Good day, im Andrea Mitchell in washington. After trying to avoid military action in syria for three years, president obama is now ready to consider taking the air war against isis to isiss home base in syria. But first, he will announce more immediate steps in iraq with secretary of state john kerry is today laying the groundwork. President obama asked me to come here not just to build the coalition, not just to talk to the iraqis about the road forward here at this moment. But also to underscore to the people of iraq that the United States will standby them in this effort. We standby iraq as it continues to build a government that meets the needs of each of iraqs diverse communities. And we standby them as they fight to overcome the single greatest threat that their government, their families and their neighbors face today, and thats isil. Bill neely is on the phone in damascus, syria. And chief Foreign Correspondent Richard Engel is in irbil, iraq. First to you. This is a very big ask of the iraqis, of an iraqi army that has failed at almost every task. At a new Coalition Government, and allies reluctant to help up until now. I think it is a big ask, but the ask should be the other way. The iraqi army should be embarrassed by its performance and a lot of members of the iraqi army are embarrassed. A lot of iraqis themselves think the army has been disgracing itself over the last several weeks that it has become not a National Army but a sectarian Shiite Militia more guided by iran than it is by iraqs national interests. So the iraqi army really now needs to be rebuilt. And i think we heard secretary kerry talk about today. He used the polite term, reconstituted, which is a polite term to say rebuilt after so Many American lives were spent to try and keep up a Training Mission in iraq. So many lives were spent during the war in iraq. Thats just the iraqi army. The Iraqi Government part, the iraqis have not had a government. They still dont have a complete government. Secretary kerry was very optimistic today praising the iraqis for overcoming their sectarian divisions and putting this unity government together. Its not been seen as a very broadbased sectarian government by many ive been speaking to, they think it is the same names weve seen in the past. It involves maliki once again. There is a new government. A lot of the same names, perhaps it can do better this time. But, yes, it is a big challenge they are going to face with the current cast of leadership and with the army to try and partner with the u. S. To fight isis. Thanks to Richard Engel. And bill neely in damascus. Damascus, obviously, has been torn apart by civil war. Three years ago, the president first said assad needs to go. And now damascus is going to have to be bracing for air strikes, which could help assad by going after his chief enemies, isis. Well, yes, this is the big challenge. I mean, its one thing to bomb iraq in support of the kurds and the Iraqi Government, to stop a genocide. Its quite another to intervene in a bloody civil war in syria to bomb the sunni militants of isis, and to try not to alienate the sunni population, to destroy the enemies of assad but not to help president assad who you are committed to getting rid of. So the challenges are huge in syria. Not least, the end game. I mean, when the president says no doubt he will tonight, you know, my aim is to destroy isis in syria. What does victory look like in syria . What is the end game . And where does president assad fit into all of this . So the challenges are immense and president obama knows that ultimately you cannot defeat isis in syria and solve syrias problems from 30,000 feet. There has to be a political solution here. And im not sure the u. S. Administration or any of the other allies in the coalition have really figured that out yet. Bill neely in damascus. Thank you so much. And to Richard Engel, as well. And here im joined by michael lighter, the former director of the National Counterterrorism center. And wes moore from baltimore, retired u. S. Army captain and combat veteran from afghanistan. Thanks so both of you. Michael lighter, to that point, bill neely is making the point that you have been making. The president s aware of it. You cant do this from 30,000 feet. The president s going to say no boots on the ground. But the fact is, theres going to be special forces. Youre going to have to have americans in there. Thats right. There will be boots on the ground, but not large scale combat troops. Small boots . Small feet . Big boots, not so many of them. Those are the special operators, and the task of the special operators will be to find that moderate opposition, help fund that moderate opposition, train them so they can fight. So you have a more moderate Free Syrian Army, which is a real counterweight to both aisis and going after assad. Wes moore, weve seen whats happened in afghanistan and the election cant even be decided now. Weve got disputes there. The withdrawal is going apace, but we dont know whats going to happen next. And weve seen already, tragically, what happened in iraq after we pulled out. So where is the thinking about the day after . Even if we can defeat isis which is, in itself, a tall order. Well, and thats where i think the president really needs to think about this speech and what exactly should be the longterm delivery. You know, in the military, we have an expression called commanders intent. Where with the commanders intent. The commander doesnt lay out the full battle plan, but does lay out what is a longterm strategy and longterm vision as to where he or she sees the operation going. And thats essentially what the president s going to lay out tonight is going to be commanders intent. But i think what the president also needs to do is explain to the American People the complexity of this situation. That it is not as simple as just sending missiles in to try to take out isis forces. But what is the impact on syria . What is the impact on syria . And what happens within turkey . What happens within lebanon. I think its going