San francisco Refugee Services plan for the fiscal years, 15, 16, and 16, 17. Great, and i understand that suzy smith is here who is the Deputy Director for the policy and planning for the Human Services agency. Thank you. Good moerrning i am joined ba few people, the refugee coordinator and two providers gladys and nancy from the Lynn Institute, after a say a few brief words they will say a few words about their programming. The item before you is a resolution approving San Francisco federal fiscal year, 15, 16, and 16, 17s Refugee Services plans. These are submitted annually for the funding. San francisco is one of eight counties, that receives refugee federal refugee assistance funding and administered through the California Department of social services and the 15, 16, allocation was totalled 214,000, and the 16, 17, allocation totalled 168,000 dollars. And the funds are used for newly arrived refugees that have been here eight months or less to help with the Employment Related Services and so the job search assistance and the resume building and Vocational Education and things like that. There is also a small portion of the funding that is used for the people who are 60 years and older, and have been here for at least five years and that is to help the older refugees become citizens. It is a huge number of countries and the refugees in the program are from 29 different countries, in the central outh america, africa, china, South East Asia and it is diverse for a relatively small progr program. And the contract with the hantos and the Lynn Institute and this year we have a knew come poen tent to identify and serve unaccompanied minors as we know there is unaccompanied minors for the last several years, hard to identify them, but the School District is a great partner in helping to identify them. So this year huntos and the School District and a few other clabive organizations are working together to identify the unaccompanied youth and to serve them and so we are happy about that addition to the program. And i just wanted to say a word about why we are submitting for the 15, 16 plan, retroactively. So, this California State Department of social services has to approved the plan before we can take it to our Human Services commission and then to the board and td state did not approve the fy, 15, 16, plan until october of 2016. And the plan was approved on november, 9, 2016 and so a few weeks later we submitted it to our board and our Human Services commission and then to you, and staff followed up regularly with emails weekly and there was a hold up at the office, and we were directed to spend the money despite the fact that it was in the review process and this has happened one other time before and we have records indicating such. My name is garcia, and i work for hontos and our mission is to promote economic selfsufficiency for san franciscans and the families for the Occupational Training and employment. In the past eleven years we have served 300 refugees averaging 30 per year. 170 successfully completed, 145 of the subsidized employment, and currently, we have ten, and 145, i am sorry, we have ten refugees attending esl level, 01. We have three attending level two to three, and seven attending eleven three to five. On friday, june 16, in collaboration with the Human Services agency in sf cares. Huntos will once again host the refugee awareness month. Please join us as we celebrate the refugees who were forced to leave their country to escape war and persecution and natural disasters and please mark your calendar and we hope to see you there. Thank you. Thank you. Good morning, im nancy ren from the Lynn Institute, lynn is happy to say that next week we will celebrate the 25th anniversary. And the big piece of that services have been with refugees over the years. We have a very integrated program. Where we provide Services Alongside with english as a Second Language Services and Skilled Development. The Skilled Development allows an extremely diverse population not just ethically, but with regard to their educational and work history backgrounds is develop the strongest skills that they are able to do so, and move forward in to employment. The types of employment that our students have obtained range from everything from entry level janitorial to right now the data analyst for the Mayors Office in new york city as a lynn graduate. And so everything in between that might address positions at such computer positions such as tech, and office clerk positions, etc. So we have a very strong relationship with a number of employers in San Francisco. In particular we have a contract relationship with mercy housing. Excuse me. Through that opportunity for the last three and a half years, they have partnered with us to bring our graduates, and many of which have been refugees into entry level employment or the front desk clerks with our facility. They are not only interested in having those positions staffed but in the opportunity for advancement for these graduates in the last seven years, four of the students have gone as high as Senior Property management which is a position that pays over 60,000 a year with housing and all ranges in between, and so it has been a successful partnership. Although we have the strong partnerships with many, many, employers. Our completing of the placement rates are strong and we have over 85 completing and placement rates. We provide Placement Services not just for the students who are