We havent seen numbers like that since the end of august, as you can see there. Meanwhile on capitol hill, this pandemic and the economic toll that it continues to take on millions of americans is dialing up the urgency for some sort of additional covid relief package. The white house just carved out its third position on the relief bill in four days. In just a few moments, ill get an update from speaker of the house nancy pelosi on where the negotiations stand, but we start with the latest developments involving president Trumps Health and the campaign trail. Nbcs Kelly Odonnell is covering the white house for us. Dr. Kavita patel is an nbc news medical contributor and also former Health Policy director in the obama white house, and nbcs mike memoli is following the Biden Campaign. Hes in las vegas for us today. Kelly o. , ill start with you. We know the president is angling to get back out there on the trail, wants to hold this rally tomorrow perhaps in florida. Is this rally actually going to happen . Reporter at this point it appears more like president ial spit balling of the president wanting to convey to the public he feels ready to get back. By putting that out there, its important to recall how many things have to take place for a president ial event to even occur. It requires the secret services checking out a venue, the travel advance, other staff, the local authorities and venues, and in some cases the white house has already mapped out rather the campaign has mapped out locations where the president could appear. But to do something instantaneously is difficult. It may be not until the new week that we would see the president actually able to go to an event that is ready to be staged. The big question is will he be medically ready to do that. The mouse is saying today dr. Conley, the president s physician will have testing evidence before the president is cleared to go public with any engagement politically. That would be in the form of some kind of test results about the transmissibility of the virus. We dont have that information yet. We still dont know from the white house when his last negative test was before the onset of symptoms and his confirmed case. That would dictate to some degree the window of the length of the president s illness. It would give us more information about that, and we dont have that information and the white house has been persistent in not providing it. Theyve also not provided the total number of cases for any personnel in any type of job on the white house campus, and that would also give us a sense of what the atmosphere here is. With respect to the president , he has another way to communicate and that is through interviews and radio programs. Hell be doing that today so he can get his message out. Hes clearly wanting to do that. We expect to hear from the president on the radio today and a Televised Program tonight where the fox program thats going to be providing that says there will be a tv doctor who will provide some sort of medical evaluation. What we really need is a white house physician and specifics from the medical office here about the state of the president s condition. Theyve given us a memo each day. Weave nod had a briefing from dr. Conley since the president s release from the hospital. Were awaiting more information. So far the president is saying hes ready to go. A lot of what has to go along with that in terms of the logistics and the Organization Behind it still not ready. Certainly the campaign wants to see their candidate back out there. The question is is it medically appropriate . Is he ready for that . Those are questions that need to be resolved. Craig . Kelly o. , lets talk about that part of it here. Dr. Patel, as kelly just mentioned there, fox news says its going to have a doctor conduct a medical evaluation of the president our understanding is thats going to happen live on television tonight. We dont know kelly, maybe you know, the doctor who is going to be conducting this. Dr. Patel, what do we even do with that . Craig, i realize the irony since im on television trying to talk about covid. I wouldnt feel like i could do a proper medical evaluation. We dont have basic information, not just the president s last negative test, but it would help to know if his pcr, the genetic test negative today. Many patients with covid will still shed the virus potentially for weeks after getting the diagnosis. Just a finer point, we know already from dr. Conleys statements that the president at some point friday, a week ago, had fevers. Technically according to the cdc guidance, you need at least ten days out from those symptoms including a fever in order to be in the safe zone. I would argue the president would want to set an even higher example than just the bare minimum. So to your point, theres still a lot of questions, and i would not feel comfortable attending a rally or being around any of the personnel near the president based on a television doctors evaluation on tv without that objective data in hand. At this point, as kelly just mentioned, the white house still hasnt told us when the president s last negative test was. We get these brief memos from his doctors daily, but we havent heard from his doctor since he was released from the hospital in person. He hasnt