Collins of michigan, rand paul of context, that means despite having the majority in the Senate Majority leader Mitch Mcconnell now does not have the votes he needs to move this legislation forward. A reminder here is the what the president promised about Health Care Legislation back in may after the house passed their version of the bill. Were going to get this passed through the senate. I feel so confident. Moments ago, the president responded to this news on twitter and well get into this as well. Quote republicans should repeal failing obamacare now. And work on a new Health Care Plan that will start from a clean slate. Dems will join in. In a statement a few minutes ago Mitch Mcconnell said the senate would vote quote in the coming days to repeal obamacare, quote, with a twoyear delay to give lawmakers time to come up with replacement. More on all of this with our correspondents in just a moment. Also tonight questions are still being generated about that meeting the president s son donald junior took with the russian attorney and a former soviet counterintelligence sergeant at trump tower last june. The president took to twitter again to defend his son quote, most politicians would have gone to a meeting like the one don junior attended in order to get info on an opponent. Thats politics Maggie Haberman noted in her lead quote he ran on a promise to end politics as usual. Tonight in his statement Mitch Mcconnell says in so many words, the dream of immediately repealing and replacing is dead. So now they have to move forward. Theyre saying just repeal. A plan that they was raised months ago and discounted being unreal ifrtic unpopular. The president seems to want this. Mitch connell saying lets move forward. There is no guarantee its not clear they have enough votes for the motion to proceed. They would need some of the republican senators who said no to sign on to the idea of repealing obamacare without immediate replacement which some believe would plunge the Insurance Markets into chaos. So where in goes next is unclear. But there is a theory in Mitch Mcconnell makes one final push almost to get it over with and if it cant happen now they move ton to tax reform. Let me ask a followup right there one of the stories were yofrg is the recovery of john mccain from what was in effect a brain surgery to remove a blood clot from behind his left eye. The folks at the vox News Organization are estimating that that surgeries would run about 76,000. Thats a rounding, an estimate based on their knowledge of his surgery had he been uninsured. Luckily he is not. But for folks in our audience who may be facing that challenge and that kind of amount of money when they hear repeal without the word replace next to it what about the anxiety. I mean these are real world consequences. We know that the republicans plan the bill is wildly unpopular in polling last few weeks. There is no reason to think this is better. The republicans would be facing potentially some real issues if they moved forward. Also lets think about the House Republicans who already went to bat for their bill which is unpopular who the president himself called mean, and theyre the ones who come election day will you see the ads already put together. Ashley can to be said clinically without bias that this president did not own in big, this round of health care . I think thats fair to say. I will say part of the reason he didnt entirely own it was because leader mcconnell haves watched the in the house asked the chief to stay out of it and said let me handle it. So a lot of this most of it on is on leader mcconnell but a lot is on the president even though he wasnt deeply involved in the arm wringing when he was trying to get it through the house. He did step on his own message with in russia investigation cloudy everything. And when mcconnell did think he could get a deal by having the president be the first one to float on twitter in idea of well lets just repeal now and deal with the replacement later. Lets sort of get in repeal in which i think was not particularly helpful in that moment when he was trying to whip votes. Ashley in real world terms what does this do to the view in washington which is everything of the president s perceived or real clout or lack there of . Well thats the key issue which is what president has understood intrinsically is that he needs wins. You saw that even with the house Health Care Bill as john mentioned the president turned out later thought it was a mean bill but what he desperate wanted in that moment was a win a deal and rose garden signing ceremony which he got. For a measure who measureses everything in victories, in deals what he can message to the public, this is going to be incredibly hard to message. Although i do think you saw on twitter tonight just a few hours ago him trying to say that its a perfectly good idea to repeal obamacare now and replace it later. That said i think a lot of reasonable people would disagree. As we were saying that could spell anxiety for too many people across the country. Lest we forgot mr. Crowelly lets come to you its too easy we talk about in the original issue repeal and replace lets look back at how important its been on the trail. On my first day in office i am going to ask congress to send me a bill to immediately repeal and replace i just said it obamacare. Also on my first day im going to ask congress to send me a bill to immediately repeal and replace disastrous obamacare. When we win on november 8th and elect a republican congress, we will be be able to immediately repeal and replace obamacare. I will ask congress to convene a special session so we can repeal and replace. And it will be such an honor for me, for you and for everybody in this country. Because obamacare has to be replaced. And we will do it and we will do it very, very quickly. So, mr. Crowley, as you