Is. These are images. This is the latest image that the Atlanta Police has released of the suspected shooter. Heres more. This appears to be him holding a gun. They warned the public, he is Armed And Dangerous. Joining me right now is catie beck, who is live for us in atlanta. Its good to have you here. Im sorry, we dont yet have catie beck. Lets go back to our panel. Terrorism analyst, and retired atf agent in charge, jim kavanaugh. National security analyst and special agent clint watts, and Nbc News National Security analyst frank figliuzzi, and frank worked with the fbi in atlanta. Im going to begin with you again, and lets talk about this carjacking that the police are looking at. It happened in the blocks surrounding this Medical Center in midtown manhattan. The carjacking happened on 14th street and william street. It was not long after the shooting. The vehicle has since been recovered. But its unclear to police at this moment, at least from what they are telling us, whether connected to the shooting in any way. Im sorry, the vehicle has not been recovered. It has not been recovered. Theyre working to locate it. That seems like a pretty strong lead, frank. With the important caveat, as you said, that we dont know if this is connected. Lets assume for a moment that it is, and its in close enough proximity to think it might be, thats a huge lead because obviously now weve got something to look for thats bigger than a human being. Its a car. And so if we can find that car, and boy you can use Aviation Resources for that. You can put the helicopters up and the planes up on that, and start looking for the vehicle, and boy, if its a modern vehicle, and they will be interviewing the owner of the car and saying, look, do you have on star, do you have geo location in there. Lets see what we can do to locate the car. Did you leave a phone in the car that the suspect doesnt know about, but we could do find your Phone Function and maybe find him. All of that is awesome lead material for detectives and officers as they work the case. We have a 911 call were working to load it to our system and play it for you. Its quite extensive but i can read you what it says. This came in at a few hours ago, a person shot, officers advised the 11th floor advice, its room 35. The laureate medical group, 23yearold female advised the front door is barricaded, cross street of 13th street, west peach tree, and 13th. Be advised female is shot, she is seriously bleeding. Shot in the side and the back. We have one female down in the stairwell, black elderly female, Gunshot Wound to the left arm. The suspects description is mentioned. They say its Deion Patterson, the suspects name is Deion Patterson and the suspect at this point for the 911 call had not left the building. They were expecting quite a number of patients tharks got four of them or five of them. One was deceased. Three patients in Critical Condition and one is in stable condition. Four currently injured. One deceased. Joining me now from atlanta is nbc news correspondent catie beck. Whats it like down there . Reporter the intensity at the scene has decreased as they lifted that shelter in place order saying they no longer have information that the suspect is in the area. As you can see where the scene was quite active earlier, there are personnel and s. W. A. T personnel down there just beyond where those vehicles are is actually the cross street where that carjacking supposedly happened. And that carjacking, the street that it supposedly happened on that intersection is the road that connects to i85, which is a major highway. So this is all very the proximity of where that carjacking occurred is very close to where the scene is and very close to the highway. As i said, we are not hearing the choppers in the sky. We are not seeing sort of vehicles rushing around. We are not seeing people with weapons drawn, sort of the intensity that we felt here on the ground for about two hours today. It seems that police have focused their energies elsewhere, and it seems that this scene here at least in midtown has calmed down. There is some flow of traffic. Earlier today this whole area was just eerily still, you know, this is midtown atlanta, many condos, many companies, middle of the day, probably the busiest time of the day in midtown atlanta, and everything here was on hold as the search was ongoing. As i said now, it seems that the temperature has come down at least here in this area for now. And police are putting out that information and trying to get as many tips and leads as they can from it. In terms of this scene, though, certainly not as intense as it was two hours ago. They know the suspects name. They do know his age, 23yearold Deion Patterson. This is a much clearer image of his face. They are telling the public again to be careful, that he is armed, he is considered dangerous, do not approach, call 911 instead. We havent heard directly from the Atlanta Police department. Are you getting any indication that theyre preparing to hold a News Conference . Reporter at this point, no, they are very clear that they are overwhelmed with Media Inquiries and basically all Hands On Deck trying to find this individual and for us to sort of be patient and cautious and careful with the information we report because theres a lot of Misinformation Being reported. Theres so many people who were affected by this and who are in the Downtown Midtown area that have been posting to twitter and social media and sort of giving their take on what is happening. I think the police at this point are focused on one thing, and that is finding this suspect. So i do expect at some point theyre going to have to give an indication of what is next because