Trip of the hat to mike pence, who is being calm and most importantly deferring to Public Health officials. That does it for us. Stephanie ruhle picks it up. Thanks, mika. Another huge need for joe biden, widening his delegate lead with decisive wins in missouri, mississippi, idaho, and the biggest prize of the night, michigan. The biggest win came in mississippi where the former vp has a massive 66point lead. He also has a doubledigit lead in michigan, a stay senator sanders won back in 2016. As he spoke to staffers in philadelphia last night, you could hear it in his voice. The former Vice President sounding like the presumptive nominee. Its the comeback of the soul of this nation. This campaign is taking off, and i believe well do well from this point on. Right now the former Vice President has a 148delegate lead over Bernie Sanders, but the results are still coming in. Earlier this morning, the nbc news decision desk named senator sanders as the winner of north dakota. Were still waiting on a call in washington, where senator sanders has a slight lead. I want to start with our road warriors who have the latest. Shaquille brewster is in burlington, vermont, andali vitaly, in cleveland, ohio to, covering biden. Shaq, what are you hear from the campaign. Reporter one of his cochairs said on another network this morning, we will definitely hear from senator sanders at some point today. Were not receiving in guidance on what that comment will look like. Without a doubt. What this campaign knew coming into tuesday, there are going to be some heifery lifts when you looked at the states like mississippi and missouri. They were hopeful for states like washington, which we havent called yet, idaho, that went to biden and michigan. This campaign invested heavily in the final days, having stead senator sanders spend multiple trips there. What his National Surrogates and top advisers are saying, at least online is they want him to continue the fight. Michael moore was on the network last night, and if he was to give advice, it would be to stay in the fight and allow the other states to have their say. The problem, as you know, steph, when you look at the states coming up, next week each of those four states are states that senator sanders lost in 2016. This map only get tougher. Ali, when you saw vp biden speak last night, did it sound different . Reporter look, i almost feel like he sounded like someone coming to terms with the fact he could be the nominee of this party. Also in moments like last night, its almost difficult to separate the words youre hearing from the candidate with the momentum you know is the backdrop to those words. I think last night puts a finer point on it, joe biden has a momentum that feels different than with that within 11 days ago. Shaq is right, the calendar at this point tends to favor, at least in theory, joe biden, but at the same time what youre seeing from the Bernie Sanders campaign is they have a debate coming up on sunday. Thats something that the Sanders Campaign has been sort of relishing the idea, getting to go mano a mano with joe biden, but also campaigning in the time of the coronavirus creeps into the debates and how the candidates will go into the next few weeks. At the debate on sunday, i heard from the dnc there will not be an audience, not even a spin room or press filing room, where we would go to cover these debates. Im here in cleveland, the vp is not here anymore. He was supposed to do a rally that the campaign had to cancel. That was also true for Bernie Sanders. This is potentially the new reality. What does it look like to campaign without the pomp and circumstance in the age of coronavirus. Right now, safety must be paramound. Joining us to explain why all of this matters to you, victoria defrancesco soto, dean at the university of texas, and a super delegate. Charlie sikes, and steve israel. Congressman, you know im going to you first. A few weeks ago i practically gave you a hook, a gong, i told you you were crazy, and i was wrong. How do you feel now . Right now i feel good. Of course i do e. And i know the Biden Campaign does, but we have a lot of work ahead of us. Theres a lot of race to be run. We have to unite this party. This is going to be a difficult election, and the only path is with a united party. Ive run a lot of races. Theres nothing tougher when as a candidates, you look at the math and you know its not going to work, but your foalers, your volunteers are telling you to keep going, keep going im hoping that the path to defeat donald trump is a united democrat ecparty. Charlie, last night i know you wrote that the democratic race is done hes truly leading a movement, Bernie Sanders. Yes, but this is a campaign and ultimately its a decision about whether or not donald trump gets four more years in office. Steven israel says absolutely right. Bernie sanders has to decide on whether to go negative, to gin up his own supporters, or whether or not hes going to make a pivot to the general election. I they the next cup 8 days will be interesting. There will be intense pressure to suspend his campaign, and at least not go so negative on joe biden. The reality is this race is over, joe biden is going to be the democratic nominee. Democrats will have to decide whether how theyre going to handle this between now and november. Chris, last i checked hes already gone negative on joe biden. Yeah, he has. I think thats an important issue hell have to confront this sunday. Obviously when they can snipe at each other from affair, thats much different from being on the same stage. The path for senator sanders is difficult, one is the way democrats