410)576-6569. >> virginia is celebrating the news that defense contractor northrup grummon will make its knew headquarters there. it chose it over maryland and said location and economics were the deciding factors. virginia gave northrup $12 million in incentives but the governor said he hopes to quickly get the money back now. >> when you have 300 jobs, that average in the neighborhood of about 200,000. we think it will bring 30 plus million dollars of tax revenues to the state. >> what governor o'malley has to say about maryland losing out on growth rup grummon on the "late edition" at 10:00. >> state of maryland has the 14th highest rate of foreclosures in the country. while that is actually an improvement over recent months, experts predict it will get worse. jeff abell live in north baltimore with the story, jeff? >>well, 150,000 homeowners in this state are now behind on their mortgages. and there is real reason to believe tonight that the foreclosures rate will get worse before it is better. >> these files are the ones that are active right now. >> at passport realty, the files are full of foreclosures. nine agents are working to move 400 foreclosed properties. >> nobody envisioned this five years ago. >> realtor bob steel is hired by banks to oversee foreclosures and get the properties back on the market. a tall task in a state with the 14th highest foreclosure rate in the country. >> the debt is too bad. the situation, the credit damaged so badly that you cannot ask an investor or bank to take someone that credit is totally trashed. >> despite that, the foreclosure rate here in maryland, did slow down, the first three months of this year. but experts predict it is only the calm before the storm. >> at the end of this week, those federal tax credits, which have spurred home sales for the past few months will expire. and there is real concern that the foreclosure rate will worsen. >> next month will be a big measurement tool. for the entire real estate market. how much did the government money really help? >> steel predicts 18 months before the market stabilizesp. right now the only winners are those with money to invest. >> well, new information about a house owned by baltimore city council president jack young. according to the city solicitor today, young did nothing illegal when his name was added to a deed for a home purchased by his sister using federal aid. still young's sister was liable for more than $12,000 because she did not live there, for the recommended 10 years. well tonight word that young gave a check for $12,000 to the city of baltimore. >> the rematch between martin o'malley and robert ehrlich is on. governor o'malley kicked off officially his reelection campaign today at fell's point. john rydell now has more on what the governor is telling his voters. >> i announced my candidacy for governor, to move all of maryland forward. >>as governor o'malley launches his bid for reelection he can kos a pledge to accelerate maryland's economic recovery. >> to create jobs. to save jobs. to retain jobs. >> the governor's announcement sets in motion a much anticipated rematch with former governor bob ehrlich. while he never mentioned him by name o'malley criticized ehrlich to raising taxes during his term. >> including new property taxes. fees, and tolls. >> o'malley said during ehrlich's term college tuition increased 40 percent. a trend the incumbent governor said he stopped. >> because of four years in a row, without a single penny increase in college tuition. >> o'malley is responding to a campaign pledge by ehrlich to, repeal the 1 cent hike in the sales tax. >> well, he will say all sorts of things in an election and does different things in office. >> on governor o'malley is taking the reelection campaign to 10 additional stops throughout the state over the next three days. in a campaign that some believe could evolve into a personality clash. between the incumbent there. so we have a full moon tonight. but with that clearing, usually with the clouds, you have a little blanketing of the daily heating. that will be lost through the overnight. so temperatures will drop. dramatically. especially on the outlying areas of baltimore. we have a frost advisory from harford county string over to northern baltimore, carroll county and howard county. through overnight tonight until 9:00 in the morning. as we continue to see the sunrise and warm us back up. but we have the frost advisory in place. so folks that have planted the flowers out there. may want to cover (ding) >> definitely chilly out there tonight. >> yeah, brih. vytas reid is here. >> stuck with that cover story. i am sorry. >> cold. cold. >> we got that. it looks like chilly temperatures tonight as the clouds break. but we will see some nice turn around on the temperatures. as we get through the work week. into the weekend especially. it will be feeling good out there. right now, on hd skycam. inner harbour. beautiful shot right there. looking at 49 degrees in the city. but the temperatures outside of the city. folks out there in the countryside will feel cold. already in the upper 30s. looking at mostly clear skies. full moon, with winds out of the north at five. and humidity levels sitting at 46 percent. looks like we will continue to see those temperatures be on the cool side for just tonight. but it will continue to warm as we go through the work week. looking at the high of 63. and normally we should be at 68. so you can see we're below that by 5 degrees. but slowly getting back to that number through the next couple of days. and 70s are back. and warmer beyond that. looking at the frost advisory for harford county. northern baltimore county and carroll county. these are going to be in place, until, 9 a.m. tomorrow morning. as we continue to see the sunrise. that will help to warm up. but folks that planted flowers may want to cover them. there could be patchy frost because of the cold conditions. in fact, looking at the future scan temperatures. we found the 60s earlier today. they will continue to drop down right into the lower 40s. but out in the outlying areas, you will be colder than that. into the 30s. mid 30s. so we will see chilly temperatures out there. in westminster and frederick. and warm back up through the day into the 60s tomorrow. mid 60s, which will feel good. bigger picture shows the cooler temperatures north. settling in behind the frontal boundary. that pushed through. giving us clouds earlier today. and even showers in the southern tip of the state. but that activity will continue to sink south. area of low pressure wrapping around the -- looking at snow showers in upstate new york. six to 12 inches of snowfall from the cold air wrapping around this low. we're not going to see snow. we will see clear conditions and temperatures warming up. thank goodness we are not talking about snow. as we see on the future scan. no activity going on. stay nice and clear. dry for several days. eastern shore, forecast for tomorrow. 63. plenty of sunshine. breezy out there. with winds out of the west-northwest at 15 to 25. gusting. and then looking at 65 around the central portion taste. with the northwest wind at about 10 to 20. gusting to 25. and then 60. on the western part of the state. so looking at tonight. mainly clear conditions. full moon. cooling temperatures through the overnight. outlying areas in the mid 30s. and around downtown tomorrow. 65. may not feel like it with the winds out of the northwest. and then five-day forecast shows 71 thursday. friday 79. weekend, 85 on saturday with plenty of sunshine. and sunday looking at 89. brushing 90 degrees. so a big turn around on the temperatures. jennifer and jeff?
