It is may 18th and im yasmin vossoughian. We have a lot to cover this morning. The director of the cdc saying the United States is now on track to pass 100,000 covid19 deaths on june 1st. That is exactly two weeks from now. The director says the estimate is based on 12 different models from top institutions, including Columbia University and m. I. T. The u. S. Brought the death toll this weekend to over 90,000. Also, the president telling reporters on friday that vaccine or no vaccine, the country will reopen and america may have to fight through a resergence. Vaccine or no vaccine, were back. You virus or a influence comes and you fight through it and people sometimes i guess, we dont know exactly yet, but it looks like they become immune, at least for a short while or maybe for life. And you fight through it. But what we would like to do is fight through it. I think were going to be successful in doing it. Mr. President , you said vaccine or no vaccine, were back. What did you mean by that . Wink were going to have a vaccine in the pretty near future and if we do, were going to really be a big step ahead. If we dont, were going on be like so many other cases where you had a problem come in, it will go away at some point it will go away. It may flare up and it may not flare up. Well have to see what happens. We may have to put out the fire and well put it out quickly and efficiently. So the president called into a special nbc news sports golf program yesterday. We want to see it get back to normal. So when you have all those tens of thousands of people going to majors, we want them to be able to do things. We want to be back to normal where you have the big crowds and theyre practically standing on top of each other and enjoying themselves. Dont we all. So the Trump Administration has set an ambitious goal of having a vaccine available to people by the end of the year. To speed up the development and distribution of a Coronavirus Vaccine, even though one has yet to be proven at all. Here is what alex azar had to say about the plan yesterday on face the nation. Lets be clear, thats a goal. And i think the gretzkys said you dont achieve the goals that you dont set. What happened is these Drug Companies and vaccinemakers all said its going to take this amount of time because theyre using their traditional approaches. The president has said that is not acceptable. So were bringing the deficiency out of the process to make the development productive. David, good morning to you. Great to see you on this monday morning. Thanks for getting up early for us. Lets tick through some of the president s most recent comments as i did earlier on. Do you see what he is saying, like, we want a return to normal, we dont want people necessarily to have to wear masks and so on and so forth and people just have to sorpt of power through it, even if we dont have a vaccine . Is this really playing to his base, looking ahead to november and his Reelection Campaign . Right. This is aspirational. Its basically what the administration has been saying since the beginning of the pandemic back in late february or early march. Now, its easy to say that. Having people safe and surviving at their workplaces is something entirely different. Well see how that works out. You heard over the weekend the fed chair asked when will be economy rebound . And the fed chairman said the economy will rebound when americans feel safe. But its not necessarily something you hear from the president considering the fact that the rebound is so important especially to him and his Reelection Campaign. Lets talk about the midst of all this, peter navarro. Yesterday on meet the press, he claimed that the coronavirus shutdowns will indirectly kill more people than the virus itself. In that same interview, he blamed the cdc for letting the country down with early testing problems. Give us your thoughts on this. This, again, has kind of been the undercurrent of the administrations message all the time. That eventually the disease, the cure is worse than the disease, as they say. Now mr. Navarro was saying ultimately there would be more fatalities because of suicides, because of depression and other matters and they would have been naturally through death through covid19. Thats a questionable assertion. What i think hes really getting at is saying people are sick of this, that at a certain point people will be willing to take their own chances and say you know what . Im ready to go back into the workplace. I think ive got a Strong Enough immune system. Most people are not medical professionals. Most people actually want to be much more cautious and are being more careful about staying at home until this point. And with regard to testing, i mean, the first phase of that cdc testing, there was a breakdown from that, as has been noted, but there was a World Health Organization test that was out earlier. David mark, thank you so much. Stay close. I will talk to you again in just a little bit. A major 3 trillion Coronavirus Relief bill heads to the senate after it narrowly passed in the house on friday. The bill was backed by one republican while 14 democrats voted against it. Similar to the first major Coronavirus Relief package, the legislation dubbed the heros act would