I am in for jose diazbalart in jose diazbalart reports. Back here at home, just four days until the South Carolina primary. Can nikki haley pull off an update in her home state, or will it prove donald trump has the republican nomination locked up . A historic decision in alabama. The top court, frozen embryos are people and you can be liable for destroying them, and what it means for one of the most antiabortion states. And then we will talk about the merger in the credit card industry. Good to see you today. We will begin this hour with new developments out of russia. A new emotional appeal today from the mother of navalny. She sent the message to Vladimir Putin demanding he releases her sons body so she can bury him humanely. Ly [ speaking in universal language ] the kremlin spokesman responding to navalnys wife, and the kremlin saying her claims are unfounded. We have two new developments showing that a duel american and Russian National who was a los angeles resident was detained in russia on suspicion of treason for raising funds to support ukraine, and also A Moscow Court talking about the reporter, Evan Gershkovich evan is a journalist and any suggestion otherwise is a false depiction. Richard engel joins us. Lets start out with navalnys death and how it happened. Reporter so obviously the kremlin is fearing feeling very strong these days. Its making advances on the battlefield here in ukraine. Alexei navalny was already in prison, not entirely silenced but was out of circulation, is now dead, and his family, his supporters, his late wife and mother now, his lawyers, all trying to figure out what happened to him to keep his cause going, and thats something his widow says she wants to do. We saw that appeal not long ago from his mother, effectively making a sympathy plea saying release the body so we can have a proper burial. According to the ambassador to the United Nations, navalnys body is being held by russian authorities and they say as a matter of course because they are doing exams to figure out the cause of death. So far the official russia accounting is he died of a sudden death syndrome, a very generic term to describe either a Cardiac Arrest or some sort of blood clot, but they did not give any more specificity, and the family believes he was executed perhaps by poison, and they believe the reason russians are holding his body is to give that to work its way out of his system, and allegations that the kremlin denies. Richard, i know you are in ukraine as well. I want to talk about the aid package held up here in the United States, specifically by republicans in congress. Reporter thats all they are talking about here. How is that affecting the ukrainians and the Ukrainian Military fighting against the russian incursion . Reporter well, they are running out of ammunition. They are counting bullets. They are counting artillery shells. They dont have the ability to launch new attacks. Russia is a bigger military. Its been remarkable that ukraine has been able to do what it has thus far. Were now almost exactly at the twoyear anniversary, which is coming up on saturday of the invasion of this country, and most people expected that russia, which has four times ukraines population and a much bigger military would quickly overrun the country, but because of the Political Leadership and the determination here, that didnt happen. But past success does not guarantee future success. They have taken it this far and sacrificed so much, and this is what the soldiers i am talking to here say, they cant keep doing this. Its simple, how are we supposed to fight if we dont have enough ammunition. We are not asking for american troops. Just send the weapons, and they go back that this goes back to american manufacturers of weapons anyway, and its relatively cheap. And containing russia seems to be in the ukraines opinion, is in the United States best interest. I also know, richard, you have been doing reporting on the Nuclear Plant there in ukraine. Tell us about that. Reporter this was a very frightening story, and continues to be. So the Nuclear Power plant is the biggest Nuclear Power plant in all of the region, not just ukraine, and its currently held by the russian troops, and its just outside the city of zaporizhzhia. And Russian Forces came and took over the Nuclear Power plant, and there was a battle there that was extraordinary. The russians kept up the assault and took over the plant and took over the employees and now occupy the area, which is right on the front line, because the ukrainians pulled back to the river. They are warning this is now the most Dangerous Nuclear facility in the world because it could get hit by stray fire, or what they are facing now, they had eight blake blackouts in december, and if three of the four power lines go into it, and the fourth is faulty, you could have a meltdown on the scale of youk shaepla. This is something that officials here are very concerned about. Really troubling. Thank you for the excellent reporting, richard engel. Appreciate it. I want to bring in the Moscow Bureau chief for the New York Times. Thank you for joining us. I appreciate it. I know i was just speaking about the battlefield at ukraine, but i want to circle back to the russian opposition leader, Alexei Navalny. You wrote a piece for the New York Times talking about your writings, which is powerful. This is something that he wrote, if they are told to feed you caviar, they will feed you caviar. If they are told to strangle you in your cell, they will strangle you. That gave me chills reading that, as if he saw his death coming. Yeah, i also had