Children that are coming across now than ever before. Its at a 10year high. Its taxing the system. The economy is not some creature. Its an interaction between Public Sector and private sector. And policies have been skewed in a direction of inequality. We need to consider a higher marginal tax rate for top earners. The fundamental truth is, it turns out a rising tide does not lift all those. Its usually in black when you get a refund and this was in red and i realized that meant we owed 8,000. This weekend is crunch times for millions of americans filing their taxes. The deadline monday. Some 8 million taxpayers will owe the government this year. If they dont get that amount and they counted on it, thats a big financial hit. My advice to people is hire a Tax Professional. All right. Lets not everyone can do that. President trump has just confirmed a white house proposal that was first reported by the Washington Post to transport migrants in dhs custody to sanctuary cities. Two sources familiar with the information tell nbc news that the administrations citying was, quote, why release migrants into phoenix when you can release them in San Francisco where they want them, referring to the bay areas designation as a saings city. It was somehow designed to hurt pelosi. Lets take a look at sanctuary cities, what they are, and how they work. First of all there is no one definition of a sanctuary city. Its a catchall phrase that refers to cities, counties and states that are seen as more friendly to undocumented immigrants. First it starts with i. C. E. Detainers. They are documents like this one which i. C. E. Sends to local Law Enforcement when someone in local custody is determined to be in the country unlawfully. Ice asks the local police to hold the person beyond when anyone else would be released so i. C. E. Agents can pick the person up from a secure location and take them to begin the removal process. These documents are requests, cities and countries across the country, say they will not honor them. They require a court order to hold the person who is requested. Then theres identification. This is a sample of the new york city i. D. Card that any resident of the city can get regardless of their immigration status. This is a way for undocumented immigrants to have an i. D. Needed for activities. Other areas like washington, d. C. , vermont, issue drivers license regardless of your immigration status. And finally some municipalities simply dont stop people on suspected unlawful precedence in the United States like los angeles or columbus, ohio. They ignored the president s crack down. The various definitions of sain sanctuary cities. The issue here is that a lot of these municipalities say were not sourced up to do government immigration policy. And if people think that by reporting things to the police or coming forward, that will result in deportation or Something Else, people wont report some crimes. But lets not conflate things. People think that you are looking at undocumented immigrants who are actively breaking the law and its being ignored. What these cities are saying, were not going to detain people or go through that effort merely based on the suspicion if theyre criminals, they will get arrested just like anybody else and held and tried. Correct. Joining us now, somebody who knows a whole lot about this, julia ainsley. Heres the thing. The plan that the white house wanted to do this didnt get enacted. Why is that . It wasnt that the president didnt change his mind. Thats right, stephanie. It seems this was something that was obviously weighing politics over safety. If this is an administration that builds itself as one that is interested in trying to keep dangerous immigrants out of america, they would actually be doing the exact opposite by bussing them internally into the interior of the country and releasing them. This could be without doing a control background check and knowing who theyre releasing where. In this case it seems that the public messaging on this or the news that was reported today actually went the other way. Rather than the administration saying, no, were not going to do this, which is what we first heard this morning, that this was something floated and immediately dismissed, its caught the president s ear as something tough enough. Were seeing its politics over reality and safety and logistics that is catching the ear of this president right now. And i think it says something right now about where he stands on immigration and how its a political issue for him. Regardless of what it actually means for people and their lives, living in the interior of the United States. Lets talk about the plan that the administration had to have the military build and run detention camps. Its under current law, that would be illegal . Right. Theres something that is an act that keeps the military from enforcing domestic law. You can think of a lot of reasons why you dont want your military to enforce domestic law. Theyre not supposed to interact with immigrants. This comes down to medical care. It seems like we could be able to use the troops at the border to help with medical care. Now we know theyre being thought of to use as construction people, to be building tent cities, places that can go up overnight to circumvent what can be a bureaucrat process. But