We must start this morning with the Trump Administration fiercely defending its deal with mexico earlier this morning against reports saying very little in the agreement between the United States and mexico is even new. Julia ainsley in d. C. , hans at the white house. The president was with our colleagues moments ago vigorously defending this thing. Reporter hes still on and im listening to him in one of my ears and you in the other. This is a moment for the president who started off somewhat on twitter. Now hes going on the offense. Hes shouting out against the eu, the chamber of commerce. He seems to be questioning that deal. Hes still talking so i have to be pretty brief here. Number one, he says those tariffs on china will trigger if she cancels his meeting. That is new. That meeting had been scheduled for the g20 and hes saying the tariffs will happen if she cancels that meeting. The chamber of commerce, listen to this broadside that he launched on the chamber. I just want to say to the United States chamber of commerce, if we didnt have tariffs, we wouldnt have made a deal with mexico. We got everything we wanted and were going to be a great partner to mexico now, because now they respect us. They didnt even respect us. They couldnt believe how stupid we were with whats going on, where somebody comes in from mexico and just walks right into our country and were powerless to do anything, where they have very strong immigration laws. They dont have to take anybody. They can say, out you get. So we can essentially be using to a large extent the very powerful immigration laws of mexico. Stephanie, there are a lot of little micro stories coming out, and the president is just weighing in on huawei, more broad sides against huawei. I think the big picture here is we are hearing a robust defense of the use of tariffs by this president. He loves that tool. Its also significant, stephanie, and you know this as well as anyone, that hes talking to cnbc. This is a president that cares about market reaction, cares about what the stock market is doing, cares about 401 k s out there. But he also doesnt seem to care about traditional norms because he is talking about using tariffs in a fundamentally different way. He feels this mexico deal hes claiming is going to send 6,000 troops there is a validation of his approach of using tariffs. Going forward, i think we can expect to see a lot more of the t word from this president. This is part of the Global Supply chain. The president again going after the fed raising Interest Rates. An ultimate goal to get those Interest Rates cut. Thats certainly good for the markets. Julia, youve been covering the border story for well over a year, the president boasting that the deal he put in place with mibs r mexico on the borders. We see a dip in summer months as the temperatures spike at the border and frequently it becomes very unsafe to make that treacherous journey. So if you look back at the past fiscal years going back to the obama administration, there is usually a dip between may and june. You can see now where we are. There is a large spike. But in general, from may to june, there is a little dip. So this administration might be able to claim a victory here when the numbers go down in june that really wont have anything to do with this deal hes reached with mexico. As hans points out, there is not a lot new here. There was already deals in place in mexico to have them take in asylum seekers, people trying to claim asylum in the United States. And the numbers that will be recorded will stay the same because those people will have to come to the United States, claim asylum and then just wait in mexico. So any dip we see will largely be seasonal and probably not the deal of this great bargain. Will largely be seasonal. Details, details. Julia, hans, thank you so much. Now lets head to Kelly Odonnell on capitol hill. In just a few hours from now, democrats will kick off a series of hearings aimed at the public and the Mueller Report. We know twothirds of people have read the Mueller Report, we have members of congress who havent. Whats the ultimate goal here . Reporter in many ways this is about bringing the Mueller Report to life with a multiact play, using key figures from the watergate era, including Nixon White House counsel john dean to talk about what obstruction means and to go through aspects of the Mueller Report and discuss them in a public setting here on capitol hill where it will generate attention and will perhaps bring some voters into this process who have not been paying attention. It also serves a purpose of showing, according to Nancy Pelosis team, the specific actions that House Democrats are taking on a daybyday basis to hold the president to account, to shine a light on what was found in the Mueller Report, and to demonstrate that there is action happening, although it is not an impeachment inquiry and Many Democrats would like to see that happen much more quickly, and nancy pelosi is not on board on that yet. When you look at the week ahead here, steph, it is an indication of this idea of bringing things to life. Today were talking about this hearing. There is also a vote being planned for contempt against the attorney general, william barr, and former bhwhite house counse don mcgahn. And not to forget the underpinnings of where this began, russia meddling, another subject this week as were in a new campaign season, talk about what russia actually did and some of the concerns that still exist for the election we are