Of course, american lives. The latest figures show more than 47,000 americans have died from coronavirus. More than 840,000 have been infected. As officials try to balance the need for safety and the need to get our economy working again, President Trump now changing courses saying it is too soon for states like georgia to start reopening their businesses. Despite that, georgia is still set to lift some restrictions beginning tomorrow. With states like South Carolina, tennessee, ohio, mississippi and oklahoma expected to follow suit in the coming days. And finally, the doctor, the doctor who has been leading government efforts to find a Coronavirus Vaccine has been removed from his post. Dr. Rick bright says its because he pushed back against the president for promoting hyd hydroxychloroquine. Weve got reporters covering all of these important angles. I want to go first to Shannon Pettypiece at the white house. Shannon, what on earth is going on. Dr. Bright may be the most important person when it comes to researching for a vaccine. Hes now been sidelined . In the middle of this pandemic where theres this race to get tie vaccine, the official who was charged with overseeing development of that vaccine has now been removed from his position and put into another job. And we have got no clear explanation from the administration yet as to why this is. But dr. Bright has put out a statement saying he believes this was because of, quote, politics and cronyism. He went on to specifically mention pushing back against the use of this drug hydroxychloroquine, which the president has touted at one point telling people, dwhowhat you have to lose by taking it . But there could be some safety concerns with that and its being studied. Its not an approved treatment. Hhs in a statement did not dispute any of his claims but they did note that, yes, he is being removed from his position and that he is now going to be overseeing the development of a diagnostic test. Though most of his career has been in immunology and vaccine development. Ill add dr. Bright is fighting back. Hes asked the general counsel to look into this and is trying to fight to hang on to his position. We certainly hope he does. Thank you, shannon. Lets turn to blayne alexander in lawrenceville, georgia. The government has set the governor there was handed kind of a surprise yesterday from President Trump who had been supportive about some businesses opening up. The president now changing course. Whats the governor to do . Well, you know, were now 24 hours less than 24 hours away from many of these businesses reopening. And so a lot of them are already making provisions to do so. Business owners that ive talked to are absolutely split on this. Some say theres no way theyre opening their doors tomorrow or even the next week. But there are others like this gym here behind me who say theyre making a lot of changes. A lot of modifications but theyre ready to get back to business. Take a look. I believe if we, you know, stay on our members and actually make recommendations when they walk in the door, please be aware of your fellow members and try to maintain that six to ten feet apart, weve spread the equipment out. Its going to look a little bit different. Youll see the signs on the equipment. Were also going to check temperatures for all of our employees and theyre required to wear masks in both of our clubs. So as you heard right there, thats just one example of some of the many changes that businesses are making to get ready to reopen in the coming days, stephanie. Blayne, are the customers, though, are they ready to come back . It depends on who you ask. Ive spoken with business owners. Hair salons, nail salons, theyve already had customers. Theyve been booking appointments but some of the gym owners say theyre treating this more like a soft launch. They know theyll not see their full rush of customers. Theyre going to ease into that and they hope see them return over the next few weeks to come, stephanie. All right, lets head to South Carolina which could be one of the next states to reopen. Ali vitaly, some of the beaches in South Carolina are opening up this morning despite rising coronavirus cases. How are they deciding how to do all of this . Yeah, the governor of the state here, republican governor henry mcmaster, said the order that closed these beaches down has been lifted which then leaves it to local officials to figure out what that looks like. The mayor here told me hes happy to have that say in the process, even though he disagrees with the timing. Listen to what he just told me. Should the beaches be reopen right now . No. I think its a little early. Our fellow beach towns feel the same way. I dont think we have really seen the plateau in South Carolina yet to be opening up things. Reporter and stephanie, we often talk about that white house guidance that says that you should see 14 days of continuous declining cases. Thats not something that South Carolina has. Something that makes the mayor here worried. Hes afraid that opening up too soon could cause people to lose the gains, the stopping of the virus that theyve been able to do by closing things down. On the other hand, out here on the island, the steps theyre taking is making sure they can keep the number on the island low and the number of people on the beaches low. Theres a checkpoint on the beaches. You have to be a resident to get on. No sitting or sunbathing. Only walking or running. Its a little windy today. Not your ideal beach day anyways, steph. A li vitaly, thank you. Lets turn to michigan. Were joined by governor gretchen whitmer. Thank you for joining me. I know how busy and taxed you are right now. Even before the new unemployment claims came out, more than a million michigan residents were unemployed. Thats a quarter of your workforce. How does that weigh on you as you decide when to lift this quarantine . Its heavy and every governor who is taking the steps that weve had to take here in michigan to save lives knows the incredible weight that each of these decisions takes on us. I mean, when i closed the schools, i know that 1. 