136,000 americans have lost their lives. At the very same time, a Silver Lining coming out of new york city which used to be the epicenter of the pandemic. On sunday, the city reported zero new deaths from the virus for the very First Time Since early march. Washington, d. C. , went the whole weekend without a single new death. The Trump Administration has unveiled a new strategy. This one is aimed at discrediting their own top health expert, dr. Anthony fauci. That includes listing past statements made by dr. Fauci that ultimately proved incorrect. But heres the thing. They do not tell you that his statements were based on the science at the same. It comes as dr. Fauci has been more critical about how the pandemic is being handled. While in louisiana, the governor there has responded to growing numbers by requiring people to wear masks indoors and outdoors. In texas, where things have gotten progressively worse, leaders in houston are now calling for a new lockdown to hopefully slow the virus. We have reporters covering all these angles across the country and i mentioned houston. I want to start there with priscilla thompson. Treasury secretary Steve Mnuchin said theres no way were shutting the economy down. So it takes a lot for city leaders in houston to say they want to shut down again. How bad is it . Well, stephanie, bad enough that federal resources are on the way to houston today. We know theres a medical task force of about 85 folks being sent from the department of defense set to arrive here today to help these hospitals that are experiencing that increase and spike in cases and hospitalizations. And thats in addition to other medical teams that are going to be sent and deployed for on the federal side. And you mentioned the city leaders and county leaders here calling for that shutdown. The mayor said this weekend if he were governor, hed issue a twoweek shutdown to help slow the spread of this virus. And, you know, the governor was very reluctant early on to issue another statewide shutdown. As the cases have ticked up, weve heard him say if things do not change, that could be necessary. And so thats definitely something that were keeping an eye on here. But what the governor has done is that he closed down bars about two weeks ago and last week was the first week that that mask order was in full effect. But both mitigation efforts, the results of that are yet to be seen and the governor has said that things will get worse. And so you know, that is those are the issues here, and doctors that we have spoken to as well have said that a shutdown may be necessary. Stephanie . All right, priscilla, thank you. Lets head to arizona where they are pushing Maximum Capacity intensive care beds and space in morgues. Vaughn hillyard is there. All the other numbers are going up. The percent positive rate went down. At the same time its still double that of florida despite florida hitting their record numbers. This hospital behind me is a Hospital System that has ordered backup refrigerated morgues. They say this hospital says that they do not need to use those right now. At the same time, they are putting their emergency plans into use. As the state continues to grapple with the reality that it is still far from being prepared for the spread that continues here. There are more than 2500 new cases just yesterday. 86 more deaths reported. And testing is still so disparate across the greater valley. We stopped at a couple locations on saturday. To give you an idea, one testing location in glendale, 1200 appointments available. But those appointments were eaten up by wednesday. Thats how high the demand is here in the state. I want to let you take a listen to the mayor anna tovar who really concentrates on what the situation is in these communities near late july. My community is about 88 latino. And the vast majority of my community does not have the luxury of working from home. Theyre at the front lines here in arizona. They are providing food. They are at our hospitals. They are risking their lives day in and day out so that people and our economy can move forward. But yet, were leaving them behind when it comes to the most crucial component, and thats testing. As you just heard from mayor tovar, while there has been some expanded testing access, at the same time, as one health care official told me, boots on the ground, realtime, real measures are sorely lacking in the state. There is much progress needed here, stephanie. Vaughn, thank you. Lets head to kansas which has seen a steady rise in cases for the last month. Cal perry is in wichita. We have not been there yet. Whats going on . Yeah, the cases are on the rise as that curve that we do not want to see. We can put up those numbers from april to may. We actually flattened the curve in wichita. Same from may to june and june and really midjune is when you see those cases shoot up. May 22nd when the state Legislature Passed a law that the governor had to veto which really took the power away from her to control the reopening plan for the state. Things went into the hands of the counties when we saw the cases rise. Thats why we have this patchwork of laws. A county law about Wearing Masks that is unenforceable written into the law. Zero fines. That over top of a city law here in wichita which does require masks and does have some penalties for it. Its brought a lot of confusion to the area. I want to play some sound from a City Council Member who talks about this partisan divide. Take a listen. Its been confusing for a lot of folks and thats been part of the issue as folks thinks its not serious. Then you have other folks that see theres a mandate and then not a mandate and we do pass a mandate. It goes back and forth. Its just politics. It shouldnt be a partisan issue. Its how do we keep you alive . On top of that, as you heard from vaughn, the same thing here is true. Theres a testing backlog. 