there are certainly a lot of people wondering can i go home, is it safe. They did as i said lift the shelter in place order, but i think as for now, the information coming out has been mainly through paper release and text and twitter. We have not yet had a Press Conference, and i dont have any indication there will be one more soon. I was speaking with the Atlanta Police department earlier, about 30 minutes ago, and they said the mother was not among those deceased. I followed up with a question on whether she is currently cooperating with the police. I havent gotten a word back on that. Have you heard anything about her . No, and actually we have been talking to people on the street that were in or around that medical building and a lot of people, you know, they obviously knew that there was something going on. They heard gunshots, they were, you know, in the area. But no, we have no indication anymore on the mom at this point. And no gunshots after the start of this incident. They heard a cluster of them, but then not again. Jim, i want to bring you in and just jump off of what catie is saying about where she is and the level of intensity of the police presence, how it seems to have or started to dissipate. Shes not hearing the choppers overhead any longer. Does that indicate to you that theyre done searching that building, and they believe hes left . I think they got the video of him, i dont know for sure of course but im going by experience, and what i would have done as an onscene commander, i would have went right for the video. Once s. W. A. T couldnt locate him in there. Got the video security, and Hospital Security and see where he went, and i think they got him i think one of those pictures hes probably going out the door on the sidewalk, and thats why theyre so sure in releasing his identity and telling the public that hes Armed And Dangerous because they know he left the building. And of course they know his identity, so thats what tamped down everything right there. Now, the strongest lead that we know about. And we may have other leads is the nearby carjacking, close in proximity, to blocks in time to the killing. Thats a big lead, goes to cobb county, and any of us who know that area. These counties that somewhat encompass atlanta, theyre large. I mean, cobb county is 3 4 of a million people. These arent small rural counties. So he might have gone into cobb county. Well, cobb county p. D. And all the Police Forces there got to be on alert for this. We dont know if thats him or not. But its a lead that has to be worked like it is him. This happened not in russia rush hour. You can get stuck easily on the streets of atlanta and the highways surrounding it. I want to ask about just the about of cc tv that is in that city, and, frank, ill bring you back. I know you were an fbi agent down there, and im not sure how long ago that was. Do you have any idea about how connected, how monitored this city is and whether police might be able to follow that car to see whe headed . Well, things have certainly changed in terms of Technology Since my early days in atlanta, but absolutely, in any major city in america, and particularly like atlanta, you can rest assured that the corporate facilities there, certainly the Hospital Facility there are going to have relatively sophisticated Video Coverage for their own Security Reasons that the police can tap into, and in many cities, theres an agreement that the Police Officials actually can get a feed of that for Law Enforcement purposes. Thats an evolving thing. Can i speak directly to that neighborhood and that Police Precinct and whether that exists there, i cant, but its become very common now for an actual feed to occur. Atlanta has been home to many Major Special events, going back to the olympics, they held the Democratic National Convention Way back. All of that gets to the level of rehearsal. We have rehearsed this before. Im going to say that its there. And i agree with jim, theres likely multiple videos of this guy just headed out. And now if this carjacking is linked to him again, possibly even through video, boy, theyre on their way, and thats why the helicopters have moved out of the midtown area and perhaps somewhere else. And jim, we want to be careful with motive here. We dont know the motive. There were reports that this was a Mental Health check that the family was worried about him and taking him to this Medical Center to get a Mental Health check. I spoke again to the Police Department. They said they had heard that as well. That was the talk within the office in the aftermath of the shooting, in the medical office but they were not yet ready to confirm that. I also asked if it appeared anybody who was shot was targeted by this shooter, and they said, no, it does not appear that way. And when you look at the 911 call and you see we have one female down in the stairwell, it appears that maybe as he was fleeing he potentially fired his gun just again. And looking at Mental Health, how do you assess a suspect . How do you gauge a suspect whos on the loose who might be dealing with Mental Health issues . What we would do in a situation like this, and im sure frank has done it as well, we would go right to the doctor thats treating him, the psychiatrist or psychologist and wed say, okay, you know, theres public lives at stake, tell us about your patient, and you know, they have exceptions where they can clue Law Enforcement in when lives are at stake, and they can say, listen, this is what he is, this is what hes made of, this is his evaluation, this is whats going on, and that can really aid you and aid the negotiators if they have to negotiate with him in the hours ahead or the days ahead, so you get a