enrolled but as well we follow up with the students through the social media and other contact to maintain support with them and help them move into stronger positions as they have the opportunity and develop greater skills and in a culture to the United States. I am the refugee coordinator for San Francisco county and i coordinate the services with the Service Providers within the Human Services agency. And these are successful programs. Wonderful. And can you give a few more specifics about the services that you are going to provide, particularly to an accompanied minors, i have to say that i am very excited to hear that you are starting that new program that i was staffing former supervisor david compos on the legislation that created a guaranteed right to Legal Council for all unaccompanied minors that the former administration had put into place. Which i, you know, at the time thought was just unconsciousable and to know that not only do unaccompanied right have the right to Legal Council but also the support of job training is music to my ears and i would love to hear more about that. At this time, we have created collaborations with the different groups, including the behavior health, Mental Health providers, and also outside of the School District, we have created very strong collaborations with the different programs. They have at the school level but right now, we have created an out reach position so we are creating this collaborations so that we can bring them in for the Employment Services as specifically. And for children that are 16 and over, they can get the Employment Services through both agencies and become selfsufficient, also they want to work, and we can create the part times that they need and also, we are working with the Legal Services for children. And Lynn Institute is in the same building and so they are working together to make sure that if they have any new, unaccompanied minors that received the status and they can start to receive services as soon as possible. So there are different groups, including San Francisco, coalition for refugees and immigrants that is working with us and 27 agency and we worked with the Mayors Office and the different departments to make sure that they know about our services our Service Providers and the benefits they can receive in the Human Services agency, which is cash, and with the unEmployment Services. Yes, ordinance replacing a provision of the planning code with the new provision of the administrative code requiring all city buildings that are accessible to the public to install and maintain at least one baby dieper changing accommodations. I see, sone from supervisor tangs office, hello. Good morning, supervisors im diana with katie tangs office. This legislation was inspired by an act signed by president barack obama in 2016. It was called the bathrooms accessible in every situation. In that act the federal government agreed to require baby changing, baby diaper changing accommodations in every Federal Building. When we took a look at it, as great as that was, how many times, we thought how many times does that Public Access Federal Building and what are we doing on the city level to make sure that parents have access to appropriate accommodations for changing their children . We saw that of course, San Francisco has led the way in 2005, the board of supervisors required new and renovated buildings to install baby stationing accommodations. But we thought that we could do more, based on what the federal government had done. So we changed three codes to accomplish three different opportunities. In the first we changed our administrative code, to require that all city buildings have public accommodations for baby changing stations. And we also that it currently offers the changing in the female bathroom that they must offer it in the bathroom for males or the all gender bathroom. We have heard experiences from where from my colleagues have gone into restaurants and there was accommodations in the female but not in the male bathroom. So she was forced to change her baby even though her partner was willing and able to do it. The third piece, although it was in the city code that new and renovated buildings are required to have accommodations. Other they deal with the use of the building we were not seeing as much enforcement because they were not dealing with the internal aspects of it and did not have the opportunity to make sure that this code was being implemented. And so we spoke with the department of building inspection and they agreed to take this on into the Building Code. And have agreed to make sure that we continue to enforce this law that has been in place for the last decade or so. We were happy to see that we got the full support from the Small Business commission as well as the Building Inspection Commission and the planning commission. Through that process, a number of amendments have been asked, and these are all nonsubnative and you also have a summary sheet in front of you. We changed on from accessible to used by, sometimes they are not accessible under the code but we want to make sure that there is still installing these accommodatio accommodations. And we also want to insure that there is clear language throughout. That they install of a diaper changing station does not in peed with any city and state and city laws regarding accessibility. And we heard this loud and clear and the committee and the Building Inspection Commission to make