the president is pushing things that are supposed to be illegal. This idea was to have the mil r military running the camps. It takes a lot of manpower to run a Detention Center especially these that were supposed to be built for families. Who would build and operate these . Because we know theres an onslaught, were beyond capacity for the amount of people that are coming through. Its a separate issue to be spending all of this massive amount of money, farming it out to private prisons. Who is the right organization to be doing it . Well, it was the case was made to me today that they would like to see troops come engage on building this because they think they can do it in a faster process. One thing we learned, it has tripled the cost when you build something overnight and you dont go through a Competitive Bidding process where someone can you show you they can builder cheaper than the other guy. They want to be able to build tent cities, to get these things up as quickly as possible. And under the Obama Administration they did have a tent city that was temporary. In this case its not clear how long they would be there and critically who would run them. Because even if they build these things, its illegal to have the military come in and run them. Although apparently that idea was still floated despite the fact that theyre not supposed to have troops interacting with immigrants. Thank you very much. I feel like the context on this goes back to 49 b. C. When i know youre older than me you werent born in 49 b. C. Mhelp me on that. The concept is that we are ruled by civilians. The military should have no role domestically and when caesar crossed the river at that point the die was cast it became a takeover. And it has always been the example of once you cause the river, bad things are going to happen. But the military is not supposed to do things that civilian elect elected leaders are supposed to do. The idea that there may have to be detention cities built. But youre crossing who should build them . Contractors. The government can build them. The concept of the military which is here to protect us doing things at home, its a philosophical line. Im so glad hes older than me. I was very small in 49 b. C. My parents told me about it. He had a lot of hair back then. Now lets take you to oakland, california. Mayor, help us understand this because the president did confirm that the white house proposed this idea to transport people who are detained at the border to release them to cities like yours. I cant relate this to ancient roman history its an age thing. I cant say by any historical standards this was an outrageous abuse of power and public resources. These are human beings, families, children. To use them as political pawns in a game of vindictiveness takes this administration to a whole new low level. Tell me cities like yours dont want to get involved in Immigration Enforcement . As you made the point, ali, immigration is a civil issue. It is one in the preview of the federal government. I have many responsibilities, particularly for my police force. And it is not my job nor my duty to actually do the federal governments bidding, particularly when a Community Like mine finds that these types of policies actually make our city less safe. In a city like oakland where we have more than 30 of our residents from other countries, immigrants, we want everyone to feel safe. We want everyone to feel like they can call 911 in an emergency and thats what i want my local Law Enforcement to focus on and definitely not to be engaged in political pawnsmen ship. You want everybody to be able to call 911 without having the fear if i want to talk to a Police Officer or a witness to a crime or report a crime or i am the victim of a crime, that i wouldnt do that if i thought that you guys might turn me in . Absolutely. And thats why we say sanctuary cities are safer cities. But what has been disturbing to the values is the vilify indication of immigrants. The way that this administration has used a group of people, human beings, children, families, to strike fear and division in the american people, its not that long ago that the idea of comprehensive Immigration Reform was a bipartisan issue. And in california we know that the federal policy is completely failing our families, our community and our economy. Now, one of the president s First Executive orders was to remove federal funding, except that which was mandated by law, from sanctuary cities. We know that that order was blocked by several courts but did it have any impact at all on your city . Well, we were made to provide proof over a fairly lengthy process that we were not in violation of any of the legitimate federal laws for receiving federal funds and we did in fact receive our cops grant which was one of the Funding Sources that was held up. But im proud to be the mayor of a sanctuary city. Im proud of the values of my community and i cannot believe the damage that this administration is doing to the Publics Trust in government. As you have more and more corporate conglomerations of power, youre going to see less and less competition. Do you think thats why we have spanding inequality. Public sector policies for basically as long as ive been alive have been skewed in a direction thats increasing in inequality. Others who say the