good morning. it's thursday, june 10th. and that does not look like a pretty start to the morning. a lot of fog out there. this is i-95 at joppa road and it also seems that everything is at a stand still there. i'm sure we're going to hear more about what is happening there from the photographic -- . we're going to hear from steve with of what is happening with the weather. >> that is not pretty. >> no, and it's going to take a while for that fog to dissipate and maybe that reduced visibility is causing problems with the traffic edge. it's going to cause delays wherever you're headed because you won't see that with visibility being reduced. give yourself extra time, i'm sure you will see same with candace this morning. that will move out of here and the fog will dissipate in the next couple of hours. it will take a little bit of time but it will quickly dry out. and then it will be mostly sunny. 58 in salisbury, and there's the front that brought us the rain from yesterday. high pressure comes in brings us the nice sunny finish through the day. and the next frontal boundary comes in and brings us the showers for the weekend could have scattered thunderstorms for today. hot and warm this morning and weekend and a few scattered showers and thunderstorms for the weekend. now here is candace dold with a look at the traffic edge. candace. >> reporter: that fog is an added threat to the morning ride but take a look at this, it's going to be completely jammed here. it's all because of an accident on the northbound lanes of 95. it's right near joppa road and this is what we're left with, cars not even moving, at least one vehicle is overturned. so you will want to use route 40, route 7 or even bel air road as the alternate route. as far as the southbound lanes down toward the beltway, things are looking much better and even the beltway is in the green from 95 up toward 83, 11 minutes 54 miles per hour. an 8-minute ride from 83 up toward 795. and taking it from 795 toward 95, 11 minutes there right now 55 miles per hour. that's a look at your morning travels, patrice, back over to you. 6:03 on fox 45 morning news. baltimore county police responding to an assault get much more than they bargained for. they learned the home where the incident took place belongs to a suspected cult leader. police officers got a 911 call from the home on michelle way in piekdzvillpikesville on tuesday. they found a woman inside suffering from unknown injuries. for the next 13 hours, s.w.a.t. team members surrounded the home not sure if the suspect was still inside. meanwhile investigators realized the home is owned by abraham cohen who runs a non-profit organization in wisconsin that some believe it a cult. >> we became very suspicious. >> they also made an entrance on the far side of the house to the basement to the lower level which also was very suspicious. >> we have realized that it's a cult and that people had aliases. police eventually determined the suspect was no longer inside the home. they say cohen is not part of the investigation into the assault and is not believed to have been home at the time. the injured 18 years old woman remains hospitalized in serious but stable condition. the woman who was assaulted and the person of interest are not talking to police, but we are learning more about the organization they're being tied to. megan gilliland is live with more on how they could be connected to a religious cult in wisconsin. good morning, megan. >> reporter: good morning, patrice. this is actually the home here in pikesville are the barricade situation happened. neighbors say it's always dark here. the lights rarely kept on. the man who owns the house, abraham cohen, known as ramabihara. he doesn't live there. he is the leader of the wisconsin based symtra based wisconsin and tec technology. it's a cult at wisconsin that they say has terrorized their community. last year the group was tied to a hit list, the list had the names of 60 people in the shawan a, wisconsin police including the mayor and police chief. our sister station in green bay found a woman whose family was involved in that group. >> i knew growing up that there was a world outside of me. i was told that that was a bad world that i should never want to participate in it. >> reporter: no arrests were ever made in connection to that threat list, but just last month, the fbi re-opened that case. patrice, back to you. megan, many people are accusing this people of being a cult, but what do the members who are a part of that group have to say about the accusation. >> reporter: the group says it's not a cult but rather a non-profit educational organization. their attorney mark lane says there's no reason to fear them. he is actually the same attorney hired back in the '70s by jim jones the leader of the people's temple, the group that had more than 900 people commit suicide in the jungles of south america. megan gilliland. we are following developing story this morning. police say one person has been shot at a motel 6 in wood lawn. it happened at 3:00 this morning. the person's injuries are not life-threatening. they were taken to an area hospital. there's no word on a suspect or a motive at this time. 70 people a day. that is how many people in haiti were becoming amputees in the days following the massive earthquake there. joel d smith is in frederick where a company has found a way to help those in haiti struggling after months. >> reporter: all of these prosthetics that could be stuck in a closet or stored somewhere, are going to help the people in haiti that need it so bad. we are talking about hundreds of these. the folks that are making all of this happen is physicians for peace. this out pouring, is it something that you expected? >> not at all. it's just