To night ray rices wife comes to his defense and the nfl commissioner answers the questions so many people are asking. Roger goodell sat down for this exclusive interview with cbs this mornings nora odonnell. Did you know that a second tape existed . We had not seen any individual 83 tape of what occurred in the elevator. We assumed that there was a video. We asked for video. But we were never granted that opportunity. So did anyone in the nfl see the second video tape before monday . No. No one in the nfl . No one in the nfl to my knowledge and ive been asked that same question and the answer to that is no. How is it that the nfl couldnt get their hands on the second tape but a website called tmz could . Well, i dont know how tmz or any other website gets their information. We are particularly relying on law enforcement. Thats the most reliable. Its the most credible. While goodell did acknowledge the league believed there was a video tape that captured the assault he said they tried to acquire it from police, from prosecutors and from the casino itself but they were denied. He also defended the leagues investigation. Question becomes, did the nfl drop the ball or was the nfl willfully ignorant about what was on this tape . We certainly didnt know what was on the tape, but we have been very open and honest and i have also from two weeks ago when i acknowledged that we didnt get this right. What changed . I mean, on the first tape, she was lying unconscious on the ground being dragged out. Did you really need to see video tape of ray rice punching her in the face to make this decision . No. We certainly didnt. I to tell was we saw on the first video tape was troubling to us in and of itself. When asked if ray rice would play in the nfl again, commissioner goodell did not rule that out. Ray rice today made his first statement on his banishment from the league in a text message to cnn he wrote Im Just Holding strong for my wife and kid. Thats all i can do right now that text came hours after his wife janay expressed her own frustrations in this post on inn have a gram. She wrote in part no one knows the pain that the media and the public has caused my family. To make us relive mommy in our lives that we regret every day is a horrible thing. To take something away from the man i love that he has worked for all of this life just to gain ratings is horrific. This second tape raises a lot of questions in our area about how the original case was handled. Tonight some new jersey state lawmakers are a calling for a new investigation. Todd quinones is in the sat center with this part of our coverage. Jessica, ray rice never went to jail for what he did. Instead he was enter flood a First Offenders Program and tonight some powerful people in new jersey are asking how did that happen . It was a violent crime. I mean he punched someone. Report roar since this video from tmz sports aired, south jersey assemblyman gabrielle mascara joins Steve Sweeney for calling for review that Intervention Program ray rice entereentered. He was able just to get away with it. He was given a slap on the wrist. Reporter the program allowed rice to avoid prosecution. He entered anger management and paid a small fine and ultimately the charges will be dropped. As long as rice completes the program. Former Atlantic County assistant prosecutor john, toll the cbs 3 i Team Prosecutor is required to consider mitigating circumstances. In looking at all of the factors not only the bad facts that appear on that video tape inside the elevator but also all of the good factors that ray rice has going in his life, all the mitigating factors such as clean background, gainful employment, a history of community service, and victims wishes. The county prosecutor has to give certain weight and consideration to the feelings of the victim about whether they should let him into the pti or not. Reporter in rices case thats the wish of his then fiance now wife janay palmer. And since this most recent video area prosecutor james mclane had no new comment although previously he called his choice appropriate. He started it by asking the question, how could it come to this . Why didnt we act earli earlier . Seeing that video changed everything he wrote. We should have pursued our own investigation more vigorously. We didnt and we were wrong. He closed that letter by apologizing again for letting the fans down. Also to today reaction from rices now former teammates including the new jersey native joe flacco. Obviously it doesnt paint a good picture of who ray is as a person. I played with ray. You know, this would have been the seventh year, and sometimes good people make bad decisions and put themselves in a bad light. Really my heart goes out to him and his family. New tonight a wheelchair bound boy attacked and robbed. And now hes sharing the story of his frightening ordeal with ooh witness news. He says two kids pushed his wheelchair into a storm grate near his home in newark and robbed him. As diane in rocco tells us the suspects pleas looking for are kids themselves. I couldnt feel anything. My face was starting to go