International space station. That is a monster of a cat two. Signs indicate that south florida mayberry the brunt of the hurricanes, wind, and rain. And a storm surge is also increasing. All of these factors could make Emergency Response during a travel heavy Holiday Weekend even more difficult. Lets break it down with Michelle Grossman with the latest update from the National Hurricane center. Msnbcs marianne attentionio is in palm beach gardens, florida. Well get to you in a moment. Michelle, let me start with you. These coordinates coming out a few moments ago. What do we know now . Whats changed if anything . Hi there, craig. Unfortunately it has not changed with the anticipation of a powerful category four storm hitting somewhere along the eastern coast of florida. So lets take you through the latest stats that came in as of the 11 00 advisory. The one change of note is the movement. Its moving northwest at 10 Miles Per Hour. Its been moving quickly, 14 Miles Per Hour, 13 Miles Per Hour, we had mentioned an anticipated slowdown. Were starting too see that. By the time it gets closer to the u. S. Land were going to see it slow down to 4 1 2 Miles Per Hour. Thats a walking pace and thats not good. It just allows all that rain to be dropped very, very slowly. Its going to take a long time. Still category two storms. Its northwest of the bahamas. We do have a hurricane watch for the bahamas. Heres the latest track. Right now a category two storm. Thats a powerful storm in itself. Sometime between now and tomorrow at 8 00 a. M. We do see it exploding into a category three storm. There really is nothing in its way to slow it down. Theres no land mass. Theres not a lot of wind shear, just a tiny bit that could break up the storm. Thats not going to happen. Its over those very warm waters. By saturday into sunday theres your category four storm. We do anticipate it to remain a category four storm. It will be one before it crosses over or north of the northwestern parts of the bahamas. So if you live there, please be prepared now. I know the weather still looks pretty good in a lot of spots. We still have four or five days before it hits florida, its going to slow downdraftically. As we go throughout time here with the time stamps, tuesday, 8 00 a. M. Were lookingty landfall. Originally it was thought today or yesterday. But now were tuesday, 8 00 a. M. 125 Miles Per Hour winds. Its going to get gusts higher than that. As we move towards wednesday, still a hurricane as it moves over land. So once it makes that trajectory with that land, it is going decrease a bit but well still see lots of rain and lifethreatening storm surges. We have a high tide at that point so thats not going to help as well. Talking about rainfall, were talking about up to 12 inches of rain at some points. We are seeing rain right now in parts of southern florida. Were going to add to that as we see dorian get closer. Here are the colors. 3 inches in some spots, 3 to 5 we could see up to 12 jupiter down to miami. It looks like most of the models are bringing it into the southern parts of florida, but, again, we still have four or five days. That could change. What remains very confident is the power of the storm and the category four storm. So talking about wind speeds, by saturday we could see the winds picking up anywhere from 10 up to 25, winds gusting up to 30 by saturday. Same story on sunday. Were still seeing those windy conditions. But its really tuesday. Take a look at some of these sustained winds. Were looking at 61 Miles Per Hour. Ft. Myers 55, miami 42 Miles Per Hour, up to jacksonville. If youre along the eastern coast of florida, you want to prepare for this storm, that cone is still very, very wide at this point. Its going to take a few days before we can pinpoint where we expect that landfall. Rain is falling right now. I wanted to show you we have showers and a front moving through thats going to bring even some flooding rains today so that will add to what well see over the next several days. Comparing models, the european models are bringing it into the southern part of the state. The american models bring it up just a bit. We have an area of High Pressure that could move it further to the north. These are main ingredients that need to be worked out over the next several days. But what remains in place is a category four storm anticipated by monday or tuesday along the east coast of florida. Michelle with the latest on the coordinates. Thank you. It is a memory that i would imagine is still quite fresh in folks who live there in palm beach gardens. What are you seeing . Are folks there taking these warnings seriously . Reporter absolutely, craig. And also deciding for the most part to hunker down at that point just because of what weve heard from michelle. The cone of uncertainty is still very much present. People dont know exactly where in florida in monster of a storm is going to make landfall so theyre make their preparations. Here state of emergency for 46 counties in