Many are still without power. The governor has declared a state of emergency, in nine counties. A reporter covering texas flooding became part of the story. Here is another dramatic rescue, dozens of horses, became trapped in high water near a houston stable. Several volunteers leap into the water armed with ropes, boats, to help the horses reach dry land. I think thats amazing, im so glad they were able to help these animals. Theyre helpless, you no, maam, when Something Like this happens. And thats a pattern, isnt this a pattern thats going across the country, katy . Essentially, basically whats happening here, we have this blocking mechanism in place, where weve had beautiful weather for days, days, days, poor folks across the deep south, i mean being look what theyve been dealing with, 24hour loop, the casino every rain thats pushed through here; just incredible, and that video, i mean, jaw dropping, just when i think ive seen it all, unbelievable flooding down across houston yesterday. And again, we will let the loop play one more time for you. Unreal, the kind of heavy rainfall intensity that just completely engulfed the i10 corridor in that section of the state. So, thankfully, theyve chance to dry out at least little bit. Some of the flood watt kerr recede. But still looking at storminess here across the central plane. We still in the meantime are basically under the influence of High Pressure, and also cold front dropping south, see how it is fizzling up across upstate new york, so we stay dry here today. High pressure is going to take the place of that cold front passing through, very weak cold front. So back to sunshine tomorrow, staying little breezy, temperatures take modest hit, back to the 60s frankly where we should be, then come thursday and specially friday, that storm system that we just showed you expands over the central planes, that start to move in. So thursday, overall, actually looks pretty good. Start with sun, clouds builds in, overnight into friday, the rain starts to move back in. So we will be dodging showers, maybe some pockets of heavy rain, maybe couple every thunderstorms, windy warm that day, temperatures back to the 70s, meantime, beautiful. Lovely start to the morning here, the light of day starts to pop, overbroad heads ville, live look at the Pleasant Valley middle and high schools there, campus at broads heads ville. Meanwhile you got to factor in your health, talking about weather like there is even though the air quality is good, pollen levels are really high. Uv index starting to climb, too, this time of year. I joust of just got my cbs3 rain jacket. Nice. Excited all geared up. And i have my collar continue, and thats all i need. The roads . Nothing to sneeze at. Oh, wow, that was great. No, nothing to sneeze at. I would say that volume levels starting to build right now. We do have one accident, just happened out, there really what weve been dealing with all week long so far, nice dry roadways, but weve had a lot of construction because of t so, what you are looking at right now an accident pulled all the waff to the right shoulder, on the boulevard, approaching wissahickon, moving in the southbound direction, just make note of this, it isnt blocking any lanes, but what we typically see with this sort of thing specially 6 00 hour if this happened put off to the shoulder we start to get little gaper delay, a lot of people tapping the brakes, taking peak whats going on, dont do, that just keep ongoing right by, just make note, it is on there. Schuylkill eastbound at city avenue, what you are looking at moving in the eastbound direction, certainly heating up. We though, that we were even in the 5 00 hour. In the westbound side, just behind these trees, you can see, all the brake lights going off. So the schuylkill, no matter what direction you are going in, now in the 6 00 hour, you are slowing down. The boulevard moving in the southbound direction, approaching the schuylkill, this is what you are looking at there, tapping the brakes, to get on to the schuylkill, 95 south, before girard, this is another area as you move into center city now starting to heat up. So i would say just thinking about leaving your homes, i dont know, just give yourself a little extra time, jim, over to you. Thanks so much, meisha a now to site thats truly out of this world. Weve got that going for us here today. Even despite the fact that there is a cold front dropping through, were not looking at any casino of wet weather today. We will rather see couple of additional clouds, what recent days have produced little breeze thats real at this. So storm scan looks awfully quiet right now, right on the tail end of the radar, see over northern new jersey, upstate new york, blip of green. Dont worry about that, again, look to go stay dry here today. And what that will do elevate the fire risk. Now, obviously the weather cannot start a fire, blew it can do is help to elevate the risk of any kind of wild fire spreading. So we will see red flag warning take effect at noon today. And all that means, on this checklist, you have low humidity, pretty decent wind gust, branches, leaves, and continued dry stretch of weather to help, you know, any kind of wild fires that do get sparked to spread easily. So be careful grilling, careful lighting the pier pit here today, obviously never, ever toss cigarette butt out the window, finds the right recepticles, guys. Looking forward in the forecast though. What you are looking at mind he is the boulevard, approaching wissahickon avenue. See it is pulled off to the shoulder. Not blocking any lanes, but the good news about that is well it is not blocking any lanes. Bad news it doesnt matter. Volume levels are off. So we will have gaper delay. What were seeing in and around the area you are slowing down little bit as you come by this, tapping your brakes, peaking whats going on, very careful, because we do have people, pedestrians, out of their vehicles walking around. Ninetyfive