heartwarming to think how american people respond when other people are in trouble. >> reporter: tell us about physicians for peace and what you guys do? >> we were founded 20 years ago. actually we celebrated our 20th last year and we are a humanitarian organization keeping in mind that teaching is our primary goal. we go to developing countries of the world to teach the teachers. it's better to -- rather than just come back and say we had 200 operations to say we trained 20 people and then the multiplying effect takes on from that particular point. >> reporter: what will happen to this stuff next before it goes down there? >> it's going to be disassembled completely. we want to send first class equipment in every aspect. we don't want to give them secondhand information. >> reporter: okay. >> secondhand material rather. we will put it together for them so they can use it properly and bring us or leave us this morning then we will see sunshine with warmer temperatures. here is what we got right now checking out the composite image as we zoom on in. we are drier now after the showers moved through across i-95 and now we're looking a bit better. down to the south a bit of activity and moving out of annapolis, we saw showers still there, but the showers move off to the southern part of the eastern shore and should be out of here soon enough. a couple of heavier showers noticed west of salisbury. it's going to take a bit longer as we get the moisture out and the dry air moves in. when it does it's going to bring us a pretty rest of the day. 69 degrees right now and we do have mostly cloudy skies for the time being. winds are calm, 87% relative humidity and barometer is steady. and the do you pint point is at 65. 69 degrees the temperature, pretty mild start this morning at baltimore, 71 in d.c. and 70 in salisbury. the and dew points in the 60s. it's a little bit humid out there for the morning but the dry air will work in. the humidity drops and we are with a nice day today and tomorrow before the humidity picks up again and for the weekend. with that humidity we will be talking about thunderstorm chances, but look at the high pressure sitting over us today and tomorrow. it will bring us a couple of nice days to enjoy and then this low pressure center move to the north and east. it will trail the frontal boundary behind it with all of the warm moist air ahead of it, we will see a chance for thunderstorms to move through. here is what we got for today. eastern shore getting up to 68 degrees. mostly clear skies, and the central part of the state should get to 65 degrees for the high and mostly sunny skies, a west wind at 5-15. could be breezy from time to time. when you have 87 degrees, you're probably welcome the breeze. back to the west high temperature, cooler, 83 degrees but mostly clear skies as well with a northwest wind at 10-15. tonight, 60 degrees, mainly clear skies and then as we move through the day today we will see the temperatures get to about 83 degrees by noon, and then top out at 87 around 3:00. we will drop back to 82 for the first pitch of the orioles, yankees game tonight, a much nicer night to be headed to camden yards. mostly clear skies and a warmer night. you don't have to deal with any the rainshower activity. just a little breezy as i said. 83 tomorrow and 87. we do have the chance of thunderstorms and afternoon, saturday and sunday. sunday's high, 88. and we saw a lingering shower possible and mostly clear skies on tuesday and wednesday. if u headed to the beach this weekend. looking pretty good for friday but cooler 77 and a chance of thunderstorms for saturday and sun. a high the speas out there. traveling through catonsville at 54 near security boulevard. 95 that's the big trouble spot traveling through whit whitemar. it's all because of an accident on the northbound lanes just north of whitemarsh boulevard. we want to show you what the area looks like and take a look at this stretch of 95 here at joppa road. all lanes are blocked, traffic completely stopped there. not a great way to start that morning. as a result, you will want to use route 40, route 7 or even bel air road as the alternate routes. now as far as the beltway, things look much better traveling through baltimore county at harford road. here it is inner and and outer loop lanes, those cars are zipping along and on the outer loop direction that's the deal down toward 83. on 83, we haven't had any trouble spots. let's check it out just above the beltway. you can see a beautiful picture here on both the northbound and southbound stretches down toward carl street. that's a look at wise around here. we're looking at plenty of sunshine. we do have a little bit of fog to deal with this morning. then that fog will give way to clearing skies quickly as high pressure builds in. we are looking forward to a pretty afternoon. right now temperatures are mild. 59 degrees and we only get warmer from here. 68 in hagerstown and here is where we're headed getting up to 87 degrees for whitemarsh. let's show you what the area looks like. take a look at joppa road there. not only do we have the fog looming over the area but it's a complete lousy ride there on the northbound lanes. and now to get around all of this, you will want to use route 40, bel air road or even route 7 as the alternate route. 