And thats why im always taking notes when he speaks. Thats why hes joining us tonight because its just a week left and, you know, there is a certain nervousness out there. You know whos great at dealing with that . David plouffe. I watched him do it twice as a president ial Campaign Manager. Yes. And so hes here. Hes here to bring a kind of calm, professional look at whats ahead. That no drama obama energy brought forward to 2020. We could all use a little taste of that. Thats what we need. We need a little less drama. Thank you, rachel. Well, the final week of the president ial campaign has come down to a contest between a candidate who has a plan to control the coronavirus pandemic and the candidate who doesnt. Donald trumps fourth and most incompetent white house chief of staff has given the Trump Campaign an unforgettable slogan for the final week of the campaign. We are not going to control the pandemic. Soon after mark meadows said that in a Television Interview yesterday joe biden issued a statement saying this wasnt a slip by meadows. It was a candid acknowledgment of what President Trumps strategy has clearly been from the beginning of this crisis. To wave the white flag of defeat and hope that by ignoring it the virus will simply go away. It hasnt and it wont. Mark meadows tried to justify saying we are not going to control the pandemic by lying about joe bidens position. Mark meadows said that joe biden wants to, quote, this is a quote, quarantine all of america, lock everybody down. End quote. In the interview jake tapper fought back against those lies about joe bidens position but mark meadows never changed his statement, we are not going to control the pandemic, which is the most important thing that has been said in these final days of the campaign. It is hard to imagine anything that can be said that will make the difference between the candidates on the most important issue in the campaign any more clear than we are not going to control the pandemic. Mark meadows said, we are not going to control the pandemic because it is contagious. Were not going to control the pandemic. We are going to control the fact that we get vaccines. Therapeutics. And other mitigation. Why arent we going to get control of the pandemic . Because it is a contagious virus just like the flu. Why not make efforts to contain it . So the trump position is if something is contagious dont even try to control it. Just go to work on the vaccine. Because you can control that. You can control the vaccine. But you cant. There have been setbacks in some of the Clinical Trials for a vaccine. Mark meadows and donald trump cannot control when we get a vaccine or how effective that vaccine might turn out to be. There was a profoundly revealing part of that interview yesterday, which showed why donald trump caught the coronavirus as did his wife and High School Age son and it shows why five members of mike pences staff have tested positive for the coronavirus this weekend after many members of President Trumps staff have tested positive for it. Jake tapper pointed out that people at trump rallies do not wear masks except of course for the people in the camera shot right behind donald trump all of whom are now required to wear masks in order to sit there. And then mark meadows proved that he is not one bit smarter than donald trump. Have you been to a rally . You come on with us to a rally and we will show you. We give out mask is. We have a number of people they dont wear them. Well its a free society. You are not wearing one right now, jake. There is literally nobody in this room, literally not one person in the studio. So youre saying you always wear a mask wherever you go . Come on jake. The American People know thats not true. I know its not true. I wear a mask except when i am here, in my office, and home. That is true a hundred percent. I wear a mask when i walk in the hallway at cnn. Okay . There is literally nobody in this room is my favorite thing that was said on tv yesterday. Mark meadows and the trump staff and the pence staff actually have no idea how americans who are working in offices and, say television studios, use masks now. The Washington Post had this report about the coronavirus outbreak amongst mike pences staff. The Washington Post reports, they do not wear masks with any regularity, nor do they practice social distancing. Aboard air force two where pence and his team have spent considerable time in recent weeks, jetting among campaign stops, officials often do not wear masks. Mark meadows and everyone in trump world has no idea that the only people in tv studios who are not Wearing Masks these days are the people that you see on camera. Everyone else in the building is wearing a mask. And the people on camera wear masks as soon as theyre off camera. Thats why you havent read about big coronavirus outbreaks at the tv news networks. Donald trump and mike pence and mark meadows cannot protect anyone from the coronavirus because they do not know how to protect themselves or their families and they are not smart enough to pretend that they do know how to protect you and so they say things like, we are not going to control the pandemic. And donald trump keeps saying, quote, we are doing a great job. We are absolutely rounding the corner. Thats what he said this morning. We are absolutely rounding the corner. And today the United States reported 71,282 new, confirmed cases of coronavirus. So as of tonight, this country has had 8,771,483 confirmed cases of coronavirus. As of tonight this country has suffered at least 226,852 deaths from the coronavirus. The Washington Post reports the coronavirus pandemic is reaching deep into the nations most sparsely populated states and counties where