Good day, im Andrea Mitchell in washington. The first patient to be diagn e diagnosdiagnos diagnosed with ebola in the United States has died. Confirmed his death this morning, issuing a statement saying in part, mr. Duncan succumbed to an insidious disease, ebola, he fought courageously in this battle. Ron mott is outside the hospital in dallas. Senior Health Writer maggie fox is going to be in new york. And kate snow in omaha, nebraska, where, of course, ashoka mukpo is being treated as well. He was in a coma, on a dialysis machine. This is shocking news, obviously. Its a deadly virus killed more than 3,000 people in west africa. And all of us here on the ground here in dallas was pulling for mr. Duncan to pull through. Encouraging signs over the weekend some of his functions were starting to improve a bit. He was in a medically induced coma. They were able to see him on monday. They drove down here from North Carolina, but this is very sad news for them. What we dont know is where the body is at this point. I drove around the hospital grounds about half an hour before the hospital staff let the media know about his passing. I didnt see anything unusual. But its about a 2 1 2 hour break between the time he passed at 7 51 local time to the time where they sent this release to the media he had passed. So there is a lot of care and maggie can speak to this. A lot of care that has to be undertaken with the handling of a body so it does not further endanger folks who are in that preparation. Now, we do know that there are about ten people who are deemed high risk, andrea. These are folks, four of those, people, relatives in the apartment he was staying with. And five or six others who came into close contact with mr. Duncan since he arrived here in the dallas area back on september 20th. They are going to be monitored very closely. Theres a daily phone call, daily interview with Health Officials. Theyll be taking their temperatures and any sign their temperatures are going to go up, they are going to be encouraged to get to a medical facility for further observation going forward. A lot of questions to this hospital staff about how mr. Duncan was handled. As we mentioned, got here on the 20th of september from liberia, four days later on wednesday 24th, complained of some symptoms. Two days later, he showed up on a friday here at the hospital. They turned him away. Well, they didnt turn him away, treated him, gave him antibiotics and two days later, he returned here and has been here ever since on sunday 26th. He was diagnosed officially we b with ebola two weeks ago. And eight days later after being diagnosed, he has passed away. And i know there are complaints about the way he was turned away and thats all going to have to be investigated because there are going to be a lot of answers demanded of the dallas hospital officials. Meanwhile, maggie, this is a critical moment as sad and gruesome as it is. But in terms of his remains, no matter what the religion and the the religious preferences, really this is a medical and a state and federal issue as to what happens to the very infectious situation there. Thats right, andrea. This is a critical moment. Everybody knows that the body of somebody who has just died of ebola is especially infectious. And even though the family wants to grieve and many families may want to handle the body and say goodbye, they cant do that. The cdc has some very clear guidelines on what has to be done with the body, how it has to be treated. It must be very carefully wrapped in plastic. Everything disinfected. A lot of peoples typical funeral practices have to be passed along. Once the room is finished with, it must be disinfected. Itll be double bagged. Anyone who is driving the body to a mortuary will be all right. But then the mortuary workers must also be careful in handling the body, dressed in protective equipment. It must be put in a sealed casket or cremated right away. Once there are cremated remains or once its in a sealed casket, then the family can have a normal funeral. So the people most at risk will be the hospital workers who are preparing the body to be transported to the mortuary. Theyll have to wear full protective personal equipment. Thank you, maggie. Sad commentary on all of this. And of course, in nebraska, there is hope, at least, things are untested, but kate snow, dr. Richard brantley is giving his blood, which would have the antibodies, presumably from the virus to try to help ashoka mukpo. Right. Dr. Kent brantly, you might remember, was the first patient ever airlifted from liberia over to the United States for treatment for ebola. He went to atlanta, he was treated, successfully recovered, survived the disease. So what hes done now is yesterday he gets a phone call from nebraska doctors here asking if he could give some blood. It turns out that just coincidentally, he has the same blood type as the cameraman for nbc news who is being treated right now, ashoka mukpo, so he was able to donate his blood. He happened to be on a road trip, stopped in on kansas city on the road, donated some blood. Its here now. Were not sure yet if its been administered yet. But today they expect to transfuse that blood to the patient here. And the key thing is that theyre hoping someone who has beaten the disease already, his blood has antibodies against ebola and that will help mukpo to fight off this disease. Andrea . Thank you so much, kate, for that reporting. And ron mott, the airport screenings here in the United States are going to take place starting this weekend. Right. Exactly, andrea. And a lot of folks traveling in that part of africa and west africa already being screened before they get on planes