Anything. You are seeing a president whos digging in ahead of a number of fall battles and really starting to wage a war with members of his own party. When he attacks these people, he is shooting himself in the foot. This is his Signature Campaign pledge, so he wants it and wants it really badly, thats why he is threatening this Government Shutdown and ramping up the fight with mcconnell. Also ahead this hour, three speeches, three very different versions of trump in the past 48 hours. The prompter president versus trump unplugged. Is he giving the country a case of whiplash . Garrett hague, usually on capitol hill covering our legislators is here with me in the newsroom. And jeremy peters, reporter for New York Times which broke the story about the escalating feud between trump and mcconnell, and josh dossy, reporter with politico. Peter, lets start with you. Weve seen a lot of versions of this president in the past 48 hours. How serious should we take him and which is the version of the president that the American People or that the white house at least would like the American People to trust . Reporter in terms of how serious we should take him on threat of Government Shutdown if the Mexico Border Wall construction of it is not provided by congress, here at the white house, Senior Administration official says take it seriously. This is something hes sincere about, something that matters, something he campaigned on, and a point he will punctuate as members of congress get back, he will say it in person the same as he said on twitter. This official at the white house tells me while they think it is unlikely there would be this sort of Government Shutdown next month in september, seems more likely to them it could happen later down the road, perhaps later this year in december. In terms of his shifting tone, the president on twitter accusing his critics of suggesting that basically he cant change tones and he says dmal democrats need to find someone to change tone. He was somber on the afghanistan speech, dynamic and fun speaking in arizona, and more respectful and strong in his most recent remarks. But it is not so much the tone thats drawing a lot of these questions, its the shifting messaging, the contradictions, preaching unity and harm me ony in the middle sandwiching it with a series of comments most would agree were heavily divisive, and thats frankly where a lot of criticism is coming from now. On the Government Shutdown on building the wall, i would be remiss to not ask if mexico is paying for it. Whats the white house saying about that . Thats a question were going to be posing to Sarah Huckabee sanders soon, that people are asking us. If the president all along said mexico was going to pay for the wall, why is he threatening a shutdown that would effect tens of thousands of americans, punish American Workers if congress doesnt provide the funding. It is one we dont have an answer on yet, well try to pose it to the white house and Sarah Huckabee sanders in a short time from now. Punish the American Public for not funding the wall he said mexico would build. Garrett, the president was up this morning tweeting about paul ryan but Mitch Mcconnell, a number of times. Lots of rumors about how theyre not on speaking terms, reporting, not rumors. Mitch mcconnell addressed that a little earlier today. Take a listen. This new administration in washington and this congress is interested in getting america growing again. We have different speaking styles clearly. What it is is were in Constant Contact to try to put together a shared agenda, which we agree on, and were working together to move that shared agenda. For me, it is important that the president succeeds, because if he succeeds, the country succeeds. Different speaking style. Polite way to put it. Mcconnell and ryan saying they have a shared agenda. The agenda is a big one coming up in september, they have a lot of big things they want to move forward. Why do they believe theyre successful on that when they couldnt get health care done . Bottom line is republicans are more in lock step on issues like tax reform than health care. Are they . They are because it is less emotional issue. Still going to be fights. Tax reform is hard, hasnt been done in 30 years, theres a reason for that. They think they can keep the party in lock step on this. Paul ryan and Mitch Mcconnell are smart enough to know they cant win a twitter fight with donald trump. The way they can be more popular and move the ball forward here, they have to get things done. They want to try to pass tax reform, would right a lot of wrongs in the caucus if they can agree on that and avoid unforced errors. Both of those legislative errors see tripping over debt ceiling vote or fight about the border wall that shuts things down in congress as an unforced error, and theyre committed to avoiding that if possible by keeping their heads down, focusing on things they can control. Do threats from the president work . In the short term, they might. We are talking about the border wall today. We wouldnt be if President Trump werent bashing his own party over the head about how important it was to get it done. In the long term, they cause more problems than they solve. The republicans have to spend millions of dollars on this jeff flake race, going to spend millions in a primary, and whoever comes out of it, going to spend millions supporting that person in general election. Theres money theyre not spending going after claire mccaskill, joe manchin or others that would be vulnerable otherwise. And flake and senate colleagues, every time this happens, they rally around each other. Sure, you can change the conversation for a day, but you harden opposition down the line and making it more difficult to accomplish longer term goals for this short term transitory gain. We see him fighting with other republicans when it comes to health care and the border wall, were not seeing whats going on behind the scenes. Josh, you have fascinating