sure that yes, we want these stations available but we dont want to impede the access to travel for anyone with a disability. Also from 6 to 12 months, in case there are departments that have multiple floors and need to install multiple stations. And we change reference to both gender to all genders to make sure that there is this acknowledgment that there are different types of people identifying various types of ways. And we clarified the definition of what could be a baby changing accommodation, and you have those ones coming out of the walls or there could be a table and there is many ways that you can accomplish this. In the administrative code, we stated that the requirements of the ordinance will not violate or impair any existing contracts or leases and we clarified the waiver procedure and in case the bathrooms are too small and it impedes the accessibility issues and then, the departments can go to the Building Department as well as the Administrative Department to make sure that they can get that waiver. Within the Building Code we widen the scope of the establishments to make sure that it acompasses many businesses from the Daycare Centers to the Adoption Centers to restaurants and everything in between. As long as that establishment offers a rest room to the public. And they are required to fulfill this requirement. But for instance, a laundry mat might not have a bathroom for the p you believe and so had then they would not have to fulfill that requirement. We added requirement that the signage be posted in compliance with section, 11 b. 16. 2, which has to do with tactical signs. We amenlded the definition of renovated to say that it has to be the definition is 50,000 or more, renovations to a bathroom. And we included provisions that the ordinance does not require any reduction of the number of toilet facilities required by the law. So these were all suggested by both the department of public works, the department of building inspection and members of the public. So we tried to encompass all of those changes. Lastly we want to make sure that we get the word out that we insure that all parents have access to the tools to properly care for their children and get rid of the mind set that only one gender is in charge of taking care of their children. We dont want to hear any more stories of people changing their child on the roofs of cars or in the back seats of cars or tables or in chairs, we want to make sure that our children are taken care of and the public as well. So thank you, and happy to answer any questions. I just want to thank you and supervisor tang omuch for this legislation, and i am sure that there are parents cheering all over San Francisco right now, including me. That respond to what happened at our last hearing on this item. When the public called for a private right of action. And really so moved us here in committee. That we have been working together with our City Attorneys Office and thanks so much to your office, deputy, City Attorney. And with the community and in a very special thanks to alika for her work and guson in my office and britney and supervisor c cohens office. We have created a private right of action and i am going to introduce that in a second. I also want to extend my thanks to both mayor lee and supervisor cohen for working cooperatively with us on these amendments. And once again, just want to recognize the amazing work of the American Islamic relations of the San Francisco bay area. The aclu in northern california, and the arab resource and organizing center, and the law caucus, and for all of their hard work on coming to consensus about what this private right of action should look like. So i just want to say a couple of programs because i dont know if it is unpress dented dented but it is rare. And i want to talk about why we decided to go this route. We are basically strengthening what was already a very strong ordinance. And by taking this step, of creating a private right of action for individuals or nonprofits, serving immigrant populations to hold the city accountable, if the city or snee act tore in the city violates these protections that we are creating, it is an extraordinary act, and we are doing this because of the fact that Muslim Community in San Francisco and across the country, and the immigrant community in general in the u. S. Is facing dangerous discrimination by our federal government as we speak. And with this ordinance and the amendments we are sending a strong and clear message to the Trump Administration that San Francisco is dead serious about doing what ever it takes to protect our communities from antimuslim and immigrant policies. And we need to also be vigilant that history does not repeat itself. This is very timely because this weekend was the 17th anniversary of the signing of the executive order 1966 by roosevelt when authorized 120,000 people of japanese an kes tri, twothirds of whom are u. S. Citizens to be i am prisoned for the sake of socalled safety of the American People at the start of world war ii. The registry of the japanese americans, stripped the americans of the right to life and liberty and the pursuit of happiness and it was untugsal and unjust and it is widely recognized to be so. That the in hawaii when it order was passed hawaii said that we are not going to participate in helping the internment of the japanese community. San francisco at the time did not resist in the same way. And it is part of a history that