5 million kids arent getting the education they need. Half of whom are eligible for free and reduced lunch. They arent getting the meals they rely on. When i closed bars and make restaurants dineout only, a lot of people lose jobs. There are a lot of businesses that are worried about whether or not theyll reopen. When i execute the stay home, stay safe order, i know what thats going to mean for isolation and adding to all of these economic troubles we have in my state budget as well as in peoples Household Budgets as well as in your businesses. And yet i also know that if we dont follow the science, if we dont learn the lessons of what we need to do to protect life and whats happened and played out in other parts of the world, that the economic woes will be worse, theyll be more in depth, theyll be longer and harder for us to come back and its important we get the health piece right so that we can take care of people and ensure that when were its safe to reengage that we do so and dont have to worry about a second wave. What is the science or the data specifically telling you, because it looks like youre extending that stayathome order. What have you learned . So what ive tried to communicate to the people of michigan is that we are going to look to reengage in waves. Well have to be really strategic about it. Data driven. We have a rigorous process that we are going through to assess risk inherent in different sectors of our economy. The stayhome, stay safe order is working. Weve flattened our curve. When you do that well, its hard to measure because youll never know how many lives would have been lost otherwise. But we know its working. Weve been able to support our nurses and doctors and get the ppe and ramp up testing. We have work yet to do. We still are not out of the woods and thats why i said yesterday in my press conference well have some form of an order that continues to protect public safety, even as we start waves of reengagement of our economy. But each time we have a wave, were going to measure. Were going to see, are we still safe to take the next step or do we have to even consider pulling back a little bit. This is how were going to have to proceed for the near future. And so i will be issuing another order. It will permit some activity if our numbers continue to go down and our testing continues to go up, but its too early to say what each wave looks like. But all the work that goes into making sure its safe to do so is happening now. Lets talk about your state budget. I mentioned unemployment claims spiking. How long can your state afford to pay these claims . The numbers are huge. Yeah, so its obviously an unprecedented moment. Weve got a lot of people who are unemployed. We have, you know, incredible need. And its not unique to michigan. I have been on a lot of calls with my fellow governors on both sides of the aisle across the nation and we know that as Congress Continues to work on supplementals that we really its incredibly important to every one of us governors that they give us the flexibility to make sure that were able to do the fundamentals in our state. Were anticipating about a 3 billion hit to the state budget in the current fiscal year that ends in september. What could be a 4 billion budget next year, it will undermine everything from Public Health to education if we dont get the support we need out of washington, d. C. And ill just say this. I was really disappointed to see senator mcconnells comments about letting states go bankrupt. I just think that its incredibly irresponsible. And im grateful that secretary mnuchin and the democratic leadership of the congress and the white house have some sort of understanding that theyre going to go forward and give states this ability. We need to make sure we see it through. Something that is somewhat unique to your state is the pushback youre getting from those who dont want to adhere to the stayathome order, who dont support quarantine. How are you managing that . If you do see the number of cases go back up . If you become more restrictive again, how hard is it going to be to get your state to follow orders . Well, the good part of the story that is hard to focus on, but that i always want to point out is that the vast majority of people in michigan are doing their part. We have seen the Stay Home Order impact the number of cases that we have. We had to take more aggressive steps than other states because even though weve got the tenth largest population in this country, we have the third highest death rate. We have a uniquely tough problem and it requires a uniquely tough solution. And thats what weve done. And certainly there are people who are dissenting my orders and dissenting orders in indiana, ohio, colorado, all across the country. Thats okay. I respect peoples ability and right to dissent, but what we need to make sure every one of us does is observe the cdc best practices. So we are not unwittingly spreading covid19. The worst irony that could come about from these demonstrations is that they force us to stay in this posture longer than were already planning to. Its the last thing any of us wants. I can tell you with all confidence that every governor in this country is eager to figure out when we can reopen or reengage our economies. And yet, some of us are going to stay focused on the science so we make sure we do it in the safest manner. You mentioned a moment ago leader mcconnell and secretary mnuchin. President trump, do you have a specific message for him right now . What do you need most . Hes particularly focused on you and what youre doing in michigan, so he may be watching. Anything youd like to tell him . Well, you know, i will say this. I met with the secretary of the army yesterday. Weve had a great working relationship with the white house on down in the federal government. But there are some things