People about doing business in russia and the kremlin knew he was lying, gave the kremlin a hold over him. One question is does the kremlin have a hold over him. Possibly a ceasefire in the trade war with china. One group likes it, the market. Dow futures pointing way up this morning after a weekend meeting. President trump and she strike a temporary compromise. Now saying they have 90 days to decide what is next. The big question is are they really just kicking the can down the road . We begin remembering the extraordinary life and legacy of a man dedicated to service as a navy pilot during world war ii, as the nations leader in the white house and as the ultimate family man. A man whose call for a gentler, kinder nation is echoing across the country as we prepare to say goodbye. I have an Incredible Team spread across the nation to reflect on all of it. In the next hour, the former president s remains will depart houston and be flown to joint base andrews and air force one on a special air mission 41. Hell be transported to the u. S. Capitol where he will lie in state until wednesday morning. Wednesday will mark a national day of mourning and a Funeral Service will be held. His remains will be flown pack back to houston where he will lie for 24 hours. On thursday morning, the former president will be remembered in a Funeral Service in houston and will then be laid to rest in College Station where he will be buried alongside his wife barbara, his daughter robin, who as you recall died of leukemia when she was 3 years old. As the fashion remembers george h. W. Bush, best known for his Foreign Policy prowess, the mood of supporters and even adversaries is perhaps best captured by this picture of sully. I saw it this weekend. The president s service dog who was by his side in the final months of his life. As america prepared to say goodb goodbye, a reminder of the mans own words about the country and people he once led. No president , no government, can teach us to remember what is best in what we are. America is never wholly herself unless she is engaged in high moral principle. We as a people have such a purpose today. It is to make kinder the face of the nation and gentler the face of the world. My panel, jon meacham, president ial historian and biographer of george h. W. Bush and msnbc contributor. Peter wayner, who worked in both bush administrations. Kenneth blackwell, served as hud undersecretary for bush 41. And lauren leader, the cofounder of all in together. Jon, i must start with you, in your mind, what is the most important part of bushs little i . He did it based on the ancient greek principle. He absolutely believed, embodied, breathed, the idea to whom much is given, much is expected. He understood life had been very fortunate for him and he was doing his damnest to extend his hand to others. Its a moment to reflect not just a bigone era but its also important george bush will be the first person to tell you he wasnt perfect. If he was an imperfect guy and could do good things, then the rest of us who are so imperfect can do the same thing and i think that is a compelling part of the legacy were going to be be contemplating. You worked in both the bush 41 white house and bush 43. These two men had very different reputations and leadership styles. Tell us about the differences you saw in the father and son and the relationship they had. Well, his son i think had a more vivid personality. And was more texas in a way as opposed to his father. But the differences were overwhelmingly set aside compared to something else. Which is the remarkable love they had for each other. Its been said a lot how much george h. W. Bush loved his family. What struck me, because i was closer to his son, is not only how much they loved him but they revered him. To a person, they said he was the greatest person they knew. One of the things that strikes me about president bush 41 is those who knew him best loved him most. He was a person of tremendous decency. He also showed the qualities like gentleness and kindness were actually virtues and strengths, not bullying. This is a man who was a fascinating combination of qualities and character. One of the other things to which jon meacham said who knows president bush better than anybody in a sense because of a biography. Used to make jokes on saturday night live. Prudence is a great conservative virtue. A great virtue to have in a president. Extremely important to have that that period that bush was president. President clinton read the letter. Its extraordinary. Weve been talking about it all weekend. That he received from bush after clinton defeated him in the 93 election. I want to play a bit of it last night. There will be tough times made more difficult by criticism you may not think is fair. Im not a very good one to give advice but just dont let critics discourage you. You will be our president when you read this note. I wish you well. I wish your family well. Your success now is our countrys success. Im rooting hard for you. Good luck. Im rooting hard for you. And meant it. What can we learn at this time, at this moment in history, about grace and civility . All the time right here in this newsroom, we talk about the need for decency. Thats exactly what this man was. Grace and civility are strength and george bush embodied that. My grandmother grew up with him and was telling us this morning they would go to Church Together at kennebunkport and george bush was the one who took around the collection plate every sunday morning. All the other kids thought he was too angelic and he probably dipped