we need to learn from and make sure we never repeat again. And by creating the strongest law possible of resisting this registry and any internment that might be connected with it, we are sending that strong message that we will never participate in that type of diskrimation, unconstitutional conduct ever again. And we must create laws that hold ourselves accountable and are the strongest possible. During the campaign President Donald Trump assumed a very aggressive stance towards islamic terrorism as a corner of his socalled Security Policy and they talked about creating a Muslim Registry and while this has not become policy, he has created implement other racist laws the travel ban and excluding muslims from entering this country. We need to act on the offense . We need to create protections in place before he acts. Because what he has shown is that he is going to hold true to his promises on the ka campaign. When he does he is going to act quickly with devastating consequences to our community. We are anticipating what could be a disaster and we are saying no before it even happens. And putting the protections in place to make sure that every member of our community is protected. We dont know exactly what is coming from the federal government, or what it will look like, but we are going to create the strongest possible laws to protect every member of our community and do whatever it takes to time to be at the forefront of resisting these types of policies. So i have passed out the amendments to my colleagues. I will just briefly go over the main amendments. The proposed ordinance creates a private right of action against the city for an individual whose personal information has been disclosed in violation of the ordinance or a nonprofit focused on the defense of immigrant and the minority rights could bring a claim against the city. If the city is found liable in a cause of action brought by an individual or a nonprofit, it shall or can be liable for damages suffered by an individual. And as well as up to 5,000 in Civil Penalties per violation. In terming the amount of civil penalty, the court should consider if the violation was intentional or negligent and if there have been any previous violations by a city department. And prevailing plaintiff in the case is also entitled to recover, reasonable Attorney Fees and costs. And any person or, entity must file a claim with the city within three years of the alleged violation. There is one exception, any disclosure of personal information required by a legally enforceable subpoena, warrant or court order. And shall not give right to a cause of action. Under this section. And so, again, i, very proud today that we are creating what, you know, perhaps, the strongest law, i think in the entire country, hopefully we are leading the way, and we will see other cities and counties across the country, stepping up to send a powerful message to this administration that we will not tolerate discrimination of the Muslim Community against the Muslim Community or any immigrant members of our community. Thank you chair, and i just want to be insured that in the definition part of this ordinance, that actually when it refers to persons and individuals, that it refers to natural and legal persons, and is that stipulate yd in the wording of this. Can you read what page and line you are referring to . I am not sure, but i am actually thinking page 7 line four, this section 103 hpt 4, shall apply to all individuals regardless of citizen or immigration status, age or any other factor. I would want it to just be insured that this refers to natural and legal persons. Deputy, City Attorney . I am not totally sure what the question is. The ordinance applies to ethnicity, National Origin or religion information about any person, any individual. I dont know if that is the response to your question . Whatever their status national, origin, is that. This ordinance protects them. This ordinance prohibits the city from disclosing information about any individual regarding ethnicity, religion or natural origin for the purpose of use on any government list or registry. These changes make the ordinance much stronger, they show that San Francisco is ready to send the community and be accountable. Hi, my name is adele and i am a first generation american born citizen. And i have lived in the bay area my entire life and i really appreciate the support you guys have for this ordinance. And i wanted to express my strong support of an ordinance that will endorse nonparticipation in targeting of muslims or any marginalized group. And i think that it is really important to recognize that protecting the safety of these individuals does not ever compromise the safety of the rest of the citys residents. And at the last city hall, there was discussion about how some individuals have been targeted in part due to their religion and so i would like to ask if there is language in the ordinance making it clear that any targeting based on rights is unacceptable. And government officials that find themselves incapable of enforcing this, need to face consequences for violating that and be taken out of positions where they are responsible for protecting those rights. And again, i really appreciate that you guys have been supportive of this and it means a lot to me personally, to our entire community. Thanks. Thank you. Hi, next speaker. Hi, there, my name is catergy and i am also a local history researcher. And the very