6 to 8 days to get a test result which makes testing fairly useless, stephanie. All right. Cal, now lets take you to the state of florida which just broke the record for the most cases in a single day. And the majority of cases are coming from Miamidade County and i want to bring in the mayor of miami, francis suarez. We were just talking about kansas. Your city has twice as many cases as that entire state. Whats the situation there this morning . Well, the situation here is that our hospitalizations are at an alltime high, iucs at an alltime high and the ventilators just crossed the alltime high threshold. And thats the best indicator of the possibility that our death rate is going to start increasing in the next few days. Its remained relatively low. Our Hospital System has done a wonderful job managing this crisis and try to be flexible and convert beds to covid beds and icu beds. We still have some capacity on the hospital side but there are certain capacity concerns and were monitoring this daily. Well have a call as soon as i get off this interview with the department of health to determine what other steps were going to take. Then whats going wrong . You have had a mask mandate in place for two weeks. You still have no Indoor Dining. Do you need to do something more aggressive to stop the spread . Were looking at a variety of Different Things to possible do to be more aggressive. You know, we did put in the mask in public rule and saw, prior to yesterdays spike, we saw a declining number of new cases. So that was something that was positive by about half. About 50 of the new cases, sort of the growth rate for new cases had been reduced from 120 cases to 60 cases a day. Then we saw the spike yesterday which, theres been a lot of data dumping as well. And so we need to and we smooth out the data. As we look at it, we smooth it out. Theres definitely things we are looking at doing over the course of this week, and well be making some decisions soon. What are Business Owners telling you . Business owners are frustrated, obviously. Miami, we were criticized. The city of miami for waiting an extra ten days to open up restaurants from when the county opened up restaurants and they were a little frustrated about how the decision was made this week to shut down Indoor Dining because initially the county said they were going to shut down all dining except for takeout and delivery. Then they reversed after speaking to the industry. They are a little bit concerned about the mixed messaging. The inconsistent messaging and the lack of Contact Tracing evidence to be able to pinpoint and laser sort of do surgical closures as needed, where needed. But one of the things were seeing in our Contact Trace chicago is a big concern is people getting sick in households. What happens is, when you come home and youve been exposed, you dont know youll get sick for two or three days. Then you decide you want to get tested. Thats going to take a day or two. And then it takes three or four days to get a result. Thats over a week before you know youre positive. The entire time youre with your family, obviously, when you get home, you dont wear a mask, you dont social distance. From one person getting sick to four or five people getting sick, happening in a lot of different households. And thats an exponential growth. Thats very worrisome. Your countys first day of school is six weeks from today. And i want to share what your countys School Superintendent said yesterday on meet the press. It is quite possible, if the social behavior and the restrictions in place if people wear masks and exercise social distancing that conditions may be appropriate and healthy for students to return to the very best model of teaching and learn chica ing which is in person. That is a lot of ifs. Do you believe kids to go back to school in person next month . I think they cant go back today. Thats for sure. We dont know whats going to happen in the next month. One thing ive heard the superintendent say is currently were in what most would consider phase one. Under phase one, even using the president s own cdc guidelines, schools should not reopen for, you know, inclassroom teaching. So things would have to improve dramatically for that to happen, and i think thats our hope and thats our in terms of hoping things improve. Obviously, were always hoping things improve and, obviously, its his decision as superintendent. But i dont think as of today that i could support that. Former special Counsel Robert Mueller may soon finally testify before the Senate Judiciary committee after he wrote a blistering oped in the Washington Post blasting President Trumps decision to commute the prison sentence for longtime friend and former Campaign Aide roger stone. The head of the Senate Judiciary committee, lindsey graham, says he plans to call on mueller to testify before the senate panel. After shooting down a request last year by Senate Democrats for mueller to testify. This sais all happening after President Trump announced his very controversial decision to commute stones sentence late friday. Stone was set to begin a 40month prison term for lying to congress during its investigation of russian interference in the 2016 election. I will tell you this. People are extremely happy because in this country, they want justice. And roger stone was not treated properly. So im very happy with what i did. He i commuted his sentence. Hes very happy about it, but is anyone else . Joining us, joyce vance, former u. S. Attorney and professor at the university of Alabama School of law and steve schmidt, former republican strategist. Steve, a very, very small group of republicans blasted the president s decision. Mitt romney, pat toomey. Where is everybody else . Well, they are hiding, theyre silent. Theyre afraid. Theyre terrified of being tweeted at. Theyre ter fid of this president giving them a nickname. So once again, we see this feckless, cowardly, republican majority in the senate, republican minority in the house who wont stand up for the rule of law. Wont stand up for the checks and balances. Wont stand up for decency. The secretary of education can go on a Television Show and say that the laws of Americas School