One thing that came up was the consideration of doing a once over repainting of the paint on streets in commercial core sdpoers retailism wondered if we could bring back in the next month or 2 an understanding what they may cost and what may be involved in going out with a focus on commercial corridor in retail scombrars repainting the sidewalks and the Parking Lines and all the things that keep our high foot traffic areas looking clean and fresh. Why greetings and good afternoon to everyone. My report includes 3 key topics. One is mission zero update. Second issue central subway and third around our muni Safety Initiatives. Lets get started. From our last meeting we committed to doing quarter low deep dives in vision zero topics part of the regular agenda beginning this fall and director eaken, we are committed to bring the San Francisco Police Department here in fronts of us to discuss the current state of Traffic Enforcement and the alternatives to conventional policing in order to optimize safety. We are coordinating with the schedules of key people at sfpd and will however make sure we get on the agenda this fall. We want to bring back topic on how we can move forward with speed safety cam ares. Have been upon proven to cut fatalities 50 in cities like new york. Next topic we can bring up the slides. We are making Good Progress on the evans avenue quick build a conversion that will bring Pedestrian Safety improve ams to evans avenue as well as create bike lanes that will for the first time close a really critical gap between the bay vow and all neighborhoods to the west. That wroshg is nearly complete and we would love for you who are interested to take a tour of that any time. Iot next project is the update on valencia street. You know, just before the pandemic we were ready to move forward with extending the conventional protected bike lineos valencia to the south. However, during the pandemic, the success of the shared Spaces Program forced us to rethink the design that previous design we had was not compatible with shared spaces and needs to accommodate the increase in commercial pick and up drop off and loading on valencia. We went back to the drawing board and staff came up with a Creative Design for a median protected bike way from 15th to 24th the part of valencia that is in the high injury network. When we are doing now is doing public engagement. There is a story board online if you google valencia sfmta or sfmta. Com valenciaopenhouse. You can provide feedback on the designs as well as get approximate further information about where we are going with the project as well as why we needed to make this change. And in addition a bit of information about case studies from around the world the places where it worked. We are proposing an 18 month pilot in order to be able to learn more. Valencia is the most important core doe e dover in San Francisco. Part of the only level north south route in the center of the city. We take it seriously we want to move forward with something this year that can be completed early next year. All the other position ll options required expensive changes to the Traffic Signal Technology that would take years. This design is not typical and may be controversy but hope folks will seat picture and fwif it a fair chance. We will be collecting feedback over the next forget, the next several weeks and bring the whatever resulting pilot come out of the comments to the board for consideration in december of this year or january of next. Next up. We have a very important u. That i have been waiting years to be able to deliver. That is regarding the central subway. Our crews have been tefth the subway rail operations for a year. Have been very busy testing every component. Finishing minor items. As well as getting certifications from a variety of agencies including the california utilitys commission as b well as cal ocea for details. We have during this period of time discovered things that needed to be corrected. Like changes to slope to meet the precise requirements of the americans with disabilitys act. We are ready to announce that we will be opening the subway to Public Service on november 19. This will be a soft opening. We still node to make sure all of our staff are fully trained in the daily, regular operations of the subway but every single problem that may arc rise or emergency that may arc rise we want to make sure that everyone who is part of the Transit System of the agency knows how to responded for everything. For the first month of service. We will be operating a rail shuttle. Weekendses only 4th and brannon to china town station. Back and forth. Keeping the t third and subway from november 19th and running free Service Saturday and sunday. To let people get ton the system. This also provides an important opportunity to fully train our staff because it is one thing to train staff had it is empty and another had we have full trains. We are currently planning to Opening Statement full service in january of 23. Just before the start of Lunar New Year. We can help celebrate Lunar New Year in china town. 7 day a week service in january will allow us to reroute the t third trains in the central subway inform january you will take a train from viz valtow bay view and south of market. Tell make turning right on king street, along the embarcadero and Market Street the t third trains continue straight pass cal train. Stof at fourth and brannon and enter the subway through the portal under i80. Stop at a new station at Mosconi Center at foalsom under bart and rise up under stockton for a station at union square. Then there is a direct connection straight up the ~esque later from the station platform puts you at the powell street station mezzanine you can transfer to bart or muni or go up stairs and take the streetcars or buses. And from union square the trains continue to the terminus at china town rose pack station under stockton at washington. All of these stations have the most extraordinary collection of art the agency has ever owned. We are grateful to Arts Commission for the special art that is included in each of the stations as a part of our commitment to art. In the meantime, we will be keeping you arc prized of all the prelaunch events from tours to ribbon cuttings. We will keep you updated on progress on the very last remaining punch list items which are minor. If risks arise we will keep you updated about those risks. And we are very excited because this line fulfills a promise of pact laid out between mayor scombroun rose pack. Where by in exchange for accepting the demolition of the central freeway, we agreed as a city to priorityize a new line serving china town. We laid out the line to serve the most rapidly growing parts of the city. San francisco continues to groat t third from theville tow china town the highest ridership line in the city and make new connections expanding jobs, opportunity for people along the way this line saves at least 15 minutes off of the travel time from bay view to china town or from china town to the job center at mission bay. This new line ensures that schein