Were going to fact check the president on that claim shortly. But first, his threat to sit down the nations southern border. Something thats not a joke. A short time ago, a new warning from mr. Trump putting congress on notice and of course in a tweet, if it does not pass legislation immediately, expect a shutdown. On tuesday he downplayed any economic concerns. Worry about the on the u. S. Economy sure its going to be a negative impact on the economy. Its one of the biggest trade deals in the world. Trading is very important. The borders are very important. But security is what is most important. You have to have security. All you hear me talking about is trade. But let me just give you a little secret, security is more important to me than trade. This morning members of his own party are pushing back on the president , imploring him not to move forward. I would strongly urge the president not to try to shut down the border. We have so many people every day who go back and forth. We have so much economic goods on both sides. It would truly be a mess. I believe it would be a mistake to stop the trade flow across the southern border. That would be i think an economic mistake for our country. Lets take a look at the Trump Administrations own data regarding the border with mexico. In 2018, more than 192 million pedestrians and car or bus passengers crossed from mexico into the United States. These crossings are a boon for border commerce bringing customers, businesses and products to the United States every day. Put that aside. On top of that, more than 611 million with a b dollars with of freight across the border. Computer, computer parts, electrical machinery and auto parts, remember this one, this is billion dollars. Auto parts valued at 120 billion. These are all bs and this one deserves a closer look. The u. S. Auto industry relies heavily on trade the mexico on 113 billion worth of imports and 36 billion worth of exports. The average car part travels across the border eight times. If we want to see a small sampling of the economic impact, just look at the port that is directly south of san diego if youre going into mexico. In 2018, the port saw an average of 94,900 people crossing every day. Almost 100,000 people a day crossing. Trade exports worth 91 million traveling through the crossing. Thats exports. It was shutdown for about five hours in late 2018 when migrants waiting in mexico rushed the border, Border Agents responded by firing pepper spray. In five hours, they found that local businesses lost 5. 3 million in business. A Million Dollars an hour. With the Third Largest port of entry by trade value, just a few miles away, the losses would be magnified if that port closed. This is where freight trucks entering the United States are processed. In 2018, it saw 46. 8 billion worth of cross border trade. You know the one thing, i can think of thats more valuable than money, time. You know whats happening right now, the president s own economic adviser is having to spend his time explaining this because the president doesnt seem to understand what the impact is. Or he understands completely and is talking to a particular audience. Closing this border is bad for people in america or mexico. Or maybe he doesnt mean it and hes playing a game of bluff which he did in business. He went bankrupt four times. This aint private business. Lets go to our reporter. Hes live at a manufacturing plant along the border. You are actually at a place that would be hit. What are the concerns there if the border gets shutdown . What would it do to those people, those businesses . Reporter i have to say that the panic has almost started to set in with many of the employees and manufacturing plants like this. You see all these moving parts behind me, this could come to a near halt if President Trump follows through with this. What would be the backup plan . The manager tells me, they would have to contact suppliers and clients because theyre going to be hit on both sides and it would be a logistical nightmare. I brought in the plant manager. Your whole life, can you describe the sentiment among your peers. People are nervous and concerned. Reporter what does this job mean to you . I am the provider for my family. My livelihood depends on this job and im concerned and i am the i am the person who takes home the puts the food on the table. Reporter ali and steph were talking about the time and the impact to real people. What would be the impact, sir, to manufacturing jobs like yours if he closes the border . Absolutely. We live on a paycheck and our ability to obtain that paycheck affects the local economy and there are many repercussions that have a chain effect on the local economy. Reporter if the border closes, what would it do to this plant here and therefore your job . Detrimental results. We lose jobs, we lose business and it has a negative impact all over. Reporter thank you so much. This plant you see behind me, these folks have three just like this one. They employ almost 200 people, 37 of the auto parts that we import for u. S. Made cars are imported from where . From mexico. So as he explained, a lot of nervous people at the border and the ripple effects could be felt elsewhere in the country. Ali, steph . Thanks very much. Joining us now, the former bureau chief and author of the end of detroit. Our reporter said something about how car parts go back and forth across the border. The same thing where you are. They go back and forth across to canada and mexico, based on what was originally the freetrade agreement, which became nafta. But the bottom line is, its not cars that get made in one place, its all parts of the car manufacturing process . Its everything. Its finished cars, its finished suvs and pick ups that come from mexico but then its parts. The cars and trucks, dealers might be get pinched a little bit but youre not going to run a plant in the United States, youre not going to run some of the big parts plants in the United States without parts from mexico. I was racking my brain trying to think if theres a car company in the United States that doesnt use mexican parts and i think all of them do. Could parts and vehicles whats the workaround . If we shut the Mexican Border not to put out a whole lot of people who are employed in the auto business, and its not just people who work for ford or general motors, its all of these people, suppliers, is there a workaround . Could mexico and canada be shipping parts to each other . You could try doing Something Like that. Its like when americans couldnt visit cuba and you would fly up to toronto. Its going to be really hard. Theres a couple of workarounds. One is called