The storm stood over grand bahama island for a day. Its hard to know how all that divides up. But these are initial reports. 62,000 people do not have access to water on those islands. I want to get right to nbcs al roker for the latest on dorians track as it moves toward the u. S. Coast. Interesting you bring that up, ali, about the time. So dorian has stayed over the entire island chain for 51 hours. 51 hours. 41 of that was over grand bahama. Wow. So lower winds by the time it got to grand bahama, but a lot of hours. And people remember this. Its not just you know, your home may be able to withstand some of these winds for a typical amount of time. This is atypical. Most tornadoes are moving 10 to 15 miles an hour. This one, 0 to 1. Its barely moved from where we were 24 hours ago. Lets take it in fact, take a look here. You can see that again, weve put the wind speeds here. These are gusts. Were starting to see tropical force wind gusts now from West Palm Beach to miami. Look at that. Almost 30 mileperhour wind gusts. So thats pretty active. Hecenter. 105 miles east of ft. Pierce. 110 mileperhour winds. Moving at 5 miles per hour. During your broadcast with stephanie, it was about 3. We have seen a doubling of that speed. But if you also notice, we have much wider Rain Coverage in this western half of the storm system. So were seeing heavier rain coming in and thats going to be one of the issues. Strong winds and nonstop rain. Here are the hurricane warnings and watches. West palm beach up to charleston and a little beyond for warnings. Hurricane watches to cape hat r teras. Because were seeing the winds stretch out the Tropical Force Winds stretch out 175 miles from this thing. Its going to go inland. And as we take a look here, this is the track of the storm from the National Hurricane center. So by thursday 8 00 a. M. , its across charleston. By 8 00 a. M. , its a category 2 crossing perhaps cape hatteras. This is the National Hurricane center track. Were going to add in blue the american model and in purple the european model. The american model has landfall around wilmington. The european model may be a little bit slower. Early friday morning. And then a possibility it crosses again into cape hatteras. So were looking at that. That wind field is huge. Yes. So 60 miles out from the center for Hurricane Force winds. Tropical Storm Force Winds 175 miles. And that counterclock weiwise f. As that water is piled up, were going to see that. We then move into tomorrow afternoon. Charleston is seeing it into wednesday night. We move into thursday into the Early Morning hours. Wilmington, myrtle beach, charleston again. Then into friday, were getting up look at this. Norfolk. You know there hampton bay area, they could see some storm surge as well. And look at how tight the Hurricane Force winds are. Right there. Again, thaez are serious winds that regular folks we dont typically most days get over 25 mileanhour. Were talking about sustained winds. And then of course as we talked about, the storm surge. Were looking probably as you get into this curve where the water can really pile up and collect, so from daytona beach, jacksonville, we continue to see the possibility of a 6 to 9 foot storm surge on top of those high tides own wednesday around lunchtime. Then we continue charleston, myrtle beach, wilmington, cape hatteras. Again, the threat of that surge continuing. Rainfall anywhere from 5 to 7 inches of rain from melbourne all the way to cape hatteras. 15 inches isolated still possibly. I think this is something we dont talk a lot about. The potential for Power Outages from West Palm Beach up to daytona. Were talking widespread to extensive and scattered. Then as you make your way, savannah, charleston, myrtle beach, weve got the potential for a decent number. For all those people who think theyve missed something, flooding, Power Outages still possible. Weve had several days to prepare for it so people have a chance to prepare for it. Weve got utility trucks up and down the coast ready to go in. You have to sort of look at your own situation. Ask am i likely to flood and lose power and do i have stuff on hand. And act accordingly. Where does he live and whats the update . Well, good afternoon and thank you so much. People around the world, thank you so much for the opportunity to share whats going on here in the bahamas. We like many others have family in the other island that is grand bahama. You talked about the storm there earlier and abaco. Our brother happens to love in abaco. And of course the full Communications System is down there. So many of the families have significant concerns in terms of the well being of their families. That is understandable given the fact that communication is down. But you can appreciate anxieties. You can appreciate the worries. You can appreciate the concerns that many family members would have. No kidding. Whap have you heard because communication as you said has been difficult. We have satellite imagery showing much of grand bahama island under water. Grand bahama island as al roker