Trump. How will he respond now that north korea appears ready to cross his red line . In just a few hours, the president is scheduled to appear before cameras in bedminster, new jersey. With him will be the Vice President , National Security advisor and his new chief of staff. The appearance comes after north korea appears ready to test the president s fire and fury talk threatening to land four missiles about 20 miles off the coastline of guam. No timetable has been given for the launch, although north korea says it is finalizing plans. Reports and analysis from two continents this afternoon. Lets start just over the bridge in new jersey with Kelly Odonnell following the president on this working vacation. Kelly o. , lets start with this meeting, tell us all about that. Reporter well, first there is a lunch with the Vice President. And this is something that happens routinely at the white house. And the Vice President will be going out of the country on his own separate agenda. So this is a chance for them to have some time together. And because the Vice President is always the closest sort of counselor to the president , especially with issues that relate to kind of the global stage, because mike pence has toured the world much more than the president so far, thats part one. Then were told there will be a National Security briefing about 2 00 this afternoon. And youll have his top team there, including h. R. Mcmaster, the National Security advisor, who has arrived at bedminster and not here the entire time. Of course, the new chief of staff who is here for the length of this day. This is a chance for them to go over reaction to what has occurred, the latest in terms of preparations, defenses, deterrence, all those kinds of things that goes beyond north korea, but that is certainly one of the big issues right now. And then, as you mentioned, we expect to see the president publicly this afternoon. This is an effort by the white house to show that there is work going on, not just vacation, and it is an opportunity for him to appear before the cameras. And our expectation is that hell speak and perhaps he might also include his top advisors to make any comments. That was unclear to us based on Sarah Huckabee sanders coming by to give us a sense of what to expect. These kinds of meetings can be very important. They can change sort of a president s thinking as hes presented new information. They can help form strategy. We may after this meeting have a sense of if the president has any different approach in how he wants to talk about some of the threats related to north korea publicly, so far were told his thinking has not changed going into todays meeting. So well see if theres any impact from having had them. Its always important for him to have the latest information. And im told that secretary mattis has been in touch through the chief of staff. So there is a way for them to coordinate all the latest information and to give the president the best briefing for him to then decide how he wants to proceed. Craig . Kelly odonnell starting us off in bridgewater, new jersey. Thank you. Well bring in the rest of the team, nbcs chief global correspondent, bill keneely in seoul, Miguel Almaguer is in guam, investigative and league correspondent Tiffany Mcfadden is with me, and so is david roth, expert and columnist with the washington post. Miguel, let me start with you. There in guam, this threatened strike from north korea just 20 miles off the coastline there. What has been the reaction from people on the ground in guam . Reporter craig, its been a mixed bag here. We have talked to people who said they were incredibly worried about the hyped up rhetoric that has been happening. They have not seen anything quite at this level before. And families are extremely confident in the military here. Of course, there are some 7,000 american troops here. There is an air force base, a naval base and a coast guard station all here. A third of this island is actually occupied by or run by the military here. So folks are very used to a military presence. They also say they have confidence in the air Defense Missile defense here posed to protect the island. It has a 100 successful rate. Many locals are finding calm in that. The governor here asked everyone not to use panic, to use caution, but be optimistic. He says, the governor said, he spoke to the white house and they are in very good shape here. And the u. S. Government will continue to protect guam, although the Homeland Security director did note that if north korea were to fire Ballistic Missiles at this island, it could reach the island in about 14 minutes. So hard for some folks to remain calm while others certainly are taking this in stride, craig. 14 minutes. Miguel, standby if you can, again, as we show folks this map that we have actually been showing a fair amount of the last few days. It is very instructive. Bill, there you are in seoul, soek, wh south korea, in that area and in north korea as well to the rhetoric in general . Reporter hi, craig. I wouldnt want to overstate it. Theres no panic either here or in tokyo. No jets are being scrambled, no military units are being moved. But there is a deep sense of unease in both places. There was a meeting this morning of south koreas National Security council that was said to be a regular meeting, but frankly nothing is regular or normal here anymore. We are just 35 miles from north korea. And, frankly, any conflict would mean almost certainly the annihilation of the city of 25 million people. To that end, the president has appealed to north korea, first of all, saying our door is always open to dialogue. But also warning that North Koreans again stop your provocations. And the president also saying to the military, we need to strengthen our defenses. In fact, he used the word rebirth. We almost need to think again about how all our armed forces and our defenses are constituted. South korea, of course, is under the American Nuclear umbrella. There are 23,000 american troops here. Many of them stationed along the border, which has always been one of the most dangerous borders in the world. And the war here of the 1950s was ended but a tries. Its not actually really over. So its been a decade of unease, but now