first reference to south asians interacting with San Francisco City Government that we found so far was something that happened in 1851. When there is a man from india who was schedule to testify in court but his testimony was challenged because of his race because he was about to testify in a court case where there was a white man present and he was not supposed to be able to do that. From 1851, to 2017, our communities have faced policies of state based exclusion here in San Francisco. The second story that comes out right after that happens in 1852, and this is something that came out in the daily in california and this i love this quote. It reads, in our streets, also, is the failure of the european and the darker hin du and the muslim says his daily prayers as he passes the churches of the christian. It was never before written in the worlds history and this article goes on to talk about people from the lands of persia and being here in San Francisco and it is 1852, and San Franciscos have figured out that people from the middle east, south asia, muslims are a critical part of the fabric that makes San Francisco the place that it is. And this is what our communities have always faced sometimes recognized as being part of the fabric of this place and sometimes they fail to protect us, and this is a moment in time where we g et to choose which history we want to go with. And ip want to thank you for making sure to pass this on to push on this, to make sure that this is ordinance is robust and absolutely, thank you, thank you, thank you. For making sure that the private right of action is part of this. Like you said this is history that we are creating. This time we are going to get it right. Thank you. Next speaker please . Good morning, my name is kristine, and i am the teacher and Program Manager for the mothers esl program and, again many of my students are here this morning. And we are here to thank you, and thank all of you for the time and energy that you have put into this ordinance. And it makes us extremely proud to be san franciscans. And as one of my students said the other day, she said you know, i think that i have to thank trump for one thing. And i said what is that . And she said, because here in San Francisco, people are starting to be nicer to us. And in fact, on the way over here this morning, as we were walking there was a gentleman who said, wait, hey, no hate, no hate. I love you guys. And so, thanks again, and we do so much appreciate your energy and thoughtfulness on this ordinance and hope that it can be a blueprint for the rest of the country. Thank you. Thank you so much. What makes america is its Diverse People that includes arabs latinos african americans, christians jus, muslim and more, we are all one nation, brothers and sisters mothers and fathers, sons and daughters, i have a close person who told me a quote that i memorized and never forgot. Good morning and i am here on my own behalf, i have been in the bay area for a few months, i lived for a long time in the arab country, south east michigan. I wish that i didnt have to be here, where my parents grew up despite political turbulence and dictate or ship they had free healthcare, and they went to the university for free and womans rights were respected and music, and poetry and literature fluished and after several wards sanctions and occupations my parentss home land is no longer liveable. So we panic about the oroville dam dam and we dont have enough funds to do anything about it, but we always have enough money involved to bomb the dams on the tigress. And the citizens that are targeted by the ban deserve a safe haven here and i encourage extreme vetting of the areas where they choose to reside in the u. S. To make sure that they are not exposed to arabphobia and to be sure that they are comforted as much as possible considering the anguish that they will feel for the rest of their lives for being torn away from their home lands. Thank you so much. It thank you for the hearing last time around and hearing the community and the gravity of what we are all are facing together here in San Francisco and in the bay area. And for really pushing for whatever strength we could add to the ordinance, as you have heard, our various organizations in the xhnts will xhublt communities will come forward to move this language forward to set a precedent that when we are facing such difficult and discrimination issues from the federal level that we will come out strong and have ordinances that truly do protect our communities. I think that two weeks ago San Francisco pulled out of the task force and that was great by the supervisor and today it is a great moment that we should thank the supervisors for supporting this ordinance. I would like to thank you supervisor for following up on this and actually we are really incorporating i think what we heard at the last Committee Meeting for these extra protections that i think that are really important and also, to thank the mayor and for the supervisor cohen also to work on this with you, and to our upper city, attorney also for their advice. And then i would like to say to the community, that you know, as a san franciscan, and i think as an american citizen, i just want to really apologize that we even have to go here and do this. I feel such a sense of embarrassment. I think and shame that actually our country is going in this correction that we find this necessary which, i think we thought that this