better picture of him as well. I agree with you, you made a perfect assessment of this motive. We dont know. We dont know we know he brought a gun with him. Obviously we know he had a gun in the medical facility. Does he always carry a gun . These days a lot of people always carry a gun. You dont need a permit. Many states have gone to constitutional carry. So you can just carry a gun if youre not a prohibited person, and so was he just carrying a gun and became angry, and then decided to shoot everyone . Or did he bring the gun to the facility for the purpose of shooting people there. We dont have the answer to that question. Yeah. He does have the backpack, i dont know, does he always go with a backpack. Thats a question we could ask his mother. Is that backpack full of ammunition magazines, which, you know, would be nice to know. We dont know that. If that was the case, then maybe he went there with more intent, and it wasnt just he got mad when the doctor told him Something Like hes going to be committed or something. So youve assessed that right. That at this point is the motive. We also want to know motive. Commanders always want to know motive because it can help you capture someone. Right now, the trick is, if hes loose in atlanta generally, where would he go . Where has he gone in the past, where does he frequent . Does he go to ymcas, does he go to community centers, does he hang out in parks, certain restaurant types. Does he like to eat certain food in general, and then especially in cobb county, does he go, you know, building on the lead of the carjacking, which is a hot lead. If youre the on scene commander, this would be a hot lead. I would have a lot of people on that. I wouldnt exclusively say its the guy. I wouldnt stop doing my work around Central Atlanta and near his home. I would put a lot of investigators and tactical support over into cobb county, and so would frank and so would the chiefs doing that, and theyre looking for the car. And every State Trooper and every officer out there has got bolo on that car. Define bolo, and laymen might not know what a bolo is. Its a be on the lookout. Thats cop talk for be on the lookout. Those are all over. Every officer has got that. Everybody on duty has got that in radio cars, and we got one advantage here going is daylight. Its going to be daylight until about 8 00. So its a little better. When nightfalls, its a little tougher. He can scope around a little more. He might dump the car. He might be headed south. He could be going to florida. We dont know where the heck hes going, and he knows he killed, and hes already gone into flight mode. Hes already killed and hes fleeing. So we would think that that may continue, his flight may continue. We just dont know how far. At least five shot, one deceased, three in Critical Condition. On gun laws in georgia, you know, we see that he clearly brought a gun with him, the suspected shooter. Theres no Waiting Period to buy a gun, no concealed and carry permit, no Background Checks, no extreme risk law. As you said, it appears he could just get a gun and walk around with it, no problem, no questions asked. We dont know the entirety of his background. We dont know why he felt the need to carry a gun. We dont know if he had training in some way, was he a veteran, a former police officer. We dont know any of that quite yet about Deion Patterson, the 24yearold that opened fire and killed at least one person. We are waiting to hear that. It is obviously a moment of tension for not just the city of atlanta but the surrounding counties as well as clint, the cops say that he is considered dangerous. He is armed. Do not approach him. They have an idea of a car he may be driving f he, in fact, did carjack that car and the blocks surrounding that hospital. But theyre not releasing a whole lot more information to the public right now, and thats because they say they are overwhelmed and part of it is the flood of people who are saying they have spotted the guy. Clint, when youre trying to go through this and sort out whats a legitimate spotting, whats a legitimate lead and what is not, how do you do that from a Law Enforcement perspective . How do you do that quickly . Yeah, i think in a lot of these cases its also qualifying the source of the lead. So when you get a massive flood like this. You oftentimes have to ask, how would this person know that information. You know, what would their perspective be and location is a big part of it. Theyll ask him, are you close to the scene, were you at the scene . How would you know this information . I think those are the critical questions beyond what the tip is. Second is they did put the name out, and they have put the image out, so you can do a degree of confirmation. This is the image of the individual, could you double check, make sure this is what you think you saw, and this is where you think you saw it. I think the other part that seems to be the case when you watch this, they have an understanding that the suspect isnt immediately in that area. A lot of the lockdowns have been lifted. We know noticed that at the hospital about 45 minutes ago they mentioned there was no lock down in place. Also in atlanta writ large it seems like they have not issued any sort of lock down suggesting they maybe do have some sort of concept of where the individual fled to. From this point forward, sifting through those leads, they may be looking for a correlation or confirmation between other things they already know. If he was in that car, did take that car and move to a new location. If the car was left behind, that will give them points where they can triangulate on tips and leads. Really try and put the pieces together more logically, there