we do desperately need. We need reagents that we can ramp up our testing. And we need additional swabs. We can do two to three times as much testing. Right now we have that capablity, but were missing these fundamentals in terms of supply. Im also, like every governor in the nation, asking for the flexibility in the upcoming in a future supplemental and that flexibility applies to past supplementals so that we as states can ensure that were able to do the fundamentals well. Because in a Public Health crisis, you cant undermine all the investments youre making in Public Health. You cant undermine the investments we need to make to support our kids education. Theyll need additional wraparound supports as we think about what the coming months look like so that they didnt miss out on education in this moment where we had a global pandemic. The only way were going to get through this is if we do it together. Governor, thank you for joining me today. Well leave it there. Coming up the house expected to vote on a new relief bill for businesses and workers this morning. Heres the question. Should the language have been changed about who will qualify for the aid, about how the aid is being given out . Republican congressman kevin brady will be here moments before he casts his very important vote. Next, were going to go global. What was once thought to be the Gold Standard of Public Health now struggling. What we can learn from the rest of the world as cities and towns start to slowly get back to a new normal. Also this morning at least five people have died after severe storms ripped through texas and oklahoma overnight. Three of the five died in a tornado in east texas where theres extensive damage this morning. It might not be over. With more tornado warnings out this morning for the entire region. Were thinking of texas. Stains new tide power pods can clean that. Whole situation. Its like two regular tide pods and then even more power. Even the largest of loads get clean. Its got to be tide. The epicenter of the coronavirus in europe. As Clinical Trials for a vaccine have begun, our team of reporters is live across the region. Lets go first to nbcs matt bradley in rome. Matt, how is progress going in italy . Well, what were seeing so far, stephanie, the Prime Minister has just said hes going to come up with a plan for finally lifting this lockdown. Its been almost seven weeks of this nationwide lockdown. And italians are eager to get back to work and just to walk outside. But hes already said that even though this is supposed to lift on may 4th, hes probably not going to let shops and businesses really reopen until a week later on may 11th. Restaurants and bars probably arent going to open until another week after that. So even though were still talking about may 4th as the date for lifting this lockdown, its really only going to be in name only. Everything is probably going to stay closed. I suspect its probably going to stay closed for a few more weeks beyond that. Stephanie . Just think about how important tourism is in italy, especially this time of year. Lets head to the uk where keir simmons is standing by. Clinical trials are set to begin today for a Coronavirus Vaccine. Whats going on . Thats right. And the focus behind this hopeful vaccine have been extraordinarily positive in the time ive been speaking to them over the past few weeks, steph, describing themselves as 80 hopeful that the vaccine will work. Part of the reason for that is because theyve already got experience with ebola, for example. Theyve already done some trials. They have some idea of how it works with human beings. That said, the British Government which is backing this itself describing the vaccinations as an uncertain science. And this is really interesting. A number of others doing this, too, they are preparing the manufacturing at the same time as doing the testing so that by september they could have a million vaccinations ready if it works. Thats the big if. If it works. If it works, a million ready. That would be good news. Keir, thank you. Lets bring in ian bremer president of the eurasia group. You say its posing an existential crisis for europe. How so . Not today but certainly over the course of the next year or two, you remember the greek crisis when we had stronger european leadership and the economics were less challenging than they are today, and the ability of the europeans to come to agree to bail the greeks out almost didnt happen. It almost was the end of the eurozone. Think about the next couple of years, just how much pain the italians, the spaniards, the portuguese, others are going to be in economically. Its, by far, a much bigger economic pull down. And the germans have been great in terms of running germany, but the willingness to actually provide the level of redistribution that would allow for the southern europeans to grow again just isnt going to be there. And in that, you have to understand where the politics are going to be from some of these countries, how much euro skepticism you get. The eurozone is probably runder much more trouble and pressure the last few years than since it was founded. Lets talk singapore. Its known as the Gold Standard in Public Health. Now theyre struggling with a spike in this outbreak after having this thing under control. If thats happening in singapore, what could it mean for the rest of us . Well, i mean, where were seeing most of the additional cases in singapore are Migrant Workers who live in conditions that dont feel like the singapore that any of us visit. Its much more like a developing country. Massive overcrowding. Fairly unclean conditions in dormitories. Same with food and sanitation. So what youre seeing in singapore is what were not seeing across the developing world because theyre not testing. They dont have information, but thats whats going to happen in those countries. Also, for all of the Contact Tracing with the apps that the singaporeans were rolling out, turns out it was only