answered any questions. Are you concerned that we still dont have a great deal of information about the health of the president of the United States of america . Yeah, craig. Not only do we not have enough information or any information, i would just, again, putting the president as a Patient First and center, we do know from all the millions of patients with covid in the United States that were still in this very fragile window. Dr. Fauci said it yesterday on msnbc. Weve had a number of Health Experts weigh in and say even if hes feeling great which reportedly and by video he is, and tweet, that were still in a very vulnerable period. How long does that period last, craig . It can last for two weeks after diagnosis which is why, again, to kellys point, that last negative test before the diagnosis is critical, and also having a more objective way of understanding. I think its worth pointing out that many patients, even if they feel and have resolved their infectious period of covid19, craig, were seeing patients months out that are fatigued, joint pain, theyre having problems with their memory. So this is a disease that does not, unfortunately, craig, get cured. It can linger with you especially as you get older. Kelly o. , really quickly here. Im going to ask you a question that i probably know the answer to. Has the white house indicated what they hope to accomplish by putting the president on live tv tonight and have him take some sort of test from a tv doctor . Reporter certainly the president has tried to portray that he is feeling good, that he has somehow beaten this virus, not with standing all the medical discussion we just heard about how challenging that actually is. They want to project that. The president is very mindful of how little time there is left until the election, and he wants to convey that hes doing well. What we dont have are all the science disk data that would back that up. We can take the president at his word. We can look and make our own assessment on how hes doing, for example, in a long interview last night, he had moments where he was clearing his throat and catching his breath. Thats not typical for the president who is on television so frequently. So there may be some experiences hes having and he just wants to put the best face on it, and we need more data than that. He was on that interview with hannity last night coughing through the interview hours after he was bragging and boasting about how young and fit of a specimen he was. Mike memoli, lets talk about the campaign. All this backandforth over the debates between the two camps. Has the biden strategy changed at all . Reporter craig, really not much when you think about this, since march, the Biden Campaign has felt that the coronavirus and the president s handling of it was going to be the number one issue that voters were going to make a decision about in november. The broader strategy since the day biden got into this Election Campaign was the more the voters could see the president s leadership style side by side with joe bidens, that they would win that comparison. From the biden perspective, theres no better illustration of the contrast between these two men that the president has been confined to the white house all week because of his own diagnosis with the coronavirus. Meanwhile, joe biden is finishing what has actually been the busiest week of inperson travel campaigning since the onset of the pandemic in march. Hes hit four battleground states with multiple stops in most of those states. Hes on his way to las vegas later today. The biden team quickly agreed to the idea of a virtual town hall. When the president pulled out and said he wasnt going to engage, they quickly said, all right, thats it. Theyre moving forward with their own plan for a town hall televised event on another network next week. For now, they are ready for that third and final debate, what we like to call here the Kristen Welker debate in nashville, if the president is able to show up. Thats right, that third debate moderated by our own Kristen Welker. Mike, thank you. Kelly odonnell, thank you. Dr. Patel, thank you as always. This morning at least one of the men charged in what investigators say was a plot to kidnap michigans governor, gretchen whitmer, one of those suspects appeared in court. Of the 13 suspects arrested, six are facing federal charges. The fbi says those six met several times to hash out their plot as early as june. The other seven suspects are facing separate state charges, accused of helping plot and also accused of having ties to an Extremist Group known as the wolverine watchmen. Tom winters closely following this. Tom, take us through what were learning act these suspects and what officials are saying about their motives . Reporter importantly, the six charged in the conspiracy to kidnap the michigan governor, they did not the federal authorities didnt assign them to a particular militia or group. But the people that they enter abilitied with at a certain point in their plot to try to kidnap michigan governor gretchen whitmer, they were involved with that wolverine watchmen group. Theyre described in court papers as a militia, craig, but in reality theyre really part of this group called the boogal boogaloos. I feel like at this point i need to