know when we say this was elemental, when we say this has been the gop rallying cry through two terms of an Obama Presidency and the election to office of donald trump, thats what with we mean. Absolutely, brian. It wasnt just donald trump. If you remember republicans in congress, you know i think literally dozens of times held votes to repeal obamacare during Barack Obamas presidency. I mean it wasnt like donald trump came along and dreamed this up. It wasnt like nobody had thought had time to think about how this this. That makes it more astop steno issuing. Another interesting thing happened today. Donald trump clearly for the moment is not able to do this legislation which is to repeal and replace obamacare. The other thing he promised he would do many times as a candidate was to scratch the Iran Nuclear Deal. Well today donald trump recertified to dwres that iran is abiding by the Iran Nuclear Deal. And the deal will stand for now. Increasing frustration is the fact that he is not able to do this Health Care Legislation. He is not able to undo the Iran Nuclear Deal and there is great reporting in the New York Times that says he had a fight in the white house with his National Security advisers. Trump wanted to pull out of the Iran Nuclear Deal basically scrap it and h. R. Mcmaster and relevant tillerson were able to convince him to stay with it. That must be compounding frustration, his sense he is not getting things done he vowed to do. And the overall image of impoetens shrouding the white house. You wake up on a monday morning expecting that white house to want very much to turn the page on the donny junior meeting last week which could not have dominated the news more mp instead they open a new book with the president tweet saying most people would have taken that meeting. This white house from day one has been unable to get ahead of this story. It has been a constant drip, drip, drip. Of bad news. It has overshadowed good news cycles prevented them from turning the page. And they are now in a situation where they have many people in the white house who may have competing legal interests. The meeting last week that the that consumed last week don juniors meeting there may be a point where don juniors attorneys think whats good for him may not be what kushner thinks is good for him they have not had a an centralized war room. There are questions raised about the attorneys in new york that the president hired. And now he brings in ty cobb supposed to be a more centralized figure. The white house recognizing they cant just punt everything to the legal team. But they have yet to come up with a coherent et cetera battle plan. One of the featureses at least on television was jay sekulow one of the president s lawyers briefly raising up the flag, the idea gnat secret service was somehow ultimately to bram tor that don junior meeting happening. But of course as cooler heads prevailed everyone learned no one puts the u. S. Secret service in the corner. Thats right. Well first of all jay sekulow was actually incorrect on two counts. The first one that don junior was not a the protectee at that point. He didnt have a secret service detail, as jay sekulow claims and the secret service came out in a stunning rebuke and corrected him. And then the second area where he was incorrect is that the secret services job is to protect these people from threats on their lives and bodily harm. The job is not to protect them from themselves or from possible bad judgment. So it was a brief theory he floated. I think it raised questions about how much this white house and now this legal time will sort of throw anyone who comes in their path under the bus in a potential attempt to protect their client. Phillip youre the closest to this you will of a us. Id like to begin by asking you to describe the kushner trump relationship and as a subset of that yeah. Do you believe with any seriousness were looking at a possible loss of his security clearance . Well, to describe the relationship, i mean these two are family. Jared kushner is the soninlaw but also in some ways trumps protest he. He has risen up in trumps real estate and in the few field of politics and policy. He is the adviser the president turns to the most inside the white house when it comes to foreign policy. He almost functions as a shadow secretary of state. He is taking the lead on the middle east, taking the lead on the u. S. Relationship with china. He is taking the lead on the u. S. Replace with mexico and canada and trying to renegotiate nafta a important trade deal. He is in the oval office when he comes to comes and goes as he pleases. Of course he and ivanka had the president s ear in a way that other staff in the white house just dont. Rick stengel, no one has ever said our president s arent allowed their guy, their man or woman, comfort level, competence, someone close in be, realizing the pressures and can get stuff done as fdr had harry hop kins into your area when it involves diplomacy Still Matters to allies overseas. Yes. That can be Something Different. Yes, now there are some allies overseas, in the gulf for example who understand that the soninlaw also rises. They are hereditary monarchy they feel good with the soninlaw because they think he has the either of the president. But a lot of the issues are intractable there is a reason they havent been solved a long time. Im told jared looks at the middle east peace issue as a real estate issue. And yes real estate is a part of it. But the point is as president obama says, you cant want it more than the negotiators want it. The fact is you have to persuade people to take risks, bee bee, the battlenens and that isnt about real estate. Thats about ujds the courage it takes to make the deals that could potentially hurt you. Phillip, im wondering if you believe that this in setup in the white house is