Returning from west africa. But the mandatory quarantine isnt sitting right with a nurse who has become the face of the quarantine controversy. That nurse is casey hickox. Shes home in maine. And she told my colleagues earlier she plans to deny that states request that she stay inside. You know, i truly believe that this policy is not scientifically nor constitutional just. And so i am not going to sit around and be bullied by politicians and forced to stay in my home when i am not a risk to the american public. Shes going to go to court if maine doesnt lift the quarantine by thursday morning. Over in ferguson, missouri, a shakeup could be underway for the police force, as well. Sources telling msnbc, police chief and Darren Wilson could be removed as early as next week. Also considering whether or not to charge officer wilson with the shooting death of the teenager Michael Brown. Protests continue to erupt in that community over browns death, including one last week. Well have more on this in a couple of minutes with a reporter in the thick of tensions there. And a tightening of security out of the department of Homeland Security today. That agency is ramping up efforts to safeguard some critical federal buildings in washington, d. C. As well as a few other major cities. The move is in response to growing threats from isis. Threats, of course, punctuated by last weeks attack at the canadian parliament. Jay johnson says this. Given world events, prudence dictates a heightened vigilance. All right. Lets drill down on the way the public can respond to some of that tough news today at the polls. The midterms are now less than a week away, and the New Washington post poll finds something interesting. Republicans with the edge pretty much across the board, which may be why former president bill clinton headed to the critical state of colorado last night headlining a rally for mark udall along with the governor john hickenlooper. I thought id die when i read this, senator udall overemphasized the social issues. He didnt ever say he was for a constitutional amendment. Basically take away a womans right to choose. So his opponent who is an attractive guy says, well, im not for that anymore, everythings all right. Im okay on letting women buy contraceptives. Hello, thats been legal for several decades, you know. Guy knows how to campaign. President obamas also on the trail in wisconsin last night stumping for gubernatorial candidate mary burke. In an effort to oust incumbent scott walker. One week from today, you get to choose a new governor. And because early voting runs through this friday, you dont have to wait until election day. You can vote all week. I mean, you can only vote once. This isnt chicago now. Two states with some really visit states for the governors race and senate races. Lets start with wisconsin. Because i think the clip you just played there raises the question. Why is president obama, who we know has been staying away from these close battleground states this year because his popularitys not where it used to be. Why is he in wisconsin where youre having the hottest governors race in the country. One of the closest races. Why would the candidate bring him so close to the election . We thought wed take a look at the map here on the big board and show you why that is. This is actually from 2010. This is the last governors race in wisconsin when scott walker was first elected. Hep won this race 5246. You see the red counties, the blue counties. The reason why the democrats want to bring barack obama in and theyre not afraid of the backlash in other states, because of how polarized the electorate in wisconsin is. And the story really can be told if you focus on two counties. And its right down here. This is milwaukee. That didnt quite take. This is milwaukee, the blue one in the corner, Milwaukee County, and right to the west of it, this is waukeshaw county. They have been getting more and more liberal, more and more democratic. Voted 71 for scott walker in 2010. And Milwaukee County much more diverse, heavy africanamerican population, much more than the state. A big democratic county. The question here for democrats is, not converting, its getting a bigger number out of milwaukee. Can we turn over to colorado . One thing being said a lot, the control of the senate maybe rests on that colorado race. Why is that . Do you think thats accurate . So colorado is an interesting one. We can show you right here. Where it stands right now, republicans think theyre in a good position because it is the average of all polls in colorado right now. And by more than three points, cory gardner leading mark udall. What democrats will tell you is, well, the polls are wrong. Thats what any campaign is always going to say when theyre losing. The polls are wrong. Theres a reason why theyre saying this in colorado and might be something to it. Thats because the last time in 2010 when there was a Competitive Senate election in colorado, there were 11 polls taken in that state in the month leading up to the election. 