kinds of things youre talking about would be destructive of capitalism, its a war on the wealthy, that it would bring socialism to the United States, how do you respond to arguments like that . The crazy thing about arguments like that is how coupled they are from evidence. I think theres a change in Economic Policy and you can see it by the fact that the Republican Party experienced a hostile takeover on the part of a basically economic populists. This is not another fouryear cycle and i dont mean because of the character or personality of the president. Our friend john harwood with us now. John, weve heard so often things boiled down into are you a capitalist or a socialist and we can thank social media for that because when you go out into the country people arent speaking that way. But based on what it sounded like we heard, Pete Buttigieg is progood business but saying we got to find a way to make it work for everyone. Hes a former mackenzie and company consultants. Hes invested in capitalism. But the point hes making is that that socialism, capitalism dichotomy is a false choice. All western societies have mixed economies. Weve got capitalist systems with greater or lesser amounts of taxation, Government Programs and safety nets. And hes saying we need more government spending, higher taxes on the wealthy to try to make sure that capitalism and the fruits of capitalism are enjoyed by a much larger share of the public. We were talking about polling. Hes polling third in New Hampshire and iowa at this point. Its a distant third. But hes third above a lot of candidates with a lot more name recognition. What is it that he presents that resonates with democratic voters in those states . Whats remarkable about Pete Buttigieg is the range of experience that he has even at 37 years old. He would be the youngest president in history. He would be the first openly gay president in history. Hes a mayor of a small town. He has served in Naval Intelligence in afghanistan and hes working at mackenzie so he has so many angles of vision into the reality of American Life and i think his youth in part communicates the fact that he is in tune with the changes that are coarsing through our economy and culture. Now the question is going to be whether he can project a president ial da meern and a president ial aura to voters. We dont know. There are a lot of candidates out there. But hes an exceptionally talented guy. He speaks seven languages and plays concert piano seven languages . He also said something that was you went through all of advertise lines of expertise. Science isnt one of them yet he noted climate is the biggest, wait for it, economic issue of your time and i want to share that. I think climate is the biggest economic issue of our time. What kind of economy are we going to have if cities are becoming less and less inhabitable. The problem with climate is it wrecks our chance at Economic Security as well as physical security. Climate is something were hearing from all of the democratic candidates, specifically jay inslee. Did he mention any specific policy because i dont think that hes a Green New Deal guy. Hes embraced the notion of something large and i think he said favorable things about the Green New Deal without endorsing the particulars. But interestingly, that question or that answer was in response to question about priorities. He has said that he considers political change, that is Campaign Finance reform, reform of the supreme court, get rid of the electoral college, get rid of the filibuster, is necessary to get the kind of policies we need to address 21st century problems. So when we get to those policies, climate is first. And i said why is climate first, not the economy and he made the answer you just played which was climate is the economy. Its vital to the economy. And i think thats consistent with what other democrats are saying. But hes a pretty articulate proponent of that view. Thank you for doing it and shares it with us. You bet. Today is the first day President Trumps ban on transgender people serving in the military is going into effect. We need to walk you through what that means. Mr. Trump abruptly announced the policy in a series of tweets in 2017 catching the department of defense off guard. This was a complete shift from the 2016 announcement by the Obama Administration that allowed transgender individuals to serve openly in the military as their preferred gender. And have access to medical and psychological care provided they have a diagnosis of gender dysphoria. It occurs when the gender the person identifies with doesnt align with the gender they were assigned at birth. A study estimates there are about 2450 Transgender Service members currently service in the military. Service members may continue to serve in which the gender they identify. But no new Service Members will be allowed to join the armed forces drawing comparisons. A military veteran is speaking out saying it hit close to home. For over three years, i carried caskets in Arlington National cemetery. I folded flags for loved ones. Being carried home from iraq and afghanistan, to Dover Air Force base in delaware, every casket i carried was covered by an american flag. Every single one. And that is all i remember about any of them. I never knew their race, religion, education, or