children is acceptable casualty numbers. What we see in this administration is the stench, the rot and roger stone is a nefarious character. He deserves to be in prison. He is a convicted felon. But, you know, at this point in the administration, we shouldnt be surprised at anything that trump does. And we shouldnt be surprised at the total silence and complicity of his republican enablers. The expectations are zero on what they have proven to do for these last few years. But steve, why . Are Republican Voters down with this . Im not a psychologist, stephanie. I cant explain it. But in this hour of testing, when every american idea and ideal has been assaulted by this administration, what weve seen rampant corruption, we have an entire Political Class in this country that is scared to stand up and to do their duty. To preserve and protect and steward the constitution of the United States to make the country a better place to hand it off more a stronger country to our kids. You know, im at a loss for years but its despicable. Its cowardly. When we look at the Coronavirus Response across the country, we see states, big states, mega states that could be nations unto themselves. Florida and texas led by abject fools. Theyll be responsible for killing a lot of their citizens with the idiocy of the policies. Its a terrible time in the country with regard to our leaders. We have a leadership crisis. We have a courage crisis in the country. And its too bad. And we see the damage that its all done. Joyce, on twitter, you really dissected President Trumps letter where he announced the commutation. What stood out to you the most . So i think the letter just piles awful on top of the commutation which is bad enough because Trump Doubles down on why he commuted roger stones sentence. And heres what sets this commutation apart from any other time a president of the United States has commuted a sentence for someone. Its that the president was limiting his own exposure whether to criminal investigation or congressional oversight by ensuring that roger stone would never testify about him. With this commutation, stone will never spend a night in prison. There is no risk that he will cooperate with federal officials and tell them what he knows about trump to save himself from going to prison. So in announcing this pardon, in decrying it as part of the russia hoax, which we all know was not a hoax. Bob mueller had two blockbuster indictments that displayed for everyone to see russias efforts to interfere in our election. Trump is continuing this litany that says that he is always the one who is done wrong by the criminal justice system. As the leader of that system he should have ensured that roger stone went to prison. Trump yet again puts his own interests in front of those of the American People. And as steve points out, thats no longer shocking. In fact, its become normal. We would all be surprised if trump put the country first. Okay. Then because of that, steve, as foul as this is, could one actually look at this as a smart move by President Trump . Because since weve come to accept that this is who he is, is he really going to lose one single voter, one single supporter over commuting roger stones sentence . Or would he be of risk of exposing a lot more if roger stone actually went to prison and turned on him . Well, he loses voters every day just on the basis of the coronavirus death rate in the country. I dont know the answer to the question. I do know that his poll numbers are collapsing. I know they announced a multimilliondollar Advertising Campaign that wont take place in the state of michigan because that state has already lost to him. You look at the senate races all across the country. Trumpism is in a lot of trouble as we head into an election in 113 days. But understand this, when we talk about roger stone, when we talk about all the degradations to our systems, his desecrations of his office, is that we live in a country where the worlds leading Infectious Disease specialist, dr. Anthony fauci, has been silenced by the white house and, in fact, the white house is sending Opposition Research like hes an opponent. Like hes a political opponent to news organizations to discredit him in the middle of the pandemic. When you process that, when you take it in, when you really just sit back and you think about that, the insanity that has been unleashed in this country over the last year by this president , by the foolishness that we see, and it doesnt matter whether its Coronavirus Response, whether its the assault on the rule of law, whether it is his betrayal of our men and women in harms way in afghanistan who have russian bounties on their heads, he has refused to defend the country from hostile foreign powers. He has refused to do his duty. He has eviscerated the norms of the american presidency in a most tragic way. And what he has exposed is the rot and corruption of one of our two Political Parties in this country that have decided to join a cultive personality as opposed to being United States senators and standing up for our government. It is a tragic hour in our land for sure. Joyce, lindsey gram says hes now going to call to robert noi mueller to testify before the Senate Judiciary committee. How is that going to play out . I dont think mueller will say much more. He started his piece in the Washington Post this weekend by pointing out that his investigation should speak for itself. And thats always Robert Muellers view of criminal investigations. Theres a tradition at doj of not trying your cases in public. Of not talking about the evidence outside of the courtroom. Robert mueller spoke when he issued dimts ed indictments. Robert mueller spoke when he indicted so many members of trumps inner circle. Senator graham may have in mind some sort of circus or way to embarrass mueller. It will fall flat. Bob mueller is still a marine. Any effort to make the Mueller Investigation something it wasnt a hoax will fall because the evidence is out for the public to see. And now the president has provided