Item nine is an ordinance to amend the police code to require firearms dealers to install maintain and operate Video Surveillance equipment and all ammunition sales to the Police Department. Supervisor farrell. Individuals here in San Francisco across our state and across our country continue to have easy access to both guns ammunition. That access continues to be a major contributing factor towards senseless convenient crimes. Even though city and state have some of the toughest gun control laws on the books, there still remains more we can do to protect public state o state. As we witness mass shootings, congress led by the nra and republican counterparts continue to fail us as citizen as they have yet to pass any gun safety laws. Therefore, it becomes up to us as local jurisdictions to promote local gun safety legislation that will prioritize and protect the Public Safety of our resident. The legislation before us today is a step in that direction. Sense introduction, this legislation has received an anticipated amount of attention because as a result of simply introducing it, the last remaining gun store in San Francisco has decided to close its doors for business. Again led bethe nra, this legislation has been criticized by those on the right who view themselves as standard barriers for their belief. If the last remaining gun store in San Francisco wants to shut down because of my legislation, im all for it. I would much rather see a preschool, a coffee shop or Senior Center or some other neighborhood serving institutioning in institution in its place. The first portion will require that the video taping of all gun sales that take place within the city of San Francisco. The video of sale will be made to our Police Department after they serve a search warrant. It will apply to other critical area of the Business Premises including all places where firearms and ammunitions are sold. Currently no federal or California Law imposes security requirements on firearm dealers during Business Hours or rear sellers to install burglar alarms. Simply having Video Evidence of all gun sales will help deter guns and ammunitions. It will give Law Enforcement video records of any individual who buys a gun and if a shooting occurs and they will be able to easily track the gun purchased if it was used in a shooting. Currently, the bureau of alcohol, tobacco and firearms at the federal level does no have the resources to properly check 138,000 firearm dealers licensed across the country. I want to give San Francisco all the tools we need as a city to accurately track gun ammunition sales. With the atf being understaffly, theyre lucky theyre able to one check. Washington post investigation a few years ago found that as a result of inadequate staffing, aff was able to. Less atf was able to inspect less than 10 . The second portion of the legislation will require the electronic transmission of ammunition sales. More than a dozen local jurisdictions in california have adopted ordinances requiring sellers to maintain records of these sells. Jurisdictions that have adopted such ordinances have had Great Success utilizing such records to identify people who are legally possess firearms. September 2010 report by mayors against illegal guns, including routine inspections of gun dealers provided Law Enforcement with more opportunities to detect illegal gun activity including improper recordkeeping or a dealer whos gun inventory does not match the sales record. Again, we need to do everything in our power to give our local Law Enforcement all the tools they need to prevent crime this piece will help. I do want to thank a number of people who worked on this legislation. Catherine jeffrey from my office in particular, a number of National Organizations around gun safety. The goals here are simple. To ensure that dealer operations within the city of San Francisco will not be detrimental to our own Public Safety. Prevent and detect illegal trafficking of firearms by dealers and their employees. Previous the loss and theft of firearms from dealers. Prevent and detect sale and firearms to person who are prohibited from law by these firearms. Item 22 is a resolution to receive and approve the first biannual housing planning support. Supervisor kim. Thank you. I want to thank this board for your support for the housing balance. The purpose of the housing balance account is a follow up to the successful proposition k ballot measure which passed last november with the support of this board and the mayor. To have a stated goal of building no less than 33 of Affordable Housing and new construction and acquisition. A goal of 50 including middle Income Housing. This housing balance count report is a way for the city to be able to measure ourselves to see how we are producing and acquiring in relation to this goal. But also to have an understanding of the loss of units from protected rent control status. This is the first report to come from the Planning Department. To establish this account. I do want to acknowledge they are hard work as well as the work of our Comptroller Office on presenting citywide income projection. The data is helping to understand the stock. In order for us to make more informed policy decisions. What i think was most striking about the report is not what were producing but what we are losing. I think that the report makes clear that just as important as building and acquiring new Affordable Housing, it is just as important that we protect and support tenants in protected rent control house and to protect the Housing Stock which is housing for our middle class households. Some of the key points that i just wanted to point out. The citywide housing balance over the last ten years is 15 . This varies greatly by district. It goes negative 109 up to a positive 40 of Affordable Housing. We do have several districts that have lost more protected housing than they are building. This is largely due to the large number of units that is weth drawn from protection such as rent control relative to the total number of net units. The three Major Development projects identified in the ordinance in exclusion of housing of balanced calculation. If we do include these large sites, the balance will go up to 20 . I think whats good to note, while we are on pace to build the number of Housing Units that we as a city and Mayors Office committed to doing, we still have quite a bit of work to do to ensure and fight for more affordable and middle income units. Today supervisor wiener is the first supervisor to introduce new business. Thank you very much madam clerk, colleague, today i am introducing legislation to make it easier to install simple gray water, water recycling for irrigation purposes in they are homes. Water recycling is a crucial part of reforming our outdated water. For outdoor irrigation in their homes. Currently the state plumbing code requires permits for the installation of any residential gray water system. Gray water being a system that uses water from sinks, showers and bathtubs for nonportable uses like irrigation and total flushing. However, the state plumbing code step lates that stipulates that a local agency can exempt simple gray water system