china town will remain the heart of chinese speak San Francisco and serves an array of communities from folks live nothing the filipino district in south of market. To the Affordable Homes build in mission bay to viz valley and bay view will be connected together for the first time we are excited about that. The opening of the line means we are not done. Once the new line Opening Statements we will move forward with long plans speed of the surface foergz to start removing pointless delay. We had success if cam train through mission bay. Well continue that success throughout the line. We know in order to make the central subway work we need to make the t third w as well. So, we also and there is photos about this as well. We had as all of you know 2 weeks ago we had speaker pel loses and secretary met staff and the speak and secretary were impressed with the designs and we hope that you will agree with the secretarys determination after ridden the line that while it has been a Long Time Coming it will be well worth the wait. I want to update you on the muni Safety Equity Initiative a part of the larger muni Safe Initiative the chief of security spoke to you about 2 meetings ago. We will be spreading the word that gender based harassment is unacceptable on municipal and he encouraging riders and staff to report incidents. So we have developed a new Feedback Mechanism allows people to report harassment or other issues on municipal that he motive not warrant calling the police but we still need ton about. We will be tracking upon gender based harassment through the expanded online reporting mech nichls. We are seeing an increase in reporting, which i guess we have basically more than quad ruleled the amount reporting we are getting through the beginning of our marketing program. In the coming months car carteds and many of the muni vehicles and signs and stops and in stations with this new no harass am symbol and information to part ins libraries and rec centers the School District to share in their news letters and post in high visibility areas. We want you all to note if you experience or witness jenldz are based harassment report it at sfmta. Com munifeedback you report complaints or praise and incidents of gender based harassment and the 311 mobile app or call 311 directly. Nonenglish speakers can call 311 for language assisted reportings. All of these reports confidential and go to the sfmta security division. They will use this information in order to investigate that is going of support survivors as appropriate. Cooperate with Law Enforcement and identify and track trends in order to help develop improvements to the programs and allocate our limited resources. And finally i wanted to talk about some of the work that our crews do as you know. Our city is built on top of sand dubs and sunken shipps the soil are constantly shifting. An example of track Maintenance Work on 21st and judah that our crews did last week to repair a developing sink hole. So we are trying always to get ahead of problems before they occur. So we minimize disruption to the Transit System you see them digging update street. Because in fact using 19th Century Technology is the way to deal with the what is under San Francisco street its is shifting and needing adjustment. I had a question on that project. It seems from the design that by having the bike lane in the middle in the cent roll lane we are creating where we are allowing compliant park way to exist . Thats right. This allows us to preserve all of the compliant parklets some will neat to be shifted where they are too close to an intersection and allows you to significantly expand mercial loading along valence why to deal with had im sure you know is a severe double parking problem. Yes. And so. I asked for a sde brief on the [inaudible] project and im meeting [inaudible] next week [inaudible] to go over this and take a deeper dive. Im hearing from [inaudible] and Community Members less confusion arnold this project. So i think now it seems im not 100 sure that public works is enforcing compliance on parklets . And they are receiving notices about basically parklets and project and it is crediting a lot of confusion and anxiety around message for this. So,ip wonder if we could create a strategy around that and figure out a way to stream line the communication around the project. I heard a merchant tell me they were asked to [inaudible] december [inaudible] and tieed this project, i think they are separate. Situations but um i wanted make sure that [inaudible] talk about the messaging around the project and how it is coordinate with departments where they are different projects when it miss to parklets as well. Thank you we will pass that to the team and i want to repeat that not only are parklet compliants and the bike way project separate but we have specific low designed the valencia bike way project to ensure that all compliant parklets can remain. Everyone of us especially men play a role in claire foiling to all people that jenldz are based harassment is unacceptable especially on public transit. We started link to Third Party Training resources we can use to understand what it is we can best do under the the context at hand. Okay. Great. Would be helpful if you put back up evans heavy bike lane. I believe i raised this issue at the meeting last time about battery street this. Is a general question. We are calling these things im surety picture is almost here. There it is. We are callingly them protected bike lanes but what they are protected by are these skinny pylons. Is that our standard or do we do something more protective where we squeeze it in. Howard and fulton are examples of the strategy we have been using. You know we have dramatically accelerated delivery of save and protected infrastructure and improve ams. And in order to accelerate when we have done is shaved over a year off of the design process by experimenting in the street with paint and plastic and making modifications in order to tailor the design to00 autoreal world realities. Traffic models tell us one thing but not how people will use facilities. Before we do anything concrete we are experimenting in materials like paint and plastic in howard and folsom we completed and now fund today take all of that great work and convert it to not only concrete but to also trees and storm water facilities and so o. Our hope on street like evans is we will learn from the experiment. See if we gain consensus from the players and move toward a more permanent and secured design. One of the issues in evans is emergency response. And so we redesigned the project in response to concerns from the San Francisco Fire Department about whether it might slow emergency sponse time by marking the center mead yen as a fire line if we get that to work as a fire lane the Fire Department will be less concerned about more prominent barriers. Now if a fire truck needed the bike way it knowledged go over the poles and so could a vehicle. Cha is one thing that the quickbive process allows us to instructor the right balance and is optimizing in design that is both fullef