provide another round of stimulus payments of up to 1200 per person. The bill would including nearly 1 trillion in aid to battered states and cities, rental Assistance Funds which is needed in some cities, as well, and testing. The legislation was passed even though the president last week declared the bill dead on arrival. And some of the countrys major sports made a return over the weekend. Nascar returned to the track in darlington, South Carolina yesterday, adhere to go Health Care Protocols including temperature checks and screenings. The 40 drivers raced in front of empty grand stands with Kevin Harvick capturing the checkered flag in the 50th win of his career. Pga players were back out on the course yesterday for a Charity Tournament in florida with players carrying their own bags. Rory mcilroy paired with Dustin Johnson came out victorious. Meanwhile, the Associated Press reporting nfl teams can begin reopening their facilities tomorrow if state and local governments allow it. And a memo set to 32 teams friday by Roger Goodell and object stained by the Associated Press, he stressed the clubs must be in compliance with any requirements in their jurisdiction and have implemented the protocols developed by the leagues medical center. And the Washington Post reports Major League Baseball sent a proposal to the players yesterday pore personnel. And suggests radical changes to how players would interact if and when conditions are deemed safe enough to stage games. Still ahead, everybody, President Trump saying he has total authority and now a group of lawmakers wants to know exactly how far his Emergency Powers will extend. Also, texas sees a massive spike in its number of coronavirus cases, but the state is still taking new measures to reopen. Those stories and then, of course, a check on your weather when we come back. Special delivery heres one small way you can help them in return. Complete your 2020 census today. Census data helps communities plan funding for hospitals and emergency services. Respond now at 2020census. Gov. Im going to put it very simply. The president of the United States has the authority to do what the president has the authority to do, which is very powerful. The president of the United States calls the shots. When somebody is the president of the United States, the authority is total and thats the way it has to be. The authority is total. You knew that comment was going to come back around. Welcome back. So what the president said this last month, that led to 10 u. S. Senators to start doing exactly what the president is doing and wants to do, wanting to find out what the president wants to do under the National Emergency of the coronavirus outbreak. Seven dts democrats, one republican, an independents sent letters to the administration in late april asking to see its president ial emergency documents. The classified documents outstanding the powers the president believes he has during an National Emergency. Senator king said this, somebody needs to look at these things. This is the case where a president is say, because theres an emergency, i can do this, this and this. He went on to say the concern is there could be action taken that would violate individual rights under the constitution. Lets get into this now. Danny, great to see you today. Good to see you. Take us through this. So what are president ial Emergency Action documents and do these exist by law or are they customized to every situation in which an Emergency Declaration is made . These were consingsy plans in the event of a nuclear attack. And theyre not laws themselves. They are draft proclamations, executive orders, basically announcements by the executive that, hey, were exerting this power and it lies with everybody else to challenge it, i suppose. But theyre not laws themselves. Theyre assertions or demandses, declarations of extending habeas corpus. Theyre so secret theyve almost never been released, at least in the 50s and up to the 70s. They dealt with things like martial law and things that seem a little strange today, but that could be asserted. Its not so much president ial privilege that prevents it, but the classification of the documents as secret. Once classify as secret, if you submit a freedom of information request, then basically they can deny that request because it involves national security. So you could understand one side of it, right, but then how, in fact, do you keep checks and balances on something in a situation where a president asserts these documents, asserts this president ial power and subsequently there are senators who get involved and say, hey, wait a minute, what is it that you need to do here and we need to keep a check and balance on what you are doing and the decisions you are making considering what you see these documents are ultimately street and are never released. Yeah. The challenge with checks and balances is there is no checks and balance until after it is made public and they assert it. The reality is because we dont know what they are, and nobody seems to know what they are, is we have to wait until and unless the president actually asserts these powers and then seeks to challenge them in court if they seem to be overreaches of constitutional authority. But