The supreme court. That will play out over the next couple of minutes. Well bring you that news as well as soon as it unfolds. Our team of reporters have been gathering all across the country as 50 states have now seen protests and demonstrations as a result of the killing of george floyd. At the same time, the National Guard has been deployed in about half of those states including right here in philadelphia. Were going to talk about that in a moment as well. We do want to begin with our nbc news reporters. We have ali velshi in minneapolis, ron allen in new york, craig melvin in washington, d. C. , and blayne alexander is in atlanta. Minneapolis obviously the epicenter of all of this, walk us through what we saw over the past 48 hours or so and where we are this morning there. Reporter yeah, waking up after a quiet night in minneapolis. Police did approach it in a much more orderly manner. I think we are up to 300 276 arrests between sunday night and early morning. This is the site at which george floyd was killed. There are demonstrations continuing to go on. Mostly people putting down flowers and signs. One Big Development is the frustration that minneapolis people have been having the Hennepin County attorney who seems to have been slow walking the charges against the four police who were implicated in the killing of george floyd. Only one has been called. There are calls for three more to be called. The attorney is being helped by the attorney general of minneapolis who is the former congressman. Heres what he said to stephanie earlier. I know that people are frustrated by the pace. But i want to ensure them, as a person who is dedicating my life to civil rights and justice, i am going to pursue justice vigorously, uncompromisingly. Reporter one of the things that happened last night, there was a demonstration by the river and a truck driver, truck drove into the crowd. Now, for whatever reason, by good fortune, the protestors had separated. It was a peaceful protest. That man was rescued by police because the crowd was closing in on him. There were many people in the crowd who were emphasizing not to hurt this guy or not to touch him. We dont know what his motivations are. He was taken to the hospital and he has been charged with assault. Ayman . All right. I want to cross over to craig melvin in the Nations Capital which saw tense moments. Give us the scene there this morning, how officials are responding to that moment outside of the white house. Reporter ayman, im going to step out of the way so you can see. I dont know how much of a Vantage Point you have here, to see the firefighters who just arrived on the scene about five minutes ago. What were seeing right now is these d. C. Firefighters are they appear to be making sure that a fire that was burning in this small building is out entirely. This was one of several fires set just a few hundred feet away from the white house last night. In fact, it was still smoldering when we arrived about two, three hours ago. Last night here in d. C. , fires, flash bombs, rubber bullets. Throughout the night there was a citywide curfew at 11 00 eastern allowing the folks who showed up here didnt seem to care too much about that curfew. After the curfew was supposed to go into effect, there was looting in georgetown, fires set in trash cans, businesses destroyed as well. Theres more graffiti around washington, d. C. , right now than you could possibly fathom. Federal buildings, riddled with graffiti. This church behind me, this is st. Johns church. Its known as the church of the president s because with the exception of one president over the last literally 220 years, every president at some point has worshiped here. There was a fire set in the basement of this church last night. I just walked across the street, i saw atf agents in the back of the church. The concern, of course, is that there will be more of this tonight. The mayor of washington, d. C. , Muriel Bowser expected to start a News Conference within the next hour and a half or so to update us on the situation last night, to update us on the plans for tonight as well. The National Guard has been called out. They remain on duty. The curfew, were told, is also going to be in place as well. Demonstrators, protestors last night, told me they do plan to be out once again here in the Nations Capital, ayman. All right, craig melvin live for us in washington, d. C. Lets go over to new york and ron allen. Some of the more notorious videos involved members of the nypd. Explain to us the scene in new york city. What are the reactions between the nypd and protestors and demonstrators that took place. Reporter ayman, were expecting to hear from the mayor shortly and the police chief as well who will explain what they think went wrong last night. Theres damage all over the city and many communities. Were in soho, you can see behind me the chanel store where theyre trying to repair the damage. Theres a lot of damage up and down the street. Looking this direction, down here. Stores are being boarded up. People are cleaning up the streets. There are sanitation trucks going by. Its a mess down here. Theres graffiti everywhere. There were huge crowds of demonstrators and protestors running through the streets of new york last night into the wee hours of the morning. It started