Senior ice attorneys told the current acting director that the plan was inappropriate and lacked a legal basis. A white house official confirmed the broad outline in a report but the same official called it ridiculous that it was meant as retaliation toward political rivals. A Homeland Department security spokesperson said this was floated and rejected. Once again it seems the president is not on the same page as some members of his administration. He tweeted due to the fact democrats are unwilling to change our immigration laws. We are giving strong consideration to placing Illegal Immigrants in sanctuary cities only and spoke about it moments again. The people that are putting sanctuary city where is they are not wanted. In california and other places a lot of of communities want to get out of sanction cities. They always seem to have open arms. We thought rather than moving the Illegal Immigrants to other parts of the country, first of all, were getting them and doing the best can. Lets take a closer look what the they are and,000 they work. Theres no official definition of a catch all city. It starts with something called an i. C. E. Detainer. These are documents that i. C. E. Sends to local Law Enforcement when somebody in local custody is determined to be in the country unlawfully. Hoos gc these documents are requested and they say they wont honor them. This is way for undocumented immigrants to have a government issued id needed for all kinds of daily activities. Other places like washington, d. C. , massachusetts and vth issued drivers license regardless of their status. Keeping in mind the various definition of sanction cities. This map shows you the states that have cities on counties that qualify under any of the criteria or statewide policy. Bear with me for a second. We have some kind of a security event happening outside the Northwest Gate here. You may see people running behind me. You may hear sirens. We dont have a read yet on what it is. We will work on getting more information and getting back to your question. The president just spoke at an event unrelated to immigration. Taking the question about sanctuary cities. Here is how im learning ta are laying this out. It would be awful to try to use ice funds to transport individual, migrants and Asylum Seekers from the border to some city or state that receives them and works in what is commonly known as sanctities where they do not prosecute for violation of immigration law. All of that has to be sorted out. The idea comes before the plan. The president acknowledging he is strongly thinking about trying to have some system were deta detainees would be moved to other cities that are welcoming without the paper work. We have horrible Old Fashioned laws that are put in by the democrats. Were willing to change it. Whether its catch and release or chain migration or any of them. Reporter thats the kind of rhetoric we heard the president talking about in his rallierall. That didnt speak to what he said today. Hes thinking about it, talking about it. Its a pressure. Look at it not only as a policy idea but a point of leverage where the president is trying to put pressure on democrats to help with some issue related to the border. Theres a bit of strategy and tactic in this especially when he understands theres not a lawful way to proceed with this right now. We are being yelled at to move from this location. I will do that. Well work on reporting what this is so we can get you information on that. Appreciate that. Go where youre needed to go. She said there is some security incident there. Well keep an eye on it and get back to us. Good to see you. Thank you. This is remarkable that this actually happened. There was discussion of using these migrant who is are being held in Detention Centers which is in and of itself a moral and logistical issue but transferring them to somewhere and putting them in a city to reflect badly on the republicans. Its unbelievable. We should not be surprised by this president , by his white house, by his advisers. He views legislating as a reality deal. He wants to put as much pressure on the contractors so he can get what he wants. Its not going to work with democrats. Playing game of chicken with the democrats has not worked for him. If this werent so serious, it would be funny. The president undercuts his own white house again and again and again. They go out and say no, this is done. This not smig to do with democrats. The president , the next day, says thats not really try. Democrats are not going to buy it. What is true . The president continues s ts t it. Is there a messaging issue in the sophisticated needs for protecting the southern border dont fit as nicely as democrats than on a Bumper Sticker that says build a wall. Build a call is a slogan the president came up with. Its a complicated issue that requires policy. It requires sitting down across the table and passing a piece of legislation. In 2008 when senators republicans and democrats came up with a bipartisan bill with 40 billion. 40 billion. Let me say again, for border security. It included visa waiver reforms and other things as well. It couldnt get through the house. We are stuck in a place where the president wants his wall, wants his particular legislative priorities and democrats are being told you either will support the president or youre not going to be part of anything at all. It doesnt work that way. Good to see you as always. Former chief of staff to nancy pelosi. The president declared that the administration would be putting more troops at the border. That comes after a new report says the white house discussed on tuesday ramping up u. S. Military involvement at the border for activities. Courtney, first of all tell us what were the proposals and why it contradicts what our law allows. Its no surprise that President Trump wants more action and quick action at the border. Theres been a discussion about sending more u. S. Military troops and with new missions to the border. A move that