95 looking much better on the southbound lanes traveling through baltimore. fort mchenry tunnel toward the beltway 8 minutes at 55 miles per hour and southbound 895 is a-okay toward the harbor tunnel, 9 minutes, 55 miles per hour. the same speed on the beltway with an 11-minute did reopen the case. megan gilliland, fox 45 morning news. a teenager and a pitbull will hit by shots fired from a police officer's gun. it happened just before 8:00 last night near fenwood avenue in east 28th street in northeast baltimore. police say the group of officers saw the pitbull attacking a group of children. one of the officers opened fire on the animals trying to defend the kids. >> one not round either ricocheted or went through the dog and struck the juvenile on the left leg. he was coherent and responsive at the scene. >> the 14-year-old was taken to john hopkins with minor injuries. the dog was killed. anne arundel county police arrest a man accused of prostituting a young girl who went missing back in may. 42 years old durin d urwin smits facing charges of trafficking a minor. he met the 12 years old in washington d.c. he allegedly paid for her sex and then put her to work as a prostitute driving her back and forth d.c. toe atlantic city for meetings. >> it's disgusting. you don't know what is going on inside your next door neighbor's house anymore. >> the girl said that she told smith she wanted to go home but was too scared to leave because she believed he was armed. she reported to police he kept all the money she made. smith is being held on $3 million bond. the latest local company to send aid to haiti has found a way for victims here in the united states to send aid haiti with similar needs. joel d smith is here with a look at the badly needed donations. >> reporter: the cool thing is something i didn't know. all of these old prosthetics that exist, they throw them out and people keep them in the closet and they could not be reused if they were barely used in the u.s. that is the law here but they're getting around it, because they are getting them to people who need them in haiti. we have jeff with us. jeff, how did you get in touch with haiti and did you know this stuff is out there? >> how we got in touch with is shortly after the quake we had the 6-year-old son asked me what we were doing for -- what ability was going to do for those folks in haiti. i turned to him at the table and i said, that's a great question. with that we sort of -- we launched this limb drive. >> reporter: you guys deal with prosthetics all the time. and when you did the drive, what was your goal? did you think you would get maybe a few? >> it's funny. be careful what you wish for. when we decided we were going to do of thi this. we figured we would get internet hits requesting how to donate and maybe friends and family type of thing. the next thing we knew we were getting calls from all over the country asking us if we would pay the ups charges to bring the limbs to us. at that point we quickly realized we were all in. >> reporter: now hundreds have donated and now they're in the situation guys, where they can send this back out, patrice. such a need is there, obviously. now those folks who need these limbs are able to get them where in the u.s. there was nowhere else for these stuff to go. such a waste that they hadn't been able to be resued. such a great cause. students a new york school say it's all in good fun but their teachers disagree. it's called the i cap that list. it puts down which students want to have sex with each other. it's written on paper or split on a computer screen and it appears on yesterday, high pressure is going to bring us nicer day today. eventually on the bac backside f that high is going to bring warmer air here this weekend. as the next system moves our way, we are going to get disturbances move in. not an all day event but a hit and miss variety. high temperatures today for the eastern shore. 86 degrees for there and mostly clear skies. a west wind at 10-15 miles per hour. a warm breeze with temperatures climbing to 87 for the central part of the state. winds out of the west at 5-15 miles per hour. back to west cooler, 83 degrees but it's very nice with clear skies and westing northwest winds at 5-10 and 15 miles per hour. mainly clear and 53, northwest wind at 5-15. still breezy, however, as you head to camden yards if you're headed to the game, you will enjoy a nice, warm start to the day, 84 degrees for the first pitch temperatures, 7:05 than last night. mostly clear skies as well. it will be a little breezy but that won't bother you too much the warmer temperatures. mostly sunny and we're looking at 87 and 88 for the weekend. much warmer and more humid too as we see the scattered thunderstorm chances increase. we are left over with a slight chance of a shower or thunderstorm monday with a high of 87. 84 and 82 on tuesday and wednesday with mostly clear skies. headed to the beach this weekend, look, friday is pretty nice. partly cloudy it's all because of an accident on the northbound lanes just north of whitemarsh. let's show you exactly what 95 looks like. take a look at this at joppa road. those cars are just barely inching along there on the northbound stretch. now here is the deal. a little bit farther up, two left lanes are only the ones that are squeezing by. the good news is, a vehicle is now on the tow truck. we are hoping to clear this one out. as for now, you will want to use route 40, route 7 or bel air road at at alternate route. traveling on 95 farther down it's in the clear. there's nothing to annoy you near 895, that's the same deal through the tunnels and eventually toward the beltway. on the beltway trouble there. a crash on the fer loop lane ins at the hollins ferry road. we will continue to city. >> if the city goes through this with 8% energy tax, how is that going to impact your business? >> it's going to negatively impact our business greatly. you're looking at the potential of losing officer fires his weapon and kills a man outside of mount vernon bar. investigators are trying to determine if the officer tshamba had been drinking prior to last saturday's attack. the deadly incident is now raising questions about off-duty