Thank you madam president colleagues im someone so i will be proposing making some amendments i believe that the Planning Department and the mta did really great work on crafting our transit Standpoint Program and the fee is something we spell need as as city all of the colleagues have been voting 11 zero to put anymore funds into Transportation Needs in San Francisco we are dedicated to doing that i have been glad we all that had consensus we need to fight for all dollars for transportation in San Francisco weve talked about also trying to find every dollar whether we can find for the infrastructure in the city we actually have a lot of money left on the table with the transit sustainability fee i sat in at the Land Use Commission i felt that was important we bring this effort into the light of day into the legislative arena the discussion that had been done before coming to committee was in the Mayors Office setting what what the fee will be developers or creating a deal one of the on that was going on and we look at what the fee is compared to what the nexus study will measure the impacts and what were chair mar for the fee will be pay for the residential impacts and nonresidential we are also not taking into consideration that projects had that have been in the pipeline before july 1st of last year 2014 anticipating that that fee would be established yet giving them a pass for the for the most part and not doing it but collecting has much as we can. Many of the developers that are impacted saw it coming and so ill be proposing we actually have grandfathering with a fee only residential and nonresidential ive been concerned i actually went to the Planning Commission with when the Planning Commission was reviewing the tsf to look at how different fees levels for different parties part of San Francisco we see development happening at the gangbusters levels other plays in San Francisco not seeing that happen particularly in district 11 we looking at a onesizefitsall fee for the entire city does that create a disincentive for development in places where land values are not quite as high as in the Downtown Core the city ill be proposing that we look at having a geographic study about to set the structure for the fee based on geography in california id like to propose a number of those amendments if you may indulge me colleagues, i have a handout youll receive the first is the motion to increase the nonresidential fee for gross square feet of 8 hundred to 99 thousands to 18 and 0. 54 a number of months ago that will be together well want to take them spacial and commissioner avalos have you handed out those amendment. Lisa chang with the Planning Department has director ram mens we reran the feasibility numbers taking into consideration the childcare fee in the areas where the growth is anticipated in the area plan where about 60 percent of growth anticipated for 4 out of the 6 protocols the new mooementd amended fee because the childcare fee is with the feasibility but for chronicling the portfolios we were using a general indicator further we found in some of the areas that are currently not feasible the fee could you know continue to impact the feasibility but we did find overall for projects where an areas that are generally feasible into fees will not impact that legislation. Madam president you know, i wasnt going to say anything no response to commissioner avalos amendments i respect his right ive said at the beginning from someone supervisor or anyone can always want one can say it should be a bit higher and we have increased residential transit impact fees in the legislation if zero to almost 8 per square feet i think that is important to see where weve started if zero to 8 per square feet and this is a huge step forward so and despite some of the raefr dramatic rhetoric weve heard in chambers are in today, if you dont support whatever the highest number someone proposes your somehow not really fighting for transit funding that is frankly on absurd agreement some of us fighting for transit funding hard for years work hard to get prop b for example, passed last november which half of the board voted against to get the mooning bond passed and working to make sure we go to the ballot next november with the vehicle license fee this legislation in its current form i provide significantly increased transit funding there are a lot of people in the Development Community who are unhappy we introduced legislation to begin with that extended the impact fees to the Residential Development and people upcoming u unhappy people in Committee Supervisor cowen and i were they were unhappy with us to support the changes were trying to engage in responsible law making we actually do work over a period of years instead of dive bombing at the last minute and come up with responsible legislation that take into account the views of stakeholders and moving forward with legislation that will significantly increase funding for our Transit System and do so in a responsible way thank you, supervisor wiener commissioner avalos. I just wanted to share my comments inform support of to amendment i actually think there has been incredible Public Knowledge about our plans to raise the transit impact fees this was actually heard at the board of supervisors over two years ago and so i think Many Developers and projects were aware we remember considering the increase i think we should be imposing a percentage the fees on projects in the pipeline as an example we had one project that was submitted before july 1st of 2015 and ive negotiated with the project in the south of market that they will be pca paying a portion of transportation fee i felt that was important for Residential Projects to be paying those fees it is something that is feasible for the developers regardless how this move forward but be consistent amongst the development but in particular if you submitted our proposal after july 21st after the introduction of this ordinance i think you should absolutely be paying 100 percent of the transit fees i think that you know overwhelmingly increasing particularly in the districts i represent im hearing more and more if neighbors if others districts the congestion is becoming unbearable and we need to make sure that we are catching with existing needs to make sure we are approving Public Transit and improving the traffic flow on the roads there is a direct corelation between the new Residential Development with the congestion weve experiencing in the city ill be supporting this amendment. Thank you madam president and colleagues today before us is the legislation to require the preparation of a subway specific master plan in San Francisco while we have had a lot of plans over the years great work by our mta and Transportation Authority and our Planning Department about transportation and Public Transportation it is time to have a master planning process specific to subways we know our is growing dramatically we have 200 though more people today then in 1980 growing by one hundred thousand people over the last decade and continue to grow by 10 thousand people per year San Francisco will steady one Million People in the bay area will grow by over 2 Million People our streets are more and more congested that has all sorts of impacts including the impacts on the Transportation System we need to move more of our Transit Systems underground and to avoid the congestion entirely the barts system as well as the Market Street subway opened in the late 1970s fast forward weve not opened one additional inch of subway capacity even as our city grows by 200 though people muni has the lowest transportation aid we have to be aggressive moving more transit underground opening the central subway in a few years thats terrific and not make the mistake by allowing everything to grind to a hallucinate e halt once we on the central subway we need subways under construction and planning and keep that monument moving forward and so this legislation wienabl us to have a sounding board a Long Term Plan to make sure we keep our subway moving forward colleagues he ask for your support.