because theyre not actual laws, were left guessing what they are until the president demands that he has that power. Still ahead, everybody, the u. S. Auto industry will begin reopening today with thousands of workers heading back to mantz that have been shuttered since march. The latest from michigan, coming up. Welcome back, everybody. Tens of thousands of autoworkers will head back to work today as fof ford and chrysler restart production. Now those companies are reopening with new safety protocols in mays. Cal perry has the details on this. A yasmin, were here outside of general motors. It has been shut down for a few months. There was an initial group of people that went in there to talk about how to get the plant running in faces. And when you talked to pem auto here, theyll tell you how vital the plan is for the state of michigan and for, indeed, the restaurants. Now, this week what were going to see is that second batch of workers going into the plant. Some people, of course, are nervis about going to work. It is a difficult balance to strike. We spoke to the president of the local union who talked about the need to be careful when going back to work. There are a lot of concerns. Ive been in the plant. Gm has done along with the uaw has done a lot of good things, a lot of great things in preparing for us to get in there. Now, is everything covered . Probably not. We all understand the Company Needs to make money. But we all need to be safe. That sound group of workers returning this week. The plant will be at about 50 of capacity this week. They open to open further sections of the plant late in the month, but theyre going to wait and see if anything goes wrong. There is a growing concern here that if somebody gets sick, theyll have to shut down again and reopening will become even more difficult in the future. A lot of concerns the industry will be having as they try and reopen and stay safe. With that, i want to bring in nbc meteorologist bill karins. Good morning. Hope you had a wonderful week ynd. We have two storms on the map. One is a Tropical Storm. Here we are in the middle of may. Its not a big storm. Its going to cause some minor inconveniences during the day today in eastern carolina. Weve had a horrific rain event. Lets go into our Tropical Storm and you can see it spinning there. We have our bands of rain and gusty winds through moorehead city up and through the outer banks. Its not going to do any damage, but its just a wakeup call that our Hurricane Season is already here. By about 2 00 p. M. , it will be heading away from cape hatteras. So how is this all going to play out . The storms today are going to linger. It will be a rainy day in virginia and South Carolina. This is a slowmoving, stalled out storm. But even into wednesday, its kind of ugly. The northeast will be beautiful for much of this week. Our friends to the south and southeast will get soaked. Still ahead, new data suggesting coronavirus is spreading to more rural communities. Were going to explain why that could we bad for President Trumps election bid. And the president is sitting back against president obama. Well show you that back and forth, coming up. Cancer wont wait. It wont wait for a convenient time or for hospitals to get back to normal again. Thats why, at Cancer Treatment centers of america, we arent waiting. Were right here, still focused on the only thing we do, providing worldclass cancer care, all under one roof. Because cancer isnt just what we do, its all we do. Cancer Treatment Centers of america. Get the perfectly grilled flavors of an outdoor grill indoors, and because its a ninja foodi, it can do even more, like transform into an air fryer. The ninja foodi grill, the grill that sears, sizzles, and air fry crisps. Welcome back, everybody. Kwe were going to begin this half hour as the coronavirus pandemic appears to be spreading from cities to more rural communities. Data xwield by Johns Hopkins university is showing in the two weeks between april 20th and may 4th, newly confirmed cases in nonmetropolitan areas outpaced those in metro areas by 30 . The data shows of the 2200 counties reporting new coronavirus cases in the week that ended on may 10th, 80 backed the president during the 2016 election. Prior to that, the epidemic was in urban areas which voted for hillary clinton, but in most of those cases, like new york city, the virus has peaked and new cases are now declining. Texas reporting its largest single day increasing covid19 cases since the outbreak first began. According to the houston chronicle, 1800 new cased were reported on just saturday with more than 700 in the amarillo area in the panhandle. Texas Governor Greg Abbott says those numbers are likely to climb due to the increased testing in that new hot spot. Abbott allowed the stayathome orders in the state to expire april 30th reopening businesses at 25 capacity. Over the weekend, former president barack obama took a thinly veiled swipe at the Trump Administrations handling of the virus. Obama, without mentioning trump by name, slammed the president s leadership. Watch this. Its also pulled the curtain back auto another hard truth, something we all have to accept once our childhood comes to an end. You know all those adults that used