But a reminder, the president also wants a wall, a big beautiful border wall. Will he demand that wall as part of any deal to protect dreamers . It sounded at the end of the meeting like he will. I will speak with one lawmaker who was in the sit down with the president. First lets debrief with our team of reporters. Hallie jackson is at the white house. Kasie hunt is on capitol hill and with me jake sherman. What was the white house trying to do there by allowing cameras to watch that entire time . Reporter 55 minutes. It wasnt the full meeting because after the cameras left the lawmakers stayed behind closed doors just a little bit longer before speaking with us. I think it was certainly intended to show that President Trump is working to try to get something done on immigration, on apparently comprehensive Immigration Reform, apparently on daca, the program that protects those undocumented immigrants brought here when they were younger to this country. We sort of discussed the amazing optics in that. Of course, remember there were still cameras in the room. Im sure no lawmaker forgot that they were being watched on tape during this whole thing. There were moments where you saw both sides basically really lay out what they wanted. Kevin mccarthy saying we definitely want Border Security. David purdue saying we want a deal with chain migration. President trump was saying i want you guys to come up with something. I will back you up when that happens. Clearly he knows he wants to get something done on daca and needs to. He is not willing to back down when it comes to Border Security. He did acknowledge that this border wall is not a massive physical structure from sea to shining sea. He did acknowledge that was a bit of a rhetorical flourish saying he would take the heat for not delivering on that if that doesnt come to pass. He also talked about phase one dealing with daca, phase two doing something on comprehensive Immigration Reform which as kasie hunt well knows is a nonstarter among some inside the very conservative wing of the Republican Party and the part of the president s base. All of this is happening at a time when there are questions being raised of the president s mental fit for office. As we look at the day as a whole this is not the steve bannon version of donald trump. This is the jared kushner, ivanka trump version of donald trump when you look at him going to skitserland and talking about comprehensive Immigration Reform. There is no deal. Rir its not like they walked out and said here is a deal. They are still pretty far apart on this. Despite efforts over the last 5 55 minutes. Lets go to kasie hunt. What stood out to you . Reporter well, what didnt. Lindsey graham has called this the most interesting meeting he has ever had in 20 plus years of politics. This is the kind of thing that we as washington reporters try to replicate in our conversations and stories about what goes on here being a literal fly on the wall. Of course, the fact that there were cameras in the room will mean that we heard a little bit of different, perhaps more polished version of what that meeting might have looked like had the doors been closed. I do think the overall point right now is that these negotiations around how to help dreamers are in a much worse place than three weeks ago. Its not 100 clear how we get out on the other side of that. I think one particular challenge is that the president seems to say to these members of congress you come up with a solution, bipartisan agreement and im happy to sign it. What i think a lot of republicans here on capitol hill are looking for him to put his foot down and say this is what i want. Why do they need that from him . Because of the conservatives that you mentioned who said first of all that twopart solution is not going to work. He said we have tried in the past. They will say it is a twostep thing and we never get to step two. I dont think that comprehensive Immigration Reform will fly in the right wing of the Republican Party. The reason why more moderate republicans and businessoriented republicans who want a dream act, they want the president to say here is what im going to do is because they need to bring along the more conservative wing of their party. House Speaker Paul Ryan is in a tricky position here. He wouldnt answer a question about whether he would guarantee a majority of the majority. Because at the end of the day they could rely on democratic votes and some moderate republican votes to get this done. Historically paul ryan hasnt been willing to do that. He promised he wouldnt do that. So there is still a lot of negotiating back and forth. One thing to keep an eye on in the next hour we are supposed to hear from Mitch Mcconnell but also from Chuck Schumer who could make news here because the big question really in the Senate Whether or not they can get the democrats that they need to support a bill like this. This new year is going to be different than the old year. 60 votes will be the magic number instead of 50 as we had last year on the major reconciliation initiatives. Well keep an eye on your camera and go to schumer when he comes out. I said your name from far away and you are here with us. You were talking about when i was walking to the studio that that was an unbelievable meeting that you saw. You covered the hill for a long time. Too long perhaps. Why was it so unbelievable . Do you think republicans will feel good about what happened . The president just supported a host of policies that will split his party in ten different pieces. Number one, on immigration. Conservatives are saying they dont want daca until the border is secure. And they are willing to in many cases hold their leadership responsible for that. Kevin mccarthy, paul