Officials now blame at least 38 deaths on harvey, some 100,000 homes have been affected by the flooding, rescues are still continuing in some areas, while in other areas victims are returning home to find complete loss and devastation. Vice president mike pence made a visit to texas helping to clear brush in rockport yesterday. He says harvey could be the most expensive Natural Disaster in u. S. History and recovery will likely take years. He also says more than 311,000 people have registered for disaster aid already and more than 530 million in assistance has been distributed. New fears this morning of even more explosions at a Chemical Plant in crosby, texas, that was flooded during a storm. There are also fears of more accidents in the days ahead and other Chemical Plants in the houston area affected by the storm. We of got a lot to this morning and youre in luck because we have the best team of reporters in the business spread out across the region along with nbc meteorologist bill karins monitoring the latest developments and the weather to come. I want to start with msnbcs Garrett Haake live in houston. Garrett, despite the waters starting to recede in a lot of areas, youve still got some neighborhoods still flooded and people cant get home. Reporter yeah, stephanie, the neighborhood im in right now, that is pretty big improvement over the conditions we saw here two days ago when in about this spot the water was up to sort of the middle level of my thigh. Water levels are starting to get down around the city, particularly in the area where is the main cause of the flooding was just the rain. We were in a neighborhood this morning where people were able to get into their flooded homes yesterday and start the work of tearing out the sheetrock and replacing everything inside that had been destroyed. But the problem that theyre running into here in western houston was just the backup of all of that water through those two dams and reservoirs that weve been talking about and through the bayou system. Flood control Officials Say it may be ten days to two weeks before the water in areas like this gets drained all the way out. Now, still, thats pretty big improvement the where we started where Something Like 1,300 square miles of this county was covered by at least a foot and aof water. The trillion gallons of water fall ong the city of houston, the way to visualize that, one of these Flood Control officials said last night, was to fill up the astrodome 3,200 times. The bottom line, its just going to take time for all this water to get out. People arent waiting. They are coming back into their neighborhoods as soon as the sun came up this morning to start to get to work. A trillion gallons of water sitting for days. I want to g to the even harder hit area of port arthur ands nbcs miguel almaguer. How are folks holding up . Youve been in the streets, in the field, in helicopters. Give us an update today. Reporter this is what people are wake up to here, floodwater pouring into their homes. They have a lot of work to do here. Many folks, 32,000 across this region, are in shelters. As mentioned, 100,000 homes have been affected by this storm. We were in a shelter not far from here where it certainly was very crowded. We know folks are being taken even further out to farther cities because so many people need shelter. We were a family, the singletons, who were rescued by air helicopter just a couple of days ago when Tamika Singleton was rescued she was separated from her mother. Turns out we were able to find her mother about a fourhour drive away. She was take bin the military to a different rescue facility. Its common story. The family is desperately trying to be united are others. I was going to die. I really thought i was going to drown. Everything in my house was floating. My granddaughter called and i told her, i said, i dont think im going to make it. She said, grandma, dont say that. Thats my mama. I want to talk to her and make sure shes okay. Fortunately, they have been reunited on the phone, but the family unfortunately is hours away. The daughter is headed towards austin, texas, to an evacuation sent there are now, and the mother is still in this area, port arthur, where we found her late yesterday. This family, theyve lost everything. They have no belongings, no vehicles, so it may be some time until theyre reunited like so many other families here. Theyre facing a sea of floodwater and also a sea of sad v sadness. Hard times for people here. Thanks for helping them find one another. Meteorologist bill karins joining us on what is left of harvey and the flooding situation and another storm headed our way. Beaumont there, telling you about with people who dont have water and the water is at high as it could be, the town is surrounded, that river has crested now at 20 feet. Whats important about that is from here on out well slowly go down, but the old record was 13 feet. We dont break river records by six feet. Thats unheard of. Thats whats happening in beaumont. Still devastation and lot of people struggling and even some rescues being reported. Last night some of the rescues took place in nashville. In tennessee it rain sod hard that a creek south of the area went through the neighborhoods and into homes. About 20 to 25 water rescues were done south of the