is a problem with the flooding of information, whenever so much of it comes in, triaging in a timely manner, every minute counts when somebody is on the run. And again, police say the suspect is 24yearold Deion Patterson. He entered the Medical Center with his mother for a medical appointment. They had the name pretty early on. They only released it to us about 20 minutes ago, but they had it as of 12 40. The name came over the dispatchers on the 911 call. So they knew who he was immediately, again, he was there for a medical appointment, so they would have his name on file. Its unclear if his mother is currently helping the Police Department, though it stands to reason that she is. She was with him. She was not among the victims. And they are looking for them. They want to know where hes going to go. And the mother would be a good source to try to get inside his head. They say they have no information indicating that he is still in this area. Thats why they have lifted those shelter in place orders. But they continue to ask everyone to remain out of this area as it is currently an active investigation. The area of midtown where this shooting happened in atlanta. And they are reminding everyone to stay alert. Theyre putting the photo out of the suspect. I work in the building right next to where the shooting took place, and i was going on my lunch break, i was Crossing Over to go into whole foods, and all of a sudden, they was pushing us out of the building, further back into the streets, telling us to get away from the building where the active shooter were at, and just telling us to get back, get back, its an active shooter, and we dont even know who the shooter is and where the shooter at right now, and so its really, you know, really nerve racking. What was the first thing you did, though, when they started saying, you know, active shooter. What do you do . What could you do . I went to start looking up make sure nobody wasnt hanging a rifle out of one of these windows or anything like that, and i went and put my back against the wall, and trying to do whatever the officers tell us to do. A man describing the moments after the Mass Shooting in atlanta. Again, what were told by police is that a 24yearold man named Deion Patterson entered a Medical Center and opened fire. This is him it appears to be holding a pistol in the first image there. This appears to be him potentially in an elevator or a hallway. They have since released a much clearer image of the suspect. They say he is still at large. They do not believe currently that hes in the vicinity of this shooting, which is in midtown atlanta. But they do not know. There was a carjacking in the blocks surrounding the shooting. And the moments after the shooting, and that car has not yet been recovered. They are currently looking for it. They do not know whether this suspect is still there or whether he has fled the area. So the shelter in place order has been lifted, but they are warning people to stay vigilant. Theyre also still warning people to stay out of this area because there is, as they say, an active investigation going on. At least four are injured, three in Critical Condition, according to grady Medical Center, and one dead. Last we checked, police were still looking through the Medical Center building to see it there were any more victims. We have not heard word of any more victims, and when the surgeon over at grady had a Press Conference about 45 minutes ago, he said that they were preparing for a large Mass Casualty event. 12 victims, potentially. They were heartened to find out that it was only five. Obviously they dont want to see anybody but it was fewer people than they were initially expecting. Again this man, Deion Patterson, 24 years old, the suspect is considered Armed And Dangerous. He is still at large. Raphael warnock who is the senator from georgia is currently talking about this shooting on the senate floor. Lets listen to hear what he has to say. And while this is still a developing situation according to Media Reports so far at least five people were shot. Five. On a random afternoon and theres been one fatality. The others taken to the hospital. I want to take a moment and thank Law Enforcement officials for keeping us as safe as they can. I want to thank them for their work trying to apprehend this individual. Im also thankful for local media who are keeping all of us informed, and im grateful for our first responders, the people in health care, the people on the front lines. We count on them every day to care for those who are injured to respond to people in peril. And thats what makes this particular shooting ironic and deeply upsetting because it underscores the fact that none of us is safe. No matter where we are. This happened in a medical facility where people are trying to find healing and so i want to underscore that. There have been so many Mass Shootings, in fact, one every day in this country every year, tragically we act as if this is routine. We behave as if this is normal. It is not normal. It is not right for us to live in a nation where nobodys Safe No Matter where they are. Were not safe in our schools. Were not safe in our workplaces. Were not safe at the grocery store. Were not safe at movie theaters. Were not safe at spas. Were not safe in our houses of worship. There is no sanctuary in the sanctuary. Were not safe at concerts, were not safe at banks, were not safe at parades. Were not safe in our own yards in our own homes, and now today we can add medical facilities to that list. And still, we have done so very little in this building to respond. And in the American Political Square at large, and i think theres an unspoken assumption. I think that the