ryan, not the president. He supported earmarks. Earmarks have been john boehner got rid of earmarks in 2010 when republicans took the majority. The bigger overarching thing is that republican leaders, many of them who i have been texting with, say they were not given a heads up on many policy positions. Basically trump got his great tv moment. He got to disspell that he is some sort of quack who doesnt have mental capacity which many people thought was not true. And he dumped a pile of hugely divisive issues on the republican leaderships desk as they try to by the way, craft a spending bill to increase spending the largest amount since the stimulus. This is washington turned on its head. Play the predictor for me. What will happen . Will they do a clean daca . You saw senator feinstein saying we should do this clean. There are no ways we will agree on all of these things or will republicans demand there needs to be Border Security which will make it much more complicated for democrats. Things that are going to be hard for democrats to swallow especially in a 2018 election year. Virtually no chance a clean daca bill will come to the floor of the house of representatives or the senate. I was talking to a conservative republican the other day. He said i just did its not for sale yet. They said this is not what we have been campaigning on. We did not go out there in 2016 and say we are going to increase spending by 100 billion and we are also going to provide what they consider blanket amnesty to almost a Million People around the country. It is nice for donald trump to say but 240 House Republicans have to do what is going to get them reelected not what is going to please the president in whatever mood he is in at that time. What will happen . Are democrats going to shut down the government over daca . They will have pressure to. I dont think so. We are ten days away. Ten days is an eternity on capitol hill. I think there will be a deal or punt it into march. This is a big problem for paul ryan and Kevin Mccarthy what the president just did. Good to see you in person. President , you talk to your Border Patrol chief i have asked how much time does a wall buy you. They say a couple minutes or a few seconds. Our own Border Patrol chiefs said that. Congressman cuellar from texas joins us. What did you make of that meeting . We knew that that meeting would just try to set the stage so we could follow up with conversations. We are hoping we will start again tomorrow morning. I feel optimistic about the possibility of trying to work something out. If you listen to the republicans and i have talked to a lot of the republicans they want to do something. I think the president wants to do something and certainly democrats want to get something done. I think we will be able to find a solution to this soon. You got into it with the president on the wall. You disputed some of the facts that he has thrown out, some of the opinions that he has on the wall and stopping drugs from coming into this country. If the wall is part of this bill to protect dreamers, are you willing to vote for some funding for it . Look, we believe in Border Security. Do you share the same definition of Border Security, democrats and republicans . Thats a very good question. When republicans think about Border Security they think that the wall is the solution to everything we see. Keep in mind, if you look at the 11 million undocumented persons that we have here, 40 of them came through a legal visa but they overstayed. A wall is not going to stop them. If you want to talk about stopping drugs did you know most drugs will come through a land port instead of in between where they want to build the wall. I am for Border Security. I know what it is to live in the border. We have to be smart on how we secure the border. A wall is a 14th century solution to a 21st century issue we are facing. Will you agree to funding the wall in order to protect dreamers . No. I think there are two issues we can support, Border Security, cameras, censors. They want to add more Border Patrol to the border. Did you know that right now Border Patrol is losing more people to retiring or going off to different agencies than what they are hiring. At one time 21,500. Right now we are at 18,500 Border Patrol. Lets focus on what Border Patrol needs. Lets give them equipment and things that work so they can secure the border. Are you willing to shutdown the government over it . No. I think we should not shutdown the government over any issues. If you remember what happened the republicans did that over health care some years ago. That was wrong. We need to negotiate in a very smart way. The answer is yes. What are you willing to compromise on . Potentially ending sanctuary cities . Anything . When you look at chain migration we have to be very careful, are they talking about chain migration for all 11 million individuals or just daca . How far do you cut that off . There are ways we can actually sit down and we narrow down but the problem is we are talking about a narrow issue called daca. They are talking about Immigration Reform and diversity and chain migration that applies across the system. We have to be able to narrow down what we are talking about. I think we will be able to work something out. Do you think if republicans say we have to end chain migration or we have to end funding sanctuary cities, would you be willing to move on one of these things in order to protect these kids . I think you are asking the wrong democrat. I decent believe in sanctuary cities. None of my cities in my district are sanctuary cities. My brother is a border sheriff and honors the i. C. E. None of my cities are sanctuary cities. Good to know. Texas congressman thank you for