in midtown, they went downtown across the brooklyn bridge, the Manhattan Bridge into brooklyn and there was a huge gathering at the Barkley Center where the professional sports teams play. Just a lot of damage. A lot of ransacking of the city. There was no curfew in place here last night. And today when asked about the National Guard, the mayor and police chief say they dont see a need to call the National Guard in here. A couple nights ago, there was some very some interactions between police and some of the protestors and the police insisted they were showing restraint. Theres a small element of looters, vandals, criminal element inside of the crowds who they say are hijacking these protests. No curfew last night. Well see what the plan is tonight. The damage here is just astounding, its incredible how much damage has been done to this to the heart of manhattan here. Ayman . All right, ron allen live for us in new york. Lets go over to atlanta, georgia, a city that has seen its fair share of protests and demonstrations but also seen a Public Appeal by rapper killer mike and the mayor of atlanta. Blayne alexander is there for more. Blayne . Reporter public names that you mentioned joined the mayor and police chief on friday night. Thats when we saw the height of the unrest in atlanta. Last night there were 64 arrests made overnight and police said there were no major incidents. A much different night than we saw here. The city was under a 9 00 p. M. Curfew. We know there were a far more National Guard troops in the area than what we saw before. All of this was activated after friday. We saw crowds descending here upon the cnn center, taking heavy items, smashes through the glass, trying to get inside but there were lines of Police Officers inside them. Hotels suffered the same fate. Thats why you saw a very different, a very distinctive shift with city leaders from friday to sunday. The other thing that has been really kind of watched very closely is this incident that took place saturday night between five atlanta Police Officers and two College Students. This actually played out live on tv, ayman. We saw two students who were sitting in their vehicles and officers surrounded them. At the time there wasnt a lot of context around what happened. We saw the two College Students sitting in their vehicles, officers came, broke the glass. The young man who was sitting in the drivers side was tased. Within 24 hours of that happening, ayman, the atlanta city mayor announced that both of those officers have been fired and three have been placed on desk duty. They said they reviewed the body camera and found that was Excessive Force and decided to terminate two of those officers. Ayman . All right, blayne alexander live for us in atlanta, georgia. To all of our reporters across the country, thank you very much for that update. As i mentioned, we are here in philadelphia and actually right off to my right shoulder, not far off in the distance, you see the statue that has become the epicenter of the protest for the past couple of days. Theres a presence of the National Guard. The police is here. Philadelphia is considered the city of brotherly love but theres a long and complicated history to this city and Race Relations, Police Corruption and what have you. The city as i mentioned, one of the poorest if not the poorest major city in america. 26 is the poverty rate here. Twothirds of the citys population is black, but over 2 of cityowned businesses are owned by the black community. There was widespread protests as well as looting that took place here. With us now is the Philadelphia City district attorney. Its great to have you with us. I apologize to keep you waiting here in the sun for a few minutes. I want to start off with something you wrote on twitter. You said that my office has been reviewing arrests all day. Criminals will be charged but we must protect the First Amendment rights of philadelphians who are rightly outraged by racist systems and corruption. Talk to us about what youve been doing over the weekend. How were you able to separate the peaceful protests and those that are involved in the looting and the demonstrations. The really good news is, we have had thousands of people here who are doing exactly what the constitution says, exercising free speech. The bad news is as with any National Sports victory or something of that sort, there are opportunistic criminals who are looting and doing other things in the city. And its happening all over the country. Its sad because in some peoples minds it means thats what the protests were. But they were not. The protests were good people expressing themselves about an issue that should have been addressed a long time ago. What were doing is what we always do, were doing individual justice. You look at the facts, at the law and dont lump anybody in with anybody. You figure out what it supports and you figure out whether youre dealing with criminal activity or protests. If its protests, were not going to charge anything. But i will tell you, the case that is are being pushed to us are mostly looting cases. There have been a couple of assault cases. Were waiting for more information on them. There have been a lot of people who have been taken in by the police for curfew violations who will be allowed to be released