I repeat again that we must drive out the terrorists and the extremists from our midst. I wont call them monsters because they would like that term. I will call them from now on losers. Because thats what they are, they are losers. And our other big story, President Trumps 2018 budget request can presepresented to c today. It has fear cuts and even the chairman of the House Freedom caucus may not be on board. And meals on wheels even for some of us considered to be fiscal hawks may be a bridge too far. We begin with the latest on russia. Ken delaney and his National Security reporter earns me now. Good to see you. First time hearing from john brenn brennan. What was the biggest takeaway from are his testimony . He of course was the head of the cia before this administration. He was. Bere in detail about what he knew when about this Russia Interference Campaign and about contacts with the donald Trump Campaign. And he made it pretty clear that his concerns about the intelligence he was seeing, he passed it on to the fbi which may have launched investigation that have gotten us here. A lot of the democrats will find his testimony somewhat infuriating because its clear that the intelligence knew more than they revealed about the investigation into whether Trump Associates colluded with wiruss. We knew a lot about Hillary Clintons emails, but we knew very little about what brennan knew about trump and russia. Was there any sense of whether in the normal course of events he would have disclosed that information anyway . In other words, it was an active investigation. He knew information, they gave it to the fbi. And they assumed the fbi would do the right thing with the information. But he also said that he briefed the gang of eight. Those are the leaders of congress. And recall in october harry reid wrote a letter saying you possess exexplosive information, why dont you reveal it. People didnt know what hair ary read was talking about at the time. We just didnt know. And we went into the campaign n noting. The gang of eight are all elected. Thats right. And they are not allowed to share classified information. They are not. And they it must have been incredibly frustrating for them because they knew things they couldnt share. And we know a lot more today. People forget, but it was very cryptic, there was an october statement from the Intelligence Committee saying russia did this, but nothing about collusion with with trump. Kenlaney,hanks very much. Well have more on the story in a moment. But lets get the latest now on the investigation into that concert terror attack in the uk last night. Joining me now from manchester is matt bradley who has been on the story through the day. Matt, we know that isis has taken responsibility. But their hand in this attack has not been verified yet. We know we heard from the Manchester Police recently. What eye ts the latest . Reporter thats right, its very unclear to what september extent Islamic State had in the attack. We know that satisfies salman abedi age 22, and he was the one who perpetrated the ghastly attack at the arena behind me that killed 22 people and injured as many as 59. Now, were still waiting for word from the Coroners Office to determine exactly the identity of the perpetrator. So we have it from police, but were waiting on the coroner. But right now, we can report that salman abedi age 22 was the perpetrator of this attack. Now, this investigation into whether or not he had accomplices is ongoing and nationwide. This is the most critical thing that investigators will be looking for. Whether this was it indeed just a lone wolf attack, just a man inspired by isis who might have had no connection with isis whatsoever, launched this attack or whether there are accomplices at large who could be still able to commit further crimes. There was a 23yearold young man who on was arrested in southwest 345manchester this morning, but its not clear to what september he was soermgt extent he was associated with the crime either. There was an attack in march near the par aliament buildingl and Police Arrested as many as a dozen following the attack and they eventually released all of them and determined that in the end that it was indeed a lone wolf attack. So this may be the same sort of story. We may end up with just one man inspired by isis and a massive miss trid as to why he did what he did. What do we know about the victims . Reporter well, we have 22 deaths and 59 injuries. Of course this is an Ariana Grande concert, so were talking about a group of people who skewed young, mostly young women. That is her fan base. So this man even though isis in their statement claimed that they were striking at the heart of crusaders, its hard to imagine how an aryan in a gland c Ariana Grande concert would have satisfied that. They were very young women,i teens and their parents. This way streaming out trying to escape, a hoard of young teenage girls many in tears. Its based on fuzzy math and smoke and mirrors. Weve heard that from opposition democrats and republicans as well. There is something in short for everyone to hate in this budget, whether talking about medicare cuts, cuts to food stamp programs, to kids Health Insurance, to farm subsidies to federal employee pensions. Something in there that everyone will object to except perhaps his hardcore supporters and the Freedom Caucus here in the house of representatives. After all, it claims to balance the budget in ten years. There are massive tax cuts primarily for wealthy americans. The Defense Budget is up. There is Border Security money about 1. 