numb. Reporter 12 year old la quon mackey is bravely talking about his attack monday in hopes police will find the two boys he says had been picking on him for months. These kids pushed me into the sewer graete thing and my wheel got stuck. And he started punching me. And i put my hand up to block the punch and then he grabbed my land yard, twisted it. Put it back around my neck again and starred to pull it. Reporter la quon suffers from Cerebral Palsy and is wheelchair bound after a recent leg operation. He was doing his daily exercising through the neighborhood when he says two boys attacked him. Punching and choking him and making off with the house key he wore around his neck. I was just scared. I didnt i had been out for about 15 minutes. I was like, if i dont get back, dad will worry about me. When i hear somebody is doing something evil to my child, i get quite angry. Reporter la quon says these same two kids whose names he doesnt know cornered him and punched him few days earlier. In the past they shut his finger in the mailbox and this time he was able to let out scream. Im thinking, no, i cant let this happen and i started to scream and they ran off. Reporter police are now looking for the two juveniles. Both under 5 feet tall. They will be charged with rob bro. It seems that, you know, theyre targeting a kid that cant fight back or a kid that cant flee, and, you know, we consider them to be monsters. Reporter two suspects are believed to be between the ages of 12 and 14 years old and police say they believe they live in the area. Theyre hoping to have a sketch of them later this week. Anyone with information is asked to give them a call. In new castle county, delaware, diana rocco cbs3 oy were the news. Teenager faces charges to night after leading septa police on a wild chase and Eyewitness News has the video. This happened at the Erie Torresdale station. The 16 year old teen got into a dispute over his fair. Then started fighting with the officers. He got away by jumping over the turn style and took off. He ran on top of one train and then jumped on top of another train that was moving. There were several girls on the other side of platform trying to tell him get off the go off the top of the train. Consider your own safety. What are you doing . The 16 year old was arrested and faces a number of charges. He wasnt injured and later apologized to police saying he has trouble with quote authority figures. President obama is preparing to address the nation on his plan to fight the terror group known as isis. The president gathered congressional leaders for meeting at the white house today. Previewing his remarks set for tomorrow Administration Officials say the president s plan will not call for ground troops. The white house is reportedly Still Deciding whether pursuing isis within syria would require congressional approval. Eyewitness news told you on friday the trump taj mahal in Atlantic City plans to close in november. Today Trump Entertainment Resorts made that official. Filing for bankruptcy. The taj mailed out layoff notice todays to nearly 3,000 employees. But Union Leaders tell a different story tonight. They believe the trump is only threatening to close to force workers to give up health and retirement benefits. I believe that the Trump Organization is trying to capitalize on the fear of workers in Atlantic City to get concession that is no other casino in the city has either considered. The taj would be the fifth casino to close in Atlantic City this year. That would put the total number of layoffs at more than 10,000. The tribute for joan rivers tonight shrowded in controversy. But this tribute comes after some controversy. A group that represents theater owners and producers at first said rivers didnt meet the criteria for this honor. The fourth american aid workers sickened with ebola virus is under going treatment tonight at an atlanta hospital. He managed to walk from an ambulance into Emory University hospital today. Hospital officials not released this patients identity. The World Health Organization says the patient is a doctor who was working at an Ebola Treatment Center in sierra leo leone. On the health watch, theres an incredible new study out that suggests Early Intervention could potentially reverse auti autism. This study look at autistic babies between seven and 15 months old. It found children who receive therapy at that age generally showed fewer symptoms down the road. In some cases, kids who received therapy as a baby no longer 60ed the signs of the disorder by three. Amelia is four years old and received this therapy. I dont know what would have happened to em meal yo had we not participated in the intervention. What i do know is that our son does not have diagnosis of autism, and is an amazing four year old. Experts are very optimistic about this but they also caution more study is needed. Weve got all the details tonight about apples newest products including new i phones and the long awaited smart watch. The Company Revealed them today in california. Well begin with theism phone six and iphone six plus. Theyll hit store