11 polls in not a single one of those 11 polls did the democratic candidate Michael Bennett lead. And yet, on election day, bennett won by two points. The democrats had a superior turnout operation. The polls are wrong again, our turnout operation once again is going to defy what the polls say right now. And still a lot of mailin ballots to count, as well. That may swing things. All right, you can watch up with Steve Kornacki every weekend here on msnbc. A lot out stake in next weeks elections and maybe just a chance to change some of the gridlock were also frustrated with in washington. Former republican president ial candidate mitt romney told me if you want to see that kind of change on key issues like immigration, vote republican. I think if you see a Republican House and senate, therell be more ballots. And by the way, we do need Immigration Reform, need to secure the border, make the system more transparent. I think youll see that if we have a Republican House and senate. Its a sentiment president obama took some serious issue with last night after he was heckled by an Immigration Reform advocate. The young lady is expressing her concern about, about immigration and the fact that we dont have a comprehensive immigration bill. The problem is, she should be protesting the republicans thats what she should be doing. Im for it im for it so is there any realistic chance on either side of the aisle for these midterms to trigger change . Joining us now is chris van hollen, and an interesting point about his career, hes a former chairman of the Democratic Congressional campaign committee. You know this kind of midterm environment very well. Congressman, are there any real change agents poised to come into power on either side of the aisle of these midterms . Well, ronan, youve seen the past four years, the president has been seeking a partner in congress who is willing to compromise. There have been been numerous cases where he sought middle ground on budget issues or immigration. And its a good example. The president s exactly right. On a bipartisan basis, the Senate Passed Immigration Reform over a year ago. We havent even gotten a vote on that in the house today. And mitt romney is dead wrong on this issue because the incoming class are less compromising than some of their predecessors who didnt want to move at all on Immigration Reform. I am concerned that if we have more and more people elected on a platform of no compromise, the result you get is gridlock, which is why voters should listen carefully to candidates. And those willing to move the country forward, if that means crossing the aisle on some issues should be people they support. Bleak prognosis from the democratic side of the aisle there. In specific terms, though, what kinds of candidates would need to get into see a different outcome . Real movement on any of these issues . Start with Immigration Reform. Well, on Immigration Reform, look, the National Republican party understands full well that their antiimmigration platform was disastrous for them in the last president ial election. Which is why mitt romney is saying that they need to get it done. The problem is in the house, they have people who are elected from these congressional districts from the overall Public Opinion who are digging down. We havent had a vote on that. We havent had a vote, ronan, on increasing the minimum wage in this country, which is very popular. We havent had a vote on equal pay for equal work for women. Look, the big issue for democrats is turnout. As you heard in colorado and other places, the biggest risk to Democratic Candidates right now are democratic voters not turning out, which is why you see all this focus as we go into last week of getting democratic voters to get more energized to come out to the polls. If they do, democrats will do well. If democrats stay at home, obviously its a problem. So, congressman, in these last few days, is there anything that Democratic Candidates can do to try to change the stakes on that . Well, youre seeing some of those efforts, all right. So you mentioned president obama was in wisconsin yesterday. He was in my state of maryland the week before. We have a governors race there. You have senator clinton and former president clinton on the campaign trail. All of those are efforts to boost turnout. Every single poll shows, number one, that Neither Political Party is particularly popular, but they all show that the Republican Party is much more unpopular than the Democratic Party taken as a whole. The issue, ronan, is whether those voters will turn out and express themselves in the polls. Thats why youre seeing so much emphasis in the closing days of the campaign and efforts in republican controlled states to try to limit access to the ballot box because theyre trying to win by subtraction, not by addition. Which is a pretty undemocratic approach, if you ask most people. And certainly in terms of getting out the vote, the numbers on how apathetic people seem to be about these midterms are not encouraging. Neither is the weather there. The nurse at the heart of the debate over ebola quarantines is today facing calls that she isolated herself again in a second state after returning to her boyfriends home in maine. Those are calls that could be enforced. A state trooper has been stationed outside of her home. Now, its not clear what, if any, enforcement she could face if she, in fact, leaves. Casey hickox for her part says shes going to fight back. If restrictions placed on me by the state of maine are not lifted by thursday morning, i will go to court to fight for my freedom. Maine governor paul le page issued this statement earlier, saying he hoped hickox would voluntarily comply. Were exploring all our options, anyone who comes in contact with her and the ft. Kent community and all of maine. New england cable News Reporter amy sinclair is following every beat of this in maine. Really appreciate your taking the time. What have you heard from people on the ground there . Do they want her isolated . Reporter well, you know, i think there is no consensus. People in maine are all over the map on this issue just as they are across the country. There certainly are people who believe nurse hickox is making a selfish choice and she could make her protest and still abide by the 21day quarantine that the state of maine is asking her. And frankly, a lot of hate being spewed on social media. A Facebook Page being created. Mainers against casey hickox returning to maine. That page has seen more than 1,000 hits. Those are people who dont want her in the state let alone not abiding by the quarantine. Then, i spent a couple of days up in ft. Kent. The Senior Citizens in the grocery