unspoken assumption is that this cant happen to me. This wont happen to me. It wont happen to people that i love but with a Mass Shooting every day, the truth is the chances are great. I shutter to say it, but the truth is in a real sense is only a matter of time that this kind of tragedy comes knocking on your door. And then in a deeper sense, i think its important for us to recognize that its already happening to you. You may not be the victim of a Mass Shooting. You may not know anyone whos the victim of a Mass Shooting yet, but in a real sense, it is already happening to all of us. Dr. King was right, were tied in the single garment of destiny, whatever affects one directly affects all indirectly. This is knocking on all of our doors, and i feel this this afternoon in a very real sense. I feel it in my bones because my own two children were on lock down this afternoon. I have two small children and their schools are on lock down responding to this tragedy. Theyre there. Im here. Hoping and praying that they are safe. But the truth is none of us are safe. As a pastor, im plague for those who are affected by this tragedy, but i hasten to say that thoughts and prayers are not enough. And in fact, it is a contradiction to say you are thinking and praying and then do nothing, it is to make a mockery of prayer. It is to trivialize faith. We pray not only with our lips, we pray with our legs. We pray by taking action. And still there are those that want to convince us that this is the cost of freedom. This ongoing slow moving tragedy in our country, Mass Shootings as routine is not the cost of freedom. It is the cost of blind ob city demagoguery, those that want to convince us that common sense gun reform is somehow a call to take everybodys guns. This is not the cost of freedom. Dare i say it, it is the cost of greed. Gun lobbyists willing to line their pockets even at the cost of our children. And so we must act. Im proud of the fact that we did after 30 years pass some gun safety legislation here last congress. It was a significant piece of legislation, but obviously its not enough. 87 or more of americans believe that we ought to have universal Background Checks, and still we cant get it. Think about that. In a country where everybody says were divided and there are deep divisions to be sure, theres disagreement on this issue to be sure, but in a country where theres 87 agreement on something, theres no movement on it in congress. Which means that thats a problem with our democracy. The peoples voices have been squeezed out of their democracy, and there is a growing chasm between what the people actually want and what they can get from their government. And we saw it in a stark and ugly way a few weeks ago when we had two brave young legislatures stand up in tennessee, three, in fact, and the same legislature that refused to do anything on gun violence came down on them with all of their might, and expelled them from the legislature. We have to stand up against these antidemocratic forces at work in our country. We have to give the people their voices back. And if we refuse to act while our children are dying, and in a moment when no one is safe, then shame on us. Shame on us if we allow this to happen and we do absolutely nothing. St. Augustin, the African Bishop of the early church said that hope has two beautiful daughters. He said they are both beautiful. Anger and courage. Anger with the way things are, and courage to see that they do not remain as they are. Im pleading. Im begging. All of my colleagues on both sides of the aisle to remember the covenant that we have with one another as an american people, stand up in this defining moment and do everything we can to protect all of us and certainly all of our children. We owe it to the people who have sent us here. I know that there are those who will look at this moment and say politically, do you really think we can get anything done here . They will ask if this is the time given the state of politics in our country right now. I respond with the words of dr. King who said that the time is always right to do what is right. And that time is right now. Madame president , i yield the floor. Senator warnock, the senator from georgia speaking there on the senate floor trying to convince his colleagues to do something about all of this gun violence, and he said it, a Medical Center, a school, a supermarket, a church, a synagogue, a walmart, a bank, a concert, a parade, your own front yard, the interior of your house because a neighbor storms in, angry because youve asked him to stop shooting his ar15 while your baby sleeps. That happened just the other day. Keeps happening over and over again. Senator says this is not normal. Its not normal for this to keep happening. And if you think its not going to happen to you, he says, just wait because the chances are that someday it will happen to you in some form or another. You will know somebody whos affected directly by gun violence. You probably already have been indirectly affected by gun violence. Its not normal, he says. He rejects the argument that this is just the cost of freedom. This is just what it costs for us to uphold the Second Amendment in so many words, he says, he says, no, its not the cost of freedom. Its the cost of greed. Hes not talking about getting rid of the Second Amendment. Commons gun reform, and anybody who says common sense gun reform is a euphemism for taking away all of your guns, he says that is not true, and thats extremist, twisting those words for their own advantage. The cost of greed, he says. We are waiting for a News Conference from the Atlanta Police department about the whereabouts of the suspect, what they currently know, what