people air flight. Assuming that trump doesnt stop flights from mexico, you could load of freighters and fly parts in. Thats extremely expensive and especially with the margins that are on vehicles these days, i dont think the Car Companies want to go that route. We could try rail. We dont know whats going to happen with rail from mexico to the United States and you could try some workarounds. There are ports in mexico, you could put stuff on freighter boats and end it up to vancouver. But that all adds time and cost. Would this put the United States in terms of Car Manufacturers at a big disadvantage to Foreign Companies . It actually is going to affect everybody. There are eight global manufacturers that have plants in mexico. And then many, many, many of the Foreign Companies in the United States use mexican parts as well as the detroit companies. So you might say, this will help china, this will help manufacturers in japan, korea, but you cant just dial up, like, steering columns. You have to design them, you have to order the material, you have to order the specifications and its not a drop it in and substitute kind of thing. And to be clear, we design people forget that the nafta came out of the freetrade agreement which came out of the auto pact. The first trade between canada and the United States was about automobiles and it worked so well that we expanded this into a threenation massive trading agreement. Everything about our supply chains are based on this transport and trade between these three countries . Right. This whole concept. I think the auto pact was Something Like 1964 and nafta superseded it around 1994. And the whole mexican Auto Industry exploded because of nafta, because you had free movement. This is a glowing example of how trade pacts can work to the benefit of a lot of people although i think unions might take issue with that, and i understand their concerns about it. But this is how its supposed to work. When you do Something Like, say, im going to shut down the border, everything comes to a screeching halt and people from all over the world, not just the United States, that are kind of left in shock by it. Im going to hand it over to my friend because she does make the point while the proportions are hiring in this Administration Political appointees do become ambassadors. Im pretty sure you just made it. You feel more strongly about it. I do. Walk us through this. Why is this significant . Because to that exact point, last i checked, ambassadors across the board, theres a lot of rich donors who end up as ambassadors and that happened long before President Trump was in office . Thats true. As you mentioned, ever since the truman administration, weve had a ratio of approximate twothirds political appoint twothirds career appointees to onethird, you know, the political type. So its a longstanding tradition. The reason why its argued that its problematic is that these individuals who are political nominees are typically underqualified in a variety of different ways. Theyre more likely to lack language abilities that are relevant, theyre more likely to lack experience in that state, lack knowledge about the state, lack knowledge about the region in which its located. Theyre more likely to lack Organizational Leadership experience. Whats new . Under the Trump Administration whats new is that a lot of these tendencies have become even more, you know, more significant. Theyve exacerbated in some bays. That is if we were to compare the average political nominee under the reagan administration, for example, to the average political nominee under trump, the Trump Nominee is inferior to the reagan nominee in a number of different ways. Even though were comparing apples to apples here, were not comparing reagan career nominees to trump political nominees. Even looking at the reagan political nominees, trumps political nominees are less qualified. What about obama reagan, trump, thats a lot of years. What about obama, trump . Even comparing obama and trump, theres been a dropoff with President Trump. The language abilities between the two different sets of nominees are comparable across obama and trump. But in terms of Foreign Policy experience, regional experience and i think Organizational Leadership as well, the Trump Nominees are inferior. Let me ask you about this, ive had people from other countries tell me that with donald trump in particular, different from obama, different from bush, different from clinton, different from reagan, all those things you listed that an ambassador should have are less important than whether or not that ambassador either speaks for or has the ear of the president of the United States . Right. That argument is commonly made. And i dont propurport to offer a holistic evaluation. There are a variety of criteria that are difficult to quantify characteristics, capacity to negotiate, these are things that are beyond my own research and so i dont purport to offer any conclusions. My analysis is related to the objective characteristics such as experience in the region. Its conceivable that someone who lacks these characteristics that ive been looking at might still be qualified in a sense that theyre a really good negotiator, they really have the ear of the president , theyre tr trustworthy. These are also worthy but but the president would make that argument. The president would say, im guessing, these are business guys, i trust them. Theyre shrewd negotiates to. Ive known them for years. And i think we can probably narrow it down, there are these 52 evacuate sis, places like pakistan, these are critical countries that the United States needs to have very active engagement with because of the things that are going on in those regions. Government and business do not work the same. Thats correct. Right. Its clear that we have a whole we have a large number of career diplomats in the waiting that could fill these very same posts that are being al kit allocated to individuals that have no experience. It seems plausible to me that these same individuals, these career officers are just as capable in terms of the nonquantifiable criteria that i just mentioned. I would suspect that in a variety of different ways, just even beyond what ive looked at, the career nominees are probably superior. Thanks for talking with us. And then there were websites which an antivax website, the creator of theres a website called natural news who was created by someone who created a website to troll parkland students . Thats sickening. People who trade in fear take this stuff and stay maybe it isnt debunked. And then you see these Little Community message boards, things on facebook, websites, that