facing. We do know one person is in custody and we know ortiz is said to be recovering through his father, who is saying that. There is some video youre about to see that some viewers may find disturbing. Police say two assailants approached him at the bar and lounge in santa domingo. The apparent attack caught on this surveillance video. The bullet hitting his stomach and hitting another man next to him. The 43yearold seen here shortly before he was shot. Ortiz father, leo, telling local media his son is out of surgery and out of danger. According to authorities, one of the suspects was caught. This video purports to show that man being beat up by bystanders. Police dont yet have information on the type of gun that was used. The news had an outpouring of support on social media. Martinez tweeting this about the two men together. Im at peace knowing your out of danger. You are a strong man. I cant wait to hear your voice. Also, anxiously waiting for more ne news. In the meantime, only prayers for david ortiz. Three titles winning two world series mvps. He was also beloved in boston, rallying the city and nation after the Boston Marathon bombings. I cant even believe these numbers. 19 candidates were all in cedar rapids this weekend. Why is this specific gathering so important . Reporter well, stephanie, it was the first time that iowa voters had a chance to see so many candidates congregated in just one area. 19 candidates, as you mentioned, speaking to about 1500 Party Activists there in cedar rapids, and the energy really started outside the event. In the Early Morning hours you had Campaign Volunteers and supporters out with their tshirts and signage chanting for their candidate, and when the candidate arrived, they then walked right up to the front door with that candidate in a show of visibility and support. But once you got inside, the candidates took a more serious and passionate tone. They each had five minutes to make their case to these iowa voters, and just listen to a sample of what we heard. We will not defeat donald trump unless we bring excitement and energy into this campaign. Make the case for our america, an america where health care is a right, not a privilege. Maybe even in this greatest democracy in the world, we might go about choosing our president by giving it to the person who got the most votes. House democrats are not committing to impeachment proceedings, but short of that they are doing everything they can to keep the president and Robert Muellers report in the public eye this week. That includes two congressional hearings and a full house vote on whether to hold attorney general william barr and former white House Counsel don mcgahn in civil contempt. First up, a hearing in the Judiciary Committee that will feature testimony from john dean, president nixons white House Counsel who testified against his former boss in the watergate hearings back in 1973. Joyce vance is a former u. S. Attorney and professor at the university of alabama law school, and she will also be testifying in this afternoons hearing. Also joining the conversation, matt miller, former chief spokesperson for the justice department. Joyce, obviously we should note youre an msnbc contributor. But youre testifying on your own today as a former u. S. Attorney with a whole lot of expertise. What can you tell us about your testimony and why you think this hearing is going to be so valuable . Its an interesting hearing, stephanie, because today when we testify, and ill be there with my former colleague barb mcquaid who was the u. S. Attorney when i was a u. S. Attorney in alabama. Were there to talk to prosecutors and talk to the committee about how prosecutors evaluate evidence in an investigation and how they compare that and analyze it in light of the legal standards, the elements you have to prove in order to establish a crime and how we would make charging decisions given the body of evidence that the Mueller Report has compiled. Matt, john dean is going to testify today. Yes, he is an expert on what happened to Richard Nixon 40 years ago, but what does he bring to the table . Because many people are saying its odd he has nothing to do with this, and republicans, of course, are saying this is just political theater, ignore it. Its a fair question. I dont know if youre a fan of Country Music and know that old Charlie Robertson song, youre not the best but youre the best i can do. Thats a little how i feel about this hearing today. Which is not a slight against joyce. Obviously shes the best in my book and this hearing is important. The committee wanted to have other witnesses before now. They want don mcgahn and until they go to court and compel witnesses like don mcgahn, theyre going to bring in joyce and barb mcquaid and show that its pretty clear that the president committed obstruction of justice. I think its important to make that clear before they get other wnt witnesses compelled to appear. These are not factfinding missions. John dean and joyce vance were not involved in this administration. It seems theyre trying to shine a spotlight on america, most of whom have not read the report. I think thats right, stephanie. This is table setting. This is helping people understand the context in which the events that the Mueller Report examined occurred. And matt makes an important point and ill acknowledge being the best that they can do, because the real shame here is that folks who should have complied with subpoenas to appear before this committee, because congress has