was just saying was under the storm for about 48 hours directly. Abaco got it very hard, however. Have you been able to get word . Is the news there giving you some sense of what that damage looks like . Well, the Prime Minister had a press conference and he describe it as historical tragedy. If youve seen some images by way of the social media. And i can tell you the abaco and grand bahama we would have known seem to be under tremendous disaster. So we can imagine the extent of it. Not only the people in abaco but relatives all around are concerned about whats going on in these islands. We have heard nightmare stories. Peop people who have gone to execute emergency assistance. Some of them had to turn back due to the weather, due to the full amount of water that overshadowed places like grand bahama and of course abaco. Youre in nassau which did not get the brunt of it. Im going to ask our producers to put up a map of what that storm looked like over the bahamas. It was big enough it got everything in the bahamas. Everybody got some effect of it. At the worst of it, how did it feel for you . The worst of it, nassau being a low lying area. So any amount of water in that regard would have put all of us in the flood sort of zone. So theres significant flooding in some areas. The wind was not as hard as other places but certainly the anxiety was there. We felt the significant amount of breeze from it. But you cant imagine what that meant in terms of abaco. Thing some instance, over 180 miles per hour. So mentioned earlier, 24 hours or more in terms of the hurricane just sitting so what you would have seen, what we would have heard is horrific in itself. And so beyond just the supplies and im sure others that will be determined, weve never been this way before. We know what its like. But weve never had to face the likes of Hurricane Dorian. Weve had people in the bahamas telling us saying to nauz crews this is Like Fighting an enemy where the enemy has all the weapons. I want to show you. Me pastor is talking to me from nassau. This abaco where the storm came in with winds of 180 miles an hour. This is grand bahama. This is not what it looks like on the satellite right now. Because 40 to 50 of this is under water now. This is where that hurricane stayed for almost two full days as a category 5 and then a category 4 hurricane. You make an interesting point, pastor. There will be assistance coming from the world. There are marines stationed ready to move into the bahamas from the United States already. From an infrastructure perspective, our people were people able to prepare their houses, to board up . How do you evacuate . Leaving e been that effective. Well, im sure theres been cases of boarding up, of course, in abaco island for example. Theres a significant area that we normally refer to as the mud area whose infrastructure there. I dont know the extent of the damage. But its saying even if you were batted at, even if you took the necessary steps, be the stories of people who want above chl sea level. Who would have gone into this type of fracture. That degree of wind and water and surge, going through the areas. I think it was almost like described. I think that is where i think the bahamian people, their spirituality became an important part of our strategy in the fight against what was perhaps too enormous for us all as a people. Pastor, our thoughts are with you and the ba hahamian people. Pastor glen roll in the bahamas. I want to bring in ken graham from the National Hurricane center for a quick update. You have been saying this for days. Where america is not out of the woods on this one. We may not get a lot of hurt, but its going to be thaez winds now extending 170 miles from thor the. Even though we have a forecast just off the coast, it gets right along the coast by the time we get into the carolinas and just a Little Movement in the left direction. You can see those Hurricane Forced winds trech inland. What is your biggest concern right now if it goes along that course you just drew with your hand. Its always water. You look at the history of this. 50 of the fatalities in these tropical systems has to do with storm surge. 90 of the fatalities is water. So thats the danger here. Were going to be marching these numbers up the coast here. 3 to 5 feet. Were already getting reports of beaches with water, roads with water. 