President Trump even telegraphed this week when he talked about how he will send more troops there. Whats particularly interesting is this would be using u. S. Military troops to potentially assess areas where they might be able to set up these tent cities and use the military to set them up. As part of these discussions they talked about whether the military could be used to operate these camps. Part of this is the fact theres not enough individuals to do all of these missions that the president and dhs is throwing at this border mission. The military seems to be a potential fall back to do it. What would not be illegal is for the u. S. To set up these imdwrai immigran immigrants. The u. S. Military cannot be used for domestic Law Enforcements in the u. S. The question would be if the tent cities are set up, what would operating them be. Would that be detention operatio operatio operations . Thats where this seems to be some level of concern. They always had to be careful not to let the u. S. Military creep over the line and violate. I want to update everybody. U. S. Secret service has tweeted out now. Secret Service Personnel are responding to a Police Medical assist along pennsylvania avenue, a long the white house north fence line. Were continuing to cover this story. They are asked to stay inside. Well bring twrou up to speed with under the circumstances. The issue is an old fashion philosophical issue thats observed by a lot of countries that the military is separate from Law Enforcement. Lawen forceme enforcement is an organization that basic tities are not supposed to be done inside the military. One place they can use military is use the national guard. You see that for things like the inauguration. What here could constitute Law Enforcement. Thats where the discussion was going this week to build and even operate some of these tent cities. All week we have been discussing chi changes americans are noticing in their tax returns. Some are in for a nasty surprise. The irs and treasury add jujust tax with holding table. Many americans are discovering they owe money or their refund was smaller than they were expecting. Nbc Technology Reporter jake ward takes a look at what you can do if you find yourself owing the government money. Isadora, a married mom of two said when she saw the figure 8,000, it was the amount of her tax refund but she was mistaken. I went thats a lot of money. Well be able to do the basement. I realized it was the wrong color. Its usually in black when you get a refund. This was in red. I realized that meant we owed 8,000 there are. I was shocked. Reporter she is not alone. According to the company nerdwallet, some eight million taxpayers who got tax refunds last year will owe the government this year thanks to changing in the tax code. Most americans look forward to a refund. For some low income, moderate taxpayers its the biggest single transaction they will have in the could you rephrase the year. If they dont get that, thats a big financial hit. Reporter what do you do if you find yourself getting smaller than expected refund or owing money you may not be in a position to pay . Tax experts say the irs has installment payment plans. For the people putting it off because ta ahey are afraid they dont have the money to pay, they can get on an installment agreement with the irs. You dont have to pay immediately when you file. Second, you can file an extension. Some taxpayers will look at the tax return they are putting together and either realize they dont have the information or their Tax Liability may be larger than expected or ask for an extension. An extension gives you six more months to get your paper work together. Youll still need to pay 85 of what you owe on time in order to avoid paying interest. If when filing your extension you can show you overpaid, youll get that difference back from the government. Finally, if you find you owe more than you think you should, you can do what she did. Get a second opinion. She originally did her taxes using an online program. When she turned to a Tax Professional she still owed but 4800 instead of 8,000. It cost money to hire a Tax Professional. Its not as cheap as the online preparation tools. My advise to people is hire a Tax Professional. In that case for more than 3,000 there are it would have been worth while. Thats a hard thing for people to do. If your talking about a tax return of a few hundred buck, you dont know if its woth hiring a professional. If people are saying this is more complicated than this needs to be, theyre right. Right. This system is so much more come kplated that it needs to be. Every time you receive a paycheck from somebody, theres paper work being filed at the irs. They know what you are making. Yet somehow we have this weird system where every one has to move that information from one set of papers to another set and it just introduces all of this confusion and difficult. I would say thats one of the big take aways for me. The fact that has not been transformed by mod teern technology. A list of congresss that authorities fill out your return. You only job is seaing this is accurate or that wrong. Thats right. For the vast majority of us, about 70 or more of americans that work a single job and earn less than 62,000 a year. Its easy to do your taxes and yet all these people are really just being surprised. I also think it points out the income inequality. The difficulty it is for people who rely on that tax refund as the one big chunk of money they will get. The fact thats the best you can hope for in your finances, thats bad news. Theres a bill that is working its way through congress with bipartisan support that is going to make it hard. It will eliminate the filing option. The tax payor first act is already made its way through the house and swaways committee. If it does, it will make it illegal for the irs to do your taxes for you and offer Free Software to get it done. Thats crazy. Especially when you look at how much people are feeling burned. This is not the same as e filing. This is tax preparation software. Check with your member of congress. Thank you. One of americas premiere yum universities could take a step toward reversing a wrong. They will establish a fund to benefit the descendents of slaves sold by the school in 1838. Georgetown has apologized for the sale and the fund would be paid for by a 27. 