safe for people riding bikes and also not resulting in significant delay for emergency response. So, i forget whether howard or folsom or both the treatment i thought you used a row of parked cars to protect the bike sns some case, yes, and other case a row of trees to protect the bikes or a concrete barrier. Is this the standards that we are shooting for where we do it . The standard that we are shooting for for streets that have fairly high Motor Vehicle speed or volume is a physical separation that will prevent a motorist from drive willing in the bike way and filling a pedestrian. So. The we collect did thea on every one of our quick build projects the data has been positive. We get better performance out of them than you think given they are paint and plastic. We believe in the quick build process it allows us to get to the goal of a fully protected facility quickly than trying to go straight there. What the quick build process does is allows us to one, refine the design. And 2, build consensus across many parties. Everything from Emergency Services to pedestrian advocates to people who want to drive from a to b. People who care about making the network, work for people of all ages and abilities and also for people with disabilities. Long with other considerations. Ure know of like the merchants math. Look, i really applaud that approach. A buddy of mine went to cal polyclaimed modo is learn by doing. It seems that is when we are doing here. And i would encourage more of it and the extent we can be moving toward more protective strategies, i think that is what we oughta do. A couple of questions on central subway. First one there was a recent equipment fire in one of the stations. And it leaves me to question, first of all do we think we got our hands around that problem . And second low do we have a certificate of occupancy from the fire marshall . Yes. So we as we reported in july, we had a fire at the mos connie center station in john we have gone through a year of test to make sure every component works. So we have fixed that problem and coordinating with not only the Fire Department the Mayors Office of disability and the d. Building inspection to ensure that we have addressed all of the issues to their all their requirements. We dont have the certificate of occupancy in hand yet. But we are confident enough that tell be in hand this we have ready to announce a date for Opening Service to the public. Yu example today in the next few weeks . You got 2 months left before november 19th. [laughter]. Why we are aware. You put your. We are fortunate that all of the city agencies we have to get certifications from Mayors Office. The Fire Department, department of building, cal ocea and california puc commission and fortunately we have been working with all of them for months we understands what all their occurrence are. Jot other question i had and again it come from a position of liking what you are doing. The notion of having a soft launch makes sense. I believe that it is become more of the state of the practice. Because it allows to you work kinks out with some live passengers but not the whole load. One interesting thing to me is you will do it on the weekends. Which is normally the low are volume. Is that the case now coming oust pandemic. It is like weekday will be lower volume. We chose the weekend because it maximizes the time that our crews have to finish the last minor punch list items on weekdays, it is an opportunity to invite people for their christmas shopping. In union square and china town, which is more weekend oriented than weekday and also gives all people of the region who want to explore the line the opportunity to explore it on a day when most are not working. Finally, i believe jeff did mention the caltrain station in his remarks i will use that to spring board in a report to and you my clothes i serve as your representative on caltrain board that means i will be the mc this saturday where we will be showing everybody the new district train cars. And we got more than one set now. And we will run in a problem of having more sets than we know where to put them. But the good news is they begun to arrive and they are of course good looking. And above average. So i believe you all have been inviteed this event and if you have the time you should join us. But that project is like the cent roll subway has been throughout paroles and we are behind schedule. We are over budget. But we have adjusted both. We think to give us a realistic target of the end of 2024. So, there is a bit longer wait for that one than our subway. But i think like the subway tell be worth the wait because we will have an electric railroad. That if we do it well, you will be able to plug your phone in and charge. So thank you, madam chair. It is stubbornly right now i think we are over 30 of prepandemic but caltrain and bart are proving stubborn. Both are commuter railroads got it in their title. And there is not much of a commute anywhere. Caltrain is carrying more rideros a few of their trains on the weekend than they are during the week. Ands i do think and look jeff is the leader in the field. But i do think and bob powerhouse the bart general manager mention third degree in an interview, i think we have to pivoting toward a future that is not 5 days a week. And figure out how we realicate our resources so we are ready in the mid week and we dont give people a lousy experience when they decide to go in. And that with the commuter rarpds we figure out how to repurpose them on the weekends. Now obviously they are glue to the ground not like bus service where you move it around the mapful but i still think it has been long enough that just rubbing our hands together and hoping that it is all going to work out. I dont think that is the right strategy. I hope that we can have and obviously have to be a regional conversation about how to better deploy transit assets and especially our rail. Not like we rip up a track and 3 it out. We are stuck with it and expanding it. And especially with caltrain we are making it one of the cleanest things you will be able to ride in the country. And thats where we need to head with our assets. Great. That seems like a deep tie topic for the annual retreat. Director tumlin, you talked about the vision zero update and you mentioned the phrase, alternative to conventional policing as an opportunity. Can you say a few more words when that may look like. There are Different Things. We spoke a lot about speed Safety Cameras implemented with wisdom and forethought about equity can allow us to dramaticate improve the Traffic Safety while advancing our equity goals. And e eliminate a lot of problematic traffic stops that is the most powerful example. There are way in which we can learn from other countries around the world about having the the staffing around the compliance around Traffic Safety rules be done more by people not carrying a gun. Right . So the police play an absolutely essential role in cities like San Francisco. But they should be you know the option of last resort our first approach around supporting the contract