his hand in the collection plate but they only realized when he became a man that was the essence of george bush and they were wrong as kids. We saw it then. We saw it, how he dealt with the passing of robin from leukemia. In 2013, one of his secret Service Details sons was 2 years old and got leukemia. All shaved their head in solidarity and so did george bush because he understood what that was like. And when barbara bush who was nobody to be reserved, was asked about it, she said damn right, its really good he did that and brought attention to this and i think leukemia donations surged as a result of george bush. There was a grace there. From the Foreign Policy. He oversaw tectonic shifts in the world order. When the berlin wall came down. The whole point being, it would make it harder on gorbachev and make it harder to partner up. What bush recognized about america, which make him to me the last gentlemen in washington, was that our political opponents arent opponents at all, theyre friends with whom we differ. A lot of younger americans have missed that. You work closely with president bush. Were talking about how he reached across the aisle. That letter to bill clinton is stunning. Especially in todays context. That was the essence of president bush. Its fascinating we talk about mothers and growandmothers. My grandmother once said you can judge a person by how they dealt with three books, date book, checkbook and the the good book and george bush really, in fact, every time he came to a point where he had to choose between the path of convenience and the path of conviction, he, in fact, chose the path of conviction. He was genuine. It was a genuineness. He had a personal touch that was just out of this world. He asked me to go from hud to the state department to be the u. S. Ambassador to the United Nations human rights commission. I said, i traveled international but im not sure im ready for this. He said ill pair you up but, you know, ken, its just about being the ambassador at the United Nations is being the mayor only with interpreters. Youve been interpreting jack kemp to me for years. So it was that sense of humor, that personal touch. He knew that my wife, a native of west virginia, loved country music. He loved country music, Skyline Chili and he had a and baseball. And thats, you know, there were times when he would just call and just talk baseball. It was disarming because the president , the most powerful man in the world, could take the time to be personal and that translated into the way he approached Public Policy and service. Warren, i want to go back to president bushs success in by partisanship and reaching across the aisle. It is so rare. We keep asking, will we get back there. The Washington Post writes this, he may be the last u. S. President who was not despised by a big chunk of the american public. Isnt that stunning . Some of that may have to do with the era in which bush governed. He rose up through the Republican Party at a time when both parties were big tents consisting of liberal and conservative wings, before americans had sorted themselves also out into warring ideological camps. Can we get back there . Do we want to . Of course we do. I think thats a little bit of a rosy view of the time. I mean, lets not forget, as extraordinary as bipartisanship was, as extraordinary as the legacy clearly is. I feel so blessed i got to spend time with him and barbara. Thanks to an Amazing Program he helped found caused the president ial leadership scholars which he founded with his son, with president clinton and at the lbj center focused on fostering the future Civic Leaders of america. Its an extraordinary opportunity i was privileged to be part of. In terms of his era, i think its worth recalling. The Thomas Clarence hearings were one of the most divisive times in america and he was willing to stick to his guns. And he was not willing in Domestic Affairs both on that and on a number of other issues, theres been a lot written in the last few days. His views on lgbq rights. Which certainly evolved. He was part of a growing evan ye evangelical movement. The great lesson of bush 41 is they were sincere. But because he actually was interested in knowing them. We heard extraordinary stories about this. This summer when we got to spend time with john sununu. That sincerity of relationship building. That is the piece that is missing in washington today that i hope we can get back to. So if his death inspired more americans, more american legislators to look at that as an example, to think about how they can invest in knowing one another to advance the will of the country. He was a man of great character and dignity who didnt want a vote, any vote. In 1991, when david duke was running for governor of louisiana, i actually think we have that sound. When someone asserts that the holocaust never took place, then i dont believe that person ever deserves one iota of public trust. When someone has so recently endorsed naziism, it is inconceivable that such a person can legitimately inspire to leadership in a leadership role and a free society. And when someone has a long record, ugly record of racism and bigotry, that record simply cannot be erased by the glib rhetoric of a political campaign. He called david duke a charlton who was unfit for office. If you can separate the two for us, you can be a civil man, a civil leader. But it doesnt mean you are not strong and have very definitive views, especially when speaking about someone like david duke. Thats right. Weve turned virtue on its head in this era. When people