20 fee charged to students each semester and the board would donate the money to causes directly benefitting the descendents. School administrators will have to approve it. The school said our students are contributing to an Important National conversation. We share their commitment to addressing georgetowns history with slavery. It has been 400 years since the first african slaves arrive in what is now the united states. The debate of reparations is not new. Reparations are the act of making amends, offering or giving satisfaction for a wrong on injury. Theres been calls for reparations since the waiting days of the civil war. In january of 1865, Union General william chermsherman ca for some confederate lands to be given to slaves. President johnson returned the land to its previous owners. In the 1890s, several was given 5 500 payments to all former slaves plus monthly pensions ranging for 4 to 15 but this never made it out of committee. In 1980 the Supreme Court ordered the federal government to compensate eight sioux indian tribes. In 1988 Congress Approved o ed billion tlar paymedollar paymen interned japanese during world war ii. He argued reparations would drive a reckoning cthat would lead to a spiritual renewal. Democratic candidates Elizabeth Warren and Kamala Harris have expressed their support for cash payments. They and a number of other candidates have said if elected they would sign a bill called hr40 into law. It could show how slavery and segregation still affects africanamericans and how to fix it. Professor, good to see you. Thank you for being with us. The georgetown issue is a microcosm but sit it is an exam that could be scaled across america. Good afternoon. Thank you for having me today. I think the issue of reparations as you outlined and given that great history of the debate speaks to the need to translate symbolic jezturgestures. I think they want to move from these symbolic gestures to actually having something that people can quantify. If you think about why people wanted 40 acres and a mule, its because they had to work for free. I think its important that we move from the generational transfer of poverty to the intergenerational transfer of wealth. The legacy of slavery has a direct tie to some of these contemporary manifestations of poverty in the africanamerican community. Trevor noah got into a behind the scenes discussion of how do you differentiate for descend t descendents of slaves or others who suffered other injfrsustice. I thought his response was interesting. Reparations is a specific conversation about a specific time in america and that is black people who were slaves. I even heard people say there was some of the irish. Slavery. Look at the numbers, look at the time. Look at the level of work. You could not work toward your freedom. For most black people in america, you lived and died as a slave. Thats what reparations is about. Its not compensation for something lost. Its a bigger issue than that and resulted in todays wealth inequality. Absolutely. That reparations are Financial Investments that are directly tied to the institution of slavery and its legacy. Part of what the example that was given shows there are ways that certain forms of privilege and certain groups that were s discriminated against they were able to integrate into society in ways that jim crow extended slavery than made slavery completely obliterated. Let me put up examples of rep ra reparations. I made mention of one of them. North carolina set up a Reparation Program for 7600 people who suffered under sterilization programs for people who were culled unfit. Hundreds of black men toward the Tuskegee Syphilis experiment. How do you convince americans . Are whats your argument in favor of why its good thing to do . My suspicion is part of it is that the legacies of the modern several rights movement, i think people dont necessarily always understand how the legislate i achievements and sort of a gap between the removal of jim crow, for example, and the legacies that jim crow already made possible. We had to get a more understanding of structural inequality. A lot of our politics and political conversation tries to push towards race neutrality and color blindness when we know from the evidence and from the history that still matters. Part of what i think about reparations, if we can think of a good example of that political cartoon with two houses on fire and people are putting water on one that is not burning and not necessarily putting water on the the one that is. We have to investment into these communities and individuals that have been historically neglected because its not just about equality. Its equity. Thats distinct from equality. Equity tries to make up for the historical gap. Its structured throughout society be it in residential segregation, mortgage first of all fraud, education inequality and so forth. Even if reparations werent given to individuals, we could make the case for how institutions could be targeted as well. Im just going to play that back after we edit and play that last sentence back. I think youve made one of the clearest arguments for reparations ive yet to here. Robert patterson with georgetown university. Thank you. Thank you. Kelly. Reporter its still ongoing. What we have been able to learn from the u. S. Secret service is a man in one of those scooter type wheelchairs was outside the white house and lit his jacket on fire. Uniform division of the secret service responded immediately to try to assess the situation, provide medical aid and so forth. Obviously, a situation tliek cou like this could be an individual with personal problems