and not starting with threat but an invitation. One thing we are trying to figure out what is the sfmtas role in supporting the compliance effort around safety rules and to do that through civilians rather than Police Officers. Obviously there is a lot of controversial and sensitiverity we need to have around this challenging topic. It is a critically important topic. To have a robust conversation. We are eatingtory do that and lead on this topic nationally. Im delighted hear this it is learning from the ambassadors program. I would love to learn morea feels like the speed safety come ras were stuck in sack sag unless there is a way through to allow us to pilot. We are waiting authorization this is manage we could go ahead and do. Thats right. We are expanding the transit ambassador program. The ambassadors are folks that grew up in San Francisco neighborhoods in the southeast they know San Francisco we train them in de~esque ligz and communication techniques and they help everyone be revolve to everyone. Muni welcomes everyone. Away people who are needing to get to their Mental Health appointment and need to get medication. In order to welcome everyone on muni, we need to make sure we understand each role and keeping muni respectful of everyone there. Why may be we can get this more in the vision zero update. Today, is there anything you node to start experiments with this civilian based traffic approach. A pilot . Ray concept now . Where is it . Do you need funding . Authorization . This board played a Critical Role in approving the budget that start in the july. You know thanks to the work. And you also know that the work of our chief of security who come from a baltimore pd backgrounds and deeply rooted in cultural change and in justice and racial and gender justice. And interested in the social contract rather than in the punishment model. We are grateful to have her and leadership and the leadership of our director of the Office Racial equity competence belonging wing together first on the gender equity Safety Initiative and they will expand this work as we build success in the program. Okay. Great. Second is congratulations on a firm date for cent roll subway. And then just pivoting back off of what you mentioned around the safe muni feedback piece. Obviously gender based harass am the only form of harassment based on race and background. Are members of public encouraged to submit feedback or will there be a separate phase later . 6 months ago we began a campaign this program around gender harassment is rooted in the successes of that program as well as the extraordinary success that bart had with their gender based Harassment Initiative as well and builds upon barts success. But potential option of figuring out where do we draw that line between enforce am work that nonsworn people can do. Versus the enforcement work that requires a sworn and awayed officer. Because what we are trying to do or our goal is to cultivate a sense of Mutual Respect and compassion for all people in San Francisco that is easiest to do in communities to rebuild trust. Are you worried people are like, oh , on the weekends and this it is not the t is not going inform i will not take temperature are you worried it may affectow people will feel in general. We need to make sure we have a Strong Communications approach that this is just a soft opening. And final stages of tribing. We are fortunate that the southern end of the train shuttle come out of the subwiyot surface and forth there within view of the caltrain station and the t third line. Fortunately, the way the subway is design today is easy to imagine. Right. I seat trax keep going and in january the train will condition on the t third. What we were more worried about was taking the t third in the cents roll subway oldsmobile. We were keeping the t as it is, people have their familiar commute. And dot soft launch. And then we will go immediately in the full service with all of the additional routing chinks that come with it. The t not go embarcadero . Thats right this. It is where the travel time savings occur. If you take the space in between and make them pedestrian space and then handle loading by a loading zone in the middle of the street. Car traffic one way and you put a 2 way bike lane on the other side you get a safe option better for business. Easier for bikers to stop at a business there is more space for dining and since those of you on the board asked staff to bring you more options i think you should ask them to include the burrito as an option for valencia. The impact on emergency vehicles. One lane in each direction can be a problem. And also the fact that there is the traffic light. And that causes the huge build up of cars. It is creates more problems. Regarding valencia. If you look at the latest report one of theom line website published about parking citations. It is a dharn double park and bike lanes were a minimal compared to the street cleaning. It is important to put a focus on that early evening and and weekend enforce am of the violations rather than focus so much on street cleaning and i know it is important and it is done at night or the early morning. You need to put pc os if will it is important that the least giving them more money to have Issue Citations you have more issue parking citations alleviate the issues. And to quote director tumlin, we want to cultivate Mutual Respect for all of San Francisco. And right now sfmta is not doing that themselves. They are being very disrespectful of the unhoused who are desperately trying to keep it together living in their vehicles. And imagine what it would be like if every time you left your home, to look for a j. W. Or fry to get food stamps or medical care, you didnt know if it was going to be there when you got back. Thank you. Im jordan smith in july of 2018 my rv was towed got an anybodying on the door and told to move vacate my rv. Move all my stuff out of my rv and the rv was towed by sfmta illegally. Due to traffic tickets there is a policy by sfmta that says that needs to be booted for 3 days to be give me an opportunity to go and raise money and get the money to pay the tickets that was not the case. Did not happen. I got 30 machines notice. After i got a lot of my items out of my rv. Dpw came and decided to 3 my item in a garbage truck. I tried intervene and placed in handcuff bite Police Department. Then i was told i had 30days to get my rv on autoreturn. I raised money to pay the autoreturn and i went to autoreturn and said im sorry we sold your rv yesterday y. This is complete utter garbage. I lost everything. I lost my job of i lost my house. Which everything worked in it. I lost my rv. I left everything. Everything else i owned got stolen because i was on the street. I had nowhere safe to keep it. It was it has taken me up to today barely to get back hai got what i lost. It is insane. What and it is im not the only one it is helping to everyone in an rv. Its insane the fact that had i found out that you have violated your pol by not booting my vehicle and giving me 3 days, which i could have. That infuturated