birthplace. I didnt know their political party, what music they liked or what they did with their friends on the last saturday night in their hometown. Ill never know the names of their parents, spouses and childrens. Ill never know who they loved and how they saw themselves in the world. All i know is that they died in Selfless Service and they wore the flag of this country to the grave. She didnt know anything about them because they were dead. But she served her country and honored those individuals in everything that she did. Were joined now by the woman behind that video. Is there Something Else about the military that makes it compelling to people who are who suffer from dysphoria or are not sure theyre in the right gender and are thinking about transitioning . I joined because i wanted to be part of something bigger than myself. I love my country as do the 15,000 Transgender Servicemens who are currently serving. And by the way, the policy that was put in place under the Obama Administration for the past three years has been successful. The chairman of the joint chiefs of staff said there have been zero issues. Every service chief has said theres been zero issues with Transgender Service members currently serving openly. This is not a ban that has any rational whatsoever. Do you think its going to last . No, i dont. I do im a big deliver in the universe and i i feel thats with all the other bans that have been put in place, they barred men of color, women, gay, lesbian and bisexual people, and theyve proved bigots wrong. This ban will fail. Given that there are obviously difficulties and existing prejudices about transgender people and given that the military is once again is going to be instituting those things and institutionalizing them, why do transgender people want to serve in the military. They care about this country in every way that every other american does and its tragic because the white house stands alone in its reasoning. The american medical association, military leadership, budget analysts, everyone seems to be in agreement, including the u. S. Congress for that matter, that this ban is complete without merit and would actually lead to a drastic affect on military readiness itself. 56 retired admirals and generallies who an open letter talking about the affects that the ban would have that would be damaging to not only transgender personnel, but every other personnel thats in the military. All week long we have been talking about tax return surprises and now we are just three days away from the deadline to file your federal tax return. According to nerd wallet, around 8 Million People who received tax refunds last year will owe the government money this year thanks to changes in the tax code. In the third and final part of his tax refund series, jake ward it looks at what you can do if you find yourself in the position of unexpectedly owing the government money and may not be in a position to pay right away. Reporter a married mom of two, she thought when she finished preparing her taxes and saw the figure 8,000, it was the amount of her tax refund, but she was mistaken. I realized it was the wrong color, its usually in black when you get a refund and this was in red. And i realized that meant we owed 8,000. And i was shocked. Shes not alone. According to the company nerd wallet, some 8 million taxpayer who is got tax refunds last year will owe the government this year. Most americans look forward to getting a refund. For some low income, moderate income taxpayers, its the biggest transaction theyll have in the course of a year. If they dont get that amount and they counted on it, thats a big financial hit. What do you do if youre one of those americans or owing money you may not be in a position to pay. First they say the irs has installment payment plans. For the people who are putting it off because theyre afraid they dont have the money to pay, they can get on an installment agreement with the irs. You can final an extension. Some taxpayers will look at the tax return that theyre putting together and either realize they dont have all the information they need or that their Tax Liability maybe larger than they expected and theyll ask for an extension. An extension gives you six more months. But youll still need to pay 85 of on time in order to avoid paying interest. If youre able to show that you overpaid, you will get that difference back from the government. Finally if you find that you owe more than you think you should, you can get a second opinion. When she turned to a Tax Professional, she found she still owed the government money but 4,800 instead 8,000. It costs money to hire a Tax Professional. Its not as cheap as the online tools. Theres a bill that just passed the house ways and Means Committee thats going to make it illegal for the irs to do what it didnt plan, which is to make a cheap, free, Tax Preparation Software package why would they make that illegal . Well, theres about 6. 