Advantage but it would appear that this was not necessarily a great week for them. They were hit with a trio of not so good to downright ugly poll, and some Key Senate Races that they are hoping to flip. Showing candidates like Betty Orourke in texas and fill bredson in tennessee and jackie rosen in nevada, all trailing. And in the house, where democrats need 23 seats to win back control, the cook political reports latest forecast says the democrats are more likely to pick up something closer to 25 seats, versus say 40, which yes, it is still enough for them to take back the house, but a blue wave that is not. Especially considering democratic expectations. So whats going on here . Are republicans staging a defy the odds comeback as they did just two years ago . Or are we seeing republicans on something of a sugar high after winning the kavanaugh fight . To make matters more interesting, according to a New Washington post abc news poll out this afternoon, there are signs that kavanaughs confirmation has actually given a small boost to democrats, at least in the national numbers. 33 of registered voters say they are more likely to support democratic midterm candidates because of kavanaughs confirmation, compared to 27 who say they are more likely to support republican candidates. That advantage is being driven, you guessed it, by women, who say the episode draws them towards democrats over republicans, by a 16point margin. So what the heck is going on right now . Are we still looking at a wave . Is it more of a sprinkle . Are democrats as much of a slam dunk to win back control of congress as everybody thinks . Is the Senate Already lost for democrats . Or maybe not . One thing is for sure, nothing can be considered a slam dunk in this political environment. So to talk through all of this, im joined by tonights panel, shauna thomas, Vice News Washington Bureau chief, alfonso augustuilar, former chief of the u. S. Office of citizenship and donna edward, the former Democratic Congress wham from maryland. Thank you all for being here tonight. I want to start with you, from kind of the reporting perspective on all of this. And we will start, i want to look at two states in particular that it seems to me have been most affected by, in the wake of the kavanaugh fight, one of them is tennessee, where a new poll shows Marsha Blackburn leading 54 to 40 . That had previously been a neck and neck race essentially, and then there is texas, where ted cruz, according to a New York Times poll is leading orourke 51 to 43, also closer than it was. Are these states that basically are now permanently in the republican column in the wake of kavanaugh or not . I guess one of the things is were they not already kind of were they ever in play . Exactly. I think the thing about texas that we should note is yes, there has been a lot of Energy Around betto, there is a lot of money around beto now, too but if you talk to people in texas, one of the things someone said to me when i was down in texas a couple of weekends ago as a native texen. As a native texan, was that some of betos play and some of what the Democratic Party wanted there was something to start to get to a good place, by 2024. By 2028. And the thing is, there is a lot of energy and everybody makes the obama pairsons, and we understand that. But when you talk to people there who are kind of realistic, they are very cautious about saying this was suddenly, texas was suddenly going to go blue this time. I want to talk a little bit about that in a second. But alfonso, this looks to be certainly the way we just framed it, it is positive for republicans. Do you, whats your take on whether this is going to be a blue wave . How cautious should democrats be in their expectations . I think very cautious. I still dont see the wave. Obviously, if you look at the map in the house, it does tend to benefit democrats. If you look at the tossup races. According to real clear politics, we have 32 tossup races. Of those, only two are democratic seats. So that would tend to benefit democrats. But if they end up winning the house by five or six, seven, eight seats, that is not a blue wave. In terms of the senate, i think republicans are looking pretty good. Tennessee is looking like Marsha Blackburn can prevail. Ted cruz as well. That would take republicans to 50 seats. And then you have how many, about six tossup races, only two of those are republicans. Nevada looks pretty good for republicans. For dean haller. So in the senate, republicans could actually expand their majority by one or two seats. 52 to 53 and that would be a big victory for republicans. And for donald trump. So donna edwards, what do democrats need to do right now . I think it is the same thing that democrats needed to do all along, which is that individual democrats focussed in on their race, on the issues that matter to democratic voters, and getting turnout. Something that we have not been so good at in midterm elections. And i think that is what is different here. If you look over the course of the primary season, democrats were turning out for real to vote. I dont think that enthusiasm has gone away. And look, whether it is a 23seat win, which would be perfect, a 33seat win would be good, too. A w is a w. Shauna, lets talk about orourke for a second. He raised more than 38 million in the third quarter, which our mark murray pointed sought more than barack obama raised in the 2008 before iowa and new hampshire. And there are differences in Online Fundraising now