south before cottman. Also, where we have business able disable vehicle, pulled off to the shoulder. Going to cause maybe little bit of gaper delay. Overall, just volume levels. And take a look at that. Sunshine i feel like coy get a tan just standing here. Does it look like, maybe little bit . Either way, pack your sunglasses because i can tell you right now this specially moving in the eastbound side is verbal going to slow you down. Before you blow that on new gadget, cbs News Business analyst Jill Schlessinger says there are smarter ways to use your refund this year, she is live in new york, good morning, jill. Good morning. Jill, ive been preferring this for years, but americans are actually better off not getting attacks refund. Can you please explain this to everyone . Reporter absolutely, it is not found money, my friend, it is the return of a year long interestfree loan that you made to your uncle sam. So, first things first. If you did get a refund, you might want to adjust your withholding so you dont get one next year. Now, with your refunds in hand, the First Priority you want to replentish your emergency reserve fund. Six to 12 months of your Living Expenses in a safe place. Then, next, pay down consumer credit. In any event, dont just buy the newest gadgets thats are out there. A lot of americans say they will pay down debt. Thats probably a good thing. Music to my ears, thanks so much, jill. Take care. Lets talk playoff hockey. The flyers came out on fire last night against the capitols at the well. Michael scored less than a minute after the opening faceoff but it was all capitols after. That will they beat the flyers sixone, taking commanding three games to none lead in the opening rounds of the stanley cup playoffs. Game four is tomorrow night. The season will be over, if the flyers cant manage a win. I like to say it this way the season wont be over if the flyers win four in a row. Now, flyers fans were upset, and they let the team know it for some reason during the third period. Justin finch is here with us to tell us how the fans reacted which was not a good thing. Yes, jim, brooke, not ideal here, even though the flyers lost, fans tempers won out. First watched their team get work over at home, then a select few fans turned free wrist bands into weapons. Now here is what we are talking about, glowing wrist bands taped to chairs at the wells fargo center, part of tribute to flyers founder ed snider who recently died of cancer. And now, to this the tribute under lowlight you can see those glowing bracelets for the snyder presentation moving moment, soon forgotten though by the third period, fans may have wanted those lights back off. Turns out, they werent seeing much of a match up between the flyers and the washington capitols. Livid fans launch their bracelets on to the ice by the dozens, caps defensive found himself in the cross hairs, crews swept in to sweep up the bands which delayed the game. Two minutes, flyers delay of game. Youve done it now, fancying nor announcer lous loud speaker calls for callment. He warned wrist band could end with penalties and he was right t didnt do much. Caps coach barry weighed in postgame. Stuff we wanted to have happen there, and, you know, the entire third period was just not good all around. I just thought it was, you know it, wasnt good for the game, plane and simple. You know, we were on national television. I dont think, you know, displace our game very well. Not well at all. Add this to the list of philadelphia sport fans behaving badly, as win simmons said, ed snider would not have been too happy here guys. Thats a bummer. We got to do better. Start keeping it classy. We bring in pat gallen, at the game shooting store allows night, in the crowd as bracelets began to rain down, pat, just plane ugly. Reporter ya, guys, definitely was, i was actually shooting a story about the atmosphere becomes what it is like to be up close and personal in a playoff atmosphere, the flyers, so gracious and generous, and they let me basically almost on to the ice last night. A front row seat right on the glass, could you see everything right there. And it started off great. I mean, the pregame ceremony for ed snider was fantastic. Although there was one person that started it off by screaming obscenity during the moment of silence, so that one person of course ruined it for everyone. Then as the flyers are losing late in the game, mentioned throwing the stuff on to the ice, but not all of them reached the aisles. So i was in the front row with other people. And we were getting pelted or close to being pelted by these bracelets. And the bracelets, you know, theyre little plastic brass lets with a runner band on them. But they are still heavy enough to do some damage. So, it turned into an ugly scene pretty quickly. And we as philadelphians and philadelphia sports fans get a bad rap, and it is just a few people that spoil it for the bunch. This is about 100, maybe 100 or more, that did this. It is not a good look for the city, guys. It was definitely plaque eye for the sit. I thats a bummer. Thanks, pat. We will be checking in with you in just a little while. Pat will be back with a look at cool new playgrounds in our area, that kate tears kids with special needs. Thats good news. That is good news, thanks, justin. Back here with julia singer cats, julia, go through the backgrounds of this place. How did it come about . Where did the idea come from . Sure t came from this idea that our children in the community needed some more support in terms of early intervention, in terms of therapy. So what we offer here, is physical therapy, occupational therapy, speech therapy, we do special instruction, we work with kids on the spectrum, and we really wanted it so that when you come in, you dont know who is getting therapy. Kids are just playing, and theyre learning and they grow as they play. Private party, and it is really kind of what the Community Wants to make it.