seemed to think that bluster is a sign of strength. Its the opposite. When you see those qualities, who was a man of tremendous personal courage, but great decency. I want to reflect on that bit. I recall that at the time. There were aides in the Bush White House that didnt want him to comment on david duke. But what george h. W. Bush understood was this wasnt just a republican moment and it wasnt just a statement moment as it related to louisiana. This was a National Moment and it required a National Voice to speak against racism and hate that david duke embodied. He rejected the counsel of his aides to speak out elegantly and authentically. That was the real george h. W. Bush. We see how much those qualities are missed, how much theyre needed. Can i just tie into that . He understood there were times in American History and in World History where we couldnt hide our special lights under a bushel. He also knew that those who would do evil would love the darkness. Thats why he was not only tender hearted, he was tough minded. Whats more importantly, more important, is he was willing to take the risk to do the right thing. That is part of his leadership that is often underappreciated. A tough principaled leader who would take the risk to do the right thing. He understood at the end of the day, america would only serve the american ideal if americans worked within that common moral framework. Which is why he went and pushed the americans with disabilities act. He brought so many people in and made them equal and made sure they had access to Everything Else people had access to. I think thats remarkable. Tender hearted and tough minded. What a beautiful way to put it. Thank you all so much. Up next, new details on the investigations into President Trump and his inner circle including just how many investigations Michael Cohen is now helping out. How many investigations are there . Isnt that stunning . In and of itself . But first, as con doleance continue to pour in, snls weekend update took time to remember his extraordinary sense of humor. President bush was famously a very warm and gracious man who always understood the power in being able to laugh at yourself. Take a look. Thousand points of light still operating, coming in from all those areas. Not gonna do it. Not gonna do it. Hey, george bush here. Im watching you do your impression of me and i got to say its nothing like me. Bears no resemblance. Its bad. [narrator] the typical vacuum head has its limitations, so shark invented duo clean. So lionel, what does 24 5 mean to you . Rade well, it means i can trade after the market closes. Its true. So all. Evening long. Ooh, so close. Yes, but also all. Night through its entirety. Come on, all. The time from sunset to sunrise. Right. But you can trade. From, from. From darkness to light. Youre not gonna say it are you . Welcome back. New Court Documents are giving us new clues about the investigations into President Trump and his allies. As we move deeper to december, some aides could be heading to prigs prison. The sentencing memo outlines key points, including the fact that hes not only cooperating with mueller, but hes also working with new York Attorney and the staet tax authority. I want to bring in ken dilanian and nbc investigations reporter tom winter and elliott williams, former federal prosecutor and former Deputy Assistant attorney general. Ive got a full house. Hes cooperating with four different investigations. That one hits drsh s directly tp children. How much of a threat is cohen . I got to tell you, that guy is parading around every Upper East Side restaurant like he doesnt have a care in the world. That would imply theres potential criminal behavior. We dont yet know that for certain. However, what we do know is this person was the righthand man to the Trump Organization and to the president. If anybody can help him understand certain things. They could look at emails, at documents and say what did this mean, why did you have this discussion . They could look at Financial Statements and say what was this about and where did this money go . So he is the ultimate tour guide to everything trump. Trump organization, all those type of things. For them, if they think they have criminal activity or he can point them to criminal activity to me it says hes a significant witness. The ultimate tour guy who just months ago worshiped at the altar of trump. So ken, looking at the sentencing memo, do we know if he has the deal . He could be the tour guide but he himself is entangled in a whole lot of wrongdoing. Thats absolutely what hes trying to do. What we learned from the sentencing memo time served . He hasnt served any time. Booking time. When he went into federal custody that day, i think i was on set with ali, that moment, from when he puts in his fingerprints and presented in court, thats technically time served. I know its bizarre. We learned this man, cohen, is all in on cooperation. Theres not going to be a Paul Manafort here. They said in Court Documents and he said in court hes committed some of his crimes out of loyalty to donald trump. And then we also learned something from Donald Trumps reaction. Remember, he stood on the south lawn and called cohen a liar. Later giuliani said his story about the trump tower moscow lined up. So what exactly is trump saying he lied about . Perhaps its not something in the plea agreement, that he believes cohen is talking to prosecutors about that could implicate donald trump. I want to share what law fair said about the sentencing memo. It goes out of its way to emphasize just how much