Offer. Breaking news on the numbers of children separated by their families. When all in starts now. Good evening, i am ali velshi in for chris hayes. The summit went so well, he wants to do it again. Only this time he wants to do it in washington and this fall right before midterm elections. All of that was news to the president s own director of National Intelligence who happened to be in the middle of a live interview with nbcs Andrea Mitchell. We have breaking news, the white house has announced on twitter that Vladimir Putin is coming to the white house in the fall. Say that again . Vladimir putin coming did i hear you . Yeah. Yeah. Okay. Yeah. Thats going to be special. Coats has been sounding the alarm about russias potential to disrupt the midterm. The president took putins side against russian intelligence committee. Despite the wide spread outrage and alarm which sparked protests in time square and outside the white house, the president tweeted this morning, quote, the summit with russia was a Great Success except with the real enemy of the people, the fake news media. I look forward to our second meeting so that we can start implementing some of the many things discussed. Do you hear that . The president is the real enemy of the people. The president wants to use his second meeting with putin to start implementing what they discussed this week. But they dont know what they discussed this week. The two of them along with interpreters were the only ones in the room. And his interview with Andrea Mitchell, dni acknowledged no o one including him, knows exactly what happened behind closed doors the president was with Vladimir Putin for more than two hours with only translators. Basically, how do you know what happened . You are on the dark side of the moon. How do you have any idea what happened in that meeting . Well, you are right. I dont know what happened in that meeting. I think has time goes by and the president has mentioned some things that has happened in that meeting, i think we will learn more. But that is the president s prerogative. If he had asked me how that ought to be conducted, i would have suggested a different way. But thats not my role, not my job. So it is what it is. Is there a risk that Vladimir Putin could have recorded it . That risk is always there. Now, already the kremlin is claiming the president has made commitments not announced by the white house. Putin told Russian Diplomats that he made. Agreed not to disclose publicly. And it comes right after the Russian Ambassador to the United States told reporters yesterday that quote important verbal agreements were reached between the two leaders. We did just learn an incredibly important bit of context about the president s relationship to putin. According to the New York Times confirmed in part by james clapper, the president was informed in january of 2017, that the man he just invited to the white house personally directed russias directed interference. When the president elect was briefed by four Senior Intelligence officials, these four here, a couple of weeks before his inauguration, he was shown highly classified intelligence indicating that putin had personally ordered complex Cyber Attacks to sway the election. Information gleaned from a top secret source close to putin himself. This is according to almost a dozen people who either attended that meeting or briefed on it later. Clapper, who was one of the four briefers appeared to confirm the gist of the story in interviews with cnn. And today, his successor dan coats told Andrea Mitchell that all roads lead back to putin. It is very clear that virtually nothing happens there of any consequence that Vladimir Putin doesnt know about or hasnt ordered. I think we are pretty sure about that. Joined right here by senator Richard Blumenthal democrat. Outside the white house protesting last night. Senator, Vladimir Putin has been invited to the white house. The fox as it were has been officially invited into the chicken coop. He already has many cyber keys to the ballot box which is the reason why director of National Intelligence dan coats alerted us that the red lights are blinking again like they did before 9 11. We are in the moment of National Security. The director of National Intelligence knows nothing about a meeting between the commander in chief and the leader of an adversary. More than an adversary, an enemy who is attacking our country. And that attack is ongoing and pervasive and it is proofed by objective and verifiable information. Inviting putin to come here, when you look at that indictment, again, 12 russian spies directed by putin himself to attack this country makes him an alleged criminal. And the president of the United States is inviting him to the white house even before we have finished the damage control from that first meeting. I want you it hold that thought on side and then i want to play, you have heard this i am sure, what senator rand paul has said. I want to try and see how we reconcile those. Trump derangement syndrome has come to the senate. The hatred of the president is so intense that partisans would rather risk war than give diplomacy a chance. This is crazy partisanship that is driving this. We dont have to have war. We can still have engagement. Im puzzled by the line that says if you believe that russia interfered and attacked our democratic processes, then it must mean that you are for war. None of us want war. And some of us at a certain age have experienced the horrors of war. And 