there. But now theyre going to undergo a secondary screening if their itinerary brings them to the United States. Five airports to start. Atlanta, hartsfield, ohare in chicago, newark, dulles, which is the airport at which eric duncan transferred on his way to dallas back on the 20th. And then jfk. Those passengers will be taken aside. They will be given a questionnaire. Theyll have their temperatures taken. And this will go on for some time until we can get a handle on this virus. Now, going forward, a lot of folks are asking about whether people from that part of the region should not be allowed to travel into the United States at all. And thats what the governments trying to tamp down, this panic that some people are feeling about traveling with people who either live in west africa or who have traveled through that area. But right now, this is what the u. S. Is going to do in these five airports starting in a few days, andrea. Thank you all so much. Kate snow, maggie fox and ron mott. And now turning to the other crisis, isis in the middle east. The u. S. Led Coalition Forces have launched air strikes against isis outside syria as the battle between isis and the kurds for control of that key town rages on amidst a lot of criticism that the u. S. Has not done enough and turkey has done. President obama is going to be meeting with military leaders at the pentagon later today as well as his National Security team about the strategy against isis. Meanwhile, the fbi has released video of an isis militant fighter speaking with a north american accent, either u. S. Or canadian, they think, hoping the public will be able to provide clues needed to identify him. Nbc justice correspondent Pete Williams with me here in washington and from turkey, nbcs chief Foreign Correspondent richard engel. I want to ask you about the fighting in a moment. But first to this alert from the fbi. Theyve done this before with wanted posters going all the way back to the origins of the fbi and your post office, the most wanted list. But this is different. This is ramping it up and saying if youve seen this man or recognize the accent, help us identify him. Well, yes, it is. Its a technique that the fbis used often before. Putting things online. You remember the boston bombing, they put the pictures online from the surveillance cameras. They get video, people from a bank robbery, all that kind of stuff. Put it online, can you help us find this person . Here is actual video with sound. But its really the fbi using isis own techniques against the group. Isis is trying to exploit social media. So the fbi is taking an excerpt of this 55minute video that was released on the internet on september 19th, putting on its own website to this man and if anything strikes you as familiar, any piece of information no matter how small, we want to hear about it. Is it possible that his voice is disguised . Its a little hard to identify the accent either in arabic by those who are experts or in english. Its possible, they dont think it is. Its certainly possible. Theyve tried to exploit the facial features using facial recognition. They are starting to get some tips. And richard engel, i wanted to share with you what john kerry said with the British Foreign secretary. When pressed on why the United States has not done more and why turkey hasnt done more. But why the United States has not done more with the air power to try to stop isis from taking. Lets watch. Were deeply concerned about the people who are battling against isil terrorists. As horrific as it is to watch in realtime, whats happening, its also important to remember you have to step back and understand the strategic objective. And he said that general allen is going to have his first meeting with turkish officials tomorrow, richard. So theyre looking at a big picture while these people are losing, the kurds are losing the fight. Whats going on here . Yeah, i think if you look at the big picture, the situation is as bad or worse than it is when you look at the specific picture. But lets look specifically. And its getting a lot of attention because its right on the Turkish Border kobani is the one that has become so sensitive because of the location. I think thats part of the reason that isis is attacking kobani, it wants to thumb its nose at turkey, at the United States. There have been some air strikes in the outskirts of kobani in the last 24 hours. More intense than in the past. And kurdish defenders of kobani, it is a kurdish city, it had at one stage about 400,000 kurdish ethnic kurds living in kobani. Kobani is still under attack. But whats happening is having a huge Ripple Effect here in turkey. As you know, theres a large turkish, kurdish population inside turkey. About 20 million kurds in turkey. About 25 of the population. They are watching isis slowly advancing on kobani, entering the city, starting to carry out atrocities while Kurdish Forces watch on from across the border while the u. S. Carries out what have been until now, relatively infrequent and ineffective air strikes. And the kurds here in solidarity with the kurds in kobani are outraged. Theyve started to take to the streets. They are rioting according to Health Officials up to 18 people have been killed in clashes just in the last 24 hours. Clashes have once again begun in the city. There are curfews in place in six different provinces. The biggest kurdish city in turkey has closed its airports, and also has a curfew in place. And right now, i can smell a little bit of a whiff of tear gas. Theres a kurdish population here where i am. And it seems there are some clashes here as there are in many turkish towns and cities going on tonight. Richard engel. And