6 billion to begin about construction on President Trumps wall. And its all presentdicated on figure take most outside economists who arent on the red team or the blue team consider to be wildly opt miss if i can and is that steady 3 growth over the course of the next several years. Mick mulvaney is the director of the office of management and budget. He unveiled the bunch the today at the white house and defended the cuts to social safety net programs. We looked at this budget through the eyes of the people who were actually paying the bills. Compassion needs to be on both sides of that equaigs. Yes, compaction for those receiving the federal funds, but also compassion for the folks paying it. And we talk about it yesterday, this is a political document, they have been recognized throughout the years as sort of value statements for the party in power. In addition, of course the Intelligence Committee and senate has its work cut out for it. And i want to ask for the latest budget propal. You were critical of the last one. From what youve seen of this version, what works for you and what doesnt . I would assume most of it didnt work for you. And its true that its dead on arrival. But to me, its extremely disturbing to see the president of the United States say this is his priorities. His priorities to on hurt our economy, hurt vulnerable people. We make it difficult to defend our National Security interests by the way he cuts our diplomacy budgets and development budgets. The medicaid system affecting our seniors and veterans. This is a that has not sense of reality but does not reflect the values that makes america the great nation that it is. It also is on rosy predictions unlikely to come true causing major increase in the definite sets of america. Yes, the budget will be dead on arrival, but it also reflects i think the priorities of this administration which is very problematic. Senator, i want to switch quickly to the terror attack in manchester which is on all of our minds. The dwrekirector of National Intelligence said today that isis will be in transition over the coming year. These are his words, shifting toward more traditional terrorist operations rather than conventional military engagement in iraq and syria. This obviously as any start to lose territory which everybody expects that they will lose. This didnt mean that the fight becomes any less serious, but are equipped to handle isis as a terrorist organization as opposed to isis as a state actor . We have to do both. We have to eliminate isis and its caliphate. And were doing a pretty effective job in taking back the territory both in iraq and syria. But we also have to deal with homegrown terrorists. Clearly congress will take that budget and then work on our own bucket whi budget which is the case every year. That was paul ryan earlier today talking about President Trumps new Budget Proposal. Its a 4. 1 trillion budget. It was unveiled by this man office of management and budget director Mick Mulvaney. The budget includes sweeping cuts to social spending for low income americans while boosting defense spending. Well dig into the numbers in a moment, but first heres what democrats had to say today. This budget exists somewhere over the rainbow where the dreams of Mick Mulvaney, paul ryan and the Koch Brothers really do come true. This is a budget which says that if you are a men of tmemb trump family, you may receive a tax bring of up to 4 billion. But if you are a child of a working class family, you could well lose the Health Insurance you currently have through the childrens Health Insurance program and massive cuts to medicaid. I want to break down President Trumps proposed budget in todays for fact sake. Its a 4. 1 trillion budget. But what are the more effective ways to look at a budget because it is a policy proposal is the effect that it has over ten years. So lets take a look at the winners and losers. Winners are the u. S. Military although senators Lindsey Graham and john mccain think there isnt enough money for the military in ere. Border security and law enforcent. So when you think about budgets as being guns or butter, this is all about guns. The 500 million billion dollar increase to those parts of the budget. Losers, medicaid, something donald trump said he wouldnt touch. Welfare programs going down. Other nondefense spending. Were seeing a 500 billion increase in spending on the page i just showed you versus a 3. 