4 to 7 feet in these areas. Everyones got to Pay Attention and listen to the local officials. As always, well stay in touch with you. And well continue to cover this. Hurricane dorian is far from finished, but it could end up being a costly storm. While floridas orange groves look to be spared, North Carolina Authorities Say the storm threatens to cause a, quote, severe economic loss. Could cost up to 25 billion. The true cost of the storm is going to be much greater than that. Joining us now is an associate professor at the university of californias Berkeley Goldman school of Public Policy. He studied the economic consequences of climate change. Solomon, thanks for being with us. You know, we have historically measured the insured damage of a hurricane. We put these remarkable prices on them. And theyre astronomical. I think what were learning these days is when we put this in climate change, damages from a hurricane may not be the most effective way to look at this. Absolutely. All of our research on the topic suggests a huge amount of the costs from these types of storms manifest years down the road. People will have to spend their money rebuilding and that means theyre not going to right now they want to catch up to where they were a few years ago. Because the storm basically takes your business back in time. You know, you take a few steps forward and suddenly you lose all the things youve been saving up and got to rebuild it. When we talk about the insured damage, were talking about the costs of replaces and repairing opposed to the cost of mitigating. If money went towards mitigation and to the front end, it would be a fraction of what we spend in lost business and rebuilding and things like that. Absolutely. You know, spending a little bit up front did the pay out tremendously. Think about it. You know, putting on a helmet when youre riding a bike or buckling up in a car, its easy to do. Informsing today can really pay off down the road. The problem is its not just a matter of investing in windows and stilts for your house and things like that. We may be talking about investing in not developing areas. In a place where the level has risen a foot in the las 50 years. So this is a really difficult problem. Because there are people who in many cases have been on the coast for a long time. Maybe the families have owned homes there. But now the world has changed. Sea levels have gone up. The storm patterns will be changing. What happens when storms come in, a lot of times the federal government and then taxpayers around the country come on the hook for putting things back together. Either maybe the rest of the country is not on the hook for fixing the problems they bear. And if people want to stay there, they can stay there. Then its kind of their problem putting it back together. Do things so that the burden on the rest of us isnt quite so large after the fact. Solomon, its a great discussion. Heres a live look at daytona beach, florida. The storm is expected to get dangerously close to floridas east coast later today. Thats according to the latest National Hurricane center advisory. I want to stay on that story but go to texas where were hearing from one of the nearly two dozen people who were wounded in the odessa rampage. This comes as authorities find out more about what happened before and during the shooting. The gunman was, quote, on a long spiral of going down before the shooting. Authorities say hed just been fired from his job at an oil Services Firm and had called 911 and the fbi before and during the attack. Msnbcs Garrett Haake joins us now from odessa, texas. You had an opportunity to speak to a man who was wounded in the shooting. What did he tell you . Reporter i did, ali. I just met mark gonzales. He was driving home on saturday when he pulled up at a stoplight next to the shooter. He didnt think much of it until he looked over and saw the shooters rifle pointed at him. If its possible to describe someone who was hit twice by a bullet from an assault style weapon as lucky, thats mr. Gonzales. He two bullets he was hit by went straight through his lower leg. Didnt hit a bone. Hes had a couple more surgeries to go. He was in incredibly positive spirits. I asked him to tell me about what was going through his mind and whether it changed his thinking at all about the gun debate. I think both of his answers are fascinating. Take a listen. When i turned around again, i saw he was pointing that rifle at me. Reporter i cant even imagine what its like to look up and see somebody pointing a rifle at you. Its a you cant believe it. Its at that time, you know, i got scared. I was mad. You know, and didnt know what to believe. I couldnt believe i was getting shot. Reporter anything that happened to you change at all or how do you feel about people owning weapons like the one fired at you . I try not to get into that. Either way people are going to get the weapons. I mean, i know theres a lot of saying we got to ban the weapons and all that. I doubt that thats going to change anything. Im not against it and im not for it. Reporter an Interesting Data point there. Maybe a bit of fatalism of the ability of folks to get weapons like that into their hands. Thats one of the major questions, quite honestly in this case. We know he did not come by it through the background check system that is in place here in texas and federally. One of the answers were still hoping to get from authorities as early as this evening. That was interesting fatalism. I have to tell you. Im not sure what my opinion would be if i was on the other end of a rifle pointed at me. As west texas deals with the aftermath, a retail giant is changing its policies on the sales of guns and ammunition. Walmart is not ending gun sales, but its reducing the number