nashville area. Harvey still added throughout the region. As far as the watches and warnings go, if we have any problems out there right now that are bad, its right around the Bowling Green area, flashflood warnings continue here and flashflood watches for about 7 million people. The rains wont be that hard for the next couple days. This is irma, way out here in the atlantic about as far out in the atlantic as they get. So we have a lot of time to monitor this one. Yes, its already a major hurricane. Its likely going to stay a powerful hurricane right through the Labor Day Weekend. The forecast path for the Hurricane Center takes it on a dip few for the most part takes it due east to west somewhere near Virgin Islands and puerto rico, thats wednesday, could be near there on thursday. Will it hit or not . Still too early to say. We hope it goes north of the islands and spares the people there. They dont want to deal with a 140mileanhour hurricane. Whats going to impact the future path, eight to ten days from now . If it headed for east coast or florida or the bahamas it would likery be friday, saturday, sunday, that time period next week. So we have about eight, nine, ten days to watch it. If this High Pressure stays weak we hope it takes that turn and misses everybody. But if this High Pressure stays a little stronger it will steer it closer to lantd. Thats the whole key to the forecast as we go throughout the next six to seven days. I believe by about monday and tuesday ill be able to pinpoint this better for you and well know whos at risk. As of now, everyone on the eastern seaboard, Virgin Islands, puerto rico, need to pay attention. Right now irma appears to be closer to africa than it does us so im not thinking about it until monday. Nbcs Kristen Welker live at the white house where the Trump Administration is monitoring the latest developments in southeast texas. Chrissen the, a lot happening on the white house front. The president says hes going to pledge a Million Dollars of his own money for the storm relief effort. We e no Vice President mike pence was there yesterday. What else is going on . Reporter thats right. The president pledging a Million Dollars as hes calling on congress to get that Hurricane Relief funding done quickly. They, of course, return from recess next week. The president also tweeting about the hurricane recovery and relief efforts just this morning. Heres what he said, steph. He tweeted, texas is healing fast thanks to all the great men and women who have been working so hard, but still so much to do. We will be back tomorrow. The president is returning tomorrow and it comes after Vice President mike pence was there yesterday. He met with a number of victims and actually helped with some of the recovery efforts. Take look. In terms of where his money is going to go specifically, the white house says hes still work ong the specifics of which organizations hell send his money to. Lets talk about bigger money, the actual recovery package coming from congress. Texas needs so much money. When i think about the president and texas, i think about the wall. The president has been demanding money for wall. Will this be his perfect out . They wont need to build the wall, the money will need to go to texas for a shoreline a lot more than a wall . In talking to sources at the white house and on capitol hill, there seems to be a bipartisan desire to get something done and to get something done thats big for texas. Expect this to come down in traunches. The first one will be 5. 5 billion. That will go to fema disaster leaf. Then another t 500 million for Small Business loan funds. The question pbecomes how does this package get through congress, in what form. There is some talk about tying it to some of the thornier issues like raising the debt limit as way to get that issue off the table so they can move on to other bigger legislative priorities. First, nbc reports on notes taken by former trump Campaign Manager Paul Manafort, those notes from a controversial trump tower meeting with russian last june include mention of political contributions near a reference to the rnc. It is illegal, of course, for foreigners to donate to american elections or donate directly. A spokesman for 3457b afort told nbc news, it is 100 false to suggest this meeting included any discussion of donations from russian sources to either the Trump Campaign or the republican party. Meantime, the daily beast reports that special counsel bob mueller has teamed up with the irs for his investigation into the Russia Campaign meddling, the irs criminal Investigations Unit. These guys are hard core. Focus on financial crimes including tax evasion and Money Laundering. I promise you, you dont want them in your finances. And the wall street journal reports President Trump has met with and prepared formal memos for mueller, the lawyers argue trump did not obstruct justice when he fired james comey back in may. The president s special counsel ty cobb told nbc news, we have Great Respect for special counsel. Out of respect for his process he will not be discussing incremental responses. The fact the irs is involved. Betsy woodruffs scoop is a big deal. Its becoming clearer and clearer barring Paul Manafort flipping hell be getting at least a year for every million he got from russian allies. Hes