3 trillion cut over ten years in this sort of spending. So these are the winners and losers. Now, here is the issue. They are looking at balancing the budget. The idea that you spend only as much as you take in in a given year and you dont run deficits. The way they will do this is through cutting spending, through slashing taxes, we have not seen the tax reform proposal, weve seen a page of bullet points on tax cuts. By repealing obamacare on. And all of this in theory will spur 3 Economic Growth. Now, were at 2 Economic Growth roughly right now. So we are talking about a 50 increase in Economic Growth. Just to give you a sense of perspective here, if we cant get the 3 Economic Growth, if the economy kept on growing roughly the way it grows now, this budget would end up with a 2 trillion deficit at the end of ten years. So there is a lot hanging on increased growth. I want to bring in Jared Bernstein from the center on budget and policy, and hes an m isnt nbc contributor. Lets work on the math because you know this much better than i do. There is 2 trillion hanging on increasing Economic Growth to 3 . During the campaign, President Trump talked about 4 , 5 , he even mentioned 6 Economic Growth at a speech at the new York Economic Club last summer. What is the likelihood of getting to 3 Economic Growth . Very, very low. The growth rate is a function of the growth of the labor supply and how productive our workers are. The labor supply is growing more slowly because we have an aging population which by the way is all the more reason why all those cuts you were just talking about are going to be so devastating to aging pop lagss. But to get from 2 for 3 , a 50 increase in the growth rate, you need much faster labor supply, that is not going to happen with our underlying population. That is not a guess or a foreca forecast. That is baked in the cake. On the productivity side, no budget that ive ever seen in my long history here has made such wild assumptions about faster productivity growth because you cant. You just dont know that because you dont control that. You have the capital behind you, you have the white house down the street and people have to understand for all we spend our time talking about government, government can influence us around the edges. It dont control it. Exactly. That is so important. And we say around the edges. I could maybe yacraft a plan th i think would plus ably add a few basis points. But i want to Say Something else about it this budget. Ably add aw basis points. But i want to Say Something else about it this budget. Are ive been listening to your coverage and i dont think this is as dead on arrival as everybody says it is. Sure, these numbers, these baseline numbers arent going to happen, the math, the accounting doesnt add up at all. But what is in this budget is disturb beingly consistent with the budgets pa paul ryan has been putting forth, but the Health Care Plan is in this budget. And the kind of block grafrntin of food stamps, that is something republicans have been trying to do for years. So youre a will i liberal. What if President Trump gets rid of the regulation that he promises to get rid of it what if he gets taxes and this unleashes some animal spirits as we like to say that businesses come in and say america is the future, im opening factory, im building more stuff. And that gets us to this 3 Economic Growth. Because thats what Mick Mulvaney and donald trump are saying and Steve Mnuchin and wilbur ross are saying. If you just unleash the potential of the american capitalist, you will see better growth. You might as well ask my how would i like it if my toaster could come alive and sing and dance every morning at breakfast. Wouldnt that make breakfast much more entertaining. The answer is yes, it would. But we simply cannot budget based on these kinds of fairy tales because you know as well as i go we have a long track record of the relationship behind these kinds of changes in taxes and regulations and growth. And they dont go that way at all. In the bill clinton years, he actually raised taxes and productivity accelerated. So there is no consistent connection between the kinds of levers they are talking about pulling and really any changes in the growth rate. In fact, if you cut the government budget as ever much they want, we are in about taab danger of underunderinvesting. Always a pleasure to talk to you. Just looked up to where i heard it coming from and people were screaming and literally jumping off the seats. There was blood on the floor. There was children, a lot of children blood all over them. So trying to escape, pulling nails out of their arms and stuff. This leattack stands out for its appalling sickening cowardice, sldeliberately targeting innocent children. Joining me now is somebody who was there last night. Spence. For all what we report organization its impossible to explain what it was like to be there. First of all, how are you doing . Im doing all right. I mean, im doing better than some about people are probably doing today, so all i can say is im lucky to be out and be safe and not be injured in any way at all. Yeah, thats a good about perspective. What do you remember happening up until the moment of the explosion . Well, obviously it was a great concert and ive always been a big about Ariana Grande fan ever since she was on nickelodeon. And the concert had just come to an end, so we were grabbing our things and leaving the arena. Wed just gotten out of the seats and we were at the top of the stairs just to leave like the gate area. And all of a sudden we heard a bang and we just didnt know what it was. We didnt know if someone had been shot, but we saw smoking starting to come