an article 1 oversight function to comply with, the fact that those subpoenas have been essentially ignored is shameful, its a violation of the norms. I know people get tired of hearing us talk about norms being violated, but these are so essential to the functioning of our government, hopefully the American People will begin to see that. But heres the issue. Its setting a table for those who are already at the table, who believe that there was obstruction of justice, who are going to be watching this, saying saying, hell, yes. But does it move the needle any way . Even if they agree to hold barr and mcgahn in contempt, heres what gets me. Does any of it matter . When is it going to happen . In my little mind i would think subpoenas and Holding Someone in contempt would actually cost you something. You see the committee, there are always kind of two things in congressional oversight. One is to try to move the needle on political insight, and i think they might not hold them in contempt. But the second piece of it is to authorize the committees to go to court. That in itself move the needle on public opinion, but it forces them to go to court with or without subpoenas. So what congress is being forced to do, what the house is being forced to do is go to court. What that vote in the house will do tomorrow is give the committees a chance to be able to do that more quickly, not have to go to a full house vote every time. So it gives not just the Judiciary Committee but intel and banking and all others who are seeing witnesses inside and outside the Administration Just completely stonewall the chance to try to break down that wall. So far wall street looks like its going to start the week in the green following the president s decision to suspend the threat of new tariffs on mexico. That said, this morning the president called in to cnbc to defend his use of tariffs, insisting that without them, we would be captive to other countries. Listen. We lose a fortune with virtually every country. They take advantage of us in every way possible. Without tariffs, we would be absolutely outside of something that i wont even mention. We would be absolutely at a competitive disadvantage, the likes of which youve never seen. Austin goolsby served as chairman of obamas economic advisers. Hes at the school of business. Steve benjamin, mayor of columbia, South Carolina and president of the u. S. Conference of mayors. He joins us on the phone. Also with us, cnbcs washington correspondent caleb tochi. The president was calling in to cnbc to criticize the chamber of commerce. The International Affairs had said the terrorists appeared to have hurt our country. That appears to have gotten under our skin. The president is saying without tariffs well be taken advantage of. His own economic adviser larry kudlow has said the opposite. There is a real divergence not only between the president and the Business Community that were sort of lock step on things like tax reform and deregulation. There is a clear split here over tariffs and the president called cnbc to hit back against one of the members of the chamber, and President Trump was saying the chamber is part of the problem. The chamber has been pushing these policies that help the bottom lines of its own company while not prioritizing the United States. What i found interesting, stephanie, was the argument that the president was making here really put him at odds with his own advisers, not just the chamber. You have secretary mnuchin who was saying huawei is a National Security issue. President trump just said in that interview that huawei could come into play in the trade negotiations. It could become a chess piece. Also National Security adviser john bolton was arguing the same thing. Any of his trade advisers who were pushing for the trade deal, that is the way they wanted to solve the trade imbalance in mexico and the president was saying he needed new tariffs to do that. The criticism hes gotten from business leaders, from his own administration who have said tariffs are a tax on the American People. Heres what he said. It depends on what country youre talking about. If youre talking about china, its different than mexico. China will subsidize their product because they want to keep people working. So china is going to pay a lot. We have put 25 on 250 billion of chinese goods coming into our country, including 50 billion of High Technology equipment and things. You havent seen, or virtually any, price increase. With mexico whats going to happen is all the companies would immediately move into the United States. Youd have car plants going up all over our country and there would be no tariffs. From my standpoint, its a nobrainer. Lets remind our audience the president put in place 12 billion for aid for farmers who would, in fact, be hurt by these tariffs. Austin, whats your reaction . My first reaction is i think i agree with his last statement. There seems to be no brain involved in the design of these policies. Weve seen the president on the economic side repeatedly using what i will call isolationist, protectionist, building walls kind of logic to say that would make us rich. We know it doesnt make us rich, it makes us poor. Its been tried hundreds of times by hundreds of countries. It doesnt work. Its a bad idea. But beyond just the economics, how is this good negotiation . Hes a selfprofessed negotiator. He has systemically undermined and destroyed u. S. Credibility by negotiating deals that are not deals, going back after the fact