discharging 250 gallons of water a day or less. Can be exempted from permit requirements. Legislation im introducing today adopts that state created exemption for outdoorer allegatiooutdoor out door irrigation system. By removing this permit requirement, we can encourage more people to take action to reduce their water use. We must be forward thinking in how we use water. I have two items for introduction today. The first is an ordinance related to our graffiti Advisory Board. Last year, i had the effort to completely overhaul San Francisco graffiti policy. We created a digital system to track graffiti to bring lawsuit to one of the defenders. We strengthened regulations to protecting our parks. We got all the city departments that deal with graffiti to start working together on combating graffiti. I enjoyed working with all of them, the mta, the department of public works, 311 and the San Francisco Police Department. Of course, the graffiti Advisory Board, a 25 member body of city officials and members of the public that is critical to the cause of graffiti enforcement. The gavel was very involved in the crafting of my legislation last year. They have been very supportive in its implementation. I want to help them be effective. The graffiti Advisory Board authorizing legislation in section feature article 18 passed in 1993. As you might imagine, it needs updating. Currently, one of the members is supposed to be appointed bethe executive director of the department of park and traffic. The department that hasnt existed in the city and county of San Francisco for over 13 years. The code does not have our standard provisions about minimum attendance, meeting frequency and sun set dates. The legislation im introducing today will bring the graffiti Advisory Board admin code up to date and help them to continue our efforts to combat graffiti citywide. This is a code cleanup to make the gray if ity Advisory Board more efficient. Legislation is not always about writing new laws, steam sometimes its about fixing the old one. Graffiti cost San Franciscoians over 20 million a year. It hurts residents and Business Owners who are often forced to clean up the crimes they fallen victim to. I want to thank my colleagues for supporting my legislation last year along with the multiple city, departments and the graffiti Advisory Board. We are launching new more effective and methods to combat graffiti in San Francisco. My second item is the ash Bury Community and gas line ruptures. This is a hearing request about the five gas line ruptures and two sinkholes that have disrespected and endangered the community in the last few months. The city under the management of the department of public works, began an Infrastructure Project this spring to install new water mains, replace sewers and repave haith streets. Since april, the crews have ruptured gas lines on five separate occasions. You can imagine how frightening and disruptive this has been to the residents. The street has been completely closed for hours, stores have been forced to close, the smell of leaking gas has overpowered entire blocks. On one occasion, someone intron a haith street store and told everyone to evacuate only to be followed by someone else running into the store telling everyone to stay inside. The community and i had enough i asked dpw to stop all work on this project, which they have done. Yesterday, i held a press conference on haith street from leaders from the ash bury Neighborhood Council and the merchant association. There are a lot of questions. What happened here, why did these dangerous failures over and over again. Who is responsible for keeping track of where gasolines are and ensuring theyre not hit when work is gone. Are pg what the Safety Record of the contractor and the subcontractor. How did they win these bids. Is the citys employing any safeguards to ensure that companies are repeated safety violations are not able to continue working in our neighborhood. Synergy came in at 1 million below other bidders and now we are left holding the bag. Do we need legislative changes to move away from a low bid requirement to a system that takes reliability safety and path, cost performance into consideration . What else do we need to do to prevent Something Like this from happening again or anywhere else in our great city . I dont want work to see work begin in the haightashBury Community. Until were sure that our neighborhood will be safe. San franciscans deserve safety and accountability from their City Government and from the companies that our government hires. Companies that exceed their bid or provides shoddy work are repeatedly jeopardize Public Safety, should not be working on our streets. Im requesting the department of public works, the San Francisco and the California Public utilities commission, synergy, pg e to participate in this hearing. Today it is my privilege to offer commendation to over 25 filipino veterans and supervisors here today survivors here today. Lets give them round of applause of they are service and leadership on behalf of their country. [applause] last week, with the community, i introduced a resolution to urge our u. S. Congress to award congressional gold medal to filipino ver veterans of world war ii. From 1941 to 1946, the men and women of philippines performed Invaluable Services by being a member of the u. S. Armed service. Serving with great distinction and courage. Out of the estimated 300,000 loyal and courageous filipino veterans, more than 57,000 made the ultimate sacrifice and gave their lives and service to the country. To the ideals of freedom and liberty. It is the very least that we can today to recognize their valor, sacrifice and service by awarding these veterans and their survivors the congressional gold medal. I want to recognize that many of the veterans have made San Francisco, their home after their service to continue to support their families and their communities with the benefits that they fought to receive in recognition of their service. For decades, this country did not treat our veterans equitabl equitably. To accept commendation today and later this board will be voting on the resolution asking the u. S. Congress to award the gold medal to veterans. I did wanted to bring up, mr. Felix, demill a long time resident of the south market neighborhood, mr. Demill enlisted in the army on marc march 14, 1946. He served as a radio telephone operator who was responsible for all the communication between the officer in charge and the gunner and his unit. At the age of 93, mr. Demill remains a voice for several veterans and advocating for the recognition of their service, the United States. Not just serving our country ;3cc inc times oftce continuing to struggle and advocate and lead our until today. Thank you so much for your service. Mr. Demill, if would come up to the podium to accept on behalf of the community that is here today. I do want to recognize that our philippines consulate general was here today to recognize our veterans. We have louisek,[zcn7 . A center has been working on this site to recognize our men and women that have specificked served in the philippine wars. Thank you supervisor kim for bringing