the sunshine state. And palm beach gardens, 14 miles north of West Palm Beach, this is where for now this storm seems to be headed. I have ann here who has clearly stocked up on a lot of things. Ann, what are you taking home today . Well, i came for water because i havent bought any yet up until now. And costco has a very organized system to get the water. But its a limited system also. Yeah. Only two cases per person. Picked up some gatorade because thats also go for hydration. Bread, Peanut Butter in case were out of power. Im going to go next to get a propane tank filled so we can use the grill. I have shutters on the house, concrete block house, built in 99, so were going to hunker down and ride it out hopefully and stay safe, listen to what they say on the news, and just get through it like we have in the past. You were here for hurricane andrew in 92, irma two years ago. What lessons have you learned as a floridian . The lessons that i hope all of us have learned is that we have to listen and prepare. Its better to be prepared and have it pass by and be nothing than toying nor it. You know, Emergency Personnel may not come out to you once the storm hits so if youre in an evacuation zone, get out. Do what they say. And prepare as best that you can. Reporter why was it important for you to go out today . Were still a couple of days out. Well, i mean, the shelves in a lot of the stores have been bare for days now. I got out early. I was here last night. I heard the cashier say get here early tomorrow, that they would probably get a truck with water in, and they did. And im sure by this afternoon theyre going to be out again. Craig, you heard from her, floridians more prepared than most people not takingny chances with this storm. We heard earlier this morning from governor ron desantis, 4,000 Florida National guard troops are going to be deployed here by tomorrow. Craig. All right. Marianna there in palm beach florida. Lets turn to Morgan Chesky there, what are you seeing there . Are folks getting out of miami . Reporter yeah, craig, they certainly are and its shaping up to be a different kind of holiday rush. We know about 17. 5 Million People expected to fly. And as dorian churns its way towards florida, theres an increasing chance that a lot of peoples travel plans are impacted. A lot of the major carriers are offering waivers for ticket changes in miami and other florida airports and could that could potentially extend up into georgia depending on dorians path. Were seeing an increasing number here saying theyre having to cut their vacation short, get out of dodge because they dont want to take any chances. Not just here in miami, but crowds up in fort lauderdale. People know all too well the danger a hurricane can bring. Its not Just Airlines that are seeing the problems. Were also seeing cruises affected as well, certain paths being changed. Royal caribbean had to cancel a trip to cocoa cay and that impacted a couple i want to introduce you to now. But knowing a hurricane is headed this direction, how does it feel to be getting out just in time . Pretty good. We felt pretty safe the whole time. We knew the storm was a couple days behind us so we did get have to cancel our cocoa ca y perfect day, but well have to go again. Whats the mindset at that point . Nothing. It was a good vacation. Ready to just go home and get back to ohio. Headed back to ohio. I got ask you, you know, planning for this for months and months to finally come down here and then have dorian kind of throw a kink into things. I mean, it is we were actually open to go to the beach today because we didnt go to the beach when we were suppose staud go for tsupposeed to go in coco cay its our 24th wedding anniversary and thats why we went on the cruise. But weather happens, you cant blame it, its going to happen. Reporter and what better reason to come back next year for your 25th. All right. Jason, joanie, thank you all so much. Thank you. Reporter and so, craig, you can see a lot of people that the point in time theyre keeping a close eye on dorian. We dont know exactly where its going to hit, but definitely that caution increasing as we follow its path churning towards florida. Craig. All right, happy anniversary to jason and joanie. I want to bring in john. He is a former Emergency Management in florida. How difficult is it to prepare the response for a storm like this, like dorian, especially when we dont know exactly where its going to make landfall . How do we do it . There are elements, craig, that are more difficult than others. We know a lot about how storms impact the areas like florida. Weve had a lot of experience there. But prepositioning assets that are going to be used in the response is as much art as it is science. And sometimes in a storm particularly where you have a storm like dorian where youre not really sure exactly where its going to make landfall, you have to be more careful about prepositioning the kinds of things that youre going to use in the response, like