me. And i found out. Oh , you have 6 montes to sue. Oh , well i found that out at 7 months i could in the sue i lost my rv i lost all my belongings. Could not get my rv out of autoreturn they sold it they soeldz it 2 weeks early not the day before. If will consist of informational hearing on poverty tows or if there will be an actionable item with potential vote to end poverty tow. City is sued over the tows exposing the city to liability in the process. And sfmta response [inaudible]. Last week los angeles received a court ruling that the tows are unconstitutional. The chances of picking up someone in the tenderloin and paid are slim to none at this point. We need relief to help with the loss of income. It is no major. Reduced by 50 and a severe reduction in cabs service. Sporting evans issue concerts and the airport are not being served because of the sfmta policy. It is impossible to make a living without an airport ride drivers in the industry all together. More important low for the riding public it is very hard to have a cab on city street as cabdrivers allowed pick up and wait [inaudible] for the most [inaudible] fares. Of the try to find a cab in San Francisco it is likely what i am talking about. Also passengers arriving at the airport and asked to wit to get a taxi. The original idea for this new policy e eliminate taxi [inaudible] but with a taxi app there is no [inaudible] and sfo and the policy has to be no reason to exist. We had almost 3,000 cabs in the San Francisco fleet now down to 1, 075. We all know that 700 cabsure not enough to meet the demand in the city and neither can 400 cabs meet the demands of the airport and that is exact low what your airport policy is doing. It only allows about 400 purchased medallions to service at sfo. Your airport policy is destroying the taxi industry. Trying to save what is left of a failed medallion program. Have no access to virtual queue that is late at night when uber surges and there it is high demand for taxis. But bite time the upon operations calls for ks to come in they will be hundreds, i seen this. Of potential customers waiting on the stance. T, is the lowest group and they are in the allowed at the airport any time. So i ask that you reevaluate the reason for the program and ask, why . Why is this a separation in inquality on cab drivers the reasons offered change. First it was to arc leaveiate congestion and help pir purchase medallion holders pay off loans. Now the drivers are the mercy of the cab Company Management whether they can lease them or not. Like the old days if you were not in favor with cab Company Management or did not tip enough you drove an old beat up cab, we are going back to that. The medallion Sales Program was a mistake. Im rob malone a manager in the parking subdivision of streets division. We are here with you with afternoon item that is about contracts and wanted to discuss a bit the parking garage Management Program the group since we dont get an opportunity to come before you often. A little background to the contracts that we are bringing to you today. Start out with a map. We do have a subunit over sees off Street Parking separate from the parking we over see in the city this map shows the 21 access controlled facilities. The 2 contracts that we are bringing to you. For the management of the access controlled facilities. Over cease 18 surface lots unstaffed metered lots that are throughout the mauler commercial corridors in the city. There has been an evolution in the way the city over cease the parking garages the last 10 years and more. To provide context there. There were some frustration and concern about the oversight of garages in the middle of the first century. There was suggested this expert consultant brought in to look at the over all plan for the operation of the parking garage in San Francisco. That report came out in 2008. That result in the a staffing change and kicked off significant change how the agency over cease the parking garage. We took a step toward enhancing the in house staff that over cease the parking garages and over a 4 year period for you5 year period that commenced with the inception of the last set of new contracts over garages that started in 2012. There was a build upon of staff. A change in the methodology of contracting. We moved from an at that time 15 or 16 garages that were managed by the agency that had 14 separate contracts. To a model start nothing 2012 we had 3 groups each contract had 6 garages. The idea being to bring efficiency to the administration process. And also consistencies. When you in a garage owned and operated over seen bite city, you should have a consistent look and feel and experience at that garage whether it is the big the big cahoonas as fifth and mission that most know. To smaller neighborhood garages a mission bartlet and lombard garage. In the marina district. So we under all the circumstanced that contract to sort of mo how we over see these enhance staff where we have a group of 6 neap over seat off street park every day that have about 80 years of industry experience. Under their belts before they came to join mta. The last thing we did that enhanced the experience and made the oversight of garages fortunate is between 2016 and 2021, we implemented 35 Million Dollars upgrade project to the parks. Acronym for Parking Access and revenue control systems. Wee went from garages that were an individual island and had a server in their office and you wanted data about what was going on you needed to be there and pulled data off of that server at that garage. Now 21 garages the latest and greatest in technology and most current security credit card security. That benefits both us and protects ref now and patron and Data Security and all the transactions on the network on a private city owned network not using comcast or at t to get to the internet we are on a private city owned Fiber Network that network also allows the over 300 hd cameras part of the upgrade project to feedback to command centers. There is to command centers each the contracted venders over seat cameras. But also to the desk sfmta staff to myself the director of parking and Curve Management and any time can pullum any camera view in any garage and have instant eyeos what is going on. Significant up grid in technology. That contracting methodology and the expertise and health you have you in a fortfoal i dont that is directed by sfmta staff and vendors are our partners. More arms length relationships where we hope our vendors are doing a good job and the best interests arc lined with ours now we arrange things and therefore, we are planning move forward and to build on the success of the last decade with a set of new longterm contracts that continue with the model of fortunate group based contracts. The last set started with group 3 contracts. At this time there were 5 inspect garages over seen by city charter nonprofit corporations. In the last 10 years, those corporations have either on one hand 3 of them have sunset and are no longer operating. They exist and continue to be valuabling partners ensure of the neighborhoods