of cohens criminal conduct is traceable either to direct instructions from donald trump or to overzealous assistance of him. A really important distinction. The memo says cohen paid off stormy dams and Karen Mcdougal because trump told him to but did not say trump told him to lie about trump tower. Those are two very different actions. What do you make of that . Right. It doesnt look good for Michael Cohen. What the sentencing memo does is lay out a number of things that cohen has done in furtherance of lying on behalf of trump. Comes down to littlety. How much individuals and how far theyre going to stick their necks out to protect the president. Were taking at face value the fact that Michael Cohen is being honest here. We should know that everybody in the president s orbit seems to be willing to stretch the truth or lie. Id be reluctant to rush to getting behind Michael Cohen as sort of our savior here. However, it is pretty clear hes got the goods and has come with the receipts. All of these investigations, youre talking about tax, criminal liability, talking about the payoffs to the playboy model and so on. Its clearly the walls are closing on the trump family and well continue to see what mueller is laying out in these documents that are getting increasingly detailed. I want to play what incoming judiciary chairman jerry nadler said on meet the press. The fact that he was lying about doing business in russia and the kremlin knew he was lying gave the kremlin a hold over him. One question is does the kremlin still have a hold over him . This is an issue. We talked about it on friday. Whenever we scratch our head at the president s approach in terms of Foreign Policy to two specific countries are saudi arabia and russia. The more we learn that the president could very likely have business ties to that country, the more worried with are. How worried should we about about the possible hold over the president . Democrats have been worried since he got elected. Republicans say it privately. If you only say it privately, youre not actually that wored. If youre worried, you do something. You know what, now we know while donald trump was making these bitz czarly fav ll lly bi favorable statements about putin. He was seeking favors from putins government. These guys are now wondering what else dont we know about relationships with russia that could still be coloring his behavior today . The fact the president tried to insist the moscow deal was completely legal, cool and totally legal. Then why was he concealing facts about it all this time . Why couldnt he admit it years ago . Starting back in 2015. It just does not smell good take me from not smelling good to proving theres wrongdoing because those are two things. In fact, its worse practices. How hard is it to prove theres an actual link, a wrongdoing that russias connection to trump had influence over his conduct on the campaign trail . The circumstantial evidence will all come in. The statements from the president , from cohen, manafort, all these individuals. What were seeing, its the trail of crumbs we saw in the article this morning. The emails mile exist. The phone logs. That are more drshth evidence. As you see, coming forward with a great deal of evidence and information. Just remains to be seen whats going to come out. I want to touch on roger stone. What he said on abc, specifically about wikileaks founder assange. Youre saying you never spoke to julian assange, never contacted wikileaks, never spoke about any of that to President Trump that is correct, i had no contact with assange. Assange himself has said roger stone is a brilliant spin master, weve had no communication. You heard him, never spoke, never, ever, not happening. Except heres what roger stone said during the campaign in 2016 to republicans in florida. I actually have communicated with assange. I believe the documents pertain to the Clinton Foundation but theres no telling what the october surprise may be. One way or the other that mans a liar. Does that automatically make him a target for mueller . I think hes an automatic target because he talked about certain things that assange had before it was public, that wikileaks published them. Very interesting thing in that so unbite. Something ive been keying on. He mentioned the chinn Clinton Foundation. He was the chairman of the Clinton Foundation. Most of the i would say more newsworthy things that he had had to do with the Clinton Foundation because he was the chairman. He had financials. He had statements. Emamails back and forth. Its interesting he mentioned an october surprise. He specifically mentioned the Clinton Foundation. I think hes a worthwhile subject for mueller. Still a lot to be done. Thank you so much. Always got to cover the mueller investigation. But now it is time for my favorite part of the show, money, power, politics. We have a full dose of power politics at the g20 and this morning is paving the way for big money on wall street. Remember, the market and the economy two different things. As the market tells, its certainly happy. Dow is already surging after news that President Trump and chinas xi jinping struck a dealish. A deal to continue trade talks. That basically means a pause. While mt u. S. Holds off on higher tariffs. President tweet the this, president xi and i have a strong and perm relationship. He and i are the only two people that can bring about massive and very positive change on trade and far beyond. A solution for north according really is a great thing for china and all. Its not all good news. The two sides are only