to be the president s job also to spend a little time educating the American Population about how complex this operation is and why it needs our support and why it needs our patience. And the president called king alaba abdullah in saudi arabia today and the iraqis have been invited to join, which is different because now that maliki is out, the saudis are finally reaching out and kerrys plan is to have them restore diplomatic relations with a new Coalition Government if that works. Americans, meanwhile, it is pretty interesting that secretary kerry is going to be in saudi arabia on 9 11. And when you think of the roots about all of this going back. 47 , nearly half of americans now feel we are less safe than before 9 11. First of all, is that just a perception . Or is that based on the factual evidence as a counterterrorism expert. Its largely perception. The fact is, we are undoubtedly safer in the United States. It would be much, much harder to have a 9 11style attack in the u. S. Today than it was 13 years ago. Our offense is better, our defense is better and intelligence is better. That doesnt mean you cant have them. We saw that in boston, on christmas day. We cant have small scale attacks. And isis as a global threat as it is becoming poses that sort of threat. And the question is, what the president will try to address today and the American People is why are regional interests . Why the global interests . And why Homeland Security interests will be advanced by more aggressive action in partnership with lots of regional countries, both in iraq and syria. I think thats the case hes going to make and he has to make it. And even if the polls are behind him, he has to lead on that front. Now that the polls are behind him, may be easier to lead, easier to get congress onboard. Now 61 in our new poll believe there should be military action against isis. That is a huge change. And i think what we can see in both that and the feelings that we are less safe is really a reaction to those horrific videos from isis. Absolutely. I think americans were so horrified, and rightfully so, the entire World Community was so horrified by the brutality and the inhumanity that they see amongst isis actions. I think one thing the president is going to have to do is also prepare the United States, though, for this is not going to be a shortterm conflict. That, you know, that it is not going to only require american support but also coalition building, which all takes time and which also means that cannot be simply a kinetic operation but the nonkinetic operations. Michael, the ambassador from the uae has an op ed in the wall street journal today. They are ready to take the fight, france has said it will join air strikes in iraq. So the beginnings of a coalition. What are we going to see . The saudis will offer money. The saudis will offer money as they very well often do. The uae will offer money, also military support. They have some air power. Jordan will provide critical intelligence support. And right now, kerry is having dinner. You need the sunni nations in the region to support, and youd like to have western nations that can also provide real help on the intelligence and military front. What about turkey . I think turkey is still on the edge. I think turkey will get dragged into this whether they like it or not. Turkey is a clear conduit. They will try to get better on their border. I think militarily in the long run, turkeys going to have to be involved one way or another. Thanks so much. And yes, final thought . Well, final thought and michael brings up an important point that if you even look a few weeks back, the operation conducted by the saudis and uae, this shows there is military capacity and capabilities that can support u. S. Military operations. So the support were going to need from the region is not simply going to be financial, but it has to be wholistic. Thank you so much, wes moore, for all your experience. As the president prepares to speak tonight, he has the worst Foreign Policy rating ever in our new nbc news wall street journal poll. Joining me now, msnbc contributor and manager of postpolitics. Com, and ruth marcus. Chris, first to you. These are real head winds. Yeah, i believe, 32 approval, andrea. That is not a good number. Look, its part of his broader. I think hes at 40 or 41 overall in terms of job approval. Whats fascinating is, this was once the strong suit of the obama presidency, oddly enough, that he was best on Foreign Policy, domestic policy, particularly the economy and health care. He struggled on. But this has eroded of late. And, look, it does not help. President obama being at 40 broadly really hurts democratic candidates. Ive been talking to pollsters, strategists for the last couple days about this. They say hes not a factor in the election, he is the factor in the election. Theyre seeing over and over again, obamas downward trend. Not just where his number is, but his downward trend really problematic for candidates across the country. What weve seen here, chris and ruth, is an extraordinary drama over the last three weeks. Because the president was not about to authorize air strikes in syria. He hasnt done that yet, but he is going to discuss that. That is certainly now an option given all the advice hes gotten. People have dragged him to where secretaries hagel and kerry were three weeks ago when the president said, wait a second, slow down, we dont have a strategy yet. And its just been incredibly confusing. It is not surprising hes at 32 in the polls. Anybody paying attention to the world is concerned. And anybody paying attention to the president s Foreign Policy is confused. Its been just a total zigzag of were going, not going, doing this, doing that, its manageable, its a huge threat. So that said, i also do think its possible. Youve seen a dramatic improvement in a change in the polls in terms of the publics willingness to take action against isis. And even in syria. And so, i think, his low numbers are not unchangeably low. They, too, can change really pretty traumaically