tarps, generators rr generators, things like that. Because you dont want to position assets in an area thats going to be impacted. And the assets become a part of the problem rather than the solution. And then theres of course the initial response from the storm comes ashore. How do you plan for what happens next, though, when that storm moves inland or the storm decides to change direction, perhaps, toward the last minutes. How critical is it to be in place in the secondary areas . Very critical. You have to make sure that youve got the flexibility that if this storm changes direction, if the intensity of the storm varies significantly, that you can accommodate changes like that. And oftentimes it will. This storm thus far has been difficult to predict. It likely is going to slow down. Its going to be a huge rain event, so water is going to be as much or more of a problem in this storm than wind. Not to say that wind is not going to be a significant factor, but theres going to be an awful lot of flooding. Storm surge. Areas where people need to get out of the way. The old saying used by bob sheets who was the head of the National Hurricane center years ago, he said, you can hide from wind but you have to run from water. So if youre on the coast itself where the storm comes ashore, the storm surge is going to be significant and you need to be away from the coast when that happens. While i have you i want to ask you about this headline thats gotten a lot of attention this week, the Trump Administration pulling some 270 plus Million Dollars from dhs to send to the border. Some of that money coming from femas Disaster Relief fund. How much does that concern you especially in the middle of Hurricane Season as weve got a cat four barreling toward the eastern part of this country . I tend to think that that was some of what ahn in ill advised move, particularly the timing of that move, but at the same time the money can be restored. I hope that people are going to look at ensuring that fema has the supplemental appropriations to maintain the budget to do its job, to be able to help the people of south florida and worst Case Scenario if the hurricane should cross florida and get into the gulf of mexico and threaten the areas the coastal areas along the guff, th gulf, that theres going to be funding available to help the communities that are impacted. I believe that process will work, i just think that the timing of that particular change was a bit ill advised. Well leave it there. John, thank you. Lets bring in hans nichols who is standing by at the white house. Hans, we know that the president canceled that weekend trip to poland to monitor developments. What else do we know about his weekend . Reporter well, hes heading to camp david. I just spoke to a white house official. He says they are monitoring this and in touch with state, local, and federal officials. Theres a recognition here at the white house that they almost have some muscle memory to do these storms because there have been so many during the trump presidency. Now, one thing that officials from both parties will tell you ask that coordination helps and its a lot easier if the president and the governor are from the same party. That just allows them to not question each others motives. Listen to how Governor Desantis talked about how close and what close contact hes in with the Trump Administration. I did speak with the president on wednesday night and the administration has been great. And theyve assured us theyre going to provide all the resources we need. The president was scheduled to leave the country and has canceled that trip because i think the administration recognizes that this is a really, really serious event. Now, perhaps the biggest thing the prend presidesident ce a mega phone and try to get people to follow their state and local officials. Hes been on twitter talking about the Federal Reserve and the euro and whatnot, Nothing Official on hurricane coverage just yet. Craig. Hans nichols there at the white house. Thank you. How joe biden is defending his campaign trail story after stumbling over a little of the main points there. Also looser gun restrictions taking effect in texas. Former Vice President joe biden is back on defense this morning over a gripping war story that he told on the campaign trail. A new report by the Washington Post points out multiple inaccuracies in the anecdote that he shared about a u. S. Soldier being honored for his heroism in afghanistan. This guy climbed down a ravine, carried this guy up on his back under fire, and the general wanted know pint silver star on him. I went to pin him, i said sir, i dont want the damn thing. Do not pin it on me sir, please, sir. Do not to do that. He died he died according to the Washington Post, quote, in the space of three minutes, biden do the the time period, the location, the heroic act, the type of medal, the Military Branch and the rank the recipient wrong. Im joined now by msnbc correspondent garrett haake. Hes been