about 20 of singaporeans had smart phones with those apps and it wasnt going to be effective unless you had 60 or 70 there. So you put those two things together. A lot of people hope that in hot, humid weather you wouldnt get the spread. You are actually still getting the transmission and so, i mean, all of this does imply in poorer parts of the world this is going to get a lot uglier over the coming months. Ian, ive been saying a lot of prayers lately, but a new United Nations report says biblical type famines could double Global Hunger because of this. What are your thoughts . My thoughts are that as bad as this feels in the United States right now and in europe, and so many people are going to have economic dislocation that lasts well beyond a few months of shutdown, that in parts of the world where they dont have the health care system, they cant do the social distancing, they have nowhere near the economic capacity to pull people out of these dislocations, and the International Community isnt going to make it up because were facing our own challenges right now. The americans, the europeans and the chinese just arent going to give that kind of money. The people that are going to suffer the most are going to be the poorest countries. Weve seen statistics that show over a billion across the worst, the poorest are likely to end up infected with coronavirus. Its going to take years for them to dig out of it, and these are countries that are already very close to subsistence living. So the big win that came from globalization in the last 40 years was we created a global middle class. We alleviated so much global poverty. Took a billion people out of global poverty. Its more than humanity had ever accomplished. This crisis is going to bring tens, maybe hundreds of millions of people that had pulled themselves out of global poverty back in it. And the lack of Global Leadership and the lack of resource to help those people in the next couple of years is going to fall firmly on their shoulders. Wow, thats some heavy stuff. Ian, thank you. Always great to have you here. Make us smarter and hopefully more prepared. Next, the house is set to vote on the muchneeded relief bill. Republican congressman kevin brady joins me on how we can make sure the businesses who need it most can get that help. Doctor bob, what should i take for back pain . As some states look to reopen parts of their economy in the coming weeks, theres one phrase weve heard over and over. The phase that includes Contact Tracing. A strategy that Health Officials say will help control spikes in cases if they start to emerge. But what is it . Is it realistic . And will it actually work . The states at the epicenter of the crisis are about to find out. Governor cuomo and former new york city mayor Michael Bloomberg announcing yesterday that they have partnered together to set up a Contact Tracing program that will cover new york, new jersey and connecticut. One of the Health Experts that helped design this very program, senior scholar at the Johns Hopkins center for health security, dr. Crystal watson. She joins me now. Dr. Watson, help us walk through how this program will work and what it is. Yes, so the program is meant to manage this pandemic on a casebycase basis rather than these broad social distancing measures that are being put in place at a population level. So the purpose of this is to really break chains of transmission between people. If we can identify as many cases as possible, track their contacts, ask those contacts to quarantine at home for the incubation period to make sure they dont develop the disease. And that will make sure that they also dont spread it to others while staying at home. So the transmission will stop with them. Youve said you need to hire roughly 100,000 people to be contact tracers across the country. How do you train them . Who can become one . How does this work . Yeah, across the country, we think that the order of magnitude is about 100,000. So this could include both people who work in Public Health but arent working on this pandemic, retired doctors, peace Corps Members have been brought up as one idea. But i think it can also include people, laypeople who they not be experts in this because we can train people quickly to do Contact Tracing. This is a resource intensive activity but the training is not that complex. So perhaps we can put people to work who have lost their jobs due to this pandemic. That would be a big positive. Create jobs and get the economy kicking again. Other countries have used smartphones to help trace. Does your program include technology . Yeah, the way we think about technology for Contact Tracing is really they are a workforce multiplier. They can help contact tracers find contacts faster and more contacts than a person might recall that they were around during their disease. So, for example, if someone went to the grocery store, they came into close contact with people within six feet but didnt know who those people were. Potentially technology can help find those people, notify them and ask them to quarantine at home. I know youre working in new york, new jersey, connecticut. Is this scalable . Is the plan to work with other states across the country . Yeah, so its going to take some money from the federal government. We need funding from congress to do this. And it may look different in different states but i do think this is possible. Were seeing it already in massachusetts. Were seeing these new initiatives in the northeast and also on the west coast. So i am optimistic that everyone can do this around the country. They just need support. Indeed they do. Thank you for all that you are doing trying to get us back up and running again. I appreciate it, dr. Crystal watson. Were going to leave it there. Its not just this doctor. There are Many Americans doing their part across the country to give back during this global pandemic. And that is definitely true for Interfaith Medical Center in brooklyn, new