officers taking their service weapons inside night clubs. talk show host and former police commissioner ed norris joins us this week for fox undercover. good morning, ed. >> good morning. >> talking about off-duty police officers having their weapons off-duty. >> off-duty is a wise move, but there's a difference between off-duty and. off-duty they need them because first of all they are police officers 24 hours a day. there's reasons for that. you want them to be armed, the problem is intoxication. >> the question to me, is when an officer becomes a police officer, and you give them that weapon and them their responsibilities. is there guidelines where they take that gun. >> they can still use. the guidelines for weapons are really clear. you're supposed to be armed off-duty within the city. you're not supposed to be armed within a bar. it's an option, but they recommend you're not. you are never supposed to be intoxicated. >> it says never intoxicated is what you said. >> that's correct. >> and that something that is being investigated in this situation. we talked to retired officers and they say you have to use common sense. when alcohol is involved, can that even play a role. >> you play common sense before you get drunk. you are supposed to drink in moderation and never get drunk. nothing good happens at night clubs when there's a lot of alcohol involved and weapons. it's always a bad move to be out for a night of drinking and having your service weapon with you. >> do you think they will end up banning this altogether and say police officers haven't shouldn'--shouldn't have their . >> no, i think they will look at it and execute nic scrutinize. i guarantee the changes are coming but they won't ban the service weapon. >> there will be changes but they won't ban off-duty carry. that will stay that way. >> you saw folks that were in the right situation and at the right time and were able to do something about it? >> i saw a man being beaten with a baseball when i was out on a date. i took the guy and arrested the guy with the bat. there's reasons you want people to be armed. there are problems in the city and in new york when i was there, but thankfully they are limited although they are tragic. this is one of those stories. i don't know the facts yet. >> we will see what 45 morning news. baltimore county police responding to an assault get much more than they bargained for. they learned a home where the incident took place belongs to a supported cult leader. police officers got a 911 call on the home on michelle way in pikesville on tuesday night. they found a woman suffering from unknown injuries. for the next 13 hours s.w.a.t. members surrounded the home not sure if the suspect was still inside. meanwhile investigators realized the home is owned by abraham coulcohen. he owns a non-profit organization in wisconsin that many believe is a cult. >> they made an entrance in the far house to the basement in the lower level which was suspicious. >> we realize that it's a cult and people had alias. s police determined that the suspect was no longer in the home and cohen is not a part of the investigation. it's believed that he was not even home at the time. the injured 18-year-old woman remains hospitalized in serious but stable condition. the woman who was assaulted and a person of interest neither are talking to police, but we're learning more about the organization itself. megan gilliland is live with more on of how they could be connected it to a religious cult in wisconsin. >> reporter: this is the home at pikesville where the barricade situation happened. the lights are rarely turned. the man who owns the house is abraham cohen does not live there. he is the leader of the wisconsin based sam tra owned science and technology. it's a group that people in wisconsin say is a cult that has terrorized their community. last year they were tied to a hit list titled red rum, or murder spelled backwards. the hit list included the mayor and the police chief. they found a woman whose family was involved with this group. >> i knew growing up that there was a different world outside of me, but i was told that that was a bad world, that i should never want to participate in it. >> no arrests were ever made in connection to that threat list, but just last month, the fbi re-opened the case. patrice, back to you. megan, everybody is referring to this group as a cult, but what does the group say it is. >> the group says it's not a cult but rather a non-profit educational organization. they're attorney mark lane says there's though reason to fear them and that name mark lane might ring the bell. he is the same attorney hired back in the prostituted a man who went missing back in may. smith was arrested yesterday at a hotel in laurel. police say he met the 12 years old girl in washington d.c. he allegedly paid her for sex and then put her to work as a prostitute driving her back and forth to d.c. and atlanta for meetings. >> it's disgusting, because you don't know what is going on inside your next door neighbor's house anymore. >> the girl said that she told smith she wanted to go home, but was too scared to leave because she believed he was armed. she also reported to police that he kept all the money she made. smith is now being held on $3 million bond. a hearing for the former university of virginia less lace player accused of murdering his girlfriend has been delayed. tthat preliminary hearing was pushed back to october. the 22 years old of cockeysville was found dead in her apartment in may. drivers will soon be seeing double in parking meters. if you're at fells point, inner harbor east, or mount vernon, use them in the u.s. you work here at prosthetics. you're in that situation as well you're an amputee, where did