chills when i saw that letter from a friend of navalnys who shared some of those letters with me. Absolutely. Navalny, you know, he had been in prison for more than three years. He was imprisoned after surviving an attack with the militarygrade nerve agent. He knew that what he was doing could well cost him his life. As you know, as you saw throughout that imprisonment, and as we saw in reading those letters that he sent to friends and a family, you could see tha. We saw that in his return after he was poisoned, and then as he returned, obviously, he didnt even get off the bus at the terminal and he was arrested yet again. Even in his determination for the future of russia, i thought, was astounding in a letter, you spoke with somebody that said in their final letter, navalny concluded it by saying if South Carolina and taiwan were able to do it i think what he said before that quote there was hope, i have no problem with it. You know, he had this hope. His hope was contagious. I think thats why his death is so devastating to so many people, certainly russians around the world that believe in a different future for russia, because they could really see their countrys future in navalny. Now without him alive, there really is a question, theres a vacuum of what else could a postputin russia look like. We think about Alexei Navalny and how he died in that prison, and we still dont know the details of that death. His family is still demanding the details of his death. We also see what has taken place this morning with your friend, Evan Gershkovich, the journalist, the Wall Street Journal reporter, his appeal being rejected by A Moscow Court. He has been detained for nearly a year now. Also news of the dual citizen Russian National that has been detained. What do you see for Evan Gershkovich . What are you most worried about, what are you most worried about the people who are speaking out in light of navalnys death. For my colleague and friend, evan, you know, we have to get him out of there. He was doing his job. He was an accredited journalist working in moscow, in russia, doing incredibly valuable reporting. Theres its just really incredible. Theres appreciation for everybody out there, including the u. S. Government working so hard to get him out, and you just have to keep going and get him out. Do you know anything about the dual national that was detained . Do you know who she is or what shes being accused of . The details are sketchy at the moment. Shes described as a los angeles resident. What is remarkable here is that the early reports are her offense was transferring just over 50, just over 50 u. S. Dollars to an organization supporting ukraine. That really shows you the degree of arbitrariness in moscow. Yeah, on the heels of the election there. Thank you. Up next, the reporting about the back and forth between President Biden and mike johnson over funding for ukraine. Plus, nikki haley is about to give the state of the race speech. What exactly does that mean . Were back in just 60 seconds. N. Get a light scent that lasts with no heavy perfumes or dyes. breathing claritin clear is like. is he . Congress is on recess this week, but the fight over funding for National Security priorities including ukraine and israel front and center. President biden saying he would be meeting to meet with mike johnson and negotiate a deal if the speaker has anything to say. The Speakers Office says he has been requesting a oneonone meeting for the president for weeks to discuss how to secure the border. With us to talk about that, is jake from punchbowl news. So a johnson and biden dance. What kind of dance are we talking about here . The president says hes happy to talk to johnson if he has anything to say. I think johnson has things to say to the president and i am not sure if it will be useful or constructive in any way. Johnson has not shown his hand on if he plans to pass the ukraine funding, and its not just ukraine, its israel and taiwan. The reality is he has a lot of people in the House Republican conference, johnson does, that want ukraine funding to pass. Roughly half, and maybe a little less. I expect the white house and the president and johnson will meet probably before the state of the union. I think its inevitable. I am not sure what will be accomplished. Johnson asked for Border Security and they produced a bill for Border Security and then johnson killed it. Not sure where it goes from here. What i cant understand here, you see the death of Alexei Navalny, right, and you see the Battlefield Gains in which russia is making and how it seems like russian president Vladimir Putin is acting with impunity. Is any of this kind of spurring, inspiring congress and more specifically republicans in congress and the speaker to get ukraine aid across the finish line . There are two things happening and worth thinking in this context. Number one, you have a group of republicans that dont think the u. S. Should be funding ukraine at all. Number two, you have the House Majority of republicans that say they will not do anything until they have the border bill. So they dont believe funding ukraine is not politically advantageous without doing Something Big on the border. The problem is the House Republicans position on the border is irreconcilable with the white house. There are various maneuvers, and a Discharge Petition being one of them, and some republicans could join with democrats and get it across the finish line. There are two major Funding Deadlines for the u. S. Government on march 1st and march 8th. Yeah, they have a couple days after they come back from vacation