but that is a still a pretty stunning number. That has been leading to hand wringing, wouldnt that money be better used in some of the other races that actually might be closer . Yes, i think that is one of those issues. And also, we have to say that the Republican Party, or sorry, the Democratic Party, isnt really putting a lot of money into texas. And part of that basically none. Basically none. Part of that is beto is so successful in raising money especially outside of texas. I think the question for them is if he, im sure theyre not asking this question, because they would never say he is going to lose if you talk to his campaign, but if he lose, what do you use some of the rest of the money for in terms of setting up the Democratic Party for the next two, four, six, eight years. And im interested in seeing what they do about that, if he were to lose. Well, very interesting races in texas, for the house, you have calderson, pete sessions, you have heard, as well. In districts where you have a lot of hispanic voters. And right there, those three races, they are pretty much very tight. And thats also a situation where having beto at the top of the ticket also could mean that you pull some of those house races out for democrats. In a certain way. Right. But you have greg abbott at the top of the ticket on the gubernatorial side. I think that is part of what democrats as well are counting on and i dont think we count beto out quite yet bought we havent factored in the 1. 8 new registrations that will not factoring in these polls. And it is going to pull some of those democrats through in these key states. Have we seen any poll, i know they have been close, where beto has been ahead . I think the vast majority, ted cruz has been ahead. So i just dont see look, ted cruz is zboig wgoing to win but should be winning by two digits. And i think that is the story in texas. The beto story is that it has energized the democratic race across the country and not just in texas. With the polling, it is very hard to factor in new voters into the polling because they are not part of the screens and i could get super wonky, but i dont want to, and here is the point, we dont really know how that is factoring in, but the democrats will call it a win if he only loses by five points. And donna, what kind of number does he need to post to have Huge National profile and potentially launch a bid for president . Everybody has kind of said hold off, see if he can win in texas first. Is the potential still there in your view if he loses . Look, i think a lot of things are up for grabs on november 7, after all of this is over, and i think if beto can be within that five to sevenpoint range, i think it does range his prospects. But there are going to be a lot of players on the field for 2020. Lets talk about the house for a second. And alfonso, i want to ask you about this. It is the 27th Congressional District of florida. This is the miami area district. That went overwhelmingly for Hillary Clinton. 58. 5 to 38. 9. Currently the republican, Maria Salazar is leading donna sha y laylala, is this recruitment successor failure, because donna doesnt speak spanish. I think the democrats underestimated the leadership and the recognition that Maria Salazar has in southern florida. She is a very wellknown tv anchor. She is cubanamerican. A good chunk of the electorate in that district is cubanamerican. She is committed to the cause of cuba. Cubanamericans in southern florida are not very happy with democrats in terms of the position towards cuba. So i think they underestimated her. And the last poll i saw, she is ahead by two points, within the margin of error, but i think she is a fantastic candidate. She is very charismatic. How many do you think the democrats missed in this landscape that could shift the strategy or are there so many tossup districts . Democrats did a fantastic job of recruiting candidates if you look across the country. Where you have a tight race in florida, you go to mcsallys district in arizona, where the democrat Ann Kirkpatrick is leading very comfortably in a seat that really probably should flow to republicans. And so i think that what you have to look at is each individual district. And there are stories to be told about them. And i think in, you know, in florida, one of the disadvantages i think that shalala has had, is that she is running against one of the few recruitment successes that republicans had in this cycle. And thats one case where we have a large group of hispanic voters where they are identifying with the republican candidate. But republicans have an hispanic problem. There are about 10 race, california, texas, kaufman in colorado, in districts where there is a large hispanic electorate the and democrats are doing very well. In south florida, you might actually get a bump among the nonhispanic, noncuban hispanic voters, who at the end could split, because the president is in the wrong place on so many issues. I also think the Energy Behind so many campaign, especially with the house campaigns, have been with people who are young, who have not run for office before, who havent necessarily, there are a lot of obama babies as well, in Foreign Service or the state department or things like that and donna shalala, while she has experience, that harkens us back to the clintons and another time. And it is hard to run on that kind of new energy, when you are connected to the clinton administration. Im glad that you raised obama, because i do, before, while