theyre looking for. We heard about a carjacking a couple of minutes after the shooting, a couple of blocks from the shooting. Do they believe that Deion Patterson, the 24yearold suspect is the person who stole that car and is currently on the run with that car . Theyve lifted the shelter in place order for the area of midtown where this shooting occurred. They do not believe that he is still in that immediate area. They said they have no information to confirm that he is still in that immediate area, but again, here is what we know, and hopefully well get more details from the Atlanta Police as they approach those microphones in the next couple of minutes, about a minute from now, they say. We know that 24yearold Deion Patterson went into a Medical Center a little bit earlier today around 12 15 or so, walked in with his mother, there for a medical appointment, not clear, not confirmed what sort of medical appointment this was. There are reports it was for a Mental Health check, but instead of getting that Mental Health check or something happened during that medical appointment, he took out a gun and opened fire. He kill one person, shot four others, three of whom are in Critical Condition right now. At grady Medical Center. They were still looking for any potential victims that they might not have seen. We have not yet gotten an update on anybody else. So it appears, at least, at the moment that those five people shot could be the entirety of it. We know one of them, according to the 911 call, was shot in a stairwell. In fact, i think we have that 911 call, lets play it as we await this News Conference. Be advised, we have a female shot, she is seriously bleeding, shot in the side and the back. Black male, about 6 feet tall, black hoodie, between the ages of 20 and 25, Deion Patterson. We have an elderly female. Deion patterson is the suspects name. A 24yearold there with his mother. Unclear if his mother is currently cooperating with the police. There were initial reports that she was among the victims. Police have told me that she was not among the victims. It appears the mayor of atlanta is walking toward the microphones right now as they get ready to stage this News Conference. The mayor, and it appears potentially the chief of police. Lets listen. Good afternoon, we are here, as you know, at the scene of a deadly situation. Im thankful for Atlanta Police department and other Law Enforcement agencies for their engagement on this situation. Ive spoken to the governor, to our congressional delegation of senators and Congress People as well as my office has been in touch with the white house and as soon as possible ill be in touch with the families of the victims that are here. As you know, one is deceased, and four are fighting for their lives at grady hospital, and were prayerful that they pull through, as soon as possible i will reach out to them and their families. All are women. And i am also making sure that you know that we are dealing with someone that is Armed And Dangerous. This is a deadly situation. This individual has just, indeed, conducted an act that we want to make sure that you know if you see him, do not approach. You are to call 911. We are also making sure that you know that Law Enforcement agencies across the region are working together. Law enforcement agencies of Fulton County, of the city of atlanta, of cobb county. Of our college campuses, our Atlanta Public Schools, pd, a number of agencies are working in a concerted effort to work and to bring this suspect in, and to make sure that we are all safe in the process. And so i ask that, again, if you see the individual that you have seen his face, you have seen his photo, and his clothing, please do not approach but do call 911. So now, i am very confident that the men and women of the Atlanta Police department and the other local agencies are well trained to make sure that we bring this individual to justice for situations just like this. The Atlanta Police department wants to extend its con doll condolences for all those who lost their lives today. We are looking for Deion Patterson, age 24 years of age. We have given you his photo. We are following up on credible leads active in cobb county, as well as some right here in the city. We have been joined by multiple jurisdictions, we have the sheriff of Fulton County working alongside our department. Georgia tech p. D. Georgia state p. D. Marta p. D. The Georgia State patrol, the gbi, fbi, the secret service, as well as the Atlanta Public School police are actively involved searching as we speak for mr. Patterson. At 12 08 this afternoon we were called just down the street to 1110 west peach tree, a medical facility. The North Side Hospital is at that location. Shooting did occur inside The Waiting Room of the medical facility. Five individuals were shot. Unfortunately a 39yearold female has lost her life, and of those that are injured is a 71yearold female, a 56yearold female, a 39yearold female, and then a 25yearold female. We know mr. Patterson left the building. We believe he carjacked a vehicle a short distance away, and was able to flea the scene as the Law Enforcement agencies were descending on this area. We believe he has left the area. He may not still be in that vehicle. So i dont want everyone to be focused on the vehicle which has been recovered, so the photograph that has been distributed, for your viewers, your listeners, to be very mindful of that photograph. You see this individual who may or may not be in the same hoodie, call 911 right away or use Crime Stoppers to give an anonymous tip where he might be. We have an effort underway to take this individual off the street. Everyone consider him armed and a danger to whatever