to get all that passed. Security council where the u. S. Vetoed a ceasefire resolution brought by algeria brought by 22 different states. Molly is following this from jerusalem. If you will, walk us through what is happening here and the alternative being presented by the United States. The vote was 1341, and the u. S. Was against. The u. N. U. S. Ambassador explaining what she didnt like about the algerianbacked bill, and lets take a quick listen to the ambassador and i will explain the differences on the back end. Any action this Council Takes should help and not hinder the sensitive and ongoing negotiations. We believe the resolution on the table right now would, in fact, negatively impact those negotiations. Demanding an immediate unconditional ceasefire without an agreement requiring hamas to release the hostages will not bring about endurable peace. Instead it could reporter all right, she said the buzzword, immediate. The u. S. Backed Resolution Says temporary, and then the arab backed Resolution Calls for israel and hamas to comply with international law. She says the u. S. Resolution calls for a temporary ceasefire with the release of hostages as well as unimpeded access for humanitarian aid and the compliance with the international law. The other thing the u. S. Resolution does is talk about the israeli threatened ground into rafah, and the u. S. Language says it cannot proceed under the current circumstances. Shes answering critics. She says this is not an effort to cover for Israel Ground encouragement because the u. S. Has concern. It hinges on the word immediate versus temporary, and one resolution will bring all the hostages home and bring peace quicker for the civilians inside gaza. Thank you, molly. Appreciate it. We are following news out of washington. The white house announcing it will unveil a new major Sanctions Package for the death of Alexei Navalny. I want to bring in our white house correspondent, Peter Alexander on this. This broke in the last couple of minutes ago. Walk us through it. Reporter we just heard john kirby speaking to reporting saying the package imposed on russia expected to be released in the next couple of days, and the u. S. Has not been able to confirm the details surrounding navalnys death, and then surrounding the war in ukraine, President Biden we learned a short time ago in my conversation with the u. S. Official will be speaking to the leaders of the g7, they will par participating on a Virtual Meeting taking place on saturday. They are going to speak about the consequences for the death of Alexei Navalny. I travelled with President Biden a few years ago when he was in geneva, switzerland, for the facetoface with Vladimir Putin. They time President Biden said to putin privately that there would be consequences if Alexei Navalny were to die in russian government custody. I asked the president on friday what those devastating consequences would be and while he deflected, he said there have already been consequences to the point, which is not only many of the russians dying in the war, and there have been sanctions as well. Now, again, the announcement of another Sanctions Package. We should note as we heard from President Biden, john kirby moments ago reiterated the president s attempt to put pressure on congress to approve 60 million to ukraine as well as aid to israel and taiwan. That is held up in congress right now, and the frustration at the white house has become more acute because they believe its a significant moment with a community, a city in ukraine, falling to the russians for the first time in a year. In many ways they draw a direct line between the inability to provide additional weaponry to the ukrainians, the reason now behind them having to ration the weapons there. Thank you for walking us through that. Appreciate it. Up next, everybody, former South Carolina governor, mark sanford, says it would take a, quote, Meteor Strike for Nikki Haley To Win that states primary. Should we really count it out . I will ask him, next. I will ask him, next when it strikes and prevent migraine attacks. Treat and prevent, all in one. Dont take if allergic to nurtec. Id rather work on saving for retirement. Or college, since you like to get schooled. Thats a pretty good burn, right . Theres Nothing Better than a subway series footlong. Except when you add an all new footlong sidekick. Like the philly with a new 2 footlong churro. Sometimes the sidekick is the main event. You would say that. Every Epic Footlong deserves the perfect sidekick. You want to see who we are as americans . Im peter dixon and in kenya. Every Epic Footlong we built a hospital that provides maternal care. As a marine. We fought against the taliban and their crimes against women. And in Hillary Clintons state department. We took on genderbased violence in the congo. Now extremists are banning abortion and contraception right here at home. So, im running for congress to help stop them. For your family. And mine. I approved this message because this is who we are. This election is about who shares your values. Let me share mine. Im the only candidate with a record of taking on maga republicans, and winning. When they overturned roe, i secured abortion rights in our state constitution. When trump attacked our lgbtq and asian neighbors, i strengthened our hate crime laws. I fought for all of us struggling to keep up with the rising cost of living. Im evan low, and i approve this message for all of our shared values. Welcome back. In just a couple minutes from now, former u. N. Ambassador, nikki haley, set to deliver marks in her home state of