we still have time to sneak it in, there is a little bit of a debate going on in the Democratic Party about when they go low, we go high, and whether or not that is what the Democratic Party should be doing. Take a look at how some democrats have addressed this recently. When they go low, we go high. No. No. When they go, we kick them. When they go low, we kick them. You cannot be civil with a Political Party that wants to destroy what you stand for, what you care about. I think there is only one approach with this president , and that is the approach that we hit harder. They asked me would i like to debate this gentleman. And i said no, i said if were in high school, i would take him behind the gym and beat the held out of him. That was michael avenatti, who seems to be leading the charge if anything among democrats. Donna, what is the right strategy here . I dont know, i mean i think you have a race, for example, in kentucky, where amy mcgraph is running against andy bar, and she has really decided she is not going to go low. And we are going to see if that strategy pays off. What about against donald trump . Well, look, i think it is tough to hit donald trump in the way that he hits, because he seems to know no low. And so i think national democrats, we are going to have to really come together and figure out how it is that we run against donald trump. And it could be getting a House Majority and then talking about the things that we are going to do. I think that helps. Talking about impeachment. I think the comments from hillary, theyre pretty scary. So basically, she is saying the only way we can be civil is if democrats are in office. We cant be civil with republicans. I believe this is a reflection of what is happening in the Democratic Party and moving to the extreme left. And this is the error that democrats are making. Only 2 of American Voters are liberal only 20 of American Voters are liberal. Do you disagree though that donald trump has made the discourse in this country more uncivil . He has made it uncivil, absolutely, but he has 40 of conservatives who are willing to go with him, and the economy is doing well, they are going to respond well to his policies. Donald trump, it is a phenomenon, where people may not like him, his popularity is about 41 , but when you ask people about the economy, they like where it is going. They like his economy policy. So i wouldnt look at trump and say he is very unpopular, he makes statements that make people cringe, that means people are not willing to reelect him. He should not be underestimated. But i think moving to the extreme left and looking for confrontation on every single issue i think doesnt help democrats. They need to show that they are willing to govern and will be to be civil. I am not seeing that from Hillary Clinton. I understand what youre saying, the idea that theyre willing to govern on every level, but if you arent going to confront President Trump, if you are not going to be im not sure they can be civil and actually get their point across in the same way, because he is very good at pr. He is very good. What he says gets a lot of attention. He is very, very good at that. And if they are going to totally take the high road, i think you have to talk about like the communications and pr strategy of, will you be able to pull any attention away from the president of the United States . Who automatically gets some, because he is the president of the United States. Even without what he says. It is a major conundrum for democrats. Stay with us. What happened to Washington Post columnist Jamal Khashoggi and what if anything is the u. S. Willing to do about it . Khashoggi walked into the saud ji consulate in istanbul last week to get an official document before his upcoming wedding and he never walked out. Turkish authorities is confirmed to tell the u. S. , they have recordings from inside the consulate providing evidence that khashoggi was killed inside. Nbc news has not seen or heard the recordings but we previously heard that the turks bugged the consulate. The saudi journalist columns for Washington Post was critical of the government, including saudi prince mohamed bin salman. The Trump Administration is pushing for sanctions and to scrap u. S. Arm sales to saudi arabia, but the president sounded skeptical yesterday. I dont like stopping massive amounts of money that is being poured into our country. I dont like the concept of stopping an investment of 110 billion into the United States because you know what they are going to do, they are going to take that money and spend it in russia or china, or some place else. Im joined now by nbc news chief Foreign Correspondent Richard Engel who is in istanbul. Richard, thanks for being here. Im hoping that you can walk us through, to start with, why wit was that the saudi government was so focused on khashoggi. We have a sample of some of his Washington Post columns. Saudi arabia was not always this representative. Now it is unbearable. Saudi arabias crown prince wants to crush extremists but he is punishing the wrong people. Saudi arabias crown prince is acting like putin. These are in some ways very personal criticisms. Can you kind of give us some background about how the crown prince interacted with mr. Khashoggi . Reporter well, it is hard to know exactly what may have motivated the Saudi Crown Prince and why he, according to turkish authorities, would have organized and ordered this assassination. Saudi arabia of course denies that it