The new sanctions include arms embargo, limits on capital, the oil industry and restrictions on defense companies. Its seen as a serious move from the European Countries, many of whom have close economic relationships with russia. Still gazprom was largely left off the hook. President obama was asked yesterday if the International Pressure on the kremlin represents a throwback to the 1950s. Is this a new cold war, sir . No, its not a new cold war. What it is is a very specific issue related to russias unwillingness to recognize that ukraine can chart its own path. While there is a possibility of further sanctions to come, a Top Administration official suggests the International Community may wait for a while to let the impact set in. Steve rattner, how long must one wait to see the impact of these sanctions and which ones stand out to you as potentially the most effective, if any . You could wait a very good long time. The history of sanctions and actually bringing a regime to its knees quickly is not a great list. Weve been trying to bring iran to its knees since 1979. Maybe now were finally succeeding a little bit. You go all the way back to cuba where we tried to use sanctions, you should never underestimate the power of a strong leader and a country to dig in and say were going to hang tough. This is not a total trade embargo. This is not trying to shut russia down because europe is still so dependent on russia for gas. When you say gazprom hasnt been hit, they want that gas, they need that gas. Theyre trying to trim around the edges and keep russia from building more defense capabilities and doing international trade. Russia has said poout tin said himself that sanctions arent going to do anything. Hes really tough. I want to be clear, to get europe this far along, this united i think is surprising and i think its totally a functioning of the downing of the malaysian airplane. But it is still in the great scheme of life, youre not going to get obama is not going to get a phone call from putin today saying lets talk. There was pressure on the president to drag europe along. As steve points out, europe is tied more closely to russia economically than the United States is. What kind of leadership did the president show here and how did he make this happen . Theres been a really intense lobbying effort by the president , other senior Administration Officials over the last two weeks since his plane went down and where you saw everything come together was on monday, obama convened a really unusual call where he had the leaders of britain, germany, france and italy all on a video teleconference together. Thats when they really came to this agreement to have these coordinated parallel sanctions, particularly important you had germany on board. Angela merkel had been talking tough over the last couple months, but others in her government had really been reluctant to move forward. Jrm any is obviously the European Economic powerhouse. What this plane crash did is it really brought this home to germany in particular, and people who had been reluctant under Angela Merkel said, finally, lets move forward and then you saw the other european nations follow. Health Officials Say a u6789 n. School packed with refugees was blasted this morning with shells from an israeli tank in gaza. At least 15 people reportedly killed and 90 others injured. Witnesses say classrooms were blown to pieces as hundreds of palestinians took cover from the nearby fighting. So far theres no immediate comment from the israeli military. It follows a fierce day of air strikes in gaza which knocked out a key Power Station and sparked huge fires. Many of the attacks focused on tunnels used by hamas. One in a video showing a militant ambush that killed five Israeli Soldiers. The fighters disappear back under ground after the assault. While many outside countries push for a ceasefire, neither side involved in the conflict appears eager to put down their weapons. Theres talk of another attempt at negotiations in cairo. But signs of confusion within the different elements of the palestinian leadership. Now lets get the latest from gaza in msnbc correspondent aim man mow yell din. Reporter today we headed to the school and spoke to both u. N. Officials on the ground as well as eyewitnesss who were there at the time of the attack. They described a very horrific scene. It was shortly after 5 30 a. M. Local time as some of those inside the school were waking up for morning prayers, that they say the first of seven explosions landed in the vicinity of the school, some landing inside the school courtyard. One of the School Classrooms we saw for ourselves was completely destroyed. It was there according to u. N. Officials and eyewitnesss that more than 15 palestinians were killed. Hundreds more were injured. People were showing us the blankets and sheets they were sleeping on soaking in blood. U. N. Officials on the ground confirmed that shrapnel was taken from the scene of the location for their investigation. A spokesperson for a u. N. Agency told the bbc the initial investigation suggests it was an israeli shell that hit that school. It does give you a sense of the overall humanitarian situation that is worsening here. Even the places where people go thinking they would be safe or should be protected, they, too, are getting caught up in the violence. More than 90 different facilities in gaza have been affected by the on going fighting. Just driving the streets in the morning, were seeing people queued up for gas, bread, water. There is a shortage of everything and people are waiting hours to get their hands on the most basic of elements to survive another day. Nbcs ayman mohyeldin, thank you very much. The israeli ambassador to the u. S. Is going to be on the show this morning pushing back against criticism in israel of secretary of state john kerry. This comes after senior officials in jerusalem were quoted as calling his ceasefire proposal a strategic terrorist attack. Kerry was asked about it. Ive taken hits before in politics. Im not worried about that. This is not about me. This is about israel and vales right to defend itself. Spend 29 years in the United States senate and have 100 voting record thats pro israel. I wont take a second seat to anybody in my protection to the state of israel. Prime minister netanyahu himself said to me can you try to get a humanitarian ceasefire for this period of time. If it brnt for his commitment to it, obviously the president of the United States and i would not be making this effort. Either i take his commitment at face value or someone is playing a different game, and i hope thats not the fact. John heilemann, what do you think is really going on with the secretary of state being attacked for what hes trying to do. This government in israel is carefully at tuned to american politics, both the ambassador, Prime Minister netanyahu, they know how american politics work and they do things in a very careful and calibrated way. I think theres no doubt that i think they got out a little bit over their skis in some of the krit tim which was mostly on background, not directly attributed to anyone in the government. Some of that criticism was pretty fierce. The pushback from the administration was also pretty fierce. Youre seeing them trying to recalibrate now. They know they need to have some kind of working relationship with the administration. To use republican surrogates in a lot of cases to make these attacks and people in israel to attack kerry was a little too harsh. And there you can see them kind of carefully trying to recalibrate. Julie, im curious from your point of view what youre hearing from the white house. They were very upset at the kind of criticism kerry took a couple days ago. What is the mindset of the white house right now in terms of its relationship with the netanyahu government . We have heard over the last couple of days both publicly and privately some pretty harsh rhetoric from u. S. Officials aimed at the israelis. They think this is crossing a line to target kerry and even yesterday we saw a leaked transcript of a call between obama and netanyahu that was false and it was aimed at making the president look bad in this. The u. S. Simply doesnt understand the israeli strategy here. They point to the fact that at the u. N. Its the u. S. That is basically the only country that is standing by israel. The European Countries are increasingly losing their patients with israel, particularly as the civilian casualties in gaza mount. They say were the only ones that are standing with you and youre going to turn your fire on us. I think the question of kerrys relationship and how productive it can be Going Forward remains an open one, though i think youre going to see him continue, maybe not traveling to the the region in the next couple of days but certainly this channel between the u. S. And straeld is definitely not going to be cut off. Steve, what julie is saying, you wonder about the israeli political strategy is in the United States. The United States obviously is israels closest ally in all this. What is the value in ratcheting up pressure . What is the value in calling out john kerry specifically by name . I think the israelis are following their usual multipronged approach. They have a strong and effective lobby and are very good at arctic eighting their