1 the roads to war is appeasement. Giving d giving dictatorial leaders. As it has happened in other wars and stopping this aggressor. Part of his m. O. Is in fact to undermine and divide and sow discord. Today in the United States senate there was a vote 980 to say to donald trump we will not permit you to turn over american l diplomats so they can be interrogated. And earlier today unfortunately a resolution to impose greater sanctions or expedite the enforcement of present sanctions was defeated. But there was a lot of b bipartisan support here. And later on i will have bill browder on. Senator Richard Blumenthal. I am joined by National Security analyst evelyn farkus. And jeremy staff. Evelyn, let me start with you. For our allies, a tough few weeks. Now the man who represents the greatest threat to them s being given an honor, an invitation to washington. What is your hot take . I feel like i am in the middle of a hollywood thriller. In the middle of the worst part. And i imagine that the european allies feel the same way. They are actually moving on. You saw the day before yesterday, the eu signed a Free Trade Agreement with japan. I am guessing on the defense side, maybe defense spending will go up because they cant rely on us. The front line states, the ones worried about russia attacking through conventional war or other means are going to be nervous. You know, right now we look like the most unreliable ally. And we look weak and scattered and disorganized. And i dont understand why congress doesnt stand up and pass legislation that has teeth in it. Representative jim juror dand tweeted this. He said well somebody tweeted this about what he said. I know what we need for safe and secure election and that is voter id. This is part of the problem. This is why this happens. Jeremy, i want you to put your Intelligence Community hat on. James clapper talking to cnn this morning was worried about something that has happened before and that is the president has shared classified information with the russians, information that he wasnt supposed to share which really affects us when that happens. When people dont trust that the president can control classified information, that is a problem. Do you have fear that President Trump might have even inadvertently shared that with Vladimir Putin. Well, yes. There is no telling what may have been exposed either at that meeting in helsinki or in their earlier encounters. Yes, that makes me very nervous. Jeremy when the president revealed classified information at the white house, this is a big problem. Yeah, i dont know yet whether this was malpractice or malfe malfeesance. We dont know what he talked about. I was in the room today with dni coats when andrea had interviewed him and told him live on camera that another putin summit was in the offing and invited putin to washington in the fall. When she told that to dni coats, you could hear an audible gasp in the room and it had come after 20 minutes of questioning. The russians were responsible. No other party was responsible and it been authorized. After meetings of this nature. Some of them have actual ambassadors, note takers, and some interpreters. Usually there is a readout. Both sides tell the media and the public what was discussed. And they should match up and they are generally off by a little bit. We didnt get. That what we got was a tweet saying really excited to follow up and listed a bunch of things. It didnt come up in the meeting, it didnt come up in the press briefing afterwards that they had addressed these issues that the president claims he talked about. The most problematic is the worst thing we heard about was coming from the Russian Ambassador here in washington d. C. So that is most problematic and that is to be expected. A lot of this who looked at this up coming meeting with no senior aides in the room beside the two president s, said, how are we going to know. The russians are going to tell first. It is troubling that the russians are telling the world because they are not trust worthy and normally what happens is you have a meeting like this and then a quick summary that you circumstanlate and there woe a quick summary that would go to the cabinet officials that werent there. And then it is an agreed statement. If it is not an ally. This is unprecedented. That is where congress snides to exhibit some of its ire if you will. Thank you. Much more of a truly revealing interview. What he said about the meeting between President Trump and v. Vladimir putin. We will break it down with Andrea Mitchell herself right after this. Did you know beforehand that kislyak and the ambassador of the foreign minister were going into the oval office that day . I did not. What was your reaction . We learned about it from texts. Probably not the best thing to do but no, i was not aware of that. One of the big take aways between cdan coats and Andrea Mitchell, is that he seems to be on an island. According to the washington post, trump revealed highly classified information, coats admitted to not being briefed between what trump and putin talked about it behind closed doors for two hours. Basically, how do you know what happened . How do you have any idea what happened in that meeting . You are right. I dont know what happened in that meeting. If you had asked me how that would have been conducted, i would have suggested a different way. But that is not my role. That is not my job. So it is what it is. At one point coats said he was just doing his job when he felt