did any such thing. But it seems like a massive overreaction. And something that has totally backfired on saudi arabia. Experts we have spoken to are asking themselves, and many people in this region are asking themselves tonight, what was he thinking . This seems to have been a very emotional operation. An operation that was launched with not much thought about the potential consequences. What kind of person orders an assassination inside a diplomatic building that will beat a trail right to the government that owns that building . Many journalists have been killed by authoritarian governments around the world. Usually they try to cover their tracks a little bit using a poison, or having a car bomb, or at least something that gives a plausible deniability, not doing it inside a diplomatic building, with a hit squad arriving into the country, and then leaving on chartered planes. So it is very lard to know what would have moat hard to know what would have motivated the Saudi Crown Prince or anybody else to order this kind of operation that has backfired so badly on the saudi government. Because yes, khashoggi was a critic of saudi arabia, but there are many critics of the crown prince. Absolutely. And that is an interesting point. I think the question for us now, here, in the United States, is what exactly does this mean for our relationship with saudi arabia . We actually have some new comments from the president on this question. He was just answering questions from reporters who are traveling with him. Lets take a look at. That we will talk about it. Mr. President , are you reevaluating the relationship with saudi arabia . Well, we are going to find out what happened with respect to the terrible situation in turkey, having to do with saudi arabia, and the reporter, and nobody knows quite yet. Nobody has been able to put it all together. People are starting to form ideas. And as theyre formed, we will let you know. But certainly is a terrible thing. A terrible thing. He seems to cast this in a little bit more negative light than he did yesterday. But at the same time, no indications from President Trump that this is something that will fundamentally change the u. S. Relationship with saudi arabia. Steve mnuchin still attending a conference there at the Ritz Carlton Hotel that was actually used as something of a luxury prison for some of the political enemies of mbs. What is your take on how this should affect u. S. Relations with saudi arabia . Reporter well, i think what President Trump was saying right now is that he wants an explanation from saudi arabia. So far, saudi authorities havent been giving an explanation. They have only been saying that khashoggi went into this consulate behind me, and they say that as far as they know, he left and was alive and well and they dont know what happened to him after that. What weve seen over the last week or so is increasing pressure from the turks, where with leaking out information, more information coming out today, about these recordings, and what may have been the source of these recordings. Pressure from the Washington Post, pressure from the white house as well, pressure from members of congress, to get the saudis to at least give more of an explanation. And today, we saw saudi arabia say we will participate with turkey in some sort of joint investigation. So we will have to see what the saudis say. They may come up with a preposterous excuse. They may try and blame another government. They might try to blame a rogue agent. I think what you just heard from the president is him saying, lets hear what the saudis have to say, and maybe he will accept that, whatever offer they have, and use that as an excuse to resume negotiations. But i think now, the ball has been put firmly in the saudis court to come up with a better answer. Some of what you were just saying, richard, suggests warming relations potentially from the United States and turkey, and this also coincides with the release of pastor brunson. What role do you think that relationship, the one between u. S. And turkey, playing how this plays out with mr. Khashoggi . Reporter so there are a lot of dynamics that are at play right now as this crisis a little bit came out of no place. Everybody knew that khashoggi was not in good graces with the saudi government. He himself knew it. He knew it wasnt safe for him to be living in saudi arabia. The turks knew it. That is why he had been living in ex ilt exile in the United States and spend quite a bit of time in turkey here as well. Now, turkeys relationship with saudi arabia has come to a head. This crisis is now made it, not an open war yet, but certainly an open wound between the turkish government and the saudi government, and that, for turkey, could be a very expensive prospect. Saudi arabia is an enormously powerful oil rich kingdom. And turkey has been in the midst of an economic war with the United States, over the incarceration of pastor brunson. So i think it makes sense, and i think that is what we saw today, is as turkey is looking at its future, at least in the short term, and it is seeing a fight with rich saudi arabia, it wants to get out of the fight, and did get out of the fight, i think, with the United States by releasing the pastor. Michael basically wiped mexico beach off the map, when it came ashore on wednesday. A fate residents of one small and isolated Louisiana Community are trying to avoid. Isle de jean charles is sinking into surrounding waters. The residents have received a