it is definitely a city that is on edge. Craig . All right, bill neely just 35 miles north there in south korea. You have been looking at the preemptive strike and what it looks like against north korea. What did you find . The key to the u. S. Military is, and one of the things the president asked the pentagon to do is to tell him what his military options would be should he want to engage in military action visavis north korea. Using the b1 bombers located in guam. There are six b1s in guam that stepped up their training. They have conducted 11 trains missions since late may. Thats a lot and a lot more than they had been doing. Probably our military sources tell us that the b1 is able to carry an enormous payload. Probably they would be using the jazim er. These are missiles that can be fired 500 miles from the target. In this instance, the planes take off from guam and fire from 500 miles away. They would not require south korean approval or cooperation. Though the south Korean Air Force has been practicing full partners with the u. S. And training exercises until now. Nuclear capable . Not nuclear capable. Pentagon planners we talked to said that was intentional. They want to send a message, they are not trying to escalate the situation. They feel the b1 is the best platform for this attack should it be ordered. You know, i just want to add something, talk to the former commander of nato yesterday, and he says that he does not believe in the military option at this point should be used. Believes there are lots of other things that should happen first, but if one was, this would be a reasonable approach. Why . Why would this approach be more reasonable . Because it could be unilateral or targeted, he believes, those are the options out there. Militarily, again, hastening to say it should be used, but if it were, he believes this configuration would be the best chance we have at not escalating things further. Although he says, listen, there would be a response. We know there would be a response. What the response would be is hard to predict. David, i want to read everyone this line from your column this morning. Quote, trump is every bit as erratic as kim. Every bit as erratic as kim is and less schooled on these issues than his counterpart. Is it your contention that our president is less rational than kim jongun . Well, hes certainly behaving in a way erratic. As far as being schooled, kim jongun is involved in the issues for his entire life and has been in the position hes been in for a lot longer than trump has been in it. And hes immersed himself on the issues. Just look at the behavior of the white house. They have president that unsettled everybody. Then the secretary of state comes out to say, calm down, thats not that bad. Sebastian gorkum said hes trying to dial back the message by the president. The message sent to north korea is that the president doesnt know what hes doing but he doesnt know what the rest of the white house is doing. We are essentially out of control at the very top. I want to play something that senator lindsey graham, South Carolina senator lindsey graham, said on hugh hewitts radio show. Take a listen. Containment wont work. The idea of allowing them a Nuclear Capability to strike the homeland and contain it is a very bad choice. One, theyll sell the technology over time. And i dont believe our Missile Defense systems are that good. First of all, what do we know about the Missile Defense systems, both of you . Secondly, for you, david, do u. S. Leaders think theres some sort of carrot and stick approach out there that is going to stabilize the region . As far as the Missile Defense systems go, we have pretty good Missile Defense systems and medium ones. In terms of the icbms, were still perfecting that technology. So there are big question marks there. As far as what our options are, there are people who seriously think the only option is to take them out militarily. But there are a lot of people included that say we have to go to the chinese to ratchet up support. But we have tried that. We have not tried that. We have tried sanctions and that hasnt worked. But when you look at the options, we talk and find a way to pressure them into action, or we take military action or accept them with nuclear missiles. Those are the choices. Senator graham just said the problem with the voices of letting them get there. And the other two options are we talk them out of it or force them out of it. Bill neely is still there, when you talk about countries about the options that exist as they relate to north korea, is it as we just heard from david . I mean, is it just talking or allout war . Reporter there are very few good options. And its very difficult to know how talks can take place. I mean, in the asean summit last week, it was all about how do we get north korea back to the negotiating table. And the u. S. Position is that first of all they have to give up their Nuclear Weapons. And that is just not going to happen. Up one of the first things they will tell you is that we are very proud of our nuclear program. It is part of the constitution. And we are not giving it up. Because they see this as their deterrent. They have looked at what happened to Saddam Hussein, to Moammar Gadhafi who ended up dead on a slab with american help. So as far as that goes, they are not going to give that up. There are no easy ways to see how this crisis can be involved, craig. Miguel, you are again in the natural zone. What do the next 24 hours look like here . Reporter those that live here say they have to go living on business as usual. Theres not much they can do. As a matter of fact, they have trust and confidence in the u. S. Military. And really, they say, it is up to them as it is always confident. The military takes up about a third of this island. So that was those in uniform everywhere around this island, about 15 to 20 miles at length and at the narrow point, 4 miles wide. So for them, thats very reassuring. Cynthia, a final thought . Yes, i think the secretary defense mattis statement yesterday said, quote, the u. S. Is prepared, rehearsed and ready. I think that they have bigger issues to discuss when talking about a Nuclear Standoff with north korea. They can probably not worry