This is the cbs evening news with scott pelley. Pelley good evening. The killing of unarmed black men by White Police Officers helped expose again the racial divide in this country. Well, tonight a new cbs news poll shows just how deep it is. Have a look. Back in 2009 after barack obama was inaugurated, 66 of americans said Race Relations were good. Now its 45 . Thats a drop of 21 points and the lowest in 17 years. And jim axelrod is here with more of the story that the numbers tell. Jim . Reporter scott, our cbs news poll gives us a window into a nation divided along racial lines. 74 of blacks we asked believe police resort to deadly force too quickly compared to just 28 of whites. 84 of blacks say police are more likely to use deadly force against a black person and no black, zero percent believe police are most likely to use deadly force against whites. Just 10 said race had nothing to do with the decision at all. Compare that to how whites feel. Onethird said police are more likely to use deadly force against a black person, but well more than half, 57 , said race isnt a factor at all. The divide becomes wider when we asked specifically about the Michael Brown case in ferguson and the deadly arrest of eric garner in new york. [gunfire] more than half of whites were pleased or satisfied by the grand jury decision in missouri while 82 of blacks were disappointed or angry. 87 of blacks were disappointed or angry by the grand jurys decision not to indict in the garner case. But look at the difference between the two cases for whites. Just 27 were pleased or satisfied with the Staten Island decision. That is 24 points lower than the 51 of whites who were pleased or satisfied with the ferguson case. Pelley jim, theres something very interesting in the poll about how blacks and whites feel about their local cops. Thats right, scott. 80 of whites say police make them feel mostly safe. That number for blacks is 52 and 43 of blacks say the preds accident of police in their community make them feel mostly anxious. So there is a lot of work to be done, scott. Pelley jim, thanks very much. Some of that work falls to americas mayors. We talked to four of them, Karen Freemanwilson of gary, indiana, Carlos Gimenez of miamidade, florida, ed murray of seattle and lester they already of east orange, new jersey. Tell me why a perfectly lawabiding and reasonable African American man feels a chill when he encounters a white police officer. Why does that happen . Look at the experiences of a 40yearold African American man. Im wearing a suit, whether im wearing my timberland boots, theres a perception in many of our communities across the country that African Americans may be criminal. Thats something we have to dispel across racial lines. Pelley let me ask you this question, these altdcations with Police Officers that have caused this national debate, how much of this is a lack of respect for the police . You have to look at not just an alleged lack of respect for police, but again, lack of sensitivity for Law Enforcement with the community they serve. I think its too easy to say its the fault of the Police Officers. I actually think its the fault of systems and leaders who are not addressing issues. And who are not sending a clear message about what is acceptable, what you can and you cant do out there. I think you have to look also at the history. Certainly there can be environments that can be created that would foster better relationships, but you have to have an understanding of the sense of hopelessness that exists in many communities where they believe that the police may be picking on them, that there may be a disconnect really in understanding. And thats what we need to improve in terms of police and community relations. Pelley mayor miami probably has the most diversity. How do you teach respect . Training is major component of it. Miami, the minority is the majority. Were a majority hispanic community. And so when youre dealing with somebody who is not of your same race, you have to know that their experiences are different than yours. Thats what creates a sense of understanding, a sense of belonging, you know, in our community. Pelley when the protests first began in ferguson what you heard chanted on the street was no jobs, no peace. So to what extent are the economies of your cities. Seattle is a very affluent city, but 54 of African American children live in poverty, compared to 5 of caucasian children. Thats huge. That kind of disconnect is where this anger is coming from. Pelley ms. Freemanwilson, i think youre loaded for bear on this one. Go ahead. If were willing to address this, because i think the lesson has to be, what is our solution . Weve got to deal with the disparities in education. Weve got to deal with the poverty rates in our cities. We have to be willing to cut to the core of some deepseated, longstanding issues. A noreaster is bringing snow, heavy rain and high winds to new england and upstate