york. The hospital is serving some of the groups most impacted by the coronavirus. Including lowincome and minority communities that are often overlooked and underserved. Joining us now is lorai brown. Thank you for joining me. I want to start by understanding the community youre in and the people you serve. Our community is a very diverse community. Significant number of africanamericans, caribbean americans, as well as significant number of very hardworking middle income, lowincome individuals. We have a significant number of people who rely upon Government Health insurance such as medicaid and medicare. We have an increasing number of seniors in our community. And as i said, its a community thats, frankly, not only diverse ethnically and diverse, but its becoming more diverse because its also a community affected by significant gentrification. How has this impacted your ability to serve these patients . How has the virus or how has what impacted . Youre talking about the demographics of our community . Uhhuh. And the fact that your hospital has less resources than others. Well, our hospital has less resources than many in new york city because, as i mentioned, many of our patients, more than 84 of our patients are insured through Government Programs, medicaid, for example, is more than 74 of our patients have Health Insurance through that public program. And another 12 to 15 through medicare. Both of those Government Insurance programs do not cover the cost of providing the care. As an example, medicaid reimburses us for anywhere between 60 and 70 of the cost of serving our patients. What that does is put us in a situation where our expenses are not fully supported and moreover, because we have a very small number of patients insured through commercial insurance we doeb dont have the opportunity as is the case for other hospitals. For the cost that we dont get renumerated through the Government Programs to be absorbed by our commercial payers. So take me inside the hospital. How are your Health Care Workers . Our Health Care Workers are great. As has been said for across the board, all Health Care Workers are heroes, and ours are particularly heroes and sheroes. Many of our workers live in this commune i community or they live in brooklyn. Theyre serving their neighbors, their families who are coming into our hospitals seeking health care. Theyre working hard and working many hours. And they are extremely committed to what they do. What they do every day. Thats our nurses, our doctors, our housekeepers, our dietary aides. Our residents. The full array of our Health Care Team have been working on the front lines intensively over these last few weeks from the beginning of this pandemic until today. Other states and cities are talking and preparing to reopen. If brooklyn were to reopen, what would it look like for you, your hospital, your community . Well, i hope that science will prevail and the recommendation of our governor and our mayor would prevail. I cannot imagine brooklyn reopening at this point. But if we were to reopen, we would have the robust energetic neighborhoods and communities that we had prior to this pandemic. Brooklyn has a lot of Small Businesses, a lot of cafes. A lot of restaurants. Its a vibrant, active neighborhood. And wed go back to that. But that said, i cannot imagine that reopening happening any time soon. All right, if theres one thing you want people to understand, what does your community, what does your hospital need most right now if people want to help and be supportive . I would say on a very personal scale, our Health Care Workers need all of the protective equipment that one can get. Isolation gowns are a significant pain point. People need to feel that they are working in a safe environment that they are protected, that when they go home, theyre not taking the virus home and, therefore, all of our Health Care Workers need that ppe. I would say hospitals like interfaith and the other two hospitals that are part of the one Brooklyn Health system for which i am the ceo, we need financial resources. As i mentioned, before covid19, we were financially stressed, and we are particularly financially stressed now because were spending a significant amount of money to ensure that our patients are served and that our staff are safe. Well, please, i appreciate all of those patients that youre serving. We sincerely hope every member of your staff and you stay safe in this really important time. Thanks for all that youre doing. Thank you for having me on your show. When we come back, more and more areas around this country are getting ready to reopen. Well take you to oklahoma with how they plan to restart their economy. Oklahomas governor has announced a very aggressive plan to reopen the state. Garrett haake is in durant, oklahoma, this morning. Garrett, i get it. People are suffering economically. They are stressed. Theyre worried about what this is going to do to them for the long term. Give us an understanding of what the plan is. Well, here in oklahoma, starting tomorrow, personal care businesses will be among the first to get a chance to reopen, if they follow social distancing and other protective measures. That means hair salons, harsher sh barber shops, nail salons. The proprietars have to wear masks, customers have to wear masks and you cant have a crowded situation inside any of these stores. Talk about a pentup demand. A woman who operates the store behind me told me their phone was ringing off the hook yesterday with people rushing back in to get their hair appointments taken care of. This is not going to be in effect all across the state, though. This is a county with only five confirmed cases of coronavirus. Some of the bigger cities, bigger communities in oklahoma have said theyll hold off. Oklahoma city, tulsa, norman, the home of ou. Theyre not ready to move that fast and theyre not being pushed to move that fast. Theyll delay these kinds of opening perhaps until april 30th. Also starting