Per capita in our country. Some of the highest in the world, in fact. Native american populations are fighting literally for their lives and livelihoods. Hospitals are being strained. All hour, were going to pull back the layers here and look at how this pandemic is being affected here in south dakota and across the region and across the country. First, let me start with the facts on the pandemic as they stand at this hour. Starting today, students in rapid city, south dakota, schools are back in classrooms for inperson learning after several weeks of distance learning. Thats according to the rapid city journal. In california, coronavirus hospitalizations just hit a record. More than 7,400 people in that state are in the hospital for covid. This morning, moderna says it is seeking fda approval today for its coronavirus vaccine. Its phase three trials have found its vaccine was about 94 effective against covid19. Plus, moderna says its vaccine trial was 100 effective at preventing severe cases of the disease. First, we start with the major step by moderna. Now the Second Company to submit covid19 vaccine for emergency fda approval. Nbcs sam brock has more on this. Good morning, sam. Reporter ali, good morning. Good to be with you. When this Moderna Vaccine makes its way to americans, it is going to be an incredible shot in the arm when that happens. As far as the timeline is concerned, that, of course, is in the hands of regulators. I spoke with the president of moderna, who says it wouldnt be unreasonable to expect the middle to end of december, there would be approval for this, and distribution starting shortly thereafter. It is a twodose evacuation veree vaccine. 91. 4 effective. 100 effective at preventing the onset of serious covid symptoms. Big picture, were not talking about a small sample size. 15,000 people received the vaccine. 15,000 received the placebo. Of those that received the vaccine, 11 of them contracted covid19. Unbelievable numbers there. One of the big distinguishing factors when it comes to moderna versus pfizer, is unlike the Pfizer Vaccine, this can be stored at normal temperatures in freezers and fridges. Theres going to be distribution through the u. S. Government, whereas pfizer uses its own proprietary channel. We asked the president of moderna how long he thinks itll be before this is on the market. We were told by warp speed, they plan to have trucks rolling within a day or 24 hours of the approval. It is a question for them. Reporter ali. This could not come soon enough. In october, there were 2 million infections in the United States for covid19. In november, that doubled to 4 million. That is 6 million infections in two months, which is about 45 of all the covid19 infections this country has seen. Its happened in the last couple months. Thanksgiving travel is not helping the situation. Over my shoulder, this is a testing site in miami gardens. Youll see a parking lot filled with cars, ali, but there is no line wrapped around blocks, which usually happens when there is high demand. People should be getting tested right now. The vaccine is coming, but its not here yet. Ali . You bring up a really good point. You need a lot of people for these tests, for the clinical tests of these vaccines. I was speaking to the head of the National Institutes of health on saturday, and he said you can still sign up to be a Clinical Trial participant. There are a lot more trials to come, and they need tens of thousands of people to do it. Thanks for reminding us of that, sam brock. Sam brock in miami gardens, florida. 53 , that was wisconsins covid19 testing Positivity Rate on saturday. That means 53 of people who were tested had covid19. Limited testing during the holiday week probably played a role in that, but it is one of the highest Positivity Rates the state has recorded since testing began earlier this year. Now, Health Care Officials there are bracing for a possible postthanksgiving covid spike, which could strain the Health Care System. Shaquille brewster is live in milwaukee, wisconsin. Shaq, youd never see numbers like that, Positivity Rate, if they were actually testing lots of people on an ongoing basis. When new york hit 3 , they started shutting things down. To have 53 is remarkable. Reporter yeah, ali. Medical experts and officials are warning that those numbers will fluctuate over the next couple of days as more Testing Facilities come back online after the thanksgiving break. And there is the rush to get tested after the thanksgiving holiday. Thats why we look at the average number of new cases and the Positivity Rate. When you look at the weekly averages, the sevenday averages, there are actually some positive indicators for people here in wisconsin. The number of new cases were down 30 . You saw the Positivity Rate. While it is still a dangerous 29 , the average Positivity Rate was down from the peak of 36 . So medical experts were seeing good signs, but now they feel after the holiday break, when people were traveling and gatheri gathering, that that trend will be reserved. Listen to what an emergency room doctor told us just yesterday. Right now, the Health Care System is, you know, cracking here in the United States. We just dont have much capacity. You know, the water is leaking in, and if we see another huge surge after this holiday, that spells trouble for us. We hope for the best. We have to prepare for the worst. We just dont have a whole lot left that we can prepare for. Reporter and experts are also advising people, if you did travel on the thanksgiving holiday, to isolate yourself as much as you can. If you cant do the required 14 days of isolation, then theyre asking that you go and get tested. Wait three to five days after your biggest gathering before you do that. Ali . Smart advice. Shaquil shaquille, thank you, my friend. Look ahead of time before you start feeling