I do agree with the prior speakers that the update of this policy is critical and it is very timely and i really think this is important for one reason that is you cant enforce it in regards to other agencies if youre own house is not in good order. As much as the city has control over employees and whether they foil on paper or electronically well be dealing with with regulation my concern is more about consultants and contractors of the city where a Department Head has an obligation to make a determination whether that consultant or contractor should have simple disclosures form 700 and not participate in decisions a theyve got a financial interest im thinking in prairie agencies like dpw and mta and puc which have millions of and probable billions of of public works contracts and offers with consultants and contractor boarding on board and never been consistency whether those consultants and contractors mile if that form 700 and how their shielded from making government decisions they have a financial interest i hope that is an area that is discussions in the next report from staff as we develop the regulation to implement Electronic Filing for employees and those persons also want to comment since the commission mentioned a few minutes about Public Records being transmitted and larry gave a sense of that mayor newsom a case pending before 9 Supreme Court in san jose about lobbying of Public Officials through private devices and private accounts and whether those are Public Records to disclose that was submitted in december and due by next tuesday, i spucht in the next week well get clarity on that subject and im you sure that commissioner kopp and the rest are concerned about the outcome it is an interesting case and has bearing on the state cases Going Forward. Hart to stop the profanity during the Public Comment and task force involved or the interruptions of his Public Comment with those astonishment the Sunshine Ordinance Task force is education and Compliance Committee called a hearing on february 21st i was unable to go there i was taking the california bash exam and my colleague couldnt attend she was sick for the week so we got word today, i think it was yesterday im sorry friday i dont recall but the Sunshine Ordinance Task force voted the education compliance voted to find we violated the sunshine ordinance in that regard because mr. Hart didnt get his full Public Comment period and returned this past republicans for p. M. Id like to emphasis that as well and perhaps it might be a good idea if in our discussions with the Mayors Office in communicating our concern about this and particularly will what supervisor chiu said about the years in which the commission didnt review any resources it needed because it didnt ask for it and just didnt get anything with many other departments were getting increases that was under our body in a budgetary stand point if you would communicate to the Mayors Office that our concern about this is real and serious and from the additional positions are not given to us we will look at seriously at our authority to put marts on the ballot and to put on the ballot i will recommend to my colleagues to put on the ballot for next year a ballot measure setting out certain degree of independence from the mayor and the board of supervisors in regards to our budget we can exercise the Authority Oversight that we need to exercise over the mayor and the board of supervisors so it is in a sense an unveiled threat that im communicated that from the San Francisco wants to keep control of our fiscal position and not have us break lose into an independent type of before you gety organization one the city i think will be the first they can consider that acquit seriously in light of the fact that the people of San Francisco have been very sympathetic to what this commission has done relating to oversight of the political establishment the Mayors Office, supervisors and others in regards to the last couple of years the ballot measure and our success with them in terms of the numbers and percentages of the people who the 87 percent so i would really like you to communicate that to them this is something that well do this next year on the ballot unless they gusive us what we nd not blackmailing them but this is something that is appropriate you dont want to do it we have another avenue and well take that the avenue. Id like to add you know to this mayor ed lee is on his second term and he probably thinking about legacy part of his legacy he k34578d open and transplant government and build on in legacy by continuing to support the work were doing here. You stole my talking points speaking of what the mayor brought up thanks to randy shaw we are going well be initially the tenderloin new street Lights Program and it is going to make an incredible difference in our neighborhood to lit up the streets im proud to be here where the community that is actually, the second project that the city hesitate partnered with trust for public land in the district i represent a few years ago we reopened bodecker park in the heart of tenderloin and most amazing thing about bodecker park not how beautiful but it is still beautiful and activated today wouldnt have been possible without the generous contributions and partners like the trust for public land. clapping. but also all the communitybased organizations that activate the park every single day and insure that the park didnt turn into a place that was unsafe but a place for seniors and children to joy in experiencing and planting i see some of the partners here i see the center and david and i see kate robison from the state passages that organize the volunteers in the afternoons when the kids are let out of school only corners when watching children for the afterschool programs to make sure theyre walking safely through the neighborhood the boys and girls club as well as many others this playground i have to thank jackie and the helen diller playground it is the most important playground if youve not seen the design it is amazing and beautiful with the incredible families of the tenderloin and mid market but for all the families the Asian Art Museum and the library and all the employees stfl of but represent a park in the city the open space is so incredibly important were growing in residents but also growing in families ancestry with you reopen bodecker park with the rec and park and to renovate the parks in the tenderloin as and open new playground in mission bay their parks that welcome our residents but help the residents to stay and raise their families again, thank you very much for the trust public land calling names who working closely with our office on those two projects and want to recognize our bodecker folks jan and others that have been fierce advocates for the district and finally thank the staff of rec and park i see steve is offers many of the parks thank you so much thank you for all your hard work and for commissioners, if theres nothing further, well move on to and our president and Vice President i come to many of the Commission Meetings youve respond and advocated understanding that was a credible lead but a Ready Community that engaged and wants to activate all of the playgrounds and parks so thank you very much. Everybody say hope sf thats a word we truly believe in this people dont center hope all theyve got is misery we have put that hope in that term hope sf with the collaborative partners those that are in the funding streams working in banks and working in the private sector of housing like rick rich and mercy housing those are the organizations we help with the positive and the annexation and sunnydale in order to rehabilitate every units of housing in that neighborhood in our neighborhoods why are we are doing this one is because everyone who lives in San Francisco should be san franciscans they should never be referred to as residents of Public Housing everyone is a San Francisco resident and when were here in San Francisco with our equity calls and calls that people be treated equally good housing this should be at basis thats why working with the Housing Authority with hud making sure that were changing the entire way we manage those projects those developments the housing that you live in i got to a point i got tieftd excited people werent talking about broken glass and water system didnt work but how many bedrooms will i live in how many kids are were going to have open space so for our kids and the playgrounds we want it is a new conversation with you talking about the Housing Needs of all our residents so im very proud of all the residents that are coming together with the collaborative partners as part of hope sf the entire board of supervisors thank you for preserving in everything youre doing those dreams were thought of maybe over 10 or 15 years ago people stuck by the dream so those kids what have hope amount how many of you what a brand new bedroom yeah.