joining us. Thank you so much. Democrats on the senate jishry committee have been pressuring republicans to release ten hours of testimony from glen simpson. His firm is behind the infamous dossier about russian interference in the election. He has come under significant fire from President Trumps allies, allies who have been doing all they can to denounce and discredit that dossier. Now the committees Ranking Member senator Dianne Feinstein has taken it upon herself to release the full testimony to the public. Mike, what have we learned . I think first we should step back and put this in context. There are three different committees in Congress Looking into the 2016 election. While there are some differences in how they are conducting themselves the broad parameter is looking at russian interference attempts. There has been a lot of scrutiny on fusion gps, the Opposition Research firm and the dossier that they produced in coordination with a former spy that they had worked with as part of this. As it is 300 pages of interviews and we are looking through it. Some of the things that jumped out at me at first involved the timeline of when steele may have been interacting with the fbi. What glen simpson told the Senate Judiciary committee was that steele went ahead and reached out to the fbi to sources that he was familiar with in the fbi in the summer of 2016 and then he actually met with an fbi attach in rome. He told steele they had already been investigating some of the aspects of potential collusion between trump and russia because of a walk in whistle blower. Its not clear whether simpson was accurate in terms of describing the person as a walk in whistle blower. It is interesting that the fbi is corroborating. What is interesting is steele is saying that according to simpson that he dropped his contacts with the fbi in october 31 just a week before the election. It was because the New York Times posted a story claiming fbi sources saying they had yet to uncover collusion between trump and russian officials. Steele viewed that as a sign that they were not taking what he was sharing seriously. What happened after it came back in the news . Now we are spending a lot of time in Congress Looking into what exactly the fbi knew. You are right to point out that the republicans in congress have made a real issue of fusion gps and the ways in which that may have been the source for the fbis work launching that investigation. What simpson is saying is that the fbi was doing this work but perhaps it was not taken seriously as steele is saying. Thank you so much. Thanks. Next, trump versus oprah. This week the administration is struggling to put a lid on the story. The catalyst claims in that Controversial Book fire and fury where Arthur Michael wolf addresses the topic. He addressed the topic again in an interview with Andrea Mitchell earlier today. Talk a lot in the book about the kind of repetitiveness of his conversation and many of the people around him have said there is a whole kind of speculation on what caused this. Among the things was sleeplessness, tension, the whole range of issues. So whats the strategy to stem the speculation about the commander in chief . As Washington Post reports so far trumps advisers have a posture rather than dignifying questions they attack for having the gull to ask. White house bureau chief for the Washington Post and msnbc political analyst. He was part of the story that i read. You watch today as the president had the meeting with bipartisan lawmakers. Do you think that there was a reason why they allowed cameras in today . The same reason potentially why they allowed cameras to see him at camp david and take a number of questions from him then especially after the mental stability questions that have come out . It certainly appears that the white house is orchestrating events to show the president being the president , to show him at work and certainly the 55minute cool spray that he did today. Those are usually a few minutes long. For 55 minutes he ran a meeting and showed control over the conversation. I think it was their way or the president s way of refuting the claims in the wolf book of showing that he can deal with the complicated subject. He can keep control of a room and can direct a meeting and he is not repeating himself and appearing unfit for the job. What do you make of the claims that he is repeating himself and he is unfit for the job and he cant focus and doesnt have the ability to truly understand the material at hand and that he just wants to watch tv and tweet. Do you think that is an accurate portrayal of this president . A lot of it is accurate. I say that not only from sources but having observed him over the years as you have. He is easily distracted and enjoys watching tv. When you interview him he will veer from one subject to the next. Sometimes repeats himself but that is sort of his m. O. Im not a doctor. I dont know if there is anything medical there or not. I talked to one of his closest friends yesterday who said this is not mental instability. Its controlled and organized chaos. And thats how he chooses to manage. It is certainly the way the campaign went. I dont know if controlled chaos is the right way to call it. Im not sure how much it was controlled. Do you think that having the president do this meeting today was a good way to push back on these questions of his mental acuity . Absolutely. I thought it was a masterful opportunity for the president to show command of a room. Members of leadership listening to him, engaging in conversation with him. Very effectively done to allow the pool spray to be a part of that for 55 minutes was extraordinary. What it does say on one hand is that the president can be in this environment and