symptoms. Figure out where youd get tested and whether or not you need an appointment. Lets go to kentucky. Most counties are in the red zone. That means at least 25 of 100,000 people are infected with coronavirus. There is restrictions on dining, retail, and schools, but its the pause on inperson learning thats at the center of a legal battle in the state. Maura barrett is at the keeneland race course, which is now a drivethrough testing site. Youve had a chance to speak with some parents. What are they telling you . Reporter good morning, ali. Yeah, its a little snowy here in kentucky this morning, and this testing site at the racehorse is put in place because of the surge in kentucky. The governor had to add testing site as across the state. Thats also why we saw restrictions come into place. Public schools before made the decision county by county. This is a statewide restriction that all schools, public and private, need to be via Remote Learning. A lot of parents feeling frustration because they say they want the choice of whether or not they send their children back to school, rather than a statewide mandate. They say theyd feel safe because it doesnt look like data supports the spread among children in schools. I spoke with parents of Public School children yet. Take a listen to their thoughts. I think there is an absolutely zero empathy for families from our state leadership. Two surveys were sent out to our district, both with overwhelming majority wanting to have a choice for inperson learning. We had the majority of 2020 with zero inperson instruction. To me, that tells a lot about your voice is not being heard. Reporter in addition to saying they feel safe sending their kids back to school, theyre really concerned about the social and Emotional Learning impact its having on their kids. Some parents saying their kids are reporting additional anxiety, some increase in adhd. One parent had to check his child into an outpatient facility. It is things like that that are concerning because the kids arent used to virtual learning. It is not what theyre meant to be doing. Separately, i spoke with some parents, susie and linda, who had their children in private religious schools, and they picked that schooling because of the faithbased, Community Service based, inperson learning aspect that theyre looking for their children to be edge kated wi educated with. Theyve been in person most of the semester, and theres little evidence of spread in the schools. This is going back and forth in the courts over the thanksgiving holiday, but it stands that all schools across the state are Remote Learning right now. The attorney general saying this morning that he plans to appeal to the u. S. Supreme court. Ali . Yeah, this is a tough one for parents, for students, and the changes of inperson learning back to remote. I thought sending you south from pennsylvania would get you a little warmer, but that didnt work out. As usual, thanks for your work, my friend. I want to come back to south dakota. The snapshat weot were gettin grim. South dakota reported the highest number of coronavirus related hospitalizations per capita. So far, at least 1 in 1,000 people here have died of coronaviruslinked causes. That number, by the way, far greater where i am with this Pine Ridge Reservation behind me. I want to bring in Ashley Kingdon reese, the executive director of independent health care solutions, helping those with assisted living at home. Shes also on the Government Relations committee, the chair of it, for the south dakota nurses association. Thanks for being with us. You are working not just in the hospital setting, youre working with people who have to be cared for at home for various reasons. Maybe theyve been discharged. While were on the topic of students, some of your patients have been very, very young. Thats true, yes. One of our first ones we did was a toddler. Having to bridge the gap between our normally, disabled, and chronically ill patients from elders to toddlers, were doing it. There are difficulties with people deciding whether their kids should go to school in person, and whiplash of schools being open and closed, but there is another problem im encountering more in the plain states than in new york and pennsylvania. It is people being treated for covid by people like you who still exist or dont believe its true. You have to overcome that because you have to treat these people. Youre right. I think, initially, even more so than it is now, youre hard pressed to find people who dont know somebody in this area who has had problems with covid or experienced it firsthand. I believe it starts from the top down, sending a message of, you know, protection for our scitizn it and community and not political. A lot of times, people are in denial of poet the effects and the things that we do to defer the transmission. That bleeds to all areas, whether schools or people receiving health care. But you do not actually have a statewide mask mandate in the state, and some will say, its okay, you dont need the mandates because theyre not often enforced, but the idea is, you dont have leadership in this state that is recommending that people wear masks. The view of the governor here is, wear a mask if you want, dont wear it if you dont. Its all your closhoice. Correct. Recently, there has been backlash on that from nurses especially, and the group i represent. My job and task is to build relationships between the government and between nurses. So this opportunity is really a chance to plea with our governor, to lead by example. To put that message out thats protective and not political. To, you know, focus on what we can do. Even if, personally, you dont believe masks have a big impact, any impact is better than none. Anything that would help us save our hospitals, our clinics, and our facilities that are for longterm care. We started