do a flow chart to understand all these groups different ideologies. The boogaloo folks are antigovernment, anti liberal groups, they want to kill law enforcement. They want to create some sort of a civil war that they believe is actually coming. The boogaloo phrase comes from some obscure 1980s moving about break dancing. I promise none of those sentences were made up. While its totally silly, the name of this group and ideology, in fact, it has already had deadly results. One person has been charged in california with the connection with the death of two people including someone in charge of guarding a federal court. There was a plot regarding the boogaloos in las vegas earlier this year disrupted by the Fbis Joint Terrorism Task force there. The six people youre looking at, their plot to kidnap the governor was also disrupted by the Fbis Joint Terrorism Task force along with the state police in michigan. Were talking Extremist Groups. We looked at some of their social media posts last night and we looked at posts that were seemingly normal on twitter for days, some of the people youre looking at. All of a sudden they make this hard switch to these extremist views. When you look at the rhetoric and how all this happened, craig, you can take out the phrase boogaloo. You can take out the ideology of this group and replace it with the name of isis. Isis ideology and this whole idea of getting radicalized online and putting together a plot, its almost exactly the same. Thats just to give folks a bit of a sense of what were dealing with here and what were looking at going forward, craig. Yeah, boogaloos, militia. The reality is the men we just showed on the screen they are accused domestic terrorists. Tom winter, thank you. Just a few moments ago, the speaker announced she is reintroducing legislation that would create whats called a commission on president ial capacity. That Congressional Commission would be involved in triggering president ial transfer of power procedures under the 25th amendment. I want to bring in the speaker of the house nancy pelosi, democrat, california, representing the area of san francisco. Madam speaker, thanks for your time as always. You said flat out this legislation is not about President Trump. So why introduce it now . Well, it isnt about President Trump. Its about the constitution of the United States, the continuity of government. Again, if it were about trump, we wouldnt do it. The fact is this would protect President Trump because it says it isnt about anybodys opinion of his behavior. It has a formula of Health Care Professionals and statespersons chosen equally by democrats and republicans with a strong role for the Vice President and what would happen should the president become incapacitated. Why now . This is part of our agenda, for the people. For the people were going to lower the cost of health care by lower the cost of prescription drugs. That bim has been passed by the house. For the people, were going to increase their paychecks by Building Infrastructure of america, and that bill moving forward has passed the house. This is our for the people agenda, clarity in government,hr1 which has passed the house but without this. The constitution in article in amendment 25th amendment gives congress the power to establish how this transfer of power would take place. Envision a situation where the president might become incapacitated, bumping a head, a stroke, whatever it happens to be, even temporarily, this says how the process could go forward. There are other ways to do it within the article excuse me the amendment. This one was left blank, the fourth provision of the bill. Were putting that forth. Were so pleased to have jamie raskin, a constitutional scholar who has introduced this legislation actually he introduced it a while ago, now reintroducing it because of so many questions about what happens, what happens. Well, we have a path by way of the constitution as to what happens. So to be clear, a lot of folks are wondering, the speaker of the house does not think at this point that the president of the United States should transfer power. No. I do think the president should. That is what president reagan did. Thats what president bush did, George Herbert walker bush. This is a path on how that can happen further if the president is incapacitated or cannot make a judgment about his own transfer of power. But you dont think President Trump needs to transfer you dont think he needs to transfer power right now thats not my judgment. Thats not my judgment. Thats why were establishing this specifically to have a Bipartisan Commission to make that kind of judgment. This removes from the discussion any biases that people may have about not liking behavior or comments or this, that or the other thing. Thats not what this is about. This is about the constitution of the United States. Ill go more into it if you wish on how we got here when president kennedy was as sass naelted and president johnson became Vice President , there was no Vice President , there was none for the remainder of that term. The speaker of the house would have become president of the United States if president johnson had become ill. In a very strong bipartisan way the constitution was amended, passing the house and senate largely