apportion their delegates. Second, in a time of coronavirus, sooners cant do they big rallies that fuel his support e Supporters Party leaders cant get sanders to leave, fluorshould they, but i think it would be smart to tone down some of the personal attacks a little bit. Victoria, what do you think . I think we have to be careful on calling on sanders to leave the race. You need to let candidates leave on their own time. You get very nervous when you think about the hardcore sanders supporters who can get miffed at these things. We saw in 2016 there were a number of sanders supporters who stayed home. We always saw some supporter that actually crossed over to vote for donald trump, about 1 in 10 sanders voters did that. We need to approach this very carefully in looking at the Democratic Party strategy of letting folks play it out, letting Bernie Sanders exit on his own time so he can better and proven his base and feex who supported him to come with him one the pop ulas leaves, lets talking about bringing in the moderates into the fore. Theres a joementum, but lets remember a lot of peoples determine whether someone ultimately gets to the white house. Congressman, youve run a lot of rices how does the time of corona change this . Ive never seen anything like this. American politics has always been predicated on handshaking, big rallies, person interaction with voters, and that may be removed. Maybe we go back to the 19th century where president s ran their campaign on their back porches. This is new political territory, stephanie, and were going to have to see our way through it. Its going to be a completely unpredictable environment. Other than President Trump who is defying the wisdom of science and thinks own proceed fessionals. Theres another debate on sunday night. They havent been former vp bidens strong suit in the past and we havent seen them debate one on one. What are you expecting . I dont know what to expect. Bernie sanders is going to have to make a decision, how hard is he going to hit joe biden. Of course, and joe biden, you know, needs to answer some of the concerns about whether hes lost a couple of steps heap. I thought hess speed last night was a real improvement on a week ago. Theres a real sense that the campaign is stepping up, but this is going to be a longer and more intense experience for the Vice President. I expect that hes actually going to do pretty well, but again, can we just stop for a moment and rye flect on the extraordinary turnaround in american politics in just a few days here . The democrats went through a neardeath experience a few weeks ago. Remember what it was like when the president was surging in the polls, the economy was strong, it looked like the democrats were going to nominate a democratic socialist. The senate was no longer in play, and look what has happened in a short period of time, the way that the center has held in the Democratic Party, its actually impressive. As somebody who watched the republicans lose their mind four years ago, i have to say that the democrats seem to have learned a lot of lessons from what happened to the republicans back in 2016. Victoria, you want to weigh in on that . My question is have the republicans learned a lesson . As i said previously, base will be with donald trump no matter what, rallies or no rallies, but what about the country club republicans, all of those voters we talked about would put two, three clothespins on their nose and voted for donald trump. What are they going to do . That is my biggest question. We saw that practicing ma tism has reined in the Democratic Party. Will it have an he effect with republicans . I think that will decide to 20. I guess it depends on what country club as robert kosta reported yesterday, the president was listening to fellow members at maralago over the weekend as it relates to corona, and not professionals. Coming up, the president pitches his idea to calm the markets and help businesses, a payroll tax cut. Moments ago the democrats released their counterplan. We have the details. Its all about a broad coalition. The nbc news exit poll shows almost half of white collegeeducated women backed former vp biden, compared to 30 for senator sanders. Thats an up tick from previous primaries before Elizabeth Warren dropped out of the race. In michigan the former vp received almost 60 and voters over the age of 45. In mississippi, he won more than 80 , and in missouri more than 80 of the democratic voters who said they wanted a candidate who can united country. They chose the former vp as well. Joining us is rachel bitecofer. Offense really evident to me that the sanitiers revolution was going to hit the same brick wall that it hit in 2016. Thats the ability to translates it into more mainstream elements of biden is in a strong position to be the nominee at this point. He may not have broadened out his coalition, but those who support him are diehard sanders supporters. This youth vote is a movement. What does vp biden need to do in order to bridge that gap. Its huge. Youre absolutely right. I think like where the Biden Campaign could end up getting astray is in this illusion hes converting a lot of republicans. Thats certainly not what we saw in 2018. We saw a suburban realignment mostly powered by turnout. Mill lenience and genz voters, latinos, College Educated women, voters of color and Younger Voters showing up. I think its tempting to get into the crosstabs against democratic primary voters and see things that dont exit. White workingclass voters moving towards biden, right . Were talking about a subsays of the White Working Class electorate. We look at the trump