Last year, the district was ruled unconstitutional because of its predominence of just yesterday came an agreement on new lines which, if approved will change many peoples representation across Hampton Roads. Even 3rd district congressman bobby scott agrees telling 10 on your side, he believes his current district is unconstitutional. 56 percent of the population african american. But new lines, reconfigured and released this week, shift richmond, henrico, surry, and other areas. The move makes the district more Hampton Roads centered. The africanamerican voting population would drop to 45 percent. c3 6 07 i am satisfied legally that the new district will pass the constitutional muster. c3 6 33 the districts are designed for the people, not the for the the candidates or the incumbents. My job is to take the districts that are drawn and do the best that i can with it. c3 10 29 the finding of the court was that if you had a Hampton Roads district, race would not be a prodiment factor in drawing the lines, it also, more of hampton, including the area course. In norfolk, the larchmont and lakewood neighborhoods would shift into the Third District. In chesapeake, south norfolk, greenbrier west, and Deep Creek North would also be represented by the winner of novembers election. Also included northern suffolk from hobbs, south to harbour view. And all of franklin and isle of wight county would be moved into the Third District, too. Whether the u. S. Police say suspect Edward Archer used a gun stolen from an officers home in 2013. The federal public defender did not request a detention hearing to ask for bail to be set or for a mental competency lutchman has mental issues. They say he only became a self professed muslim when he was in prison for robbery because he needed protection while inside. The fbi arrested lutchman on december 30th. Hes due back in court next month. Belgian investigators believe explosives used in novembers deadly paris attacks may have been made in an apartment in brussels. It was rented under a false name. A fingerprint of a key fugitive, sala abdeslam, the brother of one of the attackers was found there. And material that could be used to make explosives was located in the apartment during a raid. So far, belgian authorities have arrested ten people, including one who rented that apartment. Today is the fifth anniversary of the tucson shooting that left six dead and injured 13, including former us congresswoman, gabby giffords. Giffords was shot in the head. Instead of going to work norfolk city treasurer Anthony Burfoot went to federal court all thanks to this 30 page indictment. The crimes inside it all surrounding a corruption probe dating back to events in 2005. It alleges that burfoot solicited money and items in exchange for the use of his power in city and as treasurer.