from the police station. We referenced a little bit the Race Relations in this city. This is the city of brotherly love, long history of fighting for liberty in this country. At the same time, there are a lot of questions about Race Relations. Were not far away from that statue, it was vandalized, it was spray paint asked its still standing. A lot of people may be looking at that, since he was a controversial figure, why has not been taken down . Should it be taken down . Should the mayor move faster and give the protestors a symbolic win. That statue should never have been here and it should have been taken down years ago. He was a cop who became the Police Commissioner who became the mayor at a divided time in our country. And he stood for Police Brutality and racism, straight up. That was his calling card. The fact that hes the only statue of a mayor in the area in the wheels of power is unacceptable to most philadelphians. Its been a flash point for a long time. It does not surprise me that protestors were trying to break it and tear it down. Theres no reason that government should be making a statement to everyone the way they have made it by leaving it up. In you look there, what you will see is a large contingent of Police Personnel up there. And theres been a large contingent for days at times when there was looting going on four blocks away. A government tells you by what it does, what it values. For whatever reason, they seem to value the memory of someone who died 30 years who did nothing but harm in this city. They should be going a different direction about that. You were critical after the developments of the killing of george floyd last week and you put out a statement that was poignant and powerful that underscores the relationship between Law Enforcement, district attorneys as well as minority communities. When you look back a week from where we are, what is your message to minority communities not just in philadelphia but across the country who have a very sour relationship with the police . My message is that we have to keep trying, your voices need to be heard, and one of the ways theyre going to hear it is at the ballot box. Another way is when it stops helping das to become governor, if all that they do is make police unaccountable. Police have to be accountable just like every other resident in a city. Its not complicated. You just deal even handedly with all people. But we have a culture that has Fought Police accountability for decades. What happens in that vacuum of accountability is what happened in the twin cities with george floyd. Thank you very much for your time. I appreciate it. Thank you, ayman. One other point we should note, this is the 35th anniversary of a very controversial bombing that took place here in philadelphia, the move bombing. That is when the city of Philadelphia Police department dropped a bomb on a group of black activists that were holed up in a house killing 11 people, including 5 children. Relationships with the police have been fraught for decades and all of that underscores the context in which were seeing the kind of demonstrations to police violation as well. We have been tracking joe biden right now, president ial candidate, hes making his first public appearance with the press revolving around what weve been seeing unfold in the u. S. For the past couple of days. Hes attending a church in delaware. Were going to have more on that as well. We also have been following the news coming off new york where the new york city mayor is calling for an investigation into what happened in clashes between Police Officers and protestors that turned ugly. Were going to talk to the president where much of these protests have happened before going into politics. And one congresswoman was pepper sprayed as she stood with protestors over the weekend. The mayor is expected to call for an investigation into some of the actions that happened over the weekend involving members of the nypd and protestors. One video shows two suvs driving into a crowd of protestors. That took place on saturday in brooklyn. The mayor initially defended the nypd, blaming protestors for surrounding one we have known about that incident which were learning more details about it. Its not the only incident that is circulating that is getting a lot of attention on social media. There was this video showing what appears to be a member of the nypd, new york Police Officer, pushing a woman aggressively to the ground. You see her there as well on the street. There are a lot of questions about those two incidents that have raised a lot of concerns about how the nypd is going about controlling and policing some of these peaceful demonstrations. Joining me now is the borough president of brooklyn. Mr. Adams, its great to have you with us this morning. A lot of troubling picture that is weve seen amidst Everything Else that is happening in new york. First, let me get your recollection to this two incidents that we highlighted and how you see the nypd doing so far in policing these protests . A long relationship with fighting for civil rights, i march as a Police Officer, i march to end stopandfrisk and i change into my uniform in the evening to patrol marches. I know what is to be on both sides of these issues. We have to have a zero tolerance for anybody who