or a Security Threat and trying to assess that is something thats been happening here since we spoke to you at the top of the 3 00 hour. We are all being held inside the Briefing Room here as medical aid and other Police Activity is ongoing. You see some of the images that our team was able to capture when this was unfolding. Any time theres an incident involving any kind of violent or selfharm near the white house, its viewed as not only as a crisis for the individual but as a potential threat. The president is here. The complex at white house is a high value target. We have uniform division and plain clothes division. When a situation like that happen, they do what is known as a lockdown. We dont have details on the condition of this man. He was in wheelchair with his jacket on fire. They have performed medical intervention to try to aid and we dont know of any other virk rig circumstance right now of an unsettled nature, yet we are still locked down, thats pretty typical in a situation like this. In the last couple minutes the secret service tweeted the male subject has been transported to the hospital with nonlife threatening injuries. Thank you, kelly. Ill be right back with former Governor Scott walker. With forr Governor Scott walker. Even when i was there, i never knew when my symptoms would keep us apart. So i talked to my doctor about humira. I learned humira can help get, and keep uc under control when other medications havent worked well enough. And it helps people achieve control that lasts. So you can experience few or no symptoms. Humira can lower your ability to fight infections, including tuberculosis. Serious, sometimes fatal infections and cancers, including lymphoma, have happened; as have blood, liver, and nervous system problems, serious allergic reactions, and new or worsening heart failure. Before treatment, get tested for tb. Tell your doctor if youve been to areas where certain fungal infections are common, and if youve had tb, hepatitis b, are prone to infections, or have flulike symptoms or sores. Dont start humira if you have an infection. Be there for you, and them. Ask your gastroenterologist about humira. With humira, control is possible. History, includes more than 20 billion to expand high Speed Internet to rural areas. The major carriers have started deploying 5g service in and around major cities. President trump talked about just how important it is to move to 5g. 5g will be as much as 100 times faster than the current 4g cellular networks. It will transfer the way our citizens work, learn, communicate and travel. It will make American Farms more productive, manufacturing more competitive and Health Care Better and more accessible. Joining me now, former wisconsin Governor Scott walker. Good to see you. Thanks for having me on. The fcc says the Industry Needs to lead the way but when you think of 5g, which is more than fast internet service, its the internet of everything, bridges are going to collapse, it tells you pipes are going to leak. China has taken the lead. Whats the way to look at this. There are people who say the government has to actually take the lead on this . Newt is a friend of mine but i think hes wrong on this one. It would take more time, cost more and in the end the way to address the security concerns that i think many people in both parties raise about china and some of their influence in terms of other places around the world using this technology, that can be addressed without picking a sole source or a nationalized system. Instead we have the four major carriers, a system in place that led the way when it came to 4g theyre ahead of the curve when it comes to 5g. The president talked about that today. Thats the better approach. Keep it focussed on the industries, the major carriers in play and address the issues separate from a nationalized system. You mentioned security concerns given Chinese Companies are so connected, like huawei, theres government involvement. Thats why we have to push back on some of our allies around the world and partners. Huawei has a system set up to be low cost up front but then to use it, its not operable. The other acarriers, if you dont like one, you can switch to one or another. Thats why we see so many ads for carriers out there. Competition is good. And from a security standpoint id rather have multiple carriers out there, so that anyone, not just dealing with huawei in china, anyone hacking in there needs to be firewalls out there. We need to address it but the last thing we need to do is be like china. It was a year ago that wisconsin offered fox con that subsidy package, 13,000 jobs in the state. The verge is reporting that construction has basically stopped on that project saying taxpayers have spent 300 million related to the project. Where does that stand, do you know . The bottom line is the way the state contract is, the state portion was just under 3 billion, it doesnt come unless they make the 10 billion investment, create the 13,000 family jobs. Thats a fixed amount. Theyre not going to earn those tax credits unless they do that. They continue to move forward, but as you know, fox conn like a lot of other Successful Technology companies dont stand still theyre constantly evolving. But the taxpayers have provisions to make sure those credits dont kick in until the company does what they said they would originally. Former Governor Scott walker, republican of wisconsin. Thank you for watching deadline white house with Nicole Wallace starts now. Hi, everyone. Its 4 00 in florida. Were on the road this afternoon when donald trump said he wanted to get tougher on immigration, many of us openly wondered what could possibly be tougher than separating families and putting children in cages. Today we may have gotten our answer from the president s twitter feed, quote, due to the fact that democrats are unwilling to change our dangerous immigration laws we are indeed as reported giving strong considerations to placing Illegal Immigrants in sanctuary cities