returns in some of these election returns in washington, and rural counties, trump in a noncompetitive primary got way more votes in some of the rural places than the entire democratic field did last night. It really does indicate the realignment of democrats in the usual been areas and republicans in rural areas is a major play. That means biden should be thinking about how do i bring in that sanders coalition, especially those youngers voters, and get them excited about a candidacy that is frankly, you know, not that attractive to them because biden its not that hes moderate, but hes a little bit boring. How does he do that . You wrote the most important olive branch is a liberal dem. So who would a vp be . So most voters do not care about issues, frankly. A lot of people get bogged down into issues. The fact of the matter is what motivates people at the pass level, i argue, is big things like fear of trump, negative partisanship, being in power, out of power. For who . There are a set of people for whom issues do matter. For the young bernie people, issues do matter. I think that bidens best play in bringing in the sanders people is bring with him on the ticket somebody who is going to represent a more progressive platform, you know, like i said like who . What would that persons name be . And also somebody who is not a white male, right . Preferably not white. The party is very diverse. Kamala harris or stayed stacy would be my top two hits. They hit three metrics all at once. And rachel is ending with a bit of a you go, girl. Thanks for joining mess this morning, rachel. I want to dig on one of the biggest groups thats been showing up for former vp biden. Derek johnss is the and ceo of naacp. Your reaction to last night . It was amazing to watch the energy. I live in mississippi, and it was great to see people who are enthusiastic about voting, but its more about november than anything else. I was calling michigan, im from detroit, and im hearing the same tones of we have to get focused on november. I think thats whats day place in the africanamerican community. People are concerned about the outcome of november and the level of engagement yesterday is a strong signal, lets get away from this primary and lets get focused on november. But a weaker signal than we got in 2016. In your state, yes, vp biden won 87 of the black vote, but specific turnout was down by 7 , compared to 2016. You know, the primary in 2016 was it was fascinating to watch and frustrating at the exact same time. I dont think either candidate really spoke to africanamerican voters in 2016 at a level that they should have, nor did they speak to africanamerican voters that they should , but im saying theyre ready to get to november. The racism this country is engulfed in now is coming from the white house, and africanamericans are ready to move beyond this primary and get focused on the november election. Are they enthusiastic enough to get Critical Mass out in some of these deeply red Southern States and actually turn them blue come november . That remains to be seen. I can only use the recent examples. What happened in alabama in the special election, what happened in the 2018 midterm elections are strong cases that africanamericans are ready to move forward and look how the power of our vote to be leveraged to change the direction of this country . The most important bloc of voters in this country right now is the africanamerican vote. They will in fact show up in large numbers to ensure this is a country we can all be proud of and have democracy work for everyone. Thank you for joining me this morning. Up next, dueling proposals out of capitol hill, trying to provide Economic Relief to workers and companies that have been impacted by the coronavirus. Well see how the market is reargumenting when the opening bell rings in less than four minute from now. Minute from now. Be in your moment. Ask your doctor about ibrance. Markets opening as we speak. Its been a wild ride on wall street, really for the last week or so, down almost 700 already. This comes a day after President Trump visited the capitol to push his plan. The democrats plan does not include a payroll tax cut. In that theyre focusing on sick leave, and other matters. Jared bernstein is here, as well as my old fan, dan nathan. Congressman, what do you think is the most important step that congress can take to help people who were financially impacted . Lets focus on the human toll. Theres areas we agree with the president , paid sick leave, et cetera. Lets get that done, and theres other areas, folks are having their kids sent home. They may not have access to child care. The hourly workers, folks in the gig economy, we have to protect those folks and make sure that folks who get sick and then longer term, lets have debate about how we avoid or minimize a recession that likely is coming. Jared, you actually published an article with your own plan. Tell us. First of all, the most Vulnerable People on the economic side are people that the congressman just referred to. These are folks who may actually be employed, but they cant go to work, because their workplace is quarantined or their kids are stuck at home. If they dont get paid leave, they could miss a pikecheck for weeks or months. A lot of these folks dont have savings to fall back on. What do you do for Small Business people or employees of Small Businesses who lets say theyre staying open, but theres no customers there. Consumers are become vacuumed out, because we want them to stay home. A lot of these businesses will hit a cash flow shock if they havent already. Many have. Part of the plan we were