with the Biden Campaign on the last few stops there. Right now he joins us from georgetown, south carolina. Garrett, the post points out that bidens story is actually rooted in an actual event. Walk us through what happened and what the Vice President got wrong. Reporter yeah, craig think there the problem with the story is that its actually rooted in two events. And what you have here is the Vice President conflating two separate issues, two separate events of heroism in the war in afghanistan and his role thereafter with those events. The actual event that hes talking about involved an army specialist, a bronze star, and it happened several years later. But you see the Vice President essentially combining two different stories and botching the details thereof. That said, none of this is made up out of whole cloth. The central part of the story there with biden pinning a medal on a soldier who did not it is an actual event that did occur, he just confuses the details pretty substantially. This has been getting a lot of attention because it comes on the heels of a number of other misstatements or what some call gaffs made by the former Vice President. How is he, how is the campaign defending the comments this time . Reporter both he and the campaign are trying to address the substance of what he was trying to get to and are essentially dismissing the concerns about biden botching the details. Heres what he told the Washington Post about this yesterday. I was making the point how courageous these people are. How incredible they are. This generation of warriors, these fallen angels weve lost. And so that i dont know what the problem is. I mean, what is it that i said wrong . And the folks i talked to in bidens campaign make a similar argument. They dont dispute that he screwed up the details here. They make an argument that voters simply dont care, that this is something the idea that biden is sometimes a little bit loose with details than hes prone to, you know, what we in the media tag as gaffs is something thats been built into his public persona for literally decades now and its just not something that sticks with voters. Furthermore, craig, if i could tag that a little bit r i hear this from some of the other democratic campaigns that donald trump has killed the idea of a modern gaff, that these things that we would get very, you know, we get a significant amount of coverage in previous campaigns sort of dont fit what voters care about in a modern era. Thats a question for the voters. But its something i hear from a lot of these different campaigns i cover. Garrett haake, georgetown, south carolina. Safe travels, my friend. Im joined by cofounder and managing editor of the beat and former republican congressman and msnbc contributor david jolly. Thank you both for your time on this friday. Tiffany, when the Washington Post talked with the Staff Sergeant whos at the center of this biden story, the sergeant didnt seem upset. He said of biden, quote, he has that look where his eyes can see into your eyes, i felt like really understood. We know that, again, this comes on the heels of some other socalled gaffs, tiffany, by the former Vice President. Is this something thats ultimately going to hurt him at all or is this something that democrats biden supporters even, have come to expect from him . I mean, look, this was not a story where bind was trying to promote himself. The basis of the story still rings true. Its not like he said, hey, im going to build a wall and mexicos going to pay for it. This is a place where i think he misspoke. Now, thats not to say that he doesnt deserve or warrants, you know, being viewed through a microscope. We want to examine to make sure that hes capable and, you know, has the ability to lead this country. When you juxtapose that to a person who outright lies consistently who has the power to introduce policy, thats a scor scary thing. And democratic voters are very different. I think the gop voting base will take someone who tells dee month stra demon straightable lies. I think he misspoke and that happens but there are other times where you want to take a second look. This is not the case here i dont think. Congressman, the president unsurprisingly has been using the former Vice President s misstatements and, again, socalled gaffs to go after his mental fitness. Well, now joe biden is hitting back directly. Heres what he said. Heres what worries me. Because he doesnt even have a full team let alone a full deck [ laughter ] according to the Washington Post, President Trump has delivered more than 12,000 false or misleading claims since taking office. 