do this for 55 minutes. It does not necessarily go to the broader questions and story lines that you are addressing about how this plays out on the day to day basis in an ongoing way for people inside the white house and those who are covering it who have a very different perception of what happens in the 56th minute. I think that is the key thing. If you were in charge what would you do . In terms of in terms of finding a way to combat this and get the president on track and silence the questions that are nagging him . This would be one way to do it in a controlled setting with leadership having sort of a command and controlled presence would be one of the first things to do. You cant sort of dial back on the tweets so much but you have to Counter Program with respect to the tweets and make it more difficult for the president to tweet outside of a particular framework. He is not going to tweet anything negative about this meeting and not going to undermine what came out of this meeting today when you have the likes of Lindsey Graham and others who are saying that was great, the best kind of meeting i have had in a long time in washington. He wants to continue that because that is what the ego tells him. You Counter Program on the tweet side with things like this to sort of keep the president in a frame of mind where he is getting good press, getting good feedback from his opponents and some of those who want to detract from him. So the column is getting a lot of attention. He is addressing the allegations in fire and fury. He says from his conversations with those in the white house they are wildly divergent views but that a lot of people he speaks with coming away from the white house decide he is charming in person and not quite crazy as everyone is trying to make him out to be. He also said that it seems like the white house is an unhappy place to work. Yes, there are questions about his mental aqueuity but what people are missing is that the white house is despite all of this or maybe underneath all of this getting more professional. He says imagine if trump didnt tweet the craziness of the past weeks will be out of the way and we will see a white house briskly pursuing goals, shift in the pakistan policy and offshore drilling policy and isis policy, nomination of judgeships and formation of policies on infrastructure, daca, north korea and trade. Brooks says he is an antitrump republican. He is proud of being an antitrump republican. He thinks the feeding frenzy is actually hurting that cause more than it is helping those who do not want to see him in office any longer. I think there is some truth to a lot of what david said there in terms of how people are reacting to all of this. Actually, sort of the cynic side of my brain sort of looks at the landscape and go the white house is probably not all that put off by discussions because that laundry list of things that david listed are accomplishments and things the president is able to get done without the clean lights and scrutiny of a katy tur day in and day out where there are other things that lead your story with that dont go to what is happening on the regulatory side, the Foreign Policy successes and failures, et cetera. There is some method to the madness with the president s strategy of having other distractions that lead you down rabbit holes versus what they are getting accomplished in the day in and day out basis at the white house. Is the media failing in coverage of the president because of this . I think the media is caught up in its own coverage of the president and needs to take a step back and look objectively as they would at any other administration. When there are other story lines that are more important in many respects and have a greater impact on what is happening in our culture, economy and Foreign Policy than that bright shining object. We have a story about that if the White House Briefing doesnt blow it out. Final question is about Sheriff Joe Arpaio running for senate in arizona. The dnc is pouncing on this saying it is a disturbing sign of moral decay with the best they have to offer. Hasnt gotten the nomination yet. I get what the chairman will say and do there. He figures that positions that seat to be in play. There is a lot more that will happen here. There will be other candidates that will come out for that seat. The party needs to keep their finger on the pulse. Should he get the nomination . I dont think he necessarily should. Well see. Thats not my choice. I think other voters will have something to say. I think he creates a lot of extra noise and baggage that a nominee does not need to carry into general election this fall particularly given how delicate the political balance is for republicans in that state. Its not necessarily a foregone conclusion that a republican wins that seat particularly given other issues that are at play. Former rnc chairman michael steele, good to see you. I had a big meeting with Border Patrol agents last week. Nobody knows it better than them. They say we need the wall. We dont need a 2,000 mile wall, a wall where you have rivers and mountains protecting but we do need a wall for a fairly good portion. President trump says his wall is essential to Border Security but admits it doesnt have to be along the entire border. Beyond his proposed wall he has called for an agent increase but the agency is losing more agents than it can hire. You heard this referenced a moment ago. The head of the Border Patrol union laid out problems for lawmakers on capitol hill. In the field manpower equals Response Time whether a censor hit or agent fighting for his life we have agents covering large scale areas where nearest backup may be 15 to 20 minutes away. As someone who has struggled to