overwhelmingly and going out to the states to become part of the constitution which then established how you choose a Vice President , and that the Vice President is the successor to the president. That wasnt even clear then. And then it went further as to how that Vice President is chosen, named by the president but approved by a majority vote of the house and senate. Witness the wonderful president gerald ford, minority leader in the house became Vice President and then eventually president of the United States. This takes it to the next step as to at that time president nixon appointed gerald ford. But if a president is incapacitat incapacitated, this has a path to have a continuity of government. Its a sive vicks lesson for america. We can do a couple things at once. The verdict on President Trump is going to happen 25 days from now at the polls. This is not to take anybodys attention away from the fact that we will have an election and well have a new president. This will apply to the new president. If its trump in the next term or if its joe biden in the next term. Lets talk about the covid relief talks here, madam speaker. A senior Trump Administration official tells nbc news that the door is back open to a bigger stimulus relief bill. Our white house unit reports this is the administrations third position on this in four days. Do you plan to talk to secretary mnuchin again today, and do you think well get a deal of any sort before election day . Yes to your first question. We have time set aside to speak today. Were anticipating some answers to some questions that we have and we respond to some of the questions they have. Thats all in the language. The devil and the angels are in the details. So part of it is about money and part of it is about policy. So well continue our conversation today because it is so necessary to meet the needs of the american people, i do hope we will have an agreement soon. I am as you say, they keep changing. We thought we were on a path, and then the president with no notice to congress completely just i think even bewildering some of his own people made his tweet saying the talks are over because i want the focus strictly to be on confirming my Supreme Court nominee. That was his purpose, is to overturn the Affordable Care act, take away your preexisting condition benefit and other ben fipts as well. He made that the priority. He got a terrible backlash from it including in the stock market which is what he cares about. So he started to come back little by little. Well see what they have to offer today because 17 million children in america are food insecure. You dont see any of that in the president s proposals. Millions of families are on the verge of eviction. We need to honor our hero, state and local workers, health care, transportation, sanitation, first responders, police and fire as well as teachers, teachers, teachers, food suppliers who make our lives function. We need to crush the virus. Thats some of the language were waiting to hear from them. I wrote a letter to my colleagues about that today. Third is to put money in the pockets of the american people, and to do so in a way that addresses the lives, the livelihood and the life of our democracy. Again, were operating, working very hard to answer concerns both ways until the president intervened in that most unfortunate way. Hopefully theyre back on track today. We had a long session yesterday, too. Madam speaker, i want to ask you about an interesting port from republican senator mitt romney about these negotiations and what appears to be one of the key sticking points. The senator from utah says instead of bailing out states with federal money, quote, let states borrow money themselves, perhaps with a federal guarantee to secure favorable terms and seniority. Is that something you would consider . Well, let me just say thats not a bad idea in normal times. It is something weve entertained. In fact, the fed, the Federal Reserve board is equipped to have lending to state and localities. Weve had that conversation with the chairman of the fed as to how favorable those terms would be. But for now, for now we are in an emergency situation to compensate for the out lays that these states have made for the coronavirus, meeting the health needs of their people and also for the revenue lost, and we have a formula on this to go across the country. Its going to make a big differen difference. The fiscal soundness is important to our states is important to the fiscal soundness of our economy. These people will be fired, will be fired. They are meeting our needs. Theyre risking their lives to save our lives, and now they may lose their jobs. Millions more have already been fired, some of them teachers. If we do not compensate for the loss that they have suffered whether by outlays or revenue lost because of the virus. This is very coronavirus centric. I dont have any objection to having a discussion about how states can loan and if there is a federal guarantee. What i do object to i didnt hear anybody on the republican side object when Mitch Mcconnell said the states should go bankrupt, and the president said, well, im not doing blue states, im not doing blue states. Really . Again, thats interesting, but again, its a little late. Again, not a bad