distance from others has long been part of the appeal and this year had appeared to be a buffer against the virus. The low density states of montana, wyoming, idaho, north dakota, south dakota have now become some of the nations highest per capita case loads. Even alaska, the least crowded state, is logging unprecedented increases, including in rural villages. During a visit to a field office for his campaign in chester, pennsylvania today, joe biden said this. Look. Yesterday, the white house chief of staff mark meadows went on television to admit to the country that the administration wasnt even trying anymore to deal with the pandemic. He said, and i quote, were not going to control the pandemic. The Washington Post headline today says white house gives up on trying to slow virus spread. No caveats. Just a deadly admission. Early in this pandemic some of you have had to cover me for a long time, called, trump called himself a war time president. Fighting a war against an invisible enemy. Ive been saying for months as you well know, that he waved the white flag all the way back then. He wasnt doing much at all. Some people said i was being harsh. I was being unfair. The white house was coming right out now and admitting what i said months ago was absolutely true. And look how many people are dead. 220,000. And it is expected as many as another 200,000 could die between now and the end of the year. And he said were not going to control it. Not going to control it. The bottom line is, donald trump is the worst possible president , the worst possible person to try to lead us through this pandemic. Leading off our discussion tonight, dr. Michathe director university of minnesota and also my guest served as senior aide to Vice President joe biden and barack obama and was the coordinator of the Ebola Response team during the obama administration. Ron, let me just start with you. Were not going to control the pandemic. This is the equivalent in that war time presidency model that donald trump wanted to have for himself at the beginning of this pandemic before he decided to just quit. Its the equivalent of 1944 and Franklin Roosevelt running for reelection saying were not going to win world war ii. It just is a statement that in any other universe would completely end the Trump Campaign but it is simply i guess another brick of stupidity on the wall of stupidity that the Trump Campaign has built. Well, lawrence, it is a metaphor we are losing americans today to covid at the same rate we were losing americans in world war ii in 1944 so it is a very fitting comparison because the death toll on the home front from covid today on a daily basis is the same as the death toll was in both europe and the pacific during 1944 and world war ii. Thats where we are. As you said, when Vice President biden claimed that donald trump was waving the white flag on covid this summer people thought, saw it as an allegation, and now it is official white house policy. They have simply given up. And basically are just waiting for the vaccine. Well, that is not a strategy. Look, if we simply went to universal masking while we were waiting for the vaccine in the next few months we could save over a hundred thousand lives. That is the entire death toll from vietnam almost doubled. Just by having the president step up and tell people to wear masks. Let alone all of the other things the president should be doing, let alone all the other things joe biden has called on the country to do in terms of testing and tracing and more social distancing, aid to spread people out and businesses and schools. All these things that could save tens, hundreds of thousands of lives and donald trump and his administration have walked off the battle field. Michael, the questions about the Vice President since his closest aides who hes been close to and in the room over the weekend testing positive for coronavirus and then the Vice President continues his campaign schedule. What should the Vice President be doing if people in his work place physically close to him and in a who we know dont wear masks, that is just the practice. They do not wear masks indoors or on the plane. What should the Vice President be doing now . Straight forward and simple. He should be in quarantine. Right now he does pose a real potential risk to others in that he may become infectious before he has any signs or symptoms. Even though he is tested daily we know that can miss the early presence of the virus and he just should simply be in quarantine. And what would you say to an administration that says, the only thing we can control is getting a vaccine . You know, at this point, failure is not an option. As ive been saying for over a month and a half the darkest days of this pandemic are upon us right now. Between now and the time we get vaccines, in any measurable way, were going to see the acceleration of cases, you know, we had predicted weeks ago we would clear a hundred thousand cases a day before long. Were well on our way to doing that. So we have to tell the story to americans why is it that we need to do these things . What is the purpose . Right now we dont have that leadership. You referred earlier to fdr. Right now we need fireside chats. We need a leader that can tell the american public, this is why if we just do this for four or five months at most we can turn the corner then. Right now we still have a long way to go to even begin to slow down this rapid increase in the number of cases. And, ron, it seems to me to define the candidacies on this issue as clearly as they could possibly be defined. Were not going to control the pandemic to the team that is going to try to use every known tool to try to control the pandemic. Lawrence, i think