store. Well, if shes next to me at the shop n save, what will happen if we grab for the same tomato . So theres a little bit of misinformation about how its transm transmitted. And there are those who see her as a hero. And she is wanting people to know she doesnt agree with the state or federal guidelines and shes trying to change policy. Right. And certainly she put a lot on the line. But this is attracting a lot of controversy, as you say. But, just a second there, amy, while i still have you. When we see that trooper outside the home, what is that signal . What are you hearing the state could actually do to force hickox to comply . Right. Well, thats the big question today. And thats why we are you see the state capital is behind me. In augusta at this hour. They are all trying to figure that out. They have scheduled a press conference for 4 30 this afternoon. The timing of that is key because, of course, the courts close at 4 00. I think theyre exploring exactly what their Legal Options are after 4 00, well hear from them. Thats a question were asking. The state trooper is parked out there. If she walks out the door, what exactly are they going to do . And she has said shell no longer abide by the quarantine as of thursday morning. Helpful reporting there from amy. And tell kenny our whole staff appreciates this. This is unfolding at a national level. President obamas going to be in the situation room at this hour. And later this afternoon, hell meet with Health Care Workers who like casey hickox have been on the front lines in africa. Health care workers he defended yesterday. Weve got to make sure those workers who are willing and able and dedicated to go over there in a really tough job that theyre applauded, thanked and supported. That should be our priority. But today, secretary of defense chuck hagel approved an order mandating 21 days quarantine for any u. S. Troops returning from those hot spots in west africa. Joining me in washington and following the national response, kristen welker. Kristen, good to have you back, first of all. Are these mixed messages were hearing from the administration . Well, thanks for having me back. The administration would argue that the military and volunteer Health Care Workers are two totally separate entities. They would say that the rules that apply to the military do not necessarily apply to citizens as we see in all sorts of circumstances. Having said that, it certainly does underscore the fact that there are really a patchwork of different policies here. One that applies to the military, then, of course, we see whats happening in new york and new jersey where they do have mandatory quarantines. You have the cdc recommendations, which differ from that. So, certainly it underscores the fact, this is complicated, and the administration has been answering a lot of difficult questions about that. Why cant they get everyone on the same page . They would argue, look, they cant force the states to do anything. President obama yesterday defended the administrations handling of the ebola response. I anticipate well hear that from him again today when he speaks later about the ebola crisis. And hell likely make the argument that weve heard him make a number of times, which is that these mandatory quarantines could disincentivize Health Care Workers from going to west africa to combat this disease. And the administration makes the point, thats the key to resolving this, to fighting it at its source. Thousands of Health Care Workers needed there, ronan. And certainly in that czar role, the administration is making a concerted effort to give a coherent piece of messaging. Kristen welker, really appreciate it. Thanks. And one race getting the label of most suspenseful on the house side, its in arizona. For Gaby Giffords old seat, the second district. That race pits incumbent democrat congressman ron barber against martha mcsally. Its a rematch from 2012 where barber won the race by less than 2,500 votes out of the over 292,000 ballots cast. Smart folks who raid elections from the political report all rate this race a tossup. Which may be a reason why weve seen almost 9 million pour into this tucson race. Last week, we took a trip down to arizona to take a look. With ron barber, nancy pelosi and the white house found the perfect lap dog who follows commands. In congressman ron barbers district, over 9 million spent on tv ads this election cycle. And most of that money does not come from arizona. When it comes to the war, ron barber is missing in action. Ron barber proudly plays politics while working women pay the price. These are people trying to steal our elections, and they dont even live here. They have no reason to be impacting our elections or our policies. And yet, thats what theyre doing. But its not just republicans who are spending big on this district and their candidate, martha mcsally. Outside money is coming to barbers aid, as well. Take a listen to this ad from the group. I knew. I just knew. Martha mcsally opposes making it harder for stalkers to get a gun. The Arizona Republic called that ad vile, and made them question if perhaps the tucson shootings changed Gaby Giffords for the worse. Theres a reason why the Campaign Wars have seemed endless. She ran against barber in 2012 and lost by only 2,000 votes. Such a small margin, in fact, she originally thought she had won. I went to freshman orientation, i was in the photo, interviewing staff, and i had to come home 11 days later and concede the race. This time, shes not taking any chances. She even got one of the biggest names in the Republican Party to come stump for her. Just days before the polls close. They lost by a narrow margin. Theyre within the margin of error right now. Youre saying both parties come in here and work real hard. One person unintimidated by romneys return, ron barber. As far as governor romney, i would say