if he gets ahold and grip of his Foreign Policy. If we see coalition building, if we see then he goes to the united nations, he has a speech on september 23rd. He has a counterterrorism summit on the 24th. I mean, there is a way that he could build back even before the election. And be seen as a world leader. There is. Theres no question about that. And i think ruth makes the really important play, which is in the Washington Post poll. It suggests that the American Public is and has changed to become quite supportive of the possibility of more strikes in iraq, strikes in syria to contain the islamic state. So theres no question that he actually, theres a path to go. This is rarely true, theres a path to go that the American Public supports. If he goes down that path. As you point out, andrea, he uses the speech tonight, the speech of the u. N. On the 23rd. A few other things. It is possible this can be rebuilt. But, again, this is a problem, kind of like immigration. Its certainly of his own doing that he is not taken a clear course of action. Maybe that starts tonight. Ruth points out zigging and zagging. One final point here, if you look again in our poll, theres a real Political Party split. He gets 41 approval from republicans and only 23 from democrats. That shows you how far it is going into the primaries. Very fraught. Not in democratic primaries, but Democratic Senators. And i think that while i do believe that there is a chance to climb back from 32 , i think the notion that hes going to be have improved enough that will gel in time for the election and not to have it be a drag on Democratic Senators is kind of wishful thinking. On democrats point of view. Ruth is right. Speaking of being stuck in a bad place, lets talk about ray rice and the nfl. You wrote a great column on this in terms of the real victim in this case and the tragedy of ray rices wife and her response to all of this. But what about goodell . And does he now have to be replaced . Oh, my god. Well, the thing i learned this morning that is just astonishing is that his last reported salary is 44. 4 million a year. Wait a second. His salary and benefits, i looked it up because thats right. Goodells salary in 2012, 44. 4 million. I would suggest he might want to give some of that to Domestic Violence groups. 44 million to not ask well, where is the tape . Why dont we have the tape . Just saying. I tweeted it out and checked it because i thought i surely must be wrong. And he was on cbs this morning. Lets take a listen to Roger Goodell. We certainly didnt know what was on the tape. But weve been very open and honest, and i have also from two weeks ago when i acknowledged we didnt get this right, thats my responsibility. And im accountable for that. Chris, i think for a lot less money if you didnt get something right, you could figure out a way lets not go down that road, andrea. No, i mean, look, this is the thing. Im not a regular goer to casinos, but everyone knows that everything that you do in a casino, theres a camera on you. Its the other than a prison, potentially, its the place where there are the most cameras on you at all times. Roger goodell had to know that footage existed in that elevator. Since footage existed outside the elevator. The idea that they didnt ask, potentially, and that seems to bethe best Case Scenario at that point. How could you not ask . You obviously know it exists. Guys, he acknowledged punching her, case closed, you dont need the video. But let me play, jenna wolfe interviewed some other nfl wives today on the today show. I dont think its too hard for me to understand why janay would stay with ray. Unfortunately, i was raised in a home with some Domestic Violence. And i think women stay with abusers for many reasons. Thank goodness i was not in the situation to make that choice. But i think i would probably end up being one to stay because you assume that role. Youre there to support and you uphold the image that you feel is necessary for your family. That is really the profound tragedy. It is so many women feel powerless and are pathologically, psychologically wedded literally and figurati figuratively to these abusers. And i think its easy to look from the outside if you havent, thank goodness, been a victim of this kind of abuse and say what is wrong with her . How could she stay . But i called a friend of mine who wrote a wonderful book called crazy love, a Business School graduate who was a battered wife in her marriage. She said it looks pathetic, but you have to understand, some of the pressures the wives talked about on the clip. It is very hard to leave. Look at the twitter handle, why i stayed. But it is also essential if youre in a situation like that. And it is very rare that its a one off. Its essential to take care of yourself. I dont believe the president has the authority to, quote, go on offense and wage an openended war on isil without congressional approval. And second, in making the momentous decision to authorize military action, we owe it to our troops who risk their lives to do our collective job and reach a consensus supporting the military mission that they are ordered to complete. Senator tim kaine, a member of the Foreign Relations and Armed Services committee. Joining me now from the senate, thank you very much. Senator, do you think that the president has Legal Authority but that it would be politically preferable to have a congressional vote before he expands this war . Or do you think that he needs the congressional vote . Andrea, you know that this question is one that has been the subject of debate since the constitution was written in the 1780s. As i dig into it, and ive spent a lot of time looking at this, im from virginia, James Madison was the drafter of the constitution. Were so militarily connected. I think for the president to move beyond a mission of defending the embassy of baghdad and as he says go on offense against isil. I think the president is legally obligated in moving to that offensive stage to get the approval of congress. And i also think politically, it