this recognizing the soldiers of the philippines during world war ii. Im so grateful to be able to cosponsor this also. This is long overdue in my mind. If it werent for the 300,000 soldiers during world war ii, theres some thought in my mind that the results of the war might have been very different. Because of your bravery, United States need to be recognizing what impacter you had during the war. When you look at the history after the war, what impact is it has to the whole american civilization. Thank you very much for being here today and im really glad to be a cosponsor. It is my honor to call to the podium today, pretty Impressive Group delegation that is coming from el salvador. Im proud to honor today the first ever transgender activist delegation that is visiting San Francisco from the republic of el salvador. I want to welcome them to San Francisco. Theyre here as part of a historic delegation that is led by the Central American resource center. We have certificates of honor for each one of them. We also have a certificate of honor for her doing quadra for making a priority for bringing these ladies to San Francisco. It is not often that the issue of transgender rites is championed by any organization within the community. Its very inspiring. This incredible delegation, theres a lot of hyperbole that takes place. I think it is not a stretch to say that by being active in the fight for equal rights for the Transgender Community in this country. Each one of these ladies is risking their lives. It is a safety challenge to be gay in a country like el sal have 54. Organization. To enhance the quality of life for transgender people in that country. To engage in hiv and aids prevention in different forms ou education. These fierce women are literally risking their lives. I am just really honored to be in their presence. I want to thank them. [speaking foreign language] with that, ill turn it over to them. Again, i want to thank these amazing ladies. [applause] i know we have a translator. [speaking foreign language] thank you everyone. All in all in spanish, we have female and male tents. Especially thank you to the supervisors for the recognition. Im the director. We also want to thank the foundation for bringing us out to the bay area. [speaking foreign language] the association for human solidarity was founded by a group of transvestite of women and men. It was established to fill the empty holes, ther huge holes in service and attention and support for the transgender woman. It and fight against discrimination, stigma and ongoing abuses of human rights. [speaking foreigng c language] our organization has put on the front line and challenge the true needs that community faces. Organizations that is innovative whos priority is the Trans Community. With a team of volunteers, we have provided leadership in various political issueshnj or the advancement and the goal to establish that. Also engagement and most recently and allowing women to participate in the elections with their own gender identity. Theyre also engaged in documenting on going hate crimes and denouncing all of these crimes and abuses towards their human rights. They use International Solidarity to strengthen their work in their region as well as their country. [speaking foreign language]wncz our priorities and struggle are number one to establish and gender eat in our country that will protect their rights. Identifying; pw÷ a physical sp. Establishment of a transgender shelter because currently, this not on the translation, theres not a single shelter in the continuing the work of education, both elementary, high school as well as University Education where they are also discriminated. Also advancing laws that will include the Trans Community in the labor force. Also trying to invest or seeking investment in enterprise for tran gender woman. [speaking foreign language] we invite you all to join our struggle and to contribute to our struggle and participate in some of the activities including this afternoon at the lgbt center in San Francisco where there will be a panel and discussion. To build solid darety across communities. With that, she wants to say thank you on behalf of the group. I want to add to say, she committed to this group. We have the obligation and the commitment to defend the rights of all of a our Central American brothers and sister. I cannot say enough about the human violations that theyre experiencing. They have been targeted for murders both from the government and the military. Its currently the most violent country in the world thats not in war. They are in the front lines of that struggle. They do their work without any funding. They do their work out of their hearts. They do it because its simply the right thing to do. I want to personally on behalf of them, say thank you to the board and supervisor campos for this recognition. Also to say thank you for the unanimous vote from you guys in collaborating with pep. They would be failing victims to pip. Thank you. In the most violent country in the world, being part of the most targeted and heated group in that country, its really an honor for us to do this. Would you like for us to refer you . We are continuing the item on special use district. Look forward to a vote on that next week. I do want to talk a report that was issued today. The request to my office the budget and legislative panelist, looked at the issue of what would happen to the Mission Neighborhood if the current Housing Trend and the current housing strategy that we have followed continue. What would happen to the mission if it became so that we only continued as we are doing now to focus on the building of luxury housing. What would happen to that neighborhood. What this report found is actually very alarming. It essentially means, based on the report, that we would lose this neighborhood as we currently know it. The mission so far has lost about 30 of its latino population. If the current trend continue bees, the missio continues, the mission in 2025 will be 25 latino. That is a significant reduction. From the years when this neighborhood was majority latino. Its not just the Latino Community that will be impacted. It would also mean that this neighborhood would lose its working class and middle class. That in fact, the percentage of individuals making 200,000 or more a year, has increased by 105 . Which means that if if trend cons, the mission will be a community that not only will not have the diversity that has characterized it but will be a community inhabited only bethe wealthy. The second piece of the report, which is very relevant to discussion around housing. Is taking this argument that has been made in the solution and the answer is to build more housing. When faced with housing crisis, we just need to build more without necessarily focusing on what is built, the type of housing that is built. This report actually look at that issue and analyze how many units of housing would have to be built in San Francisco for that argument to hold true and to have a situation where more housing would reduce to a reduction in housing costs. By this estimate, this analysis, we would have to essentially double the housing that