setting up 90 days to resolve their differences or the tariffs go up. The treasury secretary said the u. S. Is not willing to keep talking forever. We absolutely need to have something concrete over these 90 days. Again, there could be a phased. In approach. This is not about kicking the cap down the road but there are certain issues they can deliver in the short term. There are certain issues that may take a little bit longer to kick in. And the president will deal with the tariffs accordingly. I want to bring in cnbc market reporter dom chu. Also with me, the chief economic correspondent for axios. And corey choppy, for the International Institute for strategic studies. This trade war. Jpmorgan put it out. What china has offered is the same thing they basically offered months ago and the United States said no deal, this isnt good enough. For me, it is unclear what we are so excited about today. If all they said is lets wait 90 days and now were excited about something we turned down months ago . I dont get it. Why does the market love it so much . The market loves it but the market loves it to the tune of 400 points on the dow at least for the time being which is around 1. 5 overall. This is not a stock market that has surged 1,015 points because of a done deal with regard to trade tensions. Ma enoughen mentioned kicking the can down the road during that interview on cnbc earlier this morning. Thats the phrase ive heard so much this morning. The idea this is a pause. Even with this pause there are not a lot of details with regard to what exactly is going to be affected by it. On the auto side of things, we know china has a 40 duty on imported autos from the United States. Does that go back down to 25 where it was already before . Does it go down to 15 which is what european automakers . What it comes down to is the markets are reacting positively but there are still a lot of questions to be answered. Thats the reason the stock market isnt surging higher on this. Its been a rough month for stocks. The idea the markets can go up about a percent, not out of the realm of reason on just the idea of easing trade tensions, not a done trade deal, stephanie. Thats important to point out. Its easing the tensions but its not necessarily resolving everything. I look at this, you know, still unresolved. If this deal were to come into place, would the eu be involved . That would strengthen our position. I mean, 90 days, we should be that excited about it . No trade deal will be done in 90 days so dont expect this to be finished in 90 days. The way the chinese are preventing it is this is a pause until we work something out. The way the americans are presenting it, pleabecause theyd no previously, you say well have this 90 day deadline and then the tariffs might come in so really its a game of chicken and its up to you to douecide e tariffs will come back . Im dubious. I think theyll keep on negotiating because thats the way trade talks work. Its progress and then eventually you get somewhere. It will take longer than 90 days. The stock market is excited about this because they reckon the americans are being constructive now rather than just bullies. All right, corey, Steve Mnuchin said the administration does not use the stock market as a scorecard. Thats just not true. Thats normally the case. The president of the United States, the current president , absolutely uses the stock market. When it goes up, he pointed the fingers at himself, congratulates himself. Do you think hes willing to play this with china . I think thats right. My guess about the reason the market is up is because they see that the president has retreated on his tariff threats. The president did not behave as badly at the g20 meeting as he did at the g7. Two other things out of the g20, he seems to get along with the german chancellor for the first time and let her persuade him to wait another several months before withdrawing from the treaty. And he also had a meeting with Prime Minister abe and indian Prime Minister modi on trilateral cooperation and that may be a warning sign for china. The president also tweeted this. You mentioned it just a moment ago. China agreed to reduce and remove tariffs on cars coming into china from the u. S. Kr currently the tariff is 40 . Thats a big statement from the president but we havent heard it from anywhere else. From the markets perspective, what do you make of that . A single sourced headline . Well, the single course headline is a primary source. The idea right now is the markets dont have details on this. Theres a sentiment things are genuinely like you said. A little bit less negative with regard to things. The auto side of things is interesting only because he has cited it so very vocally, i guess if you will in this whole idea of trade discussions. When you talk about Companies Like tesla which we have seen some reports that perhaps theyre not selling nearly as many cars in china because the prices are so much higher because of import duties. Are there details as to whether or not well see a specific rate of tariffs that china will impose . Conversely are there other parts of the market on the agricultural side of thingings where were going to get specific details with regard to what those levels are for import taxes. I guess the Market Movement indicates more of the idea of a general direction as opposed to a force of magnitude. Like i said, the dow is up 400 points. Thats nothing to shake a stick at. The markets are saying were 5 away from record highs. If trade tensions get eased further, there might be room for that strong stock