would be very wise, especially because i think the president s going to make a very strong case tonight about the need for it, about the number of partners who will join us in it. I think the American Public will be strongly supportive. Its going to be better for our servicemen and women to know theres a solid political consensus behind this mission. And so i think its politically advisable, as well. But, he seemed to feel hes got the authority in iraq because of the embassy, because of the airport, because of t the whatever. Do you think he also needs that authority for an expanded offensive action in iraq not even considering syria . I do. You know, again, in the initial days after Congress Went in recess, isil had momentum toward baghdad. But in my view, when the air strikes occurred to protect the dam near mosul where there was no Real Intelligence that dam was going to be blown up, the administration said, well, you know, if it were to be blown up or fail, it could affect the embassy. But the embassy in baghdad was hundreds of miles away. So the the i think the administration wisely sees isil as a significant threat to the United States. And i think at some point, this more from an imminent protection of American Life at the embassy into a broader determination that isil was a longterm threat and we needed to go on offense against them. At that point, i really believe in looking at how the framers drafted the constitution, its pretty clear on this. They wanted that decision to be vested in congress so there would be a complete political consensus between the two branches before we ask people to risk their lives and serve in such a military mission. I was talking to michael lighter earlier whom as you know used to run the counterterrorism center. And he said, there were going to be boots on the ground. American boots on the ground. Not just local boots. The Free Syrian Army doesnt exist anymore for all intents and purposes. It has to be rebuilt and expanded. But even if we have arab partners, which we will most likely, there are going to be American Special forces on the ground. I think, well, and i think that is were all really waiting to see what the president says tonight. I think sometimes as you point out, this distinction of no boots on the ground can be a little fuzzy. Weve had weve put american boots on the ground with respect to the rescue mission earlier in the month of august. Weve put more advisers into iraq. Obviously, the main thrust of the president s efforts thus far has been a pretty careful campaign of air strikes. But, i think the president will address that this evening. I dont have any advance copy of what the president s comments will be. But what im hearing from the white house is i think therell be a pretty crisp definition of whats at stake, what we need to do. And then very importantly, for all of us here and i think all americans, the partners that well have together. Because as you know so well, in this region, theres been almost a history of folks, nations coming to the United States secretly saying heres what you need to do. Of course, they wont stand up publicly to selfpolice their own region. I think were going to see a number of allies willing to Work Together with us including arab league and allies from the region. Thats critically important. And the president s ability to lay that out tonight i think will have a galvanizing effect on Public Opinion and the attitude in congress about the importance of the mission. Thanks for joining me. Im delighted. Having watched you with jon stewart last night, i know this resinates to men and women. People of my generation thought it was going to be solved years ago. You write in the book about the i got called a parakeet with no original thoughts, a cipher and a Chuck Schumer puppet. I was nicknamed the aggressive and somewhat unhinged blond High School Student played by Reese Witherspoon in the movie election. Here you are a dartmouth graduate, law school graduate, corporate lawyer, member of congress. Now a United States senator, mother of two. And how do you get you know, for your viewer, were not alone. These things happen to everyone in all industries, all professio professions. And the reason i told my story, the anecdotes. I wanted to see the reader. Be able to see themselves in these stories and learn the fundamental lesson that their voice is important, their life experience, their opinions, their priorities need to be elevated whether at the school board or the local community or in congress. And those opinions and views are so important to making a difference. You talked about, we need a rosie the riveter for this generation, not to draw women into professional life because theyre already there, but elevate womens voices and bring women more fully into making the decisions that shape our country. Thats the mission, really. Very much so. And i see role models everywhere i go. I had a role model in my mother, being a working mom. Cooking dinner and doing karate and your grandmother. A salty lady who knew womens voices mattered and organized women to get involved in politics. I got to watch them growing up. And whether you have a role model in your own family, or not, we all have role models to look to. And show that women can do it. You can do whatever you aspire to. And you can embrace what your ambition is, embrace your goals and dreams and not be afraid to be different. If all women do that and do it more often, theyll reach their full potential and will have great effect on our communities. Something as basic as being assigned as a junior senator to preside over the senate for several hours. And there was no option. And so you got mark udaul. Yeah, you cant fully describe this to someone who has never been a nursing mom, but theres a certain need to nurse at a time when youre supposed to nurse. And if you dont, its very uncomfortable. And how do you explain that to a young man whos not married yet. He doesnt have a wife some young aide was saying you do what youre told. But i figured it out, and like all women, we have