position. Its been hard of them because of the number of civilian casualties. I think they generally perceive rightly or wrongly that what kerry was saying or doing was so far over the line in terms of what they needed to feel in terms of his support that they had no choice but to go to the white house. Im going to turn to politics now. This is on the front page of the Washington Post. The corruption trial of former Virginia Governor Bob Mcdonnell. Opening statements have been read and the governors legal team is revealing a somewhat unusual defense. If you might remember, in january the mcdonnells were indicted on 14 counts of federal corruption after allegedly using the office of the governor to enrich themselves, accused of accepting 165,000 in gifts from this man, Johnny Williams, the former ceo of a Vitamin Company. The gifts included covering a 15,000 catering bill and a 1,000 dress for the mcdonnell doubter wedding. The couple were invited in vacations and golf outings and also alleges that the governor used his office to help williams eye business. Yesterday the attorney for mcdonnells wife marine say it is governor and his wife have been struggling through the broken marriage and Maureen Mcdonnells crush on the wealthy business is partly to blame. They claim Johnny Williams was larger than life calling him, quote, her favorite playmate. All right. We get the point. Obviously theres some sort of triangle here. Bob mcdonnells lawyer says williams used the rift between the couple to poison the marriage and take advantage of maureen. Theres personal emails where hes, quote, begging his wife to help save their marriage. This is an absolutely incredible story in some ways. You think about Bob Mcdonnell not even four years ago, widely considered a potential running mate for mitt romney ton republican ticket, someone who at the end of the campaign in 2012 is someone people thought would run for president. Bobs for jobs. Had been popular and successful in terms of the economic record. Very Successful Campaign at a very difficult time. Not a frontrunner, but somebody who could be a very credible aspirant to the oval office this time around. And now hes in tatters in every way, his personal life, his personal life being made public, the corruption charges themself that are very serious. Hes facing prison time if convicted on these charges. One of the most staggering falls from great height or a lot of promise to this place where he is right now. What i find interesting about these kind of things, and obviously they come in different flavors and sizes, that he was so selfunaware. I remember him debating whether a Highway Trust Fund was going to pass. So unaware you can be on the stage when all this going on. Democrat john edwards, its not a unique case. They come to believe their own. The couple has separate legal its very complicated. Separate legal teams coming to court. Well follow it. One of your least sites has questions that democrats are asking, why isnt the first lady out campaigning for Candidates Seeking Office . The first lady remains hugely popular. Some democrats want to see her out there on the stump. The first lady is the obama brand without the baggage. By far the most popular member of the administration and she can help in races almost anywhere. Lots of governors races, lots of senate races including kentucky for alison grimes. Shes been doing very little actual campaigning, very little fund racing. She did a video the other day for House Democrats where she said that people needed to be as passionate and hungry this cycle as they were for her and her husband in 08 and 12, that these races would be even harder. Over the years the first lady has mostly done get out the vote Voter Registration events, not campaigning for candidates. Theres so many place wheres she could be helpful, places that her husband cant go but they can welcome her. Democrats would love to see her more and theres a sneaking suspicion among democrats the fact that shes not going out more suggests she knows theyre not going to take the house which theyre not. She doesnt think its probably possible to break the dead loch in the senate. Is it really worth it for her to break away from her daughters, to go out for what she sees as a lost cause . John, isnt the answer to this question pretty simple. She doesnt want to. She never has wanted to. We wrote about this in double down in the 2010 midterms. The same issue arose, ram emanuel and others wanted her to campaign. The house was at stake. She did not want to go then. Her attitude at that point and still i think is shes more than happy to engage in politics when its on behalf of her husband directly. Shell do anything for him. Shes not that interested in congressional politics. She doesnt care that much about the democratic wing congressional wing of the Democratic Party. Could she make a huge impact . There was a lot of Democratic Senate candidates in particular and congressional candidates who feel their face rests on the ability to drive democratic turnout. Republicans are very energized. They feel they need africanamerican voters out. She is, as mike just said, extraordinarily popular with that coalition. Not only in terms of raising money but in terms of motivating voters. I think in very close races, if you were a candidate, you would want her to come out and try to help drive democratic enthusiasm to the polls. Mike, is it exceptional, though . I dont happen to recall laura bush out there on the tour bus campaigning for republican candidates. Shes got two girls. First ladies tend to avoid that. They focus on their issues, whether its literacy or other issues first ladies have had over the years. Mrs. Obama with her Childhood Obesity issues. As john is saying there, with hispanics, younger voters, the exact voters these candidates most need, she would be very helpful. Mike allen with a look at the playbook. Thank you so much. Thank you. He pointed out immediately he did not tan today. But he said today. Does that mean you did yesterday . No, no. Just clarifying. He also watches sharknado. Thats on tonight. I think its up for an academy award. Thing we can all agree on, republicans and democrats. Lets look at what appears to be a tight reelection battle this year against tom foley. An online poll that shows foley up by nine points. If you look at a quinnipiac poll, it show it is race to be a dead heat. What do you think its going on . I think it is a dead heat. It has been since we ran against each other the last time. I dont think its changed at all. Thats where it ended. Thats where it will begin after the republicans have their primary. Weve done really tough things. Connecticut had the largest per capita deficit. Of all 50 states we were in the worst shape. Since that time weve cut about 13 billion of longterm obligations out of the budget. Weve balanced the budget each and every year, gone from zero dollars in the Rainy Day Fund to approximately 400 million in the Rainy Day Fund. Weve done and made tough decisions including taking on tough issues like what do we do with our educational system when so many kids are failing thats a toughish dwru work with, teachers, administrators and parents. I dont shy away from the tough things. You have an obligation to do the best you can every day. You can also campaign on tristate area, im not being investigated. I thought that might come up. It is a tough job to be a may juror, i was a mayor for 14 years. People do things and get themselves or other people get them in trouble. Since were now talking about it some of your fellow governors, Governor Cuomo getting a lot of criticism. On this set over the past few days weve had dramatically different opinions offered on this topic. Some believe this is incredibly searing scandal for Governor Cuomo. Some take his side, the notion he appointed this commission, he has every right to disband it and theres nothing scandalous about it. Where do you come down on that case . The optics are tough. Lets be honest. You start a commission for a specific purpose. Having said that, and ive looked at the articles. I know theres an editorial today in the New York Times. I think that people who work for you do some screwry things. I think we saw it in new jersey and were seeing it in new york. I think the governor is paying the price. On the other hand, i think the public actually supports the governor on this. Albany has been a mess. I think i heard one of you say the other day its been a mess for the last 80 years. If you watch the movie lincoln, its been a mess for well over that. So i think hes in a tough spot. I think hes trying to manage it, and im sure he wishes people had handled this very differently. Julie pace . Governor, theres been some talk among democrats that one of the things that the president can do thats most helpful for the party is not necessarily just campaigning for congressional candidates but also being out there for governors. Im curious if you see him playing a role in your campaign and more broadly, what can he be talking about right now, what issues can he be pushing that you think would be helpful for your xwan and other democrats running for governor ships. As you probably know, we had the best rollout of aca or obamacare in connecticut, signing up over 230,000 individual, a very large drop in our uninsured percentage in