shelves on september the 19th. Reporter when al pays his bills he takes out his smart phone, opens his mobile banking app, snaps a picture and hes done. Its just Wild Technology photo bill pay is in its infancy. Its a big thing youll see increasingly rolling out in 2014, 2015 and beyond. It will become staple. A small number of film institutions are using mobile photo bill pay. And bankers report its a high tech magnet for customers. The people who are using this really love it. Reporter how does just snapping a picture of a bill actually pay it . The bank is actually able to take that image and extract all of the information about the biller from the picture. So we can enable the customer to avoid having to type all that information into forms then once the biller is set up the customer has to confirm the amount, the date and send the payment. Reporter and more photo Payment Options are coming soon. This app called check will give anyone with a smart phone access to mobile photo bill pay, even if theyre bang doesnt offer it. Other programs will scan qr codes to pay bills. Financial institutions already using mobile photo pay say its similar to remote check deposit. Images are never stored in your phone, and using photo bill pay reveals less information than mailing check. You think about what the information thats on a physical check, it has your name, addre address, sometimes your phone number, and it always has your full account number and the routing number of your bank. So really the less that you expose that type of information, the safer you are. Reporter in our region u. S. Bank offers the mobile photo bill pay app as for costs of using this product, the jury is still out as to whether theyll be fees involved as more banks adopt photo pay. Rushing waters were caught on camera near the las vegas strip. Complete sections of interstate 15 near las vegas buckled. They were washed away. Part of a major rail line between las vegas and Salt Lake City was damage as welch this rain was due to remnants of hurricane norbert. Very unusual. A different story here. It look like rain most of the day kathy but it never developed. Just cloudy and we look out. Spectators to coastal storm that kept all the rain for the most part offshore. We have the clouds, tomorrow we will see the clearing much thats the good news. Down the shore, some effects and well talk about those but inland, the clouds will give way to some sunny skies. Now take lookout side right now. Were still seeing the clouds looking from campbells field across the bridge towards Center City Philadelphia where temperatures are still cooling through the 70s and the 60s. Down the shore, were looking at rough surf even the risk of rip currents after the skies clear tomorrow. And of course coastal flooding at times of high tide. So please be aware of that. But that will be the worst of it. On storm scan3 we are watching as most of that precipitation already is moving away out to sea so a few sprinkles along our shore points thats really just about it. Our live Neighborhood Network takes us to Dover Air Force base where it is 70 degrees. The same at Whitfield Elementary School in reading. In philadelphia at northeast philly airport 70 degrees. Linvilla orchards in media our life network is saying 69 degrees with some clouds. 70 in philly. Rye now in Atlantic City 68. 68 in millville and 61 in the poconos. So watch our storm pull away. Increasing sun during the day on wednesday. And look for temperatures in the 80s. So a very comfortable day. The temperatures will really peek or max out by thursday. As this front approaches from the west. Southerly winds will bring us more humid conditions and temperatures in the mid to upper 80s. And this front right here will break the heat bringing in some showers and storms thursday. So be aware of that. Well time it out for you coming up in the wake of that, friday drier, sunny skies, and looking for temperatures in the 70s. Once we get into the 70s, it looks like were going to stay there for while. That is below average for this time of year. Normals still in the lower 80s. Future weather timing this out tomorrow morning wake up to some sunshine, some clouds down the shore. Still that easterly wind trying to pull in some moisture in the form of cloud cover during the day on wednesday. But really a very pleasant day. By thursday, were seeing some patchy clouds moving in ahead of the cold front and then we see the showers forming. Late in the afternoon toward the dinner hour. This marching eastward and now the computer models are forming a line along the i95 corridor of showers and thunderstorms thursday evening and then this moves offshore and we dry it out and clear it out for friday morning. Overnight, just mostly cloudy skies. 64 degrees clearing toward the morning. Well have partly sunny skies wednesday the high 80 degrees much as we look ahead on the seven day forecast and shore cast, 86 thursday. After that front moves through friday more comfortable. Some late showers saturday. And then temperatures staying in the mid 70s through next week. Shore temperatures in the lower 70s.