new york, and whats called a Pineapple Express from the warm waters of hawaii is threatening the west coast with one of the worst storms in years. The good news is that it is not sticking here in the city, but its causing a lot of headaches across the northeast. In vermont, crews are struggling to restore power to more than 15,000 people. Theyre dealing with snow buildup and ice thats bringing down power lines and snapping tree limbs. Major interstates like i81 just outside of syracuse were at a standstill. Cars that could move were struggling. While Central New York got the most snow today with 15 inches, other states across the region are still cleaning up from tuesdays storm. Over the last two days, more than 5,000 flights were delayed and 1,300 canceled. Schools were also closed there. Michelle mead is a warning coordinator with the National Weather service. Its going to be a wind punch then a rain punch. Reporter reservoirs dramatically down from a threeyear drought could rise by 2 . In the whole scream of things, this isnt doing a whole lot . No, its a little drop. In the drought capacity, its a pretty small drop. Reporter nearby creeks that flow into the Sacramento River here are already swollen because of a storm last week. The fear now is that the river could overtop its banks as those creeks continue to spill in. Scott, that means flooding could come as early as tomorrow. Pelley thanks very much. Cheney today called the report a bunch of hooey. The Interrogation Program was crafted and largely run by two former air force psychologists. The report calls them swygert and dunbar. They were paid 81 million. And nancy cordes spoke with one of them today. Reporter dr. James mitchell lives outside tampa. He cant confirm hes the psychologist at the heart of the report, but others have. We reached him by phone. Did you read the report . I read parts of the report. Reporter what do you think of it . According to the report, he had never participated in a realworld interrogation before they devised the c. I. A. s enhanced interrogation techniques after 9 11. Senate intelligence chair dianne feinstein. They did things which i really consider immoral and illegal. Reporter according to the report, the pair proposed and employed 12 tactics, including use of diapers, waterboarding and mock burials. What do you think of some of the tactics listed in the report, like using i think there should be an open and honest discussion in the public and people can make up their own minds. What i think about them is irrelevant. Reporter one of the things that a number of your critics have said long before this report came out is that you had no background in interrogation and no background in dealing with al qaeda. Im not even going to address this. Its a stupid, stupid statement. Why . Because its false. Pelley tonight we have an Important Development in the alleged gang rape at the university of Virginia Fraternity party. Rolling stone magazine first reported the story last month. The school after that shut down all greek activities and launched an investigation. But the magazine later backpedaled when questions were raise about the alleged victim, identified only as jack kim now Juliana Goldman has spoken with a friend of jackie. He was also in the article and remembers events very differently. Reporter when the Rolling Stone article first went up, alex, a third year at uva, said he started to read the piece, not knowing he would be a central figure. I, you know, slowly donned on me that this was, in fact, the story that jackie, you know, similar to the story jackie had told me in some ways. Reporter alex, who asked we only use his first name, realized he was in the article identified as andy, a friend of jackies who met her after an alleged Sexual Assault at a Uva Fraternity house in 2012. In the article, jackie is portrayed as coming to Three Friends with serious injuries. The friends discourage her out of fear it will hurt her social standing. I dont recall her being seriously injured. Did she have minor scrapes, maybe, but it was depicted as a bloodbath. Reporter he says the worse part was the friends response. The rape itself was terrible. But the response was the friends dont care, the administration doesnt care, nobody cares, and i think that that depiction is just false. Reporter we spoke with the other male friend mentioned in the article, and, scott, he independently corroborated alexs account. Both men say they have never been contacted by Rolling Stone, and theyre cooperating with the Charlottesville Police investigation into what happened that night. How many of you have had an encounter with the police or have been stopped by the police . For what reason . I was stopped while riding my bike for suspicion. I was stopped and frisked. I dont know how long its going to take, but i know we can get there. I feel discussions like this help us build on each other and helps us build and get ready for the real world.