the state. Were very proud of that. In fact, were getting hired by other states to take over their programs. He can certainly come to my state and talk about that issue any day till the cows come home quite frankly, because its appreciated the difference thats making in our state. The president has been had some rocky days. No doubt about it. I think fundamentally the American People and certainly people in connecticut understand hard work, diligence and that hes handling some tough issues, not the least of which is whats going on in gaza right now or whats going on in the ukraine. So i think people respect him, respect hard work. He may not be as popular as he once was, but i think people im certainly happy to have him come to connecticut. Governor, i know the Unemployment Rate in connecticut has dropped since youve got there. A lot of people are still struggling, out of work for a year, two years, three years. What do you tell them when you shake their hand and they say where are the jobs . What are you doing in connecticut . Were doing a lot around training and reeducation. I got thwarted on education by the republicans. I had a longterm unemployment bill that offered additional protections and support for the longterm unemployed. It got tied up in the last couple of days in the session by the republicans in connecticut. Thats unfortunate. Congress about to go on august recess. Steve, youve been looking at how much or how little this congress has gotten done. This is going to take forever because theyve gotten so much done. The list of things is endless. Lets talk about the list of things they havent done. Everything from the border crisis going on, a Highway Trust Fund about to run out of money, an xm bank about to go out of business unless we authorize better appropriations bills. In the face of all that, they have done not quite nothing but almost nothing as you can see from the charts comparing them to historic congressing. Here we are over here with the 113th congress having done this much, admittedly theyre not completely done yet. You can see theres a fairly steady line of decline. The last congress, the 112th passed 238 laws. These guys have passed 125 laws so far and on track to be even slower than that. The congress before this one passed 30 laws fewer than the fewest passed previously which was this congress right here which happened to have been the congress joe joined when he went to congress, it was after the gingrich revolution. For those of you who have heard of this famous donothing congress, out here, number 80, they passed over 900 laws. There are those who would say thats fine, why should Congress Pass laws anyway, all they do is cause trouble. The fact is we do have all these problems, not just these immediate crises, but also things like comprehensive Immigration Reform stalled while this deadlock goes on. The question is why is it happening . Obviously theres a lot of polarization in this country. Here is one way to look at the polarization in this country which is to take the senate and go back to 1982, and what the National Journal did was they graphed each senator based on their combined votes during this time. They showed, as you can see, that a number of the conservative senators, republican senators are voted over here on the left with the blue senators repeated times. As you get to 1994, you can see theres not very many of them. As you get to 2002, theres even fewer. By the time you get to 2011, theres absolutely none of them. When you have a senate that is so polarized, and we need 60 votes in order to pass anything. Nothing happens. Nothing happens. Finally lets talk about the public. The public plays a role in this. In theory the congress should reflect the public. So this is another survey made by the pew people that says where do people put themselves. You see in 199470 only 70 of democrats perceive themselves as more liberal than the typical republican. In other words, again, a lot of overlap. By 2014, 94 of democrats put themselves to the left of the typical republican. And if you look at the republican side of it, youll see basically the same thing, 64 in 1994, only 64 perceive themselves as more conservative than the typical democrat. By 2014, 92 perceive themselves as more conservative. We have a more polarized electorate driving a more divided congress and they are going on recess this friday for five weeks. That trend is going in the wrong direction, not in the right direction, in terms of polarization. In terms of polarization, in terms of the votes, in terms of them getting in theres not one single piece of i think what any of us would view as significant legislation thats passed this year. Okay. Secretary of state john kerry defended his efforts to broker a ceasefire after senior israeli politicians krit size his efforts. This is not about me, its about israels right to defend itself. The European Union and the United States have announced tougher joint sanctions against russia. In what has become the biggest eastwest confrontation since the cold war. Its not a new cold war. What it is is russias unwillingness to recognize ukraine can chart its own path. We have no plans to impeach the president. Its all a scam started by democrats at the white house. Msnbc political analyst and visiting professor, former democratic congressman harold ford, junior and nbc chief foreign Affairs Correspondent Andrea Mitchell and host of the daily rundown chuck todd. We have a lot going on this block. A lot of political news coming up in just a moment. But first, russia is facing tough new rounds of sanctions this morning that target everything from its Energy Industry to its stateowned banks. Both the u. S. And eu hit moscow with new economic punishments over its on going support of the rebellion in eastern ukraine. The new sanctions include an arms embargo, limits on capital for stateowned banks, the oil industry and restrictions on defense companies. Its seen as a serious move from the European Countries, many of whom have had close economic relationships with russia. Still the Russian Energy giant gazprom was largely left off the hook. President obama was asked yesterday if the International Pressure ton kremlin represents a throwback to the 50s . Is this a new cold war, sir . No. Its not a new cold war. What it is is a very specific issue related to russias unwillingness to recognize ukraine can chart its own path. Top Administration Official suggests the International Community may wait for a while to let the impact of these sanctions set in which could be, as rattner pointed out, quite a while. Joining us from washington, david cohen, undersecretary for terrorism and Financial Intelligence at the u. S. Treasury department. Thank you very much for being on the show. Good morning. What is the impact of these sanctions, at least the nearest and clearest impact they will have . As you noted, the sanctions that were announced yesterday by the United States with the eu following suit address russias access, the major russian bank access to capital, the capital they need to continue to operate. Important technology for the Energy Sector and the arms industry as well. What weve seen in the sanctions that weve been applying over the past several months is that we have both a direct impact on the targets of our sanctions and a broader impact on the russian economy. The russian economy which was slated to grow this year by all estimates is now right on the precipice of a recession. I have seen some reports indicating that theres now analysts suggesting that the russian economy may tip over into recession. Theres a very broadbased impact on the russian economy from the actions were taking as the market really takes a look at this and is punishing the russian economy for the actions that president putin is taking in eastern ukraine. Willie . Mr. Cohen, its willie geist. Vladimir putin has pretty much brushed off previous sanctions. He went into crimea. Why do you think this time will be different if you do . Importantly, the impact on the russian economy continues to mount. With the eu now following suit, doing much the same that we have been doing, going after the russian financial institutions, going after the energy companies, that will i think only intensify the impact on the russian economy. Its only so long, really, that any leader including president putin can ignore the impacts, the broadbased impacts on their economy. So i cant get into president putins mind. This is for him and his advisers to decide. I think what we are trying to do is make it as clear as possible that so long as russia continues down this path, the costs will continue to mount. David cohen, undersecretary for terrorism and Financial Intelligence for the treasury department, thank you very, very much. Other big story this morning in terms of Foreign Policy is the middle east where the fighting continues as the u. S. Looks to offer strong support to israel while pushing the jewish state toward a ceasefire. So far secretary of state john kerry hasnt had much success on that front. Hes been criticized by senior officials in jerusalem who are quoted as calling the u. S. Proposal a, quote, strategic terrorist attack. Andrea mitchell, you asked secretary kerry if the criticism is hurting his ability to find a diplomatic solution. Take a look. Look, ive taken hits before