like with mexico where they negotiate a new nafta with minor adjustments to the existing nafta and then come back and threaten them with tariffs again. No country in the world thinks that the president can be trusted at his word now, and that undermines us going forward. Okay, but does the president care, austin, about it undermines us going forward, or does he care about the immediate . Because in the immediate, he gets to say, look at me fighting for the American People, talking tough against mexico or china, even if none of it is fact based, and then to the markets, hes got the fed backed into a corner where they can actually lower rates which is ultimately what he wants to do, because the president wants a booming stock market to get himself reelected. Yeah, but the stock market is going to go up only because its come down so much because of all the damage that hes done. So in the end, i really dont think that continuously agitating and adding massive uncertainty and undermining your credibility is going to net net and be beneficial. I believe he has achieved one thing, which i think was his goal from the beginning, which is were not talking about the Mueller Report, were not talking about the mueller press conference. The reason hes trying to reagitate on trade and just revisit things that were already sort of out, like the talks of mexico, hes just trying to get us off of the other subjects that hes more sensitive about. Austin, you are forgetting the one thing cable news has is time. Were absolutely talking about the Mueller Report and well be showing that conference later today. Mayor, you just met with mayors across the United States, mexico and canada, the three countries involved in msmca. What were the mayors reaction to the threat of tariffs . Now the tariffs are not on the table. Are they optimistic that the immigration system is going to improve, or are they concerned that countries cant plan anything because the president made it clear those tariffs could come back at any moment . Thank you, stephanie. We had about 120 mayors in mexico from, as you mentioned, the u. S. , mexico and from canada literally talking about how we could work on things at a National Level with a trinational focus on issues that affect all of us. Not only trade and tariffs, but, of course, immigration, crossborder economic development, focus on Public Safety and inclusion. We met with the president lopez and his entire cabinet as well, and i think folks were happy that things were resolved, but the concerns were very real. In my state of South Carolina, were talking about exports of almost 6 billion a year coming to mexico. Were talking about if theres retaliatory tariffs, about 650 million of hardearned taxpayer dollars going back into the economy out of everybodys pocket. Im actually here traveling as we speak, here because we do recognize if things are going to get done, theyre done at the local level. Its confusing at times, but American Cities in the metropolitan economy accounts for 85 of our population. 80 of jobs and the american gdp. Hopefully we can provide some reason. I agree terrorists are taxes and ought tariffs are taxes and ought not to be used as a remedy. We always see taxes go down this time of year and people say none of this is true. The devil is in the details, right . The president goes on twitter saying people are going to be happy, this is all be revealed. This is what the president loves, that hollywood cliffhanger that were all waiting to see what comes from the white house, whats the white smoke of the details that will come here. Im sure the bigger question on the minds of capitol hill is what happens with china, how does it impact what happens with china, how does it impact the mcmca which last week looked like it was on good footing and then the president restarted the clock and it looked like it was doomed. Thats what to ask members of congress this week, does the fact that they were able to avoid tariffs on mexico meaning the usmca might be back on track. Usmca which kushner fasttracked, and the president seems to be squashing it. Thank you all so much. Now to an important story about the way the internet and specifically youtube which so many of our kids are on all day can lead people down idealogical rabbit holes and transform them into political extremists by fueling hyperpartisanship and feeding them a steady diet of conspiracy theories. Kevin bruce wrote this front page extraordinary piece titled the making of a youtube radical. Kevin, congratulations. What a piece. I want to get to the youtube aspect in a minute, but first, some people could say, there is no way i buy in to some of these viewpoints. But what you profiled was not a radical extremist when he started. Tell us how the road goes. This was a 21yearold guy in West Virginia named caleb cain. He was going through a rough patch. He dropped out of college and he was struggling. He went on youtube to look at selfhelp videos. He wanted to see how he could get out of depression and make his life better. He found a guy named stefan malamu, who is a selfimposed youtuber. He makes selfhelp videos, but he also makes political videos where he talks about things like immigration, feminism and the links between scientific racism. So he was sort of the entry point, and then from there, like the on ramp led him to other people. Because i think what most people dont realize about youtube is it has this extraordinarily powerful regulation algorithm that sets up a side bar with lots of videos that