the need to correct the president on monday after the president suggested there had been no reason for russia to interfere in the election. He sounded like his job was to give the president the benefit of the doubt. I think now that it has been clarified, based on his late reactions to this. And so i dont think i want to go any further than that. In the cabinet room, one of the statements that you referred to, his clarifications, he says i accept our cabinet conclusion that russia could be other people also. Could be other people also . What does he know that you dont know . Well, could is not a definitive word here. Could someone else be looking how to do this relative to our election . Probably rogue states, whatever, we know others have potential capability. But it is undeniable that the russians are taking the lead on this. I guess it depends on the meaning of could. I am joined by the person that conducted that remarkable interview, the remarkable News Foreign Affairs correspondent. The piece that will go down in history, is when you gave us the breaking news that the president of russia has been invited to washington and the dni didnt know that information. Well, i was stunned too. But then again, i am not in charge of National Intelligence. There has been some reporting out of the white house that perhaps the president was watching and did that deliberately to dan coats. I have no way of knowing that of course. It is clear that this is a man who has been twice elected to the senate, has been an ambassador to germany, committed to Public Service and determined to defend the agencies that he leads from any political interference. And he remarkably did speak out after the president s News Conference in helsinki. And i think frankly deserves a lot of credit for that. Andrea, dan coats is wellliked, experienced and capable. The question is why the president puts these people around him and doesnt listen to him. In the beginning there was talk about the deep state and we know he didnt love the state department and what it did and didnt believe in the soft power. No beef about dan coats. What does the president get for not listening to the people around him . He gets into a lot of trouble. Because these are the professionals, these are the intelligence agencies and the fbi and you heard the same kind of push back from Christopher Wray in his interview with lester holt last night. Two leaders of Law Enforcement agencies and intelligence agencies. They believe their job is to defend and protect the United States. That is of course the oath that the president took. But they feel they have to correct him as best they can when they disagree with the intelligence assessment. You heard chris wray defending bob mueller. And you heard dan coats saying there is no doubt that Vladimir Putin is responsible for everything that happens in terms of policy and covert action in russia. And russia is the worst perpetrator is done by putin himself. That was the assessment back in january of 2017 and they have reassessed it constantly and still true today. Whatever the president s wavering opinions and switching back and forth. He has landed in a better place. And that is why you heard sort of ambivalence statements from dan coats. Hoping the president stays in that place. I am laughing because you said he has been in the right place in the last couple of interviews. Who knows what has happened in our conversation. Coming up. But only if russia got access to high profile americans that russia accuses of criminal activity. He offered to have the people working on the case come and work with their investigators with respect to the 12 people. I think that is an incredible offer. Not everybody thinks that is an incredible offer. But putin specifically mentioned that he wanted access to bill browder who pushed for passing of a law. This man after he uncovered a massive government corruption team. Trumps expression of enthusiasm for giving access to browder, prompted a massive outcry. But that didnt help the white house for maintaining that it was seriously considering putins offer. Finally, today. Joining me today is bill browder. Good to see you again. When people ask what russias motivation would be for attacking our elections and affecting the outcome, the russian lawyer who attended had been actively campaigning about discrediting you. Yeah. Indeed. Basically, her job was to go in and try to get the magnitsky act repealed because Vladimir Putin doesnt like the magnitsky act because it sanctions the assets, freezes the assets of corrupt russian officials. And since he has assets in the west, his assets could be frozen. The fact is overturning the magnitsky act would be hard to do. But there is at least one member of the u. S. Congress who is willing to work on behalf of the russians who is willing to defeat you and your movements. The one is dana roarbacker. He tried to organize hearings in congress to run an anti magnitsky film. Tried to take magnitskys name off of legislation. This guy was very, very active. Very, very enthusiastic and working hand in glove with the russians. Oligarchs and the people targeted by the magnitsky act make putin rich. And maybe trumps affinitys connection to putin is exactly that. Trump helps magnitsky get repealed. The logic of connecting all the dots is speculation. And what we do know is putin hates the magnitsky act. He sent natalia in to trump tower to meet donald trump jr. With a list of talking points. And two years later, Vladimir Putin meets