in serious trouble because it looks like he might have been involved in a Money Laundering scheme. Whether or not the irs special Investigations Unit is also targeting the president remains to be seen. One thing they have access to they dont need to ask for is trumps taxes. The big t. People within trumps own team tell me that trump goes off the rails if you go anywhere near his taxes. So if you now have the irs in the mix, we learned yesterday that Eric Schneiderman is now working with bob mueller, this is getting closer and closer to follow the money. Given President Trumps business history, this man has been bankrupt four times, how dicey is this . This is beyond dicey. This is slice and dice. Theyre don. Look, when Paul Manafort theyre not done. We of said theyre don ae and ts is unreasonable millions of times. More than the first half. But from the stand point, this is not about the president himself. This means that the people next to him are going to be in trouble. This means youre going to have somebody at least symbolically probably put on a perp walk. The most important thing i notice in these stories is mueller knows were going to go after these guys a the state level because then trump cant pardon them p thans where people get nervous. The trump cant say i got your back on this because if you get hit up for a charge in the state of texas, washington, d. C. , new york, youre in trouble no matter how much you want to defend the president. If mueller wants to g after tax violations he needs to do this through the department of justice and the tax division. Could President Trump get ahead of this and stick one of his home boys in there . I mean, sheriff clark now is available. Hes free. Sheriff clark will be the next special counsel. Hes taking over for mule we are gary busey as his deputy. Everybodys missing one thing, when you hear about mueller and schneiderman working together i think thats disaster for people trying to find the truth because Eric Schneiderman is a hyperpartisan, always has been, even before he was new York Attorney general. When you inject an elected official who is a democrat and has for years had an ongoing feud with donald trump and into this mess, republicans will not move away from trump if Eric Schneiderman brings charges. Theyll say its politically motivated. Thats really good point. I dont think this has ever necessarily been about republicans moving from trump because most wont. But even if its not gop leadership, this helps the trump argument that this is partisan, partisan, partisan. Theyll e defensively make that argument. The problem is mueller himself is smarter than what most people anticipated. Bringing in the finance people, the tax people, yes, i have democrats on my team but i have republicans as well and im a registered republican myself and focusing primarily on campaign staffers. Hell insulate himself from this. This is a slow burn. Lit take years before anyone gets in any sort of real trouble and i think the sort of hyperventilating of these guys are democrats is going the make a lot less sense, be much less problematic down the road. Talking tact mueller probe, not sh mchneidschneiderman prob. Hits the trump base if mueller finds a violation, he would see the schneiderman people but maybe this isnt about trumps base and getting votes. Maybe its about violations, maybe its about crimes and that would trump other things. It is about crimes but if off base that is going to reject it based upon who the person is thats bringing it and has had a long history and you can document youre going after the president because you dent like them, that doesnt look good and will calcify republican support and him. I dont agree with it but schneiderman is in dangerous waters and anybody putting forth this him is wrong. The base cant protect Paul Manafort or michael flynn. As far as republicans in the house and senate are concerned, part of the reason we have a special prosecutor is because they dont want to be involved in this because if something blows up they dont want to be in a position of having said i was having trumps back. I dont think this makes that much of a difference. Mule ler do this investigation. I dont think schneiderman will harm or lead any republicans to throw themselves forward for trump. If muler is playing fourdimensional chess hell say schneiderman may be super partisan but if this protects me from getting manafort getting pardoned pi trump, ill take that risk. I agree 100 . Im talking tact political optics. Im there. President trumps lawyers arguing or make the point he didnt obstruct justice. Of course. Thats their job. Im bemused theyre doing this early. And less than an hour ago the department of labor released the jobs number for the month of august. 