you keep that old stuff. >> in the attic or closet or wherever i could stick them. >> reporter: did you think it was a waste. >> yes and i always asked and what i could do with them, and they said they don't know. >> reporter: it's illegal in the united states to reuse a limb. >> yes. >> reporter: you heard of this idea and you heard in haiti what happened. what did you think of it? >> i think it's a tremendous idea. anybody who loses a limb, it's a traumatic thing and if they can get some help and get back on their feet, and function again, that is fan ta man is fantastic. >> reporter: how do you feel that they will be able to use this? >> i think it's great that they will be able to use something i had to make someone else moveable. >> reporter: there was 70 a day is the stat that people were losing their limbs and now some of them will get that mobility back. they're howard county region near route 100 all the way toward 95 and the beltway and traveling through baltimore. no incidents to report all the way up toward the fort mchenry tunnel. there's however, trouble farther up in baltimore county. it's a crash on the northbound lanes that is right north of whitemarsh. we have been dealing with a lengthy delay near joppa road so let's check it out moving at a motel 6 at wood lawn. it happened at 3:00 this morning. the person's injuries were not life-threatening. they were taken to an area hospital. there's no word on a suspect on a motive at this time. a plan that would change police and firefighter pensions will go before the city council today. under the proposal the number of years the police and firefighters must wo work before becoming eligible for a pension will go up. they will have to contribute 4% more for the pension. those who already have benefits won't be affected. yesterday the board public works approved the purchase of more than 1,000 slot machines for the state's first casino which will be located in cecil county. the deal passed by a vote of 2-1. a new report out on baltimore city schools praises the district for hiring new teachers with strong academic back grounds. problem is not enough is being done to keep those teachers in the classroom and because of that students could be affected. emily cohen with the national cahcouncil is here with ideas to fix the problem. >> it was your organization and the aclu that did this report. you found great things about city schools. what was the positive you found. >> baltimore salaries start out very strong so na is a good thing. baltimore is able to attract teachers from good schools. >> where do we start going downhill? >> sometime areas are baltimore does not keep pace with its salaries. so teachers can go to another school district and have a higher lifetime earning so that is one area. >> so we're losing teachers there. >> teacher tenure another issue. >> teachers are tenured almost automatically. it could be a much more meaningful experience. teachers are tenured in two years. pretty much all teachers earn tenure. >> there's a lot of recommendation to improve the situation so we can keep some of the teachers. tell me about sometime recommendations. >> restructure teacher pay. the way that teachers earn higher rates rather than make it solely based on how many years experience in the classroom or whether they have a master's degree or not, but make it actually look at their effectiveness and how students are performing. >> now the city has been involved or know about the report. are they receptive to some of these recommendations, you think? will there be an out to all of this? >> we think of the city has been involved and been cooperative in doing this study. it's up to the community and the school district to take the recommendations and run with them. >> you all have talked to the teachers and the parents and to talk to students to get all of these recommendations. are the students saying, we want more done on our behalf. >> the think the students are ready for change, the parent are ready for change and the teachers patrice. >> we got 20 million in increases already and it's spread over different ways. the income tax, the parking rate, video poker, was that a good way to spread the burden out? >> well, you know, it's one of these things that in a tough economy anytime you're going to raise taxes somebody is going to be affected adversely and negatively and it's going to put a drag on that part of the economy. what is interesting is there's a growing trend especially in california where we have business women that manage budgets that have been able to, you know, make sure that the bottom line at end of the day. that is what we're finding people going into politics, i think we need more business people that can manage budgets instead of politians. >> absolutely. let me ask you about one of other taxes specifically. it seems that people are jumping through hoops to avoid the bottle tax. what do you make of that? >> the bottle tax to me is not going to be as hurtful as say the proposed energy tax on industrial buildings. that i think would hurt businesses. a bottle tax is $0.4 or whatever it is. >> yeah. >> so people are not going to see as much a problem with that, it's not going to hurt them as much as say an energy tax would hurt business. >> why is that what is being avoided and now we're looking at an energy tax. >> it's a popular type of thing. they want to tax big business and look out for the small guy. >> everybody buys bottles and sodas and things of that nature, and not everybody parks downtown and maybe not everybody would be affected bit energy tax. but when everybody is affected by a tax and they put a lost money to lobby, that is why they killed it? >> thank you, patrice, we will talk to you next week. the time is it's going to be