we presently have in San Francisco. If that argument were to be followed to its logical next step, we would have to build another San Francisco on top of this city today. In the mission, we would have to build another megs on mission on top of a mission for that argument to have the impact of reducing housing costs. The likelihood and the possibility of something leak like that being a reality in San Francisco is essentially zero. How realistic is it to expect that were going to build another San Francisco on top of the existing city . Its not going to happen. The report notes that we would have to build about 400,000 units of housing to be able to get to the point where the supply housing would impact and reduce costs. In is not going to happen. It hasnt happened where we have situation where were building about 2000 units each year. I want to thank harvey rose and his staff for this very important report. Good afternoon ladies and gentlemen. I wanted to take a moment to recognize our world war ii veterans that are here in the chambers. Thank you for your service. Elike to close todays meeting in memory of reverend dr. Lee. Who passed away october 18th at the age of 94. He was born in Bluff Springs texas and moved to california in 1946. He and his wife will go on to become the pastor and first lady of the Baptist Church in 1953. He accomplished a great deal during his time with us. Not only in the religious arena but in the secular world. After serving 34 years, he retiered from the United States Labor Department in 1979. His involvement with the community was commendable. As we never grew tiered of doing what he believed to be the right thing. He served as a commissioner on the human rights competitio commission and also served at the bay and hunts point community. I personally knew him and i know he touched the leaves of many lives of many people. May his legacy continue to give expert guidance and good work to lefting experts, touching hearts and leave. Im introducing the to encourage community development, preservation and stabilization over the course of the year. The Filipino Community has deep roots. Living in the south of market. Filipino immigrants have had a long standing presence in the south of market. Many dont know that filipinos actually immigrated to the u. S. In the 1700s. Have been in this country for over 300 years serving in many different capacities starting as fishermen, serving in our military but also across the Service Sectors here in this country and of course here in San Francisco. The introduction of this resolution over seven years in the work, im starting with the beginning, the initiation of the community. This creation is part of a multifaceted approach to acknowledge the areas rich history, preserve diversity and culture. Its home of many of our filipi filipino. These organizations are important part of the south of market and San Francisco community. South market not only home for a thriving Filipino Community but also home to the Betsy Michael elementary school. We also are home to a park, fought for by this community which is named after the first ever filipinoamerican, a San Francisco native to weapon the gold to win the gold medal. She actually swam in many of our rec centers. But was denied access to many of our swimming pools because she was filipino. She took on her mother mothers maiden name in order to pass white. Beyond our small businesses, are Many Community based organizations such as south of Market Community action network, bishop, Veterans Equity Center, even our gene fund rec center. District six, supervisor jane kim, cosponsors Supervisor John Avalos and eric mar, introduced a resolution to establish the district in this historical home to philippines in the city. They represent the largest asian marine, group in california. It forced many philippines to leave San Francisco. Still the south of market remains a touch stone for many philippines to press and learn about their culture. The neighborhood continues to have the largest concentration of philippines in the city. At the press conference, diversity is something every San Francisco takes proceed in. It is also something a we should actively protect. This is a very live and thriving neighborhood. The well being of communities like filipinos as well as latinos, chinese, black communities, other working class communities is also contributes to the rich history, culture and leadership. Working at the Veterans Equity Center, really showed how much the filipino really needs to have a vose in the city. I remember my first client what was a world war ii veteran and was homeless. We were having a hard time having him housed because the v. A. Doesnt have enough evaluate for hosing the homeless veterans. We have also housed world war ii veterans in the condition that is ope inhabitable. They are living in such a small room. Theyre having a par technician partition. It roses the needs of the fel Filipino Community. I hope this continues on to be rosed of our existence here. Resolution, recognition and respect. Our community deserves a Cultural Heritage district. Our community has served this city deeply and has been loyal in just being a part of San Francisco. The late bill sorrow said once you lose a community be its hard to bring it back. The seed was planted long ago. I would hope that this resolution would lead to some very concrete moves in the direction of getting this district established. We need to get this right. Thats the concern that i have. When manila town was decimated by the financial interest of San Francisco, that hurt our community. It hurt our community so deeply to have that hole in the ground with the International Hotel stood for more than 30 years. That was our communitys ground zero. It was because of our community and the dedication to having Affordable Housing in that spot and people leak my uncle that insisted that we have a manila county i it is an extension of that fight. Its an extension to recognize our community, recognize people like larry and the workers that have come to San Francisco and have contributed and being threatened by big developers. Who dont give a dam about our history. But we do. We deserve it. Were a hard working loving community. We have values in our community that San Francisco desperately needs. Thank you very much. I think we need to really look closely at what protections this community can have in soma around displacement around small business, around preserving arts and the Cultural Heritage of the Filipino Community just as we are doing in the mission district. So this is an important piece as far as acknowledgment goes but the real piece is the projections. Thats the part that really going to be able to preserve these neighborhoods and diversity diverse. Many people come here looking for their slice of the pie their American Dream. They see a potential future they find a way to some of filipino. Until now, the ongoing fight to make sure that filipinos continue to stay in San Francisco by establishing the soma filipino Cultural Heritage district. Good morning out, everything my name is linda and breed in him the supervisor for this amazing district. Some of you know that i grew up in Public Housing. I lived more than half my leaf at eddie and laguna. When i became a supervisor and met with the mayor he asked me, what my three Top Priorities were on the board. And, number one, Public Housing. Number two, Public Housing. Number three, Public Housing. Since then, the mayor and i have been working hand in hand to do something different. 