156,000 jobs were added last month. That misses wall street expectations of 180,000 jobs. Well, i mean, in the one sense thats obviously not good news for American Workers because weve been looking for quite a long time, stephanie, for wage growth to accelerate. On the other hand, it keeps the Federal Reserve from getting too aggressive or raising Interest Rates or selling off bonds and reducing the size of its balance sheet. Eitis kind of a good news, bad news thing. The rate of job growth is slowing. Adp, which did a private est mat of jobs created last month, put out a stronger number. Its still kind of a goldilocks number in the sensitis Strong Enough to support labor Market Growth but not running so hot that the Federal Reserve is likely to respond to the number. Were not going to get a hike from january net yellin, but as far as the wage growth, thats what matters to that huge chunk of americans, those who say yes, i have a job but i cant make ends meet. When you look at this number, when you look at participation, whats going to move wages . I dont know at this point. I dont know if well see massive acceleration in wages. Typically when the Unemployment Rate is this low, at least in certain periods of history, and companies begin to compete for labor, wages go up. Now, having said that, we have a lot of automation, we have a lot of innovation thats allowing companies to replace some people with either robots or software so, thats putting downward pressure on wages. We have some competing things going on in the workplace today that werent quite as evident in more recent periods where the Unemployment Rate was this low. So i dont know what pushes wages up dramatically enough for them to be noticed. The good news, once again, is that inflation is relatively low so any wage increases that we see still represents slightly increased buying power for workers. All right, and here we are at 9 30, opening bell. How do you think the market will react to this, ron . I think a good news bad news scenario. The number was light of expectation but again it allows the fed to wait longer with respect to raising Interest Rates or ding anything with its balance sheet. So i suspect the markets really been kind of an auto pilot on the upside. Apple hit a new alltime high yesterday, 850 billion in market value. The nasdaq hitting an alltime high. Not indicating futures would open high erl yr on. Stock market till looks okay, well see whether or not we get a fakeout of the open and a tire or we do what we of been doing and go into the long Labor Day Weekend and that is drift higher and challenge records for the dow and the s p. Republican Governor John Kasich and Democrat John hickenlooper of colorado are leading a coalition of eight governors putting forth a bipartisan proposal to break washington gridlock over health care, something millions of americans are desperate for. The plan calls for congress to take immediate action to stabilize the individual Health Insurance market and lower costs. It keeps the individual mandate requiring most americans to Purchase Health care. It would also guarantee the continuation of federal subsidies to Insurance Companies that helped them to offer plans with lower copays and deductibles to lowincome americans. The lowest lowincome americans would not suffer. I want bring in a key author of that proposal, John Hickenlooper of colorado. Good morning. Why is this the right plan . Thank you and great to be back on, stephanie. I think this is a key to really taking the next step in strengthening our entire health care plan. The individual markets have been under stress for several years and what were suggesting is really a bipartisan approach to, you know, finding how do we strengthen these individual markets and give stability therefore to the whole health care system. I want to share what john mccain had to say this morning in his oped in the Washington Post because as good as this idea may be, youve got to get people to work with you. He said this there has never been truer than today when Congress Must govern a president who has no experience in public office, is often poorly informed, and can be impruulsiv in his speech and conduct. Yes, thats a wow, makes for a headline, but in all sincerity, think about what john mccain said and how can you really get something done in a time like this . I think the first way to start is to try and get some reps and democrats together and do just what governor kasich and i did. When john and i first started working on this smoefrls ago, some of our staff said its crazy, youll get republicans and democrats but weve had almost 20 governors or at least their staffs working on this bipartisan approach and its funny, you end up having to make compromises that are sometimes uncomfortable, but we are making progress. And i think if we can do this as goff no, sir and give we presented a proposal to congress, theyre going to change theyll make additional compromises. President trump is a pragmatist. I think if we can get a bipartisan approach and especially if you look at so many people that supported President Trump from Rural America and these proposals really strengthen health care and Rural America, i think theres a chance. Its long shot. Im not denyingitis not a long shot. You sound almost positive on the president this morning. Have you reached out to the white house on this plan or him . No, we havent reached out the white house yet. But we have tried to look at what are those places where theres going to be friction. And we spent a lot of time looking at it. We tried to get rid of the individual mandate. We havent figured out a way to replace that. Its too easy right now for people to g on and off Health Care Coverage when they get sick and then they jump off it when theyre feeling better. But we think youve got some other ideas that might work as long as we keep