and types of weapons and ammunition that will be sold at its stores. The company has been under pressure to stop gun sales after the stores had two highprofile shootings this summer. There was one in el paso and one in mississippi. Tom costello joins us from washington with more on walmarts policy changes. Tom, lets just be cloor about this. What is changing at walmart in terms of guns . Reporter so they will no longer be selling ammunition that can be used in an assault style weapon. They dont carry assault style weapons anymore. They will no longer be selling ammunitions for hand gugunhandg. In alaska, theyre going to stop that all together. In addition, theyre asking people who live in these open carry states, please do not bring your weapon anymore. Do not carry a weapon into a walmart or a sams club. You may recall a couple of days after the incident in el paso, there was that character in missouri who walked into a walmart wearing body armor, fatigues, and an ak over his shoulder just kind of strolling through the walmart. That prompted an emergency response, a firefighter offduty firefighter held the suspect at gun point until police arrived. There is this feeling at walmart, just an overall sense of in the words of the ceo, he says we simply have to do better. Quote sorry as i grab my glasses he says, this will not stand. He goes on to say, the status quo is unacceptable. The status quo is unacceptable is his direct quote. Let me ask you this, tom. Because thats just what has happened now with the pattern of this storm, ali, moving at 5 miles per hour. You can see the wind is picking up. That weather were seeing in stewart, florida, that is going to come our way. As you just reported on, waves here are going to be seen from 3 to 5 feet. The streets are like when i was a child. Theyre empty almost. Just a few cars and people roaming around. Very quiet. The quietest Holiday Weekend weve seen in quite some time. We left when hurricane floyd was coming straight at us at a four. When we got to orlando it turned and went up to the carolinas. We got very lucky in that one. We werent sure what was going to happen. Reporter what about this one . This one at this point were staying. Unless it makes a significant turn to the west. Reporter has that changed in the past 12 hours . We were just watching very closely. Msnbc telling us whats i think go on. And were going by the forecasts. Right now it looks good for us here along the east coast of florida to maybe stay. If we get a critical turn, we have plans to get off the island. Reporter well, im glad to hear that. It has inched to the positive, inched to the negative, inch to the positive. People are either worrying about it or thinking they got lucky. Reporter it has been unpredictable like the storm, ali. Dont forget, ive been following it on the ground since puerto rico where it was a ninth inning miracle there. Thats what were seeing here but we still dont know. Were going into those critical hours. Jacksonville is seeing damage from a storm they didnt know was coming its way in the last couple years. What are you thinking about the is . Its just been a marathon. You go back to this time or shortly therefore. Impacting us would have been this past saturday and sunday. As you just stated, its changed so much, the models have changed so much and slowed down. Tragically what its done to the bahamas and bahamian people, just terrible, terrible, terrible. Our heart goes out to them. But were bracing. This looks like the cones going to be offshore. We had offshore with matthew three years ago. Major storm surge. Inland areas flooded. Taking nothing for granted and encouraging people. Mayor, were looking at live pictures of Jacksonville Beach right now. But one of the things youve seen in jacksonville is this thing that our meteorologists keep telling people. The wind is one thing and lower winds could mean less damage. But yours has been a city that has understood flooding. Irrespective of what looks like a storm. Water is very dangerous. I said in a press briefing earlier today. If we had to rescue people two years ago in swift boats. Water starts coming into your home, you cant win that battle. So all you can do at that point in the middle of the storm is hope that it stops. Youre absolutely right. Investigators say five crew members were awake on the upper decks when the fire started. They jumped into the water to escape the flames. They were rescued by another ship. Everyone else was sleeping below deck. 20 bodies have been found. The rest are believed to have died. Sadly, no additional survivors have been found. An additional 16 victims were located in yesterday afternoons efforts and were brought back to our coroners bureau. This makes in total 20 victims who have been recovered. There were several other victims that were seen by the divers somewhere between four and six that are still within the wreckage. But due to the positioning of the boat, they were unable to be recovered before nightfall. Blayne alexander joins me now from california. Blayne, this was sad news. The