12,000. His base doesnt really seem to be bothered by all of it, they dont really hold him accountable for a lot of that stuff. Are the bases different . Is the Democratic Base different when it comes to holding its standard accountable on matters like this . Well, i think in substance the matters related to biden and trump are dramatically different. Craig, i think this is where where the press and voters sort of have different roles, if you will, when it comes to analyzing this. I do think all of these gaffs, if thats what we want to call them by biden do need to be reported, right . When he said he was in a different state than he was, when he got his association with the parkland kids wrong, the theresa may gaff, the poor kids, white kids gaff, it is important for any candidate, if any candidate has moments like that, that they are reported on. But that theyre also contextualized. Theres nothing malice or divisive about what joe bidens doing more is it manipulative or intentional. What we see it donald trump is the intent, the malice, the intent to divide, the injection of real cruelty, if you will, in the moments we see from him, and the outright lies. As tiffany said, the mexicos going to pay for it. I do think the press Going Forward on every candidate, including joe biden, we have to take about these moments. But voters then get to analyze whether or not it matters. And, you know, i have democratic friends who ive asked these questions about joe biden. Yeah, but has joe biden missed the moment or does he have an era that doesnt reflect the progressive val used, if you will, of todays Democratic Party . What i hear is well, hes uncle joe. We love uncle joe. Thats a voter decision. I think we cover the moment but we let Voters Decide what they think about it. Tiffany, lets talk about Elizabeth Warren. Shes rising in the polls. Her crowds, based on our folks in the ground getting larger. Today politico is out with this new report, theres the title, warren love fest ending as went 20 competitors fear her rise. The article goes ton read in part, quote, democrats are already opening up new lines of attack calling her celebrated policy proposals a fraud. Challenging her to say how shed pay for her massive healthcare plan, highlighting a lack of diversity in her supporters and dropping reminders of warrens long span as a republican. So this next debate, tiffany, all the candidates will be on stage together for the first time, first time she and joe biden will be together. How reasonable is it to expect that were going to see joe biden perhaps go after her along some of these lines . Well, i take a bit of issue with the political reporting in that theres been a love fest. I would hardly call what weve seen with Elizabeth Warren a love fest. Shes battled with donald trump. She had a likability conversation about Elizabeth Warren and never one about bernie sanders. I dont think any woman whos achieved her success and has been on the campaign trail so far that has experienced a love fest by any means. But we have to remember that these are not candidates who are running against donald trump at this point, theyre running against each other and they do have to highlight the differences and, you know, where their policy proposals stand. I think Elizabeth Warren has introduced solid policy p proposals on everything from child care, health choices, speaking specifically to black women, and shes also introduced some solid i think sound financial policy on how how she floonds pplans to pay for s these plans. In january she would tax households who make over 2. 75 trillion into the fwougt pay for these things. I do think well see the next debate which is taking place in texas, i think thats going to be relevant and come up. But i do think were going to start to see some of the candidates in this smaller slate of debate draw some blood and show some differences with each other. I think thats totally fair and i think democratic voters want to see where do these candidates differ and how can you take a punch and how can you throw a punch . It also sounds like you dont think shes been necessarily been given a fair shake . I think look, i think its how this plays out in the chatter class of d. C. I do think some of that, you know, is a disservice to voters because we constantly assign these labels and attribute these we can treat these debates like a boxing match, but these are very serious times today. Its august 30th. There are still children in cages being abused. And so, you know, i think Elizabeth Warren and all the other candidates can take some of the things that are thrown at them. The important thing is how are they going to repair some of the damage that donald trump has done . Good points. Tiffany cross, thank you. Winds right now moving at about 110mileperhour. Kathy park is in cape canaveral. Thats a peak tourist destination, part of the so called space coast there. Kathy, it looks like its postcard pretty right now. Reporter yeah, craig, i think weve been lucky the past couple of days. The weather certainly has been favorable and people here on the ground have been taking a little bit of an advantage of the breakin the weather while they have it. But typically, craig, this area i was told would be packed with people. There would be boaters behind me, tourist on the beach. But the crowd really started to thin out yesterday ahead of this