multimillion dollar grant from the government to relocate to higher ground. You could call them the countrys first Climate Change refugees. It means abandoning a place their families have called home for generations. And it is a decision that many communities around the world might face in the coming years as sea levels continue to rise. It is the focus of a documentary, home beyond the water which is part of this years meet the press film festival. The indians were in the way of the white man. So they looked for more land and more land, and thats how we got to over here. And the government takes it, so we settled over heerks and was happy, and over here, and was happy, and now Mother Nature is getting us away. Isle dejean charles, what is the saying, ka nare yeah car nary in a mine field, over here, we have the Sea Level Rise, and you have the global Sea Level Rise, which is slight. But about 80 of the Sea Level Rise here is because it subsided. So we are both subsiding, and you have the global Sea Level Rise at the same time. So we are sinking by i think it is three millimeters a year. And it doesnt sound like much, but you go into 40 years, 50 years, you start to notice differences, when you already only are slightly above the water. In the beginning, it was a slow process. It was really not noticeable. But then whenever the water started coming in, even more, it got to be more rapid. Because more water was coming in, and the land didnt stand a chance. What was the process like to convince the government to give you the money that you would need to do Something Like this . It was a long time of planning. So we started in 2002, planning and trying to make this happen, and we went through several lit rations and finally we teamed up with the state of louisiana, through the National Disaster resilience plan, to get this under way. So what was the process of convincing residents like . These are people who have lived in their homes for years, decades, to try to have to say to them, hey, we need to you actually pick up, and move. Was that a difficult process . So it is difficult, and many are on board, and i was little when a hurricane actually took my trailer and we moved because i was very ill, and we have folks that are ready and know it is time to leave, and we have some, like my grandma, who turned 94 this week, who is not moving until she has to. So it is a delicate balance to try to negotiate. Talk a little bit about how you understood in your community that this was what was happening, that it was Climate Change and sea levels that were rising, that were affecting you directly. I mean what did people in the Community Notice . Was it an increase in storms . Is it literally the land eroding or disappearing . How did these effects that we think of so often as nebulous and far away actually show up in your community . So it started with the land eroding. Then just this week, with michael coming onshore, the road was covered with water, because we have a south wind for a long period of time. So it is not having any more buffer to protect you you. So the water is actually at your door. And the road was covered this week alone four out of five days. Because of the storm that was hitting over 200 miles away. So it is these gradual things that you notice. The water encroaching more and more on your property. And what would a hit from a storm like michael, a direct hit, for example, have on your community . Could the community survive a direct hit from one of these big storms . No possible way. Talk to me a little bit about what the resettlement process is going to be like. How does it actually work . When residents move to their new homes, will they own the land or will it stand remain in the hands of the u. S. Government . They will own their own parcel of land that their house is on. They are supposed to have a 501 c 3 developing for the land. Those details are still being negotiated with the state of louisiana. And there was somebody in my twitter feed earlier today who wondered, and donna, i will put this to you, why are exactly republicans focused on these two women . It seems that they have been turned into more. Im curious your take. Part of it is because they are so effective. The women are effective. And sometimes the ads are. But i will tell you what, i actually think a lot of the feeling about Hillary Clinton and about nancy is already baked into the cake. And it reminds me, cycle after cycle, nancy pelosi, morphing into what democrat is running. Why are they effective . I think that republicans always have to find someone to run against. And they found nancy pelosi in particular to run against. And part of that is because they cant run with their president. They cant run on the tax breaks that havent worked. On repealing obama care that hasnt worked. And so they choose nancy pelosi. She is right. Theyre not running on the republican policies that have been enacted in the last couple of years. Well, lets be i think candidates are talking about policy. But in terms of the ads, i think both sides are, you know, the democrats are, are using trump, backing trump, so who is less popular than donald trump nationally . Nancy pelosi. That is actually not true. Actually, i have seen polling which has her at 28 popularity, versus donald trump who is at 41 . That is not great. But what im saying is that nancy pelosi and Hillary Clinton are two people that are very toxic within the conservative movement, within the republican base, so it is perfect to energize