sunny. in fact, it's becoming times tht policy could change. police commissioner frank bealefeld says that the policy is under review at the light of a new case. tshamba killed a marine on saturday. the two men got into an altercation outside of a nightclub. >> i want to be thoughtful. i want to make sure that we're deliberate in what changes we cocontemplate or make. >> this marks the 3rd time that officer tshamba has been involved in a shooting. officer tommy sanders shot and killed 27 years old edward hunt in january of 2008. sanders told jurors that hunt resisted arrest and ran and seemed to be reaching and that is why he shot him in the back. the defense request that the case be thrown out was denied. officials in the archdiocese in baltimore will try to keep education going. they are forced the archdiocese to close several area schools. for over a year a committee selected by archbishop edward o'brien has been working to come up with ideas to make sure that more schools will not have to shut their doors. the group will ch up with recommendations in a meeting later this morning. the latest company to send aid to haiti has found a way for victims here in the united states to help those in haiti with similar needs. joel d smith is live with more on these unique and badly needed donation. good morning, joel. >> reporter: good morning, patrice. good morning, everyone. we're all trying to help haiti. but those who are amputees in the united states can help haiti and have a hue unique way to help. you guys have found this way that people who have these extra things are able to send them to folks who need them now. >> we're basically the vehicle. we have announced this limb drive over the last four months and we have received over 100 limbs in and what your job is to disassemble these limbs and we will move them on to physicians for peace where they will continue to be broken down and inventoried and then these limbs will be on their way by 11:00 on their way to haiti. >> reporter: that is great. and when you look at all of these, why can't these be donated to other people in the u.s. because we know there's need for poor folks here as well. >> they're medical devices so they're a 1 time use type of devices. there's regulations against using these again. so we basically put the word out to various clients and non-clients that could use as a pipeline. >> reporter: we walked to a woman, mary in her life she has gone through 10 or 12 of these. they end up piling up in her home or thrown away. that is a great opportunity for them to get them back out there. it must be gratifying to know that these are going to be back on people again. >> it's incredibly rewarding. when you're able to fit a prosthetic limb and give someone their mobility and something like that happens in another country and you are able to be the catalyst to get these down there it's incredibly meaningful and worthwhile. >> reporter: it's a great cause to use this stuff that you see generally put away or thrown away. >> is this a one time thing for this organization or is anything gob an ongoing effort since so many people in haiti need them. >> reporter: jeff, when you consider how many people still need this. you have done a couple of hundred now. will you keep trying to get more of these in? >> we will continue. it's sort of a pet peeve of mine is when something is hot like that in january and happens, it sort of is easy to move on and go to the next thing. so we have made a commitment to say, look, as long as people will send limbs to ability, we will get them to physicians for peace and on to haiti. >> reporter: they're getting calls from all over not just the country but the world. someone called from australia and said i got limbs, let's get them to people where we ended for the high temperatures. 78 in hagerstown. oakland at 59 but don't worry, you will warm up into the 80s before we're done. there goes the low pressure center that brought us yesterday. the cold front moves out of here and high pressure moves in. the high pressure brings us the sunny skies and the warmer temperatures because on the backside of that high with the flow around it in a clockwise fashion we get a more southerly flow that brings us more heat. it brings us more humidity for the weekend. ahead of this next system and that system will bring us a chance of scattered showers and thunderstorms as we get some disturbances rolling through. here is what you can expect if you're in the eastern shore today. it looks like a nice one there. 86 degrees with mostly clear skies, a 10-15-mile-an-hour wind which would be a bit breezy, but with the 86 temperature, that would be welcomed, i'm sure. 86 degrees for the high. mostly clear skies also with a wind that will be breezy at times. 5-15-mile per hour here. back to the west a high temperature here of 83 degrees, mostly sunny. tonight mainly clear, an overnight low of 60 degrees with a northwest wind at 5-15. 78 degrees for the high today. 83 tomorrow, both nice days with plenty of sunshine. scattered showers and thunderstorms saturday and sunday and 87 on monday, a left over shower, 84 and 82 for your tuesday and wednesday and by the way, heading to the beach, nice tomorrow with 77 degrees, cooler but the scattered thunderstorm chance are there for the weekend. 