community he may find himself in at this time. How did this start . What preceded the shots . Were just hours into this investigation, so investigators are behind us in the buildings talking to witnesses, processing the scene as we speak. The clarity that i think that we would want to know as a city, and as a society, we dont have at this particular moment. Well provide as soon as we have it. Were the victims patients, employees of North Side Hospital . That is still being worked through. We werent in a position at this time to say whether theyre patients or employees or both. We believe the vehicle has been recovered, that is correct. Reporter can you confirm that the shooters mother is one of the victims . Right now the shooters mother was not injured in this incident is the information we have. Reporter this was targeted, you said all five victims were women. We dont know. It is too soon to know why these individuals were chosen. Reporter can you confirm that the suspects mother was talking to you . Shes been cooperating . The family is being cooperative with us, and other witnesses as well at the scene. Reporter have they shared anything about his Mental Health. Nothing we can reveal at this time. Reporter any prior contact with Law Enforcement . There has been minimal contact with the Atlanta Police department with this individual. Where was the vehicle found . I cant give out that. Reporter people calling in tips, you pushed the image out, what has that been like . Thank you, the mayor has been watching this man hunt unfold at our command post and he is very aware that cameras across the city has been instrumental in us tracking this individual. Hes very aware that as we get information thats called in by citizens, were able to use the Camera Network to quickly go to that location before officers arrive. Citizens are responding, without the request for a reward, were having calls. Reporter where was the gun used . It was on an upper level, i believe the 11th floor of the building. Reporter what did the white house say about this . Reporter you mentioned the vehicle was recovered, is that the only vehicle suspected to be involved . Were hearing from Hospital Workers that there was another car that may have been involved. The vehicle confident in connected with the crime has been released. As that changes, well provide Vehicle Information as quickly as we can. Reporter was the Vehicle Carjack in the garage . It was not. The gun is not in the possession of Law Enforcement, and we are actively looking for the gun and the individual. Reporter what has the office told you . They offered their support and wanted to know if theres anything they can do to help with the situation. They are in contact with my office to offer support and see if we need anything. Reporter the challenge of the initial response, midtown, you know, high Population Density here, buildings have to be searched, what was it like initially when you got a call of shots fired . I think the citizens of atlanta saw the Police Department and Partner Agencies in action. We went into that building and cleared every single floor. Even when information came about that the subject could have left, we were still searching for victims. We were assisting citizens out of the building that had taken shelter, and i want to thank everyone in midtown that honored the shelter in place request for their patience to allow us to do our job. This is an urban environment. It presents challenges, challenges you saw a collective, robust response from Law Enforcement. Lets go over it. 12 08 afternoon in The Waiting Room of a northside Medical Center appointment. Five individuals were shot. A 39yearold woman is dead. Again, this happened in The Waiting Room. A 71yearold woman is injured. A 56yearold woman is injured. A 39yearold woman is injured. A 25yearold woman is injured. He was asked was this targeted. The chief says its unclear at this moment. The investigation is too early. Earlier when i was speaking to the Police Department they said it did not appear that it was targeted. Of course, that can change. Were they patients, were they employees . Also not confirmed at this time, unclear if they were patients or employees or a mixture of both. The chief does confirm that the carjacking that happened a couple blocks away from this shooting and a couple minutes after the shooting, they do believe Deion Patterson was responsible for that. That he carjacked that car. They have recovered that car. He is no longer in that car. They will not say where they recovered that car. They do not know where Deion Patterson is. They say the family is cooperating and confirmed the mother was not injured in this shooting. They will not talk about any potential motivation, they dont know that at this time. They did not confirm if this was a Mental Health appointment or if there was any reason to believe that Mental Health might be at play here. They said that in the past Deion Patterson has, quote has had, quote, minimal contact with Law Enforcement. So this 24yearold man accused of shooting five people is currently on the run. They do not know where he is. But he gave a long list, the chief did, of all of the various Police Departments and local officials and the fbi, et cetera, that are currently working to locate him, and they are telling the public once again that this 24yearold man is considered Armed And Dangerous. They put up the picture. They want everyone to see this picture. They do not want you to approach him. Call 911 if you see him. Lets go back to my guests here, and ill go back to jim kavanaugh. I want to ask you about guns. We heard a forceful speech from the senator from georgia on the senate floor saying this is not