Police Officials are saying 20 bodies have been recovered in total. They believe there are some of the ocean floor and there are some that they dont know. Reporter yeah. Absolutely. And now theyre beginning or continuing, rather, that difficult test of going in and trying to recover the rest of the victims. And its a very difficult process, ali. They talked about it during the nauz conference earlier today. Again, they did see some they believed had come to rest on the ocean floor, but they also saw some they believed was inside the wreckage. Its upside down. Its moving around. So their priority number one is to try and stabilize it so they can get in and get to the rest of the victims. Now, one thing that we learned from the news right now is theyre in the process of trying to figure out the question that so many people have is what exactly started that fire in the first place. How and where did that fire start . We know that theyre talking with the five survivors from that wreckage. The five crew members who were able to jump off, make it to safety. Theyre interviewing them right now to try to get some idea of where that fire started. Again, complete devastation as youre seeing in the pictures. Ntsb are sending a big crew in to start looking at this. Reporter thats right. A crew of 16 coming in today. Were hoping to get some sort of briefing from them later on today. So certainly a lot of questions that were waiting to get answered. But in the meantime, ali, were finding out more about those 34 people who were trapped below. We know the victims including 11 female victims and 9 male victims including an additional crew member who happened to be sleeping down below. We got a statement from Dignity Health here in california. A nurse who was employed there along with two longtime employees were there. And we heard from the person who was the Good Samaritan who was nearby and spoke to those crew members who were distraught. They said they just celebrated the birthdays of three people who were on board. Including a 17yearold who was there with parents. Blayne, thank you for your reporting on this sad story. There are storm surges and of course the models have it coming very close to wilmington or cape hatteras. And its still inside the cone of uncertainty. Reporter ali, you know, these rain squalls, these outer bands, they come and go very quickly. And they are very fierce and strong when they start to pour down on us. I think were about to get another one right now. That wind is picking up. Were seeing palms falling off of trees here. Just a reminder there is a category 2 hurricane still out there. I mane, thethere. On the other hand, residents here are still breathing a sigh of relief as they remain vigilant. The Tropical Storm warning is still in effect here. That hurricane watch here at least in palm beach has been canceled. That storm surge warning here also canceled. But the storm surge is something that officials are going to be banging the drum about in all of these coastal cities on the eastern coast of florida as Hurricane Dorian continues its track up north. That is something that these Barrier Islands these lowlying areas are really going to have to be wary of. In those areas we could see storm surges between 4 to 7 feet. We are keeping an eye on the high tides here, though, in West Palm Beach. This is an area that has been experiencing unusually high tides as of late. That combined with these massive waves youre seeing behind me is something to keep an eye on. We saw the intercoastal waterway at just about ground level when we were over in that area which is not too far where we are right now. That could potentially still add some issues for residents in this area when it comes to flooding. One thing i want to mention, the Palm Beach International airport along with other airports hooer in florida had hoped to reopen today. They cannot do that because the conditions are still so extreme. Theyre hoping to reopen tomorrow and restore Airline Operations there tomorrow. Were also hoping to see stores reopen here in palm beach and West Palm Beach tomorrow. Here comes your squall. Absolutely. If you want to know what is going on in a hurricane, the best way to do is fly right there in and take measurements. Satellites looking down have trouble looking through clouds. You have to send an airplane in. How do you keep the airplanes safe . How do we not hear about tragedies . We almost have had it. I was on one in 1989 and we were lucky to pop in the eye and pop out of our dive. It is dangerous work. What can you tell by flying a plane through a hurricane, like you said, satellite blocked by the clouds, what would we lose and not know . The main thing is youre able to measure the winds pretty well. You drop probes onto a parachute and you get an accurate view of the pressure and the winds as well. What does that tell us when that makes it to us as a hurricane forecast . That data goes right into the models we use to forecast these hurricanes and critical to understand how they will evolve as far as their track and intensity.
