So it is not currently something. There is no checklist of criteria that you utilized in the review and the approval process . Yeah, typically our approach is that if people have a site that where they feel is, where there is not a technical reason why we cant stop. You know, we asked for the out reach. And we feel like they deserve an audience and they deserve a chance and you know, someone is opposed to it then they can file an objection. Okay. I got a few questions myself. So, you know besides technical, what would be the reason why you would not issue a parklet . Following the commissioner lazarus saturation, what would determine that there are too many parklets in a particular area verses. I think that as we get to, mean that saturation is the main issue because the program is so young they just sort of started now. I think that as we get into these. And the number of parklets in the city increases this is becoming more of an issue. I think that it would be the quality of the out reach and it is not like in the latest round, for example, we had two applicants like really quality applicants on the same block that currently no parklets there now. So in that xais, what we decided after like a lot of debate and one is a cooperative bakery and one is in front of this wall that has been a kur rated artist for ten years. And so they are both kind of Community Serving land use and so what we will decide is that the fairest thing to do is to issue them a Public Notice at the same time. And so that way if the community was opposed to it, at least we were not favoring one or the other and that would allow. So more specific. So for example, say that this permit is issued and a parklet is installed, say Sunset Youth Services would like a parklet directly across the street. Would that be a consideration right off the bat since this has just been issued . Yeah, i mean, maybe a consideration, and it is not necessarily the deciding factor. And then the other question is that the most recent parklet that was removed on hate street, do you monitor, how do you monitor complaints regarding the particular parklets that are currently installed and what are the statistics regarding that . The permits are issued by dpw because they are in the public rightofway and all of the enforcement complaints get written and so i dont actually have the statistics on that. I dont know if you want to try to guess that. So my question is how do you know if a parklet is getting complaints if you dont. Yeah, we have currently a single inspector assigned to monitor all parklets. And basically we go and we rely on the public, and so, someone calls on the 311 and complains do you keep a statistic of that. We do, and i dont have those numbers with me no. I was just wondering how you determine if it is a bad or a good parklet. It is based on the number of complaints. For example the one on hate street, you know, it was numerous complaints, and you know, not only do the people who were smoking not only tobacco, but marijuana, on the parklet. And people were drinking, you know it was a homeless hang out. It was obviously not maintained because the previous business. Exactly, it truly became you know, a quality of life issue with the area and you know, we were getting objections that you know the owner was not cleaning it. And you know that literally, that the park smelled. So you guys do have a catch system for parklets that are not doing so well tha. Is primarily my main concern. Yes. That you keep on putting them out. But what determines when they are not servicing. Yeah, absolutely. We definitely, you know, we as he said we attempted to work with the owner of the parklet on hate street and he was given the opportunity to bring it back into ko compliance and finally the neighborhood objections were just overwhelming. All right. And we held a hearing and we recommended revocation, and the hearing officer upheld our recommendation for revocation and the parklet was actually just removed over this last weekend. My name is andy maxwell and i am the owner of maxwell inaudible and we have been in business since 1929 and my grand parents started the business and we moved out to 44th on january of 2000. Our building had been shut tered before that and we opened it up and since then, i think that that community is starting to turn around. And a good portion of my customers are older and cant ride bikes whether they wanted to or not they need the Parking Spaces. Generally people have parked in the driveway and i cut them slack and i know that there are people picking up kids or you know quickly running into a store here or there and so, i do the best i can. There is city shore has taken up two spaces, in the immediate neighborhood and two parklets have taken up you know minimum of four spaces. And you know my dad is 88 years old and he comes into work every day except for thursday. And he needs a space to park. I have some letters unfortunately i did not make enough copies for all of you to see and i dont know if i can put them up on the projector or not. Sure. This is from inaudible which is on the corner of 46 and judah i believe and he just writes i oppose the parklet. The mediterranean place across the street opposes the parklet. There is a business right next door to the sea breeze. He thought that it was just improvement. He didnt realize what was being done. Thank you. I have actually parked in your driveway too. Hello. President and Vice President commissioners i will speak quick as i put my example up. My name is david calano and i own the beach burrito at 44th and judah and i am a native of the sunset district and i have lived there for 43 years, and i wanted to comment on a couple of things real quick. It is very unique area in that it is commercial but there is residential all around it and the parking has been addressed and there is a massive shortage of the department and as we see the picture last week, it trained in judah which this gentleman to bring people in and out that live in the area and some drive and some catch the trolly to go downtown to work and then with the parklet people double parking because of the businesses dropping things off and it is congestived. Today i actually was guilty of double parking in front of my own business because i had to get in and i could not find parking sure enough while i am in there i heard. And it was one of the customers from somewhere on the block and i thought it was my car and so i ran out and it wasnt it was somebody elses. There is a lot of double parking, i am an opponent for it right now, i dont believe it and there are two of them already there. And within a 200 foot radius, how many more, also, mr. Fung, you addressed density, with the issues here that pulled up off the internet, 1. 