6 million in lobbying money being spent who are in the business of helping you with our taxes. Our subject there has a 3,000 difference in the refund depending whether you go to the software or the preparer, none of that should be necessary. We should be able to do this ourselves. Theres a bipartisan bill that they want to make it illegal for the government to provide a program to help you file your taxes for free. Because it would compete with the ones that you pay for. The Taxpayer First act is something you should look at and see whether your congressperson is supporting this. Theyre trying to make it harder it sounds like it would be great. He approved a second permit for the project just last month. Heres where we are today. One of the president s new orders calls for the epa to review a specific section of the clean water act which requires applicants seeking permits that might pollute protected waters to get certification from the state. President trump he doesnt like that part of the clean water act. His executive orders says those regulations are, quote, out dated and confusing. The second order gives the president the direct responsibility to issue, delay, or amend permits for Infrastructure Projects that might cross borders. Many activists and political foes an assault, a hostile assault, on our environment. And ali, we must remind our audience, there is no war on american energy. The interesting threatening about the executive order, it should not only be a concern to everybody because it dismantles fundamental protections. Like you want clean water, thats your right, clear air. Those are all being questioned here. But the interesting thing about this is that it is totally contrary to the tenets of the Republican Party. They have for years talked about states rights. That the federal government cant come in and trample states rights. It is doing exactly that. It is actually threatening Property Rights because one of the things you look at when you review these permits is do they go in the right places to not just protect Natural Resources and fundamental health protections, but you do it in a way that avoids destroying peoples lands. Rummaging through farmland that otherwise provides our food. This takes away every ability for states to do the kind of analysis that allows us to look at these things right, that puts them in the right place, that protects Public Health, and Property Rights and states rights. In my naive mind, Public Health isnt a political issue. Everyone should have the right to drink clean water and breathe clean air. How might new oil and gas projects seriously be detrimental to the environment . In two different ways. One is they with impact ground water splieupplies, rivers and streams. That feeds our Drinking Water supplies. If you destroy the rivers and streams and we drink it we have a problem. It can fundamentally destroy Natural Resources that are essential for us to protect. The second thing is that this is all part of bring coal back, oil dominance, fossil fuel agendas that this administration has been touting forever. They have been working really hard to dismantle all environmental protections. In fact, to dismantle i would argue epa, putting all fossil fuel lobbyists into positions of authority. The challenge the president has is theyve been lousy at it. They lose in court almost all the time. Theyre going to lose with these executive orders because theyre contrary to law, contrary to science. If he cant get it through the courts, then he cant actually succeed. Rightminded people can say that theres too much regulation in certain areas, right . But the idea that the epa it sounds like the epa doesnt work. It doesnt work. Some regulations should go away. But the epa was meant to address the fundamental instinct that times profitmaking industries have say figure somebody doesnt tell me not to dump this in the water, i will. The epa was not meant to be partisan or stand in the way of business, but sure it slows somebodys ability to make money if there are rules they have to ad here to. It requires things to be deliberate enough that you understand the consequences and factor that in when you make decisions. Federal rules are hard. The federal government only intervenes when you jump through huge hurdles, jump over them and decide what is right and whats necessary. But what it does, sometimes industry doesnt, is it calculates the impact to you and i, to human beings. What it means to our health, what it means to our well being, our safety. If you look at the issues of Climate Change, you have to regulate or do something about Carbon Pollution because it is the biggest threat to our health, our economy, our national security. We have to factor these things in. And whats interesting right now is that we are seeing now that a lot of the folks that are going to be running for office in 2020 again or the new ones coming in are actually recognizing that they better be on the chain on the right side of this issue. Right. Whats happening in this administration now is theyre not on the right side. Yeah. 73 of americans understand the connection between fossil fuels and the environment. We had a Record Number of people with science backgrounds running for office. It is not big business versus environmentalists. Right. This is science. You want to live in a habitable planet. Come up with the right solutions to be able to produce energy and not harm the environment this is science science can solve this, engineering and science. The areas most damaged by Climate Change are where the base of this Republican Party lives. They have to be careful. Well, all moms, we want our daughters and sons to drink clean water.