1960 housing policies cannot solve our housing crisis in the city and county of San Francisco. Nor, can we continue to allow the residents of Public Housing to be neglected. The conditions that exist in many of these developments existed when i was growing up there. Bad plumbing. Rodents. No response to fixing the problem. Discovering that we had about 10 12 million to fix over 4000 public Housing Units, and we had over 200 million of the deferred maintenance, well, it really upset me because there was nothing that i felt that i could do to change the lives of the people who live here. So, i did working hard with the mayor, with edward lee to try and figure out something different. No, its not a perfect solution, but its whats going to change this community for the better. Today, we have our amazing representative, leader nancy pelosi, who continuously fights for San Francisco and fights for the rights of those who dont have any fighting for them in congress. It is a battle she deals with every day. Ive witnessed it personally. We are so appreciative of her hard work. We also have the hud secretary, julian castro, here today was a former mayor, and he has a few words that he wants to say and whats great about having the mayor and these incredible federal, National Leaders, to talk to us today is that they get to see firsthand the experience of people who live here. They get to meet the residence. They get to see the conditions, and what i hope that they walk away with is a desire to want to do better. A desire to want to work hard for the folks who live in these units. Every single day i know its a struggle. I have not forgotten about where i came from. That is why, on the board of supervisors, it is been my priority to deal with changing the lives of folks here because even though i made it out, even though im a success story, even though so many people who i grew up with are proud of me, they deserve the same opportunity that i have and today, is a new day for that opportunity. So, at this time, i would like to welcome mayor ed lee to the podium. [applause] thank you. Thank you, pres. Lyndon breed. Were very lucky to have you as not only a supervisor for this district but as our board president and obviously all of you can feel the passion she has and we have ours to share our family stories with each other for quite some time now. With the hopes that we would have a better outcome for our residents here in San Francisco. Let me begin by saying that its not only a pleasure to work with the supervisor, it is a privilege because not only do we share the stories we get to do something about it. One of the things that we get to do about it, we get to and the description that oftentimes is made about Public Housing residents. That is to say that, i want to be here when all of us can say theyre not Public Housing residents. The residents of San Francisco. Thats a difference. Its a complete difference in the relationship that we have with our Housing Authority, the relationship we have with the tenants association, the people that live in a just so happens, it might be economically challenged, but theyve got the strength and hope like all of our families do. When we talk about our stories, we often talk about the strength of families, the hope that people have, the things theyre doing for themselves and for each other to build strong communities. This is what i think, but it was all about when they first began to build these Housing Units and over the decades been challenged with all of the Asset Maintenance jones, the lack of funding, the lack of cooperation between local governments and the Housing Authority. We have been through all that. But we have new leadership. We have walking torres and all the new commissioners that are in line with the Mayors Office of housing and the board of supervisors. We have a federal government that not only listens. They fight for all of us to make sure were doing the right thing. We have a hud secretary that i got to meet again. The last time sec. Castro and i met we had not won the nba championship yet. Of course, i probably stuck out my tie. Welcome former mayor. San antonio. This is warriors ground. Of course, he got it immediately but i also say to the secretary, too, having a former mayor in that position means an awful lot and will go into detail later on about that. I am here today to announce, again, that the robert pitts housing complex is the third of 15 sites that weve already begun. This result Assistance Demonstration Program with our federal government. We arty started at hunters view. If you go down there, take a good look at it. Without rebuilding Public Housing. Rebuilding a community with residents formerly of Public Housing. You are part and parcel of that through a program that leader pelosi has helped that be so much hope sf. It is giving everybody the chance and hope to be part, equal parts, of building a stronger community. Second project, up and center wasnt within urban and thats down that alice griffith. Thats already underway. In fact, the Senior Housing is under construction and pretty soon see some of the seniors that will move over from the dilapidated housing bearing, Public Housing, into a very modern complex as we knock down and rebuild their housing. Now, its robert pitts is turned until the 15 sites for this, over 700 million effort that we call phase 1 of that. Phase 1 of our rental assistance program. It is a program that is new, quite frankly, to hud and to all of us. Because when we got together with supervisor breed and with all of our peop in the city we no longer wanted to have a Housing Authority that would build and maintain poverty isolated housing. We wanted to invest in the people first. We had to make people believe that we are going to do a new model. Something that involved them in their futures. So that we could try to do and demonstrate, what i think is a discussion all across the country. How do you and intergenerational poverty and needed to ask not just have poverty go from generation to generation, from kids to the grandkids, and it takes an entire village to do that. Housing is a great part of it. Affordable housing is a great part of it, and thats why we have a 310 million commitment on the ballot, opposition a to use that money, to use that resource to rebuild Public Housing but also in the private sector as well to upper middle classes as well as our low income residents have we built housing for them. But, we never lost sight of the other things that we have to do as a city to end poverty as well. Our communities have to be safe. So we invest in our kids. We invest in education. If a Good Transportation system. Will we rebuild all of this housing, its going to also be accommodated by worldclass Transportation System. How does it feel to have our kids writing for free by the second year