spiking later in the game than most states, but its hit us hard. Even some of the Financial Assistance thats out there ended for the duration they looked at in september. Now is where were really seeing the impact. This is in Nursing Homes, clinic clinical settings, in schools. We need that looked at. The message is out there, but not promoting masks and protection trickles down. Thats where you see a lot of people not convinced they can make a difference. They can. And im worried about whether it trickles on to the vaccine stuff. Now, were getting into vaccine tests. Two of them are in for fda approval. I dont know how long thatll ta take, but the federal government says it can distribute millions of doses within two days of getting fda approval. We can be up to 20 or 30 million doses a month. Were still seeing numbers of people who are resistant to getting the vaccination. Now, some of that was because of the politicization of the process. Made it sound like vaccines were going to be released before they were safe to do so. But once we get evacuation seva are safe, and looks like moderna, pfizer, and astrazeneca will be safe to distribute, are you concerned people who wouldnt put on a mask wont take the vaccine . Absolutely. We have to change the message now. We have to get rid of the disinformation and misinformation and look at the impact on our community as a whole. So absolutely concerned that if we dont get the information out and stop looking at this as a political issue, and that somehow wearing a mask or having a evacuativaccine impedes on yo freedom, well be in trouble. The truth is, practicing masks, social distancing, looking to the vaccine as an opportunity for humanity to come across and overcome this virus, is really important. Its now that we do so, so were not late to the game, as we have been previously. The response in south dakota. Getting covid and or dying of covid impedes on your freedom a great deal. How are you doing . Youre obviously a professional, but this has been nine months of this. Even if youre a pro, this has to take a toll on you. You know, thank you for asking. I have wonderful support. Our Task Force Im a member of meets weekly to decide proactively what were going to do for our small community. As nurses as a whole, ive talked to those who are in the er, those working in Nursing Homes, and youre right, its taking a toll. Our oath says we dont discriminate against people, against viruses, against political different ideas, so sometimes thats hard when youre looking at all those things surrounding at once. Its really important that we nurses learn to self care, take a minute, and really lean on each other to get through these times. Weve never had anything like this before. And its really important that the rest of us are respectful and thankful of you front line workers and you nurses and the work you do to keep us all healthy and alive. Youre looking at the circle view ranch. Theyve been hospitable to us and allowed us to bring the show from this ranch. This is one of the native american reservations. Theyve been the hardest hit of any ethnic or racial group by covid in the state and across the country. Native americans are 9 of the population in south dakota, but they account for 14 of all covid cases and 15 of all deaths. One local nonprofit here saw the impact of covid in their community and decided to help those in need. Staff and volunteers from generations indigenous ways began distributing gift bags filled with food and cleaning sup pplies for elderly in the community. The program spread across the area and is assisting hundreds of families in need. Joining me now is halleen, the executive director of generations indigenous ways. Thank you for being with us. I want to start with an expression of sorrow for you. You lost your mother to covid. Yes. And you have had you are suffering from it, as well . I recovered recently from covid. Im fortunate to have had just the minimal symptoms of the sickness and recovered very fast myself and two of my relatives, who pretty much were sick right after my mom passed away. Helene, as i went to the reservation, i passed checkpoints. Most of the reservations have checkpoints on them. Theyre federal and state lands that run through them. People not going to the reservations need to stop at the checkpoints. Theyre controversial in the state right now, but theyre trying to the native tribes are trying to keep the infection out because of the remarkable, notorious history that infections have had on native americans, particularly in this region. Yeah. Theyre more than checkpoints. Theyre a lot of us view these young men and women of all ages that are at the checkpoint as our warriors. Theyre protecting our land and protecting our people. These boundaries, these we are practicing our sovereignty long before the state of south dakota was here. Our lands were here. This is our sovereign rights to protect our people. So these young men and women who are stepping up at the borders and screening people that come through our borders, helping trace to keep this pandemic out of our lands, theyre really important and we really appreciate them. You know, we say prayers for them because theyre on the front lines themselves. Yeah, they absolutely are. I want to ask you about, you know, when i was on the Pine Ridge Reservation, people were wearing masks. They told me clearly they abide by the curfews. They are shutdowns. They believe in science. Yet the rates of infection amongst native americans are higher than they are in the rest of the state. Why is that . We have a different situation here within the Pine Ridge Reservation. Our households are different. We have a system where everybody takes care of each other. A lot of times, our lack of housing, our lack of clean water, our lack of Good Health Care and Prevention Health care plays a big part in our