to think were in charge and knew what they were doing . Turns out they dont even have the right answers. A lot of them dont even ask the right questions. Doing what feels good, whats convenient, whats easy. Thats what little kids thing. Unfortunately a lot of grownups with fancy titles and important jobs still think that way, which is why things are still so skewed up. Socalled grownup. When asked about president obamas remarks, President Trump criticized his white house predecessor. Obamas comments at the Graduation Ceremony . I didnt hear it. Look, he was an incompetent president. Thats all i can say, grossly incompetent. Trump later tweeted this, the Obama Administration is turning out to be one of the most corrupt and incompetent in u. S. History. Remember, he and sleepy you joe are one of the reasons im in the white house. Joining me now, david mark. Some major back and forth there, to say the least. How would you say President Trumps criticism of the administrations response to the pandemic, how would you say it lines up with lawmakers views of the situation . It certainly lines up with democratic lawmakers, who have been extraordinarily critical of President Trump throughout this pandemic. Brieftly as well with some republican law maushgs who do not want to go on the record but have their own reservations. President trump has been taking verbal shots at his predecessor for years now, really since the day he entered the white house. Now you see former president obama coming back and standing up for himself. Its not the role i think he particularly wanted. Hes honored the role of allowing predecessors to do their own thing. But when challenged directly, hes having his own way and within six months of election day, i think were going to hear a lot more of this from former president obama. As i looked across twitter after the former president s remarks, i saw a lot of and heard a lot of where has he been, its good to finally hear his voice from a lot of democrat leaning voters on twitter. And as we well know by now and has been reported that he is going to have a major role when it comes to joe bidens election campaign. How do you think he will change the narrative for voters, how do you think he will back the 2020 election in the run up to november and amid this pandemic and what we have seen from him so far over the weekend . I think he realizes he has to be deployed carefully. If former president obama were to be out there as the ubiquitous president speaking out on twitter every time he could get before a television camera, it would run thin quickly. So he has to pick his spots and be out there in the public eye when it can have the most political bunch. I think it will be even closer up to election day, late august into early september. But hes not going to be out there every day on behalf of joe biden. So President Trump accelerating his purge of Public Officials by firing the Inspector General late on friday. Steve linick played a minor role in the president s proceedings and was investigating alleged misconduct of secretary of state mike pompeo at the time of his removal. Trump wrote in part this, it is vital that i have the biggest confidence in the inspect expecters general. That is no longer the case with regard to this Inspector General. According to this, he was looking into whether pompeo had a staffer walk his dog and make dinner reservations for he and his wife. A white house official is telling nbc news that pompeo, quote, recommended the Inspector Generals ouster and that trump great. The state department did not respond to requests for comment as of yet. After about 30 days of taking it, we noticed clarity that we didnt notice before. Its still helping me. I still notice a difference. Prevagen. Healthier brain. Better life. Welcome back, everybody. The coronavirus pandemic has been a stressful time for all of us, but it is especially difficult for expecting mothers. I spoke with a pair of expectant moms about what it means to be pregnant. Its 13 days until my induction addition. Jacqueline lee is expecting her third child. It doesnt feel real at all. I Vice President been able to appreciate this pregnancy. Jacquelines husband started showing covidlike symptoms the same day she was told she needed a medical procedure to turn the position of her baby. He tested negative, but was still told to selfisolate. He went straight to the basement, could be help at all. And thats when i realized, i cant do this. There is just no way. Jacquelines anxiety is not unique. Compensatety is due in july and she worried about catching the virus. Her husband, a doctor, is on the battle front. Ive been fighting basically to stay positive and focus on me and the baby. Have you been nervous . Of course, very nervous, very nervous. If i have it, could i have a miscarriage . So far, there is no indication having covid increases the risk of miscarriage, but that fact does not take away the worry. Super tired and achy. I dont have a fever. And there is no way to know if this is corona or pregnancy. Some covid symptoms do mirror pregnancy, including shortness of breath, chest pain, nausea and body aches. But dr. Sharazian says there is good news. Pregnant women do not have more severe than nonpregnant women, even