in a row. He didnt do that with having a strong city. They got municipal so excited after we got the google donation that now we have free invisible for our seniors and people with disabilities to ride a worldclass Transportation System that is accessible to everybody and used by so many people. Dont have to own a car to get around to your job and anyplace else. You also have to be safe and thats why we are investing in not only police force, but in job programs. We have tech programs. We have healthy San Francisco. We have so many programs that were investing in to make sure communities are strong. So, i say to you that im a in addition to a revitalized Housing Program for Public Housing residents, where we are no longer building isolated low Income Housing, their integrated communities. They are building the strength of our best nonprofits that are now integrated with our Housing Authority. In working with the residents to make sure they are part of the voice as to how these units are built, and we are hiring as many of our Public Housing residents to do the building themselves to city built. Another Great Program that weve reached in to the heart of our residence in Public Housing and say, we can train you to build and to manage this housing at this same time. This is all part of what we call brad. It takes a lot of different parts of hard and i know that leader pelosi, every time i called her, shes been so wonderful in answering my calls as we explain the latest thing we have to do with hard and to make sure that everybody understands, because we are all subject to old ways of doing things. San francisco is subject to many old ways of doing things. That is why we didnt build enough Affordable Housing and how could we go for two decades without having an Affordable Housing in the city . Are we embarrassed by that that we do not build housing in operation for young family to grow up in different ways . This is what were fighting against. Old traditions of not building well, not building efficiently, not doing it in collaboration with our residents, and getting their talent involved in using the power of hope sf to do so. This is all part of those hours of conversation that ive had with london with the board of supervisors, with our Housing Authority, with our Mayors Office of housing, in our commissioners. So, we have a lot to celebrate as we begin these projects. Robert pitts is going to be retouched, we first, all 203 units. Guess what . Weve got to make sure we do this to give hope to families that are headed up with people like marty anna johnson. You know, she is a 15 year resident of robert pitts, and i know having raised two children herself and being a Strong Family leader, she cannot be more excited than any of us to see a refurbished unit become her permanent home for her and her family and to have it not only upgraded, but maintained for the long period of time and having the touch of other residents feel the same, that theyre not Public Housing residents. There residents of the great city of San Francisco. So, i would like to take this opportunity to introduce you to someone whos working directly with us. As a parent, as a woman, as a strong leader of the tenant here, residence here, Arianna Johnson. [applause]hello. Hello, good morning. My name is Arianna Johnson dominated here of San Francisco. I resided here at robert pitts for 15 years and am the mother of two beautiful daughters. Today is a very special day for me. My grandfather was James Henry Johnson almost San Francisco first African American Services Group what an honor and blessing and for for me to be here. [applause] this project is also very special to me. Not only is a resident here at the robert pitts community but also as a former employee of San Francisco Housing Authority. I was a building concierge here for six years. We as residents affected by this process are excited for a new horizon. For generations, Living Conditions have been heartbreaking and challenging. The majority of us residents that live in low Income Housing desire a clean, peaceful, habitable, safe, functioning and desirable place to live. The majority of us are working or senior disabled persons that are committed to the improvement of our community and our family and refused to leave our great city. But, the reality is, our city is very expensive. So, we have to live here in low Income Housing. We are praying that the citywide that project is not only improves the Living Conditions at home, but that it also ratifies permanent jobs and great benefits for all us residents, such as San Francisco Housing Authority has done for me and many other residents during its history. Im currently in the application process for Construction Administration jobs and renewing my security certification license. We are hoping and praying for new Youth Services and violence prevention here. Here, at the robert pitts community alone we have several mothers that lost children under the age of 25 years. So, i would like to say, let that stand forth. We knew, additional desire. We are the city of champions. The new, additional, desire, for all those who live here, welcome back, government officials and thank you. [applause] now you can see why arianna is our concierge. Yes, thank you. Thank you. Well, i get excited every time i leader is able to come back to it aint easy to maloney type working in dc these days. You all know that. We all read about it you will see it and you all feel it. Every time that we in San Francisco can demonstrate to our federal leaders what weve done locally, it gives them hope that all the arguments that they have to have them all the challenges that they have to meet on a daytoday basis, back in dc, it is not forgotten. It is deeply appreciated by those of us that are here in San Francisco, and someone who as i told you earlier, honestly takes our calls, goes into detail with her staff about what it is we need and what exceptions to different rules that we might want to be advocating for, but also gives us a forethought about where congress is going so that we can be prepared. I have been with her when we got funding restored in hiv cuts and aids programs. I have been there when she says, hey theyre not going to do but be prepared. Start working with your folks. Get ready. We are always ready and the constant partner for us. I so appreciate her every time her visits here that we have Something Else to announce because we are getting things done. That is of course democratic leader nancy pelosi. [applause] thank you very much mr. Mayor for your very generous and for your tremendous leadership. And for making possible this coming together here today. We use the word demonstrate, and the rad rental assistance demonstration has that word demonstrate in it. So here we all are to demonstrate to the secretary as to how San Francisco, not only responds to initiatives from the federal level, but really demonstrates how they could work and how they could work better. Its really an honor to be on the program with a arianna, James Henry Johnson, her grandfather is in a pretty exciting . How proud he would be to see you a leader carrying on in that tradition. Wasnt she wonderful . [applause] San Francisco is a very special pl. , mr. Sec. , honored to welcome you here to see how we respect people. We respect our residents and when were going to have new housing is oneonone replacing the residents who were here for those who want to continue to be here. It is also about their selfdetermination, about how a project will function, how it will be to run. This project, this will be a demonstration to the country of a way to get the job done. In San Francisco were entrepreneurial in our thinking. We like to take advantage of exploits in the best possible way every opportunity that hard provides to grants and policy and the opportunity that the code enables us as low income tax credits and other tax considerations, which enables us to have publicprivate ownership joined with our nonprofit partners. Really, demonstrating to the country how we can respect our residents, have them have Affordable Housing in a way that maintains community. Because, this site over housing is a challenge that is about the soul of our city. We are a city that wants to be representative of every aspect of life in our community that Cultural Diversity as wells economic variation is something that is important to the father of who we are. Our mayor has been such an incredible champion on this subject. He and london bridge, she said she was the supervisor from this area that she grew up in the neighborhood and the mayor acknowledged that she is the president of the board and has used that opportunity to benefit individuals. I salute london. Mdm. Chairman, mdm. Pres. That has a nice ring to it. [applause] for your leadership. The mayor has done a great deal to bring jobs to San Francisco and back dimension transportation mr. Mayor because it gives me another opportunity to salute our president barack obama. Under the recovery act that was passed we were able to do so many things for San Francisco. You know why . Because San Francisco could demonstrate that they knew how to be a model to the nation. To have initiatives that were of national significance. Its a continuation of thursday rail, central subway, transbay terminal, the puppy whatever it is, jobs immediately promotion of commerce and transportation, cleaning the air, promoting qualityoflife, this is really important but sometimes those advances raise the price of housing in a community. So we have to mitigate for that one part of that success by addressing it directly. That is the mayor is the full package. Job creation. Transportation initiative. Jobs immediately and jobs jobs long term but also recognizing the responsibility we have to have Affordable Housing in our community. This secretary is really remarkable. He was amir sue will grant him that. His brother served in congress with me. His twin brother. Joachim castro former mayor of san antonio. We will talk about the spurs in the warriors just now. However, i had the privilege of being invited to his swearing in. I wish you could have been there. I went of course to pay tribute to the new secretary of hud but i mainly went because i was honored to be invited so i could say directly to his mother , rosie, congratulation kit woolseys mom had was actually barefoot into archives. This is the American Dream personified. She made a success of herself but these twin boys trailing along to public civic events, growing up with a sense of responsibility. Of getting back. They had the advantage the best education someone say, that our country could provide, and they were prepared to give back. As i said, i served with walking in the house of representatives. His twin brother, and mayor caster went from being the mayor of san antonio to be the secretary of hud. On that day, read this i get it right. The president said, walking is a proven leader a champion for safe Affordable Housing and strong sustainable neighborhoods. In building a Housing Market we do some homelessness among veterans, thank you and connecting neighborhoods with good schools and good jobs that have our citizens succeed. He has in the one year he is been secretary, lowered mortgage insurance premiums to make ownership more affordable, help families access strong neighborhoods with sure housing choice vouchers and empowering local leaders with new tools to invest in their communities and thats one of the reasons we are here today. That is one of those new tools. In july of 2015, just a couple months ago, pres. Obama wants one of secretary casters signature project. Connect home. Which accelerates internet adoption in 20 communities providing broadband Electronic Devices to children living in public or assisted housing, secretary castro continues to strive to make housing a platform that helps folks achieve a better quality of life. How perfect. How perfect. These two measures, one for mayor my current mayor at that goal, to achieve a better quality of life for the people for whom we are responsible. We think, mr. Sec. , that San Francisco is a model to the nation. We are very proud of the successes and the challenges, and the successes that we have had. We think that when we take on a project we will do it in a way thats about national significance. We are not competitive or anything. We are not proud or anything. This is not the first time that weve had a chance to spend time here in San Francisco, but each time that you visit very impressed by the work that you and the board of supervisors and all the folks that you collaborate with are doing to provide housing opportunity for san franciscans. I also want to commend supervisor london reed could we are in her disappeared as she said, she is only talked about this shes lifted. Because of that emma i know like me, she feels very blessed in her own life to had opportunities in the doing everything that she can for Public Service to give that opportunity to others. Thank you for the work that you are doing here we cannot do it without a Housing Authority. And of course, to Arianna Johnson. Great Community Involvement and tenant leadership is so important to success in all that we do, so thank you for your inspiring words today. Keep it up. Keep it up. I also want to just briefly recognize all of our private partners who are here. Theyre too many of them to name, but they are integral to the success the reynolds assistance budget please raise your hand if youre one of our private partners. [applause] thank you. We are here today because we believe that housing is a powerful platform for greater opportunity in peoples lives. And because we believe that everyone ought to have access to good Affordable Housing, to build up to other American Dream. We also know that our nation is in the midst of an a for the housing crisis. In fact, just a couple months ago the national low Income Housing coalition reported that in no single community, if youre working 40 hours a minimum wage, can you afford a twobedroom apartment. That in very few places, could you even afford to rent a onebedroom apartment. In fact, here in california the person would have to work 92 hours a week to afford a place. The Affordable Housing crisis comes at a time when our nations public Housing Stock is particularly challenged. We have roughly 26 billiondollar backlog