directly with Vladimir Putin with the same talking points. We dont know what putins hold over trump is. In a certain way, the administration, Trumps Administration has been quite tough using the magnitsky act on russians. But it doesnt line up with Donald Trumps statements about Vladimir Putin which doesnt make any sense to me. Maybe it was a month ago, or a month and a half ago, i was traveling abroad and learned that you were arrested in spain. Interpol warrant had gone out for your arrest and that actually happens with frequency if you look at what happened in helsinki, Vladimir Putin was asking donald trump to hand me over to the russians. That is not the only attempt they have made. They have gone seven times to interpol to issue warrants for my arrest. Gone 12 times with the british. Thankfully they have rejected it. How do you feel about that. Your name gets mentioned. I know you are used to this and this has been going on for years, but the idea that your name was mentioned by the president of russia with the president of the United States. The only thing i would want happen is for donald trump to turn to Vladimir Putin and say absolutely no way. But it took three days to say not interested. It wasnt a no way. It is inexplicable. So when pompeo was given this question, he said sno way. When his state department question, they said no way. When congress was given the question, 980 no way. Makes no sense why there was a threeday gap. Ahead, why the actions of the president the act of treason being committed in the white house. It was bizarre statements like that which caused former cia director john breman to call it nothing short of treasonous. Something is going behind the scenes. Before helsinki, i was unsure. Post helsinki, i feel sick. Reasonable people can disagree over whether treason is being committed. Article three of the u. S. Constitution says the treason against the United States shall consist only in levying. The writer of the piece joins me now. Along with joyce vance former u. S. District attorney for alabama. Daniel, let me start with you. You seemed shocked that you have reached a point that you would be writing those words about treason and the president of the United States. A year and a half ago, someone would have called that, as rand paul said trump derangement syndrome. But now it is narrowing and narrowing down in terms of what the possibilities are. The question has been when we deal with trump or any president that we disagree with. And we find genuinely shocking. Do you explain this through incompetence or explain through mall mall mall mall mallevance. Either we are talking about radical incompetence. Or we are talking about mallevance. Why does he tweet out that he prefers Vladimir Putin to the u. S. Mainstream media. It is a question of revealed preferences which is trump prefers foreigners who like him to americans who are loyal americans but nonetheless disagree with him. A common saying in washington is the notion that reasonable people can disagree on something. And the fact that reasonable people can disagree whether or not we are talking about treason or high crimes and misdemeanors, i find shocking and seriously nauseating. Joyce, i read what the constitution says about treason, and i dont know how one proves it, we are all puzzled as to why the president would be acting this way. But a broader concept that you talk about when it cops to treason. In terms, as we have discussed, as daniel has said, in terms of the reason for this behavior, if we decided it is not utter incompetence. We know the president is supported by smart people. We start looking for other explanations. We think about treason as being a betrayal of trust and that is what is at the core of this concept. For federal prosecutors you actually have to prove every specific element that is established in a statute to have a conviction. And that is difficult for treason among other reasons because you have to prove that we were at war with a country with the country that the defendant allegedly provided aid to. That cant happen here. We are not at war with russia. The same set of facts that daniel references could be used to form a basis for impeachment. There is a real difference here before a legal criminal proceeding and what might happen in the political process. Betrayal is a concept that could exist and be bandied around. Senator flake alluded to that. Lets listen. What isnt a mystery is by choosing to reject object reality in helsinki, the president let down a free world by giving aid. So daniel, that is interesting. Jeff flake used the words that the constitution uses with respect to treason. And he called russia an enemy of democracy. But really he said the thing that may be more important over the last two weeks of the president s behavior both in canada and in Great Britain and in brussels and then in helsinki is that he has let down the free world. Brett stevens was talking to me, and said i dont know if donald trump believes in a free world. It is definitely something we do not expect from the president of the United States the way i would put it is the following. International relations if you are trying to figure out what are our Core National interests, we are in a situation now where frankly i think the biggest National Security threats to the United States resides in the oval office of 1600 pennsylvania avenue. I will defer to the legal question about the fact that it is a high statutory bar to proving treason. But in some ways it