get the best service from the facilities. However we worked with the boards and gotten their agreement that in terms of contracting, the best way to provide an operator to the facility and ensure the best service of the facility system they are part of this over all porfoal i dont and take part in this technological bridging of the divide with the facility combhs one big group. The corporations continue to exist is a middle Management Structure, we now with the new contracts are providing the vender under the proposed contracts. The vendor will be under contract and really a joint Management Structure and work with those corporations and the venters working under contract with us. We have 2 groups in the new contracts. We think that having more than one vendor provides valuable you to. We dont think all eggs with one vender is good for the city and before dont want a bunch of contracts that are challenging to administer. We feel based on the experience of the 3 Group Contracts for the last 11 years that 2 will provide us, we get internal competition or checks and balance thou how does one provide service and one does one do better and how can we approximate take from each and help them both improve. Thats one reason we propose well is more than one vender. You will see a break down how the groups are put together. Backgrounds on the press that lead to the contracts that are before you today. We received 4 responses from the community. They were scored and went through a Contract Negotiation press with the 2 top scoring venders from the evaluation process. Succeed in the this process and have in item presented you today present 2 separate contracts each has a maximum term of 9 scombreers max expenditure of 180 Million Dollars over that 9 years. Because of the size of the contracts to the mt aboard we will need to take these agreements to the board of supervisors for approval because they exceed the 10 Million Dollars limit. That is why we are before you in september the target date is february first we need that time to be able to go through the board of Supervisors Committee and the board process. The last of bit of context. The ping garages may be seems obvious. We park cars and provide a service to people. However, because they are not a stand alone and part of the very large agency, the mta, prime thing this they are intended do is provide money to support the agencys operations. So this chart shows you that. In the last fiscal year the parking garage netted 38 Million Dollars. That is all the total number for all of the garages about 75 to 80 to the mta the rest is rec and p a few under parks that the rec and Park Department is the beneficiary of that Civic Center Garage and union Center Garage that so and this slide illustrates the coming out of the pandemic, we were able to very successfully work with our contracted operators during the pandemic, acted quickly to address the pandemic deal with the labor issues. The covid rule issues. We were able to and beyond our venders teamster local 665 the union for off the parking work there was a very good partner with us and figuring out how to responded to the pandemic and fortunately for us, we were able to come out of the pandemic with an operation that is more efficient than it was going in in of this had to do with finalizing the last couple of garages that parks upgrade and due to the partnership with venders and the union and trying to get staff to a level that was as minimal as could be and provide a Level Service we could stand behind out there. That brought us to the point the end of last fiscal year we were back to 95 plus of prepandemic net income the gross was back to 80 of what it is. We have a more efficient parking garage today. That is thanks to the good work of venders and staff. And it happens the way that evaluation process came about is the 2 venders this are proposeed be award the new contracts other same venders operating our garages today. So that concludes my report. Thanks. Thank you for this we are all in awe of the net income almost the same. Between 2019 and today. With less revenue. So i will start with director heminger. Next, and i want to start with this as well. You know i agree with you that we dont see enough of you. And especially with results like this i wish we could see you every couple of weeks. Because you deserve some bureaucrat of the year award for holding net income stead gross income you are down 20 million. Can you give a little more detail about how du that . Because it is in the a 12 year period. It is a compressed period of time. We have seen this across our society pandemic presented opportunity that were in the there in normal times. I think i mentioned our 35 Million Dollars upgrade project in 2016 and expectation of this project was always that it was going to bring automation that made at least certain upon kindses of shifts obsolete. It was a process working with vendors and the union on implementation. How do you pursue a goal of the efficiency and automation or automation makes sense. And being aware and trying to deal with the human factor you are dealing with folks jobs. You are going to be phasing down work. So that was we addressed that process slowly with care and discussion. There was eflougz that needed to happen with the union. So you went from a time you know the upon union is on 3 collective parging agreements. From a time that a couple cv as ago the handbook said we do not do like [inaudible] or security work. Well, the union in conversations understanding haoolt automation would mean it evolved the last time they agreed they added those kinds of duties as acceptable for their members. This is the unions 4. Teamsters 665 parking staff. So now. That meant in a fair amount of facilities before the upgrade you had old school karmiciering like a tell booth. Someone in the booth they were shackled to the booth. Did not matter if 2 cars came through an hour thats what they did for 8 hours. Bringing in automation which we brought every why not the large are facilities but the smallers as well. You have 95 plus happening by machine. So a lot of what happened is you take a staff tethered to that cashiering shift they are freed up. So they can spends 8 hour cyst assisting customers. They can do light janitorial work and report and walk through a stair well. Maintenance. Now one of the reasons there was a 3 implementation of a reduction in staff there was frikt there. Am we had staff that did the parking positions you in we are talking 5 plus years we had more there was a need for subcondition tractor staff. That were either doing janitorial work or in certain Facilities Security guards were there. Now we provide all of the services are provide but there was a bit of sorting out that had to happen. Now you have parking staff spending more of their shift doing light janitorial work. There was conflict there and staffing reduced over time. But with the pandemic, everybody, of course quick low realized the calamity of the situation and need to let go of our positions and we node to realize this is and Work Together and just get. Great