I will return at the end of the program with a few words about billy graham but with the hope of keeping the various proposals separate from each other and to chart if and how americas collective position on gun violence and School Safety has shifted or not. Divisions in the Democratic Party over guns saying on the one hand you have people like conor lamb in pennsylvania who is all over the place on the issue in the special election. You have an activist for the center for American Progress using the banallsemiautomaticrifles. What is the democratic position going into 2018 on what, if anything, needs to happen with gun laws . Well, i dont think we can say there is one National Democratic position. You mentioned the special election in pennsylvania. That is one of the addressing areas. Its a conserve is active district. Its been republican since 2002. A democrat running there is having to balance a different kind of set of priorities to someone running in a more liberal district. I do think there are memories for democrats going back 20 years or more thinking that this is not a politically good issue for them. But is that changing . Thats the key question, hugh. We have seen a number of polls even in the last week talking about public support for stricter gun laws being at an all time high. A cbs poll friday showing support for stricter gun laws among republicans rising by 14 points just in a few months. Yeah. It is changing. It is changing on a number of different subjects. Lets walk through them in order. Let me start with you, jake sherman. One of the proposals President Trump put forward from the nra disagrees with is aging the purchase age limit to 21 for rifles. How is the perception of that changing . Is there going to be conversation, persuasion and agreement on that . No. I dont believe there will be. This proposal is already flat on capitol hill, according to the people i talked to. And you saw immediate resistance from conservatives. Thomasy, a libertarian republican from kentucky say, well, why shouldnt a 19yearold mother who is home alone be able to protect herself . Why are we only saying a 21yearold mother could protect themselves . People disagree and say semiautomatic weapons, you should have 21 just like you have to be to drink alcohol, consume alcohol, all of those things. I just dont think that any proposal to alter the age for buying these weapons is going to fly on capitol hill where republicans have, for many years, sought to loosen restrictions on firearms and have passed many bills touting their heritage as a party, as a country of being approximate spor sportsman and hunting. I dont see this anywhere close to a reality. And i dont believe the president did any legwork in trying to figure out whether proposals like this were putting guns in classrooms, Arming Teachers who he said might be military trained, i dont think he did any legwork with members of congress seeing if these would fly. Ashley, let me turn to you on Arming Teachers. If the teacher had been armed, he would have been shot. I asked Condoleezza Rice that will air monday about guns in classrooms. Heres what the former secretary of state, who herself is a teacher at stanford, said. Well, im not going to be one of them. I dont really like the idea, frankly, of a gun in my classroom. I think that we need to have Law Enforcement protect us. Look, people need to train people to protect our schools and perhaps even communities want to consider whether or not they need guards to protect the schools. Its sad thing to think that we might. Then thats something that we should look at. But i dont think that just arming people in the classroom is going to be the answer. So ashley, the president doubled down at cpac. He really wants this. The former secretary of state reflects a different position. Is there going to be a consensus position emerge on this . So far the consensus position seems to be that this proposal is wildly unpopular. The president himself of course likes it. But first of all, lets just remember when this idea was first seriously floated about five or six years ago by wayne la pierre right after sandy hook, it was considered a fringe notion that wasnt taken seriously at all. Now that the president is floating it, it has to be taken as something that the president of the United States is interested in doing. You have opposition from members on capitol hill. You have opposition from teachers and even teachers in rural areas that do come from a gun culture and are generally more comfortable with guns. Even they dont want to arm teachers. This is something the president s aides privately will admit is unlikely to happen. Let me followup on that. The president often acts intuitively as he did on the nfl protest. He doubled down at cpac which tells me he was thinking bit. He decided to refine it. He talks about highly trained teachers, people like s. E. A. L. S. Do you think he will stick with this through november . Its an open question. President trump does muse about a lot of things and decides not to follow through on them. Is there going to be a proposal on capitol hill for this and whats it going to look like . Once you get down to the specifics, there are difficult questions that i dont think have been answered with, such as which teachers will be able to have guns. Will they be allowed to . What are the rules for brandishing them . What are the punishments for incorrect use of them . How do you prevent it from falling into the hands of a wayward student or it being used in an improper way . I dont think any of those have been answered. I dont think its going anywhere on capitol hill because for the biggest for the main reason being democrats are simply not going to support it. This is an aoe 1 2 ma to their core supporters who want to go into the opposite direction, which is more limits on guns, background checks, consensus support including closing the private sale