storm. And a lot of people who live in this area obviously using this time to prepare and theyre listening to the officials. And i want to bring in Brevard County sheriff wayne ivy. Good to see you. Thanks for being with us today. Absolutely. Reporter tell me what youre seeing on the ground. Youre saying that a lot of folks are staying relatively positive and theyre heeding the warnings and starting to get ready now . Absolutely. Were fortunate in brevard count if i. Our citizens partner with us to keep our Community Safe and this is another extension of that. Theyre heeding the warnings being put out, theyre monitoring the storm, theyre taking advantage of the sandbag distribution points that be weve set up, preparing their go bags for them and their pets. Theyre doing everything weve asked them to do and now its sit and wait and see what the final track of the storm is and see what the potential impact is going to be for us. But were very prepared as an agency and a community and i couldnt be more proud of our citizens for how theyre responding. We were seeing some incredible lines yesterday just kind of people waiting hours in line just to get those sandbags. You were saying that as far as the supply goes, so far things are looking good and we have enough . We have a Great Partnership with our county manager and public works department. So theyve made sure that weve got all the sand, all the bags and everything that we need. You know, we had a couple storms a few years ago that kind of helped us monday morning quarterback what we need. And irma, which was a few years ago, we delivered over 100,000 sandbags. Just yesterday alone we delivered 22,000 to the citizens of Brevard County. So were using inmate labor to accomplish that tachsk. The inmates are grateful to be a part of helping keep the Community Safe because their families are here too. So its all working together. Reporter sheriff, i thank you for stopping by. A shakeup to the iowa caucus, thats what democrats in the state are hoping for as they try to bring the caucus into the modern age. The move would allow iowans who are not attending the hours long gathering in february to vote in a virtual caucus from the comfort of their homes. But, the dnc, the Democratic National committee, may not be on board with the plan. I want to bring in mark murray, senior Political Editor nbc news. Two sources telling nbc news that the dnc could recommend nixing the plan. Whats the problem with it . The problem would be security concerns, craig, but having people part in a virtual caucus by their smartphone dollars. This was a situation laid out months ago in an effort to boost participation. One of the criticisms of a caucus contest would be that as people go to the caucuses, thats like your neighborhood gymnasium, High School Meeting rooms, and you kind of shuffle from one side to the next, only the people who can show up at that time get to participate. So if you have family concerns, if youre ill, if you have a job at night and you cant show up on time, you dont get to participate. This virtual caucus system was essentially allowed to give people the ability to caucus early. If you couldnt make it on that night, that you could do it earlier and have a vote ranked situation. But as you just mentioned, according to two sources telling nbc news who are familiar with the situation, it appears the dnc is going to scrap this because of security concerns. That somehow this could be hacked into, it would end up being problems with if the and then the question becomes, so what do Iowa Democrats and the dnc do next if they do want to make sure that people more people can participate in early february. Just going back to this caucus consnept general, nine states that held democratic president ial caucuses in 2016, if im not mistaken, you correct me if im wrong, nine states held them, alaska, colorado, hawaii, idaho, maine r minnesota, nebraska, utah, washington, theyve all switched to primaries for 2020 at the urging of the dnc and they did it, as i understand it, to boost participation and make them for accessible. If the Iowa Caucuses cant be safely made accessible, is there a change to the state ever shifting to a standard primary election . Craig, im not necessarily that wed see something in the shortterm. But i think in the long term you are right. Over the last several election cycles theres been this demand particularly inside the Democratic Party to allow more access for voting rights, to be able to actually increase participation. Weve seen early voting expand in states and as you mentioned, theres been a big shift in the primary calendar from removing a lot of states that actually used to have caucuses and having them have primaries just to boost participation to have a greater share of people who are participating. And this, if there isnt something whichsome kind of compromise, some type of other solution in a way to make it safe, this could actually contradict all of those other moves to boost voter participation.