in toll ticks. Im not worried about that. This is not about me. This is about israel and israels right to defend itself. I spent 29 years in the United States senate and had 100 voting record pro israel, and i will not take a second seat to anybody from my friendship or my devotion to the protection to the state of israel. Prime minister netanyahu himself said to me, can you try to get a humanitarian ceasefire for this period of time. If it werent for his commitment to it, obviously the president of the United States and i would not be trying to make this effort. Either i take his commitment at face value or someone is playing a different game here. I hope thats not the fact. Andrea, is thats whats going on . What is going on here with the secretary of states efforts . Well, the breaking point seemed to be when he went to paris and talked with the gutries and the turks and not the egyptians. Hamas turns to qatar and is protected by its sponsor of qatar. Considerry thought and perhaps this was th was tactically wrong. Kerry thought he had to deal with them to get through to hamas. We dont deal with them directly. Theyre still listed as a terror organization. He thought by going to paris and giving some credibility to the gutries he would be closing the circles. It turned out to have backfired. In israel it just caused an explosion. The Israeli Security cabinet was very critical and suspicious about it. The key here is that 87 of israelis according to their polling dont want a ceasefire. They want to see this done. They dont want to revisit this again. They want to have a military solution whereas the un and the u. S. Say there is no military solution, you have to have a ceasefire. John heilemann. Chuck, i want to ask you about this and put it in a slightly broader context. The relationship between the Obama Administration and netanyahu government has been strained, to put it mildly, over the course of the whole administration. The people in the white house ive talked to over the years have always been very frustrated by the negotiation that people in israel say they are not friendly enough towards israel when they stand up for israel over and over again at the u. N. Over palestinian statehood. Again, in this context, much of the world has been much, much more critical of the israeli actions here. I know the white house is not happy with whats happened in the last couple days. Take us inside the white houses thinking about how the netanyahu government is treating secretary kerry in its public comments. I tell you, i get a lot of eye rolls rather than comments when you have this conversation. Youll get a raised eyebrow. Theyre very frustrated because, as i had a few aides say to me, were israelis only ally here. Were the only country in the western world that is standing up for israels right to defend itself and supporting its right to root out the militant elements of hamas. So thats where this frustration is. They dont understand why there isnt a back if theyve got complaints, do it quietly. But this decision to just do these leaks into the israeli media, humiliating john kerry, frankly, on the world stage, if they did over the weekend. So there is a lot of frustration. Look, both sides have made efforts to improve this communication process. The person that Prime Minister netanyahu gets along best with the Obama Administration is a man by the name of dan shapiro, he was in the National Security council. They made him a u. S. Ambassador to israel. In return in many ways netanyahu wanted to clear up any communications process. What did he do . He appointed one of his closest aides to be ambassador to the United States, ron determiner to try to fix this. Both sides are trying to fix this communication gap. But boy, this is really bad right now. The distrust is growing. Speaking of disstruft, lets talk about politics here at home. Accusations are flying in washington eefr just who is pushing talk of impeaching president obama. One thing is certain at this point, democrats are certainly profiting from it. Majority leader harry reid took a jab at gop colleagues when announcing a new va reform bill. He says its a much more important issue than suing or impeaching the president. Isnt it good that were talking about this rather than impeachment of the president or suing the president. Look in the papers today. The American People are totally opposed to this. Not long after that House Speaker john boehner insisted his caucus holds no such plans. This whole talk about impeachment is coming from the president s own staff and coming from democrats on capitol hill. Why . Because theyre trying to rally their people to give money and to show up in this years election. We have no plans to impeach the president. We have no future plans. Listen, its all a scam started difficult democrats at the white house. These headlines yu can take a look at, the democratic krongal Campaign Committee raked in over 2 million this weekend. A recent cnn orc poll show onethird of americans believe the president should be impeached with 65 saying he should remain in office. Harold, you had josh yesterday making a list of names of people who have called for the president a little bit of a tit for tat going on and i think both sides are playing to their base. Its obvious will the speaker wants to get beyond this. It was his party to suggest that democrats would be the ones trying to drum up support for impeaching the president is as nine. I can understand where the people is coming from. He wants to move beyond that. They should be talking about how to reform the tax code, how to reform the va. But to suggest democrats are the ones drumming up this is not only assanine. Fi theyre profiting, theyre taking advantage of a stupid idea floating out there. This all goes back to one of our favorite people in the world, sarah palin, who started this impeachment talk. Doesnt she have a new network . New television network. Eager to see what that programming will be. Harold, here is the question. Theres another side of this argument which is to say its true that republicans started the conversation. Its also true that i believe a poll came out that said 57 of the Republican Party is in favor of impeachment. But the white house knows that there is no actual, among elite republicans boehner is right, republicans in the senator house have no appetite for impeachment. Are they right or wrong should they be taking the high ground and just dismissing this . Or did they kind of ask for some of the criticism theyre getting now by diving in, taking advantage, exploiting, raising money. Boehner is right about that. Democrats sf. Yes. I think the democrats should, but they didnt raise this. The question is how do they respond . Whats the right way to respond . Do you cant lipz on it and drive the temperature up to raise some money or do the more tell rat thing . You do more raising money and playing politics. Its not the democrats that want to do this. You would imagine democrats would try to capitalize on this. At the end of the day, i dont blame Speaker Boehner for running away from it. He doesnt have an agenda to run away from to. To answer your question, the dccc over the weekend ralzed 2. 1 million partly using this impeachment. They have stirred it up. Guys, both parties, when nobody shows up to vote in november, when its this awful base election, this is the most cynical. Boehner is up there with this ridiculous lawsuit. The democrats, josh ernst sitting at the podium trying to tick off names of, ooh, look at republicans who want impeachment. Its not serious, the lawsuit is not serious, the impeachment talk is not serious. This is playground stuff. I think this is embarrassing. This really is embarrassing. I think the white house ought to be embarrassed for how theyre trying to play this. Boehner, the idea hes saying were not talking impeachment and the lawsuit, thats about placating the impeachment caucus and his own party. The leaders for both parties are drive away people from the polls, driving people away from politics. This cynical. Its ugly, its disgusting. And congress is going home in a couple of days for five weeks, those not going on expensepaid european vacations. Im sorry. Its out of control. As Steve Rattner pointed out andrea and i are going populist here. Were going to burn down washington. They go home having accomplished so little. They deserve five weeks off. Theyre all complaining about tax conversions and the need to change it. Yet theyre going home and doing nothing about it. Absolutely nothing. Including the white house. All theyve done is offered what the other cannot accept. The fact they wont come to the table and try to figure out how to come up with something that both sides can accept how can you not figure out agreement on Corporate Tax conversiontion and this is not hard. I think the reason they want to talk about it my 7monthold cannot talk, but i think she can get with your kids the first ones coming out of your 7montholds mouth is tax conversions. Why cant something be done . Chuck, did you see im sure youre following house of cards season three or the im confused. A governor, a wife who has a shady relationship with a businessman brings down the governor. I cant wait for tomorrow she doesnt have this hair download the episode now. Turning to the corruption trial of former Virginia