would never happen or it would come to this. But i am glad that we are taking protections. But at the same time after the hearing last week, or two weeks ago i have to say that i was feeling such a great sense of shame and embarrassment about our country and about the direction that our country is going. And i hope that the actions that we are taking today and that we will take next week will reassure our immigrant communities that we are here, and that we are doing everything that we can to make you safe. Hi commissioners my name is kelly im here on behalf of the building hoa to share my concerns about the Mental Health wellness i live on the second floor and 101 weve been in contact with the Entertainment Commission about the noise inside the venue and the intoxicationed crowds that is hard to describe 9 impact of interrupted sleep it is torture and lying down and hearing base music it terrible and woken up during the night and other experience that theyre supporting the patrons to block the south bay lanes and having honking that tends to go on until i leave for work the next day is a wellknown risk is physical and E Martin Luther king Mental Health if we can stop the noise by that 2 00 a. M. We can get some sleep as i mentioned oftentimes theyre not available into the night and asked to call pd at the dont arrive to address that and if they do they dont have a but to address this is frustrating the primary problem is hours of operation it is make in the center of the residential buildings were concerned from the permit remains that will effect our health for years we not to the entertainment to continue inform San Francisco but we needed to sleep were here to ask to you rerecognize the after hours permits thank you. Good afternoon commissioner intaushgs i want to give a run down the question for the was have they been responsive i think throughout the 3 months or so i have been working on this and action was taken all of the process that ive approached this with all of different ways to regulate and enforce they have responded to i think jocelyn and i sat down with jena the operator at the health on with the repeated sifthdz and sat down with her and requested angle online as to steps that shell be taking so far as soundproofing the structure of building there have been steps taken thus far to soundproof the interior and the exterior on the roof specifically capping skylights and fathoming the existing roof structure and multiple environmentalist by sound techs inside the residents on the rooftops ive out numerous times to establish the ambient levels i think theyve been responsive to the concerns on ive been emailed text message its been going on for quite a while and i think there is has been progress at this point during my last visit with the operators and sound techs to my left is at the company and sounds like effects this past wednesday, i was able to take the age bins of that neighborhood from the rooftops and compare am i still on compare the level that is product inside of health on to show that the level for the sound levels produces a level outside from the property within the city so the level ive placed on the permittee puts them in compliance as of last wednesday. Okay. And you know, i think this is we didnt get those kind of complaints if b box that the venues before what can you attribute to the after hours permit is it i think you said it was a new sound system i think. I think based on what im hearing in complainants historically and especially specifically at the hearing i would say there is general sense of the sound level it allowed but more passion or prejudice from the tune the after hours is the issue. So when you set the level are they able to lock it off or change it after you disappear or when from what ive been told the level ive set for them they are able to lock it in i think anything they lock in theyll be able to unlock in my experience havent seen that or heard that or taken measurement that is happening i know they have the capacity of locking in a level and inhabit but anything they take out they can put in. Do you stop by randomly and notice any difference when you test it. Ive been by so frequently is there i dont sense a pattern of a sound level increasing at the night goes on over and over someone assumes im locked out for the night i think i dont know, there is a corelation between the night and it depends on if i were to make a guess i would say that two you know mentioned 2 30 at a time the neighborhood itself quieted down at that time there is a lot less activity at the 2 oclock compared to 1 oclock ive been to other night life operations i think the majority in the area are closing at two in the pb a it impacts even if the sound is the same i have less emission in the street and seems to be a lot louder. It is important when i take an am bipt that the nightclub to make sure it is during a time where street traffic all and bus traffic and things like that im able to compare that to an operational timeframe i would say and havent tested that but say that ambient level will be tend to decrease as the morning ticks on but as of new the ambient levels are the prime time activity whenever we are testing for an ambient level we try to make sure that is on a friday or saturday night after 10 00 p. M. To get a clear game. Which totally makes sense i wonder for an afterhour permit specifically we might have a different standard that is more line three or four a. M. Sloepz to the 2 