through the door. And so automatically what i did is just grab be my friend and we are not the opposite direction. Did you have a sense of what was going on . The video that weve seen shows a lot of confusion. Pipe looking to see where the bang came from. They see people panicking. People are running out. At what point did you realize what might be going on . Once i started to see the smoke, i automatically knew. It had like a burning smell. I automatically knew straight away that was not a gunshot. That sounds and smells and looks like an explosion. Youve obviously seen the news. You know terrorist attacks happen. Did you ever think that you would find yourself in one, has your family talked about that you could be a victim . I never really thought about it. I dont think anyone does honestly. I dont think anybody ever puts themselves in that position. I mean, a year ago when it happened in paris and brussels, we were right about at school and i always thought i really hope im never in this situation. And now being in that situation, it still didnt seem real. Yeah, it will probably take a while for it to register. Weve been interviewing parents who dont know where their kids are. You had a plan that allowed you to reunite with your mother very quickly after this. Yeah, we as soon as we got to the closest hotel, i rang my mom straight the away, explained everything that had happened because it was on the news that the point in time. So i told my mom and we went in to get picked up by my friends grandma. And she then about an hour or so later, we finally found her because obviously police were diverting people everywhere. So we finally managed to find her and then we drove home. Luc home and safe. How is your mom doing about this . Obviously parents all over the world are thinking about losing their kids in a terrorist attack. Shes really upset obviously super grateful that im home and im safe and well, but shes really upset at the fact that that could have been me in that situation or she could have been at the point that shed lost her child and obviously that she feels really upset about things that should be going through that will be going through the mothers of the childrens minds. Courtney, what does this make you think about how things will be in the future . Do you worry, do you think things will get back to normal or is there not going to be a normal now . I dont think there will ever be a normal. Things are spiraling a little too much out of control. I never thought it would be me. Its alwaybe foreverway from home. Ive never known anything in england like ever since the incident in the westminster. I think that is the first thing id really heard of isis in england or of any terrorist attack in england. And it just seems to be getting worse and worse. And i do worry for what will happen in the future. Lets not forget that january 2nd that the United States issued more sanctions against not only russian individuals, but entities as well. And this is above and beyond the sanctions that are already in place because of russias invasion of ukraine. So weve already known that the russians are not friends of democracy, they use this idea of cyberwarfare to soften the ground and maintain their own objectives in foreign countries. And that is part of what the cia has been examining. Unfortunately, the country wasnt caught up in a different type of investigation on the fbi side, but the cia and even john brennan is trying not reveal their tactics and sources while also trying to make the case for having additional actions against russia. Ari melber, mike flynn is not planning to hand over the documents that hes been asked for by the senate. He pled the fifth. He might not be in any position to give them over. But senator mark warner from the Intel Committee said this. Flynn tried to plead the fifth. We dont believe that you can take a blanket immunity on the fifth in terms of documents. Well take some further action today. So we dont know what that further action is, but what do you make of that . This whole thing is really interesting. Because mike flynns already been fired over all this. Thene wre this dramatic letter to his lawyer saying he has a story to tell. And now hes basically going further pleading the fifth and we can remind everyone this is the fifth amendment of the conversation, no person shall be compelled in any criminal case to be a witness against position. . Is the founders idea to use its powers to make you fess up. It might be helpful to mike flynn. So whether you like him, believe him, doesnt matter. Lets look at why he might have a good legal argument. The court ruled in a subpoena that if you make the defendant answer a sear subpoena for documents that is like answering a series of questions about the location and existence of those potential will he incriminating documents, that is kind of like making them testify against themselves through the documents. And when mark warner says we may take other action, is that contempt, obstruction of the what can he do . The problem with that is that the courts typically have not wanted to get into those food fights against executive Branch Officials if they have legitimate arguments that relate to their role in the executive branch.