wants to use violence against our Police Officers, but there must be a zero tolerance for those Police Officers who go over the line. What im seeing here with this truck and some of the other incidents by a number of Police Officers, is not acceptable. Take my hat off to those officers that show the high level of restraint, but instances like this is not acceptable. Draw on your experience for me a little bit. I understand in i believe you told the new York Magazine that youve been in touch with the mayor and Police Commissioner via text. Whats your message to them . How in a situation like this, a situation that is changing by the minute, you have different people in the crowd, how do you police a situation like that . You start off this is a larger conversation that we must have around policing these incidents. Every Police Officer may be may have the ability to police but they dont have the ability to do every assignment within policing. We need to not just mobilize every officer on the force to go through these type of incidents. We need to mobilize those who have specialized training, can deal with conflict resolution, something we dont focus on. And thats one of the mistakes when we do our mobilization across the country. You have police who are not suitable to deal with these high stressful situations, no different than you have some doctors that are great surgeons but not great emergency room physicians. That is how we need to start pinpointing the police and have the right people on the front line and there are clear cases that we have the wrong officers with the wrong abilities and training to be on those front lines. Let me ask you about the response generally. We saw over the weekend in atlanta Police Officers involved in tasing two individuals who were involved in violating a curfew, were fired on the spot. Do you think the nypd has been slow to respond to these incidents in identifying the Police Officers and offering a course of action for their conduct . Yes, i do. There are several pieces, as i looked at some of the video footage of the goal in a protest of this magnitude is subdue. Be defensive in nature, not offensive in nature. When you use the tools you have to punish and not to bring people into custody, thats a big mistake. And when you have an officer on the front line and puts up a white power hand signal, he should be identified and removed off patrol. When you have an officer that is driving through a group like that, they need to be immediately identified. Those individuals, if theyre still on the street, theyre going to continue to exacerbate the problems that were having. If you dont do it in a expeditious fashion, the way that the officer was removed who put his knee on floyds neck, you send the wrong message to the public and thats been the history of policing in america. Let me ask you, as well, since you were out there as a protester in your capacity as a protester, did you see what the nypd is alleging, one out of every seven or so protestors was from out of state, was an agitators. Did you see anyone who you felt was an outside agitator in that crowd that you marched along . What i have acknowledged from day one when i was at the Barkley Center, i noticed there was a difference in this protest than protests we saw around police abuse. I saw the professionalism of agitators, i saw people having knapsacks filled with rocks, people had bottles in their hand. This is a welltrained group of outside agitators. Their mission is to burn down our cities. Our goal now is to separate those professional agitators from those who have a complaint against police abuse. Ive been speaking to some of the online organizers gives them the caters indicators to look f. We had two attorneys who were part of using incendiary devices on Police Officers. The underlying issues that many people are missing, theres a large body of people who have anger and theyre using this as an outlet. We need to be careful as a city and nation, that we identify this correctly. All right. Eric adams, thank you very much for joining us this hour. Members of the National Guard obviously being activated. They arrived at 3 00 a. M. This morning. The National Guard has been activated in about 21 cities across the country giving you a sense of how severe the moment is. Curfews have been put in place in many cities at all. All 50 states have seen protests. This is without a doubt a countrywide protest. Some have deployed of the National Guard to los angeles amid the violence and protest there. Many cities continuing their curfews for a fourth night in a row including in louisville, kentucky, where gunfire broke out overnight and one man was shot dead. The National Guard returned fire after being shot at. Nbc news was not able to confirm who fired that fatal shot. Cal perry is on the ground in louisville covering the protests as well as the fatal shooting. We also have Erin Mclaughlin in los angeles. What more can you tell us about lou louisville. Reporter we dont know much about the shooting. Youre looking at the family of the individual who was killed here last night in the parking lot. They have just come across the intersection to meet with police. But this scene that is playing out in louisville is symbolic of what we see happening around the country. Theres a visceral