7 cars and 16,000 per square mile there are more cars there in the sunset district and families are moving out there. And as far as the devils tooth, whatever, i have grown up in the area and worked that area since i was a kid and worked at the gas station that did not cause me boom. People are moving there because of the school system. And i have two young boys and they are moving there because it is a desirable place of peace interaction among social connections. Thank you. My name is terry fung and i have a business across from one of these parklets and i can see first hand what is happening you know what the parklets i can across from my business and we have like 8 stalls in our parking lot. And when the parking on the street gets filled, the cars double park and they finished double parking some of them will come into my parking lot and run across the street to coffee shop. And when you are on judah and and worry about the safety. You know i worry about the safety and the thing is that the crossing and some time in foggy and sunny. And they get hit by the muni line. We have a lot of trucks that makes the delivery and there is a numerous occasions that i see the trucks double parked not just one truck but two trucks double parked in front of it and that fades lets just say our obstruction to the flow of traffic with the muni line and the trucks double parked and whenever it is just a break down in the muni line you can see four or five trains all the way up to where they are and it would just completely stop the flow of traffic. Also, one more thing, proposed parking parklet is right next to the youth center and the youth center is some of them are troubled kids and any time you know with the kids you know the temperament at night and we will have fights and one more thing, you know, i mean, my customers comes and cant find a parking space in my lot because people that are using the parking lot are parking in my lot. Good evening commissioners i am a home owner from the Richmond District and i will be 62 and my wife will be 65 and we are some of those young people that ride bikes. And the first point that i wanted to make is that it is a matter of fairness and the parking is a finite and Precious Resource but it lee belongs to us, 25 percent of us do not own cars and it seems only fair that some of these Parking Spaces should be allocated to be used in such a way that it provides a benefit to us, we are taxpayers too and it should not seem that motorists should have all of the say on this. The other avenues food store people make a real effort to reduce the demand for parking there. Pretty much most of their employees the vast majority ride a bicycle or walk or take the transit to get there. Very few of the employees drive there and also encourage their customers to utilize other forms of transportation. They have two bikes on front but whenever i get there, those racks are always filled, which is why a parklet would be a good idea and it is going to add more parking for those of us who ride bicycles. And what is the last point . Well it does not seem to come to me, i hope that you are going to deny this. I know what it was. The people that are opposing this, i think are really making a mistake, this is going to be a huge benefit for the judalicious business and it is going to increase their business and not diminish it. Next speaker. Thank you commissioners. Im addressing you and i also am talking to my neighbors, my name is nancy and i am a 20year resident one block away from other avenues. And i have raised my children in this neighborhood and i have been active in support of a lot of things in our neighborhood. We are very fortunate to have the judah and the 18 bus and we are fortunate to have the flat sidewalks where the children can learn to bike and the people open their garages and have bbqs. A picture of this neighborhood is the neighbors Walking Around using the business and meeting each other as they sit outside at outer lands and stopping as they go down the street and taking language of the new businesses in the neighborhood it is really vibrant, the change in the last few years has been incredibly positive. Other avenues continues to be a hub of this ocean beach neighborhood. Workers can attest and the aisles are blocked for those who linger to chat, outside, baby strollers and dog walkers in front of other avenues and sea breeze and the children unwrapping the treats from the store and people walking down the street with their trouble coffee, and people who are lingering while they are doing laundry on the corner and random shoppers and people looking for a place to park their bike, but what better place for a parklet. I think that ocean beach neighborhood is nowhere near as crowded as other neighborhoods where there are parklets. And i really think that the issue here is this used to be a slow neighborhood. And somehow, our neighbors dont recognize that a destination neighborhood with foot traffic increased and new businesses, is a sign of community success. That will benefit all of us. My name is joseph zalinski owner of the sea breeze cafe the direct neighbor of the other avenues food store and this will in front of my business as well. We are here today to forge ahead with the greater plans and visions that San Francisco