00 a. M. Dont know if theyve used a different ambient level. I dont know if ive ever done that is that conceptual but i get what youre saying weve not done that the xremgs between 10 and two is different within 2 and 6 00 a. M. It is hard in the middle. Right. Right. To gage the level that is uneasy. I dont know im not 0 suggesting that is easy but it might be a call for a different standard for after hours. Are you talking about the 10 b officers. It is usually around ten am in the area because of all the activity and then 10 b through too so the regular patrol didnt get mixed occupy on the block unless a need for like an emergency or Something Like that but the 10 bs are moving the ubers along and making sure that people dont conjugate waited for cars thats the problem with the ubers and the lyft. Good evening, commissioners too to be here to my letting joits one of the 7 pro bono consultants that have been been helping me own is evaluation efforts for outside events as a reminder were working with the Mayors Office with the civil innovation they match private sectors experts with public sectors challenges so we were excited to be able to use their expertise to help to figure out a way to improve and support outdoor fence tonight we want to share the scope a highlevel idea of what were doing and you have a long version of the draft report in your packet and the point of this report is to really help us to lay the foundation for making policy and legislative change in order to foster and promote Outdoor Events it is an opportunity to use the change to simplify the permit process for example, what we did we interviewed varldz so those were reasons as well as City Employees and did benchmarking with other employees and analyzed our cities permitting structures and support systems for after events and from that data gathering we identified 3 challenges that were consistent across the board number one the need for reducing the complexity of the permitting process number it the increasing the transcript of all the registering and who does what in City Government for the applicants but for the who works for the sfgh City Government and late lastly to address the Outdoor Events in the changing landscape of San Francisco lets get started this is frost and sustaining the events in San Francisco. How can we foster events in San Francisco i think weve talked about that 0 Outdoor Events are economic and cultural drivers for the city for the scope of this report we defined Outdoor Events as Public Events including street fairs and music, art, festivals and if you have any questions, well be happy to answer them fundraiser and the controllers report said that Outdoor Events contribute over one billion dollars for the fact of the city much the revenue supports bars and hotels and not just dollars signs but Cultural Assets to major parts of the citys identity as part of the fabric and the Legacy Events like pride are examples of that and then. Which event did it exclude. We focused on scott recommended events on city streets the purpose of evaluation rec and park for example, they have their own distinct permitting structure. Nothing like the summer of love is not something. The summer of love for Golden Gate Bridge is not in the scope. Or like outside. But if so this on the street it would. Okay. Thank you. Good evening, commissioners and others so to really start off ill take you through how we approach the question of the public challenges as well as some recommendations for a big idea intervene we think will take San Francisco probation officer o to be a benchmark for other cities in the United States so first approach we wanted to approach it in a quantitative and qualitative data as bill mentioned the qualitative data we look at the street closer and benchmarks of other cities that have relatively other events and on the qualitative in the experience of the sites and the individuals on the ground to do that we interviewed individuals and really ask them their experience with the process and how they get their information who do they talk to and how has it changed and also want to get the other side we interviewed 8 individual if city agencies and permanent agencies to understand their experience and understanding how many approvals and permits a year and what kind of systems to handle all the permits they see at first glance we find those the number of events in San Francisco has been growing 9. 9 percent that is one. 7 percent and population around 1. 4 percent thats great but for the scientific pressures tare changing the character so on the screen you have two examples of events that are no longer held this year one the tech festival that is closed after 25 years of being in the space and a street festival hoped that is closed after 9 years ever being in the city and you might think those are isolated were hearing the saints parade or the zero fair with the socioeconomic chances vjt did sponsors something in the neighborhood to support their events so the 3 challenges are one complexity, so if you look at the top right it is a snap snapshot of what the producers have to go through that is 14 bureaus 10 approvals, sorry 10 permits, 15 approvals they have to go through it is incumbent on a 3rd of fte on the producers side that is a complex process if youre a first time producer and the third challenge is transparency so with 14 bureaucracies 10 websites that produce t the information it is ladder on top of the sub websites that