ultimately designed to fail. I keep saying weve never seen a flow chart like this. And you could say that times about 5. Thats right. Its messy mp and you know there is a reason looking back through history there are few examples of president s who brought family members into the white house in Staff Government positions. This is risky, its unusual. The dynamic is very different. And i think there is a its unclear whats happening here. Clearly Jared Kushner has a lot of exposure when it comes to the russia investigation. He and his business interests and his financial dealings in the past are said to be a subject of what robert mueller, the special counsel is looking into. Jared has his own legal team advising him through all of that and helping him navigate that. But it creates complications within the house not only with the other staff but also with the president who has his own legal team guiding him on his own problems with the Mueller Investigation and at some point inevitably these could potentially be competitive legal strategies of some kind. Rick, we were looking at the assorted newspaper headlines because there is no better time than during a bon a fied newspaper war and the coverage has been so robust here is three the postob noshlgts, usa today. To phillips great point think of what mueller has so look at, all the various cross current and areas where mueller has been hiring up deputy counsels, in some cases real veteranings like him who know their way around the subject matter. What phil said is exactly right. Im curious about what the pie of jareds time now is taken up in this russia investigation. Its got to be at the very least a distraction. But one of the other points, the larger point, you have a president who has no political experience never been montana military and you have his chief adviser who has no political experience and never been in the military either. Its not a great combination. I think of john kennedy and Bobby Kennedy both had government experience. These guys neither do. And phillip one last question. There is a great word called institutionalist. Its not always a dirty word and sometimes its a changed to kind of mean establishment times. But sometimes when youre working with a vast unwieldy and newto you organization aka being, the federal government its good to have an institutionalist around. Thats right i dont think could call him Jared Kushner an institutionalist of the government. But he is trying to nafrgt it and remake it at the same time here. Thats challenging in washington. There is resistance to that that but he is burrows trying to get it gun tp i can tell you talking to people close to him there is chatter on the outside should he go back to new york is it easier to quit. One year ago tonight july 17th, 2016 when dwas candidate donald trump, we right here at nbc news and wlgz we had a new poll. Historically terrible numbers the worst wed seen for a candidate. The a year ago the headline about donald trump never had a in my nominee of a major party been unpopular only 27 of american huss a positive view. Only 38 of his own party, republicans said they were satisfied that their party was nominating this guy for president of the united states. Only 27 of people said they had a positive view of the republican parties the democrats numbers higher than that. In 57 of voters said they thought donald trump ace views were outside the main stream. We looked at the numbers and we saw numbers throughout the entire campaign and we said this is a dead candidate walking. More importantly republican elected officials last year looked at these numbers they concluded the same thing remember a couple weeks before election day after the access hollywood lhold tame he speaker fortunate mouse paul ryan cut him lose. He told republican members of the congress you dont have to say you support him just save yourself because this is ugly. This is the x factor in american pliks its not just that donald trump after all the poor numbers won the election its that he did it with 90 republican support on election day. And this is why for all the scandals in the air right now with russia all the controversy, we have havent seen republican defects why is that because if youre a rink member of the congress you woke up after the election and you said i had no idea my party was going to stick with him and in could work. Maybe he knows the base of my party. Better than i do. And so all the poll numbers you see republican members of Congress Look at this and they say ive seen this before. That will move the numbers and that will make running as part of this ticket in 18 tougher consequence. Absolutely its going to be fascinating how the volk vote shakes out it because its a calculation that that the Majority Leader Mitch Mcconnell he had feels he needs to prove that the president is wrong. That may be a large portion of the calculus here. He needs to give conservatives a chance to say you know what take this boat speak to the base speak to trumps base but also speak to these people and say this is not what gets passed for making policy in washington. Its not as simple assaying go all the way to the right. Its a much more a complicated calculus. I think mcconnell has been trying to to say that some time people arent listening. Jonathan i wanted to read you some more numbers. There are more numbers youve seen them as well. This is the Washington Post absent news poll. 70 says the president has acted unpresident ial. 68 dont view him as a positive role model. 