about the politics just for now. I certainly think that the pence threat is a very real one, but its also premature. Its not time to be putting that sort of thing in place. Everybodys going to wait and see how the Midterm Elections turn out. And how Robert Muellers russian inquiry is going. So the pieces are being put into place by pence and by others. But its not something that its not the point at which donald trump needs to make sure mike pence doesnt put something in his lunch. Josh, give me the ongoing investigations into russia. And the trump campaign. Isnt it playing good politics for the Vice President to explore his options . Sure, as long as he doesnt do it too publicly or too directly. You have to remember, any president would thinskinned about his Vice President considering running against him. And this president is not known for being that disciplined in his displays of public anger against people that he feels are crossing him. You only have to look at, you know, senator majority leader Mitch Mcconnell or attorney general Jeff Sessions for evidence of that. So, look, it wouldnt be surprising at all for pence or people in his world to be actively keeping open the possibility of Something Like this down the road. But i think he is playing with fire if he or his people are doing this in two open and two nay flagrant away. The president tweeting a short time ago again, mitch, get back to work. Who really has more to lose here, the president or Mitch Mcconnell . Its very interesting because there is a lot of donald trump support that came from people just fed up with congress not doing anything. And so trump did a lot of things very good during the campaign. And then has run into frustration in the white house. But sometimes he just tries to resoak those old fires. So now hes running against washington again and frankly hes got a point. He said, you criticize me for having too high expectations. You wore saying you were going to repeal obamacare for seven years and havent done it despite having a majority in both chambers. So i think hes going back to the well of running against official washington, even when its his own party. Again, we are, again, we are a year and some change away, but come Midterm Election time, is the president going to be an asset or is he going to be a liability . And does he care . Thats the question that a lot of conservatives ask. Does he actually care which Party Controls the white house . He promised gorsuch thats what he needed a republican majority to do. If you have a democratic majority, he could pass a health care bill, call it trump care, it would be a step to single payer. And he could consider that a success. This man has no loyalty to the Republican Party and enough selfconfidence that he probably thinks he could work with democrats and be, go down in the history as an amazing president. I dont think he cares whether he hurts the party or not. This is times new cover, general john kelly. Trumps last best hope focusing on his attempt to instill a sense of order to the trump white house. We surmise from the past that the president doesnt like to share the spotlight. How is mr. Trump likely to take this focus on general kelly . Well, you know, particularly the time covers, in particular many of the trump clubs had fake covers of Time Magazine featuring donald trump. So that may not go over too well. I think the bigger challenge is not that kelly is going to steel the limelight, thats not his style. The bigger question is, can he enforce some order and some discipline in the white house. And what we have seen is with the attacks on mcconnell, what we have seen with the fire and fury rhetoric on north korea, is clearly the new white house chief of staff is not doing a whole lot better than the Previous White House chief of staff in reigning in the boss. Josh, you posted up a piece late last night on a federal court ruling ordering new searches of Hillary Clintons emails having to do with the ben ghazi attack. Does the court really believe there hasnt been a thorough search of the former secretary of states email . What else can they expect to learn . They are looking for extra stray emails on the topic of benghazi. It should be said this doesnt appear to be a political vendetta on the option of the judge, although hes acting as the request of the conservative Watchdog Group that has dogged the clintons for decades literally. But it is pretty amazing. Now we are three years on from clinton having returned the emails to the state department five years or more on her serving as secretary of state, nine months after the president ial Campaign Came to a conclusion. And yet this issue is still being hashed out. Both governments confirming that a first incident happened in february. In october, excuse me. A second incident happened in february. According to sources. And this has not happened at the embassy but at these peoples homes. According to the cuban government, no private citizen beyond these u. S. Diplomats has been affected. We dont have any definitive answers about the source or the cause of what we considered to be incidents. We can tell you that on may 23rd, the state Department Took further action. We asked two officials who were accredited at the embassy of cuba in the United States to depart the United States. Those two individuals have departed the United States. Meanwhile, the cuban government denying all responsibility. The Foreign Ministry put out this statement that they also aired on cuban state television, cuba has never permitted nor will permit that cuban territory be used for any action against accredited diplomatic officials or their families with no exception. And nbc confirmed, craig, there are two independent investigations happening at the moment. The u. S. Governments investigation and the cuban government is also investigating. And if you put this sort of in a global scope with the escalating tensions in north korea, its a complicated Foreign Policy dynamic for President Trump right now. And is there a possibility that there was some sort of third party involved and that maybe the cubans didnt know about this . I spoke with a source who was actually the closest thing to the cuban ambassador. And he was in havana stationed until 2005 