idea as we go forward because states are not allowed they must balance their budget. They must balance their budget. So if they cant if they dont have the money, they have to fire people, reduce services. Those people will go on unemployment insurance, not a very good idea. Madam speaker, before i let you go, i did notice yesterday you did your entire briefing i think for the first time with your mask on. Today during our interview, weve chatted a number of times, and you usually remove the mask before we start talking. Is there a reason that youre now keeping your face mask on all the time . Well, the leadership of the congress, press corps, house, senate let me speak for the house side, whether its print, tv or whatever, have asked in a letter to us that all of us use our face masks on when were engaged in an interview or a press conference. Its mailin voting to the coronavirus, almost everything were consuming. Were living in an extraordinary moment. Were 25 days from the election, 211,000 americans are dead. The president of the United States has been infected along with white house staffers. Infections are spreading throughout the country again and millions of americans are worried about voting in person. The time for truth has never been more critical. We have a saying in this country that, no matter what, the truth will win out. Given all the unreliable and nefarious sources of information out there, im wondering in this unprecedented moment if that saying is wrong. Sir, do you want to talk about the election . At a Grocery Store parking lot in staten island, i went looking for the kind of information you dont get from polls. You say you want to hear . I do want to hear. Reporter a sense of not only what voters believe but why. How important is the election. Very important. You sure you want me on camera. We cant have biden as president. Of course its important. Im an american. Im free and i want to stay free. Believe me, theres no way id vote for biden. Reporter there was a pretty clear consensus in this republican pocket of liberal new york city where 57 of the 2016 vote went for donald trump, but it went beyond the belief that trump was the better candidate. Voters here told me that joe biden wasnt really a candidate at all. Hes a puppet. Hes a puppet. Hes their little puppet. Just a puppet. Reporter the belief was widely held but it wasnt rooted in evidence. Who is controlling him . I think the clintons. Aoc and all of them. Nancy pelosi. Reporter the voters i spoke with were committed to their version of events, even when that version departed from the Public Record. This country is in a big mess because p the democrats get in, god knows, their supporters, most of the people supporting them are looting and burning down businesses. You didnt hear joe biden condemn the violence . He should have did it from the beginning. You didnt hear him do that from the beginning . Theres no place for violence or looting property or burning churches, destroying businesses. No, i didnt. Reporter in the absence of Public Record in cases where one simply doesnt exist, some people were prepared to believe seemingly anything about the opposing party . Theres a lot of stuff on facebook that talks about how democrats are running child trafficking rings. I believe it. You believe it . I do. I believe a lot of the movie stars i do. I believe it. I believe it. Come on. Look at epsteins island. Reporter a professor of psychology at New York University and expert on what he calls false beliefs. Theres conspiracy theories across the political spectrum. This is not just an issue of the right, per se. One of the reasons youre seeing it on the right at this particular moment is that leaders and elites in the party are pushing these. When you have an ecosystem and norms that reenforce these conspiracy theories, theyre going to spread more powerfully in those identity groups. This whole idea that joe biden is trying to convince trump voters to vote for him, i guess this makes you wonder if its even possible among some of those voters who believe there is a deep state out to get him. Its also dangerous to even sometimes try to correct those conspiracy theories because you can amplify them. I said to the Fact Checkers, you better fact check yourself. You heard voters repeating what they hear on some conservative echo chambers, rumors and conspiracies that dont have any basis in fact. When they are presented with facts by me or by Fact Checkers or on facebook, they dig in. The fact checks often strengthen their false beliefs. This is really concerning among Election Officials ive spoken with and National Security sources. They just dont know what will happen if trump claims the election is rigged and how his supporters who only believe him or his friendly Media Outlets will react. But beyond that, craig, even if there is not a question of who wins the election, there is a question of whether this coun y country truth is truth and lies are lies. Theres so much disinformation thats out there polluting our discourse. That was disheartening to say the least on so many levels. Im glad you showed that to us. The echo chamber has led to the tribalism. Its good to see whats creating the echo chamber. I would also say you can typically gauge a lot about a person about