people might be interested in. Yeah, it sure does. Walk us through im going to call it the death spiral. The point that the internet can, in general, influence people. Where you single out youtube you write this. Critics and independent researchers say youtube has inadvertently created a dangerous onramp to extremism by combining two things. A Business Model that rewards provocative videos with exposure and advertising dollars, and an algorithm that guides users down personalized paths meant to keep them glued to their screens. This didnt happen by accident . No, youtube has been revised over the years by some of the great algorithm researchers of the world, and it constructs an individual model of you, the user, and figures out which videos will keep you watching the longest. So in 2017 or around there, they implemented a new kind of a. I. Called reinforce that was even better at steering people into new interests and new parts of youtube that maybe they hadnt been to before. And for most topics, that would not be a problem. I mean, likeif youre a cooking video person and you get steered to diys, theres nothing wrong with it. But on a platform where there are extremists, it pulls people in and thats what happened to caleb. I have a sixyearold that is being pulled in. Youtube bans videos glorifying nazi and things like the holocaust. But it seems like the nazi videos are more subtle than that. The far right has gotten very good at sort of gaming youtubes algorithm, and one of the ways they do that is they kind of cross genres. So they will appeal to, say, gam gamers, and while hes doing that, hell talk about feminism and things like that. That takes gamers and they do this with movie reviews, all kinds of videos, so theyve created these pathways between different parts of youtube and the far right. This is dangerous. Youre going to try to find some outlet. Thats one reason why President Trumps efforts arent more successful. These are people who just cannot stay where they are. Because of climate they cant sell their crops, they cant feed themselves. They are starving to death. For you this, is one of your first endeavors as a journalist. What stuck out to you the most . I think that there are a lot of heartbreaking stories. We saw stories of malnutrition. We saw stories of Young Mothers who couldnt feed their children. For me one of the things that stuck out we saw stories of hope, of people who wanted to pursue an education, who wanted to create a better life for themselves. We saw savings groups of women who were trying to come together and, you know, do loans within a group to be able to start their own businesses and things like that. So i think me meeting a lot of young women my age, the thing i noticed was these are people with a lot of hope and they just need a little bit of an extra, you know, helping hand to help them kind of fulfill some of this. Lets talk about that support and who is responsible for giving that helping hand. You wrote about one migrant who tossed out plans to come to the United States after an aid project helped her learn to farm in this new environment because they are living through different tougher conditions because of Climate Change. Just a couple of weeks ago i had a chance to sit down with the north american president of unilever and how they are tackling Climate Change and helping others. Watch this. Businesses recognize the Economic Impact of Climate Change. I think everybody realizes the impact of Climate Change on weather, on extreme weather, of floods, of drought, of extreme heat. What we saw is that if you can provide people some sense that they have a future in an area, we saw this with this young woman at 15 she wrote a plan to come to the u. S. Because of this program in this village from mercy corps she is there now. She sees a future for herself. We can do that on a broader scale. She wants to see a future for herself in her home country. We heard the mayor of a texas town say this. But you wrote specifically about this one guatemala warm woman. The circumstances that put her where she is and write am is random and in many ways crew people talent is universal. But opportunity is not. Why this woman . You know, olga was, you know, one of the reasons that i wanted to write about her is she had had a tragic story, but she also had how . She got married when she was 15. She had her first child when she was 16. Shes 25 now. A mother of three. Her husband died 10 months ago working on the guatemalan coast. She doesnt know how or why. Shes now a single mother. She had to dropout in second grade from school and fighting to keep her kids alive and put food on the table. What she told me is its important that people in the u. S. Understand the reality that she is living in guatemala so that we, you know, are able to support her and people like her with humanitarian aid and her quote was so that we can lift up ourselves up where we are so we dont have to migrate. Would you say this experience was an optimistic one or a devastating one. Youre talking about hope and optimism. Sidebyside with the greatest devastation you always find a measure of hope. That hope has to be nurtured and there are ways to do that and thats what people are pleading for. Its not that guatemalans are desperate to leave their families but you have to give them ways to find a future in their country. Its not perfect but works better than the strategies weve tried so far. When you marry hope with education, support and opportunity, you get extraordinary results.