diplomatic clashes between the United States and turkey for sure on all of this. Thank you so much and thanks to Pete Williams. And tragedy in california, fire officials there grounding all their air tankers after a pilot was killed when his plane suddenly went out of control. It went down tuesday. And he was voicing his frustrations with both the white house and congress with both political parties. Joining me now to talk about washington and frustration with politics is chris matthews. Host of hardball here on msnbc and the author of tip and the gipper available now in paperback. Leon panetta is talking about how things used to be when he first came to washington. And he, in fact, started out as a republican who quit in protest to the failure to act on the civil rights division. Hhs. And then the house budget chair as a democrat. Talk about tip and the gipper and let me get right to what were talking about right now. Take the issue that everybody says is important, immigration. Okay. Twoyear drill, many presidencies, ever since we remember well, i do, eisenhower, great the last two years, reagan pulled out, great end to the cold war. You know, clinton after all the monica stuff had a great ending at the end. He needs a really good close. That means a good twoyear plan. He needs a chief of staff who is really a chief of staff. Im not getting into names here. He needs a structure of action and accountability and get things done. He also needs to set a limited number of objectives. Immigration reform, as i just said is doable. A big fiscal deal that entitlements, changed cpi, puts more money into infrastructure, cuts the corporate rates, theres no grand deal there. And why wouldnt they push for it . And if boehner gets in his way. Fine, keep pushing. As somebody said, leon just said. I dont like the way he came out against the administration, he should be a loyalist. I can say anything i want. And this president has the opportunity to put it together. But he has to stop playing politics, stop running for office and stop playing the ethnic groups and say, look, im going to get something done. Meanwhile, the Vice President. How well known is the Vice President . Jimmy kimmel took a crack at that. Who is joe biden . I have no idea. You want to take a guess . A man. Who is joe biden . I think a governor . Terrorist group . Who is joe biden . No comment. Who is joe biden . I have no idea. Hes like the assistant president or Something Like that . Thats right. Hes the assistant president s. So we have a responsibility to as voters to to educate people. Arent you glad theyre not voting . Those people. Yes. Yes. I dont vote for people i dont know. I try to live when i go into the ballot in maryland, i look for people i know. By the way, stole that directly for jay leno. Thats jay walking. Thats competitive business. By the way, the good thing about america, theres a flip side to that. Were a pretty good liberal democracy and probably the best place in the world in terms of politics and freedom and everything else. I just shows you you can dance around this country without reading a newspaper and youll be protected by our constitution. Even if you dont know nothing. Thats the odd flip side of this. Passed away this morning just over two weeks after he landed in dallas traveling from liberia and was turned away from that dallas hospital with minimal treatment in west africa, ebola has killed more than 3,000 people. The death of the first ebola patient diagnosed in the u. S. Thomas eric duncan died this morning in a dallas hospital. Joining us now dr. Frank esper. Thank you very much. Is there any way to determine whether it was a delay in his treatment that led to the fact that he died . Theres no way to know how infected he was initially and how serious his case was initially when he first saw treatment. You know, unfortunately, this is one of the things that worries us most as a physician. Ive been down in the emergency departments. But any time we see any patient, the first thing we try to figure out is how sick are these individuals . Are they at risk of getting worse . And sometimes its very difficult to tell that when someone just shows up with these nonspecific, my stomach hurts and im vomiting a little bit. It could be nothing and youll be better. Unfortunately, its going to be difficult to tell whether it would have helped this poor man. Because, unfortunately, this disease, this infection has such a high risk of death. That we dont necessarily know that it would have changed even if he had been admitted the first time. Perhaps we have been lulled into some sort of sense of false security by the fact that dr. Brantly and the others who have been the aid workers had survived and fully recovered. And so we had that experience so far. And this is the first time were dealing with the mortality of one man, when more than 3,000 people have died in west africa. Yeah. This is also the opportunity that shows exactly what the b t best when we give world class care. And we have the ability to give meticulous attention to the bodys ability to clot. When were able to support a person with some of the best machines and some of the best medicine that we have here. Even despite all that, it does show that people can succumb to this infection. And i think thats alarming to everyone. We do know how hard and tough they have it over in west africa. But we feel if we can get them here to the United States or to any of the industrialized areas where they have some of the best medicine that people have a very good chance of surviving. We still just dont know that. Unfortunately, we are still learning on the job through this outbreak. And thats obviously the worst time