the way they wear their mask. Its hard to overstate how big of an upset it would be for a democratic to win a senate seat in South Carolina. The state hasnt elected a democratic to a statewide office since 1999. That democratic who won in 1999, hell join me to talk about the fight of senator Lindsey Grahams political life. Next week senator Lindsey Graham will be running the show in the Judiciary Committee nomination hearings for judge Amy Coney Barrett for the Supreme Court. It comes in the middle of a tight race in South Carolina. His challenger Jaime Harrison is outraising him and closing the gap in polls. Now the Cook Political Report calls the race a tossup. Im joined by the former governor of South Carolina, jim hodges, the last democrat to serve as governor in the palmetto state, hes endorsed Jaime Harrison in the race. Also ralph godfrey, former spokesman to former South Carolina governor nikki haley. Governor, ill start with you because you outrank rob. You know palmetto state politics better than most. If i had told you this race would be a tossup this time last year, what would you have said . I would have said that i was stunned, given the history that weve had in the state for republican u. S. Senators running for reelection. The chances of a democrat beating them have not been great. Harrison has run a remarkable race, hes a very compelling candidate. I have to say it is a dead heat here. If you are an incumbent republican u. S. Senator in a dead heat a couple of weeks out, youre in serious trouble. Rob, what do you make of this tossup assessment . Are republicans legitimately concerned, worried about losing senator Lindsey Grahams seat . I think without question the race is tight. I think theres a lot of excitement on the ground for both sides. Its a margin of error race which i dont think anybody would have told you a year ago that they thought it would be. But at the end of the day, senator graham is doing the work he needs to do to win. Hes got the power of incumbency behind him. And hes gotten a break with this nomination of Amy Coney Barrett to the Supreme Court. Court battles motivate both sides. But in a state where republicans still for now outnumber democrats, where conservatives outnumber liberals, this is an advantage for senator graham because hes going to be the most important politician in the state or excuse me, in the country, leading these confirmation hearings. The most important politician in the country who is not on the president ial ballot. Hes going to lean into this fight. Its going to motivate the people he needs to turn out to vote and it could be what ends up putting him over the edge. Rob, why do you think its so tight right now, though . What do you think has happened to Lindsey Graham in South Carolina . So i think theres a couple of things here. The first thing is that South Carolina is not as ruby red of a state as conventional wisdom would tell you. As you remember, nikki haleys race for governor was close in 2010, it was a threepoint race. President barack obama won 45 of the vote here in 2008 and 2012. The environment here is ripe for democrats to be competitive. Theres a coalition here of democratic voters who, given the right candidate, given the right campaigns, and a wellfunded candidate, can compete well. Make no mistake about it, the money that has come into South Carolina for Jaime Harrison, much of which has been, frankly, democrat hate voting from outside or democrat hate giving from outside of the country because Lindsey Graham has become the face of the things that folks in california and texas dont like, theyve infused a record breaking amount of money into this race. Its allowed Jaime Harrison to outspend an incumbent five, six, seven to one. Harrison has spent more money on television in the last two weeks than nikki haley spent in two entire election cycles to win. The money makes a difference. And thats why this race has gotten close. To say nothing of the toxic political environment for republicans nationally, its obviously a drag on the ticket in a number of states. And in that context, senator graham has an uphill battle. But its a battle i think he can win. At the end of the day, people criticize senator graham for a lot of things. On the right they criticize him for making deals with democrats. You know, on the left, they criticize him for being an opportunist. But at the end of the day, Lindsey Graham is a survivor ands going to survive this one. Governor, what were you saying there . Well, i think rob is sort of making the case for why graham is in trouble. Graham, on the left and the right, voters have a distrust for Lindsey Graham because hes changed position so many times on many important issues. And he is a symbol of washington. Hes been around washington forever. South carolina voters dont like washington. You have an exciting new face thats come along here who has some fresh new ideas. And i think the recipe on election day for Jaime Harrison is a surge in particular white suburban female voters, older voters who are upset about President Trumps handling of covid, and a lot of new young voters who are coming along. As i said earlier, craig, i think if youre an incumbent and youre below 50 and heading into election day, youre in serious trouble, and graham is.