theyre able to find what they need this is produces a challenge for the permit agencies because 100 percent the permits require strait with work from the final approval could take weeks because they work with a lot. So with the 3 challenges we found 3 pinnacle organizations and look at them to address the complexity we found that a lot of the cities with the process use the hub and scope model this means a Central Force that manages its own permit progress from the beginning. Carries the pertinent mrfrnt to the end and one point of contact there is none that comes through and make sure they get the second one to address the issue of transparency is really working to increase the communication so steadfast 10 weths the producers have to go drove one document one centered document for the people and the costs theyll occur and one point of information that then the producers can rely on top of creating the mixers with social hours throughout the years helps to foster the first time event producers feel confront and finally recommendation we are putting on the table today to address the socioeconomic pressures to make sure we connect the spores to the event producers to find the funding to continue what makes sf unique and hand it back to dillon for questions. Thank you joyce so first and foremost id like to my next step to get our feedback and see if those findings resonate with you and feel accurate and clear as far as you know the emphasis now or later as far as that report itself were currently hearing from all the departments we interviewed making sure that it is accurate and clear dont want any surprises and want to be collaborative approach and then well be doing enjoying and i and the other colleagues will be doing a read out to the mayor as part of civic bridge presentation with the other presentations on march second and in response to those recommendations you know as far as 2017 planning quick wins are working on a permitting guide that will have a lot of the road maps and way findings and the f f x to make it more clear and oh, i started in your packets started to issuing the outdoor bulletins you know it is a start in the right direction of making sure that when there is a new policy or opportunity that is available to really making sure that information defeats to the right people and so it it squat last week and ill go doing mixers and convening to figure out what was the National Third party whether a nonprofit or some other entity be that can help identify funders and match them to event producers that need it now the long term major type win is a really the piece of hub and spoke model and urban design group jocelyn and i will have to figure out how to approach the board and a sponsor to push forward those as far as change and ill be convening a working group of the different departments and you know asking them you know what are the shared goals and you how to work towards the vision and next steps that is really just again, a collaborative approach and thats 2017 so any questions ill ebt ill be happy to take them or chew on that. So how we can make that easier and wonder given the extent so many of the events our cultural events by nonprofits and volunteers the dislocation and figure out urgent care find outing go if we have a different standard or someway to make that easier for volunteers and cultural groups for those events i think that is a difference when have lawful corporate sponsors versus neighbors and a center that wants to put something on so i dont quite know what the answer we have to hold people to the same standard how to make that easier for yeah. If the Economic Development can bring all the departments total i would i know or think that is the ultimate goal if were streamlining bans other cities other than San Francisco. Everybody say hope sf thats a word we truly believe in this people dont center hope all theyve got is misery we have put that hope in that term hope sf with the collaborative partners those that are in the funding streams working in banks and working in the private sector of housing like rick rich and mercy housing those are the organizations we help with the positive and the annexation and sunnydale in order to rehabilitate every units of housing in that neighborhood in our neighborhoods why are we are doing this one is because everyone who lives in San Francisco should be san franciscans they should never be referred to as residents of Public Housing everyone is a San Francisco resident and when were here in San Francisco with our equity calls and calls that people be treated equally good housing this should be at basis thats why working with the Housing Authority with hud making sure that were changing the entire way we manage those projects those developments the housing that you live in i got to a point i got tieftd excited people werent talking about broken glass and water system didnt work but how many bedrooms will i live in how many kids are were going to have open space so for our kids and the playgrounds we want it is a new conversation with you talking about the Housing Needs of all our residents so im very proud of all the residents that are coming together with the collaborative partners as part of hope sf the entire board of supervisors thank you for preserving in everything youre doing those dreams were thought of maybe over 10 or 15 years ago people stuck by the dream so those kids what have hope amount how many of you what a brand new bedroom yeah.