reporting on this today, how the president is clashing with republican senators over russia related matters, something we havent been focusing on in the news lately, but youre right. Trumps chewing out of gop senators, according to people briefed on calls, reflected the president s frustration that fellow republicans would make moves that could damage him particularly on an investigation that he detests. Josh, flush that out for us. Sure. So President Trump called tom tillerson, North Carolina republican, to express displeasure from legislation that keeps him from firing bob mueller, and called bob corker, tennessee republican, to express frustration over the russian sanctions bill. The president felt boxed in by both moves. He said he has no plans to fire bob mueller, wants to keep the option open. He felt the bill was unconstitutional, didnt want to sign it. Said in the end, i am signing this because i have been pushed into signing it, i would prefer not to sign it, and he has gotten frustrated with the russian probes over the past few months and particularly with republicans who are not defending him publicly, he lashed out at Senate Majority leader Mitch Mcconnell over that as well, so youre seeing frustration within their own party on russia related issues and measures meant to censure or limit his power. So theres those that he is fighting with publicly among the Republican Party and those that are still whispering in his ear, even though theyre no longer in the white house. Jeremy, your latest piece, you say nationalists like steve bannon, ousted from the white house last week, counselored the president to take a hard line on wall funding to buck up his political base, after the embarrassing defeat of legislation to repeal the Affordable Care act. They have warned mr. Trump signing a funding bill that doesnt include substantial sums for the wall would enrage his core supporters. Jeremy, in your reporting it seems to underline that Donald Trumps desire to build this wall and desire to stick to the wall is much more about placating his supporters than making sure that congress is able to pass it. Its about honoring what is perhaps a Central Campaign promise. You were at the rallies, you remember well the shouts of build the wall, build the wall. I think those chants are going to become shut it down if congress doesnt give trump some Border Security funding. I dont think it needs to be funding for a wall across the entire border, but it has to be something. I think the reason this could come to the brink is the republicans did not learn any harsh political lessons from the Government Shutdown of 2013. If anything, they learned they can come away from what appeared to be politically catastrophic move and win seats, which is what happened in the mid term elections of 2014. On top of that, building a wall and enhanced Border Security are not terribly unpopular items with the general public, so you couple that with the fact that Donald Trumps base is not going to care if he is seen as the one shutting down the government. They dont like government, they will cheer him on if he does this. In terms of political cost, it is hard to see at this point how a shutdown would hurt donald trump, and i know that thats the thinking of some inside the white house. Garrett . Important to understand how a shutdown would happen in this context, because what you would probably see is something would get passed out of congress the president would refuse to sign, debt limit or budget issue or Something Like that, so the president would own this. Youre not talking about a Republican Congress that would shut down the government. And i do think the president s base would feel this. You would see president obama owning this, he was the one in charge. Right. President trump would own the shutdown, based on how it would come to pass. If youre part of the president s base, cant go camping in a National Park or get access to services you depend on, things like that, they are going to feel it. I would caution against seeing the same lessons in 2013, playing out now, where you have complete republican control. I would caution against taking any past president s, except for whether or not donald trump will stick to prompt erer go off prompter. Trump will always be thanks for being with us. We can now report on msnbc that President Trump has been briefed regarding the progress of this hurricane. This Hurricane Harvey as it approaches parts of texas now, im told by a Senior Administration official, it was the Homeland Security adviser who briefed him on details about harvey earlier today. Of course, the white house reminds it is state and local officials that are the leads now, theyre encouraging all of those in that area and region to take heed of the messages and warnings they receive in anticipation of Hurricane Force winds and also significant rainfall expected in the days ahead. Again, the president has been briefed on progress of this hurricane as it approaches, making landfall in texas. Police have shutdown several roads and told residents to stay in place for what they call an active shooter situation. Officials say one person was shot at a building in downtown charleston on king street, the main drag there. The victim was taken to the hospital. That persons condition isnt known at the moment. Police say the gunman is holding a couple of people hostage at this hour, but the citys mayor says this is not a terrorist incident. We do know already at this point that the shooter is a disgruntled employee, this is not an act of terrorism, this is not a hate crime. Then he took a shot at democrats for not having anyone who can, quote, change tones like him. But it wasnt just his change in tone, it was a change in message from unity to division, from love to hate. A case of whiplash thats putting strain not only on our necks but arguably on our nation. Do we actually know whats going on inside his head when hes getting up on the podiums and giving these speeches, i dont