in the largest studies that we have so far to date. And for the babys actual delivery, there are some new protocols. Spectacle mothers and their partners are given covid tests. And theyre required to wear masks during labor. Dr. Sherazan said the number of women expected during the pregnancies are delivering healthy babies. After several days in quarantine, her husband came out of that basement covid negative just in time to coach jacqueline through the delivery of baby eila, now home and healthy and forever a pandemic baby. And jacqueline is doing well as long as the baby. They are sleepless, but they are healthy, as is katie. And i want to bring you into this conversation, as well, bill. When i was speak to go dr. Sherazi, she is worried about the uptake of mortality across the country for manies reasons. Pregnant women are afraid to go to the hospital for their prenatal visits in fear of getting the virus. So shes advise to go take advantage of telehealth visits with your physician and know when you do go to the hospitals and when you do go to the offices, that earn is expected and they are taking the utmost precautions among all this. But the overall theme, think about how nervous we are about staying healthy for those around us. But then think about being healthy for your unborn child. There are so many people. You have the homeless, the seniors, and everyone has a story and a risk in this. Thanks for bringing us that. That was interesting. So lets get to some of the numbers. We had some positives over the weekends. Testing continues to be up and the number of fatalities and the number of new cases continues to be down. So yesterday we hit a new record. We had over 422,000 test reports that came back on sunday. Now wee up to 11. 5 million total tests that have been done. Some people have been tested more than once. So as far as the fatalities went, we had 865 total deaths around the country. Thats the Second Lowest total since the end of march. Things have slowly decreased. And as far as the cases, same exact thing. Second lowest number of cases since the end of march and slowly decreasing from that plateau which we went as we went through the middle of april. As far as the forecast this week, we will mostly be watching what is going on with arthur, the storm off the coast of North Carolina and temperatures will be below average and it will be rainy there. It is from the midwest and its going to be a cool, chilly week. It will not be a nice week for the midatlantic, rainy day today and that continues by the end of the week. But, you know, its been an ugly start to the month here in areas of the great lakes. Were lucky here in new york. Thank you, bill. Still ahead, ear going to go live to cnbc for an early look at what is driving the day on wall street. And as we go to break, we have new developments in the global fight of theus. Astrazeneca will make at many as 30 million doses of the Coronavirus Vaccine by september. And has committed to delivering 100 million dose these year. And the vaccine which is being developed at the university of oxford will first be available to the uk should it prove to be successful. Were back in a moment. The ninja foodi grill, the grill that sears, sizzles, and air fry crisps. Welcome back, everyone. Federal reserve chair Jerome Powell warned there is a poeb h possibility the economy may not recovered by the end of 2021. That is not necessarily good nu news to hear from Jerome Powell. How could you expand on his interview from 60 minuteses last night. Its definitely a pretty sharp warning from the chairman. Hes effectively said we may not see a full recovery until a vaccine is found, and that is what puts us on the end of that timeline until the end of 2021. He warned a second wave of infections could undermine this scenario. So point ago cautious picture about the underlying economy that hopefully lies ahead. But one part of the economy which is crucial to the recovery is getting going again starting this week and thats the auto second sector. The Auto Industry accounts for about 60 of u. S. Economic activity. We will see them start with reduced operations, so fewer shifts and a insure of safety measures. It will be interesting for other sectors to look on and see how this reopening goes in terms of those otheragain. One big question though when it comes to the Auto Industry is how much demand there will be for new cars. Moodys recently slashed the production for global car sales this year, now expecting car sales to plunge by 20 . A very difficult picture, and that is certainly empathized in what Jerome Powell outlined in the cbs interview yesterday. Yasmin . Amidst all this, you have industries and cities affected by canceled events. You have College Towns feeling the pinch of not having a graduation to host. What can you tell us about this . Well, this is actually a huge deal for a number of communities across the United States. These College Towns, which are hugely reliant on College Events and just the usual flow of students for revenues. One example for you, ann arbor, michigan, hope to university of michigan, usually sees as many as 50,000 visitors come to the town for commencement ceremonies. Those have all been called off, so that means a huge blow to the