South Carolina, her team billing it as a state of the race speech. Campaign officials tell us haley is not dropping out. Its four days until primary day, with Donald Trump Holding a firm lead. Lets bring in news correspondent, ali vitali, and matt gorman for tim scott for america, and a former aide to jeb bush and mitt romney, and South Carolina governor, mark sanford as well. Start us off if you will with the expectations on the speech in the next 27 minutes or so . Reporter this is another moment of Haley Being Defiant in the face of a Republican Party apparatus that largely moved on from the fact that we are still in the primary, and instead of rnc, her chief rival, donald trump, all of them want to pivot to a General Election Posture where donald trump is the republican nominee for the 2024 cycle. Its in a room like this one that looks empty now, but they are waiting downstairs to get in what they are calling the state of the race speech. When you see a Candidate Lagging in the polls likely to lose in her home state, and there are many that saw this speech was happening and they thought she could be dropping out, but i am told thats not what she is doing. Listen to the candidate when she talks. She has said it dozens and dozens of times over, shes staying in the race until Super Tuesday. They are traveling to the states and have staff on the ground there, and its in michigan, texas and virginia, across the country for the Super Tuesday states. That doesnt help her on the delegate math front or the polling front, but it does allow her to take her at her word when she says i am not going anywhere, staying in through South Carolina and through Super Tuesday, people have a right to vote. Thats probably what she will reiterate here, too. You said it would take a Meteor Strike, quoting you on that, for Nikki Haley To Win South Carolina. So if that is the case, who is her audience today . I dont know. Its a dwindling audience. If you look at the numbers, she does well with moderates and does well with folks that are more leaning left in the Republican Party, and theres a few folks there. Does well with higher educated folks. In terms of the preponderance of the Republican Party, they are not listening or they have given it a Passing Glance and moved on. I dont know. This race is narrowed and we are four days out, and her numbers dropped and not accelerated. Its not a good spot to be in as a candidate. Its not what i would wish for, but it is what it is in regard to being it a tough slate here. And if nikki haley loses South Carolina, she will stay in until Super Tuesday. She has a big war chest, a lot of money, right . What are her plans after that . She talked a lot about that. Reporter thats a short stretch, frankly, between South Carolina and the next nominating contest. Michigan comes on tuesday, and Super Tuesday itself a week after that. She already lived through the drought period, the period between New Hampshire and South Carolina, and she spent most of the time fundraising. Its important to point out, you are right, they have Money In The Bank and the war chest is full. She said from the beginning she wants to stay in through Super Tuesday. I have spoke to some in the donor apparatus, and this is a dwindling number. Why not just stay in and show you are the trump alternative all the way through the convention, and i dont think thats the prevailing case, but instead they are operating on the timeline laid out. Theres a little psychological activity here, if you want to call it that, in losing your home state. I remember going through this senator Elizabeth Warren when she went into massachusetts and her campaign had to field questions about losing in a state she won before. If you look at the polls, it doesnt look like she will just lose but it will be a solid trouncing. That said she wants to get coalitions showing an upward trajectory where she can say shes gaining ground even though shes not outright winning. I think its a speech to her naysayers, saying hey, i will stay in it regardless of the fact everybody is ready to move on because this is how we do elections in america. Nikki haley has been flexing her Foreign Policy, as she should. Trump didnt say anything about navalny but made it about himself on truth social. I didnt understand what he was getting at in that moment. I wonder if anything of this is resonating within the Republican Party as she goes after him . No, most likely not. Look, i was just on the campaign trail last year. Foreign policy is not a motivating factor for republicanbased voters. Theres a desire from a lot of the base voters to pull back from the International Stage and take problems here at home like the border and fentanyl and the like. So that may not be the audience here. The audience in an area where biden and trump are going head to head and taking up all the oxygen out of the room, and with nikki haley you are trying to get into the conversation, and this is a way to do it. It plays to your strengths with the Foreign Policy in the resume. So after serving as governor there, nikki haley is not resonating with the voters. Why is that happening . Its a phenomenon i dont understand and i dont like. It is what it is, again, and its the trump movement. Its like anything else i have seen in politics. People will ask me the operative issue, which is not if you stand for or against an issue, but if you stand for or against trump. That has not been my experience in the world of politics in the last 25 years. Thats what is happening on the ground now. You have her confronting and going against that phenomenon. She probably has not