youre known by the company you keep. And governor romney is has a view about the American People that i think is totally negative and totally wrong. So that is the Romney Mcsally ticket, if you will. It could cross the towns main highway any day now. Halle jackson has more for us from hawaii. Ronan, this is the origin, the source of the lava flow, the kilauea volcano. Its moving really fast underground. As it approaches, it slows way downright now traveling at 10 to 15 yards per hour. Within a couple hundred yards of a road many call home. A little further from there the main highway, that gives the best access to other parts of the island. Hawaiian officials are trying to build out alternate routes if it crosses. One local Elementary School has been closed indefinitely. Students are being shuffled to other buildings because that school is in the lavas path. People are packing up, theyre leaving, theyre staying until right up until the last minute. And thats okay, officials are letting folks stay in their homes and even watch as the lava begins to people have it for nurse. Its also to let folks get closure to gou through a grieving process. Thanks, halle. This volcano is among thank you so much, professor carr. What triggers this kind of lava flow. This has traveled a tremendous distance. Not as lava, but as solid rock. Started on the earths surface, went down into the into the mantle to near 2,000 kilometers down. And then its come back up. And its been in the same place its been in now for about 100 million years. Very longlived. In your scientific opinion with how active this volcano is, should people be allowed to live this close to kilauea. Yes, they should. Many of these people have lived in the same place for generations. So the probability of the lava getting to your place is not that high. What i would, if i were to live there, i would want a house that you could put on wheels and toe it away. Tow it away. One thing striking, its not the lava itself. Theres poisonous smoke and gas and Power Outages that have to be dealt with. Tell me more about the fallout you see with this kind of eruption . Once you have one of these flows, it becomes wasteland. So i think the village being impacted now probably doesnt suffer too much from gas because a lot of that is escaping where the lava is coming to the surface and thats about 20 kilometers away. We are hearing from the survey that hawaiis volcano observatory is tracking the gas and they say that the emissions remain elevated, but you think thats not a threat to the people on the ground in this area with the homes. No, i dont think so, theyre walking up to it. And its quite scary. Its hissing and crackling. And ive been there. I havent been affected by the gas that much. Youre not trapped in a low area and the wind will just blow the dangerous gases away. Whats the best thing you can do to be prepared . Attorney general eric holder just a few moments ago responding to reports of a major shakeup at fergusons police department. Reports indicate that shakeup could come as early as next week. And could include the resignation of chief Thomas Jackson. The source with direct knowledge tells our tremain lee that the plans are delicate. Obviously this comes in the wake of the Police Shooting that killed Michael Brown. And the impending grand jury decision on whether or not officer Darren Wilson will be indicted in browns death. Tremain lee has been covering this story from the beginning, in the thick of the tensions there. What are your sources telling you about this shakeup . Sources are saying that for the last several days, there have been backdoor meetings and telephone chains where theyve been discussing a plan that may include the resignation of officer of chief Thomas Jackson as well as possibly officer Darren Wilson. Now while the details have not been cemented, numerous sources a growing list of sources including those in the Obama Administration tell us something is going to happen. Its a matter of time. But now that word is getting leaked out, it may have been complicated as being described a delicate and tricky situation. Something is going to happen. Its a matter of time now. We should say that the Ferguson Police Department Just tweeted a response. They said ferguson chief says he has not resigned, he has not been told to resign. He has not been fired. If he leaves, itll be his choice alone. Should chief jackson step down . You know, i wouldnt make the determination whether chief tom jackson should step down or not. Clearly in the state in conjunction with other officials. But i think the call is rising for something to happen. Even if its a matter of appe e appeasing the people, the emotions that something is wrong in this police department. Attorney general eric holder says it seems clear and appropriate that wholesale change needs to happen. What that will look like has yet to be seen or determined. Whether or not to indict Darren Wilson in browns killing, or not, something has to change from the ground up. This has been echoed in the attorney generals statement, on the ground for, you know, 70 plus days since brown was killed. And what kind of effect on the community there which you know quite well at this point would that kind of resignation have . Do you think it would have a pacifying effect . I think a pacifying effect would take the step too far. People want some change. And they point the finger at the department and chief jackson who from the beginning. Remember, this Department Left Michael Browns body out in the baking sun for more than 4 1 2 hours. Some would say, if that decision had not been made, we might not be dealing with what were dealing with now. But, still, others say that all of this. All of this action, all of this backdoor maneuvering, all the leaks are doing nothing more than simply preparing the ground for what many believe will be a no a