focusing on the place where is we have friction, you know, theres the magic, when we can figure out some compromises there, then we send something to the white house that really solves their problem as well. They of got a problem on their hands Just Like Congress does. Magic is something we need. Before we go, i want to ask you, there is talk that President Trump could end daca, the program that president obama put in place to protect those children who were brought to this country who then came out and shared all their information. Do you have thoughts on this at all or is there something that governors like you can do to protect people in your state if the president does end the program . I understand all the political pressure being brought onto not just the president but congress. If you were to if they ended daca, that would be a betrayal of a very high magnitude and i think it would send a message to all manner of immigrants in the United States that nothing the United States says, no commitments we made can be frused over a long period of time. These are kids who in most cases came when they were 2 or 3 years old, 4 years old to the United States. Theyve grown. This is the only country theyve ever known. Were not giving them a pathway to citizenship, not giving them any promises. Its growing population has led the houston area to add 25 more pavement in just 15 years. Along with rebuilding, folks in the fourth largest city have to coordinate insurance collective bargaining processes and working with fema for adenver nuggets nal aid. There is a lot to handle. Joining me is business weeks economics editor, petr coy, and wall street journal report ernie coal freedman and former fema deputy director, mark. Peter, youve said that the destruction we are seeing is due in part to the fact that houston is the only major city without a zoning code. Like this is yes, this was a once in a thousand yeartype of flood. How does houston have no zoning . I want to be clear that were not saying that everything would have been fine if they had done things right. We still would have had a huge disaer. This was just titanic amounts of rain. History has a history of floods. This is not the first time. The city has been wet since the early 19th century, a german explorer got his wheels stuck in the mud when he went to visit. Yet the city has grown just tremendously by kind of patching things together, relying on gray infrastructure, culverts and pipes and trains and kept paving over as you said more and more of the land was impermeable so when the rain hits, has nowhere to g, it pools up, goes into peoples houses and buildings. If they Charles Hadlock more of a frein answer, kept more detention ponds, which remain dry during the dry weather but fill up, take some of that overflow, if they had more Flood Control reservoirs, the preserve, the wetlands, the pie yous, theyve don some of, that we still would have had a torrential downpour and still would have had a lot of flooding but it would not have been as bad. Mark, according to peters piece in business week, theres been a 32 increase in the acreage of houston that cannot soak up rainfall. We saw an economic boom especially because of the Energy Industry but now you have to look at houston and as we approach these relief efforts, how are they going to rebuild houston in a more efficient way especially during the time of a Trump Administration when regulations is a naughty word . Outstanding question. Fema, specifically, whenever they work with communities in regards to rebuilding always looks at the potential for mitigation and resiliency. Theres been a much greater focus on that in years since Hurricane Sandy where theres a large storm that takes place and a highly dense pli packed urban area where theres a lot of cement and concrete. I think that, you know, prevailing wisdom shows us that over time every one dollar investing in mitigation gives us 4 in savings against additional federal outlays in the future. And i know this particular administrator has said multiple times hes looking to reduce repetitive loss. I think a youre going the see a bigger focus on femas mitigation and resiliency programs along with other federal partners like housing and urban development. Lit take so much money to repild. I want to talk about insurance for a minute, nicole. People in the houston area, many, many people didnt have to Flood Insurance. They wouldnt think of it. Hurricane sandy, lots of people along the coast of new jersey knew to have Flood Insurance. The fact that so many people dont, whats going to happen to them . Theyve lost everything. Homeowners insurance typically doesnt cover flooding so people have to buy it separately from the federal government. Hoenl owners are required to fete that Flood Insurance if they live if a 100year flood zone, but this torrential downpour were seeing 50 inches of rain in some parts of houston, its exceeding those flood zones in some areas, and so there are people who were not required to get Flood Insurance who are now going to be without coverage for the flooding damage to their houses. The latest estimates we just saw, the flooding damage is going to be between 25 billion, 40 billion, and think think 70 of that will not be covered by any insurance. Not covered. Who picks this up . There were people who