it is first of all the most important issue in the campaign and the Division Just couldnt be clearer. The Vice President biden has advocated a comprehensive plan to fight this virus since march. Even in fact this week its the oneyear anniversary of a tweet he made long before the coronavirus came to our shores warning that america wasnt ready for a pandemic. Hes been ahead of the curve and right about this every step of the way. He called for a universal, nationwide masking mandate in august. Im pleased this weekend dr. Fauci endorsed it. Dr. Scott gotleib former of the Trump Administration endorsed for what joe biden called for back in august. So we have someone who has been ahead of the curve versus someone who at this late date is practicing covid denial. That is really the Trump Administrations position. They just simply deny this is a problem. We shouldnt pay any attention to it. That is costing american lives and should cost donald trump the presidency. You have been the one who has been telling us, looking into the future, i think more than most other experts on this subject, and i think its fair to say looking into the future with the most negative assessment of what the future has been holding for us. What do you see now from where we sit tonight over into say the First Six Months of next year . You know, as a scientist i could give you all kinds of scientific descriptions. But let me just say it straight forward. Scares the hell out of me. Right now we are going to see hundreds of thousands of cases every day coming through the pipeline. Were going to see our hospitals filling up. Were going to see intensive care units overrun. And with all the combination of all this now in pandemic fatigue and pandemic anger, the unwillingness to even believe this is a real pandemic combined with indoor air, where well really transmit the virus, this is just not a good situation. And as i said on your show more than six months ago, lawrence, by the time this is done there wont be blue states and red states. There wont be blue counties and red counties. Theyll be covid colored. Thats whats happening right now and why were going to continue to see this major increase in cases if we dont do anything to turn this around. Ron klain, what do you expect the Biden Campaign message to be in these closing days . Will it stay on this issue . I think youll hear the Vice President address the full range of issues people care about. Covid is top of the mind. He addressed it today in a clip you showed at the top of the show. He is going to also address the broader needs of the country. The need to get our economy back on track, the need to fight racism, the need to attack climate change, which is like covid writ large another thing President Trump denies and says he is not going to attack the needs as a Long Term Health and safety concern as well. I think youll see him talk about the broad range of things that concern the American People but there is no question, lawrence, that the precondition to progress on anything is getting this virus under control and that is at the forefront of joe bidens agenda. Before we go i just have to ask one more lets place this on the afternoon of january 20th after the next president is sworn in. If that president is joe biden, i think we know that there will be a Coronavirus Task force meeting that afternoon where Anthony Fauci will be probably leading the discussion. What do you expect the president of the United States to be facing on the afternoon of Inauguration Day with the coronavirus . You know, all i can say is things are not going to get better between now and then. Without vaccines, we are going to find ourselves with increasing numbers of cases. If americans decide to listen to these messages and actually act upon them, we can slow down cases but i am afraid far too many people will make these changes only after they lose loved ones. I think that is why the numbers will continue to go up. I think it will be a real challenge on january 20th for whoever is in that office. Thank you both for starting us off tonight. Joe biden and Kamala Harris are expanding their Campaign Travel to add stops beyond the battlegrounds of pennsylvania, wisconsin, and florida. This week joe biden and Kamala Harris will campaign in georgia, iowa, arizona, and texas. All of those states have senate races that could decide which Party Controls the United States senate. Joining our discussion now David Plouffe former Campaign Manager and white house Senior Adviser to president barack obama the host of Campaign Hq Podcast and john heilman executive editor of the recount and cohost of showtimes circus. Both are msnbc political analysts. David, i have to begin with you and i want you to imagine youre sitting there and in your command position of a president ial campaign and you hear the other side say in the middle of a pandemic thats killed hundreds of thousands were not going to control the pandemic. What is your reaction when you hear the other side with a weak left giving up on that issue . Well its the central issue of this campaign, the central issues facing our country, our economy, our families, our Education System and trump and mark meadows and the entire crowd is waving the white flag. He is out there doing super spreader events. I just heard he may start doing five a day. Trump is at a place now where every event and every interview he does i think hurts him. What has me concerned tonight is you see the twin event of Coney Barrett being confirmed and some of these writings kavanaugh offered in the wisconsin case should scare the daylights out of us. Democrats should not agonize. They should organize. There are seven days left. A lot of calls to make a lot of work to do. Yeah