talking about yesterday transfers resources from the federal government directly to those businesses, and thats the kind of fastacting, quickly implementable plans we need to be thinking about. The payroll tax holiday, it doesnt crash that itch. Its slow, it only goes to people with paychecks, so if youre not getting a paycheck, it doesnt help you. We need to talk about implementable plans that reaches people right away. I think speed is important. Really a recession at this point is a forgone conclusion, globally when you think about it. So the question is how quick do you get the aid to the workers, to the u. S. Consumer we know is 70 of our economy and how deep the recession will be and how long that will last. Thats why the combination of the monetary stimulus that just fell flat last week, plus fiscal, it seems to happen quickly to stem the length of the recession thats coming. How quickly can you get something passed . Lets be honest, democrats and the president are barely on speaking terms. Republicans arent exactly spenders when it comes to social issues. I would hope to get something doen this week and send it to the senate and the president s desk. Again, i agree with both other speakers, that we have to do this fast and quick. The quicker we can get it done, the more we can minimize the harm to the american public. Jim cramer, jared, just said yesterday when it comes to recession, Certain Industries are already in recession, yet the president is meeting with bank ceos. Bakers actually dont have a problem, better capitalized than they are in 2008. The fact that the president is making them the priority, does it concern you that, again, this is more of a show, not lets get in here and solve for it it . It absolutely concerns me in exactly that way. This meeting seems to be a waste of time. Heres the thing. Right now, and the congressman can attest to this, on the hill i know for a fact that everybody is talking about 20 different ideas on the fiscal side. They all have their political pressures, and theyre not coming together on a fixed set of. Heres my threepoint list Fiscal Relief to states, paychecks to people for the reasons weve been talking about, and something on paid sick leave. Thats a threepoint plan. The reason i like that plan is at least theoretically, these are ideas that ds and rs should be able to agree on. They have in the past, each one of those could get out the door in a matter of months, if not weeks. Who can lead the charge . Take us back to the financial crisis. You saw the president fade away and hank paulson take center stage. Hank paulson had huge experience in risk management. He was the former ceo of goldman sachs. Who can take hold of this . I think the volatility has to do with a lack of leadership. When secretary mnuchin comes on, he doesnt have the stature that paulson had that youre talking about. Our experience. Or the experience. Larry kudlow, and all these calls to buy the stock market, these are two very difficult things. I think the volatility has a lot to do with the lack of leadership right now. For jareds point, they havent laid out a plan. The stock market sold off yesterday, and they have a plan and then go out and the president doesnt show up for the meeting and the market sells off. Theres a frontrunner for president on the democratic side right now. I would like to see him come out very quickly and explain and show america what competent governance looks like at a time like this. I believe that Vice President biden will do that tomorrow. All right then. Were going to leave it there. Gentlemen, thank you so much. Congressman, i know you have a very busy few days ahead. Good luck to you. Thank you. A new bombshell reports from new york times, shedding light on the federal governments very slow response to the spread of the coronavirus, specifically the failure to take advantage of a flu study that would have helped monitor the early spread of the virus. Right now there are more than 1,000 confirmed cases in the u. S. As of today 30 people have died. The majority, 24, were in washington state. Just down the Pacific Coast in california, passengers aboard a ship are disembarking. Its been almost two days. Passengers are still being escorted off the ship. Why . Reporter thats right, stephanie, the captain yesterday making the announcement to the ship he hopes all passengers will be off by the end of today. But thats not guarantee. This is a slow and complicated process. Some 1200 passengers off so far out of a total of 2800. Some still confined to their staterooms, including passenger chris hall and his wife nicky. Theyre Small Business owners, very concerned about taking all of this time off. First off the ship were the medically vulnerable, those in urgent need of care, including carey costo. She has stage 4 cancer, told nbc she missed one of her chemo treatments because of this ordeal. Now in quarantine. Shes very concerned shes been exposed to corona, which is why Health Authorities are now urging anyone who is a senior citizen, anyone with a preexisting Underlying Health condition, to stay away from cruises. Theyre the ones paying the highest price when it comes to corona. All right. Thank you, erin. Joining mess, a mayor tess center of all of this, mayor durkin and dr. Gowkin, a professor at nyu. Mayor, whats going on there . Youve had 24 deaths in your state. You know, its a very challenging time. Every time i talk about this, we talk about numbers, but i want to remind everyone these are families, people we know and love. Our thoughts are really with those families of people who have gotten this virus who are sick, but also with our Front