83 and 85 for the saturday and concerned out there and well, we need to talk about the parts of the belt ways right now. we're at 33 miles per hour traveling near security boulevard, at 47 miles per hour traveling on the jfx. and now let's talk about 95, though. we did just clear an accident on the northbound lanes. it was north of whitemarsh. it provided us with a pretty hectic ride throughout the morning. things are finally starting to ease up, though checking it out at whitemarsh boulevard. you can see there's no delays on the northbound very much. that's not the concern anymore and just our fair share of volume on the southbound lanes from the whitemarsh region approaching the get way. beltwa. as for 95, traveling at baltimore, let's check it out at fort mchenry for you. no incidents and the cars zipping along on the southbound lanes, the same deal on the northbound stretch. there's nothing to get in your way on southbound 95 traveling toward the beltway. as far as the beltway is concerned at frederick road it's showing you that area, the outer loop lanes and the inner loop, we have definitely seen a lot of cars continue to filter in. that is the case there in both directions. that's a look at your honor of articles that you're putting in the cart. if you take some out, have them subtract. let them know that when you add things, the numbers get higher and when you subtract things the numbers get during the summer. >> congratulations, he is going on to middle school. that is a difficult transition, maybe you don't want him to just talk about what you don't him to do over the summer. talk about some things you want them to do over the summer. first of all keep him on a good routine. summer school is a good routine but if you don't want him to go to summer school, that's a decision you and have to make. routines are good. it makes them feel secure and gives them expectations. tell him you expect him to do reading. teachers aren't the only ones who can give assignments. give him assignment. make it 10 minutes a day, 15 minutes a day. in fact, the two of you should workout a time. you come up with with him the times that you think would be the most important and beneficial for not looking at that. 95 is going to be in the green in fact from the fort mchenry tunnel toward beltway. 54 miles per hour with a 9-minute ride on southbound 895 from the harbor tunnel toward 895. that's a look at the morning travels, patrice and megan, back to you. 8:04 on fox 45 morning news. baltimore police responding to an assault get much more than they bargained for. they learned that the home where the incident took place, belonged to a suspectedded cult leaderment they got a call from a home at michelle way. they found a woman inside suffering from unknown injuries. for the next 13 hours s.w.a.t. team members surrounded the home there not sure if the suspect was still inside. meanwhile the investigators learned that the home is run by a cohen who runs a non-profit organization in wisconsin that some believe it a cult. >> we became very suspicious. >> they also made an entrance on the far side of the house to the basement to the lower level which also was very suspicious. >> we have realized that it's a cult and that people had aliases. police evenly determined the suspect was no longer inside the home. as for cohen, he is not a part of the investigation into this assault and was not believed to have been home at the time. the injured 18 years old woman remains hospitalized in serious but stable condition. >> know neither thnow neither ts assault red or the perso nor ths arrested is talking to the police. >> he is the leader of the sam tra based group of science and technology, a group that some say is a cult. our sister station found a woman whose family was involved in the group. >> i learned growing up that there was a world. i was told that was a bad world and that i should never want to participate in it. >> the group says it's not a cult but rather a non-profit educational organization. 70 people a day. that is how many people victims in haiti were becoming amputees in the days following the massive earthquake there. joel d smith is live in frederick where a company has found a way of a to help the ams still struggling months after the earthquake. >> reporter: the ability here in frederick is to help people connect with each other. a lot of these limbs are just around people's homes. what have they been able to do with them all of this time? >> they have been sitting in closets as back up legs and things that people forget about overtime, years past. and with this getting this word out, they think, i got a leg, just had a lady a couple of days ago that was a patient and walking in a brand new leg. i have a leg in the closet. >> reporter: this is coming from all over the country. people are getting interested in this. you are working with people who didn't have mobility and now they have it. can you explain what that is going to be like for people in haiti. >> life changes. as you can imagine, having to sit in a wheelchair as opposed to be being able to walk around. that is the emotion. that is why we do what we do. just to be table to restore that person's life back is wonderful. >> reporter: the out pouring has been great because people all over the country have been contacting them and sending them stuff. a few hundred different limbs that will be sent to haiti. they will break them out and make sure they're ready and send them off today. a kitten born in west virginia is given the name 2 face for a very reason o. the animal was born with two faces, complete with four eyes and two noses. veterinarians say most animals born with a medical condition don't survive but 2 face's owners are warn you about on the southbound lanes of 895. it's right approaching lombard street. now as a result of that, we're left with delays, the southbound lanes from 95 down toward the harbor tunnel. a very slow go, 13 minutes 30 miles per hour so you definitely want to use 95 this morning. as for the beltway, i heavy ride from 95 up toward 83, 38 minutes at 16 miles per hour, and 35 minutes with an 8-minute drive from 795 toward 95. that's a look at your morning travels, patrice and megan, over to you. here