overall system for our people. So, sometimes, the overcrowding, we have multigenerational homes where we have several elders with several youth and different age groups living together. You know, our children may play with each other. We may go visit. We may go and check on a relative. Once that sickness comes into the home, then it will just keep going. Its really scary. Were not a people who would leave our relative by themselves, and so we take time to take care of those relatives. Sometimes that means that we would, you know some of us would get sick ourselves. So its the key prevention, its the key in order to for sur vie survival for anything. Thats what we set out to do at generations indigenous ways. First of all, we talk to all of our volunteers, to see if this is what we wanted to do. We partnered with other organizations. This is a grassroot Organization Effort on the Pine Ridge Reservation. We also have our ally organizations up in the rapid city area who are doing the same thing. We said that we would do this throughout the pandemic, and so thats what we do. We provide our indigenous medicines and our natural foods, Healthy Foods and immunityboosting regimens to our elders. Its a no Contact Delivery system. As you can see, our volunteers, they have masks on and we have to shift out in doing things. We have volunteers. Theres nine districts in the Pine Ridge Reservation, and we have volunteers in each of the districts. Have to make sure that our volunteers stay healthy themselves. Sometimes more than not just myself, but some of the other volunteers had come in contact with covid and had to quarantine, either because of themselves or a relative. And its really all about resilience. Yup. Well, the people of pine ridge and south dakota is a story of resilience. Thank you for what you are doing for the community. Well continue to cover it. My colleague, jacob soboroff, is outside the seeder Sinai Medical Center in los angeles, california, which has been selected as a Pfizer Vaccine distribution site. This is going to be a logistical challenge across the country. Weve got the vaccine, but that last mile, the ability to get that vaccine from the manufacturer into peoples arms is the big challenge. Reporter its without a doubt, ali, the most critical step. As you said, that hope is finally on the horizon here. It couldnt come at a more important time. You mentioned the record hospitalizations across the country, and in california, 7,400. The bulk of them, 2,800, are here in los angeles county, and many are at center. Theyre positioned to deal with the vaccines once they become vaccinations when pfizer gets the emergency use authorization. 200,000 doses will be inside this hospital. They have that capacity in cold storage freezers. This is the chief pharmacy officer here. You are in a position to speak much more knowledgeably than i am about this. Talk to me about the cold storage freezers you have here. What are they exactly, and how will they work with these Pfizer Vaccines . So the ultra cold storage that everyone is hearing about is minus 80. Most places dont have that. We happen to have the ability to have those freezers available. And thats where they will be stored at the time we receive them. Reporter to be clear, those vaccines are not here right now. When do they expect them here, and when do you expect them to go from cedarssinai to the general public . The fda will make the determination of the release. Based on what were hearing, it should be shortly thereafter. We have been planning for the process from the time we receive it to administering it to the population that will be receiving it initially. Reporter were talking about a matter of weeks, basically. Tell me about we can see some of the medical professionals going into work, leaving for the overnight shift. Now is everybody doing here . I assume theyll be amongst the first to get access to the vaccination . Correct. As you probably heard, at least the initial vaccines will be administers administered to the highest risk Health Care Workers who interact with patients on a daily basis. We will schedule the employees to receive evacuation sasack va reporter finally, the safety, the efficacy is high with the trials, but should people feel safe getting this vaccine once it becomes available . The fda would not have released the vaccine or will not release the vaccine until theyve met certain criteria with the respect to the emergency use authorization. I want to back into this question about who gets the vaccine first. We obviously know there are more than 20 million medical workers in this country. Theyre going to need to get it. Then you have to parse out whether you give it to seniors or people in Nursing Homes or how you work this out. Lets bring it back to where i am right now. Im on the edge of the Pine Ridge Reservation, amongst a people who are the worst off in terms of health care and Health Coverage in the country. Theres nowhere on this reservation where there is an ability to store minus 94 degree vaccine. How do the least among us in this country get access to vaccines once they become available . Sure. So were going to learn a lot more this week, and there are two dates folks need to be aware of. Normally, how this works, when a Research Entity has a vaccine candidate, it normally goes to the fda, who would approve the safety profile, and itd go to the cdcs committee on immunization practices, who determines who gets the vaccine and when. Then out to the cdc director and out to the states for distribution. On friday this week, states are required to submit plans for distribution, which has a key bearing on your question of how this gets out to the community. The states are required to submit those plans to the cdc, so places like ucla can actually know how to get this out to the community. The other thing thats critically important is