loophole. A republican tried to do that in 2013. The bigger question, is anything going to get through . Im accident tal even if its a 90 10 issue or 80 20 issue. Yes, people talk about nra donations. But the bigger issue is gun rights voters are, in many cases, single issue voters who have proven time and again they will punish politicians who take any step in the direction of new gun limits and new gun control. They worry about that. I spoke to attendees at c spak who dont want to give an inch to the left. They worry the left will take a mile. Even bump stocks, background checks, they think will be a slippery slope to taking away their guns. Nra has done a lot to reinforce that mentality. Unless that is dislodged or they found a comparable passion auto their side, i dont see the politics changing. We have seen some shift on the left, kind of the passion that these children and these teenagers have shown has been remarkable. They have kept the story alive. I think he may be right about one thing here, which is people wont stand for inaction on this anymore. I do think there is popular appetite for some kind of change. Now, could the measure that you are talking about be the thing politicians can come together on . Maybe. Its never been a smart bet to back action, but that could have some chance of success. I have been urging on my Radio Audience we could use the special committee on 1951, a select committee of the house and senate on organized crime to hear everybody out on every proposal. Is there an appetite on the hill . Hugh, there is always an appetite to talk about that issue. Once you go from that to trying to do something. The fix nics issue, imagine a bill like cornyn, murphy, and the applauding of the nra. Thats the fix nics bill. Even that is running into obstacles. In the house, Republican Leaders have attached it to a controversial concealed carry reciprocity bill that has no chance of getting 60 votes senate. Those are the sorts of games that are being played. When that happens, its hard to see it is not difficult to see why even very popular issues, very popular causes fail to pass. As i mentioned, the mentality that today you do fix nics or background checks. Ban bump stocks. Then tomorrow a slippery slope to repealing the Second Amendment. That has driven every gun debate so far. Jake, you agree with that . You talked to cornyn. He is a very respected. Is there no way to get at least the tpwhraeuring oglaring omissions fixed . This concealed carry bill, which allows people to carry concealed weapons across state lines, hes attached those two. That is a big problem for getting it through. Hes right, that will never get 60 votes in the senate. I do think if President Trump is able to focus his energy on one narrow proposal to beef up background checks or to but im not talking he needs to caught up with something that could get 60 votes. Come up with something narrow, specific, and go out and push his allies. People like mark meadows, jim jordan. People on the right in the house, people who are looked to to see whether a bill is conserve is active enough or constitutional enough, go to those people and win them over on this issue. Right now hes all over the place. Just to give you know, we have to give some perspective here and not treat this like it is fan fiction approximate. The president said there are enough teachers who have one sharp shooting contests, that were in the military that can carry guns in the classrooms. This is not reality. If he is able to focus his energy on a proposal that has a chance, then, yes, a background check system he beefing up a background check system could actually happen. Ashley, the president is actually talking to local and state governments, talking to concealed carry states and local School Districts who might have indeed that former dell tpa force member in the classroom who is equipped and trained to do it. Do you think hes talking past the beltway to the heartland of Trump Country about Arming Teachers and that it resonates with people . Well, again, this is a president who, while he doesnt come from a gun culture himself, youre right, he is deeply in touch with cultural issues in the way that issues like the Second Amendment move huge swaths of the country, particularly no those states that helped him win the presidency. So i do think to some extent he is channeling them, reflecting them, and playing to them. The problem is that he actually at some point has to deal with the reality, as jake said, on the ground, in this congress, with this house, with this senate and figure out something that wont enrage his base. But conservative house members and a mixed senate will pass. There is a yawning gap between those two things. I want to finish up with you, niall. You came to the United States out of a country wracked with violence. Which way do you think this country is headed, towards the time of the table or away from them because of the emotion of the young people we have seen on display this week . I worry that there are conditions here for serious political unrest actually. Obviously it ties into the guns issues to a large extent. Widespread gun ownership, plus an extremely polarized, extremely angry country sadly is a recipe for disaster. I hope im wrong with that prediction, but it does trouble me a lot. When you were growing up in school, how do they protect the violence . It was the consequence of illegal weapons. There wasnt widespread gun ownership in Northern Ireland or anywhere else at that time. So there were measures taken to try and make sure that people werent targets. But the violence there tended to be more directed at participants in the conflict rather than the horrendous massacres that we see at random in this country. It is the random victim violence that is so unsettling to america. Even the fanatical islamist violence is worrisome when its rand random. Thank you for coming in with me.