decision not to indict officer Darren Wilson. So while it may appease some, others see this just as more stuff rowing down the stream to kind of cool the land before what they think would be a bad decision. And you mentioned the handling of the crime scene. Thats something that Michael Brown senior was on this program talking about saying they treated his son like road kill. Upsetting for anyone. One other note. Police in ferguson are spending a lot of money on preparedness for more protests. Theyve spent 172,669 on other equipment. Are they preparing for more unrest . Oh, theyre certainly preparing for the prospect of more unrest. And i spoke to a few protesters this morning who say why would this be the response . Why are you buying body armor . They purchase something called a hornetshornets nest grenade. When they explode they left off a chemical agent simultaneously as firing rubber bullets. This sounds like preparation for a battle, a war. People are angry. Largely theyve been peaceful. Why would police amass this kind of equipment . Police say theyre preparing for the worst case scenario. Thanks for following that for us. Thank you for having me. This unrest in ferguson has raised broader questions about tensions between police and the populations that they police around the country. The New York Times columnist charles blow has been an outspoken voice, the author of a new book fire shut up in my bones. I sat down with him and asked him how this unrest in ferguson is echoing nationally. Its both particular and kind of universal, this idea of people feeling oppressed and that people will only suffer what they believe to be oppression for so long. For every one of those situations, there comes a breaking moment. And i think in ferguson this is their breaking moment. This is a moment that crystallizes what they see as the issue, as a struggle for equality and representation and freedom against authority. And i think, you know, its really important to recognize that that is the underlying sentiment here. That, yes, there is a tragedy that there was a police officer. He has killed a young man and we have to wait and figure out what how the legal system treats that. Bigger than that, however, is this idea that people have now found their voice in wanting to advocate for themselves and to say, i want to take back some of the power that i feel has been taken from me. And thats what were seeing on the streets. And i think that happens periodically and kind of situationally around the country. We see these flare up. What the challenge is, is to link those things together and so theyre not regional or theyre not town specific. So it becomes a National Moment of raising consciousness about this. It seems like that is part of the power of the ferguson story. It is pulling back the curtain on all of these simmering tensions and getting people to shine a lot on it. Thats one thing you write about eloquently. In particular, this struck me. You talk about passing through alabama on a road trip and seeing racist graffiti. This is what you wrote, there was something about this, about the racial part that made it feel more different. Not more or less wrong but different. It evoked my worst assumptions about that place, that it was one of the places between places. Not a part of of the world where racial hatchets had been buried. This is one of the places where harsh stares tracked brownbodied men from the slits of squinted ee eyes where trees had not so long before been morbidly adorned with strange fruit. A really chilling passage there. Do you think those pockets of racism that linger are inevitably going to dissipate or does there need to be some kind of National Movement to eliminate them . I think we have to recognize that there are pockets of racism, kind of overt racism, and there is also the impress n impression, you know, what i was hinting, was baggage that i had carried to that place. Because a life that is lived experiencing sleights large and small, you become in some way hypersensitive to all forms of aggression, of things you perceive to be aggression, things you perceive to be discriminatory. And you have to we have to, as a society, untangle those two things that because there sh so much systematic bias, people take that on as a weight they carry through their entire lives. They even feel it when its not present. Once we recognize that were doing that to people, once we recognize were forcing them to carry a load that no one else is having to carry, we can better empathize with that journey. It is systematic, one of the most interesting points you make. This is not just in alabama, this is all over the country, even in places you least expect it. Youre talking frankly about your sectixuality making an important point saying im in my 40s and its not a transitional moment. Would do you think that generates so much skept snichl. I dont spend a lot of time dwelling on the skeptic part of it. Truth is truth. It requires no explanation or defense. But i do believe that there are not enough examples of people who are willing to say that sexuality is a spectrum and i may fit somewhere along that spectrum and i dont fall into the lazy binary of this or that. That theyre fluid and its circumstantial and they may meet someone who they are attracted to and that it will subtly shift that dim across the spectrum. Theres nothing wrong with that, and being honest about that. I actually believe it frees more people up, particularly children who need role models of all sorts to say, i may be different and this is one of the differences that may apply to me and this is a person who is living. And it is beautiful and normal. And that is a sentiment that is increasingly accepted with younger people, but i think its still an incredibly valuable and sort of novel, unfortunately, statement to come from someone with your prominence and your platform.