that tomorrow, the Cdcs Advisory Committee on immunization practices actually moved up their meeting because of the friday deadline. Theyre meeting now before the fda. A critical determ innocent coin out of the meeting will be which groups get which priority. There is overall signaling that Health Care Workers are going to go first, but there is another competing school of thought who believes thoughts over age 65 or those with comorbid conditions may go higher. The big question out of the meeting tomorrow is going to be sort of which groups get the highest priority, and in turn, that will go to the states who will decide how to distribute this to the community. There is an equity issue in there inherent to it, which you wouldnt think about. When you look at certain groups like black and brown americans or like native americans, there are two complicating factors. One is co morbidities. There are a lot of people on the reservation with existing heart conditions, diabetes, things like that. Two, theres Less Health Care here or some urban centers than in other places. Lots of availability of clinics and testing. In philadelphia, for africanamericans, it is almost impossible to get testing. Are we going to be able to create an infrastructure for the evacuation sei vaccine which is better than the testing in this country, which is poor considering were nine months into it . It is a critical concern for a lot of us, and folks have been talking about whether or not the planning and the transition from the trump to the biden administration, and how this is all going to flow. As a Health Care Provider myself, i still have no idea about how this is going to work at the ground level. I think weve seen, you know, very broad policy strokes, and there is some signs that we can rely on the same distribution mechanisms we use for flu vaccine. Were approaching a point where youre getting to the heart of the question, right, which is how do we distribute this equally to folks . The other question, too, particularly in the earliest days of limited Vaccine Availability is how do you distribute it to get the most bang for your availability . Right, if you dont have Health Care Workers because everybody is tality is lower, do you direct it to those groups . Or, like you said, for folks who bore the burden of this disease, do we shift it to those folks first . I havent seen a clear plan for how states are going to deal with that question. I think thats going to be a really important question for us all to address the next course of weeks as a nation. How are we going to prioritize this. This weekend i spoke with a daughter and mother who own and operate two businesses on the Pine Ridge Reservation. Theyve struggled a lot. Now, theyre using Additional Resources just to stay afloat to avoid closing. Heres their story. Mona patton and angel are a mother daughter bear here in south dakota. They own two businesses, but when the pandemic first hit, their Movie Theater is one of the first places in town to suffer. We talked about it, and theres no way to keep it safe and have movies. Plus the movie entry was holding back their movies. So i cashed some of my i. R. A. S and made payments and shut down for the whole rear. Reporter they tried to use their resources and business savvies to keep the business afloat but it hasnt been enough. We had the last movie on march 20th, i believe it was. Since then, weve only been selling concessions which has not been as much money as we would like. But its enough to pay the electric bill and the phone bill. And basically one of my workers. Its basically taken money, rather than giving us money at this point. I think when you have a business, youre assetrich and moneypoor. So when things happen and youre not able to get your goods, youre not able to keep your employees running at your normal shifts and stuff, its very hard to keep going. Reporter help has been hard to come by, whether from the government or the banks that lent them the money to start the business in the first place. We asked our own people if they would give us a break and not charge us interest. But that wasnt met that wasnt something that they were willing to do. So, we still accrue interest every month, even though were not in business right now. Its very difficult to think that you have a business that you could possibly lose, you know. And we only have we were hoping by the time i was 70 years old in two years, that we would have this paid off. And now, it doesnt look like thats even going to be a possibility. Its called Little Angels its in town. Its a store and convenience store. We developed the mask policy and we also offer hand sanitize wh when you come to the store. And we do a daily temperature check. Two employees actually have had covid and others, covidpositive and had to be quarantined. We have only one shift of the day. I worked with one of the workers who actually tested positive. So i actually had to go in quarantine, get tested. It just it gives me anxiety, you know, me, coming to work. Taking a chance. And i never take my mask off but still, you never know. Reporter they even used money they didnt have to hire workers to help enforce coronavirus protocols. We increased our staff by two people basically. We have a person out there, at the entrance of the store, to check to make sure to people have masks on. To limit the customers to eight people at once in the store so we can have social distancing. And also to have people sanitize before they go in. Reporter even though the pandemic has made life exponentially more difficult for these women, theyre still somewhat able to see the glass as half full. I basically actually have a home life now. That in itself is one of the few things about covid, people are able to stay home and regenerate and slow down. And do stuff for themselves now. You just have to look at the positives.