Governor Bob Mcdonnell. Opening statements have been read and the governors legal team is revealing an unusual defense. The mcdonnells were indicted on 14 counts of federal corruption after allegedly using the office of the governor to enrich them sells, accused of accepting 165,000 in gifts from this man, Johnny Williams, the former ceo of a Vitamin Company. The gifts including covering a 15,000 catering bill and 1,000 dress at the mcdonnell daughters wedding. The couple were invited on vacations and golf outings. The indictment alleges the governor in turn used his office to help williams business. Yesterday the attorney for mcdonnells wife maureen said the governor and his wife had been struggling through a broken marriage and Maureen Mcdonnells crush on the wealthy businessman is partly to blame and, quote, Johnny Williams was larger than life to Maureen Mcdonnell. Bob mcdonnell, his lawyer said williams used the rift between the couple to poison the marriage and take advantage of maureen. The defense claims the governor himself will take the stand to read personal emails to back up this argument. Its painful to hear. Oh, my god. Its an incredible story. Chuck, weve talked about this earlier this morning. An incredible fall from grace, Bob Mcdonnell. A guy who was a very successful governor of virginia, potential running mate for mitt romney, somebody that might run in 2016 with a reasonable chance. Now embroiled in this horrific scandal, personal and financial, possibly heading to prison if convicted. What is it the question that Steve Rattner asked earlier was, how can a guy like this live in such a bubble of delusion to be able to continue to act the way he acted through much of this time, right up until the day he was indicted . What is it about the character of politicians i said it seems like john edwards to me. Talk about the psychology of a guy like this . The cashing ser of survival, right . Youre on the precipice of success. The guy was a very good governor in virginia. Here he was working on both sides of the aisle pretty well. Did he run for reelection even with the scandal hovering over his head, i think there was a 50 50 chance he would have run if he had the ability to run for a second term. People approved of the job he was doing. So it was i guess if youre to believe the Maureen Mcdonnell defense, which is so then you can stort of piece together this whole puzzle, like how did Bob Mcdonnell allow all this to happen, he has to do whatever it takes to make sure she doesnt break up his marriage, mess up his own political career. So he lets her do whatever she wants to do which i guess is why this is the defense. It ends up being exculpatory potentially for both of them conveniently, the governor is trying to prove there was no romantic relationships between Maureen Mcdonnell and Johnny Williams. It is all about survival. John, you and i have covered plenty of politicians where ultimately why do they end up getting in trouble with spouse issues . Its about theyre afraid of the spouse blowing up their political career so they let the spouse run wild. Andrea, arent you always amazed at these otherwise smart people with highpowered jobs who make good decisions who throw their careers away, perhaps a National Career in Bob Mcdonnells case, over a launch party at the Governors Mansion for a Vitamin Company . Nobody stopped and thought this through. Its amazing. It is amazing. This defense that there was a crush and a personal relationship and a failed marriage, im reminded not just of john edwards but all the way back to when i was a local reporter covering the governor of maryland on trial, there was a girlfriend, there was a wife. The wife locked him out of the Governors Mansion. There were corruption charges. It turns out his conviction was overturned by the supreme court. This was marvin mandel. It was incredibly colorful and this was in the 1970s. My gosh, deja vu all over again. Painful unraveling. Andrea mitchell, thank you very much. You called it unwarranted. What do you think is behind it in the quest for a ceasefire ultimately . First of all, its not the Prime Minister driving it. You have to understand who is making the criticism and where its coming from. There were two journalists who i think had the most withering criticism of the Prime Minister. To believe that netanyahu is writing talking points this is the Israeli Press speaking. We have a free country. Theres a lot of debate within israel. As andrea said earlier, 87 of the israeli people are against the ceasefire. So my sense is one of the reasons why the secretary had a problem not from the Prime Minister but from the public was that he was trying to advance a sustainable seize fire and we appreciate his efforts to do so. The Prime Minister appreciates both what president obama and secretary kerry have said and done about israels right to defend itself and also their effort to advance a sustainable ceasefire. This is definitely not coming from the Prime Minister. Ki assure you of that. What is netanyahus strategy in terms of trying to get to a place where we can be at a ceasefire . I look at some phrases hes used, a mans got to go what a mans got to do and calling this in most cases, this is the most just war. How does that play into the prospect for a ceasefire coming any time soon . Well, as for a just war, i cant think of a more just war. Hamas is no different than al qaeda. You can imagine what america would do if you had twothirds of your people in bomb shelters and you had an Al Qaeda Organization firing 2500 rockets from contiguous territory at your country. You can imagine what the American People would want their government to do. We are dealing with an organization, mika, i want to remind you, this Organization Hamas was dancing on 9 11 when thousands of americans were dead. They condemned the United States for the killing of osama bin laden. As to the question of a ceasefire, we want to achieve three things. The first is cease the rocket attacks. The second is we have to destroy the terror tunnels used to dig under our borders, come out from the other side and kill sive soldiers and civilians. Thats not a threat israel is prepared to live with. Weve uncovered dozens of these tunnels and we will destroy those tunnels with or without a ceasefire. The third thing is a longer term issue where after weve achieved a ceasefire, we have to ensure its sustainable, were not just in another round and another round and another round. To do that we have to prevent hamas from rearming, from taking the concrete and iron and Everything Else that should go to improve the lives of the people of gaza and to use it to fuel its war machine. We have to have mechanisms in place after a ceasefire to ensure that we dont have a fourth round in seven years. Weve had three rounds in six years. Its porptd to us to get a sustainable ceasefire. John heilemann. Mr. Ambassador, there are a lot of people in the last few days in the United States, and i know youre reading a lot of media coverage, a lot of friends of israel who have written and talked about a theme, which is the notion that israel is losing this war even as its winning this war which is to say losing it in the political sense even as its winning it in the strategic and military sense. What do you think of that line of argument . This is something advanced by people historically great defenders of israels right to defend itself. Does that line of argument make any sense to you . Do you think theres any truth to it . I think what its based on is you see these pictures which are heartwrenching pictures to anybody, whether youre a parent or not. You see a child who has been killed in war, these are very, very hard things to look at. And i think people are concerned that over time this undermines support for any country. So i understand the criticism. But i think whats important to realize is that hamas, this Organization Uses its own people as human shields. They put missile batteries in hospitals, weapons depots in mosques. Theyve been caught three times using u. N. Schools to store rockets. Israel is faced with this impossible situation where were facing an enemy that fires at us, hides behind the own civilians. Even the most surgical strikes we can have, even if we do everything to keep civilians out of harms way, dropping leaflets and making phone calls and sending Text Messages and doing things that im not aware of any army in history doing these things, particularly when were under attack from 2500 rockets, even if we take such great care, youll always have civilian casualties. Whats important is that the outrage of the world for these pictures which is legitimate, and any decent person should feel a sense of outrage, that should be directed at hamas and not at the state of israel thats defending itself. Ambassador, there have been obviously this tension between some parts of the american government. Some parts of netanyahus government. It appears theres somebody inside the netanyahu government that is leaking in some form or another to make the United States look like its not being a good partner to israel. You have said, the criticism of secretary kerry is unwarranted. Is this a is there somebody, is there a rogue element inside the Prime Ministers office thats doing this . Yesterday you had a leaked transcript of a phone call that turned