has for more friendly and walkable city. I believe that San Francisco is the most beautiful city in the world and i am honored to be a resident and a person who is partnering with the San Francisco great streets project. For 20 years now, i have chosen San Francisco to be my home, and place of business. For 12 years now, my wife and i have operated our family runed business and in the outer sunset. And meeting and bonding with other families in the neighborhood and in the joint program have been met with the positive feedback and embraced with the eager anticipation and we believe that our endeavor which has been ongoing for two years now, and which is code compliant will improve the character of our beloved neighborhood. And this will be the only parklet on the north side of judah, the only one. In closing i would like to thank you for your time and patients and help us to create a greater sunset and greater San Francisco by improving our parklet going forward. And next speaker, please. My name is Kendon Anderson and i am reading a letter from elizabeth stamp the director of executive director of sf and she cannot be here tonight and she wrote a letter for us in support. She says, dear hwang, San Francisco is writing in support of other avenues food store effort to establish a parklet space in the outer sunset, while San Francisco and its members work to make San Francisco more livable and walkable city. We support park lets as an important tool to reclaim the city streets and share the public space for everyone to enjoy. The other avenues parklet will be a free public space where people can gather, build Community Connections and neighborliness and safety. And other avenues is already an important hub for the neighborhoods as a workplace and a local landmark, the proposed parklet builds on these strengths to support the pedestrian family streets and civic life. And it offer as a new amenity to local residents and will make the neighborhood and even more enjoyable place for all. Thank you. Elizabeth stamp. And i also want to add that this is the only south facing, beautiful sun drenched parklet. And with the ocean view and that is why i want it. Thank you. Thank you. Next speaker, please . Good evening. My name is arny davis and i have a facility called davis with comfort center. And in most cases i am aligned with the other offense and my neighbors and friends, except in this particular incidence. Parking has been an extreme issue for me clients many of whole are disabled and elderly, that is predominantly what we do, we make orthopedic shoes. Excuse me, often, that is the most often complaint that i get is about the parking. Sometimes we have to go out and help a client and park a car. And we see three people an hour. And we have three clinicians and we appoint three an hour and it is by apoinment and we have one happy cap spot in the front and we are directly across from the other avenues and unlike most of the blocks in San Francisco. The blocks that run east and west are about a third of a block long. And so they are really short blocks and so those Parking Spaces are very vital and so the parking is really the issue, otherwise i would support it for all of those other wonderful reasons that for my own clients i must stand up for them, they have to have a place to park and it is a hardship and just been getting worse thank you. Thank you. Next speaker, please . Good evening, i am here and i am a resident of the outer sunset and i live in the two block radius. And i just want to voice my support in favor of the parklet. For many of the reasons that everybody has already mentioned but especially for the fact that it is public space and will be public space and i just wanted to give i guess another hate to say plus one, for the fact that it will be on the north facing side of the street in the sunlight and accessible to all of the businesses along the street. Thank you. Next speaker, please . Hi, thank you, my name is ben sheldon and i am also a resident of the outer sunset and i leave also two blocks away from this proposed parklet. And i think that some of the points that were brought up was that there park is close by when it is really almost a quarter of a mile away, the north side block, they are much, much longer than the east west blocks. The problem with parking, and as a customer of all of these businesses, i would really appreciate having a public place on the north side of the street especially that all of these businesses with the exception of other avenues recognize the value of that north facing street and have put out tables and chairs for their customers that i as a resident but not a customer of them cant use. So as a public space, this parklet would allow me to both frequent those businesses as well as benefit from the public space that all of them already are using thank you. Next speaker, please . Good evening, commissioners this evening, i was had an appointment in north beach at original joes and i was driving down and i thought that i am going to have a tough time finding a parking spot and this was around 5 00, and i am right there on stockton and columbus and the restaurant is right on stockton and muni and i have less thn a block to walk and first we met we had the instrumental in helping in one of the restaurant right across the street from the original joes to putting in the parklet. And she said to me, you know what . This is going up 50 percent. And so it does help with the process to bring business in and also that it was better for the community at large because the people together while the city and the person can sit outside and while to i want to mention that a daughter who is 23 years old and does not drive or ride a bike she takes the public transport everywhere, this is the younger generation, they do not necessarily drive. I am all for parklets. And because they will not do it in the park and i am for it in the situational at polk street with the setting up of the bike lanes and i am for it now and hope that you would approve this.