say, you know, we dont really want our wind turbine in our town, maybe this website is actually the truth about it. And so this is you can always find data to back up whatever argument you want. You can, but as ben has proved to us time and time again, that has reached ph. D. Level in america. People who will seed doubt has reached ph. D. Level. Its not trolls who know nothing about nothing. This is sophisticated to the point that the president of the United States now says this nonsense in front of a crowd and people and we know theres a base of people who take what he says and then when we debunk it, some guess what, some of those people are good americans who think you should listen to the president of the United States and its just so dangerous for him to spread such falsehoods. I think the same because we know the president doesnt really use the internet. He doesnt sit around and go to natural news. Com. Thats the same issue that the president has. They hear it, theyre on the golf course, they hear it from a friend and they dont want a wind turbine in town either. It starts with the narrative. Thats the whole point. Thank you. Reporter the top line number from the Orourke Campaign is 9. 4 million for the First Quarter. But its really not a full quarter. Orourke had only been in the race for 18 days. So 9. 4 million stretched out over that 18day period. It works out to half a Million Dollars per day if you were to break it out over the average. The Campaign Says their average donation was 43 peridot nation and 98 people who gave, gave less than 200. It would put orourke in third place in money raised in the First Quarter. You cant make that apples to apples comparison given that Bernie Sanders, kamala harris, who would be in first and second place, were in the race for longer than orourke has been. If you look at the pacing, we know that the Orourke Campaign raised 6 million in their first 24 hours. They raised a Million Dollars in the last weekend. You see a bit of a slowdown in between. A very strong number for the Orourke Campaign. Can you compare it apples to apples. If you look at Bernie Sanders 18 million, kamala 12, pete buttigieg, 7, they were all in the race for a different amount of time. How do you normalize it and compare them to one another . Yeah, thats exactly right. For the quarter number is only sort of useful if youre an account ant. Orourkes campaign has raised more money on a per day basis. The bottom line is going to be how much money theyre able to keep raising, if theyre able to keep these kind of numbers up. The Orourke Campaign is a little bit smaller than some of these other campaigns, their burn rate is probably a little bit lower. But this is going to be a billion dollar effort between now and november of next year. How do you keep that going . Can you do it with just these small online donations . Do you have to do big fund raisers at some point, this is something that all these campaigns are going to have to work out along the way. Her doctors say she never abused them, but two years ago they tapered the strength of her opioid patch and pill to half of what it used to be. I could go outside and plant a flower and walk the dogs and all those things i cant do anything. She tried everything from medical marijuana to steroid injections and nothing else works. You either live in agonizing pain that doesnt ever go away or go to the street and get the drugs off the street which can kill you or you commit suicide. She understands why the cdc issued new guidelines in 2016 encouraging doctors to consider tapering patients off high doses too many lives have been destroyed by abuse of opioids but maria and many other chronic pain patients feel they are being punished when they do nothing wrong. There have been good aspects that have come out of the cdc guidelines, incredibly detrimental consequences. Dr. Sean mackie says those cdc guidelines have made a lot of physicians worry they will be in trouble if they dont reduce prescriptions. The fear is incredibly real. I am on the phone on a regular basis with docs who are being told just get people off opioids or get rid of the patients. Get them out of theict pr pract. They sent a letter to the cdc last month urging it to clarify the guidelines for patients like maria. Im not involved in my life any more and i want my life back. I want to be able to function. Were really glad that youre doing this because people feel that while solving a very serious problem that you have been reporting on for a long time. Which is a crisis. Which is a crisis that there is this other crisis. How real is it that people who have real chronic pain dont get diagnosed or cant get the medication they need . Get addicted. Is the question is how real is it that there are people like maria out there suffering from chronic pain . Absolutely real. The numbers i cant tell you. But an estimated 50 million americans have chronic pain. I dont know how many of them are on opioids but many of them are. If you look at my twitter feed right now, you see all kinds of response to this piece because we aired it last night on nightly news of people saying with their individual stories of pain that theyre in and not being able to get what they feel is the correct dosage because of these cdc guidelines that doctors, as you just heard, are saying, well, doctors are kind of taking a second look and thinking, i better dose down. I better reduce the amount that someones on because im going to get a second look if it impacts their insurance, malpractice. You know, their reputation, if theyre seen as overprescribing. You cant get the same length of dosage sometimes because theyre controlled substances and you have to physically go to the doctor. Which is all a good thing because its controlling Substance Abuse disorder. These folks are saying, what about us . The cdc put out the new guidelines three years ago and theyre now saying they are going to review and look, theyre doing research to see what the impact has been but theyre also saying we didnt mean to mandate doctors and tell doctors they had to reduce people, you know, who really need it. You had a good question, though. To what, how do you manage when people actually have the pain and they get the drugs that they need. How do you manage them not becoming addicted . Its a really good question. Im not a doctor. But that is something that they struggle with is where is that line between someone becoming dependent and someone really needing these drugs. And thats why this is such a tricky issue. Because theres that balancing act trying to figure out how to both protect against Substance Abuse and help people who have cancer, for example.