and said that this seemed to be a little too sophisticated. And he also says too sophisticated for the cubans. Too sophisticated for the cubans and they have hands in the cookie jar right now with the normalizing of the relations and strengthening of the economic ties that donald trump has rolled back but not entirely. So he questioned what the motives would be for the cuban government to undertake this right now. Thank you for looking into it. The question is, why didnt the government seem to know what you were spotlighting in december 2016 . Well, all the evidence was there. The North Koreans would repeatedly say this was their goal and show off all the pieces and release pictures and videos. At the end of things, the North Koreans were Crystal Clear this is where it was heading. I think what happened was even though the warnings were clear, we dont know what to do about it. When you dont have a plan, it is far easier to come up with something not real or not going to happen than it is to just admit that youre rutterless. Moments ago you published an article for the hill with an intriguing argument. You wrote in part, kim john you can kim jonguns weak hand is a weak hand no matter how played. Explain. Yes, i dont see a way that kim jongun wins in the end because i believe that if kim jongun, in fact, attains a Nuclear Strike capability and if the u. S. Is unwilling to accept it, then that will lead to confrontation. And likewise, if he is unable to keep his Nuclear Weapons, i think that he feels his survival is endangered. Jeffrey, you have a bit of a different take, a pretty forboding headline at the top of the latest article. This one reads, the game is over and north korea has won. You essentially claimed that its game, set, match. This is in the u. S. effort to disarm the North Koreans. Lets say youre right, then what do you do if youre President Trump . Look, you have to shift your approach and shift your goal to align them with something realistically achievable. I think kim jongun, i actually agree with scott, its not a great hand, but hes afraid of ending up like Saddam Hussein in iraq. So the Nuclear Weapons he has are to keep him alive and prevent what would be a u. S. Nuclear attack. So what we have to do Going Forward is find a way to reduce the tension on the Korean Peninsula and find a way to address the security problems, not because we are going to get rid of north koreas Nuclear Weapons, but because we have to get to a point to be in a deterrence recommendation ship and want it to be stable and not for the Nuclear Weapons to be used by accident. Scott, we spent a lot of time over the past few days talking about the possibility of north korea attacking the u. S. Mainland or guam or south korea, but how real is the possibility that they are also selling their Nuclear Weapon technology, selling it to a wouldbe terrorist or maybe even selling it to a state, another rogue nation . Well, proliferation to other actors, i think, has been a pretty constant red line for the u. S. Government for over a decade. And i dont see that having changed. If they were to have been discovered to have sold Nuclear Components that resulted in the use or detonation of a device, i think that the u. S. Would respond in pretty dramatic fashion to that. But one issue everyone we talked to today, including one 93yearold woman, said they are fed up and tired of being patient about twitter. And instead, what they did was to increase the popularity of obamacare, but just sew fear into people so we say, wait a second, we dont want you to rip this out whole cloth which is what garrett was saying, but instead we want to see you Work Together to fix it. That was always the intention from the beginning. On the other hand, with regard to mr. Trump, the issue, hes clearly trying to place the blame on congress, but at some point people are going to say, wait a second, youre the president , youre the one who its your Republican Party, youre supposed to work with these guys. You said you would shake things up and get things done. And health care is one of the issues, craig, it so directly affects peoples lives. Far be it from me to delve into what is in the president s mind, but i can tell you i was talking to a bunch of republicans up here today, many are working, and they took special umbrage that the president is sending these tweets from his golf resort in new jersey, his golf course in new jersey. So thats one thing. Listen, mcconnell and trump are really shadow boxing, in a sense, dont get me wrong, this is a problem, were about to enter september where theres budget, theres tax reform that the president wants to do, hes unlikely to be able to finish that by october. They have to fund the government and raise the debt ceiling. These are very serious issues which require an engaged president. Thats what Mitch Mcconnell is trying to say here. Its a fact trump hasnt been in government. Its a fact that he had arose expectations for how quickly it would take to get things done. What mcdonnell is trying to say is, get your head in the game. You dont need to be tweeting, put your shoulder into this if you want to get these priorities done. If you want to get tax reform, if you dont want to default on the debt, thats what mcconnell is trying to say. Hes frustrated that mcconnell himself is frustrated at that. They with both trying to deliver legitimate messages and legitimate gripes about each others style. I will add one last thing here, mcconnell is the key to everything trump wants to do on capitol hill. So angering mcconnell to the extent that hes angry, im not sure he is, maybe put off by the tweets, but angering him is a surefire way to make sure trump wont get his legislative achievement on capitol hill. We are talking about republican disarray, but there are problems inside your party as well. Apparently according to the washington post, quote, democratic centrists are increasingly worried that the disproportionate share of attention shown to Bernie Sanders and the agenda pushed by his antiestablishment allies will do more harm than good. Nevermind the ongoing controversy there in california or the potential lawsuit within the Democratic Party there. Are democrats already showing themselves here in the foot for 2018 .