trump is closing this campaign as poorly as anybody has ever closed any campaign. Its just awful. That doesnt mean he is not going to get his 44 or 45 of the vote. He is getting that but he is closing the campaign as poorly as possible. The 60 minutes interview was a disaster. If you are a democrat worried about the Supreme Court or worried about a poll that might show things close all you can do is work. That is the best way to handle fretting and being nervous is to work and do something about it. All right. Viewers, you just heard it. Work. Thats David Plouffes solution. To the nervousness you are feeling this week. John, john heilman, i think people need something more. They need something more than that. When you look at the travel schedule of these campaigns, what are the travel schedules of the campaigns telling us in this final week . Ill answer that in one second but David Plouffe knows exactly what it is like to go through what happened. He remembers in 2008 when he was lucky enough to have john mccain in the middle of a worldwide financial crisis come out and say the fundamentals of the economy are strong which is sort of the equivalent of what mark meadows said today. Youre a pretty happy man when you are the Campaign Manager on the other side of that kind of screw up which reveals fundamental cluelessness about the central issue. What the travel schedules say is that the Biden Campaign which has been incredibly disciplined for the last six months and said we are focused on the six core battleground states. We are not focused on anything that doesnt fall into one of those six states. Those are the states we want to win. We need to win. We can win to get to 270 electoral votes. Talk to us later if ever about georgia or texas and other states like iowa, ohio, states that they did not need. I think the fact you now see joe biden headed to georgia after all that discipline and restraint and senator harris heading to texas, joe biden going to iowa and some other places, i think what it says is that they are feeling very confident right now that they are in six core battleground states in a strong position in terms of their vote share and financial advantage over donald trump that they can go now and try to spread the field out a little bit and maybe snatch one of those reach states and at a minimum force donald trump into the difficult position of having to defend himself in states where he should never have to defend himself this late in a campaign. David plouffe if you were in the discussion for the travel schedule for the Biden Harris Campaign and someone threw in oh, by the way lets go to some of these states where these Important Senate races are, maybe we can help, what would your reaction to that be . Well, lawrence, i love seeing the map that you showed. I agree with john i think the campaign has been very disciplined in a smart way. You also have a lot of voting in a lot of the core battleground states. When Kamala Harris goes to texas that is going to be a statewide phenomenon. Georgia has a Key Senate Race two of them. Iowa has a Key Senate Race. Biden is playing Electoral College offense. I dont think these states theyre going to means ther a he not doing everything they need to do in the core six battlegrounds. I think were going to be in a place on election night, the day after, the day after where youre going to have an unusually large number of senate races come down to a point or two and the same thing i think on some of these stretch Electoral College states like texas and georgia. But listen. There are districts in texas, state legislative districts that look like theyre going to flip 30 points. Suburban districts from 16 to 20. Same thing in the atlanta suburbs. So i dont think this is a hail mary strategy. I think this is smart politics. General omalleys campaign has been incredibly disciplined. Why not go to these states and see if you can help some of the Senate Candidates but also maybe put you over the line. You want to get to 270. That is all that matters but the difference between 270 and 360 means state houses, local democrats, adding to your Democratic House majority. It means taking back the senate. I love to see this and trump is playing complete defense. He pulled an inside straight in 2016. Now he has to pull not just an inside straight but straight flush. They come up every once in a while. Not that often. In politics in the close momentum is such a powerful force and biden has it and trump doesnt and he has compounded it with mark meadows and himself. I mean donald trump basically said if im elected well never talk about covid again. Can you imagine fdr saying well never talk about world war ii . Weve never seen a president this cavalier but i think hell be punished for this in the last week of this campaign. John heilman, the Biden Campaign looks like they called an audible today. They had a schedule today that had nothing on it and then suddenly joe biden rushed over into pennsylvania for an event at one of his Campaign Offices which required absolutely no preparation. There was a little bit of criticism that the Biden Campaign had nothing on the schedule for joe biden today. But if that was the case, they responded pretty quickly to that concern. Yeah, i think thats right, lawrence. I do think, you know, there is a i think to go back to what david said a second ago momentum is clearly on bidens side. It is clearly not on trumps side. They are playing offense and trump is clearly playing defense. I pleasing be there was a dawning realization today if you want to keep that momentum going you need to do some stuff. I think ive thought they were disciplined again to come back in a core word in rejecting the advice of dumb pundits who