may 1st, the governor would roll out new plans to open up things like restaurants, bars, perhaps even sports although im curious to see how they manage to do that with social distancing in place. They are trying to dip their toes back in the water in a state that has been relatively less affected particularly in the rural parts of it but the reality here, the challenge is State Government is not going to know how well the measures work for a couple of weeks perhaps to see if it creates an uptick in cases. Folks in this community are ready to get somewhat back to work. Want to get back to business. I get that. Garrett, thank you. Talking about business, lets stick with money. In the next few minutes the house is set to meet to vote on the nearly 500 billion relief bill passed by the Senate Earlier this week. The bill includes 320 billion to replenish the Paycheck Protection Program aimed to help Small Businesses. 75 billion for hospitals and 25 billion for coronavirus testing. Joining me is the latest from the hill, leanne caldwell. Lets start with the Paycheck Protection Program because in the last 48 hours, lawmakers themselves, the ones who set the rules for this program, are now complaining about those who took the money and demanding that some give it back. I dont understand this. Theyre the ones that decided the rules. Absolutely right. They didnt change the rules when they passed additional money for the program. Instead they put more money into the system. The publicly traded companies are eligible, allowed to take these funds, unless the Treasury Department decides to define the rules more clearly, and prohibit them. But as far as Congress Role they put more money into the program. Democrats argue they got a big win of this bill because 60 billion of this, about 320 billion for the Paycheck Protection Program will be set aside for what they call underbanked communities, rural communities, minority and womenowned businesses who had trouble accessing these funds in the first place. That was one of the main reasons democrats blocked the effort to pass an additional 250 billion for this bill a couple weeks ago and led to a couple weeks of negotiations even though the funds had run dry. Democrats say this is a big win for them because it will ensure that some of these okay, but leigh ann reporter go ahead steph, yes. Theyve carved out 60 billion to the smaller lenders, but unless they designate those applications to go first once the spigot opens up again, a week ago it was like bulls stampeding through the eye of a needle. Now all youve done is added additional bulls to the stampede but havent created any order. Reporter some of this funding is going to go to Community Banks. Its going to be set aside to go to Community Banks so the smallest banks in some of the micro lender also give loans to the smallest businesses and the people in the queue a week ago when the money did run out, theyre going to be most likely first in line to goes these funds. They dont have to reapply. The Treasury Department has some leeway here, but the congress, they didnt change the rules of the road dramatically. They just put more money into the program, and so we could see, steph, the same thing that happened this last round, where these Bigger Companies got access to these funds and these Smaller Companies had trouble getting the money, but democrats said they tried to put some guardrails in by allocating these funds separately. Well see if it works out. We get access to see how gets these funds and were just going to have to wait and see. But heres the thing. Bigger companies, mid sized companies, Small Companies across the board with the exception of amazon, walmart and some pharmaceutical companies, everyone has been hurt. So if the argument now is to get these Bigger Companies out of the program, what are they going to do for them . A massive restaurant chain is still laying off hundreds, thousands of employees and the whole idea of the program was to make sure those employees kept their jobs. Reporter they might not necessarily get out of the program. The argument is that the Larger Companies employ larger people, to keep these people still on the payroll. If you have 3,000 or 500 people that youre going to impact by giving money to one company as opposed to another Small Business, who employs five people, perhaps keeping the 500 people on the payroll is better. So it is on a first come, first serve basis. There are arguments on both sides if these Companies Need money the goal is to help all the employees that need it and on the other side, the ones that dont stay on the payroll there is the Unemployment Benefits that the plus that theyre getting an additional 600 a week on top of their normal uninsurance benefits claims, and you know, that was an attempt to try to get it from both sides of the issue, twri to keep some employees on the payroll with their employers and the ones who couldnt, support them through the Unemployment Insurance system. But then you have the Small Business owners who they have to support themselves and they have to pay their rents. Its complicated, steph. They tried to think about it in all these different directions, and theres some loopholes and people who are falling through the cracks for sure. It is very complicated, and theyve got the best of intentions, but one of the main reasons for this problem is that the money ran out. Unlike Unemployment Benefits if theres not a dispute over if you qualify, everybody gets to get it. Here the money ran out. Congress knows 320 billion wont be enough. The demand is over 1 trillion. Are they discussing opening this up again, because you know its not going to reach every business. Reporter yeah, i mean, it could run out in another seven to ten days, like it did the first time. The need is so great. Theyre talking about this phase four, steph, but this phase four is going to be so much more complicated to get it passed. Well see. Negotiations are, talks are just beginning.