didnt evacuate because they couldnt afford to. If they couldnt afford to evacuate, they certainly cant afford the repild. A lot of times evacuation the majority of people who evacuate under their own steam because they have the capability to d so. Local jurisdictions typically help with reducing the population that remains in place by offering alternatives to evacuate using some methods of public transportation. Thats much less percent. As far as paying for the damage that is there, bottom line is the american taxpayer. So, you know, we wind up in a situation where theres a cost share between the u. S. Taxpayer and the state so the state is certainly in a position to understand the impacts of a storm like this and to consider what choices theyre going to make in regards to rebuilding. From a city planning perspective, petr wrx do we go from here . If its about making lon term smart longterm smart decisions and not simply letting Developers Come in and go mega high rise for low dollars, what is the next step . It would help if the state and federal government were doing the right thing. That hasnt been the case. Why hasnt it been the right case . Theres an attitude. Houston embodies the cando attitude build now, ask questions later. And it served the city well over all, thats why its grown so quickly. It just, the attitude just doesnt work very well when it comes to the environment because Mother Nature doesnt really care if you dont care. It will come in with its storm and things are getting worse because of global warming. I hate to use that word. But that is clearly part of the problem here. Solutions that were borderline acceptable in past decades are no longer acceptable. Storms are getting worse. Okay, well, if peters solution is think about the environment, make longterm good decisions and think about global warming, im losing hope because those are not arguments that this administration makes. What do you think, mark . You know, i wouldnt want to comment on the administrations position, but i would say that the agency as a whole, as far as fema, has Historical Perspective that shows where you have loss, where you need to focus. Those things are improved by building codes. And actually some incentvising of local communities and states to make the right choice. I think post things like katrina there were a lot of changes both on regulation and legislation. There were, again, after sandy and, of course, after historical storm like harvey, there will be more opportunities for lawmakers to weigh in both at the federal and state side. And i certainly would hope as we look at what continues to happen in coastal communities, that we start to look at that balance of, you know, where should we be building and where should we be Building Back . Before we go, nicole, while thousands of people werent covered, what will this do to the Insurance Industry . The Insurance Industry is in a good position to take on a huge storm. Massive amount of surplus on top of the capital theyre required to hold and since the Insurance Companies aray s aries arent p there might be more, other hurricanes developing later in the season. So, well see how it shapes up by the end of the year. Most of the burden is expected to quo go to the taxpayers. All right, thank you all so, so much. Pick up this weeks business week. A Great American pizza hut employees delivering free pizza by kayak to Harvey Victims trapped in their home. Joining me now on the phone is shea, the manager of pizza hut. Shea, you have to tell me. You are in the middle of this hurricane. You could have been home. Youre pregnant. You brought yourself into the pizza hut and made pizzas and yourself delivered them. How did this happen . Well, you know, we had been trying to get out of the house for a while and finally we made it to our store. My husband and i went up there to check and see how everything looked and see if we could even get to the store. Once we finally got to the store, i got wind of people in our community which is three streets down from our store saying were hungry. We cant get out. And i am sitting here in front of my store like, okay. Were going to do this. Were going to go deliver. Lets go get our kayaks. We have the resources. We can get it to them. You know. We can do this. Lets go get them fed. Where did you get the kayaks from . Well, it was actually a birthday present for my husband in march. And then we brought it from home and then the other one was one of my drivers that lives probably about four streets down from our store. He came and helped, too. And then we packed up everything and we got it out there to them. Who made the pizzas because you didnt have your employees there . We had a couple employees. We were only able to get a handful. I had a cook come, i had a csr come, a driver and his wife. And my husband, myself, the cook, my brother, his girlfriend, we all helped make all these pizzas and we sent out about 100, 120 pizzas. We did 40 at a time. Do you have any supplies left in the store . Well, we do. Ive been borrowing from other stores in our district. Theyve been kind of helping out a lot, which i appreciate. And hopefully when i get there today, we will have a truck sitting there waiting for me. Did you let, did you let pizza hut know that you were going to be giving out 100 free pies.