67 disapprove of his twitter use. And 57 can be sunled up as the more they hear the less they like him. Sooner or later these are going to start to be dangerous numbers for a presidency. I was just thinking now that during the primary campaign then President Trump would start every rally recrating the poll nulls i dont think he is quoting these poll numbers any time soon. These are troubling. As mentioned before the white house settled on base play. There has been next to no outreach across the aisle its attack tweets or interviews against democrats. There is no attempts to work together. Well see if that can hold their base for now. There are some questioning whether thats working. But in the meantime forgetting look ahead to the next election just as nef any political capitol for moment you will to get anything done in washington. So kelsey let me ask it another way about a different senator what do you tomorrow morning if youre chuck schumer. Well, i think that there are two Different Things two different ways of thinking about this. One is to go out there and remind moderates how bad the 2015 bill was for coverage. We saw with this senate bill the one theyve been discussing for weeks now the cbo said about 22 Million People would lose coverage pfrp the 2015 bill just repealing without replacing, the number was 32 million. And that does a lot to make moderates scared. You go out there and you are remind Susan Kohl Collins of the main and you moorm sheri moore and rob of ohio. That repealing without replace being no money for opioid addiction coverage. No money for expansion. You can go out and gloat a little bit and remind republicans that it was very easy to say repeal, repeal when there wasnt a chance of it happening. A lot of the people who voted for the bill in 2015 did so under the impression that they were sending a message to the voters. Not because they thought it was actually going to happen. Its just a completely different calculus. If you are schumer you go out and remind people of that every chance you get. Well put and perry here is another example of the fact that these townhall meetings we were seeing were as good and as hard as data. That was something happening. This happened a couple of years back in a different way. But the the old song lyrics there was something happening. There was and the townhalls are supported like like data. They support the data showing this is one of the most unpopular bills in modern history. We saw 12 , 16 . And i should add here a lot of things the Republican Party has trouble with are Donald Trumps faults. This is not the case. The republics on the hill wrote the bill had 7 years come up with an agreement on this kind of issue. And you have seen the last few months even in the house there was very little basic agreement about what should be in the obamacare repeal. Youve seen they basically had a write a bill from scratch even though seven years to plan for it youve seen throughout the huge divide between the left and the right of caucus. You tell it tonight where jerry moran opposed the bill from the left mike lee opposed if the right process rand paul on the right collins on the left they cant get together and thats not really trumps fault he is not writing the bill mcconnell and ryen are and they have havent been able to write an effective one so far. And you get the last word jonathan, because again this same point, the people across america, repeal all alone is a scarey thought. There is no question. You just heard the numbers it could be 32 million lose coverage. Ream yums could double by the next decade or so these are folks already many of whom who know people they themselves know people about a battling opioid addiction or had other health woes preexisting conditions whatever it might be who might be fixed with a loss of coverage cost attention tens of thousands of dollars to combat ailments for those folks are the those who lawmakers look in the eye and saying we voted for something to take away court and jury those are real consequences. But if you want to know when he was first compromised by the russians i go back to 1984. At that time, a guy walked into trump tower. He was a russian emigree and he bought not one apartment, not two, but five condos in trump towers. And the state attorney general later ruled that that was laundering money. And trump towers in many ways had been set up as a perfect vehicle for money laundering. It was one of two buildings in new york city where anonymous people could use Shell Companies to buy condominiums. Is there a squid versus a pro quo. With trump being accused of being so transactional . Is there a long debt this reason to bend over backwards to show russia and putin the benefit of the doubt. What is the action, extortion, compromise threat you have found . In the early days it was a matter of money laundering. And trump sold a lot of condos and didnt ask questions. But things changed dramatically around 2002. And at the time, trump was still reeling from his massive expansion in atlantic city. He ended up owing 4 billion to 70 banks. Thats not what you want on your resume if you are running for president of the united states. And in 2002, a Company Called bay rock moved into trump tower. Its a Real Estate Company and it too had ties to the russian mafia. And they made donald trump an offer he could not refuse. They were going to put up 1 billion in financing. Trump put up zero and yet he got 18 of the profits on their joint ventures. Was he aware of this all the way along . Set aside some time and read the piece . Was he an unwitting participant . I have no idea what was going through Donald Trumps mind. But i think you can see that from the way the building was set up and the massive amounts of, you know, finding 13 people, frankly, i think that is the tip of the iceberg and the reason i think that is that a huge number of people who buy the condos use these Shell Companies since the election about 70 of the sales in trump branded condos have been through Shell Companies. Theres no way for reporters to penetrate that. A special counsel is another matter. Especially one who has hired firstrate attorneys especially in this area of financial crimes.