the base. Thats why theyre using them. It makes sense and i think democrats do the same with donald trump. I just dont see but does, but can you energize new voters by attacking nancy pelosi and Hillary Clinton . Does that actually work . Because it does kind of work with some new voters i would say the ads are exclusively about nancy pelosi and Hillary Clinton, i think there are ads about issues, there is a diversity of ads to connect with different groups. I would say on the tax cuts, there were a couple of races where they tried that in ad messaging and quickly decided that wasnt working for them, so they pulled them down and instead talked about immigration. But sadly, if you talk to any political strategist from the right or the left, they are going to tell you the negative campaigning, weeks before the election, sadly works. To your point, on policy, democrats are actually, for the first time, maybe, running on obama care. Yes. I mean there has been a lot of efforts on the democratic side to create messages to show, to basically say hey, these republicans tried to take away the Affordable Care act. It didnt actually work. You like your coverage for preexisting conditions. You like the fact that your kids get to stay on your Health Insurance until theyre 26. And some of that messaging seems to be working. A lot of Democratic Campaigns have really embraced that message. Part of the reason is because people at home have obama care, and they like it, and it works. And so anybody who is going to run on a message of taking away Peoples Health care is not going to win an election. And i think a lot of democrats are resting on that. I think the ads are very effective. But you know what . Theyre not, because they dont mention obama care. They are talking about preexisting conditions. And are they totally honest . I dont think so. I dont think republicans are against, you know, not covering preexistingf preexisting conditions. Health care is a big issue this election. I think republicans are also making an issue saying that democrats want medicare for all. Both sides are talking about health care. I want to switch back to we were a bit animated. In the last panel talk about the rhetoric of violence or not and how exactly supposed to be approaching your opponents. There was this in the last day or so from the Republican Pennsylvania governors candidate scott wagner. Im going to refrain from sum riding whe i summarizing what he said and just show you. I love your campaign stuff. Somewhere yesterday your people said ive raised the flag. Governor wolf let me tell you between now and november 6th, you better put a catchers mask on your face because im going to stomp on your face with golf spikes. Were throwing you out of office. Im sick and tired of your negative ads. Im going to stomp all over your face with golf spikes. Is this the kind of republican we want . I try to be nuanced but sadly the country is polarized. Washington is polarized and people expect you to take one position or the other. I think that is despicable. Thats not the type of politician i would want or elected official. Its sad hes using that language. Sadly, it happens on both sides. Somehow, at some point, we need to come together as a nation especially after this kavanaugh process which divided us and find a way to be able to have a civil conversation. Isnt it President Trump thats really caused the discourse to turn that way . Definitely. President trump as contributed to that with his rhetoric. To be fair, the country was divided before donald trump. Hes just exacerbated the situation. Yeah. I think cooler minds have to prevail in the Republican Party and the Democratic Party. Im curious about his staff and who lets him say that and posted that. Whether or not thats how he feels about that. You can just turn on your phone and go. We should be able to find some floor that we can all agree on. I agree. Its unmistakable that the president of the United States has used the language of violence and of hate and of anger to fuel his own campaign and that candidates across the country, republican candidates in particular have adopted that same language of division and hate. Dont forget eric holder was talking about kicking. Kicking is violence. Hillary clinton isnt you cant be discivil as people are getting confronted in restaurants and other worse things have happened. John lewis was spat on by the tea party during the afford care debate. Lets not forget. All right. As we wrap up here, i want to go back to this question. Democrats remain the clear favorites for the House Majority but a modest increase in gop to vote might curtail how they can push the battlefield in red districts. It out look remains to be 25 and 40 seats. If the election were held this week, it might be on the lower range. My question for you is what does ha mean for nancy pelosi. If there was an incredibly narrow democratic majority, could she still retain the gavel . I think nancy pelosi will be the next speaker of the house. You dont think the 10, 15, 20, i havent counted in a while. At least 19 House Democrats who said they wont back her. Its a majority vote. Its a secret ballot. Nancy pelosi wouldnt be running if she couldnt count her votes. Any chance pelosi is not speaker . I seriously doubt she will not be speaker of the house. I see the math that youre trying to do there but i dont see how the democrats would allow the republicans to have enough votes to have a republican speaker of the house. Im not suggesting that.