criticized them for the basement strategy throughout the spring and summer when they were making a political asset out of behaving in a way that is safe and in accordance with Public Health guidance. They made the right decisions on that. But it is now the close of the campaign and if you want to win at the level david was just talking about, which is not just flipping a lot of seats but also generating a governing mandate. About joe biden who is in the mid 300s or the high 300s in electoral votes is able to govern the country in a way that is different than a joe biden at 272. And you arent going to end up in the mid or high 300s by sitting back on the lead and playing four corners offense or prevent defense at the end. They got to go out and push the ball a little bit. I think that was one of the dawning realizations of today was there is no time at this point to not, to have a day that goes by without an event on the schedule. David, before we go i just want to see if you can somehow help america get through this week emotionally. Because ive always i think of you as like the Airline Pilot of politics. I cant tell whether youre flying in a snowstorm or a perfect, sunny day. Its always the same. Always even. How does David Plouffe manage the emotions of this final week . That i know election day is coming so thats helpful. These eight days will seem like eight months for me and everyone else in the country. But if you are engaged in this campaign whether joe biden or a local Senate Candidate the best thing to do is be as busy as possible. There are more people to call. There are more geo tv shifts to sign up for. The busier you are the better off youll be. For the most part and i mean this very seriously dont look at any polls. This week will kill you if you are on real clear politics and saying the polling average has dropped in pennsylvania 0. 2. Just dont worry about that. And understand that again this could be a close race. And so youre helping joe biden win and maybe the senate will become 50 democrats. But it also could be an opportunity to win a blow out. Thats just as important because so many good things come from that. So, you know, you dont want to let up in the last 10 meters of the dash. Run as hard as you can during the last week and close well particularly when you have momentum. I think biden and the democrats have momentum so you want to maximize that every way you can and literally if you can just find one or two people in the next week who werent going to vote but now theyre going to vote and thousands and tens of thousands and hundreds of thousands of people are doing that, that is massively important. I would put blinders on and work as hard as you can and understand that eight days from now we should know a lot more than we do now. That sounds like john heilman every week. The journal analysis found among them are battleground states like florida, arizona, wisconsin, and georgia. And tonight as daufd plouffe mentioned an effort by democrats in wisconsin to extend the deadline to count mailin ballots after election day was rejected by the United StatesSupreme Court in a 53 vote. In her dissent Justice Elena kagan wrote tens of thousands of wisconsinites through no fault of their own may receive their ballots too late to return them by election day. Without the District Courts order they must opt between braving the polls with all the risk that entails and losing their right to vote. The voters of wisconsin deserve a better choice. Joining us now jeremy smith the founder of the nonprofit register to vote. What is the situation, what is the most critical situation in terms of mailin ballots for democrats around the country . Right now the most critical situation is to make sure that they have their ballot in hand, to get it sent back in the next 48 hours. And if not they can take to a dropoff location inside their county. What are the most important areas where it is already too late to trust the mail . I think philadelphia we are seeing just an average slowdown of five and a half days there. Its already reached a point in which we would encourage everyone to take their ballot to a dropoff location immediately. Were also seeing slowdowns in detroit, north carolina, and florida. So detroit, thats a heavy Democratic Center for the michigan vote. So if youre in detroit youre saying it may be too late or it is too late in detroit to trust the mail . So i think were noticing that this is particularly hitting, you know, typically areas with heavy africanamerican populations in cities inside of battleground states. And what is the evidence that what were looking at is basically a deliberate effect created by the post master general . I think the thing to keep an eye out for is where the machines and the locations were taken out. We cant i dont think we can speak to whether or not it was a deliberate effect, that is, playing out because we are seeing front line postal workers going above and beyond taking hurculean effort to make sure peoples mail is delivered but i think the removal of brand new, high speed mail sorting machines is having an effect regardless. Is there a system set up to basically warn voters to really, when that day comes, that really you should not any longer put a ballot in the mail in these cities around the country . Is there a Warning System set up for that . I dont think so. Im not aware of anything like that. You see organizations and campaigns conducting voter outreach trying to give people as much information as they can. We do think that in most places people still have about 48 hours to send it back and we would encourage everyone to immediately return their ballot and to drop it off in a ballot dropoff location as soon as possible.