a new piece of evidence that wasnt available before by commuting roger stones sentence. Something he didnt need to do unless stone had valuable information to share about the president himself. This morning, more pressure from the white house to reopen schools across the country, but no new guidance from top government officials and no big amount of money which we need to reopen schools. In a number of interviews yesterday, education secretary betsy devos said students must return to inperson classes in the fall but gave almost no details about what it would look like when she was pushed on the issue. What are experts telling you about the appropriate level of transmission for a school before it has to shut down . Well, i know that thats an area that the cdc is helping to provide further insight into. I cant, as a nonphysician or a nonmedical expert tell you precisely what to do in the case of one child in a classroom or five children in a classroom. But the key is, every school should have plans for that situation to be able to pivot. Nbcs aly vitaly is in fairfax at a district secretary devos has specifically criticized. Shes been critical about the plans to open two days a week. What do people who live there, actual parents, think . Well, youre right. Secretary devos has been critical but not very forthcoming in terms of any specific solutions. Fairfax county Public Schools are among the biggest in the country. Its virginias largest Public School district and they serve from k through 12 about 188,000 students. So a lot of people being impacted by this decision. And the reality on the ground in talking to parents and students is theres a lot of confusion and a lot of questions. Theres two options on the table right now for these parents who are set to decide by wednesday what the reality for their kids is going to be come the fall. They can either do two days of inperson learning with the other two days of the week with independent study and work being done at home or they can opt for four days of Virtual Learning doing all of their classes online. And even that begs a lot of questions for people because you have to wonder, are students going to be graded differently depending on which avenue of learning they end up taking . Which teachers are going to feel comfortable coming back into the classroom versus Teaching Online . And so all of these questions has actually prompted the School District to push the decision deadline. It was supposed to be friday. Now its going to be wednesday. Theres a political backdrop to this, steph. If i can return to what was my prepandemic day job, the Trump Administration is pushing for things to go back to normal and kids being back in a classroom five days a week would be back to normal. So that as they head back into reelection season, all the voters asking themselves, am i better off than i was four years ago, they can see a more normal reality as opposed to the one in front of them which is confusion and frustration for so many americans. Except, of course, this is a new normal, and were not going back, not any time soon. I want to dig deeper. Thank you. Joining us to discuss, dr. Ashish jha. What is the answer for a district like fairfax where they say they only have space for students to go into the classroom two days a week. Yeah, so thanks for having me on. First of all, i think local districts really have the ideal sort of sense of knowledge about what they can and cannot pull off. Obviously, if you are in a place with a lot of cases happening and you havent invested the last couple of months, if we havent spent the time getting schools ready to bring a lot of kids back in, criticizing them, i dont think, makes much of a difference. The goal here should be to help them figure out how to expand their capacity, if thats possible. On one hand, secretary devos said shes not going to give any prescriptions on how schools should reopen because shes not a medical expert. But she did say that there is no data suggesting children being back in school is dangerous to them. Do you agree with that . I think shes going further than id be willing to go. Let me tell you what the data is and everyone can decide whether getting kids back to school is dangerous or not. Kids are less likely to get sick than adults though they do occasionally get very sick but definitely less risk than adults in terms of getting sick. Kids are less likely to transmit the virus but whether they never transmit, i dont think thats where the evidence is. And i think the Biggest Issue is that if you are in a place like texas or florida or arizona or South Carolina or other hot spots and you open up schools, remember, well have to have adults in the schools, too. Teachers and staff. And so i look at all of this, and i think, could schools become a place where virus spreads . Absolutely, if we are not careful. Our colleague, nbcs dr. John torres, spoke to five pediatricians from across the country last night. All five of them said without hesitation, they would send their own children back to school. Would you . I am hoping to be able to send my kids back to school this fall but im in massachusetts where the virus levels are very, very low. The question is, could you do it in florida and texas . Could you do it in a place where the outbreak is very large . The kids might do okay. But kids then are going to interact with parents and teachers and staff might get sick. So i just dont want to be cavalier. I want us to do the hard work of getting schools ready and not just assume that theyll be ready, even if we are unprepared. No, i dont think so. Right now americans are reeling from the Economic Disaster that President Trumps incompetence has created. And i live that every day here in rhode island. The recession we have now is much deeper than it needed to be. Why . Because President Trump was asleep at the switch for a long time. If he had been on it in december and january of this year and setting up a robust response to the coronavirus, we wouldnt be in the ditch that were in. Having said that, we