support from everyone including the union and allowed what would have been a more gradual 5 year process to happen in 6 months. Yes. Interesting you mentioned toll booths we pulled up automation of the state bridges for the same reason and on the same pace that you are describing it here. You know since we dont see you much, i got a couple of basic questions, too. First of all, the parking tax. Who imposes that a board of supervisor action . Im not an expert combu the parking tax is a subset of the occupancy tax. The hotel tax, people pay is under that and ping tax is another category of transient occupancy tax administered bite Tax Collector and revenue goes to the general fund . The Tax Collector implements and that revenue goes to the Tax Collector. However, then in turn, 80 of those funds come to mta. Like the Tax Collector administers the program on our behalf, and then 80 . We get 80 of the parking tax. I see mr. Mc guire shaking his head. When was the last time the tax rate was raised 25 the 12 years i have been here im not aware it was ever different would require a board of supervisors action to do so or could this board do so. How it is that work. I have to look into and we can look and get back to you. Okay. The other question is about park being rates at the garages. I believe those are set by this board . Correct . They are actually mr. Mc guire also we have [inaudible] director of park believe someone knows the answer. My understanding is that with the adoption of the responsive processing as a Permanent Program i recall in 2015, that rate Setting Authority at the garages was delegated by this board to the director. So our group we under go a quarter low review process of all rates. We consider utilization is primary temperature is more of an art than that. The particulars of competition in the neighborhoods come in. A few other things not just a plug and play you stick in and the rate spits out. There is a nuanced place. Our group then presents up through director mc guire recommendation for any changes in rates. And director mc guire consults with director tumlin and approval. When that again the upon approved in 2015 that authority was delegated that way. Okay. Thats an issue we talked about at the last meeting and i might have the same view as i did about the other subject we discussed. So it makes sense to me with sf go and the demand sponsive pricing that will move on its own steam. But it does seem coming out of the pandemic now, and with the shift of state here stabilized, that makes sense it examine the under loyaling rate. There must be a base rate that we do all the tinkering from. And we could raise the base rate up to an amount and then let the tinkering continue. So madam chair im asking for these are pretty significant financial issues. And we have pretty significant cantz Stormy Weather ahead of us on the budgetary front. And uncle sam im afraid sent his last dollar well see for awhile. I believe that evaluating the parking tax and parking rates. I know we had discussionless madam stele attorney with your office about the residential ping rate and how that applies to which parts of the city or the whole city. Come had ref now that would generate. I hope we can schedule a briefing on that at in point in the near future. That might dovetail with the budget process for next year. So we could again take advantage of the strides we made on the cost side and efficiency side and see whether there are things to do without knocking down pat republicanage much but on the revenue side that might help go to the order. I think this is a whorth while discussion and electric at elasticity of price and inflation at the same time i hate it [inaudible]. To that point i think this is a worthwhile thing to endeavour into. Any other comments . Director yekutiel. I have 3 questions. One the 10 thousand dollars Management Fee. I wonder since we have done the w to up grid the facility and modernize them and automate them, do you worry paying a blanket 10 thundz an among may be over kill do we know how much it is costing and some cases could it upon lets than 10 thousand dollars a month if they are not all are staffed like before . A Management Fee covers their over head, back office needs to support everybody working out there. We did make you know analyze and consider the change in the way they are operated you know versus 20 lefsh to now. For way of example in the 3 contracts 2000 or 2011 we had 3 groups each 8 thousand dollars a month management de feo that was 24,000 per month and for 16 facilities at the time. And as we added a few when the nonprofits went away, those Management Fees grew a bit. Probably today im sorry we are planning at least 30,000 a month in Management Fees today. It is more efficient and the groups are larger. We accounted for that in proposing the 10 thousand dollars. We will save about a third the day the new contracts start. 9 in group a and 12 in b. How Many Companies manage them getting the 10 thousand y. There are 2. One company have the group contract. Allows parking. The group a and, 10 thousand dollars per lot or, no a flat fee for the group. Paying 10 thousand dollars to manage 9 fasils. Correct. And for 12 that sounds more reasonable then and there 10 thousand dollars per facility. For the entire group. Second thing are we planning on acquiring large are garages . I think i asked this last time. Are there more in the pipeline . Im jumping off of director hum jeffers comments. We dont have a lot of great means of new revenue quickly this is a way. Are there other plans tom or welcome to address this question. Good afternoon. Tom mc guire. We dont have money on the program or plans to build new garages the system with transit first policy. We work with other City Property ordinance like the port and rec p when come in and manage the garages. We pass the revenue through to those owners. So there is an only way in which we would add to the portfolio. I did not money to construct and divide. Are we in this might be opening up a pandoras box the 800 car lot in Golden Gate Park is that looking to get revenue from . This is for the voter this is fall. I dont know. I dont want to jump the gun. I say that we have a great relationship with rec park and managed rec ps facilities in the civic center and union square with professional sxichl cleanliness. We get some of the revenue. We get management costs. Thank you. And the next question is about the topic of conversation around the city which is the seemingly semi permanent move to remote w for downtown workers. And largest garages are downtown. And while im also happy and surprised to see revenue is 2020 levels, im nervous about what it means for the revenue longer term if the lots are not filled with Office Workers coming to the city. Dwloen is something to bake in the contract sings the de feo is for 2. But i dont know if you have thoughts about that or the Fee Structure we put in place has resilience that might take into account what might 3040 drop in park usage or if we have did thea how many of the vehicles visitors and locals. To clarify. The mta staff, my