to try new things and to try to figure out whats going on. But certainly this individual received the best care they can from what we do is we call it supportive care. When were supporting their fluids. Supporting their blood levels and their ability to clot. But, unfortunately, sometimes its just not enough. Sadly, in fact, in this case. Thank you so much. Sure. Very good to see you. This paves the way for the first samesex marriage in South Carolina as early as tomorrow. But meanwhile, Supreme Court Justice Anthony kennedy surprised a lot of people by granting a request this morning from idaho officials for a temporary hold on yesterdays Appeals Court ruling that struck down the states ban on samesex marriage. That puts everything on hold there for a couple of days. The ninth Circuit Court of appeals ruled on tuesday that samesex marriage bans were in violations of the constitution. A lot happening here. On monday, the Supreme Court, of course, paved the way to expand Marriage Equality to 34 states plus the district of columbia. What does it all mean . Its not surprising if youre confused. Here to help us sort it out is evan wilson founder and president of freedom to marry. Evan, thank you very much. According to Pete Williams, 34 states now have would permit gay marriage. Gay marriage would be legal or soon to be legal. 19 other states still in play. But or have adopted it. The states subject to lower court orders. But on monday, the Supreme Court put everything sort of in a different frame of reference. And now today we have tony kennedy putting a hold on one of the Appeals Court rulings, at least until it can be argued. What does this do to your whole well, predicting the Supreme Court, of course, is always a little bit uncertain. So were going to see what exactly happens. But what i really think we saw in idaho today with Justice Kennedy was more of a speed bump than anything else. A little bit of procedural smoothing. And im pretty hopeful were going to be back on track quickly and that will bring us to 35 states in which gay couples will have the freedom to marry. As of today, even without any further progress, there are at least 30 where couples are marrying and you talked about South Carolina. Smiles and happiness and couples being able to share in the freedom to marry. And thats going to happen in five more states, pretty soon, i believe. And then we have to work really hard to bring along the rest of the 15. Of course, were one country with one constitution and everyone should have this happiness. Its a stage, does it seem to you theres a lot of momentum behind the movement for legalize marriage for samesex couples . We woke up monday morning having won 19 states plus the district of columbia. We ended monday with 26 states. Were now at 30 states, five more about to come onboard, i believe, thanks to the ninth circuit ruling yesterday, leaving only 15 states without the freedom to marry. Thats fewer states without the freedom to marry than we had in this country on interracial marriage when the Supreme Court ruled back in, i think, 67. Of course, any state without full justice and full dignity and full respect for all people is too many. And so we have to really work hard to finish the job and make this happiness available to all families in the United States. Kevin wilson, thank you very much. Thank you. Thanks for trying to help us sort it all out. And lets follow the trails in North Carolina and virginia and two key senate races. First in North Carolina. Kay hagan and state House Speaker square off in a debate last night, but it was another wellknown political figure whose name came up early and often. Last week, president obama said every one of his policies, every single one of them are on the ballot this november. Senator hagans voted with president obama 96 of the time. She served as a rubber stamp for president obamas failed policies. Wants to make this race about the president. This race is about who is going to represent North Carolina in the u. S. Senate. And in virginia, senator mark warner is hoping a potential republican wave in november doesnt sweep ed gillespie into the upper chamber. Live in raleigh, North Carolina. And joining me here is the Washington Post National Political reporter part of the panel in the virginia debate. First of all, lets talk about North Carolina. Kay hagan clearly does not want president obama campaigning for her. But its in the republican interest to try to make him front and center the issue there. This is whats been so fascinating about this race. Over and over again, i think repeated it over half dozen times mentioned that kay hagan voted 96 of the time with president obama. He was just constantly trying to make this a race about president obama. But whats been fascinated about North Carolina compared to other senate races is how much the state legislature and the State Government has been an issue in the campaign. Which tom tillis has provided over as speaker of the house. Every single time tried to shift the topic to obama, kay hagan would try to pull it back to whats going on in North Carolina where the republican controlled State Government has been pretty unpopular over the last year as its kind of swerved abruptly to the right. And kay hagan also tried to bring up isis as an issue. Lets play this. It has to be a unified front. And i think when i see, what speaker tillis has done. On what he would do to take isis out. I have been clear, i have been decisive. How much of an issue is Foreign Policy with all of these crises overseas . Usually these races are decided on domestic issues. Thats absolutely right. And a few people thought this would turn on Foreign Policy at the beginning