are where we are, and were going to dig out. The Vice President s plan that he has laid out is bold. And it needs to be bold because trump has put us in such a mess. What i like about bidens plan is that it puts people first. I love the big investment in skills, in training. Weve talked about this before, stephanie. The economy is changing. If people are going to be successful, they need to have a chance to get a job which means they need more job training and more education. I love the Vice President s focus on manufacturing. Here in rhode island, i never closed manufacturing during coronavirus. And we are leaning in to this opportunity to make things again and reshore in america. So i like that. And, frankly, i like his focus on innovation. We have an opportunity now to rebuild an economy that is stronger, fairer and more resilient and more productive than it was when we went into the crisis, and i think bidens plan is an excellent lays an Excellent Foundation for that to happen. But even before the pandemic, President Trump talks a big game about manufacturing in america. Yet when you look at the numbers, manufacturing has been contracting under the president. This plan is a 700 billion investment in jumpstarting our manufacturing. Where does that money come from . Listen, that money first of all, Vice President has laid out a plan to increase taxes which i agree with. This is an opportunity to invest. You know, the economic theory, which says just cut taxes and Economic Prosperity will follow, is a failed economic theory. Yes, we need competitive taxes. Yes, we need a Regulatory Environment which breaks down barriers, makes it easier to do business. But frankly, we need investment. We need to invest in our infrastructure in broadband, in roads, in bridges, in schools, in job training. The question isnt where do we get the money . Were the wealthiest nation in the world. The question is how to invest smartly. And as you said to get it done, to execute. Trump has failed to execute on anything hes ever tried. And, obviously, the results the results bear that out. Free tuition to fouryear colleges and Even Community college. Thats farther to the left than weve seen from the Democratic Party during a general election. Are you concerned it could be too far left . Im not. Look, i think that you have to start from a place of realizing how much the average american is struggling right now. I see this in my state. People are really hurting right now. And as we talked about before, the covid crisis has accelerated so many of the difficult trends like brick and Mortar Retail was slowly declining, and now its come to a precipitous decline. And the same is true for so many other kind of lower skill, lower wage jobs. So the only way were going to get back and give people a chance to compete is make sure they have the skills they need. A few years ago in rhode island, i wrote about tuition Free Community college. The results have been outstanding. Weve seen almost a 500 increase in ontime Graduation Rate for poor students of color, and those kids now have a ticket to get a decent job. So i would say, you can never go wrong in investing in americans and just people dont want a handout. This isnt about giving anything away for free. Its about giving people the opportunity to get the skills and job training they need to get a good job in the face of a changing economy. I want to talk a bit more about rhode island and as it relates to coronavirus. Cases and hospitalizations have been mostly declining since april in rhode island. You are now in phase three of reopening. Do you plan to ease more restrictions and youve got to be looking at other states like florida and arizona and at least feeling some concern. Of course, i do. But i have my eye on whats happening here on the ground. So we are in a very fortunate place, knock on wood. Weve tested the equivalent of 27 of our population. We have a very aggressive testing structure, and our test positive rate is about 1. 5 . So thankfully were in a pretty good spot here. Im looking forward to further reopening the economy, opening schools. I have set a goal, august 31st, i want these kids back in school safely. So i begin my day every day, end my day every day looking at the data, at the numbers. What happened over the weekend . Do we have hotspots and outbreaks . As ive said from the beginning, we have to get people back to work. We have to get these kids back in school. And if i feel its safe in rhode island, under, you know, new guidelines, then im going to continue to push in that direction. July is also your high season for tourism. Its so important to the rhode island economy. What are you doing to ensure visitors arent bringing the virus from a state thats surging . Yeah, so i do worry about this. For example, here in rhode island, we have mandatory mask wearing. And we expect all of our visitors to follow that rule. If you are going to go out for dinner, if youre going to go to the beach or shopping, we expect you to wear mask. So what we said is that if you are coming to rhode island, from a location that has a test positive rate of greater than 5 , we ask you to quarantine for 14 days when you get to rhode island. As an exception for that, if you can attest to us that you tested negative within 72 hours before you come here, then you dont have to quarantine. And also we set up a system where visitors who come here can go ahead and get a test and if they prove to us that it is negative, they dont have to quarantine. This one this is hard. This is a tough one. It is hard to enforce. And like everything ive done, it is a balance. I want our restaurants and hotels and b bs to have a chance to recover with tourism. I worry if folks are coming from places that have a very high test positive rate, we theyre welcome here, but they have to show proof that they tested negative or quarantine for 14 days. Well, i can tell you, 14 days in rhode island in july would be a pretty good place to be if you have to quarantine. Thank you for joining me. I really appreciate it.