anger, people are armed. This san opencarry state. And we see riot cops who have come out here in full riot gear. Its 10 30 in the morning. An overwhelming white police force where people, again, are carrying weapons and you have a situation here where there has been yet another Police Shooting in a city that feels overwhelmed by them, in a city that is overwhelmed by gun violence, gun violence that is up 150 since the outbreak of the covid virus, its a community that feels overwhelmed. It feels like this community is starting to crack. The Community Leaders who we have been speaking to this morning, dont know how theyre going to control the streets when you look at this scene and how upset people are in one of the major intersections on the west side of town. Way i dont to listen to renae, you can tell how frustrated and angry she is. Right now the mayor and the governor need to sit down with people such as myself and emmanuel and people who live in the west end and hear us. Not listening, hear us, feel us, what were talking about. We elected you in office. We have vote you in office. Help create change in this community that has not happened. And so louisville deals with a fresh tragedy. Another Police Shooting. The rumors are rampant here of marches, of what could be more violence tonight, ayman. I was going to say, thats a city compounded not just by the anger over the killing of george flo floyd. Lets cross over to Erin Mclaughlin. A lot of people talking about how what we saw in los angeles over the weekend and certainly yesterday bringing back images to the rodney king riots following his beating. Whats the scene like here this morning . Reporter here is a city on edge, ayman. This is the scene outside city hall. You can see Police Presence here. They have riot equipment on them, ready for the worst just a short while ago we saw the National Guard, dozens of them, guarding this location. We havent seen that since the l. A. Riots in 1992. Just gives you a sense of the gravity of the situation, this area is facing violence in santa monica, long beach, downtown los angeles, as well as the Fairfax District over the weekend. And people are bracing for what happens next and in that fog of fog, this trend seems to be emerging. Violent rioters and looters turn out following what begins as a peaceful protest. People gathering to have their say against the police. They want to do it peacefully. Their cause is hijacked by looters and rioters. I was in melrose yesterday speaking to shop owners who had their shops and restaurants vandalized. One was a computer store. The owner said he watched on her Surveillance Footage as the rioters turned up, made their way inside and gutted the entire place. She said she also saw it unfold on local television, not a cop to be seen. It gives you a sense of the chaos and now fear as the city braces for what might happen next. All right, Erin Mclaughlin, cal perry, thank you for joining us. I want to bring in joyce beatty. Congresswoman beatty was involved in those peaceful protests that unfortunately escalated very quickly. She was also, as a result of that escalation, pepper sprayed. Lets watch this incident happen. Leave him alone [ bleep ]. Thank you very much for joining us this hour, first of all, walk us through, if you can, from what happened from your perspective. Because a lot of people would be watching that thinking this was a peaceful protest. Even in the most peaceful of protests, you see a situation escalate and turn violent very quickly. Yes, absolutely. It was a very planned, organized peaceful protest and i wanted to join those protestors, many from my district, many activists, all organizized working together, being very intentional in getting their message out, exercising their freedom of speech. I wanted to stand there as someone who is a black woman, a grandmother, wanting to make sure that we were out there because people are hurting. Theres pain. When you look at what just recently happened with george floyd, when you look at ahmaud arbery, Brianna Taylor, and so there was a lot of pentup frustration. From my sight, no tolerance for those who are tearing up our city, those who are not members or citizens of our Community Coming in, attacking businesses and destroying them, thats destructive and distracting. This was not that. In just a few seconds, it seems like something went wrong. One young man had a confrontation, im not sure what was said. And once he was thrown to the ground, you can imagine what happened. A young africanamerican female was expressing herself very clearly, all within her rights. But once she was pushed and shoved, the crowd came forward, i went forward, hands up in the air saying lets not excite them, this is wrong, and the pepper spray came. I think it was an act of emotion. I think it was an act that was unnecessary. Congresswoman, i want to contrast for you President Trump and president obama because weve just heard from president obama for the first time about this and how to really translate this moment that were witnessing in this country into a moment of change. In his post that he just put online, he writes, ive heard some suggest that the recurrent problem of racial biased in our criminal Justice System proves that only protests can bring about change and voting and participation in