of the 2014 election cycle. But this is not just an issue thats being fought in the debates. Right now, its the primary issue on the air waves, as well. Put out a tough ad going after kay hagan saying she and president obama underestimated isis. And a veteran warning our children might have died in vain in iraq if things dont change. Hagan has a new ad up today responding to that saying its offensive, that her husbands a veteran, that she has two nephews on active duty. And in the debate, she mentioned accurately that been reluctant to fully commit to some of the same policies she has in syria. She mentioned repeatedly that she early on advocating arming syrian rebels. But hes worried those weapons might get to the wrong hands. Thanks so much, on North Carolina and North Carolina and virginia are big military states, particularly North Carolina, but also virginia with the big naval base. Now, you were on the debate last night. Right. Ed gillespie, mark warner, incumbent democratic senator. A former republican chairman and top adviser in the bush white house. So two very experienced politicians. And this was part of the exchange. Ive also said where else i would change the aca. Ive laid out not with sound bites but specifics on a cheaper option. The fact is that we can have reforms that address concerns about preexisting conditions that make health care more affordable. Im going to put forward a positive alternative of my own on friday. So was there a winner . A loser . What was your take away from the are virginia debate . You know, theyre both playing it pretty cautiously. The polls in virginia have gotten a little bit tighter. But mark warner remains the most popular politician in the state. And its still a pretty uphill battle for ed gillespie. His basic point is to say to virginiians, this mark warner is not the mark warner you think you know from his time as governor. But one of the interesting things was the question of health care. Because its, you know, in virginia, i mean mark warner is acknowledging things about the law that have to be changed. Things about a law that he voted for. And ed gillespie is not just holding the well repeal it line for the republicans. He feels the need to actually put forward a pretty fulsome plan of hi os own. Which suggests health care is not the black and white issue people thought it would be, at least a purple state in virginia. And, in fact, president obama is still an issue, though, as it was in North Carolina. As it is in North Carolina. You dont see president obama campaigning for mark warner. Thats right. And you dont see any particular eagerness on mark warners part for this. And one of the things that he also mentioned last night on Foreign Policy was that he really thinks he agrees with his virginia colleague tim kaine that congress had no business leaving town. And without really taking a definitive vote on the whole situation with isis. Tim kaine, the senator who is also a former democratic chairman and has been very outspoken saying that they should take a vote, that they dont have the authorization. Saying the 2003 authorization, you know, does not apply, which is what the press has been referring to as the authorization for what he has done in iraq and syria. And its, again, mark warner, even though hes running for the second term in the senate really trying to be the virginian governor, that virginians remember, one of their own. Pillar two, the allies, we have huge challenges with the turks. The foreign fighters, this is a huge tough task identifying all the westerners trained with isis and could come back. When we hear intelligence officials saying, well, there are 85, or 95, or 100, theyre guesstimating. They dont have a census of these people, dont have a list. Well, they do have a list and they have names. They dont know everybody, though. They have to do that. But you have to assume that you dont have everyone and you dont know who else is out there. Its an ongoing effort to identify them, know where they are. Try to get to them before they come back to the United States. Its a really big challenge. And its an international effort. Its not just the u. S. Its all of our western allies. Its going back to turkey because thats the country to which theyre traveling. These, the pieces where the allies are critical. Not just for the regional problem, but the global problem. A lot of criticism. He had to apologize for what he said at harvard. He was saying our allies werent onboard initially. Was he just telling the truth and not diplomatic to say whats really going on . Well, having worked with the Vice President , hes apt to say the truth, but sometimes in diplomatic circles the truth has to be shaved when youre trying to keep a coalition together and get people to move forward. Its easy for me to say im not the Vice President of the United States. Theres no doubt they have not been helpful theyve helped arm these guys. Theyve undermined some of the stability wed like to see. But we also have to accept they think weve been very slow to the game. We have to show some respect to them to admit that we probably have. Theres disagreement about how hard the administration pushed on that. I think the administration didnt help itself when frankly the president came out and said, well, we could never do it. And we couldnt arm the pharmacists and the farmers. Well, now thats exactly what were doing. And i think people were in the administration at the time look at those statements and say, hey, we werent silence at the time, lets be truthful. It was a choice we made, it was a hard choice then, it remains a hard choice, it probably is a choice that didnt turn out as well as we wouldve liked today.