normal. And weve been talking about had you on maybe two weeks ago to talk about a Mass Shooting, a church, a bank, a school, et cetera, et cetera. The other day we had it in somebodys home because a neighbor didnt like that they asked him to stop shooting his ar15. What does the country do about this . How does Law Enforcement feel about all this gun violence . And i think i know the answer because i saw just the amount of armament that Law Enforcement approached this shooting with. Armored vehicles, tactical gear. Stuff you would see in a war zone, on the streets of baghdad during the war there. Well, thats right. You know, we talk about, you know, demilitarizing the police, but the police have to face some awesome weapons when they go out on just routine calls. And most of the gear theyre using is protective gear. You know, these bearcat vehicles and helmets and Bulletproof Vests are protective gear. And it looks military because the military wears that. Its not offensive gear. Nobody gets shot with a helmet or bulletproof vest or Armored Vehicle. The Armored Vehicle is to protect the officers and agents from being shot. So yes, its hard to say youre going to demilitarize the police when you wont demilitarize the public at large or at least, you know, some of the people that are willing to kill everyone. You know, i think the place to begin is to start out to target the mass killers who acquire the guns. We know from the fbi study that 77 of the killers leak their intent. And so that would be a great place to start for congressmen and senators and legislatures because the people that are leaking their intent to commit mass murder are people we should target to prohibit from buying guns or possessing guns. Now, that wont go through to congress because, you know, certain politicians and the gun lobby wont let any law through at all no matter what. And so the public has to realize that, you know, we have to be reasonable in everything we do. No one should take everyones guns away. Thats not a prescription to take everyones guns away when you target the 77 of mass killers that leak and you prohibit them from buying and acquiring guns. Will you stop every one of them . No. But what if you stopped a good percentage . Other things we can do is, you know, stand up little units in each county and city that can focus in on people that might have the propensity to this and do some work on that. Certainly red flag laws, Background Checks, which youre getting 87 of the public supporting. I saw one of the advocates for Gun Safety Laws on the other day on ms, and they said, you know, more people support Background Checks than support apple pie. I mean, what could be more american than that . I think that the legislatures and the leaders are failing us because they take extreme positions. And they need to need to moderate they positions because were being slaughtered across america. I mean, the cold, dead hands of children with their books and patients filling out their medical forms are being pried away from that, and nobodys prying away anybodys cold, dead hands from their guns. Its the cold, dead hands from everybody else. We need to rethink, you know, what is the job of our elected officials if they cant at least try in some form to keep us safe. Or your groceries or prayer books or the flag youre waving at a fourth of july parade, or your computer because you work at a bank, or your child because youre inside your house. I mean, the examples go on and on and on, and im going to ask you to come in on this conversation, frank, as well. I wonder because both you and jim are Law Enforcement. Would it help if more active members, former members of Law Enforcement, Law Enforcement leaders, got out there and said, hey, listen, this is not cool for us . Were scared. We dont feel comfortable going to do our job. Were having a harder time recruiting. Im a registered republican, regifrommed with the nr registered with the nra, et cetera, and we think this has gone too far . Indeed, of course. Every voice out there would help, particularly those wearing Law Enforcement uniforms. But we all need to know that the voices are out there and quite vocal. For example, last september 1st, in the State Of Texas, a law became effective that meant you didnt have to get a permit, license, or training to carry a concealed weapon. The largest Law Enforcement organizations in the State Of Texas came out vocally against the governor and the state legislatures and said we dont like this, its making our job much harder, its much less safe for us and for the communities we protect to have people Walking Around with guns without permit, license, or training. So if those major Law Enforcement organizations are saying that, we should Pay Attention to that. Weve heard and jim referred to it, the vast majority of americans when polled say yes, yes, we want Background Checks, we want only people who should have guns have guns. The legislators arent listening, and theyre not listening to the people on the street who are charged with protecting us. So there we have it. Again, the gun laws in georgia, no Waiting Period to buy a gun. No need for a concealed carry permit, theres permitless carry. No Background Checks, theyre not running you to make sure you havent done something bad in the past and might be dangerous. Theres no extreme risk law which, you know, doesnt say no law that says check to see if this person might not be well enough to have a gun. We dont know the motivation of this current shooter, the suspect here. But i think it stands to reason that no one who is mentally well decides to shoot up a bunch of people, bunch of women, inside a waiting room at a medical office. Jim, i appreciate your time.