arrest a violent subject on more than one occasion that Response Time is equivalent to no response at all. Why are they having troubles keeping the agents around . It is a very tough job. You heard the president admit today at the white house just like you heard the agents at this hearing on capitol hill today admit you dont need a wall from coast to coast. They want jobs better and safer and less dangerous and took us out to one of the most remote dangerous places to show us why. Take a look at this. Thousands of years. Yeah. When they say you are out in the middle of nowhere do you feel that way . This right here is pretty much it. Reporter runs operations at the Border Patrols big ben sector in southwest texas. The terrain and isolation makes for a dangerous and lonely assignment. Part of the reason that despite President Trumps call for a 5,000 agent increase the agency continues to lose personnel faster than it can hire new agen agents. What are the range of things you might encounter . Undocumented immigrants coming across, people smuggling narcotics and vehicles that are loaded up. When it comes to a border wall this is about it. This is the wall. This is it right here. Looks pretty small. It is small. Is this an area where people try to cross regularly . They do. Assuming somebody tries to cross what are their options . They can walk up to the highway here and get picked up or they can continue on and make that trip. Its your job to find them . Because it is no one elses. Eager applicants are hard to come by. The challenge is according to an internal Border Patrol memo are higher compensation at other federal agencies and a lack of desirable duty locations that are a great distance from medical care, child care and employment options for spouses. That is housing for Border Patrol agents. In order to build up the station we had to build up infrastructure because there werent a lot of homes and places to rent. Reporter not only are accommodations scarce and job tough but it is around the clock. The other crew will come in and work at night. Doing it in the dark. The Trump Administration now placing a help wanted ad at the border. Dangerous job, remote location, day or night. It was remarkable to hear you talk to congressman cuellar earlier. As they mentioned at the white house today it is not that big beautiful wall from coast to coast. Things like working radios, accommodations for spouses, schools, hospitals in the area. It is part of the area that the agency continues to lose agents faster than it can hire them. Making a desirable place to live can be difficult. Thank you so much. Fire, floods and now mud. Parts of Southern California including some homes are getting buried in mudslides after heavy rains dumped as much as three inches of water in the region. A wealthy suburb of Santa Barbara is among hardest hit where debris ruptured a gas line. As of now rescue crews are having a hard time reaching fires because roadways are blocked. You can see workers covered in mud and debris. The firefighters out there worked over six hours to rescue a young girl who was stuck. 14yearold lauren campton. We are joined now from that area. What has been happening . Reporter its absolutely chaos out here. The rain is starting to come down again. You have these backhoes starting to clear out debris. This is the 101 freeway. You can see the mudslide debris field has come down and swept over the road into here. Earlier this was filled to the brim and is now clearing out. Both of these backhoes are coming in because they have to rip up the guard rail, one thing crews have been very cognizant of. They have found bodies in them. We know six people have died in the mudslides from last night. We understand many of them in they knocked their homes off the foundations. It is one of the things the crews are being very careful with as they go through the debris fields. About half an hour ago there was a break in the work because there was enough Flash Flood Warning that came out. They have resumed work because the rain started to subside. I want to give you a quick picture of what were looking at. Its going to load up here. That is the amount of rain that is falling on this area. Over here that hill is a basically hill that has been completely burned out. The thomas fire has burned for miles and miles and miles. Everything above these homes down here and this highway is exposed to that side of the burn scar. When the water starts falling mudslides start sliding and it is something that everyone is trying to do as much as they can with. Right now we understand there are other rescues going on in different places. They cant get to many people that need rescue because of things like this. Im from los angeles. I went to school in Santa Barbara. I would take that road to get to school every couple of weeks or so when i would go to visit my family. That mountain, that hill is notorious for mudslides and burying those two small communities right at the base of it. Unfortunately, we have lost him. Those communities are always at risk of mudslides especially after fires. The fires go in and burn the entire Mountain Side and takes away root structure which keeps dirt in place so when the rains come in the mud has nothing to hang on to and it slides on to these homes. I mentioned this before we went, video of a draematic rescue. They were trying to get to this 14yearold girl who was stuck inside a house clearly buried with mud as was she. And unfortunately, this sort of thing is not new. Its not unusual. It happens in california whenever there are massive fires and massive rains especially in the communities that live at the base of these Mountain Sides. Its incredible and amazing that they were able to get to this young girl.