in capital needs. We lose 10,000 units of Public Housing to disrepair every single year. Now, we know that leader pelosi and folks like her have been fighting like crazy and then right on this issue. To ensure that the resources are there. We also know, though, we live in a resource constrained environment and for that reason, in 2012 hud wants the rental assistance demonstration. Also known as rad. Fundamentally, it is housing authorities and owners of assisted housing convert to longterm section 8 contracts. That allows them to better Leverage Private debt and equity to improve their properties. So, instead of falling into disrepair, they get renovated. I am proud to announce that this effort has established a proven record of success in just three years, that has leverage over 1 billion in new construction dollars of Public Housing properties throughout the United States. [applause] that is making a difference in communities throughout our nation and committees like this one. The rack conversion of robert b Woods Apartments will of the San Francisco Housing Authority and its partner to invest 31 to rehabilitate over 200 family units. This investment will help ensure that these families have a modern and safe, good place to live. We want to see rad make a difference in more communities. So hud is working with congress to lift a cap on this program so that we can help more families across this nation also have good housing. We know that the Affordable Housing crisis is growing, and we also know that that is part of a solution. Ive had the opportunity now as hud secretary to travel to more than 50 cities in 14 months. I can tell you that San Francisco is a National Leader when it comes to collaboration and creativity in creating and sparking new housing opportunity. Congratulations, to San Francisco. [applause] so, we look forward to the renovation of these homes and to all the wonderful opportunities that will be made possible because of the work that you are doing here in this beautiful community. I see across this wonderful field a bevy of nonprofits that i know i can help us rebuild all of our communities from Chinatown Development to bridge to mercy to tabernacle to tenderloin, and then i also does a thank you to bank of america. They won the right to leverage. Two words secretary breezy more often these days in San Francisco. When teaching it to kids. Were teaching it to parents. That is, invest and leverage. Invest and leverage. Because the best investment anybody can make in San Francisco is to start your family here because when you start a family, that means schools, transportation, housing, safety, are all been taken care. Thats the best investment. Then we got a leverage that by people participating making sure you vote and making sure we pass proposition a and all the things we need to do to build an rehab and stabilize our neighborhoods. [applause] clapping. i think we have more companies anywhere in the United States its at the amazing statement were not trying to be flashy or shocking just trying to create something new and original were one of the things about the conduct our you enter and turn your your back and just so the orchestra. I realized that was something that wasnt being done in San Francisco no other organization was doing this as opposed to contemporary we are very blessed in San Francisco to have organizations well, i thought that was going to be our speciality you create a conceptual idea for setting the opera and you spear ahead and work with the other sdierndz to create an overview vision thats the final product felt opera. I was very inspired to work with him because the way he looked at the key is the way i looked at sports looking at the daily. So much our mandate is to try to enter disis particular work theres great dancers and theatre actresses and choirs weve worked with and great video artists is a great place to collect and collaborate. I had a model they have a professionally music yes, maam assemble and as a student i benefited from being around this professional on and on soccer ball and as a conductor id be able to work with them and its helped my growth i had a dream of having a professional residential on and on soccer ball to be an imperial it operates as a laboratory we germ a national the ideas technically and work with activity artists and designers and video all over the on any given project to further the way we tell stories to improve our ability to tell stories on stage. Thats part of the opera lab i was to investigate that aspect of renaissance and new work so thats why this piece it is important it was a renaissance composer. There were young people that are not interested in seeing traditional opera and like the quality and its different it has a story telling quality every little detail is integrated and helps to capture the imagination and thats part of the opera how we can use those colors into the language of today. So one of the great things of the stories of opera and story combined with opera music it allows people to let go and be entertained and enjoy the music instead of putting on headphones. Thats what is great about art sometimes everyone loves it because you have to, you know, really great you have to have both some people dont like it and some people do were concerned about that. Its about thirty something out there thats risky. You know, disliked by someone torn apart and thats the whole point of what were drying to do you never take this for granted you make sure it is the best if you can. Food in San Francisco isnt just about expensive eat but food for everyone and theres organizations in the city that are doing really good work making sure that healthy food it assessable to everyone. More and more as follows are are becoming interested in upper arlthd they want to joy the open green pace sea know where their food it coming from well look at 3 programs talking ushering agricultural and garden to new heights. So what exactly it, your honor agricultural it the growing food or flowers within city limits traditionally weve been referring to communities gardener that is a raised bed over and over upper argument has a more a farming way of farming. So tell me 0 whats growing in this garden. A really at all plant. In the one of the rare places, you know, people have access to green space 24 is one of the places to grow things like the purple floor. It is sort of recognizing that the more diversity in given space the better not to just have one thing by everything supported each another it provides the community with an opportunity to get their hands dirty and reach 0 out and congressmen with the community in ways they might have not otherwise to engage with one other. Now the dpw urban Planning Program so see how the garden community. So i grew up on a farm in air force base we picked the foods open the trees and share with other families and as i drive around San Francisco i see any trees with apples or mrumdz and lemon trees i can see the food going to waste and brought that idea back to the Department Many of the trees where the fruit would go to waste we origin or crop and pick other fruits and delivery this to food banks or shelters to people who need them.