market we typically see at the end of the year. A move in the right direction. Chinas foreign minister says theres a chance for a winwin here. A winwin here, to go back to what you might call the status quo, the u. S. And china trying to resolve their differences through the trade knee gosh y yaxation negotiations that theyve always used. Rather than through donald trump basically sacrificing Companies Like General Motors to steel tar ri tariffs that he just seems crazy and forces the chinese to the negotiating table. Bad for the u. S. Stock market. Its bad for the u. S. Economy. If me stops doing that and starts going back to the kind of trade negotiations every Previous Administration could use, thats going to be better for both countries. Isnt that stunning . People voted for something different. All he wanted to do was tear up what Previous Administrations had done. It really stuck out to me today. The Washington Post writes that President Trump has been hurting the u. S. In terms of competition with china by undermining alliances and making the United States less attractive for foreign workers. When Foreign Companies and investors look at these two countries what do they see . Because u. S. Is still a lot more attractive than china, wouldnt you say . Yes, but china shouldnt be the standard, right . We should be so much better than that. We should be a magnet for the worlds most talented people. We should be a fantastic place to start and sustain and grow a business. My favorite example, people talk about big data and how china may have an advantage in ai because it has a market of more than 1 billion people. If the United States was cooperating with its allies as the prospects may be hovering into view with the president s meetings with india and Prime Minister abe. The notion that we could have a much bigger base than that by cooperating with our friends and allies around the world, that is not just Good American Foreign Policy. Thats good economic policy. Remember, china investing massively in ai. I believe it was Vladimir Putin who said whatever country controls ai will rule the world. Corey, dom, felix, thank you. We must talk about the state of North Carolina and whats going on down there. States board of elections is once again declining to certify republican mark harris apparent victory over the democrat in the 9th congressional district. Harris won the race by 905 votes but the validity of mail in absentee ballots have been called into question. The one and only Steve Kornacki is digging into it. The board is claiming numerous irregularities and fraudulent activity related to it. What does it mean . Again, just given the margin youre talking about here. What theyve done is declined to certify the election. They opened up a three week window where they are will pursue an investigation. What they are looking at after couple of anomalies you see in the result in two counties, two small counties in the district, small Rural Counties in the district. One of them the issue is the winner in this race, the declare winner, mark harris, the republican did exceptionally well. Almost very well in the mailed in absentee mailed in balloting. In this one county he did extremely well. People who showed up and voted were not supporting him but the mail ins were all in favor. This is the one county seemed to favor the democrat throughout the district but not in this county, not in this portion of the district. The other thing you found here in this county, in this portion of the district, this small rural county had the highest concentration in the entire state of North Carolina of mail in absentee ballots. It was 7 of the total ballots cast. Its an anomaly what specifically and exactly it point to is the question that this board of elections wants to look at. The other issue is theres another county, another small rural county that a very high rate of unreturned mail in absentee ballots. Thats folks who requested the ballot, the ballot was sent to them, they got the ballot, apparently and just never returned it. Why is that weird . Its weird because it may be that just what happened. Maybe for some reason in that one county a lot of folks for whatever reason requested them at a rate we didnt see them anywhere else didnt return them. But the suggestion out there without any evidence to back this up, the question is were there people whose ballots were somehow discarded, somehow thrown out, somehow the ballot was sent to them. Theres no evidence on table that says that happened right now. The other wild card is in this first county im talking about where harris did very well in the absentee and mail in absentee ballots theres affidavits, several affidavits signed by voters that talk about they either received a mail in ballot at their house they didnt think they had requested, they received a mail in ballot, somebody they werent sure who came by to collect the mail in absentee ballot, maybe they werent finished with it the person said ill finish it for you. Exactly who this person was. Say what . This is why in a race with 905 votes separating the democrat from the republican, this state board, a unanimous decision by the state board, has democratic and republican representatives on it declined to certify it. They are keeping this matter open to december 21st and there will be evidentiary hearings in between. Theres a lot of smoke and they will try to sift through that. This board does have the power to throw out this election and call a new one. My goodness. Heres the good thing. They will keep asking questions. Steve, thank you very much.