the struggle, the challenges, some of them are very similar, very shared. You know, i have to feed my kids breakfast, make them their lunches, get them out the school door with the soccer uniform, make the parentteacher conference, juggle it all. But for me, i have flexibility in my job and a lot of moms dont. So i want to raise these issues so they can talk about things that would make a difference, like paid leave or something as simple as equal pay. Its absurd that today women are still making 77 cents on the dollar. And that africanamerican women are earning 68 and latinos are earning 58 cents on the dollar. Its wrong and it hurts the economy. When i first read some of the insults in your book, good thing youre working out because you wouldnt want to get porky when youre pregnant. Youre even pretty when youre fat. That kind of thing. When i covered the senate in the late 80s and early 90s. And there was a sort of understanding that you dont get in an elevator with certain senators. It was the older senators, for the most part generational. Do you think its generational . Or are there some well, i think theres stupid behavior everywhere, but i think theres an element to that. But i also tell the stories of when i was a younger woman. Because now our careers level. You can brush off a comment like that. It doesnt hurt you or undermine you. But when you have no power. When you are starting out, undermines you. I did the show, and a uh caller called in and said i was at a highlevel meeting, im a senior person in my firm and i was asked to be the note taker even though there were younger men. And that happens to all of us all the time. And i told some young stories, as well, about, you know, when i was praised not for my work but for how i looked after working my butt off for months and months, i couldnt have felt less important. I couldnt have felt less valued. And so if we could elevate this debate to talk about these shared challenges, we can change the workplace. We can realize that so many of our workplace rules are stuck in the madmen era. Undermines our economy, and that we as women, we want to be able to be present moms and doing our job. How disappointed are you that the president who promised at the beginning of the summer that there would be a plan, be taking executive action, do it at the end of the summer. And now for clearly political reasons, white house officials acknowledge theyre waiting until after the midterms. Look, i cannot there is no bottom to the disappointment that the community feels. And that i share with them. I woke up this morning, and ive got to tell you, i was a little sad. And ive been fighting the whole weekend and i felt a little sad. But im ready to continue the fight. You cant be discouraged, cant be dissolution illusioned. It seems to me, andrea, common sense, if theres an american citizen woman and she has american citizen children and her husband doesnt have papers, we should figure out a way to get that husband their visa. Especially if hes ready to go through a background check and get registered with the government and go through a criminal background check. It doesnt make any sense. Why should we put them through the horror of being separated from their moms and their dads . Theres something we can do about it. And, you know, a lot of people think, well, its a political decision. Luis, why dont you quiet down . In eight weeks, youre going to get what you want. Well, because theres a human cost to a lack of justice, a lack of fairness. And i want democrats to be transparent, right . I want us to say this is what we believe and sell it to the American People and make a strong argument to the American People and not saying, you know, were not going to trust you on election day to a firm or disapproval of us. Well wait until after election day. Thats part of whats wrong with washington, d. C. , i think. Well, the counterargument is if they lose the senate, its going to be even harder, and its the red state senators pushing for delay. They lose the senate, its going to be harder to get anything meaningful done in a lame duck session or next year. Yeah, but heres what you get. So thats kind of the smart politics and sometimes you win. With those kind of politics, right . And sometimes you lose. But you know what you never get, you never get fairness, never get justice and never get Public Policy that you can be proud of. Let me say this, look, i have made my argument to the president , to this white house, to the cabinet, i lost that argument. I am now going to make sure this thanksgiving, by this thanksgiving, the president has said, he didnt say, oh, luis, youre wrong, im the Public Policy. He didnt say that. He didnt say youre wrong on whether or not i have the power. He says, i have the power to do it, its well established in the law, im going to do it. And heres what i believe. Im going to work to mobilize the immigrant community to say this should be the blessings of this thanksgiving. And president barack obama, were waiting for thanksgiving and were waiting for the blessings of this thanksgiving in which millions of families, immigrant families can finally rejoice that they have an america in which theyre being protected and included. And im going to work outside in the neighborhoods throughout this great country of ours, and im going to work with government officials. Im very delighted that, you know, we have a wonderful Homeland Security secretary. Has an amazingly difficult job keeping us protected, both from external and internal threats. But i believe hes a man of great compassion, and hes a man that understands that there is an urgency to his job to also make sure that theres fairness and equity in our immigration policy. And you know what, im not giving up on president barack obama. I say give us the blessings this thanksgiving. But, i do want to make one caveat. If the republicans come back and ask the president of the United States to delay his executive action, i say, no, no and no. The community. The community will not tolerate another disillusionment.