watched the home fires as well as she should have, in terms of staying in touch with people and i understand that because she was busy with the u. N. And other things. I want to talk, matt, quickly, if we can, about the Bigger Picture here. When we talk about Election Deniers. You have a lot of Election Deniers that are running again in 2024. They are changing the terminology as to how they address denning the result of the 2020 election. Instead they are talking about Election Security issues. Thats how they are framing it, versus saying well the 2020 election was stolen. How do you think this is going to impact the Republican Party Going Forward . I think in a very tactical level, look at what the republicans are doing and how they need to improve mailin voting. We saw it in a special election last week outside new york city, and democrats did well with the mail in voting, and there was a voting and there were a lot of folks that waited until election day and had to deal with that. So on a tactical level, Election Security, republicans need to be able to trust being able to mailin ballots. Democrats do it all the time, and candidly when i was working at the rnc, republicans did well. On a tactical level, its something we as a party need to stress more going in. Thats something that could be Something Big as we go towards november. The unprecedented legal ruling surrounding frozen embryos and when life begins. I want to talk about this unprecedented decision from one state on when life begins. The Alabama Supreme Court has ruled that frozen embryos are people and that somebody can be held liable for destroying them. The case focused on whether a patient who mistakenly dropped and destroyed frozen embryos from another couple could be held liable in a wrongful death lawsuit. We want to take a look at this with a former white house Policy Director and msnbc medical contributor. Thank you for joining us. I was astounded when i read this about the applications on folks seeking out ivf in the state of alabama. Walk us through what you see resulting from a decision like this. Its devastating. For context, 2 of live births in the u. S. Is from ivf, and that number is growing as it becomes more accessible. What the state of alabama has done, is create a conundrum for everybody go into ivf. You want that potential for a live birth, but anybody in the process, not just the doctors, but it opens up everybody involved, the Anesthesia Tech or the nurse taking blood, could that open up that chain if that embryo is deemed to not be a viable embryo. All of these things are in question. You could see charges of homicide. That compounded with 11 states that already defined personhood at the time of fertilization. This is what we might see across much of the country. I also think, as i talk about this and as i read this, we have these archaic ways in which we store embryos in some places. Some have more technically involved way, and some are more archaic, and what would happen to them in the future . Right. This has been a long ongoing issue because theres not, like, a one Source Database of how many embryos exist because of exactly your point. Its done in local or regional clinics and its held at a local level, and in alabama where they have several fertility embryos. Different clinics have rangement arrangements with the potential parents where they make it clear, you have to tell us what you want us to do. That varies from person to person. I think that you are raising a good issue in how we think about the future of embryos. Thats not a new conversation. Exactly. Thats one that should not get confused with whats at issue here. They are defining an extrauterine embryo as a living creature. Thats not the fact. They are embryos. What is the likelihood this will spread to more conservative states . How its going to affect health care workers. Yeah. I will speak to the latter. The effect on health care workers, ob gyns is devastating. Texas, a number of other states that have incredibly conservative laws on the books, to be clear you set it up in the right context, this came out of a wrongful death lawsuit, if you will. It wasnt exactly this reproductive rights issue. But you could easily see this becoming a reproductive rights issue. What i worry about is these technologies are a miracle. The ability to have children, a number of us have gone through these processes. We have children as a result of them. Can you imagine stopping that ability, the irony to stop that ability for people to become parents because theres a potential that an embryo could be seen as a living person . Those two Worlds Colliding are unthinkable. You and i have talked about this, this brain drain, this idea of brain drain happening across the country in these more conservative states with doctors and nurses afraid to practice and with more of the laws put into place, more Good Health Care workers are leaving. What will be left behind in these areas . Higher maternal mortality. We already have higher rates of women who are seeking care but have to lose their jobs. We have talked about these cases. Not just texas, ohio, but its happening in so many states. We dont have time to report all of them because its so common. Ultimately, not having whole person care. Imagine being a woman and going to a gyn or an ob and they have not had training because they havent been exposed in their state. The upstream affect is devastating. A number of us are very concerned about this generation and future generations. As always, taking a moment out of her very busy doctoring day in her scrubs to speak with us. We appreciate you.