doesnt matter whether the president is radically incompetent or just malevolent. The point is that he is not suggesting anything in his place. Now, to be fair, again, you would want, you know, the president to have, you would want the United States to have reasonably productive relationships with other great powers and you prefer negotiating with north korea to many of the alternatives. And there is doing this well and do it incompetently, and he is doing it incompetently. Or something else. We will see. The government blew the july 10th deadline to reunite the youngest children with their sxarnlts the Trump Administration refuses to admit the damage its done. A lot of child psychologists have said, this amounts to child abuse. Is this child abuse . Being imposed, enforced by the American Government . I think that we have 2,000 children who need our care in terms of being reunited with their parents and were working hard on doing that. They didnt need reuniting until the u. S. Government separated them. Here the help me understand, two reporters who have broken the story after story on family spraegs. They have the bilines. Let me start with you, jacob. We have new numbers on the parents and children. 364 kids so far out of this class. 2551 of the total kids. Only 14 . And the deadline to reunify all of these children is coming up a week from tonight. They should all be back together with their parents, if it was up to the federal government, a week from tonight. Only 364 have been reunited. And its been over a month since myself and other journalists were in those facilities in texas seeing the kids in the cages and far longer than that since the administration announced this position and was doing a pilot room from separate kids far longer than that. So theyve been detained for months. 719 of those parents have what are called final orders of removal and that means those parents could be deported immediately after the reunification has happened. I thought the responses by secretary neilsen to peter were a little puzzling. The government seems to be describing the difficulty in fulfilling the completion of something they created. Thats right. She did not commit to meeting that deadline that jacob pointed out is only a week from tonight. She instead insisted they would not cut any corners. As the lawyers representing these separated parents have pointed out, this is not the same vetting process that you would need to reunionine a child with someone who will take care of them that foster care. These were their biological parents they were taken. From a lot of the reasons theyre being separated. Things like dui, maybe a criminal charge in their past but not a conviction. These are reasons theyre keeping families apart from these parents now. What lawyers will tell you, the government is essentially trying on whittle down class that they were have to reunify. When theyre looking at over 2,500 children, and they want to meet deadline, theyre trying shrink the pool. But the judge has been very insistent and very trans parent. Weve been able to hear how the process has played out and hes been trying to keep that process wide. And he said the parents are part of that class and they should be reunified as well. That was something the secretary did not commit to today. Somewhere in this whole thing, we have missed the point that there are people had come across our borders or who enter at a point of entry seeking asylum. It is an international process. It is not a crime. There is a misdemeanor crime involved but a misdemeanor crime. I was just thinking about this. I was looking at a family that was reunified by a catholic charity. This woman told me her family was threatened. They threatened to take away and kill her boys. 7 and 11 living with her in upstate new york. Shes one of the lucky ones that has been reunified. We have to talk about it. 719 people with that exact same scenario or some sort of that scenario. They are saying we dont who know those parents are. Or whether they have the claims. They need to be counselled on their options and their childrens options. The option might be a full asylum hearing if they can prove credible fearful. And we know the attorney general wants to tighten the rules for asylum. What xeem and cannot claim like domestic violence, like gang violence. One of the main drivers. So you can have a huge portion of that class, horrifying was what she said tonight. Will the government meet its second deadline . Its hard to say. It is a process they discussed a few days ago on our air for at least reunifying the low hanging fruitful these are children in hhs custody with parents in i. C. E. Custody. But there are a lot of people who fell outside of that and it didnt seem like we had any reassurances. Another thing to point out, as we reported, there was a form given to a lot of parents who had to decide whether to deport with and without their parents. And theyre worried that those parents were being forced to make a difficult decision before the case played out. These are now lawyers rushing to get to these parents before theyre forced to make the decision without all the information. Thank you for your great reporting. That thats all in this evening. Thank you for joining us this hour. You should know we have a really big guest here for the interview. Even if you dont like me, you might be interested in hearing from the person were hosting for the interview. Im just saying. Stress out, bear with it through me. Somebody better is coming up.