know. In front of a place like folks, an arizona rally, campaign rally, he wants to hear the crowd roar. He seems like a guy that likes adolation from the crowd. He likes to be comforted by enduring audiences, the way to get them to cheer is throw them red meat. Theres a political strategic element, he wants to play role of victim, wants to lash out at critics, you can do it at campaign rallies, less so when you talk to veteran associations. Then theres a simplistic element to it, if he feels like he should be reading off the prompter, he will read off the prompter, if he wants to rif, hell rif. We talked to white house aides at the daily beast heading into the phoenix speech, their big fear is they just dont know which trump is going to show up. The one that will stick to script or the one that goes off prompter. You have to wait and see. Amber, your colleague phil rucker looked at three days of trump. Again and again, the pattern has been the same. The moments when trump stays on message as with his august 14 statement in the white house, almost inherently serve as a precursor for melt downs such as his News Conference the next day. So if youre an american citizen and hearing the president in one day saying we need to heal the wounds that divide us, this country needs to come together, the next day you hear him going after senators, one of whom is undergoing treatment for brain cancer, calling the media dishonest and disgusting, saying they dont like america, which message do you take . The one you choose, right . I think President Trump would pitch that as an advantage. You get to pick almost your own adventure, which president youre going to listen to and believe. Listen, i think the simplest answer here sometimes makes the most sense, that President Trump doesnt want to be teleprompter trump, he doesnt want to stay on message. He wants to be controversial. Watch him in phoenix. As my colleague pointed out, any other rally shortly after he has been somber, he loves to litigate grudges, loves going after the media, loves playing the victim and gets applause. Thats the trump that he truly believes is the authentic one, the one that got him elected by saying and doing stuff that other politicians wouldnt dare to do. So hell do it so long as he gets the roar of the crowd. Yeah, well, you know, honestly in phoenix, my colleague Jenna Johnson was there, reported the crowd started sitting down. I saw that. But im going to throw cold water on that, i love jenna, shes an amazing reporter, i followed trump on the campaign trail with her, people would leave rallies from time to time, it didnt mean they didnt support him. In phoenix, first big rally in 2015, people were flooding out. They were getting bored, he rambled on, he went on over 70 minutes at that one as well, but then they came back and voted for him, so you never can tell whether or not people leaving his speeches means they arent on board with his message. Sam, the other thing that is percolating today is donald trump on twitter, not just going after his fellow senators but also retweeting somebody, showing donald trump eclipsing barack obama. The fellow he retweeted and gosh, weve never seen this story before, has controversial tweets of his own. Few days ago he said we have enough of these jews where i live, lol. Someone else take them. They just cant drive. This is a man who is being criticized for not being tough enough on neonazis, now retweeting a man that says jews cant drive. It is troubling obviously, as a jew, you know, this has been a tough couple of weeks to watch this play out and this doesnt make me feel any better on a personal level to see the president retweeting accounts that are so clearly openly antisemitic like this. I wish whoever found that tweet for him, i cant imagine he found that himself, would do a better job vetting this stuff, it has an impact on a personal level. Professionally, im not exactly sure what the point of all of this is. Does he get off on the idea that he has an internet meme to retweet . Does it advance his agenda . Does he understand in that metaphor, he is the moon, obama is the sun, and he gets four minutes blocking out obama before obama comes back. I dont understand what the point of all of this is, except the fact that he is an impulse on twitter and elsewhere he cant control. Why whenever they retweet somebody, why wouldnt you retweet somebody, inevitably does it turn out to be somebody with some racial issue on his twitter. Figure out the origins and nexus of these tweets which often come up through his account. Katy, we are looking at a dangerous situation that developed. Harvey that maximum winds of 45 Miles Per Hour, expect it to strengthen as it moves in the direction of the middle texas coast, approaching the coast tomorrow night and into friday. There are three main lifethreatening hazards we see with harvey. First is the wind. We expect major hurricane winds to come to the texas coast overnight thursday into friday morning. Expecting Tropical Storm force winds to begin to arrive on the coast as we get into the day tomorrow. Today is really the day for everybody on the texas coast to prepare. Also expecting dangerous storm surge. The National Weather service issued storm surge warning, new this year, all the way from port mansfield, texas to high island. Much of the texas coast in danger of seeing life threatening inundation from this hurricane in the next 36 hours, and were expecting to see in this area around Corpus Christi and victoria along the coast 6 to 12 feet of inundation from storm surge. Thats a life threatening h hazard. The mayor of Corpus Christi said heed advice given by officials today. In addition, going into the weekend, harvey will stall and meander around middle texas coast into early next week, and thats going to bring the third potentially life threatening hazard, very heavy rainfall in this area here, we can see widespread areas getting 12 to 20 inches of rain, up to 30 inches possible early next week.