work unit we have control overnight rates and the garages. Venders operate at our direction. We approve the staffing level and approve the upon maintenance budgets and arc fruf the rates the venders dont set rates they make recommendations to us of course we want any recommendations they have based on experiences. But approval is with us. In terms of do we know what we been what is going on out there. One thing the pandemic encourages us to do we stood up an among in the fan dem and i can conditions i know every morning 10 a. M. What the garages did yesterday. We have online a google sheet everybody populates we know and we compare that year over year and comparing years. I can tell you as of yesterday, we are pretty consistent low in the summer here to a point where transient parking daily parkers in the monthly about 80ish prepandemic number of tickets if there were a million tickets 800,000. In terms of ref now we are more like 9293 . Fewer are coming but staying longer. So the average Ticket Process is up. And you know we dont have super granular data but our experience tells us this you have Office Workers who used to be month low parkers while they were showing up upon 300 bucks now im going in 2 days a week i will buy the machining low pass i will be a daily parker. How has this netod revenue the extent people moves to daily that he is better for us. I dont make transyenlt. Perhaps i should cope my mouth shut then. Joy will give an example. We are i have in the heard any off the wall ideas come out to us yet but thats manage we want to understands as it feels like the situation of Office Workers get more stable and predictable where now it is mobile and all over the place. You are seriously considering to designing new programs that work for them. Shall be designed to encourage public by alternative modes of transportation. I wanted to know if you could talk about the 2 Strategic Plan goals and the second is how we are parking policies encouraging transit. Addressing of the first is straightforward you could see by our depiction of the Financial Success we are getting more deficient as we go to the extend we have to have expenditures to support ref now we work to have the expenses controlled as possible. So we provide as much net income as possible to support muni and other prospects. In terms of well served by transit. In my minds, this means in i mentioned through that quarter low rate and review process. There is a very hard data part of this. What is it or monthly the [inaudible] what is the rate structure of come peeth facilities in the your. In terms of what pricing how how easy it is for people to get it an area is something that come in as art part rather than seasonals. I have been working in the same role for 12iers, there are pressure depending on that is going on in the economy near lower rates in our Retail Centers whether union scare that is understandsable in areas that are well served by transit i think that come in to the consideration of how you you known likewise and respond to such requests. You know need to understand what percentage of people to be part of the larger mta. We reach out to colleagues in the Planning Group in street division, for example, what is the data about transit . I had this locked into this question years ago. Now where we started asking for and looking at what is the bart exits number of bart exits at powell and montgomery stations. Versus how many people come and park in the garages in union square. Customers how many are driving versus how many of them are using transit . So we and whenever we get requests about rates we have to consider is when we make money and when we get common to suggest we support transit. Yes, we might be charging customers are pay and someone could argue they are paying too much this money is going to support the Transit System and brings others when dont have a car or dont think that driving is the way they want to go there. We have good site on our garages with all of the hd cameras that feedback and access to. It is does embolden people who are may be looking for an easy way to mash a window and steel a purse. They see people and more of a target. That is an on going challenge. So in terms of working with our venders again. Sgr just to repeat the venders are working at our direction and in partnership with us in terms how they implement all policies they are working to address security and any other policy in the garages in terms of what type of staffing they are using. What the approved budget is for staffing. We are you know we take the lead in the primary most intanses the lead in working with the Police Department. And cases with rec and park ranger and facilities for settingum protocols for escalating and response to issues. I would like to say that while these certain dbi and other you know use and behaviors do happen i think a certain amount is inevitable in the large public facilities they are public. And you know not like someone is walk nothing the door. When are you doing here . The default is a person has the right to be there. They could be walking through and taking a short cut to the other side versus a private facility who can just try to keep people from walking in. It is a challenge. Yes. Why but we have and a good you know part mership and plan with venders and the various e mails sworn officers that assist us. It is a challenging issue and not something you bring to zero. It is a top of mind all the time. This year we decided we would combine poreses and have our separate contract. Dhr will have their contract and we will have ours. The reason why that is an advantage for us is gives us flexibility to make changes in the contract we need to do addons and to effectively manage our claims which hopeful low will result androus costs. Thein are care scope of Service Includes claims intake and investigation. Management of temporary and permanent statement payments. Management of medical claims, medical service reviews, and working with our staff in terms of medical bill review services. They coordinate payments to medical Service Providers and evaluate physicians. They provide medical and disability claims to pasillity employees return to work. Cost reduction programs we partner with them on. Management of segregation and Third Party Claims settle am. Litigation support to the city attorney. Ocea Data Base Management and did thea reporting. We did go through competitive press. Reached out to 47 Different Companies claims third party add administrators. It would take a significant can team to fully do everything in house. We dont have that expertise. I mean have you to of course all of the Different Things that i mentioned about, they did enter the scope of service. Medical review. Right. Each one of the clirms has to be evaluated you have to have a medical team who reviews them we dont have this in house expertise that will be can have the low to get. 1600 open claims now. We get 500 a year. That would take a huge staff to monitor. Also i continuing is beneficial to have an outside tpa who can do the evaluation and make the final determination.