are the stories we're following this morning. a hearing for the former university of virginia wil lacre claire accused of murdering his girlfriend has been delayed. george huguely was supposed to be in court today but according to his lawyer, that preliminary hearing has been pushed back to octoberment there's no woroctob. there's no word on why the change was made. the 22-year-old from cockeysville was found dead in her apartment in may. >> reporter: i'm joel d smith in frederick where this company that deals with prosthetics is collecting all of these old limbs and sending them to haiti a place that can use them. during the time after the earthquake, it was estimated that up to 70 people a day were having limbs amputated. you can tell how obviously they can use this stuff. when this costs so much, 3 to $10,000 a piece, it's a great way for them to help writer rodrigo garcia joins this morning. welcome baltimore. you were here last month. >> it's a movie that is done independently. sony classics is distributing it and it tells a story of karen, a woman played by a annette benning who got pregnant at 14. and the story starts when she is 49 or so. it looks at how she has lived her life with this absence. she doesn't know what what happened to the baby. the baby is now 35 and it's elizabeth played by naomi watts. and it follows her story by a woman played by carey washington who is looking to adopt the baby. it follows the three of them and brings the three strands together. >> strong women, strong women theme and every article i have read about you, that is always mentioned that that is, you know, a theme of yours. is that by design? >> you know, i like writing, you know female characters. i enjoy it. i mean. i like women, i'm interested in women. >> are they a lot more interesting than men? >> they are to me, because they take me somewhere. you know what i mean. it's exotic for me. a lost film makers, you know like to write about foreign lands and big adventures, and killing lions, and building of bridges and blowing up bridges. for me, it's trying to imagine of the lives of women is fascinating. >> the film has already opened in l.a. and other parts of the country. now it's about to premier 92 hee in baltimore. have you heard the reviews about it so far, or do you try not to to listen to that stuff and go with your own gut and how you feel about it? >> i try not obsess with reviews. i pick at them a little bit but i block out that e-mail that sends you that daily update of how it's doing. obviously the good ones are picked out by friends and sent to my private e-mail. i probably get a more favorable look. overall it has had a good reception and you know, i'm definitely pleased with it, certainly with the work of the actors. i think it's terrific. >> we wish you best. i will give you this review, the this tuesday morning. we head into the weekend. we will say heading into the weekend even though it's just thursday with dry conditions after the rain yesterday. the fog this morning looking a whole lot better right now. take a look at what we have as far as the current conditions at the inner harbor. mostly sunny, west wind at 7 miles per hour and 70% relative humidity. the barometer holding steady. it's still a little moist and it's going to feel humid for this morning. the humidity will drop as we get more of a northwesterly flow in here. 75 degrees in north baltimore. the surrounding areas in the 70s. there was a 60 reading in delaware but otherwise warming up now that the front has pushed through. the high pressure brings in the sunshine. on the backside of that high, we're going to get much warmer temperatures coming in and more humidity, too. expect this weekend to be less comfortable with the heat and humidity and a chance of thunderstorms popping up during the afternoon hours for both days possible. it's a 30 to 40% chance as the next disturbance rolls through. for today, looking at a nice comfortable 86 degrees. i say comfortable because the humidity should be dropping later. mostly sunny skies with a west wind at 10-15. that will help with a little bit of a breeze will make it more comfortable. 87 degrees for the high, not feeling too bad. the humidity will be much of a factor this weekend even with the warmer temperatures. back to the west, cooler, 83 degrees for the high, but very nice, mostly clear skies, a 10-15-mile-an-hour wind. tonight, 50 degrees, a northwest wind at 5-15 miles per hour. looking ahead over the next several days, tomorrow, too, 87 and 83 with mostly clear skies. the heat and humidity definitely comes on strong for the weekend. saturday and sunday, 87 on saturday and the thunderstorm chances, just a 30 to 40% chance. a lesser chance to feel a chance of a thunderstorm on monday with a high of 87. mostly sunny for thursday and friday. if you're headed to the beach this weekend, tomorrow partly cloudy to mostly clear, 77, cooler, and 83 and 85 for saturday and sunday, but both days a chance of a thunderstorm of them. on the beltway we're at 32 miles per hour traveling through catonsville at 21 right near security boulevard. we're talking about 895 and it's all because of accident on the southbound lanes. it's approaching lombard street, only the right lane is getting by. let's check in 895 and show you what the area looks like. look at this, just a persistent delay there, straight stack of cars, unfortunately this is going to be the case up toward the accident scene. you will want to use 95 as the alternate route. now on 95, traveling through baltimore county, let's check it out, moving through whitemarsh and while we still have a cramped ride on the southbound lanes from whitemarsh boulevard all the way down toward the beltway. speaking of that beltway the outer loop lanes, we have