Line Health Care workers. If i were to say anything to any of the mayors, you have to Pay Attention to a couple things. Number one, get your system ready, and resiliency planning. If you have one events that takes Health Care Workers out or First Responders out, it can have a cascading effect. Test test test. Weve been so hampered by the early errors, we did not see the spread of this disease and now were dealing between that. We will get through this. It will be hard. We are going to have to take some significant steps as a society, but our country is strong and seattle and the region is very strong. But way, mayor . Why the testing failures . It was a combination of things. I think the cdc both limited who could be tested and didnt have enough test kits. Why . You know, theres a system that failed, frankly. And we are now at a point where its becoming more available. We still dont have enough, but across the nation i would urge every leaders make sure youre very close to your Public Health officials, maybe sure you have the ability for broadscale testing and surveillance. In seattle we have some of the best researchers literally on the planet. We have turned to them. They have gotten the genome for the virus already. Through some of their modeling the the spread is probably much beyond what we think its. Were working really closely together. Its important to know their leaders, county executives, mayors, Public Health officials, we will speak with one voice and have one strategy. This is going to be a tough time not just in seattle and this region, but across this country. So if we really rely on those Health Care Professionals to guide us and take steps, i think well be able to slow the spread of this virus, but it still will be a major event here in our region. Okay. Then, doctor, explain this. I still dont understand the slowdown. New york times details this morning that the cdc said approximately 8,500 specimens have been taken since the beginning of the outbreak. Lets compare that to south korea, which discovered their first case right around the same time. Theyve got the capacity to test 10,000 people a day. Help me understand this disconnect. This is partly the reflection of budget cuts that date back to the recession of 2008. Since 2008, about 25 of the Public Health work force in this country has been laid off. Thats about 60,000some people. When youre understaffed, it doesnt matter how good the scientists are at cdc. They are top notch scientists, but mistakes get made. Essential thats what happened. There were problems with the test, so they had to take it back and say, well, we need to make some adjustments here. That led to some real delays. What does that say about the United States of america that we cant handle what south korea can . I think it has to do in terms of what we emphasize as health. We emphasize individual health care, not Public Health. This is a great example of why some things do need to be handle at a social societal level. Public health in this country has really been underfunded, underprioritized for a very long time. Mayor inslee issued a ban on large gatherings. Tell us what that does to a city like yours. It takes a lot of political will to make a call like that. It does, and the governor will be announcing a series of measures today. Again it goes to the one government thing. This virus doesnt respect city lines, state lines, county lines. We have to speak with one voice and have to rely on the Public Health and health care scientists. Theres no question about it that the measures well be taking in the next 30, 60, 90 days, however long it takes to get through this, will have a significant economic impact. We as policymakers have been trying to do two things. On the Public Health side, we want to take all the steps we can to limit the spread of this virus, and to take care of the most vulnerable. On the economic side we have to do the same thing. How . Because were speaking to Small Business owners here in new york who have said they are more worried about going our business, not having a paycheck than they are getting the virus. How do you balance the two . So we are doing a series of things. Yesterday we rolled out a package for our Small Businesses and employees. For example, amazon, because they decided to telecommute, many of their employees did not come into the city. The Small Businesses around that campus started to have significant problems. They stood up a fund of 5 million to help those businesses weather the storm. We as a government are taking a range of things to abate their taxes, help them with rent, make sure theres no utilities shut off for residents or businesses. Were also looking for way to say make sure theres resilience in the system for the employees, so the government is extending unsgloimt insurance. For our gig economy workers, wee trying to come up with things for people who dont have a regular job or sick time or a paycheck. The city is relies on the federal government, State Government and us to Work Together to try to help those that are most economically vulnerable in this time. Doctor, do you agree, lets cancel largescale gatherings . We have a st. Patricks day parade away. Ive been asked a few questions about that parade. I am concerned about that parade. That is outdoors, so that helps at least to some degree reduce the risk, but a lot of those people will go to bars and restaurants. Packing them in. So that has me very concerned. Thank you both so much. Definitely helping make us smarter and better. Mayo, good luck to you, this is a serious time. At 1 00 today, we will be answering your questions about coronavirus.