out not to be true. Somebody is playing games here, are they not . How concerned are you about this that its going to hurt the relationship . First of all, the leaked transcript came from an american source and not an israeli source. It was totally false, a gross distortion of their conversation, the Prime Minister and the president s conversation, both in style and substance. I can assure you that the conversation was one be fitting of two allies speaking together at a critical time to achieve a Common Objective of a sustainable ceasefire. As for leaks in israel, we have a coalition government. People have to understand, this is a very rambunctious democracy in israel. Also understand the criticism within israel, i have to tell you because i follow what happens here in the United States, the criticism that you have of one another in the United States is nothing compared to what happens in israel. Ifrm a few years ago you had a congressman who called the Prime Minister a liar or said you lied during the state of the union address, and people were rightfully appalled by that. We in israel were watching it the next day. I told my Prime Minister colleagues, if i could get them out ofbate with only one member calling him a lirks they would give me the israel prize. The rules in israel are very tough people to govern, very critical, ill tell him, look, what do you want . Moses split the sea, went for 40 days and 40 nights and got a golden calf. Its a pretty tough society to run. I think the criticism youre seeing is a country at war, a free press. I can only speak on behalf of the Prime Minister and tell you how much we appreciate what both president obama and president kerry have done and are doing to the state of israel. The reason i thought we ought to talk this morning is because in our conversations i have the impression that you dont know everything i know and it makes it very difficult for you to make judgments that only you can make on some of these things. I thought that was a 1973 recording of then Legal Counsel to president nixon john dean warning his boss of the cancer growing in the white house in the midst of the watergate scandal. John dean is out with a new book the nixon defense what he knew and when he knew it based on his findings after listening to about 1,000 hours of watergate teeps, including listening to yourself. Do you remember that moment when you were explain that to him . Very well. How did you see him responding. I used that metaphor to make sure i had his attention that morning and i had his full attention. There was a confluence of events where he wanted me to write a bogus report. There was new demands for money from the defendants. I thought it had to end hoped he would have his fist come down on the desk saying we had to stop this. He had answers for everything and wasnt willing to stop it. Interesting perspective you have in the face of some of the key moments in history and standing up to the person you work for and saying, look, weve got to deal with this. A lot of people cant do that. A lot of people are critical of the present times right now. Four years of listening to hundreds and hundreds and hundreds of hours. I set out to try to find out how somebody as savvy as nixon could make the mistakes he made that destroy his presidency. I literally had to go through everything from day one until they pulled the device out. John heilemann. You testified in 1973 before the Senate Committee and you talked about how you had said to nixon, theres a cancer on the presidency and if you dont get rid of it, it will kill the presidency. You found out over the course of this research that by the time you talked to him and said those things, he was fully aware of pretty much everything. That morning i wasnt quite sure how much he did know. I now know that he knew almost everything i had to tell him and he was stringing me along and trying to see my reaction. That night when he enters in his diary, i also found that i was over emotional. I was frustrated. I could hear myself sighing, im just not able to persuade him. In my early 30s at that time, you only push so hard with the leader of the free world. It didnt work. You were getting nothing. Nothing. Lets play a portion of president nixon, this is in 1973, talking to former u. S. Ambassador to greece tom pappas who was giving financial assistants to watergate defendants. John, you say this conversation would later haunt president nixon in the face of watergate. He clearly knew he was selling an ambassador ship at that point. He was set up by halderman telling him what pappas wanted. They wanted a new ambassador in greece. Pappas didnt. Pappas was helping out. He had cash and thats what they needed at that point in the coverup. Nixon himself was lending a hand. One of the reviews i read of your book over the weekend said the interesting question is we still dont know who ordered the breakin and why, what were they looking for . What was the whole point of it. After all your work, whats your answer . I think we do know. What i tried not to do is draw a lot of conclusions myself. Its clear gordon liddy and howard hunt and the team that set up the entry had been given that permission from the outset. They did it. They bungled it. Permission from whom . From mitchell and mcgruder. Mcgruder told them, now its time to move. They did it. It was not working. Mitchell picks up the phone, calls liddy, tells him hes not doing this is not worth the money and liddy on his own initiative goes back in a second time. The curious thing is, that wasnt their goal that night. They were actually going to mcgoverns headquarters. Had it been very different and they got arrested in mcgoverns headquarters, i can trace that in recordings right back to the oval office where nixon is asking they put a plant in the office. Nixon that might have been just a secretary, a driver, what have you. Nevertheless, that would have led right back to the oval office. The book is the nixon defense. John dean, thank you so much. Secretary of state john kerry defended his efforts to broker a ceasefire after senior israeli politicians criticized his efforts. This is not about me. This is about israel and israels right to defend itself. The European Union and the United States have announced tougher joint sanctions against russia. In what has become the biggest eastwest confrontation since the cold war. Its not a new cold war, what it is is russias unwillingness to recognize that ukraine can chart its own path. Today House Speaker john boehner tried to douse the flames of impeachment. We have no plans to impeach the president. Its all a scam started by democrats at the white house. Israels Defense Forces have authorized a temporary fourhour humanitarian window in the gaza strip. It follows a fierce wave of fighting. Five mosques were targeted today amid claims they remember being used by hamas militants. It follows obviously days of air strikes, which weve been covering in gaza, which knocked out a key Power Station and parked huge fires. Theres talk of another attempt at negotiations in cairo, but signs there of disagreement or confusion within differing elements in the palestinian leadership. But again, a fourhour humanitarian window is at least something. Joining us now from gaza, nbc news Foreign Correspondent ayman mohyeld mohyeldin. Ayman. Reporter good morning, mika. The humanitarian truce that israel is putting in place is actually going into effect just now, just a few minutes ago. It was actually something that developed very quickly. It seems to have been at least a unilateral decision by the israel military. However, they did stipulate two very important points. One, that areas where Israeli Soldiers are still operating, which means inside gaza, they will continue to operate. And israel will respond to any attempt to harm israeli civilian life that may be emanating out of gaza. So they have clarified that. But others are looking at this as a possible window, an opportunity that perhaps this could be extended and create an atmosphere of a rolling ceasefire for longer periods of time that can pave the way for something more substantial. But s but today has also been a violent day. There was an attack at a u. N. School that killed at least 15 people. The United Nations has told nbc that their initial investigation leads them to believe it was an israeli shell. They selected shrapnel from the scene that they say is evidence it was an israeli shell. Israel is investigating the incident and that it was simply returning fire in the direction of the school where Palestinian Militants were firing from within the vicinity of it. Nonetheless, as weve seen time and time again, both sides have an argument to be made about what is happening on the ground but at the ending of the day it is the civilian population here in gaza that is paying the price, as we saw earlier. John heilemann. Ayman, the question i have is whether there is any connection you know of between calling for this fourhour cessation and the bombing of this u. N. School. Thats not the first u. N. Facility thats been hit in this siege and its generated a fair amount of criticism already. The previous ones had too. Is there a tangible connection between these two things that you know of . Reporter john, thats a very good question. In fact weve seen a similar pattern in the past