electoral politics is a waste of time. I couldnt disagree more. I wanted to get your thoughts about that for this moment because as somebody who is out there on the streets protesting, can we have meaningful change just by virtue of protests or does this need to be translated as president obama suggests, into Political Action and changing of laws . I think its all of that. Certainly, i think we have to have different protocols, this is systemic racism. It cant necessarily be legislated away. But i think there are things that we can do that we need to establish protocols. We need to look at community and citizens reviews. We need to come together as a group. But we also need to make sure that people get registered to vote and people vote and theres more engagement. It is far more than peaceful pretsi protesting at this point. Its a good way for peoples voices to be heard. What we do with that is what the what is so important. How do we then affect those things . This is not the first time that protestors have been out there saying fight for justice, fight against the injustices. This is not the first time we have had a george floyd. There are many africanamerican young men and women and other people who have been lynched and murdered in senseless deaths. We have to get our voices out. We have to let the younger protestors, they want to be heard. Im fine with that. But it does not end here. We must come together, we must enact laws. We must be forceful and we must do that if we are going to truly be invested in making a difference and saving lives. Right. Congresswoman joyce beatty, thank you so much. Were live here in philadelphia and also following developing news coming out of the minneapolis Police Department there. An new analysis now finding that officers rendered 44 people unconscious by using neck restraints over the past five years. Police records show that neck restraints were used 237 times since 2015. And 16 of those incidents resulted in loss of consciousness, similar to what we saw with george floyd there. The data showed three fifths of those rendered unconscious were black. The minneapolis pd did not immediately give us a comment on the report. Tom, break it down for us, walk us through this report a little bit and why this reporting, why this critical piece of data had not been flagged before . I think the question you asked there is a very interesting one. Law enforcement has had tremendous success focusing on crimes, statistics, to identify areas that they want to move Law Enforcement resources to, areas to investigate. But it appears in this case, perhaps an opportunity to take a backwards look at their own internal data about use of force in a very controversial method of use of force neck restraints. It may not have been looked here. When you talk about the statistics, 75 of these neck restraint incidents that youre referring to are for people under the age of 40, three fifths were used on africanamericans, mostly males here. And 16 of the folks that had this happen to them were rendered unconscious. This is a highly controversial method of use of force and i can tell you, ayman, it doesnt appear in the nypd patrol guide and its cautioned or prohibited against in most Police Departments across the united states, obviously what we saw with george floyd, it had disastrous results. Tom winter with that very important piece of reporting for us, thank you so much. With us now is brittany cunningham, the cofounder of Campaign Zero. She also worked in the obama administration. Thank you so much for joining us. I want to get your thoughts on the piece of information and the reporting that weve seen. Given the context of everything that led to this moment, were you surprised some people have been saying that the killing of george floyd was an isolated incident, this was not a procedure that was supposed to happen by minneapolis Police Department, but in reality, the data shows it is very common, it is systemic. Youre absolutely right. It is systemic. And i sat on president obamas 21st Century Policing task force where we talked a great deal about use of force policies. Some of my work there as well as work with activists and colleagues in this space led to the creation of Campaign Zero which is a policy platform because we believe we can live in a world where the police dont kill people. Heres what i know from both of those experiences to be true, shifting use of force policies can reduce Police Violence. This includes a banning of the use of choke holds which we know that the minneapolis Police Department has not is one of ju policies weve researched at use of force project. Org that can reduce Police Violence and plils killi Police Killing by 50 . Widespread media, what protesters are doing, that is an issue of the symptoms. That means america has always prioritized protecting property over black lives even and especially when black lives were that very property. So perhaps if elected officials invested the same amount of resources and urgency protecting black lives in the first place, we would not be here. Often when we press for policy change, we get told its too expensive and will take too long. Meanwhile the Police Responds if costing taxpayers millions of additional dollars and tanks were rolled out far faster than policy change ever has been.