economy in that town. In massachusetts, another example, more than 100 communities are home to a university or college. So this is certainly a part of the economy that we shouldnt ignore when it comes to the pandemic hit. Yas . A major cost to the cities and towns across the country, hence the reason they need recovery, as well. Cnbcs julianna tatelbaum, live from london for us. Thank you so much. Good to see you on this monday morning. Good monday morning. Talk to us about axios one big thing today. The axios one big thing is the real power doctor. So we hear all about fauci fever. Our reporting from inside the west wing shows that the doctor with the most influence with President Trump is deborah birx. So the White House Coronavirus coordinator. How does she get that . Jonathan swans reporting shows that shes the best at communicating with President Trump of all of the physicians and the Public Health people who advise him. An example of this was with georgia, when they were reopening the tattoo parlors rpas we saw here on the show. That was something she saw as a real problem. Trump listened to her. As you saw, he reversed himself and criticized the georgia governor. How does she get her inside power . One is that she survived across multiple administrations, so she knows how to work in a nonpartisan way. And her colleagues in the west wing say that she does the work. At night, shes building the models and pouring over the data to brief the president and the administration. Lets talk about another arm of the president , shall we say. Axios reporting that donald trump jr. , the president s son, has been hosting an under the radar, Virtual Campaign over the past month, fundraising for the republican party. What can you tell us about this . Yeah. Making a turn here, as you anchor folk say. A very different style but another power player in this world, don jr. I think well all talk about how we spent our pandemic, and don jr. Has spent his pandemic raising money for republican candidates. We talked before about how he is very popular in trump country, big on talk radio in 2016. Now, we see him going online, trying to rev up and bring in heavy duty trump supporters. So we see him doing a show called trig r geretriggered, his book, which is what he does with a lot of people. And hes done a virtual hunting event in wisconsin and the southwest. Hes now having a don jr. Maga candidate of the week. Hes going to single out candidates as part of the win red program, to raise money. Why does this matter, at a time when the president is either confined to the white house or talking about the virus . Don jr. Is free to talk about politics, and if you follow him online, you know he doesnt hold back, and he is able to engage directly with these candidates at a time when the white house is having to be less political. I also just want to mention that amidst all of this, the president s son has called the former Vice President a pedophi pedophile. Yeah. There is no basis in fact, by the way. Yeah. That tweet has no basis in fact. Yeah. Also want to mention amidst all of this, that axios is reporting a lot of people are impacted by the virus, impacted by the virus, giving their own ideas to try. Theyre starting startups, really. Talk to us about this. Were all looking for a little hope in these days, and all the news seems so dire and dower. We have reporting from out in Silicon Valley that a number of people are hoping to start businesses. Now, it seems like the worst possible time to start a business, but theres a few factors that actually are working for that. One the history. After the dot com bust, thats when some of these small web 2. 0 companies that became giants were formed. Some of todays Industry Leaders were formed during the Great Recession of 08 09. There is capital out there, its just opinibeen on the sidelines. People who maybe had an idea in the back of their mind, they now have the space to pursue it. And were told that this is a time you can get talent, because so many places are cutting back. Theres two kinds of businesses that we can see emerging from this. One is ideas that were already on the backbackburner. Also, you can see ideas that speak to this time. Workfromhome ideas, of course. Speaking more broadly. Any way to do something online that we use to do offline. Anything we could do digitally that we used to do irl, in real life. Its businesses and people that, in tough times, are trying to jump on those opportunities. Mike allen, thank you. I will be reading axios am in a little while. Have a great week. Sign up you, too at signup. Axios. Com. That does it for me on this monday morning. Im yasmin vossoughian. Morning joe starts right now. Vaccine or no vaccine, were back. Were starting the process. In many cases, they dont have vaccines, and a virus or a flu comes, and you fight through it. And people sometimes, i guess, we dont know exactly yet, but it looks like they become immune, at least for a short while, and maybe for life. But you fight through it. What wed like to do, if we can, is a vaccine, and i think were going to be successful in doing it, and hopefully by the end of the year. You said no vaccine vaccine or no vaccine, were back. What did you mean by that . We think were going to have