where when there is an incident that is to say the least controversial, weve seen the israeli military respond with similar gestures of a humanitarian ceasefire. Perhaps to allow for some of those people that were in that school and elsewhere to try to regroup, to try to treat some of the wounded and evacuate them. But nonetheless this is in the eyes of some people here an opportunity maybe to create a window for a longer ceasefire. Theres no indication that the truce was a direct result of that, but no doubt the military is reviewing it according to the idf and the United Nations is following up with its own internal investigation before they make their final findings public. That may not happen any time soon. It may be even after the war is concluded but for the time being that ceasefire will be welcome news for a lot of people here on the ground. Ayman mohyeldin, thank you very much. Now to russia, which is facing tough new rounds of sanctions that target everything from its Energy Industry to the stateowned banks. Both the u. S. And the e. U. Hit moscow with the new sanctions, the new economic punishments over its ongoing support of the rebellion in eastern ukraine. The new sanctions include an arms em barring oerks limits on capital for stateowned banks, the oil industry and restrictions on defense companies. Its seen as a serious move from the European Countries, many of whom have had close economic relationships with russia still. The Russian Energy giant gasprom was largely left off the hook. Joining us from capitol hill, we have republican congressman ed royce of california. Congressman, thank you for being on. Mika goo, good to be with yo it will take some time for these sanctions to have an effect. How crippling do you think this move is, especially considering the fact Vladimir Putin has scoffed at the sanctions publicly. Well, it certainly hits the capital markets, the stock markets there and its causing inflation. But i think part of this also is an additional warning. I think the europeans have gotten nervous about the artillery fire over the border and the armor that russia is massing on the border, and i think that their concern here is to now send a message that, hey, were serious about this. You cannot send Russian Troops across that border. Youve got to quit firing artillery across the russian border. So i think that this is very serious in terms of the consequences on the russian economy. Steve. I think theres no question that the europeans are acting more strongly than certainly they were a couple of weeks ago. I think the germans have gotten a lot of religion on this subject. But one thing that was not in this agreement that many people take as a less robust signal of the european commitment is that the french were not asked or did not agree to stop delivery on these two assault ships they are building for the russians. Do you view that as a significant omission from this . It is. And my colleague, elliott engel, the Ranking Member from new york, has been trying to work to convince the United Nations to purchase those. In fact the sanctions go forward and do not include contracts already in force. Thats the way the french wrote that particular agreement or carveout. And its unfortunate that we dont have the unified support that wed like to see. But nevertheless, that said, this is going to severely constrict and cause a contraction on the economy in russia, put a lot of leverage into negotiation overall. But then again, the question will still be does it change Vladimir Putins intentions and overall strategy. It will impact a lot of people around him, mika. My brother, ian, testified before your committee yesterday. Heres what he had to say about putins objectives. Take a listen. His vision is to recreate russian influence over the sphere of the former soviet union, including its the warsaw pact for that matter. Whats particularly disturbing is the reintroducing the principal of russian sovereignty. That russia has a unilateral right to go in and redraw borders simply because there are ethnic russians living across those borders. Thats incredibly dangerous. Wow. We were just talking about his accent, but the actual what he was saying is frightening when you think about this day and age what his intentions are and what it appears to be that he is looking for. It doesnt even match sort of the times that we are in in terms of our relationship. We should be farther along. News has documented his attempts at russian nationalization. And the world has rewarded that in some degree by the fact that he was able to have the world attention for the olympics. Hes also going to have the world cup coming his way as well. So the world continues to give him this larger platform to encourage that type of russian nationalization. But heres the thing. So the most encouraging thing, it would seem to me and ill ask the congressman about it in a second, some of the reporting in the New York Times today that suggests for the first time the russian business sector is starting to put pressure on putin because in fact they are worried about these sanctions and they see that it will have a constricting effect on their ability to do business, they are part of the global economy. Society question for congressman royce, do you see any republican dough in window in that that. Putin has been doing this balancing act but also managing to keep the industrial sector on his side, that maybe thats starting to crack a little bit now as these sanctions bite, that the business communities can put pressure on him to change course. I think thats an excellent point, because 52 of the budget of the russian government frankly comes from their profits from the Energy Sector. And what europe is doing is blocking the transfer of that technology into russia to further expand the Energy Sector. So that thats going to impact such a large share, gasprom is such a big share of the russian market itself, stock market. So, yes, it will impact the economy greatly. And the other thing thats beginning to have an impact is that sources of information are coming into russia. We passed legislation to broadcast again, like we did with radio free europe, Radio Liberty in the 1980s, to broadcast in the truth in russia about whats actually happening to offset some of that propaganda, and that also will undercut putin. Now, if it passes, democrats could try to attach the immigration overhaul that passed the senate last year. Its great to have you here. Thank you. I want to talk to you about what you have going on with cornyn called the humane act that youre trying to put forward. I just want to show a recent poll that was conducted by the a. P. How americans have been responding to the border crisis, really gives an indication of the temperature of the country on this. The question being does the u. S. Have a moral obligation to offer asylum to the children who are coming across. 53 said no, 44 said yes. The other question is should children fleeing violence be treated as refugees . 52 said no, 46 said yes. So this would amend the 2008 antitrafficking law that was put into effect as something constructive, however, this influx that weve seen has had unintended consequences. So explain how exactly you consider this to be humane. Well, first of all, we keep every due process under the Human Trafficking act. All Legal Protection are left there, except we give the individuals a hearing date before an immigration judge where they can have an attorney present their evidence and instead of waiting three to five years, theyre going to have it faster so they can have a hearing. And what were trying to do is keep the provisions of the Human Trafficking act, but were going in a surgical way to get rid of that loophole that the smugglers have taken advantage of and thats all were trying to do. So its keep the protection, keep the due process, have a hearing faster and get rid of the loophole that the smugglers have found a way to take advantage of. Congressman, as you know, whether your idea works or it doesnt work, the fact is that there has become increasingly strong opposition within the Democratic Party to any change whatsoever in the 2008 law. Youve already had several senior senators on the democratic side come out against changing the law, the white house wont take a position at the moment. So how do you handicap or how do you assess the probability that youll be able to get enough support from your own party to get this passed . Well, keep in mind that president obama on a letter to the congressional leaders on june 30th asked for money and he specifically asked for a change to address this particular issue. He has now taken a more neutral position, which is unfortunate. Number one. Number two, secretary johnson has been very, very steady. He wants the resources and he still wants to change the 2008 law. Even democrats like secretary Hillary Clinton has said weve got to do a complete package, resources and have a change in the policy, and you have democrats both in the house and the senate that have also come out on having resources and policy change. The nations top doctor is calling for immediate action to reduce the rate of skin cancer based on a report that found that the rate of melanoma increased more than 200 from 1973 to 2011. What is going on . Joining us now from washington, rear admiral Boris Lushniak who is the acting Surgeon General. Its really, really good to have you on the show. Admiral lushniak, first of all, these numbers are skyrocketing. I thought there was awareness about the dangers of skin cancer that was effectively being messaged from the government in all forms of society and yet we still have such incredible numbers. Thats one of the reasons were putting out that call to action. Its really to reaffirm that message thats already been out there, which is in essence ultraviolet radiation is a known carcinogen and people really need to be careful with their exposures to that. Well get to tanning booths in just a second. We sort of made our opinions clear here. But in terms of going to the beach and people spending hours and hours at the beach and that pastime apparently still happens, but are sunscreens not working . Because i know there have been different reports out about their effectiveness. A lot of people are wearing very high numbers of protection and yet still have these high numbers of cancer. I think part of the issue is that sunscreen is not the final and only answer to all of this. This really is a combination of things. First and foremost as the acting Surgeon General we really want people to be outdoors, to be physically active, to get out and live a healthy and fit lifestyle. But when youre out there, what you need to be doing is protecting yourself from ultraviolet radiation. So wide brim hats, putting on sunglasses, putting on protective clothing. Yes, using those sunscreens which need to be Broad Spectrum sunscreens with the least Sun Protection factor of 15 or higher and seeking shade when possible. In addition its the whole issue of reapplying that sunscreen. You really need to reapply it when you sweat it off or it gets off. Certainly every one to two hours and using enough of that sunscreen. You need to use two tablespoons, about one ounce, to cover the body completely. So a lot of that messaging needs to get out to reaffirm the fact that once again we need to prevent these terrible skin cancers. But that flies in the face of, John Heilemann, people going to the beach and getting tan, which is what they do. But not you, mika. I know that. Weve ascertained that, that im not a beach goer. Or a tanning bedder. This is what people do. Although as the Surgeon General says, if they are properly sunscreened, they can take care to prevent getting melanoma. I think people are completely missing the point. I think they cannot go and become exposed to the sun for hours and hours and hours and not expect for them to be ramifications. Youre doing a great job on the Public Education campaign. I want to ask the Surgeon General a different question. These are not totally related but im curious about your position on them. One is ecigarettes, a huge trend in america. You see them everywhere. Thats one question i want to ask you about the Health Questions of that relative to something thats been in the news in the last few days here in new york with the New York Times coming out in favor of legalizing marijuana. Which of those two things, ecigarettes or marijuana do you consider a Greater Health hazard for the american public. I think comparing those two is comparing apples and oranges. Let me start with the ecigarettes. This year were commemorating the first report on smoking. 50 years ago they said smoking is bad. Years later they said nicotine is as addictive as heroin. In the midst of all this, weve issued another Surgeon Generals report for the 50th anniversary saying that weve made headway regarding tobacco use, but we still have a long way to go. Still 480,000 people each and every year die from healthrelated effects from tobacco use. Ecigarettes right now, and part of the job of the office of the Surgeon General is to take the best science available and communicate it with the american public. The data is not in on ecigarettes. We know that burned Tobacco Products have 7,000 chemicals, 70 of which are known carcinogens. Ecigarettes still contain an addictive product and i dont know the longterm Health Effects of that addictive product. Regarding the legalization of marijuana, that is obviously a state issue but as acting Surgeon General of the United States, i am concerned of having yet another product out there that, first of all, is for the most part introduced through the respiratory route. Its breathed in and can cause respiratory problems. The second component, although the numbers are small, roughly around 9 , but it is potentially addictive. And it does something that changes, obviously, cog in addition and thinking process so were not going to condone the use of marijuana and the jury is out on the ecigarette issue. Thomas. Sir, with the ecigarettes and as you say the jury is still out. Much clearer, harder facts are in for nicotine use, but would it be your offices recommendation that for people that are interested in trying to quit smoking that using an ecigarette is a way to gradually try to taper off, to get to a healthier lifestyle . Well, you know, and again, 70 of current smokers tell us that they want to quit, so we certainly want to encourage people to get off burnt Tobacco Products. Right now there are nicotine replacement therapies that are fda approved that are approved for being safe and approved for being efficacious. That is they work. So we really want people to get off of all these addictive products using the fda regulated products that are currently out on the market. Joining us now, eamon javers with a new fourpart investigative series collision course that looks at the series of crashes involving longhaul trucks. We found trucking is the backbone of the American Economy but there can be a really high human cost to all of that business. What we found is nearly 4,000 americans are killed every single year in horrible truck crashes. More than 100,000 are injured in those accidents. When you talk to the families, you hear some horrific personal stories. We talked to dan lindner, a man who lost his wife, his two boys and his motherinlaw in a fatal crash. We talked to him about the moment that he actually heard the news from the police. Take a look. Unfortunately, my wife had died and i immediately said my boys. And she said, no, everybody in the vehicle perished. According to the police report, dans family was approaching stopped traffic when they were rearended by a semi truck operated by Freight Company millis transfer. These accident photos show billowing black smoke clouds and the burnedout shell of a truck. The minivan was so badly burned and crushed that its remains could hardly be scene. The driver was driving at an unsafe speed. That mistake not only killed dans family but also the driver himself, clyde roberts. John pappan is a plaintiffs attorney who represented dan lindner in his lawsuit against millis transfer. He had seven warnings from his safety manager. They didnt do anything about it. Guys, thats part of what we find here is that these Trucking Companies are under so much pressure as the economy improves, theres a real hiring effort on and a lot of them, unfortunately, are hiring anybody they can get and not doing all the Due Diligence they should be on the drivers safety record. So thats one thing that needs to improve. Of course the industry says Passenger Car drivers are to blame in as much as 70 of the accidents, people weaving in fronting of those trucks. Are things picking up on multiple fronts . Things are generally picking up, yeah. If you look at the employment numbers, the news claims for jobless last week was at a sixyear low. It feels like things are finally picking up a bit. Eamon, does that reflect what youre seeing . Mika, ironically when we talk about this truck safety documentary, one of the reasons they say fatal accidents on the road due to trucks are increasing is because of the good economy, because theres more stuff out there going to market. And this number this morning was better than expected and of course well have a big jobs number coming out on friday. Well be closely watching that one to see whether it ticks up above 200,000, which is where weve been the past several months. So when i did the second one, i was much more free in my actions to have fun. Confidence. Yeah, a lot more confidence in the production house. Mika, i think the way that you know that theyre in on the joke is the title of the movie is shark nado 2, the second one. That redundancy is a little bit of a clue that theyre making fun of themselves a little bit. I want to ask ian, youre most famous for Beverly Hills 90210. But this movie now, these two movies could eclipse the 90210 pedigree, right . How do you feel about being associated with two such iconic for examp franchises. I feel very lucky. But when i did 90210, it took a couple of years for it to achieve the global critical mass. But this movie even before it aired, there was such anticipation globally because of social media that it exploded right out of the box. So now all that excitement initially from the scifi fans, it spilled over into mainstream entertainment. So now with sharknado 2 theres a global anticipation for this. Theres a builtin wbuzz. Its so organic. Theres a story there in terms of social media. The first one, at one point there were 5,000 tweets a minute. Thats incredible. Lets throw another clip up. Its raining sharks.
